Heck newest addition to Daily Record staff STAFF REPORT

Jerry Heck is the latest addition to the writing staff at the Roswell Daily Record. He has lived in Roswell for more than 10 years as an active member of the community. Heck is a member of the American Legion Post 28, the Roswell Gun Club, Roswell Sertoma Club and the Military Officers Association of the Pecos Valley. Heck moved to Roswell in 2003 to accept a position as a contract assistant professor of military science in New Mexico Military Institute’s ROTC Department. During his tenure at NMMI, Heck collaborated with the drama and Arabic professors to form a troupe of authentically costumed role players to add realism to ROTC training exercises. He also completed three classes in Arabic. A few weeks following his arrival to Roswell, he received orders that he was going to Korea for a three-week mission, and while in Korea word came, “Don’t unpack because your going to Iraq.” Iraq was not his first nor would it be his last deployment. He accrued 41 months of duty in Bosnia, Iraq and Afghanistan. While on deployments, Heck worked at various government levels in Iraq and Afghanistan to help establish transparency in government. Heck was responsible for collecting data and conducting briefings at the Counter -Insurgency Center for Excellence near Baghdad. He also mentored Iraqi business and civic leaders in economic development as an alternative to terrorism. Heck was active in overseeing expenditures at adult vocational training cen-

ters for the Iraqi government. Heck has 28 years of service as a citizen/solider in the National Guard and Army Reserve. Enlisting as a private, he currently holds the rank of lieutenant colonel. His awards include the Combat Action Badge, Parachutist’s Badge, Global War on Terror Service and Expeditionary Medals, the Afghanistan Service Medal with Campaign Star and the Iraq Service Medal with Two Campaign Stars. Concurrent to cadet training and between deployments, Heck has been a residential property investor. In eight years, he has acquired six single-family houses that he maintains, renovates, rents and resells. Before moving to Roswell, Heck was working for a plumbing contractor that specializes in renovations of Palm Beach estate homes. Additionally, he worked with youthful offenders and was a science teacher. Heck received his bachelor’s degree in secondary education from California (Pennsylvania) State College in 1981. He and his wife, Betty Ann, have two daughters: Maggie 16, a junior at Goddard High School, and Kate, 25, a Goddard and New Mexico State University graduate who resides in Pensacola, Fla.

Democrat top fundraiser in AG race

SANTA FE (AP) — Democrat Hector Balderas holds a big edge in campaign cash in the race for attorney general, according to the latest fundraising disclosures. Balderas, a two-term state auditor, reported a balance of $787,046 in his campaign account as of last week. Republican Susan Riedel, a former prosecutor, had cash-on-hand of $94,382. Balderas collected $131,329 in contributions in the past month compared with $59,266 by Riedel. Candidates and political committees filed campaign finance reports Thursday showing fundraising from May 28 through June 28. Balderas and Riedel ran unopposed in the June 3 primary election. Riedel was chief deputy district attorney when Gov. Susana Martinez served as district attorney in Dona Ana County. She later became a district judge but lost her election bid in

2012. Top contributors to Balderas included a political committee of the New Mexico Trial Lawyers Association and Ruidoso Horse Sales Inc. Both gave $10,400 — the maximum under state law for the primary and general elections. Contributing $10,000 was Albuquerque developer Paul Blanchard, a part owner of the Downs at Albuquerque racetrack and casino. Riedel received $5,200 from Martinez’s political action committee, Susana PAC, Roswell auto dealer Thomas Krumland and Strategic Property Group, a Hobbs real estate company affiliated with former GOP state party chairman Monty Newman. Riedel also loaned her campaign $1,956. Riedel spent $23,393 compared with $2,441 by Balderas. Following are fundraising summaries for other offices: —Secretary of State: Incumbent

Republican Dianna Duran reported a campaign balance of $111,060. Democratic challenger Maggie Toulouse Oliver had $123,878. Duran raised $15,150, and Oliver collected $31,541. Duran received $2,700 from the governor’s PAC and $10,200 from two oil companies owned by members of the Yates family in southeastern New Mexico. Oliver received $5,200 from labor unions. Duran spent $10,151, while Oliver’s expenditures were $14,532.

—Lieutenant governor: Republican incumbent John Sanchez had cashon-hand of $126,248. Democrat Debra Haaland had $4,719. Sanchez raised $2,570 and spent $7,426. Haaland collected $11,218 and spent $14,158. Occidental Petroleum contributed $1,000 to Sanchez. Haaland received $1,480 from Albuquerque retiree James Collie. The candidates are the running mates of their party’s gubernatorial nominees.

Lotto chief seeks change in funding scholarships

ALBUQUERQUE (AP) — The head of New Mexico’s lottery system wants the state Legislature to cut the 30 percent minimum it is required to provide in revenues to the college scholarship program, noting such a move could increase lottery sales and create an even larger revenue stream for the program.

However, the director of a Santa-Fe based think tank, whose 2006 study led state lawmakers to set the 30 percent minimum, said the move would only put more money in the pockets of lottery vendors and adminis-

trators and won’t enrich the scholarship program with additional funds, the Albuquerque Jour nal reported Saturday. The Legislative Lottery Scholarship program provides tuition money for students at state-funded institutions. The 30 percent mandate prevents the lottery from offering higher payouts on its instant-win scratcher tickets, lottery CEO David Barden said. Higher payouts would attract more players and increase sales, he said. But Fred Nathan,

founder and executive director of Think New Mexico, noted that of the 12 states that mandated minimum contributions from their lottery systems in 2007, including New Mexico, only North Carolina and California have eliminated the benchmarks. Since then, “the percentage of revenues delivered to beneficiaries in California has fallen from 34 percent in 2010 to 28 percent in 2013,” Nathan said.
