MESSAGE FROM THE CHAIR LEADING THE WAY ON MENTAL HEALTH: ABC Keystone and the Vital Cog Initiative

In an industry where strength, resilience, and grit are essential to getting the job done, it’s easy to overlook the internal battles many face silently. But at ABC Keystone, we believe that safety doesn’t end with hard hats and steel-toed boots — it extends to the mental and emotional well-being of every worker who steps onto a jobsite. That’s why I’m proud to share ABC’s latest step forward in supporting the mental health of our workforce: the Vital Cog initiative.

Vital Cog is a program launched by the national Associated Builders and Contractors as part of the broader Total Human Health initiative. It’s designed to give leaders, managers, and team members the tools to recognize the warning signs of emotional distress, engage in supportive conversations, and guide individuals toward the help they may need. In plain terms, it helps us be better humans — coworkers who know how to look out for one another in more ways than just physical safety.

Mental health challenges — including anxiety, depression, addiction, and even suicidal thoughts — don’t discriminate by job title or trade. In fact, the construction industry faces one of the highest suicide rates of any profession. Long hours, tough physical demands, job insecurity, and a “tough it out” culture all contribute to an environment where workers may suffer in silence. The Vital Cog program seeks to break that silence, offering practical training to create more empathetic workplaces where individuals feel safe, seen, and supported.

We were honored to bring introductory sessions of the Vital Cog program to ABC Keystone’s 2nd Annual Safety Summit, which took place on May 21, 2025. The response was both humbling and inspiring. From business owners to frontline supervisors, attendees embraced the opportunity to deepen their understanding of mental health and explore how they can be catalysts for change within their own companies. It was a powerful moment — a collective acknowledgment that mental wellness matters and that we, as an industry, can and must do better.

This initiative is about more than just training — it’s about culture change. It’s about weaving mental health awareness into the fabric of our organizations, so that every worker knows they are not alone. The Vital Cog program helps create a ripple effect: empowering one person to start a conversation can lead to a safer, more connected jobsite for all. And at ABC Keystone, we are committed to being at the forefront of that transformation.

As we move forward, I encourage all of our members — especially those in smaller companies without access to employee assistance programs — to learn more about Vital Cog and how you can bring it to your teams. Through the Total Human Health initiative, we are not only building structures; we are building stronger people, healthier teams, and a more resilient industry.

KEYSTONE’S BOARD THE MEMBERS' VOICE

You often hear it said that ABC Keystone is a member-driven organization. The Board is elected by the members to represent the membership, and we are always looking for those that may have an interest and are passionate about our mission.

Our mission and vision were not created in a vacuum but developed by the Board of Directors with input from the members. ABC Keystone leads, champions and serves the construction industry and advances opportunities in the construction industry by:

• Championing free enterprise and the merit shop philosophy.

• Leading the conversation in political advocacy.

• Educating and developing the workforce.

• Equipping our members to prioritize safety.

• Providing an inclusive environment to cultivate innovation, sustainability, and prosperity.

The Keystone Board is not a resume board. It is a Board of elected volunteers who are passionate about free enterprise and advancing all aspects of the construction industry. Each month, every Board member reaches out to a list of members (constituents) to share ongoing important updates and to open the door for feedback to the Board. While every member can reach out to staff for questions, concerns, or help, their Board member liaison is another conduit for them. The Board also plays a key role in overseeing and evaluating the financial health of the organization.

In addition to being member liaisons, the Board members are engaged in seeing that the strategic plan is being carried out. They oversee and evaluate the financial wellbeing of the Chapter. Each Board member is highly engaged in the recruitment of new members as well as the retention of existing members. Last but not least, they are responsible for carrying out the Bylaws of the Chapter and making sure others have the opportunity to serve.

You may be asking, why do I need to know this? We are at the time of year when the Nominating Committee is looking to receive and evaluate member applications to run for a Board seat. Founded in 1975 by George J. and Florence Hayden, George J. Hayden Inc. dba Hayden Power Group began as a small, family-owned and operated electrical service business based in Hazleton, Pennsylvania. The company has grown into a nationally recognized electrical contractor with over 100 team professionals nearly five decades later. It is known for its award-winning safety standards, technical expertise, and unwavering commitment to customer satisfaction.

We asked George Hayden, President of Hayden Power Group, how being an ABC Keystone Member impacted the business.

Tell us a little bit about your company.

Hayden Power Group recently relocated from Hazleton to a state-of-the-art 56,000-square-foot facility near the Interstates 80/81 corridor in Hazle Township, PA. In addition to this new location, we maintain a facility in Bloomsburg, PA. Specializing in service work, commercial, industrial, and substation construction—including medium and high-voltage projects up to 220KV—Hayden Power Group has earned a stellar reputation for quality, innovation, and dependability across the U.S. Our company has been honored with over 30 Excellence in Construction Awards and numerous STEP Safety Awards from the Associated Builders and Contractors Eastern Pennsylvania Chapter. Locally, we've been recognized as the area's top electrician and Best Place to Work in PA. Hayden Power Group also actively participates in local Chambers of Commerce and supports a wide range of charitable organizations and events. With nearly 50 years of success and a forward-looking vision, we are committed to remaining the Employer and Contractor of Choice—providing safe, reliable, and innovative electrical services for generations to come.

How long have you been employed at Hayden Power Group?

In 1989, I left my position as an electrical engineer technician at Carpenter Technology stainless steel mill in Reading, Pennsylvania, to work side by side with my father, George Sr., in the family business for half the wages as a project manager/estimator. Over the next

few years, I was promoted to the Vice President of Operations and became President. After receiving the necessary training from my father, he wanted to ensure that I had the skills, work ethic, stamina, and emotional intelligence to operate a business and support its valuable team members and service customers. During my years in the industry, I completed a Pennsylvania state-approved certificate of industrial electrician apprenticeship training. I received my journeyman and master's electrical license in Pennsylvania and many other states.

How did you get involved in the industry?

I have been involved in the industry since I was 12 when I started working in my family's electrical business doing all types of activities. Following in my father's footsteps, I graduated from Penn State in 1983 with an Electrical Engineering Degree. In 2009, my wife, Karen, and I purchased the business from my parents. Under my father's leadership and with a skilled team of more than 100 professionals, Hayden Power Group celebrates 50 years in business. It continues to be synonymous with high-quality electrical construction, a safety-first philosophy, and first-class customer service.

In what ways has your participation in ABC Keystone contributed value to your company?

ABC Keystone has played a tremendous role in helping Hayden Power Group become the employer

of choice. Their apprenticeship program, safety training initiatives, networking opportunities, and other activities have driven our company's growth and success. ABC's training and opportunities have helped our upcoming generations and allowed our team to obtain many types of certificates, including electrical. The networking and peer groups through ABC have significantly fostered collaboration, shared learning opportunities, and immense support from other professionals and business colleagues.

What is the best business advice you have ever received?

The best business advice I have ever received is to connect and network with similar-minded people and businesses of all types that share the same values, passion, and mission to match Hayden Power Group’s philosophy. ABC is the vehicle for networking and interacting with the same types of businesses and contractors within our region.

What is the best part about the work you do?

The best part about my work is being able to lead and mentor our future workforce. It’s rewarding to get people excited about our electrical construction industry and offer opportunities to future workforce generations. I personally love talking with our apprentices, offering them life experiences, opportunities to learn about the electrical field, and welcoming them to become part of our growing team

ABC Keystone Apprenticeship & Training Trust is proud to celebrate the graduation of 117 apprentices from our PA-registered apprenticeship program, covering eight trades: Carpentry, Construction Craft Labor, Electrical, HVAC, Masonry, Plumbing, Sheet Metal, and Roofing. The ceremony, held on May 15, 2025, at Penn Medicine Park in Lancaster, marked a major milestone in their careers.

Since 1968, ABC Keystone Apprenticeship & Training Trust has been committed to workforce development, overseeing ten PA-registered apprenticeship programs sponsored by Associated Builders & Contractors, Keystone Chapter.

These graduates have completed a rigorous combination of classroom and hands-on training, earning certificates of completion from ABC Keystone Apprenticeship & Training Trust. Apprentices who met their onthe-job training requirements will also receive Journeyperson certificates from the PA Department of Labor & Industry.

BRIDGING THE CONSTRUCTION LABOR GAP: A WORKFORCE STRATEGY FOR THE FUTURE

The construction industry is facing mounting challenges in recruiting and retaining a skilled workforce. While commonly referred to as a “labor shortage,” the reality is more complex. According to the U.S. Chamber of Commerce, there are nearly 100,000 more individuals with construction experience than there are open jobs. So, why does the industry still struggle to find workers?

One major issue is the lack of new entrants into the field. Despite efforts by organizations like ABC and local contractors to recruit through vocational schools, many young people hold misconceptions about the industry. Negative stereotypes, workplace culture concerns, and a societal push toward four-year degrees contribute to this trend. The EEOC has also cited discrimination against women and minorities as a factor discouraging diverse talent from considering construction careers.

Compounding the issue is the industry’s aging workforce. ABC reports that 1 in 5 construction workers is 55 or older, meaning that experienced professionals are retiring faster than new workers are being trained. Without a steady influx of entry-level workers to develop into mid-career specialists, the industry risks losing valuable institutional knowledge.

Additionally, competition for labor is intensifying. The manufacturing sector has been drawing from the same pool of skilled workers, further straining the availability of workers willing to take on physically demanding roles.

To combat these challenges, construction firms must seek out proactive partnerships to build a sustainable workforce. A comprehensive talent strategy should include:

ADVOCACY UPDATE

DÉJÀ VU IN HARRISBURG

It is déjà vu all over again in Harrisburg watching the House at work. House democrats are running the same bills they ran last session.

Without getting into the details of each proposal, it’s important to note that all are negative for the construction industry. ABC Keystone has been clear and direct about the impact. These messages have been heard, just ignored.

House Democrat leaders have moved two misclassification bills, an expansion of prevailing wage bill that applies to prefabricated materials and modules as well as a prohibition of split rates; and are poised to move another state-wide responsible contractor ordinance. Each of these are virtually identical to last session with unified House democrat support and most of the same republican supporters as well.

House democrats are also suppressing an apprenticeship ratio bill and a bill to adjust the prevailing wage threshold for inflation. Opposition to these bills have also unified House democrats with some of the same republicans opposing them.

The déjà vu is that all of this is unfolding exactly the same as last year with voting behavior and limited public discussion. The good news is that the Big Labor-influenced bills should die in the Senate as they did last year. Unfortunately, our bills to have a level playing field throughout the construction industry and have taxpayer fairness will die in the House.

Albert Einstein said that the definition of insanity is to do the same thing over and over but expect a different result. While all the déjà vu above is being repeated, it’s a question of whether there really is an expectation for a different result. Or, if these bills are proposed insincerely with knowledge that they are poorly drafted and all but certain to cause harm. Answering the latter may require a look at political fundraisers and contributions to see if that is an influence.

Either way, we are stuck in a loop which means that it is even more important to continue engaging with legislators. Frustration from more of the same or fatigue can only put more wind in the sail of bad ideas coming closer to actual law or abandoning any wind at all into the good ideas. Please stay engaged with ABC so we can work together and break this cycle.

Providence Engineering is proud to announce that Jonathan U. Dougherty, Ph.D., Vice President, Strategic Initiatives and affectionately known as Dr. J., has been recognized by the Penn State College of Engineering with the Outstanding Engineering Alumni Award—the highest honor bestowed by the College.

A Celebrated Career in Engineering and Education

Dr. J. earned his Bachelor of Architectural Engineering in 1999 and his Ph.D. in Architectural Engineering in 2006 from Penn State. With a career spanning more than two decades, he has made significant contributions to the architecture, engineering, and construction (AEC) industry through his leadership and dedication to education. At Providence Engineering, he leads workforce development, marketing, learning and development, and chairs the Employee Stock Ownership Program (ESOP) Committee.

Dana Ziegler, PE, President of Providence Engineering, shared, “Dr. J. brings passion and purpose to everything he does—whether it's advancing our company’s internal culture, championing future engineers, or supporting the Penn State community. We are thrilled to see his contributions recognized with this prestigious award.”

His impact also extends to the classroom. Dr. J. has taught at both Penn State and Virginia Tech and continues to serve as a mentor and advocate for engineering students and young professionals across the AEC industry.

WAGMAN CONSTRUCTION AND CHILDREN’S AID SOCIETY CELEBRATE RIBBON CUTTING FOR NEW CHILDCARE CENTER

On Thursday, May 15, 2025, Wagman Construction and Children’s Aid Society held a ribbon cutting ceremony to mark the grand opening of the new Werner Early Learning Childcare Center. The event celebrated the dedication of the 15,368 SF facility, which will enable Children’s Aid Society to serve more children and families in the region. The ceremony brought together local leaders, community members, project partners, and supporters to officially open the center.

“We are proud to be part of this important project,” said Jan Wagner, President at Wagman Construction. “This new center will give children and families a safe place where they can get the support and care they need.”

The Werner Early Learning Childcare Center, designed by Core Design Group, includes new spaces for therapy services, support programs, and other resources for children facing challenges. The facility will be offering a range of essential services including child-centered creative arts, play and psychotherapies, a crisis respite nursery (one of only three in Pennsylvania), traditional day childcare, family advocacy, parent education, support groups, and a 24-hour caregiver hotline. The new building will allow the Children’s Aid Society to expand its crisis nursery and offer third-shift childcare services, addressing a critical need in York County where licensed third-shift childcare is currently non-existent.

Wagman Construction started work on the project in 2024 and celebrated progress with a beam signing event last September. The ribbon cutting ceremony marked the official opening of the center, which was finished on time and is ready to welcome children and families in need.
