Dear Guest, Welcome to the Fort MacArthur Inn in San Pedro Housing Annex for Los Angeles AFB; the beautiful and historic Fort MacArthur, Space and Missile System Center Los Angeles AFB. We sincerely hope your stay with us will be an enjoyable and comfortable one. With our mild climate, any time of year is a good time to explore what Southern California has to offer. We are centrally located; Hollywood is to the North, San Diego to the South, mountains to the East, and Catalina Island to the West. The Guest Directory has additional information on sights and tours. It also contains valuable base and local information, our Service Division activities’ operating hours, what to do in an emergency, and how to operate equipment in your room. We ask that you do not remove pages from this directory, please. If there is anything you would like a copy of, please ask the receptionist at the front desk and he/she will be happy to provide it to you. Our vision is to become the Air Forces Premier Inn with world-class facilities and service for all. We constantly monitor our rooms for safety, cleanliness, comfort and convenience. In case something isn’t quite right or equipment malfunctions after you check-in, please fill out a maintenance slip and present it to our housekeeping staff or please call the front desk. Our staff is at your service and will respond quickly. If it is beyond their scope, they will refer it to our Base Civil Engineers. If any aspect of your stay is less than you’d hoped for, please call me at 653-8233/8249. We want to correct discrepancies as they occur, so that you may fully enjoy the rest of your stay. We would really appreciate you taking the time to fill out a customer comment form. We welcome your suggestions to improve our service and your positive feedback increases staff pride and morale. ROOM KEYS Keys will be issued at check in. If your stay is extended we will need you to come to the front desk to refresh your keys. If you lock yourself out and do not have a valid ID with you the clerk will check the registration folio and escort you to the room and check your ID for security purposes.

Fort MacArthur Inn Guest Guide General Information Welcome to Fort MacArthur Inn. Our lodging office, Building 37, is staffed 18 Hours a day 7 days a week 0600-0000.(midnight) Our courteous Guest Service Representatives are always on duty to assist you. BUSINESS CENTER: We have one computer and printer in the main lobby for guests to access the Internet and print a maximum of 10 (TEN) sheets at no charge. There is also Wireless Internet connection available in the main lobby. We ask that you limit your use to 30 minutes if guests are waiting. CHECK CASHING: We can only accept checks for the amount of your service charges. If you need cash, there is an Automatic Teller Machine (ATM) located at Bldg. 37, Bldg. 425 Fitness center and Community Center Bldg. 403. CHECK IN/OUT TIMES: Check-in time is 1500; Check-out time is 1100. If you must check out after 1100 hours, contact the front desk for approval, otherwise you will be charged an additional lodging fee at the room rate that you are occupying. NEW ROOM RATES (as of 01 Oct 2020): Visiting Officer Quarters/Visiting Quarters (VOQ/VQ) $149.00 Temporary Lodging (TLF) $161.00 Distinguished Visitor (DV) Suites: One-Bedroom: (Jan 1, 2021 - Oct 31, 2021) $164.00 Two-Bedroom: (Jan 1, 2021 – Oct 31, 2021) $165.00 COMPLIMENTARY BEVERAGES: Coffee, tea, and condiments are provided for your enjoyment free of charge. Your housekeeper will replenish them daily. There is also complimentary coffee and hot chocolate provided at the front desk. DO NOT DISTURB SIGNS: These signs are provided for your convenience. Simply hang the signs from the exterior doorknob to your room. If you would like to receive housekeeping service, we ask that you remove the “Do Not Disturb” sign by 1200 hrs. On the third day that the “Do Not Disturb” sign is left without prior arrangements with the Lodging Manager, housekeeping must enter your room to ensure everything is satisfactory. EXCESS CLEANING FEE: Guests may be charged a cleaning fee up to $150 based on the expenses incurred to return the room to available inventory.


FAX SERVICE: Local or DSN fax service is available at the front desk at no cost. FIRE SAFETY:  Do not smoke in the rooms.  Flammable liquids (gasoline, charcoal lighter, cleaning fluid, etc.) are not allowed in the rooms.  Additional cooking / heating devices (space heaters, hot plates, propane tanks) are not allowed in the rooms and will be removed if found without notification to the guest.  Never leave heated cooking appliances unattended.  Do not place hot appliances (irons, blow dryers, coffeepots, etc.,) in drawers or cabinets.  Do not overload electrical outlets. Multi-plugs and power strips are therefore prohibited.  Do not leave electrical appliances on when unattended.  Practice good housekeeping (clean-up messes; bag any dirty clothes; keep wet clothes away from heat sources).  Do not burn candles, potpourri, or incense in rooms. If found these items will be removed without notification to the guest and may incur a $150.00 cleaning fee or furniture replacement cost.  Vacate all rooms during fire alarms. Evacuation routes are posted on back of main door. FITNESS CENTER: The fitness center is located in building 425 2nd floor, phone# (310)-6538361. Their hours are Mon - Fri 0800 - 2000. Please refer to “The FORCE Magazine”. HOUSEKEEPING SERVICES: Housekeeping service is provided seven days a week (unless you post a “Do Not Disturb” sign on your door). The housekeeper will return at 1200 to service your room. If the sign is still on your door at 1200 hrs. Service will not be provided. Bed linens will be changed once a week for long term guests, unless otherwise requested. Towels and washcloths will be replaced as you choose. On Federal Holidays housekeeping services are minimal. In the spirit of being environmentally conscious if you would like to re-use your towels, please hang them on the towel rack. If you would like clean towels, please place soiled towels on the floor and we will exchange them. IN ROOM SAFES: It is the responsibility of all guests to safeguard their belongings. For your convenience we have placed a safe in every room. The safe can be locked with a numeric code of your choosing or a credit card. IRONS AND IRONING BOARDS: These are provided in each room. If your iron or ironing board is missing or not working properly, please notify the front desk.


LAUNDRY ROOMS: All laundry machines are free of charge for lodging guests. Soap, bleach, and softener are available for purchased in the laundry room and at the front desk. We ask you to please leave the laundry room clean. The locations of the laundry facilities for each building are listed below. The use of liquid bleach is prohibited in all lodging facilities. VQR1P - BLDG 36- BASEMENT OST1P - BLDG 32- BASEMENT TLF1P - BLDG 40- BASEMENT LARGE TLF’S IN EACH UNIT LOST AND FOUND: Items which are left behind will be held for 30 days in our lost and found storage. After 30 days the item will be disposed. Any perishable items and under garments will be disposed of immediately. FORGOT YOUR PHONE CHARGER: Turns out it happens a lot - call or stop by the front desk we might have one that you can use for FREE! MAIL: Guests can pick up with proper military ID and drop off mail at the front desk. VOICE MAIL: To retrieve and/or delete messages from your in-room telephone dial 6000 & follow voice prompts. (Note: if you have a Cisco Phone you may just press the message button) OTHER SERVICES: Baby playpen and highchairs may be obtained from the front desk. PARKING: One parking space per room is provided in the parking lots adjacent to all our quarters. If you have additional or oversized vehicles please see the Front Desk for assistance with overflow parking. Under no circumstances should any vehicle(s) be parked off a paved surface or on the grass. Vehicles in violation of this policy will be towed by order of the Security Police. No Vehicles can’t park on lodging property if going on a cruise for storage reasons, vehicle’s parking at lodging must be a register guest. PET POLICY: Pets are only allowed in our “pet friendly” rooms, and not in any other transient facilities. There is an extra fee of $10 per night and a limit of 2 pets per unit. Pets will not be kept in cages outside, tied to trees, or kept in automobiles. Pet owners must sign a pet agreement at check-in and provide a copy of updated shot records. A pet cleaning fee of $150 will be assessed to guests who violate the pet policy. A list of kennels is provided for your convenience at the Front Desk. Please see the front desk for pet policy guidelines to further answer any questions or concerns. SHELTER IN PLACE: The Shelter in Place location for all guests is in their guest bathrooms.


SMOKING POLICY: Fort MacArthur Inn is smoke-free. This includes all common areas to include porches in front of all buildings. Smoking is permitted 50 feet from your building. Guests who violate this policy will be assessed a $150 cleaning fee, which includes blocking the room and cleaning until all evidence of smoke is eliminated. Please locate the designated smoking areas near your building. SUNDRY ITEMS: If you have forgotten any toiletry items, we have a selection at the front desk for purchase. We also have snacks, sodas, alcohol and other miscellaneous items available. SUPPLIES AND LINEN: If you need extra supplies/linen, please contact housekeeping or the front desk. Please do not take items off the housekeeping cart. Housekeepers are held accountable for the supplies on their carts and must keep a record of replenishments. TELEPHONE INSTRUCTIONS: Instructions on using the telephone are located in the Telephone Info section of this directory and also in a stand near the telephone. TV & DVD RECEPTION/REPAIR: If the TV or DVD player in your room malfunctions, please notify the front desk. We will try to repair or replace the piece of equipment as soon as possible. For inventory and resource protection reasons, we cannot move equipment from room to room. SUNDRIES: Sundry items can be purchase at the front desk Lobby Bldg. 37, 0600-0000 (midnight) daily WAKE UP SERVICES: This service is available through the phone system and the instructions are listed in the Telephone Info section of this directory and also in a stand by your phone. Clock-radio alarms are also provided in every room for your convenience, instructions are located on the clock-radio in the TV/Radio section of this directory. WIRELESS INTERNET: Stay connected with free Wi-Fi Internet access: Enjoy the convenience of complimentary Wi-Fi Internet access in the privacy of your own room.

PAYMENT PROCEDURES  All guests paying with a Government Travel Card will be charged for their stay in advance at check-in for up to 15 days.  All guests checking in will sign the guest registration form that advises them lodging is authorized to apply any unpaid charges to their credit card.  All long term guests (staying over 15 days), whether paying by cash, check, or credit card, will return to the front desk at 15-day intervals to verify and pay their lodging bill for the next 15 days.  Credit card-paying guests will have their credit card automatically processed for charges incurred over the previous 15 days.  Cash/check-paying guests must pay in advance for the next 15 days or remaining days of occupancy (if less than 15 days)  All space available guests, regardless of method of payment, will pay for their stay in advance at check in. Advance payment will be required for any approved extension.

CHECK-IN TIME Normal check in time is 1500. However, guests may check in earlier if rooms are available.

CHECK-OUT TIME Check-Out time is 1100. Requests for a late check-out will be reviewed on a case-by-case basis. Please contact the front desk if you have an extenuating circumstance that requires a late checkout as soon as possible. We cannot always guarantee a late check-out past 1100 without payment of another day’s service charge. Mission requirements and staffing levels determine whether approval can be given without an additional fee being assessed on the current room rate.


Guest Pet Policy Agreement Dear Valued Guest: We are pleased to offer the opportunity to have your pet(s) stay with you in our TLF quarters. During your stay, we do have specific rules that must be followed in order to accommodate you and your pet. By signing this agreement, you are agreeing to: -

Cats and dogs only (2 pets maximum); Lodging Managers may waive on a case-by-case basis.

$10 per night pet fee in addition to other lodging rates. There may be additional cleaning fees assessed if your pet damages furniture or defecates/urinates in the room.

Secure your pet in the pet cage provided or in your own pet container whenever you leave your pet unattended in the room.

-

Do not leave “Do Not Disturb” sign on your door when you are not in your TLF unit. We will enter your room daily for housekeeping.

AF Inns is not liable for the welfare of your pet; owners are solely responsible for ensuring the safety and well-being of their pet.

Pets must be properly immunized and you must present your pet’s shot records upon check-in.

-

Pets are not allowed to sit directly on furniture or bedding.

-

Owners may not use lodging towels or linens to bathe pets.

-

Pets are not allowed in any other facilities or premises.

-

Each pet must be collared with your name on each collar and must be leashed when outside the facility.

-

If your pet continually makes excessive noise and disturbs other guests, you may be asked to kennel your pet off base.

-

Owners are required to pick-up/clean-up their pet’s waste and dispose of properly.

-

Infraction of rules may result in removal of you and your pet from lodging.

LODGING EVACUATION PLAN Unless otherwise advised by emergency personnel, the following will be our assembly points: Primary: the flagpole location on Patton Quadrangle Alternate: The center of the parade ground

Upon notification of the need to evacuate any of our lodging facilities, for any reason, the following procedures will be followed. Lodging personnel will send a runner to each affected facility. If radios are in use advice personnel assigned to the building to initiate the evacuation. 

Lodging personnel will initiate the evacuation by knocking on all doors and yelling ‘real world, evacuate, evacuate, real world’. Personnel will inform occupants of their assembly point, and then proceed to the assembly point and perform roll call. Front desk personnel will take evacuation binder containing guest and staff locator listings and keys to the assembly point at the Primary or alternate location. Roll call will be performed by administrative personnel at the assembly point to ensure all guest and employees are accounted for. Completed roll call and listing of those unaccounted for will be provided to emergency personnel on scene.


OCCUPANT RESPONSIBILITIES The following are provided for your guidance and to ensure a comfortable and safe environment for all our guests and staff:  Please observe quiet hours 2200 to 0600 daily  No smoking in any room or common area. There will be a $150 cleaning fee to guests who violate this policy and any additional cost to return the room to standard.  Please do not use towels and wash cloths to shine shoes, remove makeup or to wash cars. Items damaged are subject to charge.  Liquid bleach and liquid shoe polish/shoe dressing are not allowed on the premises of any Lodging facility and will be removed if found without notification to the guest.  Bicycles, auto parts, etc., may not be kept in the rooms. Bicycles may not be locked to entrance stairways, or other stationary objects. Please use available bike racks.  Do not place any foreign objects down the drains or sinks.  Please do not rearrange the furniture or if you do please ensure that the furniture is restored to its original position, or a rearrangement fee up to $150.00 will be assessed.  Damage to the room or furnishings will result in an additional replacement fee.  Guest will be charged market value plus a handling fee for any items missing or damaged such as utensils, hangers, towels, etc.  All lodging guests are required to clean the stove, refrigerator and dishes before checkout. Guests in TLFs may place silverware and dishes in dishwashers without any fees assessed.  A cleaning fee up to $150 may be assessed to return the room to standard.  Do not place hot appliances (i.e. irons or coffee pots) on the furniture or carpet.  Additional cooking / heating devices (space heaters, hot plates) are not allowed in the rooms and will be removed if found without notification to the guest.  Do not overload electrical circuits by using multi-plugs and extension cords.  For safety and energy conservation please turn off lights, TV, etc., when you leave the room.  Vehicle washing is prohibited on Fort MacArthur.


 Please respect your neighbors and keep your TV or radio volume at a level where it will not interrupt other guests.  Allow housekeeping access to your room. For safety reasons housekeepers are required to enter all quarters every third day, regardless of a “Do Not Disturb” sign on the door.  Housekeeping staff are not permitted to move your personal belongings to clean. If items are left on beds or floors housekeepers will not be able to provide service.  Please do not leave laundry unattended and please leave the facility clean.  Report accidents and spills to the front desk so they can be taken care of quickly.  Keep your valuables safe and secure. For your convenience we have provided locking safes in all our rooms. Money or high value items left lying around the room will be reported to management and service will not be provided.  Pets are prohibited, except in the “pet friendly” TLF rooms. A $150 cleaning fee will be assessed for pets found in non-pet friendly rooms. Kennel information is listed in the General Information Tab.  Report, register, and store weapons with Security Forces located in building 28 on Fort Macarthur. Weapons and ammunition are not permitted in rooms. For storage of these items please contact Security Forces at 310-653-8387.  If you encounter a maintenance or housekeeping problem please contact the front desk right away so that we can correct any discrepancies immediately and ensure the rest of your stay is enjoyable.  If there is anything that the staff can do to make your stay more comfortable, please let us know.

Wireless High Speed Internet Instructions Wireless internet service is provided via an 802.11b/g signal. This signal is not encrypted, and no login credentials are needed. The Dynamic Host Configuration Protocol (DHCP) service will automatically setup your Internet Protocol (IP) and you’re Domain Name System (DNS). DNS is an Internet System that translates web names into IP addresses. If you have trouble connecting to the wireless service please see below.

PC Setup Instructions 1. Turn on your computer; most computers will try to automatically connect to any available wireless network. Connect to the Service Set ID (SSID) Network Name: Midatlanticboroadbrand. If you cannot connect or are unable to see the signal, see troubleshooting section below. 2. Ensure your computer is setup to use the DHCP service or obtain an IP automatically. If you regularly connect to wireless hot spots your computer should be setup for this. If unsure please see troubleshooting section below. 3. If you’re having a problem connecting to a Virtual Private Network (VPN) please contact MidAtlantic Broadband Help Desk. 1-866-435-7548

Troubleshooting 1. Unable to detect wireless signal – If you are unable to see the “midatlanticbb” wireless signal, verify that your wireless card is on. Some laptops have switches that will turn the wireless card on or off. If you’re unable to see the wireless signal, try moving your laptop to another part of the room to check if it’s a signal issue. Contact the Help Desk for support on wireless signal issues.

2. Windows machines will look like this when connected. 3. IP Settings - The internet service uses DHCP to assign IP addressing automatically, below is a reference of how your computer will be configured. a) b) c) d)

Microsoft Windows XP/2000 based machines IP settings can be configured by doing the following: Click Start  Settings  Control Panel  Network Connections  Wireless Network Connection From here you can manage your IP addressing settings. Click the Support tab at the top and note the settings. If the settings do not match the IP settings in number 3 (above), then do the following: From the same box Click the General tab  Properties button, in the window that opens, scroll until you see “Internet Protocol TCP/IP” and double click it. Ensure the following settings are correct and click okay to exit all windows. You may need to reboot. Obtain IP address automatically is checked Obtain DNS server address automatically is checked Microsoft Windows 7/Vista based machines IP settings can be configured by doing the following commands: Click Start  Control Panel  Network and Internet  Network and Sharing Center  Manage Network Connections or Change Adapter Settings  Right Click Wireless Network Connection and click status, if you are unable to click status Click Properties. If you've clicked status, then click the details button and note the IPv4 settings. If the IPv4 settings do not match the IP settings in number 3 (above) or you clicked properties scroll until you see “Internet Protocol Version 4” and double click it. Ensure the following are correct and click okay to exit all windows. Obtain IP address automatically is checked Obtain DNS server address automatically is checked Apple OSX 10 based machines IP settings can be configured by doing the following commands: Click Apple Menu  System Preferences  Network  Under show select the Air Port Adapter or Wireless adapter Click the TCP/IP tab and note the Ipv4 settings. Ensure Using DHCP is selected under “Configured Ipv4.”

HISTORY OF SAN PEDRO Cabrillo's Discovery The first official documentation of the harbor was by Portuguese explorer Juan Rodriguez Cabrillo. On October 8, 1542, Cabrillo came across a marshland and natural harbor at the northwest end of San Pedro Bay and named the area Bahia de Los Fumas or “Bay of Smokes” after the smoke that rose from the nearby hillside of Native American hunters. This fairly desolate area remained largely intact until 1769, when Spanish officials and missionaries set their sights on colonizing the U.S. West Coast. This led to the first commercial ventures in San Pedro in the mid-1800s. The rest, as they say, is history. The harbor in San Pedro was used as a trading post by Spanish missionary monks from Mission San Gabriel Arcángel. The monks met ships at the water's edge with provisions from Spain. The first American trading ship to call at San Pedro was the Lelia Bryd, in 1805. At that time, it was illegal to conduct business with any other country but Spain. Because of the distance and loose regulations, however, trade with other countries thrived. In 1822 an independent Mexican government lifted the Spanish restrictions on trade. That led to a surge of settlement and commercial ventures in San Pedro. By the time California joined in the Union, in 1848, business in San Pedro harbor was flourishing. A host of politicians, businessmen and community visionaries are responsible for San Pedro Bay fulfilling its ultimate destiny of becoming the largest cargo gateway into North America. One such visionary was Phineas Banning, who founded Wilmington and was nicknamed the Father of Los Angeles Harbor. His entrepreneurialism and influence positioned the Port for future success as the maritime and trade center for a rapidly growing west coast city. Another person to play an important role in the development of San Pedro Bay was Stephen M. White, also called the Savior of the Bay. White, a senator from California, stood up to big business and political forces, pushing through regulation that led Congress to declare San Pedro Bay as the official port for Los Angeles in 1897.

A Harbor is born The City of Los Angeles and the Harbor Area experienced unparalleled population growth in the early 20th century. City leaders recognized the Port's growth opportunities and created the Board of Harbor Commissioners on December 9, 1907, thus marking the official founding of the Port of Los Angeles. The cities of San Pedro and Wilmington were annexed to the City of Los Angeles on August 28, 1909, making the Port of Los Angeles an official department of the City of Los Angeles. Various industries began popping up in and around the Port in the early 1900s. Fishing, canneries, oil drilling and shipbuilding were major industries that generated jobs and commerce to Los Angeles and its growing population. Because of increased business activities at the Port, it was extremely important for city officials to focus on port infrastructure and future development. By 1912, dredging and widening the main channel, and completing major sections of the federal breakwater, enabled the Port to accommodate larger vessels. These expansions proved effective once the Panama Canal opened in 1914, giving the Port of Los Angeles a unique strategic position for international trade and a clear advantage over northern West Coast ports as a destination point for east-to-west seaborne trade because of its proximity to the Panama Canal.


Wartime Efforts The Port's growth came to a standstill with the onset of World War II. The United States military commissioned the Port to conduct only war-time efforts, and the Port did so with diligence and success. Shipbuilding became the prime economic industry at the Port. Every boat repair and shipbuilding company assisted in the construction, conversion and repair of vessels for the war effort. San Pedro Bay shipyards collectively employed more than 90,000 workers and produced thousands of war-time vessels at record pace. After the victory of World War II, Port of Los Angeles officials again began focusing their attention to the continued expansion and development of the Port.

Post-War Growth Up until the mid-20th century, the Port received cargo in crates, pallets, and small lots of varying sizes and shapes. Because of the lack of uniformity and security, unloading cargo was painstakingly slow and the frequency of damage, pilferage and loss of cargo was high. Providing a better solution, the containerized cargo revolution came to the Port in the late 1950s. Containers can easily be loaded, sealed and shipped on vessels, railroad cars, and trucks. Almost every manufactured product or its components are shipped in a container. Containerization is an important element of the innovations in logistics and security that propelled the Port of Los Angeles to critical national importance.

The Port Today The Port of Los Angeles is the number one port by container volume and cargo value in the United States, handling a record-breaking 8.4 million TEUs (twenty-foot equivalent units) in calendar year 2007. The Port prides itself on ultra-modern terminal efficiency, robust intermodal assets, and its world-class security operations which include Homeland Security operations and the nation's largest dedicated port police force. The Port also is an environmental leader in the industry. In late 2006, the ports of Los Angeles and Long Beach created the San Pedro Bay Ports Clean Air Action Plan. This historic plan aims to reduce emissions from portrelated operations by nearly 50 percent over a five-year period. The Port of Los Angeles has also invested in world-class waterfront development aimed at the San Pedro and Wilmington communities and donates thousands of dollars each year to local community programs. Today, the Port generates 919,000 regional jobs and $39.1 billion in annual wages and tax revenues. A proprietary department of the City of Los Angeles, the Port is self-supporting and does not receive taxpayer dollars. At the Port of Los Angeles, high priority is placed on responsible and sustainable growth initiatives, combined with high security, environmental stewardship and community outreach. The Port of Los Angeles celebrated its centennial on December 9, 2007, marking the 100th anniversary of the founding of the Los Angeles Board of Harbor Commissioners.


A Brief History of the Space and Missile Systems Center The organizational ancestor of the Space and Missile Systems Center was the Western Development Division (WDD), a unit of the Air Research and Development Command created to develop an ICBM as the highest priority of the U.S. Air Force. WDD was activated in July 1954 under its first commander, then‐Brigadier General Bernard A. Schriever. The Air Force added responsibility for developing the first military satellite system to the division’s original mission in October 1955. Both the missile and space missions remained with the division and its successors through the decades that followed, although the organization was twice split in two along mission lines. By the end of 1962, the organization had already developed, produced, and deployed three first‐ generation missiles, the Atlas, Titan I, and Thor. Before the decade was over, it had added the more advanced Titan II and Minuteman I, II, and III ICBMs to America’s arsenal. It developed the Peacekeeper ICBM during the late 1970s and 1980s. When the Cold War ended in the early 1990s, the Minuteman and Peacekeeper made up the land‐ based portion of the U.S. strategic force. The Peacekeeper missiles were removed from their silos during 2002‐2005 to meet treaty obligations, and additional Minuteman IIIs were removed during 2007‐2008, leaving 450 Minuteman III missiles as the only land‐based U.S. ICBMs still on alert. The ICBM program office maintained these under Minuteman life extension programs. To launch the satellites it was developing, the organization modified Atlas, Titan and Thor missiles and added new upper stages to make them more capable and reliable. These launch vehicles were used not only by the Air Force but also by the National Aeronautics and Space Administration (NASA), created in 1958. During the 1970s, NASA developed a Space Transportation System employing a manned, reusable Space Shuttle to replace most expendable launch vehicles. However, when the Space Shuttle “Challenger” exploded during launch in January 1986, NASA was forced to suspend all Shuttle launches while it investigated the cause of the explosion. The disaster gave added weight to the argument for having a variety of expendable launchers available. Space Division had already begun the development of a larger, more capable Titan booster known as the Titan IV in 1985. It was launched for the first time in June 1989 and for the last time in October 2005. During the suspension of Shuttle flights, Space Division also began procuring two new medium launch vehicles—the Delta II and the Atlas II. Development and production of the Delta II, an improved version of the Delta launch vehicle, began in January 1987, and it launched several generations of GPS Block II satellites from 1989 through 2009 with only one failure. Development and production of the Atlas II, an improved version of the Atlas Centaur launch vehicle, began in 1988, and it launched its first Air Force satellite in February 1992. The updated Atlas IIAS launched its last national security satellite in 2004. SMC successfully carried out a more thorough redesign of launch vehicles known as the Evolved Expendable Launch Vehicle (EELV) program, awarding contracts for the Delta IV and Atlas V versions in 1998 and overseeing successful launches beginning in 2002 for both the Delta IV and the Atlas V. An unbroken string of successful EELV launches continued through 2010. Indeed, Air Force space launches of all kinds continued to build up a record number of successful launches in a row since 1999. The first Air Force satellite program was known as Weapon System 117L. In 1958, the Advanced Research Projects Agency split it into several separate development programs, including Discoverer


(Also known as Corona), the Satellite and Missile Observation System (SAMOS), and the Missile Detection Alarm System (MIDAS). It also produced the Agena spacecraft and the control network for orbiting spacecraft that eventually matured into the Air Force Satellite Control Network. The Discoverer program achieved many technological breakthroughs, including the first polar‐orbiting satellite, the first three‐axis stabilization in orbit, the first satellite maneuver on command, the first recovery of a man‐made object from orbit, and the first film return from orbit. MIDAS performed the first infrared surveillance from orbit and became the first satellite system to detect missiles from space. It was replaced by a more capable infrared surveillance system called the Defense Support Program (DSP), which was first launched in 1970 and has since performed the mission of detecting and reporting on hostile missile launches. The 23rd and final DSP satellite was successfully launched on the first operational Delta IV Heavy EELV in November 2007. In 1995, SMC issued the first contracts to develop an improved infrared surveillance system known as the Space‐Based Infrared System (SBIRS). The space segment of SBIRS would be composed of improved sensors performing missions from different orbits, including highly elliptical orbit (HEO) and geosynchronous orbit (GEO). The first two HEO payloads entered operational service on orbit in 2008 and 2009. SMC and its predecessors also developed space‐based systems to perform a number of other missions, including nuclear surveillance, weather observation, navigation, and communication. Nuclear surveillance was carried out by six pairs of Vela satellites placed into orbit between October 1963 and April 1970, and later by subsystems flown on other satellites. Weather observation is the mission of the Defense Meteorological Satellite Program (DMSP), which maintains a constellation of at least two weather satellites in near‐polar orbits about 450 miles above the earth. Space Systems Division began development and deployment of weather satellites and associated ground stations and weather terminals during the 1960s. DMSP satellites currently in orbit, a generation called Block 5D‐3, carry primary sensors that provide images of cloud cover over the earth’s surface during both day and night, and they also carry other sensors that provide additional types of data on weather and on the space environment. The most recent Block 5D‐3 satellite was launched successfully in October 2009. The navigation mission is carried out by the Global Positioning System (GPS). The system consists of satellites that broadcast navigation signals to the earth, a control segment that maintains the accuracy of the signals, and user equipment that receives the signals, processes them, and derives its own location in three dimensions. The first GPS test constellation was launched in 1978, and the initial operational system of 24 second‐generation (Block II) GPS satellites was completed in March 1994. In the following fifteen years, SMC developed several generations of improved GPS Block II satellites, known successively as Block IIA (advanced), Block IIR (replacement), and Block IIR‐M (modernized replacement). In March 2009, the last Delta II rocket dedicated to GPS launched the last satellite in the Block IIR‐M series. EELVs would deploy the next and final generation of improved GPS Block II satellites—known as Block IIF (follow‐on)—as the constellation needed to be replenished. A Delta IV launched the first GPS IIF in May 2010. SMC initiated the development of a new GPS space segment known as Block III in May 2008. Block III would feature a number of military and civil improvements, including compatibility with European and Japanese satellite navigation systems. SMC and its predecessors developed a wide variety of military communications satellites. Project Score, launched in 1958, was the world’s first communications satellite and a feasibility demonstration for communications transponders in orbit. The first operational military system was


known as the Initial Defense Communications Satellite Program (IDCSP), and it employed 26 small, sub‐synchronous satellites launched during 1966‐1968. It was followed by the more sophisticated, geosynchronous Defense Satellite Communications System Phase II (DSCS II), launched during 1971‐ 1989. The next phase consisted of the Defense Satellite Communications System Phase III (DSCS III), launched during 1982‐2003. Various tactical communications satellite systems included the Fleet Satellite Communications (FLTSATCOM) system, launched during 1978‐1989. During the 1990s, SMC introduced Milstar, a highly sophisticated, space‐based communications system combining the virtues of tactical and strategic communications. The first Milstar satellite was successfully launched in 1994 and the last in 2003. SMC also developed several systems to handle increasing military communications demands. These included the Global Broadcast Service (GBS) to transmit very large volumes of data during hostilities. In 2000, SMC initiated the development of the Wideband Global SATCOM (WGS) system to replace both GBS and DSCS III with a vastly enhanced, high‐capacity, worldwide communications system using a constellation of six satellites. The first WGS launch was in 2007 and two more WGS satellites were successfully launched in 2009. Another recent program, the joint‐service Advanced EHF (AEHF) system, will augment and replace Milstar as DOD’s strategic and tactical communications system. The space segment will consist of four geosynchronous satellites, each providing more communications capacity than the entire Milstar constellation. SMC awarded the initial contracts for AEHF in 2001. An Atlas V launched the first AEHF satellite on 14 August 2010. Although the majority of SMC’s research and development has been focused on the mission areas described in this essay, the organization has also managed many major efforts that cannot be easily categorized. One example of such efforts is the development and support for launch vehicles used in NASA’s manned Mercury and Gemini programs during 1958‐1966. Another example is the research and technology development for space‐based portions of DOD’s Strategic Defense Initiative of 1983‐ 1993. A continuing program with many applications is the enduring work of the Space Test Program in providing experimental spacecraft, launches, and other flight opportunities for all DOD agencies from 1967 to the present. To control military satellites in orbit, SMC and its predecessors also developed progressively more capable and more highly automated ground control systems. The Air Force Satellite Control Network occupied its first permanent control center in 1960 in Sunnyvale, California. SMC developed an improved control center known as the Consolidated Space Operations Center in Colorado at a facility later named Schriever Air Force Base. Building 400 was turned it over to Air Force Space Command for operation in 1993. A series of modernization projects improved operations at remote tracking stations as well. SMC’s headquarters facilities have a long history of their own. When the organization was formed in 1954, its offices were located with those of the Ramo‐Wooldridge Corporation, which provided non‐ profit systems engineering support. Both organizations at first occupied the site of a former church and parochial school in Inglewood, California, and soon moved to the Arbor Vitae office complex near Los Angeles International Airport.

The Air Force acquired the land of the current Los Angeles AFB from the Navy in October 1962 and soon designated it as Area B. SMC’s predecessor, Space Systems Division, moved its headquarters in 1964 to the Area A facilities in El Segundo, California, while the Aerospace Corporation, the new non‐profit corporation for technical support, occupied its own facilities across the street. However, the headquarters for the Ballistic Systems Division (1961‐1967 and 1989‐1990) and the Ballistic Missile Office (1979‐1989) was located at Norton AFB, California (see aerial below). In 1999, SMC began work on an innovative plan for acquiring new buildings with seismological improvements. In essence, land in the southwest part of the base (Area A) was traded to private developers for new office buildings in the northeast part of the base (Area B). SMC moved its headquarters and organizations into the current facilities in early 2006 and dedicated them as the Schriever Space Complex.
