Because of the unprecedented developments in: management techniques, information, communication technologies, and finance means. Financial services markets become more complex and therefore have high risk. This is what observers concerned in the banking profession by the impacts of the repercussions on the stability and solidity of the domestic banking system, and international result. The Basel Committee has concerned about this complexes topic by setting criteria's that help to guide by setting the frames on the banks under its supervision in order to precautionary management the risks of this type of banking work. This study concluded the following significant results: (1) most of the e-banking establish double objective: give financial services, although the success stories this activities is growing, it usually operate without correct regulations to reduce the risk. (2) The supervisors become more claim than any Time passed, ever that pay more attention to undermine the negative influential factors on the degree of the safety and stability of the banking sector. This requires accurate assessment to vulnerabilities and identifying the difficulties (the risks), especially focusing on the prevention and treatment systems for the banks against the risks that beset and identification the internal capability to absorb anticipated and unexpected losses.
