CDA 8 opens cooperative month celebration

everal activities were lined up by the Cooperative Development Authority (CDA) in region 8 to highlight the celebration of the Cooperative Month this October under the theme “Cooperative paves the way for inclusive growth”. DOLE grants P335K livelihood fund to mothers of child laborers L abor and Employment Secretary Rosalinda Dimapilis-Baldoz handed over a grant of P335, 000 in livelihood funds to 28 mothers of child laborers in the sugar industry belonging to the Dolores Livelihood Community Association (DOLICA) based in Barangay Dolores, Ormoc City. The occasion formed part of the DOLE Secretary’s visit to Eastern Visayas as the keynote speaker in the 13th National PESO Congress held recently at Leyte Oriental Hotel in Palo, Leyte. DOLE Regional Office 8 Director Exequiel Sarcauga, who accompanied Secretary Baldoz in the turnover ceremonies at the DOLE Region 8 Training Center at Trece Martirez St., Tacloban City, said the livelihood grant is a support

service under the Child Labor-Free Barangay Project’s Kabuhayan para sa mga Magulang ng Batang Manggagawa (KASAMA) and aims to provide the parents of the child laborers incomeearning opportunity, especially during the off-milling season. The association, headed by Estrella N. Lanuza, is into vegetable production and is also being assisted by the World Vision under its ABK3 LEAP program. World Vision is collaborating with the DOLE, under an agreement signed in May 2012, in the implementation of the Philippine Program against Child Labor by helping provide direct educational assistance to child laborers and livelihood support to their families. Director Sarcauga said that

even “Ormoc City Mayor Edward Codilla has expressed commitment to see to it that the women and their children are removed from engaging in hazardous or exploitative labor in the sugar industry.” Barangay Dolores along with Barangays Dayhagan, Juaton, and Matica-a are the four barangays in Ormoc City targeted by the DOLE regional office under the Child Labor-Free Barangay Project. To recall, the Department of Labor and Employment (Dole) has identified three areas in Eastern Visayas as priority in the elimination of child labor this year, Northern Samar, Tacloban City and Western Leyte. DOH, FDA lead Consumers’Welfare Month Celeb 2013

D

r. Jean Marie Egardo, Department of Health Representative(DOHREP) here stressed over Radyo ng Bayan DYES, that consumers of medicines and other products should be wise in examining the quality of the products that they are paying for. Dr. Egardo said this today, during the opening program at the Luis Capito Cultural Stage, of the Consumers Welfare Month Celebration, shortly after the motorcade. As consumers, the DOHREP representative reminded consumers of their rights such as to read carefully the labels of products and medicines before paying for it, because they have the right to right information. According to her, it is the right of the consumer to be protected against misleading advertising or labeling and that, it is instead their right to be given

the facts and information needed so that they can arrive at the right decision and choice. And, should any harm happen to a particular consumer as a result of wrong information in the labels, Dr. Egargo said such consumer has the right to demand compensation for the damage rendered. Moreover, as included in the Republic Act 7394 or the Consumer Act of the Philippines, a consumer who happened to buy a defective product has the right to ask for a replacement, refund or demand for repair of the defective item. DOH and the Food and Drug Administration(FDA) are this year’s host in the Consumer Welfare Month Celebration with the theme ”Health Products, Quality, Efficacy, Safety and Transparency, Everybody’s concern. BJMP-Maasin City seeks to enhance self-control, discipline among boarders thru sports

T

he Bureau of Jail Management and Penelogy (BJMP) -Maasin City in collaboration with the Maasin City Jail and Southern Leyte Provincial Jail (SLPJ) personnel and boarders (prisoners) seek to enhance self-control and discipline among themselves thru sports. According to BJMP Assistant Regional Director Edwin Riel, who graced the first BJMP friendship games in the province, said “ bad behavior is like a flat tire, you have to change it or you have nowhere to go,” as he further noted that the games among the two jail- boarders and personnel in a way will enhance self -control and discipline among themselves as they participate in the different games throughout the competitions. While, Maasin City Jail Wardress J/SINSP Arlene Barraca noted during the opening ceremony at Southern Leyte Provincial Jail, Maasin City noted that the activity which entails for the transport of 16 boarders from Maasin City Jail to the playing venue at SLPJ was approved by the Honorable Courts. She also clearly announced that jail residents are no longer called prisoners but boarders and pointed out that correction among the boarders is everybody’s concern not only for the BJMP. The sports to be competed by includes basketball, volleyball, dama, chinese checkers and chess every Monday afternoon throughout the month of October 2013, Barraca announced. The mentioned activity is part of the National Correctional Consciousness Week (NACOCOW) observation this month. PDEA requests grant of hazard pay

T

he Philippine Drug Enforcement Agency (PDEA) has requested the Office of the President for the issuance of an Executive Order granting hazard pay to its personnel who are frequently exposed to dangers and health risks during the conduct of anti-illegal drug operations. According to a press statement released by PDEA regional office 8, PDEA Director General Undersecretary Arturo G. Cacdac Jr.said, the granting of hazard pay will boost the morale and increase efficiency of PDEA operatives and personnel. The personnel who are entitled to receive the hazard pay once approved are: Directors, Intelligence Officers, Investigation Agents, Security Officers, Special Investigators and animal handlers who are actually involved in the conduct of anti-drug operations or other inherent functions; chemists , laboratory technicians and aides who are performing laboratory or field duties; legal officers who join the teams in the conduct of antidrug operations and those who appear in court; Dangerous Drugs Regulation Officers who are actually conducting field inspections and prison guards who performs inherent functions. Oftentimes, PDEA personnel are prone to risks and dangers and sometimes killed especially in the conduct of antiillegal drug operations. Records showed that 31 personnel have been wounded, 25 hurt and 110 were threatened and 7 killed since its inception in 2002. Hence, “it is but proper to give hazard pay to deserving PDEA personnel”, Cacdac said. If approved, the national government will allot P 180, 846, 596.00 annually for 1, 285 deserving PDEA personnel. As observed, personnel of other government agencies such as Philippine National Police, National Bureau of Investigation and Department of Health were given hazard pay due to the nature of their job. NFA extends food fortification drive to schoolkids

T

he National Food Authority (NFA) –Samar extended its fortification advocacy to schoolchildren of the New Mahayag Elementary School (Catbalogan, Samar) in the use of Iron fortified rice. The NFA team led by manager Frannie Mercado gave the school iron fortified rice which the teachers and parents prepared into arroz caldo with chicken and malunggay leaves. The whole 340 studentry, teachers and the parents before eating the arroz caldo with gusto, listened to Mercado’s message on consuming fortified food. “Daily intake of Iron rice will make you smarter and give you enough strength to last the day,” said Mercado. Teresita Duena, 49, a mother of four school children said her family consumes the Iron fortified NFA rice because one teacher told her about the benefits of eating the iron fortified rice.

“It is cheap yet contains iron which is good for the kids,” she said in her native Waray. Another teacher, Grace Regulacion said that she teaches the kids to prod their parents to buy it. “I teach them in Science that if we lack iron, we are easily tired and our memory is affected, students can be great advocates, because they believe their teachers,” she shared. In the country, iron deficiency anemia is a serious public health problem that NFA devised iron fortification to the staple rice. “Everyday, people no matter how poor eat rice, so the presence of iron in rice ensures that,” said Alva Gadin, Samar Provincial Nutritionist. As the school children eat arroz caldo, the NFA team and teachers joined them for the school children to learn that they walk their talk. (PIA 8-Samar)

DPWH-4TH LED conducts coastal cleanup

E

very year on the third Saturday of September, International Coastal Cleanup is being observed per Presidential Proclamation No. 407 series of 2003. During this day, people around the world gather on beaches, coasts, rivers and waterways to remove trash and debris. This year’s 28th International Coastal Cleanup is centered on the theme “Bayanihan Para sa Malinis na Karagatan.” Relative to this, the Department of Public Works and Highways (DPWH), Leyte Fourth Engineering District (4th LED) conducted a coastal cleanup activity last September 18 instead of the third Saturday of the month because most of its employees reside outside Ormoc City and goes home during weekends, hence, the cleanup activity was scheduled on a working day. Armed with shovels, rakes and broomsticks, officials and staff of the 4th LED proceeded to the shores at the

back of the Ormoc Plaza last September 18, and started with their cleanup activities, which resulted to attractive and presentable seashore. The collected garbage and debris along the shores were loaded into a vehicle of the 4th LED and was disposed at a designated garbage site.

Meanwhile, International Coastal Cleanup is being held annually, wherein cleanup volunteers would gather all kinds of trash like ubiquitous food wrappers and plastic bags. The one day event participated by volunteers makes a great difference in the health and vitality of our seas, rivers and lakes. (PIA-8)

Biliran launches scouting month activity

T

he province of Biliran on Tuesday, October 1, 2013 conducted in Naval Central School (NCS),this town, the simultaneous scouting month launching activity of the Boy Scout of the Philippines (BSP)and the Girl Scout of the Philippines (GSP)this month of October. The simultaneous BSP and GSP launching activity in Biliran province is in line with the Department of Education (DepEd) regional memorandum No. 282 series of 2013 dated September 25, 2013 enjoining schools city and division superintendents, regional and division BSP and GSP coordinators, public schools district supervisors and elementary and secondary school heads to observe the 2013 BSP and GSP scouting month. The BSP and GSP scouting month activity based on the order signed by Dr. Luisa Bautista-Yu, regional director of DepEd-8, is aimed at showcasing and

increasing awareness in the quest to revitalize the scouting movement in the division level down to the school level in the entire region. The BSP and GSP scouting month launching activity in Biliran province started with a mass at the Naval Cathedral at 6:00 in the morning, followed by a parade around the town, flag raising ceremony and the holding of a program at the Naval Central School. Gracing the simultaneous BSP and GSP scouting month launching activity are Dr. Edita S. Genson, president of Naval State University (NSU) who is also the current chairman of the BSPBiliran council;, Dr. Jose Mondido, MAPEH supervisor of DepEd-Biliran representing Dr. Pedro T. Escobarte,Jr., schools division superintendent; key officials of the BSP and GSP councils in Biliran province; Charita Bernardes, Naval north district

supervisor; Herman Donato, NCS principal, teachers and pupil-scouts of NCS. Genson informed in her message that BSP-Biliran council ranked 1st in terms of performance to include registration, advancement, trainings and administration among the 12 BSP councils in Eastern Visayas. BSP-Biliran council also ranked 3rd in terms of performance where Bohol ranked first followed by Cebu among the 19 BSP councils in regions 7 and 8 while it ranked 7th among the 26 BSP councils in the whole Visayas region, Genson added.
