Turtle-Flambeau Flowage History

The Chippewa and Flambeau Improvement Co. (CFIC) is a private corporation created by the Legislature in 1911 for the purpose of building, maintaining and operating dams and reservoirs on the Chippewa and Flambeau rivers and their tributaries. The law directs the company to produce as nearly a uniform flow of water as practicable in the Chippewa and Flambeau rivers, by storing in reservoirs surplus water for discharge when the water supply is low, to improve the usefulness of the rivers for all public purposes and to reduce flood damage.

The Turtle-Flambeau Flowage was created in 1926 when the CFIC built a dam on the Flambeau River downstream from its confluence with the Turtle River. The dam flooded 16 natural lakes and forms an impoundment of approximately 14,000 acres. The flowage was intended to provide flood protection and to augment river flows for hydroelectric plants operated by downstream electric utilities and paper mills.

At the time, the dam was quite controversial. The perception was that the project created “the greatest destruction of nature’s beauty in the state” as documented in a 1930 silent film. CFIC had offered landowners in the flooded basin either equal land on the shore of the new flowage or a cash buyout. Because of the negative perceptions, most people took the cash. Most of the flowage, therefore, came under the ownership of CFIC.

Perceptions change, however. The Turtle-Flambeau Flowage is now viewed as a unique recreational resource and the closest to a wilderness experience that you will find in the state. It is often referred to as the “crown jewel of the north.”

The early perceptions that resulted in CFIC acquiring most of the flowage shoreline ultimately provided an opportunity for the State of Wisconsin to purchase the lands for resource protection and outdoor recreation. The state purchased approximately 22,000 acres from CFIC in 1990 with funding from the Knowles-Nelson Stewardship Program. Additional acquisitions have increased state ownership to over 37,000 acres, including 114 miles of flowage shoreline and 195 islands.

This state property, called the Turtle-Flambeau Scenic Waters Area, is managed by the Department of Natural Resources. A master plan has been developed for management of the property with direction from a citizen advisory committee. The goal of the plan is to implement management practices that will perpetuate the natural character of the flowage’s shoreline. Top priorities are to preserve its scenic qualities and protect its plant and animal communities. The department is also striving to preserve the quality and wealth of outdoor recreational opportunities including fishing, hunting, camping, nature observation, trapping, boating and canoeing.

With over 200 clean fresh-water lakes in the Mercer area, angling opportunities are endless. From pan fish and walleye to musky, Mercer area lakes have it all!

The crown jewel of Wisconsin, the Turtle-Flambeau Flowage, lies just a few miles from Mercer and is the closest experience to wilderness lake fishing in Canada that you will experience in Wisconsin.

The Turtle-Flambeau Flowage continues its reputation for outstanding walleye fishing and excellent pan fishing. Local guides report that pan fishing has great action in August and September. The abundance of trophy-size crappie (up to 15 inches) and bluegill (up to 10 inches) are present and make great table fare!

There are nine lakes connected to the Turtle-Flambeau Flowage by the Turtle River, Trude Lake, and the 16 lake basins in the Flowage itself all hold musky, walleye, bass, and crappie.

As Mercer area lakes do not see the fishing pressure that occurs in more populated areas of the state, there is a good chance you will be the only one on the lake and the only trailer in the lot at the boat ramp!

The lakes surrounding Mercer provide outstanding op- portunities for the musky angler. The Mercer area con- tains “action” lakes as well as lakes with trophy-sized fish exceeding the 50-inch mark!

Musky anglers start the season fishing our smaller, shallow lakes where the water warms the quickest, making for more active fish.

As the water temperatures warm up, anglers transition to larger area lakes and the Turtle-Flambeau Flowage.

Once August rolls around, anglers continue musky fishing on larger lakes and the Turtle-Flambeau Flow- age until ice up.

Ice Fishing

With 214 lakes, in addition to over 14,300 acres of the Turtle-Flambeau Flowage, Mercer welcomes ice anglers. Our lakes are home to musky and walleye, smallmouth and largemouth bass, northern pike, perch, and crappie. In the winter, you’ll see the shanties, ice holes, and tipups of hardy ice fishermen unphased by the frosty temperatures, waiting for their next big catch.

Fishing Licenses

Wisconsin is a great state to fish! Kids 15 and under, anglers born before 1927, and active-duty military Wisconsin residents on furlough or leave fish free every day! For everybody else, a variety of license options get you out on the water quickly, easily, and at a bargain price.

Licenses are available for purchase at local bait shops and gas stations in Mercer or DNR Service Centers in Woodruff and Park Falls. Or purchase your license online at GoWild.wi.gov.

Paths, Trails & Routes

There are endless possibilities in the Mercer area for hiking. Miles and miles of back roads and trails meander through deep forests. Bring your compass, GPS, and sense of adventure and try out these trails:

Biking

The Mercer Bike and Hike Trail is the northernmost portion of the 52mile Heart of Vilas County Bike Trail System that winds through lakes, rivers, and forests to connect Mercer with Manitowish Waters, Boulder Junction, Sayner, and St. Germain. Our 7.8-mile trail is a mix of paved trails and rustic roads with beautiful bridges crossing rivers and wetlands.

WinMan Trails, just east of Mercer at the intersection of Highways J and W, has over 11 miles of trails featuring single-track flow trails, berm turns, rock features, and freeride structures.

North Lakeland Discovery Center offers beginner and intermediate riders 12 miles of off-road multi-use trails around the lake and along the Manitowish River.

Over 100 miles of ATV/UTV trails in the Mercer area connect with other Iron County trails to form the largest ATV trail system in Wisconsin, exceeding 250 miles of adventure-packed trails. Our trails offer year-round scenic views of nature, wildlife, lakes, and waterfalls. The trails wind through the forests with varying terrain ranging from smooth, flat surfaces to rocky terrain— and, of course, mud, too! The Mercer Dusty Loons ATV Club maintains our trails. Tips for the Trail

• Iron County ATV/UTV Trails are open from mid-May through March 31 or when the trails close to conclude the winter season.

• ATVs and UTVs are allowed on the trails during the winter when the temperature is 33 degrees or below.

• Day parking for trailers is available near the railroad grade in downtown Mercer, off Trail 17.

• All children under the age of 18 must have a minimum of DOT Standard motorcycle or ATV helmet. Bicycle helmets are NOT legal.

The Hunt Starts Here

Your next hunting expedition begins in Iron County, Wisconsin. Mercer—touting over 74,500 acres of public forestland and hundreds of water bodies—serves as your base camp for food, lodging, hunting supplies, gear and guides.

Privately owned land enrolled as “open” in the state Managed Forest Law program is available to hunters.

The Northwoods Wildlife and Wetlands Club’s shooting range is open from April 1 to November 30 each year. There are target ranges for rifle, pistol, and archery, as well as clay trap shooting and an archery field course. Over 250 miles of groomed snowmobile trails in southern Iron County offer a variety of riding experiences. From former railroad grade to heavily forested land, to the wideopen spaces of marked trails across the Turtle-Flambeau Flowage, riders will see why Iron County is known as the Snow Capital of Wisconsin.

Mercer’s trails are part of the 500+ miles of the Iron County trail system. Riders may head north, all the way up into Michigan’s Upper Peninsula, as well as east and west to adjoining counties. There’s always a new, captivating view around each bend.

Many of our lodging properties and dining establishments are right on the trails or nearby and easily accessible. Trailer parking is available in downtown Mercer adjacent to Trail 17 (the Railroad Grade).

Cross-Country Skiing & Snowshoeing

MECCA TRAILS offer 21 km of groomed trails for skiing both classical (diagonal stride) & freestyle (skate) skiing. The trails wind through the stately pines, black spruce & tamarack wetlands, and hardwood forest in Mercer and are suitable for beginning through advanced skiers. There are beautiful vistas around the Little Turtle Wildlife Area and Flowage. 3 Miles of snowshoe trails in the forests and wetlands around the chalet. The Chalet Trailhead has a heated chalet, change room and vault toilet, at 4686N Fierick Road. The Flowage Trailhead parking lot is on the west side of the trail system. WinMan Trails are located just east of Mercer, at the intersection of Highway J and Highway W in Winchester. Cross-country skiing (classic and skate), snowshoeing, and single-track fat biking are offered in winter. WinMan has 20 kilometers of groomed ski trails. A heated chalet has bathrooms, changing rooms, Great Room with kitchen, wood-fired furnace, pizza oven and plenty of seating. Visit winmantrails.com.

Schomberg Park has 2 loops totaling 2.7 km of easy terrain. Schomberg Park is located at 9701N Hwy 51, 13 miles north of downtown Mercer. Parking is available off of Hwy 51 at the south parking lot entrance. Visit ironcountyforest.org

We are loony about loons

Mercer is officially known as the Loon Capital of the World.

We have the highest concentration of nesting loon pairs in the continental United States! As you boat on almost any of our 214 lakes this spring and early summer, you have the chance to see a nesting pair of common loons.

Meet Mercer’s Own Claire d’Loon

• Height: 16 feet tall

• Weight: 2,000 lbs

• Born in May 22, 1981 in Sparta, WI

• Claire is a touch older than most loons, but the common loon lives 20 years or more!

• Claire is the 3rd Largest loon statue in the world.

• However, Claire is the most unique by being the World largest talking Loon!

• Claire is outdone only by a floating loon in Virginia, Minnesota & the giant concrete loon in Vergas, Minnesota.

A Little Bird Told Me

The common loon has four calls that you may hear when you’re in the Mercer area.

• The tremolo is an aggressive call, used when disturbed by a boater or predator. You might mistake it for maniacal laughter!

• The wail is a long, drawn-out sound. Loons wail when they become separated from their chick or mate.

• The hoot—a shorter call, used among parents & their young—communicates curiosity or happiness.

• The yodel is sounded by male loons guarding their territory.

Birds of a Feather

Mercer is an ideal destination for birders and bird lovers. With more than 150 bird species found in the area—including eagles, ospreys, hawks, owls, warblers, ducks, geese, trumpeter swans, wild turkeys, and grouse—and five nearby birding sites identified by the Wisconsin Bird Conservation Initiative as Important Bird Areas, we’ve been recognized as a Bird City since 2014.

Facts about the Common Loon

Mercer has the highest concentration of nesting loon pairs in the continental United States.

The Common Loon is protected by State and Federal laws as a migratory, nongame bird. It is also a species of Special Concern in Wisconsin.

Loons are water birds, only going ashore to mate and incubate eggs. Their legs are placed far back on their bodies, allowing efficient swimming but only awkward movement on land.

Like many young birds, juvenile loons are on their own after mom and dad leave at about 12 weeks. The parents head off on migration in the fall, leaving juveniles to gather into flocks on northern lakes and make their own journey south a few weeks later. Once the juveniles reach coastal waters on the ocean, they stay there for the next two years. In the third year, young loons return north, although they may not breed for several more years (on average they are six years old when they start breeding).

• Loon populations are on the rebound, but some years, fluctuating water levels or biting insects can negatively impact their nesting success. You can help by staying away from the nests.

• Don’t throw broken fishing line in the water, and switch to non-lead sinkers. Lead poisoning from fishing tackle accounts for 20% of loon deaths. If a loon swims near your boat, don’t cast bait until after it leaves.

• Loons are agile swimmers, but they move pretty fast in the air, too. Migrating loons have been clocked flying at speeds more than 70 mph.

The Mercer Senior Center, located at 2518 Martha Lake Road, was established in 1973 as the Northwoods Senior Citizens Club and has functioned as a free-standing, independent, volunteer-driven, non-profit organization ever since. During its 47-year history, it has primarily functioned as a place for seniors to gather, share fun times, enjoy nutritious food and socialize, while also providing a site for various community events and activities.
