    The Zubin Foundation is delighted to launch Diversity List 2019: Youth To Watch.
          Diversity List 2019 is a list of talented young individuals from the age of 18 to 35, most of whom were born and raised in Hong Kong and all of whom are keen to serve on Hong Kong Government advisory committees.
          This is Hong Kong’s fourth Diversity List. Since 2016, The Zubin Foundation’s Diversity Lists have put forward 74 individuals for the HKSAR Government to consider for appointment to advisory committees and sub-committees. From these Diversity Lists, the government has made 23 appointments. This marks tremendous progress for the inclusion of Hong Kong’s ethnic minorities and we applaud the uptake of ethnically diverse candidates to Hong Kong’s advisory bodies.
          In 2017, the current administration of the government under our Chief Executive of HKSAR, Mrs Carrie Lam Cheng Yuet-ngor, made a commitment to enhance the representation of youth in policy-making. In line with this, Mrs Lam committed that, by the end of her current term of this administration, the overall percentage of young people on government advisory committees will be 15%. This is part of Mrs Lam’s overall strategy to increase the representation of young people in designing the future of Hong Kong.
          In order for us at The Zubin Foundation to support the government in its goal of youth involvement in public policy, we decided to focus on Hong Kong ethnic minority youth. We hope Diversity List 2019 will continue to be a critical resource for every bureau and department head of the Hong Kong government looking to bring a full range of diverse talents onto government committees.
          Each individual on the Diversity List 2019 is a Hong Kong person, a young individual, and an ethnic minority. To an advisory committee, each of these young people will bring their own fresh diverse youth perspectives, an understanding of different cultures, their own skills and expertise and their love for Hong Kong. They should not be pigeonholed as ethnic minorities but rather talented Hong Kong youth.

            FOREWORD BY SPENCER STUART
          
    It is the fourth year we have collaborated with The Zubin Foundation in producing the Diversity List, and it has been a great privilege to be part of a project which has grown, evolved and created impact both within the government and within the diverse local Hong Kong communities.
          The Hong Kong government’s commitment to enhance the representation of youth in policy making to 15% by the end of the current term of this administration, is an inspiring and timely measure. It has been said youth are the trustees of posterity. In the growingly complex world we live in, diversity of views and insights, including the perspectives of young people in Hong Kong, is essential to the discussion about this great city’s future.
          It was an engaging experience for all those at Spencer Stuart’s Hong Kong office who were involved in the project. The conversations we had with the 60 nominees of this year’s Youth to Watch list proved to be stimulating, educational, motivating and heartening - to hear not only the varied and inspiring experiences these youngsters have had in Hong Kong and beyond, but also their infectious enthusiasm and commitment to serving their communities and helping to make this city a greater place for not only the ethnic minorities, but the whole population to thrive and enjoy as their home, was a true honor.
          We wanted to take this opportunity to congratulate The Zubin Foundation on the success they have built over the past three years in enabling 23 appointments of the Zubin Foundation Diversity List candidates to the various government advisory bodies, and the trail blazing example they have set.

            DIVERSITY LIST 2019: Youth to Watch INTRODUCTION
          According to results from the 2016 Population By-census report, there were a total of 776,709 youth, constituting 11.1% of the whole population in Hong Kong. Of these, 71,574 are ethnic minorities between aged between 15 and 34 years.
          Hong Kong is at a crossroads. By the year 2064, 36% of the population or 2.58 million will be aged 65 or older¹, and already Hong Kong has the highest life expectancy in the world. How we tackle these issues must include ideas and voices of Hong Kong’s youth, who will be taking Hong Kong into the future.
          This is a key reason why the Chief Executive of Hong Kong, Mrs Carrie Lam Cheng Yuet-ngor in her 2017 policy address announced that the government is establishing five youth committees and would like to double the youth representation on all advisory committees. More so, in 2018, the government launched a valuable initiative inviting those between the ages 18 to 35 to join the Member Self-Recommendation Scheme for Youth.
          Hong Kong’s ethnic minority youth population is rising much faster than the overall youth population of Hong Kong. Many are born, educated and raised in Hong Kong and they too have a critical role to play in Hong Kong’s future. This is why this year, The Zubin Foundation chose to focus on youth.
          This year’s list, Diversity List 2019: Youth To Watch, draws on outstanding Hong Kong ethnic minority youth between the ages of 18 to 35, born and raised in Hong Kong. They are multilingual, have graduated from local public and international secondary schools and universities. They are well versed in Hong Kong’s current affairs and take a keen interest in the future development of Hong Kong. Above all, all have a sincere commitment to serving Hong Kong’s society.
          Furthermore, many of them have endured the many practical difficulties that may come from living in Hong Kong as an ethnic minority. They have faced difficulties in learning to speak Cantonese, discrimination in finding employment opportunities and exclusion in seeking for social inclusion. They are resilient and demonstrate the very best that Hong Kong has to offer.
          In 2016, The Zubin Foundation (TZF) partnered with Spencer Stuart, a leading recruitment firm to launch Diversity List. Hong Kong’s first list of ethnic minorities that are qualified and committed to serving on Hong Kong’s Government committees. The list was an immediate success thanks to the support of the government in considering the individuals on our list.
          CRITERIA
          In line with the criteria of the Self Recommendation Scheme for Youth of the HKSAR Government, The Zubin Foundation set forth a number of standard criteria:
          1. Be within the age group of 18 to 35 years of age
          2. Demonstrate strong commitment to serving the community
          3. Have good understanding of the policy area concerned; and
          4. Have strong communication and analytical skills
          In addition, The Zubin Foundation added the following criteria for the purpose of Diversity List:
          5. Have an understanding of Hong Kong issues
          6. Be a permanent resident of Hong Kong
          7. Be of non-Chinese ethnicity or mixed race

          METHODOLOGY
          The Diversity List 2019 methodology was similar to previous years. TZF engaged in stakeholder engagement to raise awareness of Diversity List 2019 and the criteria for self nomination. TZF accepted nomination forms and these were submitted to Spencer Stuart for shortlisting, interviewing and selecting candidates.

          • Online nominations opened from July to early December 2018.
          • Received 73 nominations.
          • Nomination forms and CVs were reviewed by Spencer Stuart.
          Shortlisting

          • Interview panels were formed by representatives from Spencer Stuart and The Zubin Foundation.
          • All 73 nominees were invited to interview, 60 were interviewed.
          • Successful candidates were shortlisted by Spencer Stuart on the basis of merit, not ethnicity, gender or age.

          The nominees were 52% female and 48% male, as per Figure 1.

          • Announcement of 24 candidates on Diversity List 2019: Youth to Watch
          The largest number of nominations was received by ethnic Indians (42%) and Pakistanis (34%). The other ethnicities each had less than 10% of total nominations as can be seen in Figure 2.

          Figure 3 below shows that all of the nominees had lived in Hong Kong for over 7 years. The majority had lived in Hong Kong for over 10 years with between 10-20 years at 41%, between 20-30 years at 39% and over 30 years at 3%. The number of years living in Hong Kong would be capped at 35 years of age given the focus of this report on youth between the ages of 18 to 35.

            DIVERSITY OF CANDIDATES
          The ethnicity of candidates selected for Diversity List 2019 was Indian (54%), Pakistani (30%), Bangladeshi (4%), Sri-Lankan (4%), Nepalese (4%) and Filipino (4%). This is as per Figure 4.

          Figure 6 shows the number of years shortlisted candidates for Diversity List 2019 have been living in Hong Kong. 50% listed that they have been living in Hong Kong for twenty to thirty years, 33% said ten to twenty years, 9% said seven to ten years whist 8% said over thirty years.

          Figure 7 shows the professional expertise of candidates. In descending order, the professional expertise of candidates is education and training (39%), finance (17%), science, technology, engineering and mathematics (8%), arts, audio/video technology and communication (8%), business management and administration (8%), charity and non-government services (8%), health sciences (4%), hospitality and tourism (4%) and psychology (4%).

          Call to action
          
    Over the past three years, 23 government advisory boards and committees have appointed Hong Kong ethnic minority individuals from our pool of 74 Diversity List Candidates (See Appendix 1). The impact of inclusion is real and includes:
          Visibility: voices that were previously unheard are now being heard
          Ethnic minority children have role models: there are ethnic minority women and men who are tangible role models for children and youth in these communities
          Inclusion: Hong Kong is including its non-Chinese population in decision making
          Access to cultural and language knowledge: Hong Kong can tap into cultural knowledge to address issues relevant to this fast growing population of ethnic minorities
          Access to talent: Hong Kong prides itself as an international city and these individuals represent some of the most talented in the youth community of Hong Kong
          We are particularly excited about the HKSAR Government’s efforts to include youth voices in their advisory committees. The 24 outstanding individuals on Diversity List 2019: Youth to Watch will bring a fresh and international perspective to Hong Kong’s policy making. They will be an asset for all of us in Hong Kong.
          Although only 24 outstanding individuals were selected for Diversity List 2019, a total of 73 ethnic minority youth nominated themselves to serve their home and create a better Hong Kong. There is no shortage of young people in the Hong Kong ethnic minority community who love Hong Kong, call this home and want to contribute positively.
          We hope that in the years to come, the Hong Kong government will continue to increase the numbers of ethnic minorities on government committees and to make sure that amongst the 15% of youth representatives, there are always representatives from the Hong Kong ethnic minority community.
