I.

Description of the Training

1. Background:

The Enhancing Urban Governance (EUG) Project has been implementing by the Local Government Division (LGD), Government of the People’s Republic of Bangladesh, supported by the Government of the Federal Republic of Germany. The German Federal Ministry for Economic Division and Cooperation (BMZ) and the Swiss Agency for Development and Cooperation (SDC) is providing in-kind contribution to the project through the Deutsche Gesellschaft fur Internationale Zusammmenarbeit(GIZ), to provide technical cooperation to LGD to implement the project. EUG is working 16 Pourashavas in two districts namely Rajshahi and Chapainawbgonj of the north western part of Bangladesh. The project is focused on two components i.e. Component A: Support for Urban Governance Improvement and Policy Advocacy and Component B: Support for Horizontal Learning and Exchange among Urban Actors. Considering to improvement of Pourashava governance and service delivery to the citizens, EUG project intend to organize a series of trainings in different areas like organizational, governance improvement, leadership development, gender and Municipal financial improvement for 16 Pourashavas in Rajshahi and Chapainawbgonj districts. The training on Budget Preparation and Implementation of Pourashavas’ had been delivered under Contract Agreement of the Individual Consultancy Services for delivery of training on Municipal Finance (contents Package B, under contract no. 83208431) for Enhancing Urban Governance (EUG) Project, GIZ. 2. Services delivered under ToR of the Consultant At beginning of the work the Consultant discussed with the Team Leader of EUG during meeting on 20 th and 23th August 2015. It provided the consultant an opportunity to reach a common understanding on the tasks of the consultancy services. Accordingly, the consultant had submitted a concise Inception Report that included the approach and methodology on how the consultant would carry out the consultancy assignments. Over the consultancy period, the consultant closely worked with the Expert, Municipal Financial Planning and Management of EUG at Rajshahi and received supports and guidance and feedbacks very inclusively and cooperatively. Therefore the consultant had able enough to deliver the following deliverables: (1)

Detailed design and implementation training plan ;

Training modules plan of each training course;

Power Point presentation of all training courses;

(5)

Short presentation of each training session before hand;

(6)

Documentation of training materials both in hard and soft copies;

3. Training objectives, Outputs and Contents

5. Training Approaches applied Technical approach of this consultancy was based on the belief that all the participants who participated in the training had ideas to contribute. The consultant just stimulated their ideas and discussions in the training within a structured outline. Various interactive training aids, materials, energisers and games were used in the training to be made the trainings more interactive, lively and participatory as well as friendly. Throughout the session, participants had been responsible for their own learning while the facilitators at the training just facilitated links between theories, practices and drawn out collective experience from the participants. 6. Training proceedings and results

Day-1 Session 1 Registration, Introduction and Opening Inaugurated by Mayor or Councillor inaugurated the training session which was followed by an opening speech. Introduction of the participants For this purpose, participants stood roundly and thrown thread ball to each other and introduced him/her and thus made them a network Introducing training objectives Training objectives were written on the poster and introduced among the participants. After that the facilitator explained the process of the training and methods that was to be followed during the training. Collection of participant’s expectations For this purpose, participants were requested to tell their expectations and then facilitator written these on the poster paper. Ground rules of training Facilitator asked the participants whether they needed certain ground rules to be followed in the course or not. Participants were positive and were interested to adopt the norms .Then participants shown the ground rules written on the poster.


Day-1 Session 2 Pourashava financial management and related acts. Learning points The following areas were covered during the discussion:  Meaning and areas of Pourashava financial management.  Roles of different actors in Pourashava financial management. Process Facilitator firstly defined the Pourashava financial management and then displayed the power point slides and followed by VIPP cards and openly discussed about different parts (i.e. revenues, expenses, fund & investment, budget, accounts and audit) of financial management and its stakeholder’s roles and responsibilities as per Pourashava Acts. Facilitator then divided the participants into Pourashava-wise three groups and gave them assignment to find out the right answers/opinions of quiz questions /themes through group study and sharing. Each group finally presented their group tasks.. A cross discussion was held among the groups favouring their own preferences. 

Outputs Different parts of Pourashava financial management were clarified. Roles and responsibilities of the concerns in Pourashava financial management were identified.


Day-1 Session 3 Preparation and approval of Pourashava annual budget Learning points The following areas were covered during the discussion:  Introducing Pourashava budget documents, forms and statements;  Rules and procedures of Pourashava budget preparation and approval;  Exercise on preparation of Pourashava budget. Process Facilitator used power point presentations fordelivery and introduced the participants firstly budget documents then forms and statements as prescribed in the law. Then facilitator presented the slides on budget charts, cycles, rules and procedures and discussed interactively with questing- answering. After discussion, participants were divided into three groups on Pourashava basis. Before the group work, participants were given budget exercise-sheet and briefed on how the groups would prepare Pourashava budget as per numerical data given in the exercise sheet. Each group/Pourashava made their dummy budget on the poster paper and presented in the plenary.   

Outputs Budget documents, forms and statements were introduced and clarified; Rules ,steps and procedures of Pourashava budget preparation and approval were explained; Hands on exercise on budget preparation.


Day-1 Session 4 Budget Implementation of Pourashava Learning points The session mainly focused on discussing the steps and plans in implementation of Pourashava budget. The areas covered during the discussion were:  Revenue income plan;  Expenditure plan;  Works implementation plan. Process Beginning the session, facilitator wanted to know from the participants whether the Pourashava would prepare or follow any plan for budget implementation and how ways. After that, facilitator presented power point slides and discussed on the issues presented. Facilitator shown three forms of budget implementation on slides and suggested for use. A case study on ‘national government budget implementation’ was shared and discussed also. An open discussion was held on this topic at last. Outputs Rules and plans of budget implementation were introduced and discussed.


Day-1 Session 5 Budget monitoring of Pourashava Learning points The main purpose of the session was to let participants understand about roles and responsibilities in regards to budget monitoring. The following areas were covered during the discussion:  Process in monitoring of Pourashava budget;  Budget monitoring exercises. Process Facilitator first cleared the purpose and concept of budget monitoring and then used power point slides and discussed roles and responsibilities of Pourashava officials and elected representative as per laws. Before went to group work, participants were briefed two methods of budget monitoring. Each group was given exercise sheets, budget monitoring forms (tagged on coloured poster) and marker pen. Groups discussed among themselves and filled up the ‘budget monitoring forms’ with correct amounts and calculated the percents. Then each group shared their findings with the entire group.   

Outputs Purpose of budget monitoring was clarified; View-points in monitoring of budget were identified and explained; Hands on exercise on budget monitoring.


Day-2 Session 6 Accounts and Audit of Pourashava Learning points The purpose of the session was to discus about theoretical and .practical aspects of Paurashava accounts and audit system. The following key areas were covered during the discussion:  Accounts flow chart of Pourashava;  Use of accounts in budget monitoring;  Audit laws and procedures of Paurashava;  Value for money audit. Process Facilitator one by one introduced the power point slides and briefly discussed flow chart of accounts, importance of accounts in monitoring of budget, rules and procedures of govt. audit, cause and effects of audit observations and way forward of audit reply, value for audit money. While explaining the topics, the facilitator asked participants to let questions if anything unclear or further clarifications. Then each unclear point was jot down by large group open discussions and experience sharing. Outputs Key focal areas of Pourashava accounts and audit identified and discussed.


Day-2 Session 7 Participatory budget of Pourashava Learning points The session aimed to highlight the importance of participatory budgeting and spell out its key areas. The following areas were covered:  Means and ways of participatory budgeting’  Role play of Word Committee and TLCC meetings on budget issues. Process At starting the session, facilitator shown a case study on ‘budget evaluation and audit of the national government’ on power point slide and discussed. Then facilitator shown a slide on ‘flow chart of participatory budgeting at Word Committee and TLCC’ levels and explained how the Pourashava could make the citizen be able to contribute in Pourashava budget. Then facilitator arranged two dummy meetings of Ward Committee and TLCC to make the session lively and participatory. First, Ward Committee meeting and then TLCC meeting was demonstrated in a realistic but dramatic ways. Various key messages and lesson learns were passed through these two meetings. Outputs Importance of participatory budgeting and spell out its key areas indentified and clarified.


Day-2 Session 8 Poverty, gender and person with disable responsive Pourashava budget Learning points The main focus of this session was to make participants aware on the three aspects of budget responsive areas in the following:  Meaning of poverty, gender and disable responsive budget;  Budget reality test on the above three issues. Process The session started with displaying a video on’ Urban Poverty & Vision of Change’. After watching, some participants expressed their views and opinions. After that, facilitator presented slides on poverty, gender and disability and discussed how well gender based discrimination and depravation against women, poor and disability could be reduced/prevented through budget allocation and spending. After a short discussion, facilitator presented two slides and explained whether the issues of gender, poverty and disability were addressed in the Pourashava budget could be evaluated in two ways, like ‘asking five basic questions’ and ‘comparative analysis of budget.

Day-2 Session 9 Course overview, evaluation and closing. Learning points The main purpose of this session was to review the training review and evaluation and closing. Process On the last day of the training, facilitator reviewed the session contents of the training and check whether the expectations of the participants had been met and asked participants what they learned as a result of training and how they would be able to use what they learned. A training evaluation was done using questionnaires. Nine questions were asked to participants to know their learning and two questions for their overall reaction and suggestions for improvement of the training for future. Participants expressed their deep satisfaction regarding training and expressed that the knowledge and requested to continue such type of training in future. Outputs The training was concluded with course review, evaluation, last speech and group photo session.

Participant’s feedback Participants gave feedback by expressing their positive feelings in respect of trainings and gave special thanks to GIZ for giving scope in terms of the training under the project. They also expressed their gratefulness to EUG team. They said that the training course would be very helpful in preparation and implementation of Pourashava budget. They also said that the duration of training was too short which need to be extended. Al last, they also thanked the facilitators for their sincere and friendly contribution to make the training a success.

IV.

Lesson learnt

Overall major learning that came out from the trainings is as follows: 1. Participants felt that the training had provided them with some new set of skills and knowledge would enhance their service delivery skills at workplaces. 2. A set of tools such as, lesson activities, energisers, games, moral stories had been used in the trainings; therefore the participants did not feel fatigue. 3. The participants were mix of diverse knowledge and experiences. This created the training a forum of horizontal learning, thereby making the training more impactful. 4. More group discussions were emphasised during the training keeping in a view the participation from different Pourashavas. Through this approach, an informal network of knowledge sharing was created amongst different Pourashavas working towards the same goal. 5. Day wise topics were so many that the facilitators had to let the discussion in a concise brief.

V. Conclusion The trainings had been very much responsive from the participants because of creating a base understanding in preparation and implementation of Pourashava budget. Further review and follow up would open up windows to enrich the training for adoption and implementation purposes in future.
