Zeta Phi Beta Sorority was founded January 16, 1920 on the campus of Howard University in Washington, D.C. by five coeds. These women dared to depart from the traditional coalitions for Black women and sought to establish a new organization predicated on the precepts of scholarship, service, sisterhood and Finer Womanhood. For seventy-one years, the trail blazed by the founders has been traversed by thousands of women dedicated to the emulation of the objectives and ideals of the Society. Since its inception, the Sorority has expanded to encompass more than 500 graduate and collegiate chapters. These chapters are located throughout the continental United States, Alaska, Hawaii, the Bahama Islands, West Africa and West Germany. The Sorority is the first organization to charter a chapter in Africa (1948); to form adult and youth auxiliary groups, the Amicae and Archonettes; and to be constitutionally bound to a brother fraternity, Phi Beta Sigma Fraternity, Incorporated. Zeta's national and local programs include endowment of its National Education Foundation; community outreach services; and support of multiple affiliate organizations. Zeta chapters and auxiliary groups have given untotaled hours of voluntary service to educate the public, assist youth, provide scholarships, support organized charities and to promote legislation for social and civic change. A nonprofit organization, Zeta Phi Beta Sorority is incorporated in Washington, D.C. and in the state of Illinois. The Sorority is supported by the dues and gifts of its members. The Archon is the national publication of Zeta Phi Beta Sorority, Inc.

---- FROM THE GRAND BASILEUS Investing in Our Future: The Child 1991 The Year of the Child It is indeed my privileged pleasure to greet each of you in this edition of the ARCHON, the official magazine of Zeta Phi Beta Sorority, Incorporated. The ARCHON's theme, Investing in Our Future: The Child is extended from our 1990 National Boule' Theme: "The Year of the Child" which focused on a multitude of community concerns related to the youth in today's society. Zeta Phi Beta Sorority, Incorporated and auxiliary organizations are committed to make a positive impact on the future of our children by serving as mentors, assisting in the educational opportunities for youth, and helping to decrease the effects of social ills within our various communities. We must encourage parents to take personal responsibilities for themselves and other members of their family. We must create a new culture of character. The reading skills of our young people are a major concern in today's society. The work force for the 21st Century must be prepared to adapt and perform in a high technological society. Without adequate reading skills and aptitudes, our youths' chances of succeeding will be greatly limited, if not eliminated, at the starting line of opportunities. The Zeta Reading Clinics within the already established tutorial programs will help increase the reading proficiency rate for our youth. The plight of young African-American males is another focus for our organization. Our programs must address the problems of substance abuse, AIDS and alcoholism. We must network and collaborate with other organizations to give our youth positive alternatives which will decrease the number of street crimes, substance abuse offenders, and the incarceration of our young African-American men. Adequate child care development centers must be addressed by our membership. Additional child care development centers and safe supervision for latch key programs for children are in great demand in our communities. We must assist our school officials, human services offices and working parents to provide better care for our preschoolers and elementary school students. There are many areas which Zeta Phi Beta Sorority, Incorporated can be effective in protecting our most precious commodity: "The Child." Let each of us commit to make the future a little brighter for children in our individual communities. Thank you for your continued support and participation in the national programs of our great sisterhood. Sisterly, Eunice S. Thomas International Grand Basileus 3

ARCHONFOCUS PROJECT ZETA "THE BLACK MALE CRISIS" by Soror Elaine M. Johnson, Ph.D.

According to Gibbs (1984), "Black youth in contemporary America can aptly be described as an endangered species." She has cited substantial data which demonstrates that young African· American males were worse off in the 1980's with regard to employment, delinquency, substance abuse, teenage pregnancy, and suicide than they were in the 1960's. In 1979 the Carnegie Institute issued a report on school dropouts. It stated the following: For these youth, a combination of poverty, inadequate education, and weak psychological resources results in a litany of human and social disaster: high rates of criminal activity, drug and alcohol addiction, chronic unemployment, physical and mental illness, dependence on public welfare, and institutionalization. Society currently spends sums on these youthon police, the courts, jails and prisons, and systems of probation and parole; on drug abuse programs; and on other forms of support. The real costs of deprivation are infinitely greater. The threat to urban life lies in the high rates of violent street crime, much of it committed by deprived youth, the loss to society of their potential contributions, are only the greatest of those hidden costs ... Since the issuance of this study we have witnessed the exacerbation of these problems among African-American males. For example, at a time when life expectancy for most Americans is increasing, it is decreasing for Black men, from 69.7 years in 1984 to 65.1 years in 1988. AfricanAmerican males are disproportionally victimized

by the growing crisis of drug related crime and delinquency, in particular "Black on Black" homicides and drug and alcohol addictions fueled by widespread and unacceptably high levels of poverty, unemployment and other social ills. Current statistical data highlight the problem: approximately 50 percent of young Black males are unemployed; 25 percent under the age of 25 have never held a job; one in six has been arrested by age 19. Homicide is the leading cause of death among African-American males between 15-34 years old. An African-American male has a lifetime probability of murder victimization of one in 21, compared to a white male probability of one in 131; more than 10,000 between the ages of 15 to 19 die each year in homicides. For those between the ages of 15-19 the suicide rate has more than doubled since 1960 (Centers for Disease Control, 1991). Moreover, a very high percentage drop out of junior high school each year, 45 to 50 percent in many of our major metropolitan areas. The percentage of Black men in collge dropped from 35 percent in 1976 to 28 percent in 1987. Finally, a disproportinately increasing number are found in the juvenile/criminal justice system. Nearly onefourth of young Black men are in jail or on parole (The Sentencing Project, 1990). Although national surveys suggest that drug use has continued to decline in the general population from its 1979 peak, drug use remains high and virtually unchanged among minority youth and among the approximately 25 percent of youth having multiple risk factors for drug use (Office for Substance Abuse Prevention - OSAP, 1991). (continued on following page)

4

-------ARCHONFOCUS PROJECT ZETA "THE BLACK MALE CRISIS" (continued) Each of these problems places an untold economic and social burden on society and in particular, the African-American community. They rob our youth of developing to their highest potential and negate their ability to be fully contributing members of their families and our society. Drug use plays an important contributing role in nearly all of the problems cited, ranging from dropping out of school to teen suicide. A well-conceived prevention effort must acknowledge all of these social problems with which these males contend and simultaneously seek to increase their resilency to the factors placing them at risk (OSAP, 1991). The 1985 Report of the Secretary's Task Force on Black Minority Health (U.S. Department of Health and Human Services) included a nationwide survey to elicit information on ways to improve the health status of minority Americans. As part of the survey, the respondents highlighted specific examples of successful community programs and identified the key elements of that success. The key elements cited included the

following: community involvement and outreach; program focus on comprehensive services; program ability to improve minority access to social and health services; and cultural sensitivity to the group being served. Other elements of success included networking with other agencies in the community, and control of these programs by community boards. Today, our young men desperately need the support of a strong sense of family. and community and the critical personal values that these institutions teach. Zeta Phi Beta Sorority, with its dedication to improving the human condition and its strong emphasis on strengthening the Black family and community service, can provide precisely this sort of support. For these reasons, the Grand Basileus has decided to include the problem of the "Black Male Crisis" under PROJECT ZETA. To this end the National Director of PROJECT ZETA is developing a set of national initiatives on this issue as well as offering a workshop on this topic at each of the Regional Leadership Conferences during this Boule period.

-------ARCHONFOCUS Rights and Rites of Passage: Educating the Young African-American Male Doris McAdams Stokes

Jawanza Kunjufu, a noted African-American educator, has refered to the public education of young black males as a "conspiracy which systematically programs them for failure." Citing the disproportionate number of young black males in "special classes" or who are suspended or expelled from school, Kunjufu asserts that they are "socially, politically, and physically impotent at adulthood." This "conspiracy" denies its victims' heritage, culture and rights (and rites) of passage. Intrigued by his theory, I have worked to identify those rights or rites of passage, and subsequently, strategies and approaches, to increase the success of the young African-American male.

NATIONAL OFFICERS ACCURATE REPORTING IS ESSENTIAL Recently, while attending a meeting with several members of other sororities, we started to discuss the impact of programs our organizations sponsored or supported. I immediately began to utilize some of the information reported in Grand Basileus Thomas' message of Volume 1, Number 1, Fall 1990, Newsletter. During recent months, I have referred to this information on several occasions while preparing texts for speaking engagements. It began to remind me that the reports of chapter, state and regional activities have far reaching connotations. If we fail to report our activities accurately or don't report them at all, it alters the entire printed history of our organization. This information is being used now and will continue to be used for

many years to come. Therefore, it is important that we remember the following points as we plan and report the activities of our chapters: 1. Adhere to established deadlines to submit all information. 2. Utilize a specific format, if it is requested. 3. Identify person(s) in your chapter who have the responsibility of preparing reports. 4. Share information that is reported with the immediate organization. Often we don't realize that our activities are a part of the whole and not an island. 5. Continue to implement programs so that you will have something to report. 6. Don't neglect to report chapter, state, and regional activities in your local news media.

1990

Greetings Sorors, Amicae, Archonettes and Amicettes! As we firmly move into the twenty-first century, it gives me great pleasure to serve this dynamic organization as Illinois State Director. During the last four years I have found the job of State Director to be both rewarding and challenging. Illinois has left its mark on the twentieth century. We have worked diligently to implement our national programmatic thrusts in the past, and we shall continue to work just as diligently in the future to implement programs as expanded by our International Grand Basileus. Our goal is to reclaim as many as 500 Sorors in 1991 and to increase new membership by 50 percent. Other goals are to increase the visibility of Zeta in all communities throughout the state of

Illinois. We in Illinois shall aid the needy, feed the hungry, teach the illiterate and give positive direction and support to our young teen mothers and fathers. Illinois is proud to have twenty-three chapters representing Zeta Phi Beta Sorority throughout this illustrious state and we look forward to Zeta's future as we continue to network with our Sorors throughout this nation and abroad. Upon leaving the 1990 Boule held in July of last year, as State Director of Illinois I made a commitment to make Zeta the most outstanding social service organization in the Great Lakes region, and today, I am proud to say that the Sorors in Illinois are moving rapidly towards honoring this commitment. Remember, Zeta is number one and Illinois is Zeta's number one fan!

This year's celebration was chaired by Soror Rosetta Hicks Peterson and Brother Daryl Butler

ATLANTA ZETAS ANSWER THE CALL The team members were well trained, alert and responsive, and their performance was an indication that they had been taught by efficient coaches. It also indicated that they had parental support and supervision. Team members improved in their self-esteem and increased their knowledge and proficiency of African-American history. Monogrammed T-shirts were given to the team members by the Zetas and Sigmas. Savings bonds of $500 and trophies were awarded to first place team members and $200 savings bonds and trophies were awarded to second place team members. These awards were prsented by Dr. Dorothy I. Height, President of the National Council of Negro Women and Dr. Taylor. Metropolitan Atlanta Zetas and Phi Beta Sigma Brothers held high the torch of community service as they made it possible for these youths to participate in the educational activity.

"When Zeta calls we'll answer one and all!" This was evidenced when Dr. Myrtice M. Taylor, Basileus of Epsilon Zeta Chapter summoned Metropolitan Atlanta Zeta Chapters and Lambda Sigma Chapter members of Phi Beta Sigma Fraternity to answer the call of support and cooperation with the National Council of Negro Reunion Celebration in Atlanta. Aware of the fact that opportunities to "save the children" are often negligible, it is imperative for organizations to provide occasions for our youth to become more knowledgeable about their heritage. Consequently, Soror Taylor, Assistant Superintendent, Instructional Services in the Atlanta Public School System contacted eight middle schools to participate in The Know Your Heritage Quiz Bowl. The event was a facsimile of the Chicago-based television program Know Your History.

Health/Human Services/SNEP Infant in Crisis Awareness Luncheon To inform the community of a societal plight, Lambda Zeta hosted the Stork's Nest/SNEP Awareness Luncheon. Dr. Margo Hilliard, the keynote speaker, described the plight of the urban child. The national average for infant mortality is 10.4 percent and Houston has one of the highest rates in the nation. Lambda Zeta sponsors three Nests in Houston and Anahuac. And, with a renewed zest, these sisters are working toward the national objective of improving the health status of the community. Amicettes - An Active Youth Group The Amicettes are a viable part of the Lambda. Zeta's youth organizations. They have an extensive schedule which includes varous community service projects, as well as cultural events. Thirteen Amicettes served as part of the hostess team at the Twenty-Second Annual Breakfast with Santa held at the Blue Triangle Branch YWCA. Serving as hostesses for Breakfast with Santa is an annual event for the Amicettes and part of their "community consciousness" training. Soror Renee Holloway served as chairperson of the eighteen-member youth organization with the assistance of Soror Betty Jones.

Mentorship Program With the assistance of the Texas Department of Human Resources, Lambda Zeta instituted a mentorship program aimed at high school females, the first of its kind in the state. Members of Lambda Zeta serve as mentors to approximately 25 teen mothers identified at the Phillis Wheatley High School campus. The mentors' primary function is to assist the teens in developing high self-esteem and self-sufficiency. Mentors serve as an additional resource and support system for the teen mothers as well. Engaged in social and educational activities, the young parents spend a minimum of four hours per month with their mentors. Mentees are exposed to the Stork's Nest Education Program (SNEP) and to the Assault on Illiteracy Program (AOIP). Due to the efforts of Lambda Zeta, the Women's Infant and Children (WIC) Program established a satellite office on the Wheatley campus for mentorship participants. Zeta volunteers underwent training in August and began mentoring in September. All those involved hope that the mentorship program is such a success that it will be replicated across the state.

Scholarship Programs Each year Lambda Zeta Chapter awards four $1,000 scholarships to one outstanding Archonette and to three equally deserving area high school females. To be considered, scholarship applicants must have an outstanding academic record, upstanding character, leadership ability, talent, community involvement, and financial need. Soror Mildred Matthews serves as chairperson of the Scholarship Committee and Soror Clara Mason, as co-chairperson. 18
