BFAR draws near its 32,222 target with 24,017 boats already distributed

T

he Department of Agriculture’s Bureau of Fisheries and Aquatic Resources draws near its target of distributing 32,222 fishing boats to Yolanda affected fisherfolks. BFAR Director General Asis Perez happily made the announcement during the distribution of 1,000 boats, engines, freezers, fishing gears and P1,500 cash assistance to fisherfolks from all over Eastern Visayas on May 2 at the Balyuan Park¸Tacloban City overlooking Cancabato Bay. DG Perez said that to date, the total number of fishing boats constructed and or being repaired in the Yolanda affected regions has reached P24,017 covering more than 100 municipalities in the affected areas.

With the latest turnover of boats, BFAR has achieved 75% of the targeted 32,222 boats under the rehabilitation initiatives. “This might be the last batch of wooden boats that we will be turning over to Region 8 as we have already started the construction of boats made of fiberglass,” Director Perez said. Director Juan Albaladejo added that under the Phase II of the Ahon Initiative, BFAR aims to distribute fiberglass boats in areas near the Pacificside for fisherfolk who completely lost their fishing boats. Meanwhile, Director Perez said, “Our work here is not yet over. Other livelihood interventions such as the establishment of seaweeds nurseries,

distribution of fingerlings and reestablishment of damaged fish cages, are already underway,” as he assured the Region of continuous support and assistance from the National Government. The event on May 2 was a happy occasion for the fisherfolk beneficiaries from Basey, Marabut and Santa Rita in the province of Samar; and from Tacloban, Palo, Tanauan, Tolosa, Dulag, Mayorga and Ormoc City in the province of Leyte. The activity was attended by Tacloban City Mayor Alfred Romualdez, PIA Director Olive Tiu, the local media and the BFAR regional directors from all over the country. (PIA 8)

DILG to assist in rehabilitation of damaged public buildings in Yolanda-hit barangays

T

he National G over nment through the D epar tment of I nter ior and Local G over nment, is now focusing its attention to helping barangays regain their abilit y to deliver basic ser vices. DILG R egion 8 Direc tor Pedro A. Noval Jr. said this development follows af ter the release of national gover nment assistance recently to provinces, cities and municipalities which were hardly-hit Super Typhoon Yolanda. Direc tor Noval said that as announced by DILG S ecretar y M ar R oxas dur ing the tur nover of checks to local gover nment units (LGUs) last Apr il 10 and 11, the barangays will also receive assistance for the repair of damaged barangay halls, day care centers, and civic centers or gymnasiums or auditor iums. I n this connec tion, Direc tor Noval called on cit y and municipal mayors to help their barangays to prepare and to submit the suppor ting documents to the DILG R egional O ffice in Tacloban Cit y by M ay 7 so that they can benefit from the nation al gover nment aid under the R econstruc tion Assistance on Yolanda (R AY ). Direc tor Noval disclosed that of the 61 affec ted local gover nment units in Easter n Visayas, only the municipalit y of Albuera, Leyte has yet to claim its check for P7.75M, due to the repor ted failure of its S angguniang Bayan to issue a resolution author izing its M ayor to enter into a M emorandum of Agreement (MOA) with DILG. The amount released by DILG direc tly to the affec ted

municipalities, cities and provinces in Easter n Visayas this Apr il totaled more than P900 million. The first batch of checks were personally handed over by S ecretar y M ar R oxas to the provincial gover nment of Leyte, the cities of Tacloban, Or moc and Baybay, and 35 towns affec ted in Leyte. O ther badly hit LGUs in Easter n Visayas received the R AY funds through Dir. Noval who was instruc ted by S ec. R oxas to distr ibute the checks so that LGUs could already star t their muchneeded projec ts. The mayors or local treasurers of six municipalities and the provincial gover nment in Biliran, and of t wo towns in S amar claimed their checks at the DILG R egional O ffice on Apr il 24. The nex t day, Dir. Noval visited t wo (2) more towns in S amar and 11 towns in Easter n S amar to hand over the checks to their municipal mayors. I n order to be able to avail of the national gover nment aid for repair of barangay public buildings, Barangays must submit to DILG-8 R egional O ffice, pic tor ials taken from all angles of the affec ted buildings and programs of wor k prepared by the Cit y/M unicipal Engineer and approved by the Punong Barangay. T h e s e shall likewise be validated by the C/MPDC and attested by the Cit y/M unicipal M ayor and the M unicipal DILG officer. All documents submitted must be subscr ibed and swor n to by a notar y public. This will help DILG hasten

projec t evaluation and fund release since the agenc y cannot feasibly do onsite validation of each damaged building in the estimated 2,000 barangays affec ted by Yolanda in the region since it only has three (3) engineers at its regional office and a few at the field, Direc tor Noval said. Dir. Noval echoed S ec. R oxas’ plea for LGUs to be prudent in the use of the money, and as much as possible, tap local labor and mater ials to help stir up its economy. DILG is ask ing non- gover nment organizations (NGOs), media and the public to help the agenc y monitor LGU spending of R AY funds. The depar tment expec ts all repair and rehabilitation projec ts by LGUs to be completed by the end of the year. To recall, of the 1.79 Billion (P1,791,400,000) allocated for rehabilitation of LGU buildings under R AY, Tacloban Cit y received the biggest chunk at P230,687,979.22 for the repair of the cit y hall, public mar ket, and civic center. For the provinces, Leyte LGUs received the biggest funding with allocation amounting to P801,804,911.17, or about 45 percent of the total rehabilitation fund. Allocation for other provinces in R egion 8 include P19,917,634.41 for Biliran; P100,219,564.57 for Easter n S amar ; and P16,528,192.25 for S amar. (PIA 8)

Retiring soldier urges colleagues to be good public servants

A

retiring soldier tear fully exhor ted his colleagues to be good soldiers and public ser vants. “I have reached the peak of the militar y ser vice and have hurdled various obstacles. You can also surpass the same challenges if you, my fellow soldiers exercise the legacy of being good followers and public ser vants,” Master Sergeant Benjamin Javier Estafia told his fellow soldiers. The Soldiers of the 19th Infantr y Battalion during its regular flag raising ceremony on Monday, April 28, recognized the senior non-commissioned officer who is retiring after 31 years and seven days of struggle in the militar y ser vice. Master Sergeant Estafia who hails from St. Bernard, Southern Leyte was given cer tificate of recognition by Lt. Col. Nedy Espulgar for his invaluable and dedicated ser vices to 19IB where

he has been assigned months after his enlistment in the regular force of the Philippine Army on April 1, 1982. His wife, Nida Estafia also received a cer tificate of appreciation. As Estafia bid farewell from the militar y ser vice, his colleagues, not just by his subordinates but also the officers in 19IB commended and thanked him, for they learned much from him in all aspects of the militar y. In his par ting message, Estafia tear fully recalled the hardships and sacrifices he had experienced and the various positions which he held while with 19IB. He gained positions such as team leader, squad leader and company first sergeant because of his dedication in his assigned tasks and duties. He is both a combatant and a community relations specialist.

In his early years, Estafia also had sur vived two (2) NPAinitiated ambushes, one of which was on Januar y 5, 1987 in Brgy. Rawis, Laoang, Nor thern Samar, where he was wounded. Lt. Col. Espulgar said the ser vice rendered by Master Sergeant Estafia is one of the longest in the histor y of 19IB and the hardest to achieve by any soldier. “I hope we can all retire like Master Sergeant Benjamin Estafia, whose ser vice cannot be equaled if we deviate from the true traditions and mandate of the Philippine Army. Let us all remain steadfast to the Internal Peace and Security Plan Bayanihan and the Army Transformation Roadmap as our guides in ser ving the people, securing the land”, Lt. Col. Espulgar said. T

he construction of road opening at the San Miguel-BabatngonTacloban City Road along the Bagahupi-Babatngon-Sta. CruzCaraycaray Section, San Miguel, Leyte is a welcome development in the covered areas. It was learned from the Depar tment of Public Works and Highways (DPWH) – Leyte First Engineering District (1st LED) that a number of residents in the covered areas were hired as laborers by the contractor of the project, which is the B.M. Marketing. District Engineer Angel

A. Sia, Jr. informed that the road opening project along TulaanBagacay Section involves the application of bio-engineering solution and the construction of rubble concrete, and once completed it is expected to preser ve the existing pavement. According to him, the project which has a P45,565,322.17 budget allocation is now 60% completed. Another road project currently being worked-on by the DPWH-1st LED is the concreting of the Kiling-Tanauan-TabontabonJulita Road in the municipality

of Tanauan, which is par t of the re -blocking and widening of the newly conver ted provincial road previously damaged by calamities. Engr. Sia informed that the project is funded under the General Appropriations Act of 2014, and is under contract with the CNE Construction with a project cost of P9,229,143.69. He added that to date, the concreting project is already 85% accomplished. (PIA-8)
