I.

Description of the Training

1. Background:

The Enhancing Urban Governance (EUG) Project has been implementing by the Local Government Division (LGD), Government of the People’s Republic of Bangladesh, supported by the Government of the Federal Republic of Germany. The German Federal Ministry for Economic Division and Cooperation (BMZ) and the Swiss Agency for Development and Cooperation (SDC) is providing in-kind contribution to the project through the Deutsche Gesellschaft fur Internationale Zusammmenarbeit(GIZ), to provide technical cooperation to LGD to implement the project. EUG is working 16 Pourashavas in two districts namely Rajshahi and Chapainawabgonj of the north western part of Bangladesh. The project is focused on two components i.e. Component A: Support for Urban Governance Improvement and Policy Advocacy and Component B: Support for Horizontal Learning and Exchange among Urban Actors. Considering to improvement of Pourashava governance and service delivery to the citizens, EUG project intend to organize a series of trainings in different areas like organizational, governance improvement, leadership development, gender and Municipal financial improvement for 16 Pourashavas in Rajshahi and Chapainawabgonj districts. The training on ‘Tax and Non-Tax Revenues Income of Pourashava’ had been delivered under Contract Agreement of the Individual Consultancy Services for delivery of training on Municipal Finance (contents Package A, under contract no. 83208431) for Enhancing Urban Governance (EUG) Project, GIZ. 2. Services delivered under ToR of the Consultant At beginning of the work the Consultant discussed with the Team Leader of EUG during meeting on 20 th and 23th August 2015. It provided the consultant an opportunity to reach a common understanding on the tasks of the consultancy services. Accordingly, the consultant had submitted a concise Inception Report that included the approach and methodology on how the consultant would carry out the consultancy assignments. Over the consultancy period, the consultant closely worked with the Expert, Municipal Financial Planning and Management of EUG at Rajshahi and received supports and guidance and feedbacks very inclusively and cooperatively. Therefore the consultant had able enough to deliver the following deliverables: (1)

Inception Report ;

Detailed design and implementation training plan ;

(3)

Training modules plan of each training course;


(4)

Power Point presentation of all training courses;

(5)

Short presentation of each training session before hand;

(6)

Documentation of training materials both in hard and soft copies;

(7)

Draft final training report ;

Delivery of training as per schedule plan.

3. Training objectives, Outputs and Contents Training Objective:

Enhancing Capacity of Pourashava representatives and officials in mobilizing revenues from tax and non tax own sources

Training Outputs:

Knowledge of participants on the PS legal issues on municipal finance increased.

Knowledge of participants regarding tax assessment and collection increased.

Knowledge of participants regarding non-tax source identification increased

Commitment of the participants regarding future activities of the PS expressed.

To achieve the above objective and outputs, following contents were discussed and practiced during the training period: 

Govt. rules of Re-assessment and Interim assessment and practice at Pourashava level

Procedures in valuation of Property Tax Assessment as per laws

Model tax schedule and its application at Pourashava level

Rules and procedures to identify Non Tax sources and updating procedures by Pourashavas

Function and relations of standing committee on tax and non-tax issues according to law

Procedure of hat, cow hat,bazaar, different transport terminal etc. lease and procedure to adjust with yearly inflation rate.

Law about different khas land, water bodies those are owed by Central Government.

Tools and techniques of tax collection.

Councillors and Officials) from 16 Pourashavas from Rajshahi and Chapainawabgonj districts listed in Apendix-1 had attended through 8 batches from 14 September 2015 to 5 November, 2015 as below:

5. Training Approaches applied Technical approach of this consultancy was based on the belief that all the participants who participated in the training had ideas to contribute. The consultant just stimulated their ideas and discussions in the training within a structured outline. Various interactive training aids, materials, energisers and games were used in the training to be made the trainings more interactive, lively and participatory as well as friendly. Throughout the session, participants had been responsible for their own learning while the facilitators at the training just facilitated links between theories, practices and drawn out collective experience from the participants. 6. Training proceedings and results

Day 1 Session 1 Welcome, introductions and training overview. Inaugurated by Facilitator gave welcome speech and strongly encouraged all the participants to be open enough with others in the training and also requested all the participants to be become actively engaged in discussions of the training.Most of the Trainings were chaired and inaugurated by the public representatives (Mayor or Councillor). In the speeches, they shown their great pleasure to attend in the training and also expressed their gratitude for the continuous cooperation of GIZ and its officials for capacity development of Pourashavas. Introduction of the participants For this introduction purpose, several numerical numbers were written in the cards and participants were requested to tell the number as per their sitting arrangement. First, one participant was requested to take one piece of the card and tell the card-number and then invited one who had the same number which s/he get by sitting serial. In this way, every participant played a role of the introducer of other. Introducing Training Objectives and Programmes Facilitator first introduced the training objectives through a poster and then training schedule by vipp cards with a concise clarification. Collection expectations and setting ground rules of training For the expectation collection and setting ground rule of training, each participant was given 2 vipp cards and requested to write one for expectations and another for training norms. Then the both were posted on board and read out.


Day 1 Session 2 Govt. rules of Re-assessment and interim assessment and practice at Pourashava level. Learning points The main purpose of the session was to make clear understanding among the participants on tax relating Govt. rules and regulations. The following areas were covered during the discussion:  Articles of the Constitution relating to Pourashava tax levy;  Rules of Local Government(Pourashava) Act,2009 relating to tax levy  Steps and procedures of tax re-assessment and interim assessment as per the rules. Process In order to make the contents more interactive, a symbolic story namely’ Tin sorkarer golpa’ was told. Articles 11, 59 and 60 of the Constituency and rules 98 to 105 of the Pourashava Act were clarified during delivery of story by using vipp cards and linked up these with the central government, local government and citizen. The purpose of this vipp method was to give easy presentation and understanding among the participants on different govt rules related to Pourashava tax levy. After the focus discussion on govt rules was over, facilitator shortly briefed the different steps and procedures of tax re-assessment and interim assessment through power point slides. In this stage, participants were divided into three small groups and requested each group to find out answers of twenty quizquestions by group-study. After that session summed up with a larger group discussion. Outputs Linkage between Pourashava Tax and govt. acts and rules were clarified. Steps of tax re-assessment and interim assessment were identified and clarified.

Day 1 Session 3 Procedures and practices of property valuation and tax assessment. Learning points This session was the practical aspects of the previous session. The following areas were covered during the discussion:  Valuation of property on rental and construction value basis.  Tax assessment of different types of holdings. Process Facilitator started the session with a speech that there were many types of houses and every house has a story! Then facilitator told a story of two houses, named as ‘dui barir golpa, on power point slides like that, out of two houses, one could earn money by renting, and but another could not earn but spend. Facilitator then requested the participants to brainstorm on which should be the basis of annual valuation: the house could earn money (i.e. rental value basis), or the house which could not earn but spend (i.e. construction cost basis). In fact, telling this story was just to give easy presentation of two theories of holding tax assessment. Outputs Two theories of holding tax assessment were introduced and discussed.


Day 1 Session 4 Pourashava Model Tax Schedule, 2014 and its application at Pourashava. Learning points The main purpose of the session was to expose the participants how to make the model tax schedule applicable in Pourashavas. The following areas were covered during the discussion:  Main areas of tax and non-tax revenue sources  Assess the application strengths of model tax schedule, 2014 at Pourashavas. Process Facilitator began the session by asking the participants what they meant about ‘capacity’ and ‘ability’ for application of Pourashava Model Tax Schedule,2014 at Pourashavas. After a short discussion, participants were divided into two groups on Pourashava wise and given them some tasks.Each Pourashava (here as to small group) was given the Pourashava Model Tax Schedule, 2014 and requested them to fill up blank space of the form given (i.e. Pourashava Model Tax Schedule,2014 Application Assessment Form). After 20 minutes over, facilitator shown the same form on a power point slide and invited the groups for plenary. Before going to next session, all participants took part in the ice breaking work. Outputs Assessment of application of Pourashava Model Tax, 2014 Schedule was determined and clarified.


Day 1 Session 5 Identification of the Non Tax revenue sources and updating procedures by Pourashava. Learning points The session mainly focused on the identification of non tax revenue sources those yet not under tax coverage of the Pourashava. Process At the beginning of the session, participants were divided into two groups on Pourashava wise. Facilitators then briefed small group about the purpose of this session and briefed the tasks of small groups in selection (through trick marks items on the non-tax items pestered on the flip charts:  1 tick () mark on the items under tax coverage;  2 tick () marks on the items under tax coverage and possible to increase its tax rate.  3 tick () marks on the items not yet under tax coverage but to be a new sources of revenue. Through this exercise, the two groups (Pourashavas) identified their potentials sources of non-tax revenues. The groups then presented their work in a plenary .After that, facilitator summed up the group discussions with key learning points. Outputs Non tax revenue items were identified.


Day 2 Session 6 Functions and roles of standing committee on tax and non-tax issues according to law. Learning points The focus of this session was to let participants understand the roles and responsibilities of the Standing Committe in mobilizing tax and non tax revenues. The following areas were covered during the discussion:  Functions of the standing committee as per ToR  Decision making roles of the standing committee. Process Facilitator initiated the discussion by asking the participants what came into their mind when they heard the ‘standing committee of the Pourashava ’ and the ‘standing committee of the National Assembles’. Participants gave various responses on this question. Facilitator then explained that the portfolio of the standing committee at both levels equally be significant in their respective field of works. Facilitator again explained about the single and joint responsibilities of the Mayor, Councillors and Officials in a Pourashava. After that Facilitator displayed the power point slides on ‘the functions of the Standing Committee and shown first the picture of each slide and then brainstormed the participants by asking questions what came into their mind seeing this picture and after taking different responses from the participants on each slide, facilitator clarified the functions of the standing committee one by one. Before going to ‘role play’ on Standing Committee meeting, facilitator briefed the roles of each standing committee member during meeting. Then, Standing Committee held a dummy meeting and took part in the discussion for decisions based on a case study given. Other participants observed the meeting proceedings and delivered their observations in a plenary. Outputs Roles and responsibilities of the standing committee were identified and clarified.


Day 2 Session 7 Tools and Techniques of Tax Collection. Learning points The main purpose of this session was to expose about tools and techniques in collection of revenues of the Pourashavas. The following areas were covered during the session: 1. Causes and effects of low tax collection 2. Tools and technique of tax collection. Process Session started with the energisers. After that, facilitator defined the meaning of tools and techniques of tax collection and then requested participants to share about their existing tools and techniques used for tax collection. Participants responded different ways and took part on the large group discussion. After that, facilitator presented and explained ‘the cause and effects relations of low tax collection ‘and ‘tools acts on three ways’ on power point slides. At the end, the facilitator presented different tools of tax collection through VIPP cards on the board and explained about how techniques should be in using the tools for tax collection purpose. 

Outputs Causes and effects of low tax collection were identified. Tool and techniques of tax collection were indentified and clarified.


Day 2 Session 8 Rules and procedures of hat-bazzar,bus terminal, etc leasing out. Laws of govt. khas land and its procedure of taking leases. Learning points The purpose of this session was to discus about theoretical and policy matters regarding giving leases of hat-bazzar, bas-stand etc and taking leases of govt Khas lands. Process Facilitator opened the session by requesting the participants to share openly their practices and experiences in giving and taking leases of Khas lands. Participants shared opinions about their present practices and reality in taking leases of govt. khas lands. After that, facilitator delivered photocopies of relevant govt policies and rules among the participants and displayed power point slides of leases’. While explaining these, the facilitator asked the participants whether they had been following all the steps of the rules and policies, in the Pourashavas or not. A large group discussion was held on this topic. Outputs Rules and procedures of leases were explained.


Day-2 Session 9 Course overview, evaluation and closing. Learning points The main purpose of this session was to review the training review and evaluation and closing. Process On the last day of the training, facilitator reviewed the session contents of the training and check whether the expectations of the participants had been met and asked participants what they learned as a result of training and how they would be able to use what they learned. A training evaluation was done using questionnaires. Nine questions were asked to participants to know their learning and 2 questions for their overall reaction and suggestions for improvement of the training for future. Participants expressed their satisfaction regarding the training and expressed their commitment to apply the knowledge and skills gained through this training .On behalf of GIZ facilitator/ officials thanked all the participants for attending in the training. At last speech, participants again thanked GIZ to arrange this very nice training and highly congratulated facilitators for their facilitation in the training. Further he requested to continue this type of training in the future . Outputs The training was concluded with course review, evaluation, last speech and group photo session.

Participant’s feedback Participants gave feedback by expressing their positive feelings in respect of trainings and gave special thanks to GIZ for giving scope in terms of the training under the project. They also expressed their gratefulness to EUG team. They said that the training course would be very helpful in mobilizing revenue from tax and non-tax revenue sources and carrying out their day to day activities in the Pourashava. They also said that the duration of training was too short which need to be extended. Al last, they also thanked the facilitators for their sincere and friendly contribution to make the training a success.


IV.

Lesson learnt

Overall major learning that came out from the trainings is as follows: 1. Participants felt that the training had provided them with some new set of skills and knowledge would enhance their service delivery skills at workplaces. 2. A set of tools such as, lesson activities, energisers, games, moral stories had been used in the trainings; therefore the participants did not feel fatigue. 3. The participants were mix of diverse knowledge and experiences. This created the training a forum of horizontal learning, thereby making the training more impactful. 4. More group discussions were emphasised during the training keeping in a view the participation from different Pourashavs.Through this approach, an informal network of knowledge sharing was created amongst different Pourashavas working towards the same goal. 5. Day wise topics were so many that the facilitators had to let the discussion in a concise brief.

V. Conclusion The trainings had been very much responsive from the participants because of creating a base understanding on tax and non-tax revenues income of Pourashava. Further review and follow up would open up windows to enrich the training for adoption and implementation purposes in future.
