Take the lead

Carmen Larson began her role with Sarasota County Schools as a dance teacher at Booker High School in 1994, but soon found that students would come to her for more than instruction: they also wanted life advice.

It led to a career as a counselor, with Larson being announced as the first school counselor in Sarasota to win the 2024 Florida School Counselor of the Year award from the Florida School Counselor Association on Oct. 27.

“I’m just thrilled to receive the award,” Larson said. “I’m thrilled to represent Sarasota County.”

According to Sarasota County Schools, the award is intended to recognize those who have successfully managed comprehensive programs, worked to advance the profession, and passionately advocated for the needs of community members.

Some of Larson’s work with the school district has included leading other counselors in the county by creating a District Action Plan and advocating for other counselors in the profession on a state level.

She said it is important for the community to recognize the work counselors perform.

There’s more than one way to honor local veterans, and two local dentists recently proved that just ahead of Sarasota’s official commemoration of Veterans Day. Dr. Mili Patel and Dr. Phennatda Polpornvitoon led an initiative to give 12 veterans a chance to smile again.

On Nov. 10, Smile Design Sarasota dentists performed free dental restorations including full arch dental implants for 12 veterans at their office at 7277 Bee Ridge Road.

While often costly, a full-arch dental implant can be a lifetime procedure that allows the patient to benefit from dentures that are “anchored” in place.

A Bradenton man has been sentenced in connection with a June 2021 traffic crash fatality in the 1200 block of North Beneva Road in Sarasota.

On Nov. 3, Jordan Schopfer, 32, pleaded guilty to vehicular homicide and driving while license suspended, causing death or serious bodily injury. He crashed into a 60-year-old motorcyclist, whose name was withheld under Marsy’s Law. Investigators developed probable cause that Schopfer inhaled nitrous oxide, the initial effects of which are similar to those of anesthetics that may be followed by hallucinations, general depression, slurred speech and drowsiness or sleep within seconds to minutes of use.

Death of man in SPD custody investigated A man who died while in custody of the Sarasota Police Department early Sunday, Nov. 12, is under investigation by the Florida Department of Law Enforcement.

Shortly before 4 a.m., officers responded to the 1600 block of Devonshire Lane to investigate a report of a suspicious person. The subject, a 50-year-old white male, died while in custody.

or nearly a decade, Sarasota-Bradenton International Airport President and CEO Rick Piccolo has attempted to persuade leadership at New College to begin acquiring property it leases from the airport because a failure to do so, he said, threatens the future existence of the school.

Although more than 30 years remain on a 100-year lease for 32 acres that largely comprise New College’s East Campus, Piccolo has warned that now is the time to act while the land on which the college has built facilities can be acquired at a reasonable price.

The Federal Aviation Administration requires that airport property be leased or sold at fair market value.

Piccolo said he can’t forecast what that figure will be in 2056, but estimates rent could run as high as $20 million per year or the price to acquire the land may top $200 million. That’s even assuming the Sarasota-Manatee Airport Authority (SMAA) at that time decides to renew the lease.

“I’m just throwing numbers out there, but it’s going to be some astronomical number,” Piccolo said. “I said the state Legislature is going to laugh you out of the session and ask why didn’t you do any of this beforehand. What I have encouraged the presidents to do every year was look at how would you eat an elephant.

“One bite at a time.”

The lease between SRQ and New College was signed in 1957, at the time for a shopping area to be built, according to Piccolo. Terms included no increase in rent for 50 years with a 50-year option to extend. In 1966, the lease was amended to allow, among other things, the I.M. Pei college housing to be built on the site.

That amendment stipulated that the rent be tied to the consumer price index.

“The rent for 32 acres then was $1,300,” Piccolo said. “We’re now up to a whopping $96,000 because the CPI is based on that base rate to begin with.”

That’s still far short of the fair market value the FAA will require at the expiration of the lease.

New College acquire a few acres each year so that by the time the lease expires the college will own 25 of the 32 acres, the remaining seven acres would be part of a land swap with the college. The airport needs those seven acres along General Spatz Boulevard near the north side of the airfield for a future Concourse C (dark blue shaded expansion area in graphic above) as its final expansion to a total of 32 gates.

Piccolo sees it all as a win-win.

“I tried to explain all these business problems, and for all these educated people, they never listened to me,” Piccolo said. “Why not go to the Legislature each year, say you need to buy 3 acres of the land and get the $1 million or $2 million, whatever is the appraised value, and buy it down little by little so that when the lease expires, you own the college. We don’t want the college. We don’t want to destroy the college, but we need to solve this problem.”

A RECEPTIVE AUDIENCE

In an October 2016 email to thenNew College President Donal O’Shea, Piccolo first broached the subject of the school acquiring the property.

“We have pointed out the necessity for New College to begin now in addressing the inevitable expiration of the 1966 lease on Pei Campus, which comprises fully a third of the institution’s acreage, and will inexorably necessitate either a large land and building purchase by the college or a significant annual increase in lease payments for both the land and buildings as they revert to the airport,” Piccolo wrote.

All to no avail. Piccolo said he unsuccessfully made the same pitch to O’Shea’s successor, Patricia Okker.

Now, though, he has found a receptive audience in Richard Corcoran, the school’s current president who, as former speaker of Florida House of Representatives, has experience in legislative matters such as securing funding to buy the land.

“From day one on campus, Rick Piccolo has been a supportive neighbor to New College,” Corcoran said in a statement. “Not only did Rick reach out to me in my first week in this position, he has been gracious to identify potential challenges for New College related to land use in our future, and he has been a thoughtful partner in identifying solutions together.”

“This isn’t the first time I’ve talked to New College about it, but he’s the first guy to understand it,” Piccolo said. “I’m trying to make sure that both the airport and the college can coexist forever.”

One of the fastest growing airports in the country, SRQ has ambitious plans to grow south of the terminal.

Decoupling from its longtime status as a “development of regional impact,” the airport authority has recently won rezoning approval from the city of Sarasota to develop nearly 100 acres it owns between the airfield and University Parkway. It plans to use the land for additional parking, a consolidated rental car servicing and storage facility and revenue-generating commercial development.

Currently under construction is a new ground-based boarding concourse with five new gates, which will be Concourse A. The long-range master plan shows an expansion of that facility with five more groundbased boarding gates plus a connector to the existing 13-gate Concourse B, which will include four more jet

bridge gates. Finally, FUTURE EXPANSION Concourse C will bring seven more gates minus one of the current gates that will be lost to that expansion.

‘THERE WILL BE NO NEW COLLEGE’

Any agreement reached between New College and the airport authority must be approved by the FAA, which not only requires fiscal responsibility of airport operations — hence the mandate to rent or sell land at fair market value — and any land swap.

Piccolo knows he will be long gone by the time the New College lease expires, but even now the college faces significant obstacles if it wishes to build on airport land as that expiration looms on the horizon.

“You’re a lessee of mine. I own your land, and I’ll own your buildings 30 years from now,” said Piccolo, speaking as the airport authority. “That’s a problem because those buildings have been neglected for so long that when they have to invest and build new facilities there and they have to float bonds, they’re not going to be able to get the bonds underwritten.

Investors are going to say you don’t have a lease that goes that long, so there’s no guarantee that we’ll get our money because you’ll be gone.”

And by gone, Piccolo means gone.

If unable to purchase the land by 2056, or secure a new lease, he said the school would likely cease to exist.

“The airport’s going to own the college, and I can tell you right now, the airport is not going to let New College stay there for $100,000 a year,” he said. “It will demand fair market rent, which means they’re going to be leaving, and there will be no New College.”

Housing crisis hits home Chamber survey and summit spotlight lack of affordable housing for area workers.

D

espite efforts by state and local governments to incentivize the development of affordable housing for workforce individuals and families, little has actually been done to close the gap locally. That is in no small part due to the post-pandemic economic realities of rising costs and local real estate market forces.

Both city and county governments have recently enacted legislation to provide density bonuses and costsaving incentives to help solicit voluntary participation among the development community, but it remains too soon to gauge their effectiveness. Meanwhile, employers are finding it increasingly difficult to attract workers largely because of the cost of housing.

On Wednesday, the Sarasota Chamber of Commerce gathered leaders of the business community in the auditorium at Sarasota Memorial Hospital to share ideas and encourage innovation to help address the problem.

And to administer a reality check.

Sarasota Chamber President and CEO Heather Kasten provided a simple definition of affordable housing, eschewing the complicated formulas of percentages applied to area median income.

“So that we can all make sure we’re singing off the same sheet of music, affordable housing is defined as if housing is affordable for an individual if it is less than 30% of their gross income,” Kasten said.

In round numbers, for an individual making $50,000 per year, that equates to housing costs, including utilities, of $1,250 per month. For a family earning, say, $80,000 per year, that’s $2,000 per month.

Neither are easy, or sometimes possible, to find.

Blaming developers is easy, but Gulf Coast Community Foundation Director of Community Investment Jon Thaxton said it isn’t that simple.

“The reality is it’s financially impossible to build housing affordable to people making under 100% AMI in Sarasota County,” Thaxton said. “In fact, it’s really hard to do it under 200% of AMI because of the cost of the land, the cost of labor, the cost of construction, materials, the cost of permitting, etc. By the time you factor all those in, you cannot produce affordable housing in Sarasota County for over 40% of our households, which equates to 60,000 households currently spending more than 30% of their income on housing.”

Why should that concern the business community? Kasten said the impact over the last two years is a growing inability to recruit, hire and retain employees, particularly recent high school and college graduates.

The reverberations throughout the local economy are palpable, particularly as young professionals leave — or never consider coming here — in favor of more affordable locales.

A survey of workers was even more poignant. “Over 1,500 of our responses came from people who actually turned down jobs in our area because of the lack of affordable housing, and the survey also revealed that single employees are having the most difficult time.”

Key impacts on companies, according to those surveyed, include struggling to retain staff and new hires, decreased employee morale, declining productivity, and rising wages falling short of the increasing cost of living.

pany,” Kasten said. “He states that his company is trying to attract the type of young professionals that our community should want to stay in Sarasota.”

A recent survey of the chamber’s Young Professionals Group, Kasten said, yielded more than 500 responses from those ages 40 and younger.

Of those responses, 96% reported that housing is negatively affecting the economy and 70% are considering leaving Sarasota because of the cost of housing, Also, 20% of them are commuting more than 40 miles per day because they cannot afford to live locally.

“A couple of key things from the comments were that YPG members believe there’s a disconnect between local wages and our cost of living,” Kasten said. “They feel that the community caters more to tourists, so you can see and feel the real gravity of this housing issue.”

Thaxton revealed some details of a recently completed report by a joint city-county affordable housing advisory committee, highlighting one recommendation in particular.

“It actually came from Drayton Saunders, one of the leading real estate brokers in the Southeastern

United States, and the suggestion is that the county take a very small portion of the increase in property taxes that accrued to the general fund budget and appropriate that to the Affordable Housing Trust Fund,” Thaxton said. “There’s a rational nexus to it, it makes a lot of sense and it allows our county commissioners to make the decision on how that money is to be spent.”

After an hour of dishing out food for thought, Kirsten Russell, vice president of community impact of the Community Foundation of Sarasota County, left the business leaders with final thoughts to digest.

“Hopefully all of you have learned something and hopefully there’s a passion point for you within this,” she said. “What we’re hoping today is that you take this information and do something with it because we can talk a lot, but we need action.”

s his one-year term as mayor of Sarasota expired on Monday, Kyle Battie handed the gavel to Liz Alpert, who will occupy the center chair of the City Commission Chamber dais for a second time.

During a statutory meeting on Monday, commissioners unanimously selected Alpert, who served as vice mayor over the past year, to be mayor and Jen Ahearn-Koch to be vice mayor for the coming year. Alpert was previously mayor in 2018-19.

Ahearn-Koch held the gavel in 201920.

In Sarasota, the mayor is not an elected position; the mayor serves a one-year term and is selected by the City Commission.

The mayoral selection followed Alpert being awarded a key to the city

by Battie, who cited her support and guidance during his year as mayor.

An emergency meeting called the new mayor away, so Ahearn-Koch presided over much of the commission workshop that immediately followed, which included an update from staff regarding impending and longer-range planning of transportation projects. Among them:

RINGLING BOULEVARD/PINE PLACE ROUNDABOUT

What City Manager Marlon Brown once described as a “funky intersection” will be replaced with a roundabout at the Sarasota County Administration Center where a side street also serves as the vehicle entrance to the U.S. Post Office. Reconstruction is due to begin next spring.

The lowest bid at $3.7 million exceeded the city’s budget, prompting staff to seek funding to fill the

gap.

“We submitted a request to the Florida Department of Transportation for additional funding for this project,” said Capital Projects Manager Camden Mills. “They have fulfilled this request and we’ve drafted an updated agreement. They’ve added additional federal funds for this project, and our new total budget is just over $4 million.”

Benderson Development is in the early planning stages to redevelop the government building and surrounding parking lots after the county vacates it by December 2025.

Commissioner Debbie Trice asked if the roundabout design is taking into account the traffic a mixed-use development will bring.

“That’s why we’re doing a roundabout,” Brown said. “With the roundabout you get better flow. This will precede the development of that property.”

The target date for the start of construction is March 2024. Mills said substantial completion is estimated at 240 days with the project fully complete in 300 days.

SERENA STREET PEDESTRIAN BRIDGE

Located one block north of Fruitville Road just west of Beneva Road, the project will provide a neighborhood connection from the end of Serena Street over a county-owned and maintained drainage ditch into the Town and Country Shopping Center. The project cost estimate is $440,000.

“The final construction plans are currently under review with city staff and we’re coordinating with the shopping plaza,” Mills said.

“Our next steps for this project will be to complete the design, continued coordination with a neighboring

property owner that will be adjacent to this bridge, and then an interlocal agreement with Sarasota County.”

That agreement is required as the county owns the ditch. Mills said staff anticipates soliciting construction services for the project in late 2024.

NEWTOWN SIDEWALK IMPROVEMENTS

Contracted survey work is due for completion at the end of November on a project area mostly west of U.S. 301 between Dr. Martin Luther King Jr. Way and 31st Street. The project area is based on an in-house analysis that scored existing sidewalks and gaps with criteria including proximity to schools, medical centers and essential services; as well as trip hazards and ADA compliance.

The city is waiting to receive $1 million in federal funds for the project.

“Once we receive the completed survey we will begin an in-house design and that takes somewhere between eight to 12 months to complete,” said Senior Transportation Planner Corinne Arriaga. “We will be looking at getting easements with property owners if necessary.

There’s a federal appropriation for this project. We’re just waiting for the bill to be approved at the end of 2023 and our expect our estimated construction year would be 2025.”

The project will be tiered based on the city’s project scoring methodology.

“We will see what that million dollars will knock out,” Arriaga said. “If that completes all of Phase 1 then we can move on to that second tier. If it doesn’t complete all of Phase 1 then we move on to how do we get funding for the rest of Phase 1.”

Only in the pre-project planning phase, the city is required to complete an environmental study to meet federal requirements to extend Legacy Trail northward to and across Fruitville Road and continue into the Bobby Jones golf course and nature park area.

Public meetings will be held Dec. 12-14 at the VFW at 124 S. Tuttle Ave. from 5:30 to 7:30 p.m. to seek input on two route options. First is along Beneva Road then crossing Fruitville Road at the intersection and continuing along the existing Circus Trail. the second option turns east near the trail crossing at Beneva before curving north through an easement and crossing over Fruitville and extending between the golf course and the Fairway Oaks neighborhood.

Input from those meetings will contribute to the final report due sometime in spring 2024.

To access the trail extension, pedestrians and bicyclists will have to cross Fruitville Road. “Is that going to be allowed?” asked AhearnKoch.

“We’re looking at an interim solution, which would be a pedestrian hybrid beacon, similar to what you see at the roundabouts,” said Chief Transportation Planner Alvimarie Corales. “That is in the interim because a pedestrian bridge is going to take a couple of years to build, but taking that into account we also have to accommodate a safe crossing regardless of whether it’s going to be on Beneva using the traffic signal or at mid-block.”

In addition to those projects, staff discussed plans for the 10th Street and Boulevard of the Arts complete street projects, which have reached the 30% design phase for which federal grants have been applied by the city. Farther out are Main Street and Fruitville Road improvements in downtown in addition to a St. Armands Key complete streets project — none of which have identified funding sources.

We need a housing leader Politicians and government won’t solve the affordable housing shortage. It will take a champion, or champions.

A

t last week’s Sarasota Chamber of Commerce summit on affordable housing, business owners, public policy makers and not-forprofit foundation executives heard yet again — yet again! — the dire facts about the unaffordable cost of housing for the working class.

As summits often go, it ended with yet another call to action — and with hope. Kirsten Russell, vice president of community impact of the Community Foundation of Sarasota County, closed the summit saying: “… [H]opefully, there’s a passion point for you within this.

What we’re hoping today is that you take this information and do something with it, because we can talk a lot but we need action.”

To be fair, the Sarasota City Commission has been taking action, creating incentives that would give developers increased densities in downtown projects in exchange for a percentage of affordable units.

The Legislature and governor in the last session adopted the Live Local Act, which allocates $700 million to subsidize developers who build affordable housing; provides loans; and mandates local govern-

ments to allow multifamily rentals on any site zoned mixed-use, commercial or industrial in exchange for 40% of the units to meet an affordability threshold.

It’s too soon to say whether any of those measures will make a dramatic difference. Let’s hope they do — even if we all know, as the saying goes, “hope is not a strategy.”

Here’s another saying that is apropos: People don’t change until there is too much pain.

Well, the pain is pretty high. As we’ve said on this page enough times to fill barrels of ink, Florida housing is no longer affordable.

And the summit reinforced that yet again with data. To wit: Of more than 500 respondents to a survey of members of the chamber’s Young Professionals Group (all under age 40), 96% said housing is negatively affecting the economy; 70% said they are considering leaving Sarasota because of the cost of housing. Twenty percent are commuting more than 40 miles a day because they cannot afford to live locally.

Jon Thaxton, senior vice president at the Gulf Coast Community Foundation, told summiteers: “The

reality is it’s financially impossible to build housing affordable to people making under 100% AMI (area median income) in Sarasota County.” In fact, he said after factoring in the costs of land, labor, construction, materials, permitting and everything else, housing is unaffordable in Sarasota County for more than 40% of the households; or, 60,000 households are spending more than the benchmark peak of 30% of their income on housing.

The adverse effects of these facts are touching everyone in Sarasota and Manatee counties.

Every employer will tell you hiring qualified people is the most acute pain point. In a chamber survey of employees, more than 1,500 respondents “came from people who actually turned down jobs in our area because of the lack of affordable housing.”

All employers are struggling to retain employees, and employee morale and productivity are declining because wages are not keeping up with the cost of living.

All this translates to a lower level of service wherever we go, whatever we do, because of a shortage of labor. It means higher prices for everything because employers must pay more to attract and keep employees and pass those costs onto consumers. It means a disappearing

middle class and a two-tier community of rich and poor. It means our children and grandchildren will leave to find opportunity elsewhere.

It means more development will be pushed farther east, where land costs are less. Which means more cars on the roads to accommodate commuting employees. Interstate 75 already comes to a standstill during rush hours.

What’s the solution? There are no solutions, only tradeoffs.

Here is the choice: More supply to meet demand and alleviate the pain? Or more of the same: Residents and local governments restricting, blocking and rejecting housing styles they don’t like?

This is for sure: More government housing trust funds, subsidies and intervention will never really solve the problem. Nor are those methods morally right — taking from one to convey an unearned benefit on another.

If lowering or capping the cost of housing is the objective, here is what it will take: 1) A champion, or champions, to lead the cause; 2) A champion, or champions to build coalitions of residents and employers; and 3) The resolve to solve the problem. Who will step up?

One more saying: The only reason something is not accomplished is because it wasn’t made a priority.

Biden botches another: AI regulations

e have reached the proverbial fork in the road with respect to regulation of artificial intel-

ligence.

One path is to watch carefully for harmful abuses or misuses of AI the market cannot or will not fix and create regulations to resolve and/or minimize those problems.

The other path is to create regulations designed to prevent from occurring in the first place any imaginable or possible abuse or misuse of AI. The path we’ve been on has been tremendously successful. It allows for innovation and exploration, with a certain amount of trial and error. It relies on the desire of both providers of AI products and consumers for something that users find valuable and safe and to fix any problems that occur before they affect any or most consumers.

Regulation’s role is to step in to solve real problems that emerge where government intervention is the only fix. This is often called permissionless innovation.

The new path we are being asked to consider does not allow a lot of innovation and exploration. It entails various bureaucracies charged with defining in advance what can and cannot be tried and explored.

Innovators and researchers must explain what they want to try and obtain permission before doing so.

Meanwhile, bureaucrats who are not inventors try to imagine what ideas might be out there, how they might go wrong and then regulate those theoretical harms before they happen. This is often called using the precautionary principle.

On Oct. 30, President Biden released an executive order on regulating AI. Unfortunately, these regulatory procedures fully embrace the second approach, casting AI as a risk that must be carefully controlled rather than an opportunity to trust but verify.

Indeed, the executive order justifies federal regulation of AI by invoking the Korean War-era Defense Production Act, initially a law to ensure production of war materials

when needed and prevent U.S. firms from supplying our enemies. But increasingly, this law has been used to justify all sorts of federal interventions in the economy.

WHAT IS AI?

Ten years ago, to almost anyone you asked that question, he or she would have answered it is machine intelligence that has human ability to reason. The famous Turing Test was an early explanation: If you interacted repeatedly with an entity and could not tell it wasn’t human, it would be AI. But the meaning is different today. Thanks mostly to clever marketing, we now give the AI label to a wide range of mathematical programs (algorithms) and software code that can learn and solve problems.

In many ways, the now-famous ChatGPT and other similar AI programs are like spellcheck programs on steroids. They take a large amount of information and apply complex algorithms to organize that information in response to user queries. Software programs have been trying to get better at this for many years, and now they are finally reaching a new level of success.

Let’s be clear: They are not attempts to create an independently reasoning intelligence.

PROBLEMS WITH BIDEN’S ORDER

U.S. law and President Biden’s executive order recognize this and define AI as algorithms, simply software tools designed to do certain tasks very well and applied in ways that people find exciting and useful.

The executive order starts by asserting that there may be ways the programs can be used by bad actors and therefore must be regulated. It requires any “dual use” AI model to be regulated, meaning any AI

program that has one intended purpose but could possibly be used by someone to create a national security threat, which makes it “dual use.” The definition is broad, not requiring it just be possible to use the AI program for ill, but even if it can be used to evade oversight or control.

Well, anyone with a tiny bit of imagination can think of a way virtually any AI program could be used by bad actors to do bad things. Just like they can use Microsoft Word or Excel, text messaging, database programs — you name it — to facilitate their crimes or attacks.

So, industry has already pointed out this essentially means all AI products are regulated. The executive order requires sharing with regulators any new AI model being developed, including the inner working and innovations involved; reporting any collaboration with foreign researchers or providers; and asking permission to develop new types of AI, which is a sure recipe for insuring many new ideas and innovations won’t get anywhere.

It also helps insure big companies that can more easily wade the regulatory swamp will have huge new advantages over startups and small competitors who don’t have that capacity.

The executive order also requires reporting by companies acquiring, developing or possessing “largescale computing clusters,” so that any entity capable of having an AI model, whether it does or not, whether they plan to or not, just if they have the capability, are subject to the executive order’s requirements.

LABOR PROTECTIONS

Not surprisingly, given the Biden administration’s collaborations with organized labor, the executive order directs the labor secretary

to work with unions and publish “principles and best practices” for mitigating AI’s potential harms to jobs.

Companies seek the most efficient and least costly way to provide goods and services to customers.

As technologies improve that often means substituting machines of various kinds for labor.

Centuries of technological development and history show that this process always creates more jobs than it replaces, though it does create a need for workers to transition if their job becomes feasible for machines to perform.

But there is also a long history of legislators trying to “protect” workers from technological change.

It hasn’t worked and has only harmed consumers by getting in the way of advances in production, improvements in products and reductions in costs.

AI can and should replace some human workers. Rather than trying to stop that, we should be working to help workers navigate the transition to new roles. Biden’s executive order does recognize this as well.

It asks federal agencies to look at ways AI can help workers be more productive and to “modernize immigration pathways for experts in AI and other critical and emerging technologies.”

EMBRACE CHANGE

I have only started learning how to use ChatGPT and other AI tools, but I have colleagues who are doing amazing things with them, finding ways to accomplish tasks that simply would have been too hard or too labor intensive just two years ago. I want to see more of that happening in our economy, in our schools and in our arts and entertainment.

This executive order makes a terrible mistake in treating AI algorithms as guilty until proven innocent.

This can only discourage innovation and the advancement of what are already amazing new software tools with possibilities most of us cannot imagine.

The way to prevent harmful uses of such innovations is not to imagine bad acts with them and prevent them while they are still imaginary.

That way lies stagnation.

The government’s energy would be much better spent trying to understand and evaluate AI developments and hone the ability to identify real market failures where problems emerge that the market does not solve and regulation is necessary.

That way lies progress.

Boulevard of bicycle dreams Public input is open on projects to make downtown streets more pedestrian and bike friendly.

ow that the design phase on “complete street” projects for 10th Street and Boulevard of the Arts is moving from 30% to 60%, city traffic planners are reaching out to businesses and the general public for additional input.

Decisions have already been made regarding the big picture. Now staff is seeking input on some of the finer points residents want to see as the roads are converted into multi-modal corridors that are more pedestrian and bicycle friendly.

In May 2022, the city unveiled preliminary concepts for the two projects: 10th Street between Orange Avenue and Tamiami Trail and Boulevard of the Arts from Orange Avenue to its western terminus alongside The Bay park.

Public input was accepted at that time, and since then engineering and design work has reached the 30% design stage.

“We had a public survey, we’ve had public meetings, and we reached out to the community in the past to gauge what they really wanted to see on Boulevard of the Arts and 10th Street,” said Senior Transportation Planner Corinne Arriaga. “What we heard was that Boulevard of the Arts was really the main street of the Rosemary District and they wanted it to accommodate pedestrians as well as flexible space for sidewalk cafes, for businesses and maybe for events they’d like to have wider sidewalks.”

Already a two-lane street, the result is an early design with “sharrows” indicating shared vehicle and bicycle lanes on what is considered a low-speed corridor. “We’re going

Users of 10th Street will see the largest transformation as, similar to Ringling Boulevard, four lanes will be narrowed to two with protected bicycle lanes on both sides. At U.S. 41 is an already-planned FDOT roundabout.

“For 10th Street, people felt that this was the gateway to The Bay, so if they were going to walk or bike from their neighborhoods, like Central Cocoanut or Gillespie Park, that they wanted a safe place where they could access The Bay park,” Arriaga said. “We focused on creating protected bicycle lanes and wider sidewalks and we did focus on lane repurposing. We are going to reduce it from four lanes to two lanes, but the lanes are going to be wide enough to accommodate the boats that go through so it will accommodate everybody.”

The current round of input seeks opinions about aesthetic features such as materials of benches, planters, landscaping and other functional and visual enhancements.

corridors. Arriaga and other staff members also spent time personally canvassing businesses on and near the two streets to solicit input.

“We want to just make sure that businesses and property owners are aware of it so that way they know when this is built, they had a hand in it,” Arriaga said. “This is where they have their businesses. This is where they make their money. This is their

community, and they had a hand in developing.”

Even at completion of 60% design the projects are not imminent, but plans are to accelerate them beyond the typical road construction process. At that stage, the city will solicit design-build contractors to simultaneously design the remaining 40% and begin construction in phases as design is completed, a process that

cuts years off of projects.

The city has applied twice for, and was denied, a $12 million federal Rebuilding American Infrastructure with Sustainability and Equity grant to pair with $3 million in city funds to pay for the estimated $15 million projects. Each time, Arriaga said, the applications received some high marks, the second elevated above the first.

“We’ve heard from several different people that the third time is the charm,” Arriaga said. “We are really hopeful this time, but if doesn’t happen we’re gonna go to the commission and make some recommendations on how to move forward.”

Design is expected to reach 60% in May 2024. From there, even if the RAISE grant application is successful, Arriaga said because of attached regulatory requirements a timeline for construction and completion remains undetermined.

“If and when you get federal funding, when they give you that money there are many things you have to check off their checklist before you can even go out to bid and use their money,” she said. “It’s tough to tell.”

A HAIRY SITUATION 8:55 a.m., 1200 block of North Palm Avenue Disturbance: The owner of a salon called law enforcement regarding a married couple who frequent his establishment for services causing a dispute over allegations of a relationship between the complainant and the customer’s wife.

An officer was told by the husband that the salon owner called his wife late in the evening and that he believes they are involved in a relationship, but he does not have any proof.

The officer advised the couple to seek another salon for their hair service needs and also suggested they seek couples counseling, to which they agreed. The officer also advised the business owner to no longer provide services to the woman and to not interact with the couple. No further action was taken.

A SPILLED DRINK 10:10 p.m., 0 block of North Lemon Avenue Disturbance: An intoxicated man spilling another male patron’s drink on him resulted in a disturbance, the manager of a purveyor of spirits advised an officer while asking that the subject and his third-party companion leave the business for the evening. The tipsy libation tipper provided an officer with a Finland identification card, but did not give a local address. The subject’s friend advised that he had ordered a rideshare car for both of them and that they intended to leave the scene.

Meanwhile, the patron wearing the cocktail declined to provide information for the report. No further action was taken.

SMACKDOWN 8 p.m., 1500 block of 24th Street Disturbance: A dispute between neighbors resulted in an object being thrown by a juvenile and denting a man’s car. Four officers responded to the call as they tried to sort out the source of the dispute. The complainant said he witnessed one of the juveniles throwing a stick at his car, resulting in a 3-inch dent.

TURN IT DOWN 4:42 a.m., 1600 block of Eighth Street Disturbance: Loud music coming from a street car parked on the street in the early hours of the morning and a resulting confrontation prompted a sleep-deprived resident to call law enforcement. The complainant told officers that the male subject was playing music loudly in his car near her bedroom window. She said she went outside, knocked on his window and asked him to turn the music down, which he did.

She then went back outside a second time to write down the vehicle information, which is when the subject exited his vehicle and began yelling at her.

An officer then spoke with the subject, who admitted to playing music loudly, and that the complainant was aggressively banging on his window and demanding he lower the volume. He also conceded that he then exited the vehicle and began arguing with her.

In conclusion, the subject said the complainant throws parties every week and did not understand why she had issues with the music in his vehicle. The boy’s mother also did not request enforcement action regarding the shoving allegation, only that she wanted the man to leave her children alone.

Downtown zoning indigestion Restaurant and bar zoning changes are not ready for prime time yet, city commissioners tell staff.

ix months spent crafting what was presented as a clarification of definitions and regulations of bars and restaurants in the downtown area, plus multiple rounds of public engagement, weren’t enough for city commissioners.

So they unanimously tabled consideration of a zoning text amendment intended to clarify definitions and regulate operations of bars and nightclubs in downtown.

During their Nov. 6 meeting city commissioners agreed to instruct staff to schedule a City Commission workshop in an effort to clarify the proposed changes.

During the first reading of the text amendment, the testimony of a dozen speakers convinced commissioners the amendment’s details aren’t ready yet.

Staff undertook the task because Sarasota’s current definitions and standards for bars and nightclubs are tied to state licensing and seating requirements, which has resulted in establishments being classified as nightclubs that don’t operate as such while others are classified as restaurants despite operating like nightclubs late into the night.

The goal of the amendment, according to staff, is to clarify and administer regulations for entertainment-oriented establishments based on the intensity of the business, including elements such as live, amplified entertainment and operating hours.

expanding the downtown exemption area map to include redeveloping commercial areas such as north of Fruitville Road and east of U.S. 301.

“What began as a noble attempt by the city manager urged by the City Commission to clarify some definitions on the subject before you has morphed into the creation of even more confusion, ambiguity and internal conflict and has taken upon the character of radically expanding what will become, if this is passed, a

rampant proliferation of bars and nightclubs throughout the city,” said downtown resident Dan Lobeck.

According to the staff’s presentation, the text amendment proposes to update definitions of: Restaurant: An establishment whose principal business is preparing and serving meals selected from a menu to customers during all operating hours. Meals are prepared within a structure or out of view from the public right-of-way, on- or off-site,

and may be served and eaten on the premises.

Bar: An establishment whose principal business is the sale of alcoholic beverages for consumption on premises and at which the location of the counter where alcoholic beverages are served is within a building fully enclosed by windows and doors.

Outdoor bar: An establishment whose principal business is the sale of alcoholic beverages for consumption on premises and at which the location of the counter where alcoholic beverages are served is outdoors or located in a building that is not fully enclosed by windows and doors.

Nightclub: An establishment that operates after 11 p.m. Sunday through Thursday and after 11:59 p.m. Friday, Saturday and the day prior to a holiday that includes a bar and live amplified entertainment and may include a dance area or a restaurant. Windows and doors shall remain continuously closed after 11 p.m., other than to allow the ingress and egress of patrons.

Additional provisions include separation requirements of bars and nightclubs from churches, schools or

another similar establishments, and from residentially zoned property; as well as buffering and screening from adjacent properties.

Whether that results in “rampant proliferaton” throughout downtown is one of the matters of confusion commissioners would like to clear up.

“I’ve heard comments that we’ve gone too far,” said City Manager Marlon Brown. “No one gave us direction to do outdoor bars, but I think we need to distinguish between the two.

It’s a conversation for the commission as to how you want to regulate the difference in terms of a bar and outdoor bar. I think it’s important for us to distinguish between the two, hence the reason we’ve separated bar and outdoor bar.”

Commissioners were left with lingering questions about general confusion among the public and the operation of a rooftop bar — for example, is it really an indoor bar just because the serving area is inside but the bay doors open to outdoor seating?

“I think this is a really step in the right direction,” said Vice Mayor Liz Alpert. “It certainly solves the problem of the restaurants that turn into a nightclub, so I think we need keep going and maybe continue this first reading.”

That met with the approval of Commissioner Jen Ahearn-Koch, who said she has multiple questions, many of which can be addressed in a workshop.

“I have 10 pages of questions, and they start with Page 2, paragraph 2,” Ahearn-Koch said. “If that is the direction that we’re going to go in continuing this to workshop where we can have more detailed Q&A; involvement with the public and with the staff, I would be very supportive of that. I do have a lot of questions about the exact text, the words the sentences, the meanings, and some inconsistencies that are going on in here.”

The date of the workshop has yet to be announced.

ith more than 37,000 acres of unique Wild Florida landscapes, waterscapes, flora and fauna, Myakka River State Park is one of Florida’s oldest and largest state parks.

A seven-mile paved road provides access to park amenities for hundreds of thousands of visitors each year, but the majority of this wellloved local gem lies beyond paved roads, in the park’s extensive backcountry.

Myakka’s backcountry offers an unparalleled and increasingly rare opportunity to experience expansive wild Florida ecosystems.

Exploring these areas helps cultivate nature appreciation, wonder, independence and responsibility for nature stewardship. It also helps visitors better appreciate the increasing challenges Myakka’s fragile ecosystems and park staff face, especially in light of encroaching development.

Unfortunately, most park visitors do not venture into the backcountry, largely due to a lack of clear wayfinding and trail markers.

The lack of trail markers and trailhead maps represents an accessibility barrier for many visitors who don’t feel safe, empowered or encouraged to explore the backcountry. And some who venture out to the backcountry do indeed get lost. This results in a negative and potentially dangerous experience for visitors and creates a substantial drain on park resources. Restricted by both human resource capacity and cost, the park has not been able to take on this large but desired project.

Wayfinding improvements in Myakka’s backcountry are coming soon, thanks to a Two for the Trails grant of over $24,000 from Athletic Brewing Co. recently awarded to Friends of Myakka River.

rancie Chapman, standing in a room that also included her husband Duane Chapman — the TV star known as Dog the Bounty Hunter — told an audience it was miraculous that years ago, she never found herself in the situation of being trafficked, as those in Selah Freedom’s programs have.

“While I hated how I felt inside, I was running from me, and I didn’t have anybody that kept coming back and saying, ‘We love you, and we’re going to be there for you, and we’re not going to give up on you, and we’re not going to walk away from you, and we’re not going to let go of you. We’re right here,” Chapman said.

A faith-based nonprofit, Selah Freedom seeks to offer support and solutions to survivors of sex trafficking while also fighting to prevent the crime. The organization hosted the Chapmans on Nov. 9 during its Light the Path gala, held at Embassy Suites Hotel.

Executive Director Stacey Efaw said it was exciting to have the celebrity presence of Dog the Bounty Hunter at the event, describing an “astronomical” need for awareness and funding.

She said the organization recently received cutbacks in government funding while its safe homes are now at capacity, with a waiting period of up to three months.

“It’s nice to have a big-name celebrity get behind this issue,” Efaw said.

“A lot of celebrities have avoided it, and he’s just ready to tackle anything,

and he’s very passionate about helping people who have been exploited.

He’s not shy; he’s not going to back down from it.”

“This is one of the greatest programs I’ve seen,” Duane Chapman told the audience. “Just by adding faith to these girls, giving them sisterhood and support, they’re going to make it, and a lot of these girls … stay in the program and teach others.”

Prior to the Chapmans’ speech, the dinner event also featured a speech by a survivor, Breanna Cole, and a video presentation by another survivor in attendance, Gabrielle Triplett.

interconnected with drug addictions and other issues and of having their lives turned around through Selah Freedom.

Some of the organization’s services for survivors include a safe home and rehabilitation as well as a personalized educational plan, job placement, trauma therapy, life skills, medical and legal assistance and holistic care.

Cole recounted how even after her trafficker was arrested, she was not yet ready to abandon drugs, although Selah Freedom continued to show up in her life, whether she was in prison or the hospital.

Triplett, who is now the volunteer advocate at the nonprofit, recounted how after her trafficker eventually shot her in during an escape attempt, she still feared for her life if she told anyone of her situation.

“They offered me help every time, and even when I turned them down, they never gave up,” Cole said.

“This means so much to me,” said Triplett. “Without having events like this, and people to offer support, I wouldn’t have had the experience I did. I wouldn’t have had all this healing and health.”

Francie Chapman’s comments echoed those of the survivors. She said while growing up, she was sexually abused by a family member, developed a cocaine addiction and entered two abusive and violent relationships.

“I fought to get out, but it took me a really long time, and I held people at length, and arm’s length, and I didn’t let anybody close,” she said.

“But Selah is stepping in, and they’re earning these girls’ trust. They’re giving them a place where they can come in and be safe, which they’ve probably never felt their whole lives.

The importance of what they’re doing is more than we could say in words.”

The organization also offers services including education for parents and youth on how to avoid being manipulated by a trafficker, support groups, case management, and referral services to current victims.

The Chapmans have also established a nonprofit organization, DOG (Developing an Overcoming Generation) Foundation, which provides emotional healing and services to

For many women, joining Impact100 SRQ marks the first time they have written a $1,000 check to an organization, said Pam Kandziora, president of the nonprofit.

Nonetheless, she said the organization is the fastest-growing Impact100 chapter in the world, having been able to multiply the required $1,000 per member donation exponentially during each of its years serving the community.

The fifth Annual Celebration & Award Ceremony, held Nov. 8 at Sarasota Municipal Auditorium, featured presentations by 10 finalists, seven of which were chosen, through a vote by members, to receive grants of $109,000 each.

These grants will fund transformational projects often not achievable through traditional funding, said Kandziora.

“I’m so excited. I’m honestly so happy to see how many girls are going to be impacted now,” said Girl Scouts member Kenzie Shockey, 15, after the receipt of a grant by Girl Scouts of Gulfcoast Florida to built an amphitheater at Camp Honi Hanta in Bradenton.

“That’s what we want to do — fund something that really changes the way (organizations) are able to serve the community,” Kandziora said.

“This is an awesome opportunity for the wildlife and our community, and it will have a large positive impact on the county,” said Pamela DeFouw, executive director of the Paul A. & Veronica H. Gross Wildlife Center of Southwest Florida, which was awarded a grant to construct a 100-foot flyway for rehabilitation of birds of prey.

atching a half-inning of a softball game was all it took for Anna Kimbrell to know what she already suspected: it was not her game.

Kimbrell was a baseball player at heart.

It had been that way since she picked up a ball at Springmap Beach in South Carolina at 2 years old. As her family tells it, Kimbrell had spotted a man and a woman tossing baseballs back and forth. She was drawn to that, and collected a loose ball, which she threw to her parents. The next thing she knew, she was playing T-ball at a local recreation center.

She hasn’t stopped in the years since.

But she had friends who played softball. Once, after a baseball practice, she and her parents decided to check out a softball game one of Kimbrell’s friends was playing in at the same facility. Three outs later, Kimbrell had seen enough.

“Every batter hit the ball right back to the pitcher, a weak ground ball,” Kimbrell said. “That was it.

Baseball is more spread out. There’s more opportunity for hits. I don’t know if that’s the only reason for it, but I’ve always loved baseball more ever since then.”

For the sake of her educational opportunities, Kimbrell played softball in college, starting at Samford University and finishing at the University of Alabama-Birmingham, but she quickly rejoined the baseball ranks upon graduation. The decision to stick with baseball has worked: Kimbrell, 33, will be one of 52 players participating in the All-American Women’s Baseball Classic, which will be held Nov. 17-19 at Ed Smith

The 52 players will be broken into four teams, each of which will be given a name honoring teams from the All-American Girls Professional Baseball League of the 1940s and 1950s: the Rockford Peaches, South Bend Blue Sox, Racine Belles, and the Kenosha Comets.

Sue Zipay, the founder and president of American Girls Baseball, said the event “(aims) to provide new opportunities to train, participate, and compete in the game of baseball” at every level, including high school, college, and professional.

“Having played for the Rockford Peaches in 1953 and 1954, I’ve been on a mission my whole life to create a professional baseball league for girls and women who want to have a future in this sport,” Zipay said.

The event is a step toward that

goal, and it will feature the best talent the sports has to offer.

Among the 52 players participating are members of the U.S. National Team — including Kimbrell, who has been on the team since 2008. Kimbrell, a catcher, helped the team to a gold medal at the 2015 Pan American Games held in Toronto, hitting .294 with nine RBIs and four runs scored in eight games.

Kimbrell said she hopes the event provides entertainment, but also gives young girls the push they need to play baseball over softball if that’s what they want to pursue.

Kimbrell played the sport throughout her childhood, even changing youth leagues after years of her local rec league assigning her to a softball team instead of a baseball team as her family requested. Kimbrell said the new league was accepting of her desire to play baseball, as were her male teammates — after they saw that she could more than hold her own on the diamond, of course.

“The biggest thing was knowing they had my back,” Kimbrell said.

Kimbrell hopes to pass on that feeling of belonging to as many young women’s baseball players as she can. To that end, Kimbrell and some of her teammates will stick around Sarasota for an extra day to put on a free skills clinic for youth women’s baseball players 16 and under in the area

Nov. 20.

Kimbrell said sharing her love of the game with young players is one of her favorite things to do, and she hopes it helps the game continue to grow — not just in the U.S., but around the world.

Later this month, Kimbrell and other members of the U.S. National Team will head to Uganda to hold youth clinics there, focusing on the fundamentals of the game. Kimbrell was part of a group that went to Uganda in 2019 and is looking forward to returning. Kimbrell said Uganda held a national tournament for young women’s baseball players in August, a big step forward for the sport.

“It’s cool to go back over there and teach more girls the game that I love,” Kimbrell said. “It has given me so much, and it gives those girls a lot of opportunities to travel and to stay in school.”

Kimbrell said she hopes the Women’s Baseball Classic inspires kids in the area to chase their baseball teams as far as they can go.

“When one door closes, another opens,” Kimbrell said. “As long as you keep working hard and you are enjoying the game and trying to be better every day, you can achieve anything.”

he Florida High School Athletic Association football playoffs have reached the regional semifinal stage.

Three Sarasota-area teams are still alive in their search for a state title.

Here’s how all three teams compare with their regional semifinal opponents and what needs to happen for them to reach the regional finals of their respective classes next week.

RIVERVIEW HIGH (7-4) AT MANATEE HIGH (9-2)

After beating Palmetto High 49-20 last week in the Class 4A regional quarterfinals, the Rams will head to Manatee for their regional semifinal contest. Like the game against Palmetto, the game against Manatee will be a regular-season rematch.

The Rams beat Manatee 21-14 on the road Oct. 14.

In that game, the Rams’ explosive running game was not quite as dominant as it normally is, rushing for just 4.1 yards per carry instead of its season average of 6.3 yards per carry. But the team made up for it by forcing Manatee junior quarterback Andrew Heidel into two interceptions — while having no turnovers themselves — and generally playing stingy defense. Senior Jayson Evans and junior Landon Marsters both had 12 tackles, and the Rams had four tackles for loss and two sacks as a team.

Riverview will likely count on its

running game returning to form for the rematch, but there is room for senior quarterback Braxton Thomas to do damage through the air as well. Thomas completed just five of 12 passes in the first game against the Hurricanes, but those five completions went for an average of 11 yards, and Thomas is coming off a strong performance, completing seven of nine passes for 111 yards (15.9 yards per completion) and two touchdowns.

Defensively, the Rams will need to watch Manatee senior receiver Bonshavior Bean Jr., who has 53 catches for 989 yards and eight touchdowns. But Riverview has proven it can limit Manatee’s offense. If the Rams play like they have during their current four-game win streak, they can advance to the regional finals.

BOOKER HIGH (7-4) AT LEMON BAY HIGH (10-1)

The Tornadoes pulled an upset last week, beating previously undefeated Fort Meade High 33-17 on the road in the Class 2S regional quarterfinals. They did it by surprising the Miners with their offensive strategy.

The normally pass-happy Tornadoes opted to keep things on the ground, and it worked wonders.

Booker rushed 44 times for 344 yards (7.8 yards per carry) and five touchdowns.

who holds offers from Duke University, Coastal Carolina University and Liberty University among other schools, was the biggest beneficiary. Booker had eight carries for 138 yards and three touchdowns. The Tornadoes attempted just one pass against the Miners, and that also came from Josiah Booker, completing it to senior Hunter Zirkle for 24 yards.

Going to the ground game early and often won’t catch Lemon Bay off guard this week, so it remains to be seen whether the Tornadoes continue the strategy or revert to a more balanced offensive plan.

The Tornadoes’ defense held the Miners to zero points midway through the third quarter, when the Miners got on the board with

an 80-yard rushing touchdown that gave them a bit of life. For the majority of the game, though, the Tornadoes handled business: Booker had four tackles for loss, one sack and six quarterback hurries, and senior Ahmad Hunter blocked a Fort Meade field goal attempt.

Lemon Bay presents a different challenge, as the team showed in a 26-18 win over the Tornadoes on Oct. 27. The Manta Rays average 7.4 yards per carry as a team, and against Booker in October, senior running back Joseph Scott had 24 carries for 249 yards and three touchdowns. Booker did throw the ball 32 times in that game, but a shift to a run-heavy offense may help control the clock more, limiting Lemon Bay’s time of possession.

Both of these teams had a bye last week, for the playoffs begin with the regional quarterfinals in Class 1S due to its smaller size. What I wrote last week about Cardinal Mooney needing to slow down Lakeland Christian junior running backs Josh Bellamy Jr. (124 carries for 1,028 yards and 12 touchdowns) and Killian O’Neal (80 carries for 578 yards and 11 touchdowns) remains one of the biggest keys to the game.

But I also want to zero in on the Cougars’ ability to force turnovers.

In the playoffs, when teams are often evenly matched, mistakes are of seismic importance.

Forcing the other team to beat itself is one way to advance, and Mooney has been excellent at causing turnovers in 2023. The Cougars have snagged 15 interceptions and recovered 10 fumbles. That equates to 2.5 turnovers per game, and when the Cougars themselves have had just three interceptions and two lost fumbles, it can make a big difference.

The game against Lakeland Christian will be Cardinal Mooney’s toughest test since losing 50-14 to Bishop Verot High (a Class 2S school) on Oct. 20. While that game didn’t go as Mooney hoped, the Cougars have plenty of talent across its roster, talent that coaches believe can stack up with anybody else’s. Limit the Vikings’ running game and win the turnover battle and Mooney can walk out with a ticket to the regional finals.

Jakai Peterson is a senior guard on the Booker High girls basketball team. Peterson led the Tornadoes with 11 points per game in 20222023, helping the Tornadoes reach the Florida High School Athletic Association Class 4A state championship game. The Tornadoes will begin their 2023-2024 season with the Wiregrass Ranch Thanksgiving Tournament, held Nov. 24-25 at Wiregrass Ranch High, before coming home Dec. 5 to play Bayshore High at 7 p.m.

I started when I was 9 or 10 years old, but I didn’t take it seriously until I was in sixth grade and my coaches told me I could actually be good at it.

culpting with sand brings all the challenges that come with working in nature, said Edith van de Wetering, a sculptor from the Netherlands who took part in the Siesta Key Crystal Classic International Sand Sculpting Festival.

That even includes the occasional bird coming to roost on top of a castle, she said, and the possibility of rain and wind, which could impact an artist’s creative direction.

“We have four hours, so everything is still possible,” she said.

Attendees found plenty to admire in the results of the artists’ work at the festival Nov. 10-13, which featured 24 individuals sculpting sand for prize money, with 12 of them working as part of two-person teams.

“The community is so wonderful because it comes out and supports this, and of course, they love seeing the sculptures, which can get to be 10 to 12 feet high,” said Eileen Parkinson of the festival’s planning committee.

The experience included the Quick Sand competition, which pitted master sculptors against one another in a timed contest to realize

an idea provided by the audience, sand sculpting demonstrations, an amateur competition and live music throughout the day.

The festival’s proceeds fund a scholarship for students at the Ringling College of Art and Design.

BUILDING ON SAND

Sculptors at the festival, many of whom come from other countries and states, work in various media, said Chris Guinto, of Key West.

He said sculpting with sand is no different from sculpting anything else and involves the same tools, but creatively, it poses a challenge.

“With sand, you can’t think outside the box; the sand will collapse,” he said.

Van de Wetering said the elements can also pose a challenge; rain can roughen the smooth portions of a sculpture, and then there is also the heat to manage.

“We’re Dutch, so we’re not used to this weather, but also when you’re focused on what you’re doing, sometimes you feel something, instead of cold or hot,” she said.

Amanda Bolduc, of Maine, is another artist who finds unique qualities in the medium of sand.

“I love this medium because when you’re done it disappears forever, and you never see it again,” she said.

“I’ve gotten to a place (where I) don’t get attached to my art.”

She agreed sand is not without its difficulties.

“Gravity is always pulling down sand. Sand doesn’t want to be vertical; it wants to be horizontal. Making it do what it doesn’t want to do is very challenging,” she said.

Bolduc created a sculpture of a woman with seashell spirals on the sides of her head, inspired by an image of a woman with horns she found on Pinterest.

However, by the afternoon of Nov. 13, the portion of the sculpture comprising the woman’s face was reduced to a heap of sand. Lying in the sand was a sculpture of a bomb, and a newly added title for the piece, “Bombshell.”

Bolduc said once a sculpture is complete, it can make people laugh or cry or share a message that needs to be shared.

The secret to success, she said, is “brute force.”

“I start with this massive pile and have to touch every grain. I have to pad it, beat it, and use every ounce of strength to build this … When you’re done it’s so satisfying. You’ve accomplished a feat most people in the world can’t.”

Fabric of a struggle A Sarasota artist celebrates the history of Newtown with a new quilt.

Vickie Oldham had heard about Peg Green’s new art quilt, but she didn’t experience the emotional impact of the piece until she visited Green’s house to see it for herself.

The quilt was a sign, said Oldham, that her own work in telling the story of Newtown, a large, predominantly Black community in Sarasota, was leading to progress.

“It made me feel like we’re going somewhere. This work is really

transformative,” said Oldham, who is president and CEO of the Sarasota African American Cultural Coalition and leader of the project Newtown Alive. “When I see this work that Peg did, I know that (the story) is transforming more people than just me.”

The quilt, titled “Leadership: Vickie Oldham, Newtown Alive,” was created using a wide range of fabrics, including individually made squares depicting locations in Newtown. At the center of the scene is Oldham herself.

“It touched my heart deeply, that Peg would be inspired and want to spend all those hours taking photographs, cutting out little pieces of fabric and stitching them together, figuring out what goes where. And the fact that she put me in it was overwhelming,” Oldham said.

Peg Green, an artist specializing in art quilts, said when she took a trolley tour of Newtown with Newtown Alive, she related to the neighborhood’s story because of its sense of community.

After Green came away from the trolley tour feeling inspired, she began to delve further into the story of Newtown.

She read a book Oldham co-wrote with Rosalyn Howard, “Newtown Alive: Courage, Dignity, Determination,” the Newtown Alive website, and a report by Oldham that was also part of the Newtown Alive project.

Then, she traveled the area, taking photographs she could use to create her quilt designs.

The quilt includes an overview of numerous locations significant to the history of Newtown.

One item is the desegregation of Sarasota’s beaches, which began with wade-in protests in 1955.

“My concept here is that there are things in the world we don’t talk about and things that happen, where our being witnesses to them and making them public, and demanding accountability is a process toward justice,” she said.

After joining the church, Green became an active member, even helping to found a church in Colorado Springs. After moving to Sarasota 10 years ago, she joined both the Unitarian Universalist Church of Sarasota and Manatee Unitarian Universalist Fellowship.

Some major subjects featured in her artwork are icons related to spirituality; social justice; the flaming chalice, which is the symbol of the Unitarian Universalist Church; dancing sprites and archaeological goddesses, or depictions of “Venus” figurines from ancient cultures throughout the world.

Green’s inspiration to include Oldham came from a series of quilts she had created that focused on ancient goddesses, having even held an exhibition of goddess quilts at the Sarasota church in 2017.

The quilt also includes other important aspects of Newtown, including a map of the community from 1917, the Leonard Reid House, the Betty J. Johnson Library, the African American Cultural Resource Center, Booker High School and the trolley tour. Topping the scene, depicted as a sun, is the circular logo for Newtown Alive.

Once the photos were taken, the quilt was just beginning.

Green creates her quilts in her home from a stock of about 2,000 different fabrics she keeps on hand.

Although sometimes she still finds herself heading to the store.

For the framing around the edges of much of the Newtown quilt, she realized she would need Kente cloth, a Ghanaian textile.

Although at first she wasn’t successful in finding the cloth at the local department store, she had a chance encounter with Newtown’s Elouise Sheffield, who knows Oldham and showed her where the textile was located in the store.

Sheffield also offered her a few scraps of cloth left over from a fashion show she had held at her church, which Green was able to incorporate into the quilt, like the door on the trolley bus and the back of the quilt.

To start the design process, Green uses software to adjust the contrast and coloration on her photographs, until she finds a version she likes.

Then, she will print the photos, cutting them into pieces from which she can shape the different cloth components she will stitch together.

For smaller pieces of cloth, she will use a glue sheet with a paper backing that can be ironed onto the fabric.

When she is finished, she will be left with an oddly shaped assortment of cloth scraps, but she will simply gather them together for use by par-

It takes Green an average of oneand-a-half months to create a quilt.

The quilts Green creates showcase a series of different but related themes.

For instance, some of her work focuses on biodiversity. One piece in her exhibition, titled “Harmony,” is built around the melody of the hymn “For the Beauty of the Earth,” with each section representing a syllable in the song, using only colors she assigned to the notes of the chords in that syllable.

Another quilt depicts James Reeb, a white Unitarian minister who was murdered while participating in the 1965 Selma to Montgomery marches, and for whom the Reeb Room at the church is named.

Currently, it remains to be determined where her piece on Newtown ultimately will be placed.

Green said the Betty J. Johnson North Sarasota Public Library and Friends of Betty J. Johnson North Sarasota Public Library are both interested, as are seven or eight organizations outside of Newtown.

Whatever its home may be, Oldham emphasized her gratitude that someone like Green, who does not live in Newtown, has joined the initiative to tell the community’s story.

“I had hoped that people like Peg would take the ball and run with it, and use their expertise in art, talent, whatever they were skilled in, to tell this story,” Oldham said. “To see that quilt was the fulfillment of the vision I had. A quilter came along. I couldn’t have done it. I’m not a quilter. But what a powerful story she shared with those images, using her art. That touched me.”

he Veterans Day Parade on Nov. 11 may have been the largest yet, said Parade Marshal Dan Kennedy, a 35-year member of the Sarasota Patriotic Observance Committee.

“We’ve got a bunch of guys here today that are joining us and aren’t even part of us,” Mark Shelby of the Christian Motorcyclists Association said. “They’re all like, ‘Come on, ride with us.’”

The parade featured about 40 participating groups, multiple school marching bands, 200 veteran-owned jeeps and all local VFW and American Legion posts.

Those joining the proceedings included four World War II veterans.

The parade was followed by a ceremony at J.D. Hamel Park, which included a welcome by Sonny Bywaters of American Legion Post 30, an invocation and benediction by Jan Hamel Solomon, and proclamations declaring Veteran’s Day by Mayor Kyle Battie and County Commissioner Mark Smith.

The ceremony’s guest speaker was U.S. Marine Corps veteran Carlos Moreira, director of campus engagement for Veteran Success and Alumni Affairs at University of South Florida.

“Whether you serve in combat or not, you sign your name away to a blank check, giving your life away for your nation in order for us to have the freedoms that we have today,” Moreira said.

arasota resident Connie LykeBrown ran the New York City Marathon the same day she turned 80 years old.

On Nov. 5 she ran her 44th straight NYC Marathon, a record for the women’s race and one that Lyke-Brown holds by a several-race margin. Her streak started in 1978, although just three years later, she moved from New York to Sarasota.

(The first race was held in 1970.)

Lyke-Brown is just two races behind overall record holder Dave Obelkevich, of New York, who notched his 46th straight NYC Marathon this year, according to the marathon organizer New York Road Runners leaderboard.

Lyke-Brown hit yet another milestone this year: It was her first marathon in the women’s age 80-89 race category. She was hoping just to finish the race; instead, she won her division. Her time of 6:21:33 was the best in the nine-person division field. Lyke-Brown kept up a pace of 14:34 per mile.

“Not only did I turn 80, but I think I got more attention than I ever had in my life,” said Lyke-Brown, who was featured in an interview with ABC News Live before the event.

“There’s nothing like New York, with the 2.5 million (marathon) spectators and 50,000-plus runners.”

There was a brief moment, though, when she feared her streak might be in jeopardy, Lyke-Brown said.

Lyke-Brown came down with COVID-19 about three weeks before the NYC Marathon.

But she had been preparing for the race long in advance and was able to bounce back from the illness in time.

Lyke-Brown prepped for this race much as she had the previous 43.

tennis, pickleball. I only run three days a week,” said Lyke-Brown. “(I practice) moderation in diet and exercise. You know when too much is too much.”

After the race, Lyke-Brown enjoyed a party at Perry Club NYC with her fellow “streakers,” NYC Marathon runners who have run 15 or more consecutive marathons.

“For me, it was incredible. (The ‘streakers’ party) became like a big birthday for me,” said Lyke-Brown.

But after the party, it wasn’t long before Lyke-Brown turned her attention to the next challenge: a triathlon.

Lyke-Brown returned to Sarasota on Monday, on Tuesday she did a bike ride, and Wednesday she went for a swim. That’s because she plans to compete in the Alpha Win Triathlon Series Sarasota race on Jan. 7 at Nathan Benderson Park.

“They say you should take some time off after the marathon, but you can do other things,” said LykeBrown.

It’s uncharted territory for her, but her husband, Matt Brown, urged her to try — after all, she’s got the running part down, and she’s already a good swimmer.

“I’ve never biked that long,” LykeBrown said. “‘All you have to do is work on the bike,’ he said.”

As for next year’s marathon, LykeBrown said she will “absolutely” continue competing.
