The 2009 launch of the Top-level Research Initiative on climate, energy and the environment marked the start of a collaboration between hundreds of participants from all the Nordic and Arctic countries. They are taking part in the largest joint Nordic research and innovation effort ever to find solutions to global climate challenges. The initiative has a budget of roughly EUR 50 million, and the combined value of the project portfolio is close to twice that amount. The decision was taken to evaluate the five-year initiative, not just after its conclusion, but underway as well. The aim was to ensure optimal implementation as well as future learning.
