the federal government has actually been distributing marijuana to a small and select group of patients for almost as long. Yes, the federal government has been growing, harvesting, packaging and distributing pre-rolled marijuana cigarettes as medicine. These government-rolled joints come packaged neatly 300 cigarettes to a metal tin and are provided free of charge. How did the Feds get into medical marijuana distribution? On August 21, 1975, Robert C. Randall was arrested in Washington, D.C. for growing marijuana on the porch of his residence. He testified at trial that he knew possessing marijuana was illegal but his glaucoma left him no other viable option to blindness. All traditional medicines had failed. Federal District Court Judge James A. Washington ruled the common law doctrine of "necessity" was an affirmative defense applicable to Mr. Randall. That ruling allowed Mr. Randall to excuse the "evil" he committed when he broke the law in growing marijuana at his home by the "greater evil" of blindness he was seeking to avoid. Mr. Randall beat his criminal charges. After his victory, Mr. Randall petitioned the federal government to provide him with FDA approved access to governmental grown marijuana. Following additional litigation, the FDA created a program wherein the government would provide marijuana grown at the University of Mississippi to Mr. Randall. Over time, a small number of other medical marijuana patients were approved to take part in the Compassionate Investigational New Drug Program, as it was named. At its peak, the program had thirty (30) active patients receiving their medical marijuana from the government. The program stopped accepting new patients in 1992 during George H.W. Bush's "get tough on crime" policies. However, the then 13 enrolled patients were "grandfathered in" to continue to receive their medication for the remainder of their lives. While it is difficult to get information on the exact number of remaining participants still living, it is believed there may be one or two participants alive today. Why the Hypocrisy of the Federal Position? How can the federal government be providing marijuana to patients as medicine yet at the same time, claiming that it has "no currently accepted medical use?" That is exactly what the government has done by time and time again refusing to re-classify the drug from Schedule I, the most restrictive category, reserved for the most dangerous drugs. This writer suspects the answer is three-fold. Big pharmaceutical companies do not want to lose market share to something that can be grown on your porch; the DEA has grown quite large due to and as a result of its marijuana war and no government has ever voluntarily downsized; and finally prejudice and ignorant stigma still surrounds marijuana and its users. Until the people force our government to acknowledge what we all know is true, our government will continue to pursue the fallacy.

The Lowdown on Proposition 205: Fact or Fiction - A new government body will oversee everything related to marijuana in Arizona. TRUE. The Department of Marijuana Licenses and Control will oversee the stores, grow facilities, product facilities, and testing facilities and will include a law enforcement unit that will ensure regulations and laws are kept and compliance is maintained. - There will be a small number of licenses provided to retail stores. TRUE. The number of licenses will be capped at 10% of the number of liquor store licenses, which is currently less than 180. - Marijuana businesses can operate wherever they want. FALSE. Localities can determine where and when businesses can be in operation. - Marijuana products will need to pass established tests and will be forced to comply with strict labeling and packaging requirements. TRUE. - A 15% excise tax will be in place on all recreational marijuana retail sales. TRUE. The revenue from
this tax will go to the implementation and enforcement of the regulations around marijuana. -Marijuana can be used in public if you are over the age of 21. FALSE. Public use will remain illegal. - The laws regarding the possession of more than one ounce of marijuana will be changed. FALSE. Blurred Vision, But Now She Helps us See Tabitha woke up one morning in 2008 with slightly clouded vision in her left eye. Looking in the mirror, she noticed her pupil was shaped abnormally. The cloudy haze over her vision did not go away and kept progressing over the cornea. Tabitha went to see specialist after specialist to determine what was causing her loss of vision. After about 2 years of being undiagnosed, high eye pressure and pain caused her doctors to diagnose her with Iridocorneal Endothelial Syndrome (ICE) syndrome. ICE is a unique ophthalmic disorder that involves an irregular corneal endothelium that can lead to varying degrees of corneal edema, iris atrophy, and secondary angleclosure glaucoma. The syndrome continued to progress causing major clouding and the diseased cells grew over the entire front of the cornea. The pupil continued to misshape and the cells replicated to cause a secondary condition of glaucoma. After several surgeries for glaucoma, cataract and cornea transplant, Tabitha has some relief but has lost

vision in her left eye. Due to the cornea becoming diseased she found herself taking several pain medications and eye drops for relief. Tabitha was up to 1200 – 1600 mg of ibuprofen a day and was worried about her overall health. Tabitha’s doctor recommended she look into medical marijuana for relief.
