SHARED ENVIRONMENTAL INFORMATION SYSTEM (SEIS) principles and practices in the Eastern Partnership countries The ENI SEIS II East project (2016-2020)

Project background and objective

Area 1 Improved implementation of regional/ international commitments related to environmental reporting in line with EU/ EEA best practices.

The overall objective of the project is to support the further implementation of SEIS principles and practices in the six Eastern Partnership countries. This project builds on the achievements and results of the previous ­cooperation activities under the ENPI-SEIS1 project (implemented over the 2010-2015 ­period) and aims to further develop the capacities of the relevant authorities in the areas of: Cooperation: building partnerships between the providers and users of data and information; Content: generating policy-relevant and comparable information; Infrastructure: using shared and modern web-based information and communication tools.

Area 2 Improved capacities in the national administrations to manage and use environmental statistics, data and information in support to decision-making process in line with EU/EEA best practices.

The specific objective of the project is to strengthen the regular production of environmental indicators and assessment as a contribution towards knowledge-­based policy-making and good governance in the field of the ­environment.

The overall method of implementation is to use the European environment information and observation network (Eionet2) as the model for SEIS implementation in the region. Eionet is structured around national obligations ­towards the EU and the international community. In extending this model to the Eastern Partnership countries, a range of activities may be considered to mobilise experts and provide technical assistance to the countries: Expert visits to the partner countries; Assistance to provide guidance on nationally-driven and/or regional processes;

Area 3 Preparation of regular SOER and indicator-­ based assessments in line with EU/EEA best practices.

Area 4 Communication and visibility activities at regional and national level, involving a wide range of partners.

Study tours and working visits to the EEA, Eionet-related entity and/or in relevant national entity in Eionet countries; Dedicated hands-on trainings.

The duration of the project is 48 months (from 1 February 2016 to 31 January 2020).

Area 5 Management and coordination activities, including synergies with relevant regional projects and initiatives.

Project partners The project is implemented by the European Environment Agency (EEA) together with the six Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine) and financed by the European Commission through the European Neighbourhood Instrument (ENI).

Each partner country is represented by two National F ­ ocal Points from the national environmental and statistical organisations in charge of collecting, producing, storing and disseminating environmental data and information.
