What is a commission form of government?

A city commission is a form of municipal government in which individually elected officials serve on a small governing board, called a commission, that exercises both legislative and executive powers to govern the municipality. The commission contains a specified number of members, often five or seven.

As you are all aware, the City of Zion has five (5) commissioners that are elected on an at-large basis, rather than from wards or districts. In addition, each commissioner must live in, and have legal residence within the City of Zion.

Apart from the legislative role of the commission, each commissioner is administratively responsible for at least one specific aspect or department, such as fire, police, public works, building & zoning or finance. The commissioners over each department work closely with their respective department heads, and serve as a liaison between the department heads and residents whenever information needs to be accurately disseminated about City operations.

If you have questions, need information about a particular department, please don’t hesitate to contact the appropriate commissioner by department. Your respectful suggestions help as we continue to look to improve the services throughout our community.

The Commissioners’ areas of responsibilities are as follows:

The Public Works Department is responsible for trimming and removing parkway trees. The Supervisor for the Street Division shall be the person who determines whether a parkway tree is to be removed. If the removal of a parkway tree is in question, the Supervisor shall consult with a certified arborist or forester, recognized by the City Council, and a decision shall be made based on educated facts of the situation.

The City may remove a parkway tree for the following reasons:

1. City determines the parkway tree to be dead and a hazard to public safety.

2. City determines the parkway tree to be dying or in distress and may become a hazard to public safety.

3. The construction of a public improvement project necessitates removal of a parkway tree.

4. City determines that a parkway tree is obstructing the sight abilities of any motorist along a public street or right-of-way. Please call the Street division at 847.746.4060 for questions.

El Departamento de Obras Publicas es responsable por podar y remover árboles de las avenidas. El Supervisor de la División de Calles será la persona que determina si un árbol en una avenida se debe de quitar. Whether you already have a fire pit or are planning to add one, invest some effort in reviewing fire pit safety. It only takes a second for a cozy fire to burst into a blazing inferno. To keep your friends and family safe this summer, keep the following tips in mind:

• Check wind direction before lighting a fire.

• Don’t use flammable fluids (gasoline, lighter fluid, etc.) to light or relight fires.

• Don’t wear flammable clothing (like nylon) or any loose-fitting clothing.

• Keep children and pets at least three feet away from the fire.

• Avoid using soft woods like pine or cedar, because they can pop and throw sparks.

• Do not use the fire pit to burn yard waste. Open leaf burning is prohibited by City Ordinance.

• Keep a fire extinguisher, garden hose or bucket of water nearby.

The primary goal of Zion’s Building & Zoning department is to ensure that both commercial and residential properties are complying with building and roofing codes, addressing property complaints, property maintenance, and code enforcement. Some home improvement projects do require a building permit. These building permits are simply to protect residents, ensuring that the work being done is done correctly. In addition, it’s important for all homeowners to maintain their property. Our department is more than willing to answer any questions regarding permits and property. I recently purchased a new television. Where can I dispose of my old one?

Solid Waste Agency of Lake County (SWALCO) supports four (4) Year-Round Residential Electronics Recycling Drop Off Locations within Lake County. The closest one to Zion is located at the Grayslake Public Works Facility at 585 Berry Avenue. The Year-Round Residential Electronics Recycling Drop Off Locations are open free of charge to Lake County residents from 8:00am – 3:00pm Monday – Friday and on Saturdays from 8:00am to Noon. Appointments are not required. A limit of up to seven (7) electronic items may be dropped off per visit (excluding miscellaneous cords and cables). For questions, please contact SWALCO at 847-377-4950.

Closing the Loop Improving Recycling in the City of Zion

The Solid Waste Agency of Lake County (SWALCO) has received a subaward as part of the U.S. Environmental Protection Agency’s Chicago Metro Recycling Education and Outreach (REO) grant. Its goal is to improve recycling participation and decrease contamination in the region.

To help achieve this goal, our team checked and tagged Zion recycling carts to provide real-time feedback and promote proper recycling habits. At the start of our cart tagging initiatives in the fall of 2025, 50% of recycling carts were contaminated with non-recyclable materials. With your help, we reduced contamination to 27% in just one month! Due to the success of this initiative, SWALCO has been conducting a second round of cart tagging throughout April and May. Midway through, results are looking promising, and residents are eager to recycle right! Team members will be continuing to look in and tag recycling carts in select areas of the city. Feel free to talk to team members and ask questions.

Property Tax Tip for Homebuyers

Summer is a busy season for homebuying, so here is an important property tax reminder for prospective buyers.

Before buying, review the property’s tax history and check which exemptions are in place. Some exemptions may not transfer after the sale.

Ask which exemptions currently apply to the property.

Confirm whether those exemptions will apply to you as the new owner.

For example, exemptions for a senior homeowner may not apply to a new buyer, which could lead to a higher tax bill in the next cycle.

Assessment Notice Reminder

Later this summer, you should receive your annual Assessment Notice (the blue notice). Review it carefully to make sure your property details and exemptions are correct and contact our office if you need to report a correction.

Payment Deadline Reminder

The second half of your property tax bill is due September 6.

Summer Work Program

If you see youth in grey t-shirts together in a group, those youth are part of the Zion Township Summer Work Program. In partnership with the Job Center of Lake County, the program kicked off on June 15th and runs through July 31st. Youth will be involved in a number of community projects, along with working with the Zion Park District on various assignments to maintain our community clean. Senior homeowners can call Zion Township at 847-872-2811 if they are in need of basic lawn work.

READING: STAYING READY FOR SUCCESS

All students entering grades 9–12 at Zion-Benton Township High School and 9 graders at ZionBenton East have received a summer reading book to help them stay engaged and ready for the new school year. Reading during the summer helps students strengthen their reading skills, build vocabulary, and stay connected to learning. Incoming freshmen received their books before leaving 8th grade, helping them begin their high school journey prepared for success. We encourage students to make time for reading this summer and come back in August ready to learn, grow, and achieve. Happy reading, ZeeBees!

I’m honored to serve as your Illinois State Representative! I love our community, and I’m grateful for the trust you’ve put in me to represent you in Springfield and provide assistance with state services here in the 61st District.

Here are some of the things that I and my district constituent services office do. Please contact us if we can be of assistance!

I welcome your ideas about new laws or changes to existing laws! I also welcome your feedback and questions about, any pending legislation in Illinois. Each year, Illinois legislators vote on an annual budget. If you have thoughts on Illinois’ budget priorities, please let me know. I track feedback from everyone who writes, calls or emails about bills or the budget and I take it all into consideration when voting.

If you are having an issue with a state agency, my office can assist you with seeking a resolution. Common examples include IDES (Unemployment), The Secretary of State (Driver services), the Treasurer (iCash, College Savings, ABLE), the Illinois Department of Revenue (state income taxes), IDFPR (Professional licensing), IDHS (Human Services assistance programs), and IDOT (Dept of Transportation).

Each year I host a variety of events including free shredding, iCash and IPass, college planning, property tax appeal, “Read With Your Rep” for kids, legislative updates and advisory council meetings, and much more. We also host regular neighborhood office hours, bringing our team to your town! Check out our website or sign up for updates so you don’t miss a thing!

We have FREE passes to many popular museums and zoos! Also, if you know someone who is celebrating a big birthday, anniversary, retirement or achievement, I’d love to help them celebrate with a certificate of recognition. I would also be honored to provide a memorial certificate to remember your loved one.
