Brazil-based hairstylist arrested with cocaine inside brassiere Olusegun Koiki

fficials of the National Drug Law Enforcement Agency, NDLEA, attached to the Murtala Muhammed International Airport, MMIA, Lagos said it has arrested a Nigerian based in Brazil for drug trafficking at the airport. NDLEA said that the suspect planted cocaine in her brassier from Brazil in an attempt to avoid detection. A statement by the spokesman of NDLEA, Mitchll Ofoyeju gave the name of the suspect as Nnaji Juliet Ijeoma, 30, a hairstylist. Ofoyeju hinted that the suspect was apprehended with the drug during the inward screening of South African Airways flight into the country. He said that the suspect agreed to courier the drug when she was promised the sum of

stylist in Brazil where l reside for the past two years. I studied mass communication, but because of lack of job, I work as a hair stylist in Brazil. I was approached to smuggle cocaine to Nigeria and I accepted because of the money involved. “I needed money for my personal problem. The drug was prepared inside brassiere and given to me to put on. I did not know how it was packaged. My role was to smuggle the drug to Nigeria and collect the sum of N1 million.” The suspect hails from Enugu State. Besides, the Chief Executive of NDLEA, Col. Muhammad Mustapha Abdallah (rtd) in his reaction observed that drug traffickers are becoming more desperate in their mode of operation.

Abdallah, however vowed that the agency was determined to counter the criminal plans of drug cartels in the country. “It is obvious that drug traffickers are getting desperate, but we are prepared to counter their operations through superior intelligence. “The discovery of the drug was a big surprise to the suspect because she felt her mode of concealment was full proof. I want drug traffickers to note that no matter how smart they conceal their drugs, we shall detect them.” The NDLEA boss added that efforts are ongoing to unmask other suspected members of the syndicate who are working with international drug trafficking organisations in Brazil.

Police arrest kidnappers in Bauchi, rescue 2 he police in Bauchi State have arrested 14 men linked to kidnapping in parts of the state. The police public relations officer (PPRO), Bauchi command, Mahmoud Mohammed, who issued a statement on Friday about the arrests, said two persons were rescued from the kidnappers. Abdullahi, 40. The police spokesman said all the suspects are from Jana’s district of Toro local government area of the state.

Kidnappers, killers of lawyer arrested in Rivers George Opara, ABUJA

P

olice has arrested four suspected hoodlums who kidnapped and murdered Mr. Ken Atsuwete, the Port Harcourt based human right lawyer in Rivers state. Also a serving soldier, Lance Corporal John Lukas was arrested for armed robbery. He was said to have provided the AK 47 rifle used in the operation. The late human rights activist was abducted and murdered in cold blood on August 29 this year along Onuchiolu road, Aluu in Ikwerre local government of the state. Nevertheless, the suspects were apprehended by the police attached to the IGP’s monitoring unit based in PortHarcourt. The suspects involved in the murder of the human rights lawyer are: Chibiko James Okwuonu Amuzuo, 22, Amadi Nathaniel Akokpe, 21, Ezims Aleru, 48, and Junior Aleru, 18. However, Ezims Aleru hails from Omueke Aluu in Ikwerre council area. He is the biological father of Junior Aleru who was accused of criminally removing the AK 47 rifle used in the lethal operation from where it was hidden inside his father’s compound on hearing that Chibiko was arrested. Junior was also said to be a cultist.

Items recovered are an AK 47 rifle, 124 live ammunition and AK 47 magazines. And Lannce corporal Lukas, 25, serving at 2nd mechanized ‘2’ Brigade who was arrested for armed robbery and kidnapping, hails from Kisang in Basa local government area of Plateau state. The soldier was paraded along with the fifteen other suspects arrested for armed robbery, kidnapping and criminal conspiracy and forgery. The other suspects are Abdul Yusuf, Adamu Philip, Peter Godwin, Orakwe Henry, Hillary Augustine, Aliyu Musa,

Habibu Musa, Muazu Mohammed, Hassan Saidu, Nazifi Aliyu, Mohammed Hamza, Aliyu Mohammed, Saifullahi Haruna and Ahmad Ibrahim. Items recovered are two AK 47 rifles, one Ghana made pistol, one locally made revolver pistol, two Awka made pistol, two AK 47 rifle magazine, ninety-three rounds of AK 47 live ammunition, one Chicheng motorcycle, forged vehicle documents and mobile manual typewriter. Nonetheless, investigations are still in progress as the suspects on conclusion would soon be arraigned before the court.

Who will save our local governments? Local government as the third tier of government are supposed to provide development at the grassroots level. Sadly, however, the situation in local governments across the country leaves much to be desired, a development many have attributed to lack of funds and autonomy, writes MUDA OYENIRAN.

F

ormer Olusegun Obasanjo recently complained that the 774 Local Government Areas(LGAs) across the country have been rendered “impotent” and almost “bastardized,” following the massive encroachment into their affairs by the state governors. Chief Obasanjo said Nigerian governors are crippling the Local Governments by interfering. He said the glaring injustices and overbearing influence of the governors which they hand down routinely to the LGAs are such that they cannot tolerate it should the Federal Government elect to treat them the same way. The ex – President made this known when a 60 – member delegation of the National Union of Local Government Employees (NULGE) visited him at his residence on Presidential Hilltop Estate, Abeokuta, and the Ogun state capital. The delegation led by the NULGE National President, Ibraheem Khaleel, were in Obasanjo’s home to solicit support towards freeing the LGAs from the alleged asphyxiating grip of the nation’s 36 state governors. The NULGE had through Khaleel, complained to the ex-president that the governors without exception, “have completely rendered the Local Governments impotent and battered it through massive encroachment, CONTINUED ON PAGE 4

diversion of funds and non-implementation of rules establishing them (LGAs).” But Obasanjo who listened to them, said he is helpless about their plights, noting that when the LGA was reformed in 1976, by the then military government which he was a part, it gave LGAs “functions, responsibilities and duties” to perform. He said it is saddening now to observe that state governors’ interference has completely eroded the “sanctity and constitutionality” of the establishing LGAs. Obasanjo, however, said Nigerians should keep talking to the members of the National and states Assemblies as well as other stakeholders towards finding a way to make the LGAs truly functional and democratic as envisioned by founding fathers. He said: “coming to me or me saying something is not the answer. I’m like a cripple. I have no executive power. I have no legislative power, but you are not crippled and you can show them that you are on ground. Local Government should be allowed to carry out its function. “But I wonder, if the states can allow what they are doing to the Local Governments to be done to them by the Federal Government. “Sadly, very sadly, the autonomy of the Local Governments almost without any exception, have been bastardized and encroached by the states. “Both are supposed to be tiers of government with each having its roles and functions. But, that is not the case. We shall continue to talk until those who reasonable among change this attitude.” In his remarks, NULGE President said the union had come to Obasanjo to join in the rescue mission of the LGA system, noting that, as founding member of the administration in 1976, they had autonomy of the Local Governments in mind. “We are aware that the mission was to make the council independent in running the affairs, but, the situation has changed and the states have rendered the local governments impotent. “As it is now, the governors cannot not do anything. Only yesterday, Abia state governor said he cannot afford to raise N800m to conduct council election. That is why we decided to come to you to use your experience and not to allow local government system go into extinction.” “Also, we want to crave your indulgence to as the father of local government administration in Nigeria, we want to have a special role to play when you mark you 80th birthday next year, March, 2017. “We want to have a lecture programme, which you will be present to talk on local government administration in order to remember our people what the local government stands for. We pray for God’s protection over you and your family,” Khaleel said.

In another forum Khaleel reiterated that the only way councils can function effectively was for them to be autonomous. “Our position is that we really want the local government to be free, to be autonomous; we need local government that will address the aspiration and yearning of our rural people. We need local government that will deliver, a local government that would stand the test of time, a local government where the issue of unemployment can be addressed through taping on the local talents. That is our major focus; and how can we achieve these? It is by way of having an inclusive system of local government, a democratic system of local government; a system of local government where the people or community that comprises the given local government will really owned the local government and have a stake in the system. “We want local government where every member of the community will be a committed stakeholder to the development and aspiration of his area. We believe that when the National Confab agreed to strengthen the institutional frame work of the local government, free it from the excruciating control of the state governments and allow the communities to realize the potential within them, the human potentials within every community, the mineral potentials and all sort of potentials that are around every community, the issues of insecurity, poverty and non-performance of governance will seized to exist. I am a strong believer that the best way to address Nigeria problems is by way of having inclusive local government , this would mean that every member of the community would realized his importance and his role in administering the local government, not a caricature system of local government that we are experiencing from 1999 till date” “We have a system of local government where a governor of the state decides when to have election into the local government or when not to have election and even where some of the states decided to have election into the local government, you will find out that all the seats of the councillors, no matter the number of the wards, the number of the local governments, they must come from the governor’s party. “This is very unhealthy and undemocratic

And for you to have inclusiveness in governing this country you must guarantee the democracy of all the local governments in Nigeria, you must not create any encumbrances in our constitution where anybody can rob the civic responsibility of the citizenry of this country. “It is unfortunate if you go round especially in the northern part of this country, you will realize that majority of the governors do not allow elections in the local governments and that is why the rancor, the insecurity and the absence of governance in all nooks and crannies of this country because the governors of the region hijack the entire system of the local government for their own political selfishness.” A former caretaker Chairman of Oluyole Local government in Oyo state, Mr. Ayodeji Abass Aleshinloye attributed the sorry state of most local governments in the country to poor funding. According to him, the local governments plays pivotal roles in the overall development of the country saying the councils are supposed to get the largest chunk of the nation’s resources. “In the revenue sharing, I believe it the local governments that should get the lion share of the allocation unlike what obtains now where they get the least. As it is we are

The Directors of Works called on both the federal and state governments to come out with a policy where Directors of Works will be full members of finance and general purpose committee of the various local government areas in the designing and execution of engineering projects.

Budget padding: Jibrin withdraws suit challenging suspension, files fresh one claiming N1bn Doosuur Iwambe ABUJA

J

ustice John Tsoho of the Federal High Court sitting in Abuja on Friday struck out the suit filed by the embattled former Chairman, Appropriation Committee of the House of Representatives, Abdulmumin Jibrin, challenging his suspension from the House of Representatives. The striking of the suit by the court followed Jibrin’s application for discontinuance of the matter filed through his lawyer, Chukwuma Nwachukwu dated October 11, 2016. Nwachukwu prayed the court yesterday when the case came up to discontin-

ue with the hearing of the case. Kalu Onuorah, representing the House of Representatives and thirteen other defendants in the matter did not oppose the application of discontinuance of the matter, but however asked for a cost N200, 000.00 on the ground that the defendants had filed processes and had put in a lot in the matter. Justice Tsoho, in a short ruling struck out the matter and declined to award cost. Meanwhile, Jibrin has filed a fresh suit before a Federal High Court in Abuja, asking it to award the sum of N1 billion against the Speaker of the House of Representatives, Yaku-

bu Dogara and the Clerk of the House as punitive and general damages for his suspension from the floor of the House. The House of Representatives had suspended the lawmaker from Kano state who is at the centre of the unfolding budget padding scandal, for 180 legislative days. In a motion recommended by House Ethics Committee chairman, Nicholas Ossai, and adopted by the whole House, Jibrin will also not be able to hold any position of responsibility for the span of the current National Assembly. The embattled legislator had on August 9, 2016 approached the court seeking an order to restrain the low-

er legislative chamber from any attempt to suspend him. The suit was filed before Justice Okon Abang during the court vacation period that lasted for about two months. However, upon resumption, the matter was re-assigned to Justice Tsoho and was fixed for yesterday for mention. Jibrin’s counsel, Mr. Mohammed Abdulhamid had, at the last sitting on the matter, informed the judge that the House of Representatives had, by going ahead to suspend his client ‘overreached’ his client’s motion filed before the court to seek an order restraining the House from carrying out the suspension.

Ex-NSA Dasuki to be re-arraigned November 16

N

igeria’s immediate past National Security Adviser, Sambo Dasuki, will be re-arraigned before an Abuja division of the Federal High Court on November 16 before Justice Hussein Baba-Yusuf. Mr. Dasuki was formally arraigned before two judges in the same court by the Economic and Financial Crimes Commission, EFCC, until his counsel, Joseph Daudu, sought the merger of the two charges. The two cases were for Mr. Dasuki’s alleged roles in a total N41 billion scam. Mr. Daudu said the charges brought against his client in both courts were of similar content. He made a request, pursuant to sections six and thirty-six of the 1999 constitution, as well as various sections of the Adminis-

tration of Criminal Justice Act, requesting the courts to consolidate the charges. The counsel to the prosecution, Rotimi Jacobs, did not object the application. The cases were then forwarded to the Chief Judge of the Court, Ishaq Bello, for consideration of the application for merger. On Friday, the case resumed before one of the judges handling the matter, Mr. Baba-Yusuf, after hours of private deliberation by counsel and the court. Mr. Baba-Yusuf announced the decision of the Chief Judge to bring both charges before one court, hence the continuation of the matter before his court. The prosecution counsel, Mr. Jacobs, then informed the court that since the case had come before a single judge, the issue of

merger would no longer be necessary. He said his client was ready to carry on with both charges in the same court. “It appears that all the lawyers are tired of the undue delay of these two cases,” the EFCC counsel said. “We agreed that the two cases go before the same judge and the CJ has transferred the case before Justice Affen to the court of Hon. Justice Baba-Yusuf, so that’s where we are.” “The issue of consolidation will not arise again; once the two cases are before the same judge, the issue of consolidation will not arise,” Mr. Jacobs added. The November 16 re-arraignment could involve either both cases and the new one just given to Mr. Baba-Yusuf. Mr. Dasuki was formal-

ly arraigned in one of the charges before Mr. Baba-Yusuf alongside four others, namely: Shuaibu Salisu, a former Director of Finance at the office of the NSA, Aminu Baba-Kusa, former NNPC Executive Director; and two companies, Acacia Holding Limited and Reliance Referral Hospital Limited. He is facing multiple charges for alleged diversion of funds meant for the purchase of arms during the immediate past administration of President Goodluck Jonathan. He is also facing trial for alleged possession of firearms. He has remained in detention since he was last arrested in November last year despite decisions for his bail by Nigerian and ECOWAS courts.

In the application for discontinuance of the suit earlier filed against the Speaker and thirteen others, Jibrin’s lawyer informed the court that a fresh originating summons has been filed. Jibrin, in the new suit is asking the court to declare that his suspension is a violation of his fundamental human right to freedom of expression and also prayed the court to declare that the resolution passed by the House of Representatives suspending him is in breach of the provisions of Section 68 of the 1999 Constitution of the Federal Republic of Nigeria as amended. He is also seeking an order of injunction restrain-

ing the House of Representatives from preventing him from participating in the Committees of the House or accessing the legislative chambers to perform his legislative duties. Hearing of the fresh suit filed by the embattled former Chairman, Appropriation Committee of the House of Representatives has been scheduled to commence on the twenty-second of November 22, 2016. Jibrin’s suspension was a fallout of his campaign since July for the removal of the House of Representatives Speaker, Yakubu Dogara, and other principal officers of the House over allegation that they padded the 2016 budget with about N40 billion.

EFCC re-arrest Fani-Kayode over money laundering Wale Igbintade

T

he Economic and Financial Crimes Commission (EFCC) yesterday re-arrested Femi Fani-Kayode within the court premises after he emerged from trial before a Federal High Court in Lagos. Fani-Kayode, who was also former Director of Media and Publicity, campaign committee of ex President, Goodluck Jonathan, is charged alongside a former Minister of Finance, Nenandi Usman, and Danjuma Yusuf. Also charged is a company, Joint Trust Dimension Nig. Ltd. They were arraigned on a 17 count charge bordering on unlawful retention, unlawful use and unlawful payment of money in the tune of about N4.9 billion. They each pleaded not guilty to the charge and

were granted bail. On Friday, after the prosecutor, Mr Rotimi Oyedepo, opened the case of the prosecution and had wrapped up the witness’ evidence for the day, the court adjourned the case to Nov. 14 and Nov. 15 for continuation of trial and rose. However, shortly after the accused had proceeded out of court, two officers of the EFCC dressed in white kaftan, flanked his sides, and requested that he followed them to the commission. Immediately, the court’s gate was barricaded by a Toyota Hiace bus and Fani-Kayode was arrested and taken off to the EFCC. Dollar scam syndicate dupes housewife Patience Ogbo

A

middle age man, Samuel Oladojoye said to be a con artist has been arrested by the police for allegedly defrauding innocent people. It was gathered that Oladojoye is allegedly a member of a syndicate that specialises in duping innocent people with promise that they can change paper into money. Luck ran out on the suspects when one of their victims identified as Oyininye Peter whom the syndicate had allegedly defrauded by trick exposed the gang members and Oladojoye. Policemen attached to the Iponri police station who were on an undercover operation arrested him and took him to their station. The complainant however narrated how the syndicate tricked her to part with her money under the guise of effecting a business transaction. She said “ I was in a cab with some men coming from Ikoyi . At Obalende, suddenly the driver asked one of the male passengers what he had in his bag. The man said he had some bank notes which he wanted to change to real currencies. The other men in the cab showed interest and they started discussing how they were going to change the money. He claimed that the money was from his boss that worked with CBN. He told me that if I am interested in changing the money I will get dollars equivalent. That was how we got to Costain area of the state and they took me to a herbalist who made us swear that the money will be shared and I should not reveal the secret to anybody. The man later poured chemical on a note that looked like currency and it changed to naira. The gang told me to go and get my share of the money for the chemical and I went and brought money for schnapps and wine. I first gave them N150,000 and N200,000 . I was supposed to give them N650,000 as my share. Later I felt they were fraudsters after which I revealed the whole incident to my boyfriend and he reported to the police at Iponri Division. The police told me to play along and they went undercover and arrested the suspect while other members of his gang escaped. I feel I was hypnotised”. Oladojoye on his part said he was not the leader of the gang as he promised to help police investigation to arrest other members of the gang. It was gathered that the police have began a manhunt for the fleeing members of the gang

NJC replies NBA: We won’t ask Nigerian judges accused of corruption to step aside T he National Judicial Council has said that it will not ask the judges accused of corrupt practices to step down as it has no powers to do so. The NJC stated this on Friday in response to the

demand by the President of the Nigeria Bar Association, Abubakar Mahmoud, that the seven judges arrested for corruption last week be asked to step down pending when they are cleared or found guilty in

court. In its response signed by its acting director of information, Soji Oye, the NJC said Mr. Mahmoud’s advice “is unacceptable to the NJC; as it breaches the 2014 Revised Judicial Discipline

elecoms firm, MTN, accused of illegally repatriating $13.8 billion from Nigeria, said on Friday it failed to comply with the law requiring issuance of Certificates of Capital Importation (CCIs) within 24 hours of conversion because it was a mere “administrative requirement”. At the opening of investigative hearing by the Senate Committee on Banks, Insurance and Other Financial Institutions, into the transfer, MTN said that circumstances beyond its control necessitated its decision to move funds without following the law. The senator representing Kogi West in the National Assembly, Dino Melaye, had on Septem-

ber 27 accused MTN of outsmarting the Nigerian financial regulatory laws to obtain a CCI within 24 hours before moving the money out of the country without the required authorisation. Mr. Melaye said the repatriation was carried out between 2006 and 2016 in connivance with the Minister of Trade and Investment, Okechukwu Enelamah, and four commercial banks, namely Standard Chartered Bank, Stanbic IBTC, Diamond Bank and Citi Bank. He said no dividends were declared or paid until the CCIs were issued and finalised, adding MTN Nigeria only requested for CCIs for Foreign Capital that was imported into Nigeria, and dividends were ex-

ternalised on CCIs. As the investigation commenced, Bloomberg news reported the value of the shares of the telecom giant slumped to a six-year low. The report said the stock declined 2.3 percent to 107.50 rand (about N2, 424.82) by the close in Johannesburg, the lowest since July 2010, stretching the slide to 13 percent since the allegations were first raised in September. The CCI is a requirement under the Central Bank of Nigeria (CBN) financial and miscellaneous provisions Act. But, Chief Executive Officer (CEO) of MTN Nigeria, Ferdi Moolman, said it was practically impossible for the company to comply with the 24 hours required to is-

sue the CCI before moving funds. “The requirement to issue a CCI within 24 hours of conversion is an administrative requirement,” Mr. Moolman said in a statement on Friday from Johannesburg, South Africa. “As such, the CBN has the authority, and indeed we believe approved the banks’ applications to issue CCIs outside the recommended time frame. “Often, for various reasons (such as not having all the required documentation for instance), it is not possible to issue a CCI within 24 hours, and the Central Bank of Nigeria’s Forex Manual contemplates such situations by asking that the banks refer to the CBN for approval.”

After his testimony, and based on agreements of counsels, the court fixed Nov. 14 and 15 for continuation of trial. Meanwhile, a mild drama had unfolded in court during trial, when the trial judge, Justice Sule Hassan, ordered the seizure of the mobile phone of Fani-kayode. The accused had held his phones and suddenly, the phone rang out loud and the judge asked: “who is doing that”? He spontaneously, ordered the court’s registrar to seize the phones. Similarly, the trial judge also issued a warning to counsel representing the accused, when he sighted him sipping bottle water during proceedings. The judge had warned counsel to seek the permission of the court, whenever, his client was pressed for a drink of water. According to Hassan “The court is not a market place, there must be order and sanity” In the charge, the accused were alleged to have committed the offences between January and March 2015.

EU agrees to tackle illegal migration from Nigeria, other African countries E

uropean Union leaders agreed on Friday to curb illegal migration from African countries with the aim of replicating their success to halt inflows from Turkey over the past year. While migrants reaching Greece from Turkey have dropped to a trickle after a deal with Ankara in March, arrivals in Italy from Africa are increasing so far in 2016. “Italy received 154,000 migrants in 2015 and 2016 figure is likely to be higher; on Thursday more than 1,400 boat migrants were

rescued off the coast of Libya,’’ Italy’s coastguard said. To curb flows along the so-called central Mediterranean route, where thousands of migrants drown every year as they make the dangerous journey, the EU is offering trade deals and investment to African countries. “It is not just about money, it is about substantially improving the capabilities and the chances of people in these African countries and to give hope,’’ German Chancellor Angela Merkel said on her arrival to the EU summit in Brussels. In exchange for financial

support EU leaders require their African partners to impose tighter border controls and to take back illegal migrants. “More efforts are needed to stem the flows of irregular migrants, in particular from Africa, and to improve return rates,” said the joint statement on migration, agreed by EU leaders. Leaders gave their backing to plans devised by the EU Foreign Affairs, Federica Mogherini, to initially use the new approach with five African countries: Niger, Nigeria, Mali, Senegal and Ethiopia. “First results of these plans will be presented by Mogherini at

next EU summit in December, with a view to extend the approach to other countries,’’ the report said. Eritrea, often described as Africa’s North Korea for its reclusive regime and poor record on human rights, is another African country that may be considered by the European Union. Eritrean migrants are among the most likely to be granted asylum in the EU because of the situation in their country. Italian diplomats welcomed the new focus on Africa, which mirrors Rome’s earlier proposals to tackle the root causes of migra-

tion. A reference in the joint text to the “significant” financial efforts made by Italy in dealing with migrants was also seen as a success by Italy’s Prime Minister Matteo Renzi, who however warned that now actions have to follow words. Renzi is in talks with the European Commission over its expansionary budget for next year, which may breach EU fiscal rules also for migration spending, which is much higher than Brussels, seems ready to accept. While planning increased controls at Europe’s external borders, EU

countries are also discussing plans to fully dismantle temporary border controls that were introduced among European states during the migration crisis in 2015, when more than one million migrants reached the continent. But the compromise text was watered down from an initial version that promised to progressively get back to a fully border-free area, known as Schengen. he Africa Support and Empowerment Initiative (AFRISEI) has rejected allegation of franchise infringement by the BringBack OurGirls (BBOG) group, led by former Education Minister, Dr. Oby Ezekwesili. In statement jointly signed by the President of the Non-Governmental Organization, Hadiza Buhari Bello, a daughter of President Muhammadu Buhari and the secretary, Don Uche, the group said their organisation was a responsible body that would never engage in illegal activities by stealing someone else’s franchise.

She explained that contrary to Ezekwesili’s allegation, her organisation did not need to lean on the BBOG to be of service to the Chibok Girls and therefore had no reason to steal anything from BBOG or use its name to achieve any advantage. According to her, the Africa Support and Empowerment Initiative has its own defined objectives, stressing that it didn’t need to steal anybody’s ideas to operate in line with its own objectives. They also explained that their organisation was duly registered with the Corporate Affairs Commission and issued certificate of incorporation on July 14, 2016. While commending the

activities of the BBOG to raise and sustain awareness about the plight of the kidnapped Chibok schoolgirls, the President’s daughter said that their organisation had broader objectives beyond the Chibok girls. They said though the Chibok girls are within the priority of their organisation, its commitments to humanitarian causes didn’t end with Chibok schoolgirls. “Given the size of the problem at hand, the more Organisations we have assisting Chibok and other devastated communities, the better for the country,” added the statement. They added that as a charitable organisation, AFRISEI was committed to empowering the youth and the less privileged in

the area of job creation and skill acquisition. It was also committed to supporting the education of the less privileged students, giving material support to the downtrodden the internally displaced persons. They also said AFRISEI was committed to educating the masses to discourage unhealthy practices such as child trafficking, child abuse, child labour and gender discrimination. The AFRISEI President and secretary said there was no law that prevents their organisation from assisting the Chibok schoolgirls, adding that, as a charity organization, they offer help to people in distress, including the Chibok girls and the Boko Haram victims.

he Minister of Health, Isaac Adewole, says the federal government has approved N4 billion to provide health and tackle malnutrition in parts of northeast Nigeria. Hundreds have died in the past months from severe malnutrition in the Internally Displaced Persons’ camps. Speaking in Maiduguri, Borno State, on Thursday, the minister said the approved funds would be specifically spent on health and nutrition matters in the troubled region. Mr. Adewole spoke during a zonal roundtable for officials of states primary health care development agencies (PHCDA), ahead the flagging off of Saving One Million lives Program for Results (SOML-P4R). The SOML-P4R is an initiative of the Federal Government, as part of its effort to improve maternal and child healthcare through a result-based partnership with states’ ministries of health. He said the federal government had set up a presidential task force for the northeast, to be headed by the Minister of Budget and National Planning, Udo Udoma, to address critical areas of need in the sub-region. Focal areas are water, environment, health and nutrition. “In six months, we want to restore sanity in these four sectors,” said the health minister. “I want

to tell you that each sector is chaired by a minister. I chair the sub-committee on health and our budget has been approved for the northeast. That budget will entail spending of N4 billion on health and nutrition in the northeast – with emphasis on Borno, Yobe and Adamawa states. He however warned the benefitting states not to convert the SOML-P4R funds into their various states’ budget for health. Rather, he said, they should see it as an addition to what they may have budget for healthcare. “We are going to score each states on how much they have budgeted for health; and we should also be able to give them reward for that. “Save One Million Lives is an addition and it should be seen as such. Unlike in the past, we would want to record what we have done with the money; how many lives have we save; how many cases of child mortality have we addressed; and how much improvement do we put in governance, structures and processes in the health sector. If we discover that there is no performance, there will be no reward; and the reward is more money allocation,” he said. On the issue of the resurgence of poliomyelitis, the minister said between now and December, the federal government will be “vaccinating about 41 million Nigerians against polio”.

Sani Sidi who disclosed this said, the $200million was jointly contributed by governments of Germany and United Kingdom to sup-

port the capitalisation of the African Risk Capacity Company Limited through which payouts was made to Mauritania, Niger, and Senegal in 2014 to help the countries bounce back after a poor agricultural season. NEMA boss added that the aim of ARC was to reach 30 countries with corresponding insurance coverage of $1.5 - 2billion by 2020 for drought, river flood and cyclones. Adding, he said that 150million people are expected to benefit from the fund. The DG who was represented by the Acting Director Relief and Rehabilitation, Mr. Kayode Fagbemi said Nigeria is a signatory to a recommendation by the African Union Minister of Finance in 2010 of the need to establish a Continental Disaster Risk Pool adding that 32 African countries endorsed the

agreement establishing the ARC. Stressing the importance of disaster risk transfer in the country, he said the workshop would help the country kick start its disaster risk financing and insurance policy and strategy for weather phenomena such as droughts and floods. He said,” experiences of insurgency in the northeast and attendant threat to food security due to the displacement of persons from their farmland and coupled with the annual flooding incidences that occur in

respond to disaster on the continent. According to him, the essence was to share disaster risk between member countries and pulling the risk together and providing finance that would assist government in providing help for affected victims. He said it takes a period of 1 year to 15months for a country to take up the insurance as the country go through capacity building to understand the program, after which they can start paying premiums to benefit from the funds.

100 undergo free breast cancer surgery in Ogun

ural Finance Institution Building Programme (RUFIN), Friday, tasked Nasarawa women to develop the culture of saving and formation of cooperative societies in order to have easy access to loan facilities to tackle poverty and better their socio-economic welfare. Nasarawa State desk officer of the institution, Rifkatu Jatau, tasked the women shortly after supervising activities of different cooperative societies in Doma Local Government Area of the state. The cooperative groups the desk officer supervised included Soda Processing Group, Asuse Woza (Melon) group and Ozanawa multipurpose cooperative societies.

She said the aim of her visit was to familiarize herself with the groups’ successes and to encourage rural poor households particularly women, youths and the physically challenged to form cooperative societies for rainy days. Kaduna earmarks N4 billion for light rail project

T

he Kaduna State government has earmarked over N4 billion for the Kaduna Metropolitan Rapid Rail Transport project to begin in 2017. The News Agency of Nigeria reports that the amount is part of the N24.06 billion provided for projects under the State Ministry of Works, Housing and Transport in

the 2017 budget. Governor Nasiru el-Rufa’i had on Wednesday, October 12, presented an appropriation bill of over N215.9 billion to the State House of Assembly for approval. The estimate for the 2017 fiscal year included N85.5 billion for recurrent expenditure and N130.3 billion for capital projects. The first phase of the

intra-city Kaduna light rail project will link Rigachikun with the refinery. The government indicated that funds for the rail project would be sourced through a loan from the Central Bank of Nigeria. “The state government also voted N2, 445,160,730.00 for the ongoing state trunk road

project, while township road projects will gulp N7, 705,788,694.58 in the fiscal year.” According to the breakdown, the government equally earmarked N1.5 billion for the construction and acquisition of new state government administration buildings and N500 million for street lights.

The Nollywood stars include Joke Sylva, Toyin Aimaku, Abiodun Kasim, a movie director, including other Nollywood and health care professionals. Dr. Bagudu said during a briefing in Abuja that the procession, which will include a stage play in the city, is to raise public awareness against the disease and help them imbibe measures that would help them prevent the disease. She said her non-governmental organization, MedicAid, which sponsors the event, had been working on cancer in the country since 2009. MedicAid was founded to screen, treat and advocate for cancer patients, she said. “This is done in various fund-raising events. The proceeds of which are channeled towards ensuring the fight against cancer remains foremost and centre in the minds of the Nigerian populace. “The organization has conducted free CT scans on

well over 20 cancer patients across the country and raised funds for the treatment of thousands more; raised funds for the support and treatment of cancer patients in the various geo-political zones; and conducted free cancer screening for thousands throughout Abuja, Maiduguri, Zamfara and Kebbi,” she stated. According to her, MedicAid has trained 30 nurses on diagnosis and management of cancer. She stressed that despite global spread, the disease is still more common among the aged. “Most of the cancers come from older generation. Cancer is a condition that comes about when any cell in that body that is living is capable of a change to become cancerous. So, every cell, apart from the dead ones can get cancer, all the internal organs can all become cancerous,” she said. She explained that cases of cancer have reduced among youths because of increased awareness. She also promised that she could help persons who could not afford cancer test into the radiotheraphy of the National Hospital to do it free. Her organization has raised N40 million this year, and that she was working to make ultrasound test for cancer N500 for people in the country.

How APC ‘won’ Ogun LG, LCDA election

T

he much talked about October 8 Local Governments (LGs) and Local Council Development Areas (LCDAs) in Ogun state have come and gone, but the memoir of that election would continue to linger in the minds of the political gladiators, all of who played active roles in it, as long as those elected to oversee the affairs of the grassroot governance continue to parade themselves as council administrators. In the same manner, names of members of the Alhaja Risikat Ogunfemi led State Independent Electoral Commission (OGSIEC) may also enter the Guinness Book of Record for conducting the local government elections for Ogun State under the Governor Ibikunle Amosun led administration two times: first in July 2012 and now in October, 2016. Be that as it may, the ripples generated by conduct of that election will however, continue to dominate public discourse among observers who monitored the poll as well as political analysts and other stakeholders that participated in the drama for at least, the next three years. Of particular interest, are the opposition political parties who never suspected that they were merely participating in a soap opera, which manuscript was long written by the state governor, Ibikunle Amosu and only handed over to the State Electoral Commission (OGSIEC) to recruit actors that would perform the melodrama. Prior to the conduct of that election, opposition political parties were sceptical on the sincerity of OGSIEC to conduct a free, fair and credible election, which result would be acceptable without anyone accusing the other of manipulating the result. Against the backdrop of the popular saying that “he who pays the pipper, always dictate the tune”, opposition political parties held the views and expressed the fear that the state governor, Ibikunle Amosun was only going to inconvenience them by asking them to participate in the poll since he was going to instruct OGSIEC to announce whichever result he would have supplied to it. Their fear was further compounded by the fact that in October 2014, the Nigeria Governors’ Forum, despite its crisis then, unanimously kicked against the efforts of the National Assembly towards amending Section 7 of the Constitution of the Federal Republic of Nigeria 1999 which would have given autonomy to the 774 local governments in Nigeria. The Governors’ Forum then argued that the push for local government autonomy by the NASS was “hasty without first considering the problems of executive recklessness and ineffective administration at the local level”. The governors thus warned that “the amendment will lead to the hijack of some local government administrative structures by a few powerful individuals without the oversight the state government currently provides”. But OGSIEC, under the chairmanship of Alhaja

Ogunfemi allayed the fears being entertained by the opposition political parties and assured that it would provide a level playing field for all participating politicians irrespective of his or her political party. To further demonstrate its readiness to be fair in the conduct of the election, OGSIEC in partnership with other civil society organisations such as the Committee for the Defense of Human Right (CDHR), conducted seminars and workshops for participation political parties where it reemphasised its readiness to be fair in conducting the election. All these however, reinforced the beliefs of those opposition parties, notable among which were the People’s Democratic Party (PDP), Unity Party of Nigeria (UPN), the Labour Party (LP), APGA, CPP among others just to mention few, to file out against the All Progressives Congress led state government to contest elective seats at the council election. Expectations were high and hopes of winning as many as Ward Councilors and few council chairmen were rife, particularly by the UPN and the PDP. Little however, did that opposition political parties knew that they were being cajoled to feature as guest artistes in a soap opera which manuscript was prepared by the state governor himself, Amosun. In a Soap Opera, where the Script Writer carefully decides what the theme and tone of his drama would

be: whether such soap would be campy or melodramatic; would it be family-based or professional-oriented, the state governor, Ibikunle Amosun in conjunction with the executive committee members of his administration who of course, are all members of his political party, the All Progressives Congress (APC), had since determined the theme and tone of the soap held across the state on October 8, 2016. The cast only featured opposition political parties that participated in the poll. Beginning from the political party accreditation to the announcement of the winners in each of the local council, the state governor, Ibikunle Amosun through the electoral umpire, OGSIEC ensured that every character (political parties and ad-hoc staff) properly keyed into its role according to the manuscript. Like in every soap which has a core family which do not necessarily have to be biologically related, but only create a hub from which the drama builds a network of characters, all the 17 political parties that participated only went on an adventure. They were probably carried away, or pretended to have forgotten that the popular saying that he who plays the piper, always dictates the tune. Despite all the assurances of fair play earlier given, the electoral umpire OGSIEC technically knocked off opposition political parties from the contest. The

commission ensured that election materials did not get to the strong holds and thickly populated domains of already identified politicians of other political parties. A good example was what played out at Isara, Iperu where the House of Representatives member, Hon. Ladi Adebutu was to vote. Also, in most places in Sagamu, the home of the former governor of the state, Otunba Gbenga Daniel. In most of the Polling Units monitored in Sagamu, election materials and the OGSIEC’s ad-hoc staff were yet to arrive as at 11: 30am, while electorates had started voting as early as 8: 30 in some places. For example, as at 11: 08am, a PDP councillorship candidate who identified himself as Banjo Adedotun, along with other electorates were still expecting election officials at Owonifaari Polling Unit 01, Ward 02, right in front of the Akarigbo Palace in Sagamu, whereas, election had commenced as early as 8: 30am at Ward 4, Polling Unit 01in the same Sagamu local government. Funny enough, as at 11: 30am, voting had already been concluded at Polling Unit 09, Ward 14 of same Sagamu West LCDA, while the presiding officer had also started the sorting of the ballot papers. At Ilara Remo, a PDP supporter identified as Goodluck “Baba Eleja” was allegedly shot by some hoodlums suspected to be APC political thugs and was admitted at the Intensive care Unit (ICU) of the Babcock University Teaching Hospital. In all the polling units in Ijebu Ode, voting started as early as 8am and was going on smoothly until around 12pm when one of the APC stalwarts in the area allegedly led some political hoodlums on a mission to snatch ballot boxes. Aside from the late arrival of materials, Saturday Mirror further gathered that a maximum of 130 to 150 ballot papers were issued to the election officials as against the total number of 500 on their respective voters’ registers. Also, at Igbile Ward 6, Maternity Polling Unit 003 of Leguru LCDA, the hometown of UPN governorship candidate, Rotimi Paseda, the electoral officer, who reported for election duty around 11: 45am had exhausted the entire 130 ballot papers issued to him since 12: 45pm and was told that he could only wait for his supervisor before any other action. Investigation conducted by Saturday Mirror revealed inadequate number of ballot papers were also issued to election officials in places such as Sango Ota, Owode, Idiroko, Ayetoro, Imeko Afon, the hometown of the PDP governorship candidate in the 2015 general election, Gboyega Nasir Isiaka and so many other places in Ogun West Senatorial district. Also at the collation centre in Ake Centenary hall in the Abeokuta metropolis, stories of ballot boxes snatching abound as hoodlums led by some politicians were threatening to shoot anyone who dare prevent them from accomplishing their aims. The widespread election malpractices witnessed during the council poll with the security agents arresting a single suspect has however, given analysts serious concern. Some of the electorates who spoke with journalists alleged that OGSIEC deliberately delayed the arrival of electoral materials in all the identified strongholds of the non-APC politicians like the PDP House of Representative member, Honourable Ladi Adebutu comes from as well as in Igbile town of Leguru LCDA where the UPN governorship candidate, Prince Rotimi Paseda voted. Besides, analysts and observers who all monitored the conduct of that election into the 57 LG and LCDAs

in Ogun state are also of the views that what transpired across the three Senatorial Districts of the state on October 8 this year was nothing but a soap opera of which manuscript was well written with each of the artistes who participated in acting the manuscript were carefully picked to act their respective roles. Observers and analysts are already asking questions regarding OGSIEC’s integrity, fairness and the level playing field it earlier promised all political parties that signified interest to participate in the poll. The last may also not have been heard about the script which OGSIEC executed during the council poll going by the current positions of the opposition political parties which participated in the LG and LCDAs election who have all resolved to appear at the Election Petition Tribunal set up to look into all complaints relating to the election. The result of the election as announced by OGSIEC has however, sparked off reactions as the three major political parties who participated in the election: PDP, UPN and LP rejected the result and expressed their readiness to go to court. At a world press conference addressed at the UPN state secretariat in Abeokuta, Coalition of All Opposition Political Parties described the election as “rape of democracy and disappointing for an agency like Ogun state Independent Electoral Commission (OGSIEC),”. UPN governorship candidate during the 2015 general election, Paseda, who was flanked by state chairmen and Secretaries of AD, PDP, LP, CPP, APGA and DPP among others, maintained that the “irregularities demonstrated during the elections, which were widely discredited by the majority of the electorates and concerned stakeholders, led to the demand for an outright cancellation so as to pave way for true manifestation of democracy”. “This call became imperative following several records of ballot box snatching, stuffing of ballot papers, sporadic gunshots, harassment of the elector-

ates and party agents by security operatives, among many factors of intimidation and discouragement of voters. It is appalling that our candidates and agents could be arrested and detained in police cells across the state during the election period under the instructions of some APC chieftains in the state”. The opposition parties further claimed that a political thug was apprehended by the Police with fully thumb-printed ballot papers for APC Ososa Ward 1, under Legburu LCDA in Odogbolu Local Government without the police doing something about it. “To our utmost dismay, all election results in that local government and election results were transferred to the council secretariat of Abeokuta South Local Government for sorting and counting where our party agents were restricted from gaining entry for observation”. “With all these electoral frauds and daylight robbery, it is surprising that, OGSIEC could announce results without the signatures of party agents. This raises many questions. “OGSIEC also claimed that it could not record any result for UPN because, UPN did not field candidates in the 20 Local Governments and 37 LCDAs except the two wards where we were declared winner”. “Now that OGSIEC has indeed displayed gross incompetence in the conduct of a credible council election, it is safe to say that the process of appointing members of the commission should be reviewed, where all parties should also be represented to ensure checks and balances, with a view to checkmating the electoral fraud by any government in power. This will however instil some level of confidence in the minds of the electorate and eradicate political apathy”. Conclusively, it is obvious that the state electoral body could not conduct a credible poll; we therefore call on the National Assembly to review the section of the constitution that empowers the state governments to conduct LG elections with a view to avoiding a rape of our democracy.

How was the experience like featuring in the Jenifa’s Diary? The experience was awesome. I honoured the invitation for the casting and I believe I did well. Funke Akindele, who is the brains behind the project liked it. I’m pleased with my role and I will do it over and over again. You have also featured in This Life. How was it like? It was wonderful, especially with the fact that I played a different role; a negative role from my real person. I had to act like a difficult person who makes life miserable for people around her. I was glad I interpreted the role very well. You are known to say acting is fun for you. How is that? For me, one can always derive fun when one goes to locations or take a particular role. As a result of this, one can easily admit that this is really fun. Being in the front of the camera and delivering my lines come with a lot of pleasure. Which role will you always want to take at any given time? One has to be versatile as an actor, so I take whatever role I am given so far it is to pass a message across. Personally, I like playing crazy and sexy roles. It is really nice for me playing these roles. I played a sexy role in one of the soaps entitled Story of Us. Mind you, one doesn’t have to be naked to play sexy roles. The Nigerian mentality towards movie production or films is really affecting the progress of the industry. There are principles you need to adopt if you want to interpret a character very well.

Your mind, head and every part of your body must speak the character. It doesn’t mean you have to go naked before you can act a sexy role. I can dress well and still interpret a sexy role. It depends on how you carry yourself in front of your audience. Would you take script to perform nude from any movie producer? It is funny, because I have always thought of this. I don’t know why people take nudity as the peak of immorality. What would you say about murder case and other crazy things that people do? But people say all sorts when they hear about sex or condemn people for taking nude pictures. People have forgotten that we are presenting a character. We are in a make-believe industry and we have to make things professional. This is the only way we can grow and show our expertise. If I have to take a script that I have to go nude, it is not me but the character I am playing. For example, if I am to play a role of a prostitute and I have to go nude to do it, then why not? It is not as if I would have to stand and strip naked in front of the camera. No, it is about motion. It is not for fun, but to define a particular character. So, I will find it pleasurable to act that character in such a way that I could pass my message across if that is what it will take to convince people about the character. Acting is not about things happening real. You are the character and you have to make it real when the director says ‘action.’ So, I see no big deal in it if my character has to go to the process to showcase being nude. I don’t know why people in this part

of the world react aggressively negative when they hear nudity. We should always have a way to go about it to balance culture and the reality of life. How are the challenges like in the industry? It is always a two side of a coin for any job or profession. We have the good and bad side. To me, there is no job that is rosy and if you

make up your mind to follow a particular path, you should always be able to stand by it through thick and thin irrespective of the outcome. I am a positive-minded person and through my NGO, I want to make positive impact in people, but nevertheless, life has the way of making us see the way it is; whichever way it comes. I know I will be able to withstand the test of time.

I

nternationally renowned author, Chimamanda Ngozi Adichie, has come out smoking in an article written by her and published by the New York Times in which she didn’t mince words in taking President Muhammadu Buhari to the cleaners and saying that his first attempt of ruling Nigeria as a military head of state was a failure. “I was 7 years old the first time I recognized political fear. My parents and their friends were talking about the government, in our living room, in our relatively big house, set on relatively wide grounds at a southeastern Nigerian university, with doors shut and no strangers present. Yet they spoke in whispers. So ingrained was their apprehension that they whispered even when they did not need to. It was 1984 and Maj. Gen. Muhammadu Buhari was the military head of state. “Governmental controls had mangled the economy. Many imported goods were banned, scarcity was rife, black markets thrived, businesses were failing and soldiers stalked markets to enforce government-determined prices. My mother came home with precious cartons of subsidized milk and soap, which were sold in rationed quantities. Soldiers flogged people on the streets for indiscipline such as littering or not standing in queues at the bus stop. On television, the head of state, stick-straight and authoritative, seemed remote, impassive on his throne amid the fear and uncertainty. “And yet when, 30 years later, in 2015, Mr. Buhari was elected as a democratic president, I welcomed it. Because for the first time, Nigerians had voted out an incumbent in an election that was largely free and fair. Because Mr. Buhari had sold himself as a near-ascetic reformer, as a man so personally aboveboard that he would wipe out Nigeria’s decades-long corruption. He represented a form of hope. “Nigeria is difficult to govern. It is Africa’s most populous country, with regional complexities, a scarred history and a patronage-based political culture. Still, Mr. Buhari ascended to the presidency with a rare advantage — not only did he have the good will of a majority of Nigerians, he elicited a peculiar mix of fear and respect. For the first weeks of his presidency, it was said that civil servants who were often absent from work suddenly appeared every day, on time, and that police officers and customs officials stopped demanding bribes. “Perhaps the first clue was the unusually long time it took him to appoint his ministers. After an ostensible search for the very best, he presented many recycled figures with whom Nigerians were disenchanted. But the real test of his presidency came with the continued fall in oil prices, which had begun the year before his inauguration.

“Nigeria’s economy is unwholesomely dependent on oil, and while the plunge in prices was bound to be catastrophic, Mr. Buhari’s actions made it even more so. “He adopted a policy of ‘defending’ the naira, Nigeria’s currency. The official exchange rate was kept artificially low. On the black market, the exchange rate ballooned. Prices for everything rose: rice, bread, cooking oil. Fruit sellers and car sellers blamed ‘the price of dollars.’ Complaints of hardship cut across class. Some businesses fired employees; others folded. “The government decided who would have access to the central bank’s now-reduced foreign currency reserves, and drew up an arbitrary list of worthy and unworthy goods — importers of toothpicks cannot, for example, but importers of oil can. Predictably, this policy spawned corruption: The exclusive few who were able to buy dollars at official rates could sell them on the black market and earn large, riskless profits — transactions that contribute nothing to the economy. “Mr. Buhari has spoken of his ‘good reasons’ for ignoring the many economists who warned about the danger of his policies. He believes, rightly, that Nigeria needs to produce more of what it consumes, and he wants to spur local production. But local production cannot be willed into existence if the supporting infrastructure is absent, and banning goods has historically led not to local production but to a thriving shadow market. His intentions, good as they well might be, are rooted in an outdated economic model and an infantile view of Nigerians. For him, it seems, patriotism is not a voluntary and flexible thing, with room for dissent, but a martial enterprise: to obey without questioning. Nationalism is not negotiated, but enforced. “The president seems comfortable with conditions that make an economy uncomfortable — uncertainty and disillusion. But the economy is not the only reason for Nigerians’ declining hope. “A few months ago, a young woman, Chidera, came to work as a nanny in my Lagos home. A week into her job, I found her in tears in her room. She needed to go back to her ancestral home in the southeast, she said, because Fulani herdsmen had just murdered her grandfather on his farm. She showed me a gruesome cellphone photo of his corpse, desecrated by bullets, an old man crumpled on the farm he owned. “Chidera’s grandfather is only one of the hundreds of people who have been murdered by Fulani herdsmen — cattle herders from

northern Nigeria who, until recently, were benign figures in the southern imagination, walking across the country with their grazing cattle. “Since Mr. Buhari came to power, villages in the middle-belt and southern regions have been raided, the inhabitants killed, their farmlands sacked. Those attacked believe the Fulani herdsmen want to forcibly take over their lands for cattle grazing. “It would be unfair to blame Mr. Buhari for these killings, which are in part a result of complex interactions between climate change and land use. But leadership is as much about perception as it is about action, and Mr. Buhari has appeared disengaged. It took him months, and much criticism from civil society, to finally issue a statement ‘condemning’ the killings. His aloofness feels, at worst, like a tacit enabling of murder and, at best, an absence of sensitive leadership. “Most important, his behavior suggests he is tone-deaf to the widely held belief among southern Nigerians that he promotes a northern Sunni Muslim agenda. He was no less opaque when the Nigerian Army murdered hundreds of members of a Shiite Muslim group in December, burying them in hastily dug graves. Or when soldiers killed members of the small secessionist pro-Biafran movement who were protesting the arrest of their leader, Nnamdi Kanu, a little-known figure whose continued

incarceration has elevated him to a minor martyr. “Nigerians who expected a fair and sweeping cleanup of corruption have been disappointed. Arrests have tended to be selective, targeting mostly those opposed to Mr. Buhari’s government. The anticorruption agencies are perceived not only as partisan but as brazenly flouting the rule of law: The Department of State Security recently barged into the homes of various judges at midnight, harassing and threatening them and arresting a number of them, because the judges’ lifestyles ‘suggested’ that they were corrupt. “There is an ad hoc air to the government that does not inspire that vital ingredient for a stable economy: confidence. There is, at all levels of government, a relentless blaming of previous administrations and a refusal to acknowledge mistakes. And there are eerie signs of the past’s repeating itself — Mr. Buhari’s tone and demeanor are reminiscent of 1984, and his military-era War Against Indiscipline program is being reintroduced. “There are no easy answers to Nigeria’s malaise, but the government’s intervention could be more salutary — by prioritizing infrastructure, creating a business-friendly environment and communicating to a populace mired in disappointment. “In a country enamored of dark humor, a common greeting among the middle class now is ‘Happy recession!’”

People rush into marriage for the wrong reasons —Ozolua Princess Modupe Ozolua is a social entrepreneur, philanthropist, founder of Body Enhancement Ltd which pioneered cosmetic surgery in Nigeria. She is also the founder and president of Body Enhancement Annual Reconstructive Surgery (BEARS) Foundation which was later christened Empower 54, where she gives hope to the less privileged. In this interview with JULIET UMEH, she shared what inspired her philanthropy, her failed marriage, new relationship, what fashion means to her and her background. Excerpts: You have a foundation where you are doing a lot of charity/humanitarian works, what inspired it? Empower 54, formerly BEARS Foundation was started in 2003, we are a US nonprofit providing humanitarian assistance through health, hunger eradication, educational, empowerment, and internally displaced/refugee programs to the underprivileged. We conduct activities not only in Nigeria, but across the African continent with our Head Quarters in Atlanta, GA. Two years after I pioneered cosmetic surgery in Nigeria, a man and his wife who had deformities due to fire accident came to my office for reconstructive surgery; but they couldn’t afford it because reconstructive surgery is much more expensive than cosmetic surgery. They expressed how many attempts to get sponsorship for her surgery was futile and I couldn’t understand why no one agreed to help them. During the conversation, the husband asked me to “help people like them”. As soon as they left my office, I called my surgeons in Beverly Hills and told them I was starting a nonprofit organisation and wanted

them to come provide free reconstructive surgery for underprivileged people. They immediately agreed and we commenced conducting free surgeries for people. All programs conducted by Empower 54 are absolutely free to the beneficiaries. We don’t charge for surgeries, medication, and machinery given during empowerment programs…all are given free. What have you been up to recently with your NGO? We are extremely busy!! Our program narratives are focused on Health, Hunger Eradication, Vocational Skills/Music Education, Women/Girl Empowerment and IDP/Refugee Rehabilitation programs. Amongst many things we are doing, we just commence sending $18 Million Dollars worth of medication to various African countries...absolutely free. Six 40” containers will be sent to rural African communities in dire need of medication and medical supplies. Our medical team will be in those countries assessing underprivileged patients and distributing the drugs to them. We are asking people to nominate

communities in Africa that can benefit from Six 40” containers worth $18 Million Dollars of medication. of challenges, but we don’t dwell on them. It’s the end result that matters. How do you get your sponsorship? All nonprofits depend on donations and sponsorship, Empower 54 is no exception. We receive individual, corporate support and I personally sponsor a lot of programs. What is your ultimate ambition in life? Continue helping underprivileged people. Where did you grow up and how would you describe your childhood? I spent my primary and early secondary years in Benin-City. When I graduated from secondary school in Lagos, I relocated to America for my university and lived there until I started Body Enhancement Ltd in Nigeria. Those were amazing years filled with nothing but great memories! I come from a privileged family and had the best of everything, from the best schools to holidays abroad. The exposure I had from birth and my extremely supportive parents molded me into the disciplined, liberal and diplomatic wom-

an I am today. What kind of people are your parents? What kind of legacy did they leave behind for you the children? I certainly had the most amazing parents. They were ahead of their time. Both of them are late, my mother passed away in 2001 shortly after I started my business in Nigeria, and my father in 2004. Several things from my childhood resonate with me, my father used to always ask me, “Are you happy?” I would automatically respond, “Yes, papa, I am happy.” He would then reply, “good, I want you to always be happy.” Then I didn’t understand what he meant, but now I do. The reason he always asked that was because he knew that happiness is a choice! It’s not feely given, you must fight for it, and when you have it, you better hold on to it! My mother was the most loving and caring woman I knew. She loved people to a fault and saw nothing but good in everyone she met. I have been truly blessed to call them my parents. More so, I thank God they lived to see me become a success and they spent time with my son before they both passed away years ago. What were your childhood dreams and how much of them are you living today? Ah, career wise I wanted to be everything; a doctor, musician, flight attendant, fashion designer...(laughs) I would say I am living all of those and more because when we think of dreams, we envision things that would make us happy and fulfilled. I just turned 43yrs on October 10th and I am very comfortable in my world. My calling is to be an instrument in God’s hands by helping people through our philanthropic activities. Despite how difficult, exhausting and not so glamorous that is, I won’t trade it for anything else. Are you still into body enhancement and how would you describe the journey so far? Yes, my company Body Enhancement Ltd still offers cosmetic surgery to clients but due to the very difficult current economic condition in Nigeria and has shifted most of my business interests out to more stable countries. As you know, cosmetic surgery is an elective and luxury service; with most people struggling to pay their bills, put food on the table, and keep their businesses afloat; it’s not a priority to many. My surgeons still come to Nigeria and attend to clients, but I have completely restructured it and reinvested my money in more stable economies. How long have you been married; how did you meet your husband and the attraction? I am happily divorced with a 21year old son, but in a committed relationship. What do you think are some of the reasons marriage break these days before they are made? Sigh! Honestly, I feel great sadness when I hear of people’s marriages failing because I derive pleasure in seeing others happy. Your definition of an ideal man doesn’t necessarily fit mine, what you can’t tolerate from a man, might not be a big deal to me. Every relationship is different, and we tolerate different things from different people. My perceptive is due to societal pressure; most people rush into marriage for the wrong reasons; for financial comfort, the sake of simply being

osmetic surgery is an elective and luxury service; with most people struggling to pay their bills, put food on the table, and keep their businesses afloat; it’s not a priority to many married and family pressure. Of course, you can never say you truly “know” someone because people you think you “knew” could turn around and blow you out of the water with some actions, but when you are realistic about your limits, the person’s character and not deceive yourself you can “change” them; you pretty much have a good idea if you need to be dating or even marry the person or not. Unfortunately, most people deceive themselves into thinking they can “change or manage” certain things they saw or knew before getting married, only to realize later that they can’t. At that point, they are left with only two options, stay in an unhappy marriage or leave. What role do you think civilization is playing in this? I don’t think the questions should be “Civilization’s impact” in making people come to terms with realization of their situation; the word should be “awakening”. Mind you, not only women discover their husbands are the wrong match for them; it works both ways. Some men also discover they married the wrong women and are equally unhappy in their homes. Again, I firmly believe the first step is self-realization or awakening. This is the process of knowing and accepting what your limits are. What can you tolerate from your partner? Some things you can work with for a short period of time, but long term? That is another story! When you are true to yourself, then you can identify and put the right people in your life; those that need to be there short term and have to be dealt with in small doses are, those that are there for the long haul, you put in more permanent roles. There is absolutely nothing wrong with self-awakening. It’s the first step to demanding and achieving dignity, respect and happiness. What does style mean to you and what is that fashion item you cannot do without? My fashion sense is an interpretation of what my mood is at that time and I’m always occasion appropriate. Ironically, I am not a makeup person, except for professional photo shoots when I have to put on foundation, and all those other bits; my daily “can’t do without” are mascara and lip gloss. My “can’t do without” clothing are jeans, sweat pants and fitted tops.

•What’s the difference between a N2,500 lipstick and one that costs N25,000?

ead this before you spend your money. Experts compared the Louboutin lipstick with a Rimmel red lip. After breaking down the results, they might just surprise you! Many of us do seem willing to splash out. Research by market analysts Mintel suggests lipstick sales will rocket to £306 million this year, an annual rise of about 12 per cent and — crucially — it’s the top end of the market that’s driving this. While Louboutin leads the pack, when it comes to exorbitantly priced lipstick, there’s plenty of competition. Tom Ford’s cost £39, those in the new Victoria Beckham Estee Lauder collaboration are £36, Giorgio Armani and Lipstick Queen have £35 offerings, Guerlain and Sisley cost £34. These make the likes of Charlotte Tilbury at £23 and Marc Jacobs for £24 seem a bargain, though they are still more than twice the price of a good quality product in Superdrug. ‘The strength in colour cosmetics sales growth lies in luxury products, which are growing at nearly twice the pace of the mass market,’ says Charlotte Libby, senior beauty analyst at Mintel. And part of that is due to the wealth of new products on offer — one in three women buy expensive make-up as they are intrigued by novelty. “Innovation is a key driver of sales and luxury brands are identified as being at the forefront,” says Libby. For example, Giorgio Armani was the first to showcase the — now, much copied — ‘dropper’ foundation, where make-up is dispensed in a medicinal-style pipette. Givenchy pioneered a spherical mascara brush, while YSL created a sought-after tinted lip oil. Perhaps it’s not surprising we’re still splurging on lipstick. After all, it was Leonard Lauder, chairman of Estee Lauder, who coined the term The Lipstick Index, a theory that in economic downturns, lipstick sales rise as women treat themselves to small luxuries. “There is strong research that prestige cosmetics do well when the economy is tough because lipstick is not that expensive compared to

a holiday,” says Imogen Matthews, of beauty’s Premium Market Report. But what are you really getting when you buy Louboutin rather than L’Oreal? Or Beckham instead of Bourjois? “A lot of it is the name,” says Imogen. “People like the designer association and that they’re pulling Burberry or Chanel out of their make-up bag.” And just as sunglasses or perfume are seen as less expensive ways to buy into a designer brand, so is lipstick. When you’re touching up your lips in the Ladies, everyone will clock the chunky packaging, the satisfying click when it closes, the logo on the lid. “The packaging is so important with prestige products,” says Imogen. “There’s no doubting that’s part of what you’re paying for.” But you’re also paying for the glossy bag it comes in, the assistant who gives you a makeover before picking the perfect shade for you, the shiny packaging, the A-lister fronting the brand, advertising in high-end magazines — and a host of other things you’re not paying for when you buy your make-up from the open market. But surely the pigments, waxes and oils in a £65 product are superior to those in a £5 version? To find out, experts compared a £65 Louboutin lipstick with a £5.49 product from Rimmel...

SO WHAT’S IN THEM? LOUBOUTIN: There are lots of moisturisers, waxes and oils — including beeswax, coffee seed oil, palm oil, cotton seed oil. But the first three ingredients mentioned on the packaging — and, therefore, the most plentiful — are dimethicone, a silicone that gives a silky, matte finish; pentaerythrityl tetraisostearate, a synthetic oil-based ingredient used to condition skin; and synthetic wax. So if anything is making your lips feel soft, it’s probably these rather than the natural oils also present. RIMMEL: The first ingredient is isononyl isononanoate, another synthetic skin softening agent; the second is castor seed oil; and though Rimmel doesn’t boast about natural oils, these are higher on the ingredients list than in Louboutin’s lipstick. etting set to commit yourself to living the rest of your life to one person is a very serious issue and certain facts must be examined thoroughly before the commitment through marriage. In most cases, the factors that even influence our choices are not really of our own choices. Friends and family will try to influence the way we reason and see things concerning the person we want to marry in their own way. Our judgments on the character of our intended spouse are greatly influenced by these external factors. The question therefore is; should they have an influence on our judgments? Most young couples these days who want to get married will emphatically tell you a No and with reasons. On the other side of the divide are parents or the traditionalists who will be saying a big Yes because of certain factors too which can be found in the cultures and traditions of the various Nigerian tribes or the religions that are practiced. It is funny to think that our friends and family do not have an impact on the choices we make in life because most, if not all our waking hours are spent with either friends or family. Even at our different places of work, the social choices we make depends a lot on the opinions of those who are closest to us and in most cases, our friends. It is a foregone fact that we end up eventually becoming in our thinking like the people we tend to spend our time with. It’s subconscious and thus has a huge impact on our lives. On the religious divide also, various ways have been suggested through which family and friends can contribute to the choice of partners we will end up marrying. Islam for instance says parents of a girl child are responsible for checking to ascertain the decency of the background of suitors brought by the girl and they should advice sincerely on what they find out. They are allowed to disagree with the choice of the girl child to a certain conflict level and submit to her will if there are crisis as a result of the conflict of interest. For the male child however, parents and friends are allowed to help check and advice on our choices with our lead and permission; that is, we lead them to the girl’s home, people and

any other areas they may want to check. They are permitted to counsel the couple even after marriage and bring the couple together to discuss and settle any marital differences that may occur in order for them to attain mutual marital harmony between all concerned. They are not however in any position to disagree like the average parents and family members do these days with the male child and his choices concerning who to marry. Christianity also tows this line and examples abound in the bible with the stories of Isaac and Jacob and how they got their spouses. Most relationships these days start and end with third parties influencing how we relate with our partners and even going further to try decide who we should have a relationship with in the first instance. Every relationship has its own peculiarities and a third party’s overbearing influence will not help matters. Most third parties are emotional and relationship vampires who will only suck the relationship of its nectar of love and happiness in the name of trying to help couples to understand each other through their influence in the relationship. They purport to have your interests at heart while having a draining effect on your relationship and life, thereby causing both of you grief in the end. In fairness to these third parties, some of them do not even mean to influence you negatively or do your relationship harm in any conscious way. I’m not saying that you do not need friends and family, my take is that in all things one should apply wisdom. You are the one who brought the person you want to marry home and you are the one that’s going to spend the rest of your life with that person. The major decision lies with you. You just have to be wise on how much influence you want your family and friends to have on your decision, knowing full well that you’ll be the person to bear both the joy and pains that’ll come out of it.

As a matter of fact, some young people think that ’love is blind,’ but sometimes, there’re some things you as a young girl don’t see that your family and friends see of which they’ll certainly call your attention to. Certainly, advices coming from them are inevitable. This is because they stand as a covering over your life for the fact that they brought you into this world. To buttress my point, the parents are there to guild you not to force you on someone. Ideally, all your parents want is your happiness. As long as the person they may like or may not like makes you happy, they will be fine regardless of the conflict they may feel within their hearts. However, if the man they dislike proves them right by turning to be a monster, you’ll undoubtedly get a response like ’we told you so’ for the rest of your life. Past experiences have shown that negligence to parents’ advice is one of the factors contributing to women dying in an abu-

sive marriage. Some of these women fall victim of domestic violence and consequently die in silence because they’re afraid of turning back to their parents in times of adversity. But we mustn’t get it twisted here. If your parents are against your suitor, the onus is on you to find out WHY! This is because I have realized that when it comes to marriage, there are sentiments and emotions attached to things like same clan or community, tribe, the same religion, different denominations in the case of Christian religion. Being that marriage is not for little girls but for mature minds, it is your duty to find out the grudge over your fiancée. Then, my advice is that if the reason is based on selfishness or triviality, you can go ahead and use all legitimate means to bring them to understanding and come out of their selfishness. But, if it borders on serious issues, it’s advisable that you come out of your beclouded ’blind love’ that have covered your sense of reasoning and see reasons with them. One of the consequences of a typical misguided relationship is that of one Mr. Okey, a 34 year old staff of a popular telecommunication networks in Nigeria who is yet to forgive his parents especially his clergy father who had an edge over him to marry to Joy, a lady they found for. As I write this, their union which produced a boy and a girl developed problem right from the day one of the marriage. But, Okey, thinking that it was a situation he could manage kept on passing through a lot of emotional torture until everything finally fell apart and the center could no longer hold. Both of them have gone their separate ways. That being said, it has to be stated that earlier before now, a certain part of Nigeria, eastern part to be precise, predominantly dominated by Christian, have seen ladies suffered all manner of setbacks coming from their parents. You discover that a lot of mature ladies clock 40 years and above while waiting for a brother in the same denomination to come and ask their hand in marriage. It is laughable. Can you guess their parents’ reason? Their reason is that the church authority would stop them from taking Holy Communion. In a situation where the lady insists on the marriage, the parents may soft pedal by asking them to have their white wedding in their own church. Therefore, family and friend play a role but their opinionss shouldn’t be more important than yours.

orried by his wife’s adulterous acts, Mr. Kolawole Okeeyi, a businessman approached the Igando Customary Court in Lagos to terminate his 31-year marriage.

Okeeyi, 51, accused his wife, Funmilayo, with whom he had five children of infidelity. “My wife is having an affair with my pastor, I got to know when I did not have credit on my phone and wanted to use her phone to call our pastor to report her for starving my mother of food. “I picked her phone and I saw on the screen “sent message”. I mistakenly clicked on it and the message opened, I saw several love messages my wife sent and received from our pastor. “I showed her the messages when she came in, but she begged me, I seized the phone and later confronted our pastor with those text messages, but he told me to do my worst.

“I also caught her with my brother in a hotel in Oyo State; I wanted to ignore them, but I later confronted them so that they will not deny later,” he said. The petitioner said his wife was after his life and that he had been attacked on two occasions. “In Aug. 20, 2013, I got to the front of my gate, as I honked for my children to open the gate, suddenly three men jumped down from a motorcycle, pointing a gun at me. “But for the timely intervention of the police, I would have been killed. When I entered my house, I told my wife what happened, but she did not say anything. “Four months later, while coming from work, three men intercepted me, pointing a gun at me to come down and enter the booth, I complied and they drove me off. “But luckily for me, my phone rang, one of them picked it, the caller addressed me as pastor and said that I should come to the church early that

He pleaded with the court to dissolve the union that he was no longer in love as his life was no longer safe.

However, Funmilayo, 43, trader, denied all the allegations. She said she was not having an affair with any man. “Those text messages on my phone were forged; I never sent nor received any love messages from our Pastor” “My husband saw me and his brother in a hotel, but we are not dating, his brother just followed me to book for a room when I went for a burial in Oyo State. She accused her husband’s family of battery. “When I was pregnant for our fifth baby, my husband’s family stormed our house, accusing me of having an affair, they beat me to pulp, in fact, I don’t know how I got to the hospital,” she said. The mother of five boys begged the court not to grant her husband’s wish as she was still in love. The Court President, Mr Adegboyega Omilola, adjourned the case to Nov. 29 for further hearing. NAN

I have tried my best to make her change without success. Please separate us,” Elder Ajuwa told the court. His wife, however, all the allegations levelled against her. In her defence, she told the court that her husband does not like her going out and is too autocratic. “I am a small girl and he wants me to dress like an old woman. That I’m married doesn’t mean I should act like a dead woman. I want my marriage to work but my husband needs to relax his stance. His other allegation is in bad faith because I have told him that the house is too big for me alone to maintain.” The court has given the couple two months to see if they can resolve their issues and adjourned the case.

n Ile-Ife Customary Court has dissolved the six-year marriage between Sunday Adelakun and his wife Rasidat over fornication and pride. The President of the Court, Chief Abioye Olatunbosun, in his judgement, dissolved the marriage, but ordered that the dowry should not be refunded. Olatunbosun awarded the custody of the two children to the defendant and advised her to take them to government hospital whenever any of them fell sick. He also ordered that the plaintiff should pay N3, 000 every month per child for the children upkeep and take full responsibility of their education. The court advised both parties to give peace a chance and desist from causing trouble

In a suit filed before the court, Tina alleged that the defendant was in the habit of beating her and always threatening to kill her. She said the defendant who had not paid her bride price since they married six years ago, had no regard for her and the two children of the union. She told the court that her husband never cared about the wellbeing of the two children nor paid their school fees. Tina further said Agada al-

She urged the court to dissolve the union, saying she could no longer cope with the challenges facing her in the hands of the defendant. The defendant, however, did not cross examine the plaintiff, saying he would give his own side of the story on the next adjournment date. 36-year-old housewife, Eniola Ogbonna, told a Customary Court sitting in Osogbo, Osun State, that she had to take to prostitution so as to be able to feed her children when her husband, Hanni Ogbonna, refused to take care of his responsibilities. The messy divorce was instituted by her husband who told the court that his wife had taken to prostitution and did not have time for him and their children. The woman who begged the court not to grant the divorce for the sake of the children, narrated how she found herself in prostitution. “It is true that I flirt around,

He was always discriminating between me and the senior wife in the provision of money for our children. Whenever we had a quarrel, he was always beating me. My wife has become an adulterous person. She has no time for the children because

of her promiscuity. I have prevailed on her to change her attitude, but she refused. All these are giving me unrest. That is why I have come to seek divorce.” In granting the divorce, the Court’s president, Chief Popoola Bolarinwa declared that since it was the plaintiff that insisted on the break up, the court had no reason not grant him his wish. “The plaintiff has insisted on divorce and rejected the appeal by the court to make reconciliation. The defendant is an unrepentant prostitute, who is not willing to change. We hereby dissolve the marriage.” (NAN)

igilante group at the Lagos Mainland Ebute-Metta have apprehended two suspected robbers looting a provision shop at the Ebute Metta area of the state. The Vigilante group led by their leader, Mr. Musbau Agbodimu were patrolling the streets at night when they noticed noise from a provision shop. The security men promptly surrounded the shop and they catch two suspects offloading cartoons of items through the roof of the shop. The Vigilante group subsequently apprehended the suspects and took them to the Iponri police station where they were thoroughly investigated by the police. Narrating how the suspects were nabbed, Mr. Musbau said.’’We were patrolling the area and although the street we catch the boys was not in our jurisdiction, we however took the pains on our own volition to patrol the street. We noticed that noise was coming from a big provision store in the area and we decided to look closely because it was dark. We caught the suspects, Daniel and Samuel about 2:15am looting a provision store at Ilogbo Bus Stop, Apapa road, Ebute Metta, West, Lagos Mainland. They opened the

roof of the shop and were offloading cartoons of items. They were about to flee when they saw us but we held them and took them to the Iponri police station. After we searched their apartment where we found magical combs, charms and other accoutrements they use for robbery. They were promptly handed to the police where were confessed to having other members in their gang. Parents and guardians should keep a close watch on their children and wards so they know their movement” The suspects told the Vigilante group what they do with their charms adding that if they had use their magical combs, they would have evaded arrest. According to one of the robbers,” We use the comb to evade arrest. No matter how fast the police and the Vigilante men chase us, they will never catch us. They will be running after us and sweating profusely and even though we are in front of them and they are close, the security men will never catch us. We used the combs every time we go for robbery but on this fateful day, we did not use the comb on our heads that was why we were catch.” Saturday Mirror gathered that the suspects have since been arraigned at the Ebute Metta Magistrate’s Court on charges bordering on theft.

A source at the governor’s office Alausa, Ikeja revealed that the arrest of the officials follows a petition by the Lagos state Governor, Mr. Akinwumi Ambode to the Lagos state Commissioner of police, Mr. Fatai Owoseni. The source who pleaded anonymity, stated that governor Ambode was irked after he allegedly

got a video from a human rights group abroad showing the raid, harassment and rape of persons said to be prostitutes who were arrested by a combined operation at the Ikeja area and its environs. The source said “A human rights group drew governor Ambode’s attention to the plight of the prostitutes. They alleged that they were harassed and raped when a combined team of taskforce men, civil defence Corp and KAI brigade personnel carried out raid in the state. The prostitutes took the photographs of the

men and they alleged that they were raped and treated badly. The photo showed Salami’s face coordinating the raid”. he Chairman of Academic Staff Union of Universities (ASUU), Ebonyi State chapter, Prof. Ndubuisi Idenyi yesterday commended Governor David Umahi for recalling him and others who were suspended by the governor last Wednesday for an alleged misinformation. Idenyi, who made this known while briefing journalists in Abakaliki, said the leadership of ASUU in the state is not being intimidated by the state government as was speculated by the general public. He noted that the leadership of ASUU remained the authentic one, and commended the zonal leadership for intervening into the crisis between the state ASUU and the state government. On the alleged expiration of his tenure as the chairman which was one of the reasons why he was suspended said the national leaders of ASUU has not informed them to conduct an election.

Idenyi further said that the union has called off the indefinite strike they embarked upon last Monday. In a swift reaction, the Commissioner for Education, Prof John Ekeh, who spoke to journalist on the development said: “The suspension was not given to ASUU, but it was given to the two lecturers that misinformed the ASUU body. “We appealed to the governor to temper justice with mercy, and the suspension was lifted because we are not fighting a war. “The area government conceded to ASUU is the area of law governing the university. The first law that established the university granted four years tenure or twice. But the new law is talking about five years single tenure. Now somebody that was appointed with the former law is trying to benefit from the new law, and there are no clauses that tie the two. And we are saying that somebody that was appointed for four years based on the old law should not benefit from the new law,” he stated.

armers in Anambra States have commended the intervention of International Funds for Agricultural Development (IFAD) through its Value Chain Development Programme (VCDP), expressing confidence of an improved yield this farming season. The farmers, who are members of various cooperative societies benefitting from the intervention, expressed their joy in an interview with newsmen yesterday. They made the commendation during the visit of VCDP officials to farmlands to ascertain the quality of yield in relation to the support given to them at the commencement of

the farming season. Mr. Nneneka Ijomah, a cassava farmer at Umuochu village, Ndikelionwu in Orumba North Local Government Area, said he benefitted from the distribution of improved cassava stem, fertilisers and herbicides. Ijomah, the leader of Oganiru Multi-purpose Cooperative Society, said he benefitted from a training programme organised by the VCDP on modern techniques for cultivating cassava at Ibadan in Oyo state. “I am impressed with the growth of the cassava so far because of the training I received from VCDP on the type of modern cassava species, planting and weeding techniques,’’ he said. Ijomah, who expressed con-

fidence of a bumper harvest in the next ten months, however, appealed for early release of tractors and other farm inputs during next distribution. Also, Mr. Anthony Omenyi, a rice farmer at Village One, Igbariam Farm Settlement, expressed happiness, noting that the programme had impacted positively on their rice farm. “We were able to key into the best agricultural practices using modernised system for improved results. “From the good condition of the rice, we are expecting about four tons of rice per bag as against two tons when we harvest on November 28, 2015’’ Omenyi, the leader of Nwannedinamba Farmers’ Group, said. While commending VCDP for its support, Omenyi ex-

pressed readiness to further expand rice cultivation in the area and appealed for early release of farm inputs, especially insecticide and tractors. He said they planned to further expand their farmland from four to 10 hectres following the positive result of VCDP intervention. Another farmers’ group, Okenna Farmers’ Cooperative Society, a 10-member group, led by Mr. Chris Anikpe, expressed similar contentment with the planting season following the intervention of VCDP. Anikpe said his group cultivated cassava, rice and maize on 10 hectres of land, explaining that the cassava cuts or stem given to farmers were better than the previous ones.

he Federal Government has re-instated the Medical Director of the Federal Medical Centre (FMC) Owerri, Dr. Mrs. Angela Uwakwem, amidst protest by the workers’ unions, which insisted that the move would continue to heighten crisis rocking the centre which has adversely crippled service delivery for almost two years. Uwakwem, who is a surgeon, had embarked on a Public

Private Partnership (PPP) programme in the institution in an effort to entrench transparency and accountability around April 2015, but the move was vehemently opposed by the workers’ unions which went on a series of strikes leading to the disruption of hospital services at the centre. Several charges were raised against the medical director by the workers including financial mismanagement and highhandedness which compelled the prompt

intervention of both the Federal Ministries of Health and Labour who sent Uwakwem on leave with a joint official inquiry to investigate the allegations. However, a release dated October 15, 2016 from the Minister of State for Health, Dr. Osagie Ehanie, which was made available to our correspondent explained that after due consultations with the stakeholders and relevant authorities, the Federal Ministry of Health decided that Dr. Uwakwem and her substantive management

team should resume duties immediately and should be supported by a team from the Federal ministry of Health. The statement explained that “as a presidential appointee like all medical directors, that due process that was followed in Dr. Uwakwem’s appointment must also be followed should there be a case for termination, stressing that should evidence of misconduct be found against her, Dr. Uwakwem would answer it and face the law, assuring that no person shall be protected from

unions insisted that Dr. Uwakwem was culpable of the accusations leveled against her, adding that ‘if the government decides to reinstate her in preference to the workers and their welfare the government should go ahead and reinstate the medical director to the detriment to service delivery at the centre.” Meanwhile, a victorious Uwakwem has pronounced a policy of “No victor no vanquished in respect of the resolution of the impasse.

Leaders and their behaviour patterns

I

n the private sector, most of us are guilty of misapplication of employees to appropriate positions. How does one explain the posting of an introvert to head a marketing department or to be an executive director in a bank? Or an extrovert with high points in imagination who is appointed as the head of internal control? The overall result of such misapplications is that performance is slowed down, and most times, operations are at low ebb. The explanation here is that the personality inventory of those that work with you in your organisation or those that occupy key positions in government is important to performance. Major issues on which the inventory will be taken include Extraversion, which can be defined as the amount of energy a key leader invests in relating to people, the environment and the capacity to experience joy and excitement. The issues involved include Friendliness, Sociability, Assertiveness, Peace of Living, Excitement Seeking and Positive Outlook. In discussing the above, each and every matter mentioned in Extraversion will determine the behaviour pattern. The DNA of behaviour pattern here differs from leader to leader. For instance, a leader with as low as 40 scores has a behaviour pattern that is different from that of a leader with high scores of 80 points or a leader who overshoots the maximum point. Let’s take the issue of Friendliness for instance. A low point leader (usually scores between 40 to 60 points out of the maximum point of 80) has a behaviour pattern of investing much energy in becoming familiar with others and creating support. A leader in this category takes a lot of time in creating relationships and always needs to invest a lot of energy in doing so. Such leaders will not be good politicians because politics requires building relationships. They will

not be good marketers in the private sector, since marketing requires good ability to create relationships. The point of note here is that it is not that such leaders cannot do any of the above. But they need to know their weak points and improve on them. Individuals in this category will not easily talk to ladies about their proposal for marriage. They need encouragement, time and energy to do so. We may compare the above with leaders with high score points on the same issue of friendliness (usually they score 60 to the maximum of 80 points). Those leaders quickly build rapport and they are always keen

to get to know people on a personal level. They will communicate their marriage proposal to ladies easily. They will be good politicians and very good marketers. This is the point where everyone aspires to be. There are also the ‘above the point’ leaders who usually score above the acceptable point of 80. Such leaders, in an effort to create friendliness, overdo things and they become a nuisance. This is not acceptable. They have to come down to the acceptable point, otherwise people will try to avoid them. They are not wanted. Usually, their proposals to ladies for marriage are rejected. Ladies see them as proud and talkative. They

over-communicate good values. They need to go down to the acceptable level for them to deliver superior performance. It is important for you to take the psychometric test to know your scores and appreciate whether you are going to work more on your extraversion or work down if your points are over the acceptable level. The inventory may also include the assessment of leadership behavior pattern in issues of Agreeableness. Here, we consider issues like Trust, Straightforwardness, Altruism, Compliance, Modesty, and Compassion. We may consider the sub issue of Straightforwardness capacity in a leader that scores low (usually between 40 to 60 points). He is aware, as most, of the need for diplomacy and to consider what information should be shared and how it should be expressed. Such leaders are not very straightforward and no one knows their stand. They usually play along. They will deliver low performance in most cases where decisions need to be communicated. They will be very dangerous politicians, for no one knows their stand on very important issues. They will not be good team players and they can easily come up with surprises Leaders with high score points in straightforwardness (usually those that score 60 to the maximum of 80 points) are open and frank in communication. They know what communication means to their colleagues and their colleagues know where they stand. This is the acceptable level for us to be effective leaders that can deliver superior performance. There are some leaders who score above the maximum point of 80. They are usually seen as autocratic, very hard to change, too strong and unfriendly. They communicate good values in excess and all they need to be wonderful people is to work down a little to the acceptable level of 80 points.
