You are the reason why!

Thank you to everyone who attended the April 12 Community meeting. At each meeting, the Leaders recap a little—to follow-up on previous suggestions, and to focus on community needs past and present, so we can prepare for the future.

At the April 12 Community Focus, Cheri Neal, Zion Township Supervisor, encouraged everyone to participate in the Zion Health Assessment Project. In order for Zion residents to reach their full potential, we need to start with healthy bodies and healthy minds. Cheri also encouraged everyone to visit the new mural 2780 Sheridan Road, and to celebrate the community gardens.

Health Assessments, murals and gardens show that we work hard to build community. We also care very much about our young people. School District 6 interim Superintendents Dr. George Zimmer and Dr. Lynette Zimmer shared the school infrastructure needs—Lakeview and Elmwood schools are 87 years old, and need a lot of repair. The average age of the District 6 schools is around 70 years.

Zion6 budgets to balance the needs of the facilities with the needs of the taxpayers. Both Zion6 and ZB126 have carefully abated taxes over the years. And yet, property taxes are a concern. The budgets to cover services from the Library, Township, City and the Park District are frugal and creative, but the needs are many.

The Illinois Legislature recently passed a bill specifically to help the Zion taxing bodies fill the gap left when the nuclear power plant was decommissioned. The Bill requires that the residents give direct input on how these funds should be allocated. The small group focus of the April 12 session helped start that input process. Some suggestions:

• Add more local programming for young adults (we have a lot for kids and seniors, but not young adults 18-25 or so)

• Add more programs for mental health and social-emotional learning

• Add more programming about how to recognize differences without being divisive

• Add more programming for the kids, both curricular and co-curricular

• Updated schools, police station, fire station for safety as well as for welcome

Gracias a todos los que atendieron a la junta Comunitaria el 12 de abril. En cada junta, los Lideres hacen un resumen, dan seguimiento a sugerencias anteriores, y se enfocan en necesidades pasadas y presentes de la comunidad, para poder prepararnos para el futuro.

En el Enfoque Comunitario del 12 de abril, La Supervisora del Zion Township Cheri Neal, animó a todos a que participen en el proyecto de Evaluación de Salud General de Zion. De manera que los residentes de Zion alcancen su máxima potencial, debemos identificar lo que nos esta deteniendo de estar bien en varias áreas. ¡Cheri también animó a todos a que visiten el nuevo mural en 2780 Sheridan Rd., y que planten Zinnias y ayudar a hacer de Zion la Capital de Zinnias! Evaluaciones de Salud Comunitaria, murales y jardines son pasos pequeños para construir comunidad.

También nos importa mucho nuestros jóvenes. En la junta, Superintendentes interinos del Distrito de Escuela 6, Dr. George Zimmer y Dra. Lynette Zimmer, compartieron las desesperantes necesidades de la infraestructura escolar. Cada escuela necesita muchas reparaciones, con la edad de las escuelas del Distrito 6 en un promedio de 70 años, ¡y algunas casi de 90 años!

El Distrito 6 de Zion trata de presupuestar para balancear las necesidades de las instalaciones con las necesidades de los contribuyentes. • Añadir mas programas para la salud mental y aprendizaje socioemocional

• Añadir mas programación sobre como reconocer diferencias sin ser divisivos

• Añadir mas programación para niños, tanto curricular como extracurricular

• Actualizar las escuelas, la estación de policía, la estación de bomberos para seguridad y para dar bienvenida

• ¡Y claro, BAJAR los impuestos!

What is a commission form of government

A city commission is a form of municipal government in which individually elected officials serve on a small governing board, called a commission, that exercises both legislative and executive powers to govern the municipality. The commission contains a specified number of members, often five or seven.

As you are all aware, the City of Zion has five (5) commissioners that are elected on an at-large basis, rather than from wards or districts. In addition, each commissioner must live in, and have legal residence within the City of Zion.

Apart from the legislative role of the commission, each commissioner is administratively responsible for at least one specific aspect or department, such as fire, police, public works, building & zoning or finance. The commissioners over each department work closely with their respective department heads, and serve as a liaison between the department heads and residents whenever information needs to be accurately disseminated about City operations.

If you have questions, need information about a particular department, please don’t hesitate to contact the appropriate commissioner by department. Your respectful suggestions help as we continue to look to improve the services throughout our community.

As of May 16, 2023, the Commissioners’ areas of responsibilities are as follows:

• Christopher Fischer as Commissioner of Accounts and Finance/Mayor Pro Tem

• Mike McDowell as Commissioner of Public Health & Safety

• Jacqueline Holmes as Commissioner of Public Works & Engineering

Que es una forma de gobierno comisionado

Como ustedes saben, la Ciudad de Zion tiene cinco (5) comisionarios que son elegidos en general, en lugar de barrios o distritos. Además, cada comisionario debe vivir en, y tener residencia legal dentro de la Ciudad de Zion.

Aparte de la función legislativa de la comisión, cada comisionado es administrativamente responsable de al menos un aspecto o departamento especifico, como bomberos, policía, obras publicas, construcción y zonificación o finanzas. Los comisionarios sobre cada departamento trabajan muy cerca con sus respectivos jefes de departamento, y sirven como un enlace entre los jefes de departamento y los residentes cuando información debe ser difundida con precisión sobre las operaciones de la Ciudad.

Beginning September 5th, 2023, we are moving to curbside-only collection with automated trucks and every-otherweek recycling. These trucks use automatic lifting arms to empty carts, making collection more efficient, cleaner and safer for your community and our drivers. Please note that your collection day will not change. Your carts and all material must be placed at the curb on your collection day. Everything must fit inside the cart with the lid firmly closed – bags or material outside the cart will not be collected. Resident-owned containers cannot be serviced. Please stay on alert for information that will be issued in coming months in advance of the transition. Thank you. Comenzando el 5 de septiembre del 2023, se cambiara la manera de recoger la basura. The primary goal of Zion’s Building & Zoning department is to ensure that both commercial and residential properties are complying with building and roofing codes, addressing property complaints, property maintenance, and code enforcement.

Some home improvement projects do require a building permit. These building permits are simply to protect residents, ensuring that the work being done is done correctly. In addition, it’s important for all homeowners to maintain their property. Our department is more than willing to answer any questions regarding permits and property. Whether you already have a fire pit or are planning to add one, invest some effort in reviewing fire pit safety. It only takes a second for a cozy fire to burst into a blazing inferno. To keep your friends and family safe this summer, keep the following tips in mind:

• Check wind direction before lighting a fire.

• Don’t use flammable fluids (gasoline, lighter fluid, etc.) to light or relight fires.

• Don’t wear flammable clothing (like nylon) or any loose-fitting clothing.

• Keep children and pets at least three feet away from the fire.

• Avoid using soft woods like pine or cedar, because they can pop and throw sparks.

• Do not use the fire pit to burn yard waste. Open leaf burning is prohibited by City Ordinance.

• Keep a fire extinguisher, garden hose or bucket of water nearby.

The Public Works Department is responsible for trimming and removing parkway trees. The Supervisor for the Street Division shall be the person who determines whether a parkway tree is to be removed. If the removal of a parkway tree is in question, a decision shall be made based on educated facts of the situation after professional consultation. The City may remove a parkway tree for the following reasons:

1. City determines the parkway tree to be dead, dying or in distress and a hazard to public safety.

2. The construction of a public improvement project necessitates removal of a parkway tree.

3. City determines that a parkway tree is obstructing the sight abilities of any motorist along a public street or right-of-way. Please call the Street division at 847.746.4060 for questions.

Live Well Lake County is promoting the simple act of walking, 30 minutes a day, as a means to improve health. Join us and your neighbors in walking your way to better health! This walk is a FREE family event. Strollers are welcome. No pets please.

The 3rd weekend in August, Zion will be hosting a HUGE Zinnia/Monarch Festival at the Zion Park District Band Shell, 2400 Dowie Memorial Dr., Zion.

What can you expect?

On Saturday, August 19th from 1-5pm: Zinnia Yard winners will be announced. Also participate in the Cut Zinnia Flower Contest, the Zinnia/Monarch Photo Contest, Art Fair, Zion Historical Society Craft Fair, Face Painting, Balloon Artist, Food Trucks and more!

Zion’s Own Leah Andersen from 102.3 and 95.1 WIILROCK and Union Latina with Jose Rodriguez TUDN 1220 will be hosting their radio programs f from 2-4 pm.

The Latin Band ‘Salsavera’ will perform from 57pm.

On Sunday, August 20th from 1-5pm: Monarch Mania launches with a continuation of the fun, along with HUGE piñatas, entertainment and a Monarch Butterfly Release!

Service Spotlight: Zion Township is a Passport Acceptance Agency! Below you'll find 7 steps to getting your Passport!

Step 1: Contact Zion Township to make an appointment at 847-872-2811.

Step 2: Get one (1) passport photo. (Zion Walgreens takes them!)

Step 3: Come to Zion Township to pick up an application. Or print it from www.travel.state.gov

Step 4: Attend your appointment. Make sure to bring the required documents outlined on your application.

Step 5: Pay applicable fees

Acceptance fee: $35.00

Application fee: $100 (ages 15 and under)

$130 (ages 16 and above)

Expedited fee: $60

Step 6: Your application is then mailed to the national passport agency and processed by the U.S. Department of State.

Step 7: You will receive your passport in the mail in the allotted time designated by the U.S. Department of State. Your personal documents will be mailed separately.

In partnership with the Zion Park District, Benton Township and Grove at the Lake, 180 seniors attended the 21st annual Senior Resource Day Expo. A letter from your Zion Assessor, Colette Davis

Greetings,

Welcome to the 3rd quarter of the year! If you recently purchased property in Zion Township, we welcome you. The real estate market has slowed down and interest rates have increased. Nevertheless, we are growing and thriving more with new businesses and residents. I’m excited for the future of our city.

As you all know, the Assessor’s office determines the value of your home. We first review all property in your neighborhoods, use cost, income, and market approaches in compliance with the State of Illinois Department of Revenue statues to value it. An assessed value is a fractional amount of the market value of your property which is calculated at 33.33% of the market value. An example is as follows: (Market value * .3333 = Assessed value).

This is our Quadrennial year. That means we are hitting the reset button on reductions granted and revaluing all parcels, among other things. We will hold an informational meeting at Zion City Hall on June 27th beginning at 6:00pm to explain what this means for you. We hope you will join us!

Lastly, a friendly reminder that your Assessment notice (blue card) will be arriving soon. Please make sure to review it for accuracy and contact our office with any corrections or questions.

State Representative Joyce Mason

This legislative session ended on May 27th, and I ’m glad to be back in the district full time until we return to Springfield in October! I ’m really proud of the work we did this year. As the new Chairperson of the Childcare and Early Childhood Education Committee, I helped pass “Smart Start,” a historic investment in early childhood education. I also passed legislation to cap the cost of epinephrine auto injectors, ensure that kids in special education districts have lifesaving oxygen available when they need it, and schools have updated resources on opioid abuse prevention and harm reduction. Our balanced state budget has some wonderful things for our district—including funding for upgrades to Zion Park District facilities, Illinois Beach State Park, Winthrop Harbor facilities and parks, Benton Township roads, and Beach Park facilities. It also includes a million dollar investment in a violence prevention program for Zion and Beach Park to make our community safer. Look for more details about all of these things and more soon, as well as more details on the upcoming Zion Energy Transition Grants that will put almost $15 million dollars into the Zion Community each year. • The group also launched the Garden of Faith Community Garden at Memorial United Methodist Church.
