Osprey bridge reopens, other roads close Cars and trucks began driving across the Osprey Avenue bridge on July 14, after it was closed nearly a year.

The city closed the bridge last August as crews drilled beneath the Hudson Bayou as part of the Lift Station 87 project.

On the same day, the city announced new closures. The intersection of Orange Avenue and Hillview Street will be closed until July 26 while new concrete traffic signal poles are installed.

The intersection is slated to reopen July 27. However, construction in the area will continue through Aug. 11 as crews install new traffic signals, curbs and sidewalks.

Sarasota City Manager Tom Barwin was among three good Samaritans who apprehended and subdued a man trying to rob a woman as she was leaving a church service July 14, and the entire thing was caught on video.

Barwin was bicycling to lunch when he noticed a suspicious man with no shirt near Orange Avenue and Second Street. While Barwin called the Sarasota Police, according to a release, the man followed a woman as she left St. Martha Catholic Church.

After hearing screams, Barwin approached the man and tried to separate him from the woman.

With the help of two construction workers who noticed the commotion, they held the man until police arrived.

“It was a bit of a frightening situation,” Barwin said. “There’s no telling what he would do.”

Sarasota Police charged Jason Perez, 28, with attempted robbery and battery on a victim over 65 years of age.

County Commissioner Al Maio wants a new parking lot, and he has just the place for it: 6647 Midnight Pass Road, a parcel shared by Sarasota County Utilities and the Sheriff’s Office.

The Sheriff’s Office vacates the property in October, and Maio hopes to turn part of the property into a public parking lot with about 140 spaces.

Earlier this year, the County Commission voted unanimously not to sell the land, and unanimously approved the utility department’s recommendation that the land be used unintrusively, which Maio said is perfect for a lot.

“I’m going to do my very best to make sure this doesn’t fail,” Maio told The Observer.

he parking problem on Siesta Key is almost as well-known locally as the island’s standing as America’s No. 1 Beach.

With about 3.5 square miles to work with, the roads and parking lots jam up early and often, particularly on weekends and holidays.

The problem hasn’t gone unnoticed by county commissioners, who recently discussed options for how to address the problem.

They’ll talk about them after the recess ends in August. So far, the consensus among commissioners and residents is that a single approach isn’t going to make a difference in the onslaught of cars on the Key, and a multifaceted approach may be the only chance for a solution. The following are some of the remedies discussed.

In the past two years, Maio said, 178 parking spaces have been added at Siesta Beach and Turtle Beach, but as spots are added, more people are coming to the Key. “You could pave Siesta Key and you still wouldn’t have enough parking,” Smith said. “It’s just the way it is.”

Smith, however, is hesitant to go down that route.

“That’s a nuclear war. I’m not sure I want to go there,” he said. “If the good commissioner wants to pursue it, that’s fine.

But I believe that the residents, the property owners of Sarasota County, should always have free parking at the beach.”

Commissioner Michael Moran also cautioned that to ask people to leave their cars miles away is something that requires “incredible trust.”

Several entrepreneurs have thought of adding private lots on the Key and charging for parking.

Davidson Plaza, along Ocean Boulevard in the Village, charges visitors $4 an hour if they’re not patronizing one of the stores on the property.

Two months ago, an applicant sought county approval to build two parking lots on Siesta Key — one in the Village and one on Beach Road.

A 35-space lot where visitors are charged $5 to park is estimated to bring in hundreds of thousands in revenue each year.

“The visitors have a place to park — they don’t mind spending $10, $15 knowing they have a space,” Smith told The Observer.

“The property owner makes the money. ... I think it’s a great idea.”

Commissioners discussed the possibility of charging for parking at existing public lots and using the proceeds to fund the Breeze Trolley, and the possibility that only visitors could be charged for parking. Commission Chairman Paul Caragiulo said he’s already had people approach him and ask why parking on the Key is still free.

“People are offering to pay, they’re so fond of the spot,” he said.

“If anyone wants to build several large parking structures, they will witness my demise for proposing that,” Maio said. “No one wants them next to their home.”

Ashby also pointed out how expensive it would be and how hard a garage would be to fit into the island’s aesthetic. Land-use obstacles and zoning also would be troublesome, he said.

Sarasota County commissioners will reconvene in August after their summer break, and one of the first things on their to-do list will be deciding how to replace outgoing County Administrator Tom Harmer.

Longboat Key’s Town Commission earlier this week ratified a contract making Harmer, 59, the town’s town manager, effective in mid-December. Longboat’s Dave Bullock is retiring as manager in mid-January, and Harmer was the town’s first choice as a replacement.

In August, county commissioners could decide what type of hiring process they want to take, a county spokesperson said.

The only qualifications outlined in the charter are that a candidate have a master’s degree and two years’ experience as a city manager or county administrator, or a bachelor’s degree and 10 years of “progressively responsible professional or managerial experience.”

“It has been an extremely difficult decision for me,” Harmer told the County Commission on July 12 in announcing his plans. “It has been an honor to serve Sarasota County and our citizens these past five years. Harmer is the latest in a line of several Sarasota County employees who have left their positions to work for Longboat Key — a fact that didn’t go unnoticed among County Commissioners.

City approves recycling contract with new vendor A change in the market and the city’s ordinances leads to service price increases.

The city of Sarasota is moving forward with a new recycling contractor.

Waste Pro USA Inc. will take over from Waste Management Inc. starting Sept. 1, when Waste Management’s contract with the city ends. A more than 60% increase in the cost of services to extend the Waste Management contract made renewing difficult, city officials said.

“It was sticker shock, if you will,” said Public Works General Manager Todd Kucharski.

Both companies submitted proposed costs that were higher than the current prices, with increases between 26% to 129%.

While part of the price increase is because of market increases since 2010, when Waste Management’s contract started, much of it has to do with the city’s own waste-collection policies.

Kucharski said Sarasota’s level of service for yard waste and bulk items, such as furniture and appliances, drives up costs.

“It’s just an unrealistic service to be providing without some kind of charge,” Kucharski said.

Some residents abuse the service by leaving yard waste from their business on their front lawn; some apartments can have frequent bulk waste pickup.

In fact, yard waste will be excluded from the next contract, and is something the city will be responsible for picking up the next

year. The cost associated with that is about $500,000 annually, according to a city spokesperson.

The total budget for services for the 2017-18 budget year is $2.81 million, up from $2.7 million in the previous budget.

The City Commission approved a contract of up to $2.4 million with Waste Pro for 13 months, during which the city will reevaluate its ordinances to find areas that can be more efficient.

Despite the shift in vendors, the city is moving forward with its plans for a single-stream recycling service — a system that separates recyclables at the facility, so residents don’t have to keep separate bins for paper, plastics and metals.

Starting in September, residents will keep their green and blue bins, but will be able to fill them with whatever type of recyclables they like. Eventually, the city hopes to give everyone a single wheeled cart to use for recycling.

Doug Jeffcoat, director of Public Works, said at Monday’s meeting that city staff will look at all the possible services for waste collection and make recommendations from there.

“The one-year agreement gives us the opportunity to really assess where we’re at, bring ordinance changes back to you as we move forward in making these decisions,” he said. “[They] will impact whether we do it all inhouse ourselves or we contract out.”

Kucharski said the most important thing for residents to know is that they shouldn’t notice any shifts in service come September.

“All they’ll see is a different truck from Waste Pro coming and collecting,” he said.

OTHER BUSINESS n Leash law: Dog owners must now keep their pets on leashes in public parks unless the park has a fenced-in area specifically for dogs. This decision comes after a months-long dispute centering on a single park in the Indian Beach-Sapphire Shores neighborhood, during which residents both in favor of the change and opposed to it spoke out at meetings and reached out to city staff. Rather than including an exception process to allow some parks to be exempted from the leash rule in the new ordinance, city staff plans to look into what existing public parks could offer dog parks. n CRA dispute: The City Commission is switching tactics to try to resolve its dispute with the county over the downtown Community Redevelopment Area. Commissioners are asking for half the money they feel they’re owed from the county in a lump sum totaling about $2.6 million. City commissioners took a comment from a county commissioner literally to reach this idea. After expressing frustration at being continually blocked by the county when they presented projects for funding, commissioners agreed to present the county with the “split the difference” option at the suggestion of City Commissioner Jen Ahearn-Koch. n Tax rates: Commissioners voted July 17 not to raise the citywide operating-budget millage and to decrease the citywide debt service millage. This leaves the operating millage at 3.1728 per $1,000 of taxable property value.

The millage rate on debt service was set at 0.2745 per $1,000 of taxable property value. In the 2017-18 fiscal year, the city’s debt service is $4.6 million, down 42% from the previous year. These millage rates can be lower in the final budget, but not higher.

10-year home construction annoys neighbors For more than a decade, a house near the bayfront has been undergoing renovations. Now the neighbors are angry.

On May 14, 2007, Tollyn and Robina Twitchell applied for a building permit for the property at 1445 Flower Drive.

The owners planned to build a two-story addition to the existing house, located in the Harbor Acres neighborhood near the bayfront and the Hudson Bayou.

They got the city’s permission to proceed a month later.

Ever since, neighbors say, the construction has kept going on.

For other Harbor Acres residents, the long-lasting renovations became a nuisance.

Although documents from the city indicate the construction progressed each year, those living near the project accused the property owners of doing a minimal amount of work to keep the building permits active.

In the process, they say, the Flower Drive property became an eyesore and a potential hazard.

In April 2016, the Harbor Acres Community Association submitted a letter to the City Commission detailing its concerns.

ished pool in the back was creating a breeding ground for mosquitoes. The fencing around the perimeter was in poor shape, and the yard was filled with debris.

“Neighbors are frustrated that nothing has been done,” the letter states. “It appears that within the city of Sarasota, there is inconsistent enforcement for code compliance.”

Since then, the city has taken steps to address concerns. Staff issued code violations regarding the fence and the pool.

County officials determined the pool wasn’t creating a mosquito problem. The trash bin has been removed. The 2007 building permit expired April 22, 2016.

On Thursday, a code enforcement hearing will address the still-incomplete pool. But beyond that issue, Assistant City Attorney John Shamsey believes the home is now largely in line with the city’s regulations.

“If you stand in front of the house today, there’s no obvious code enforcement violations, in the city’s opinion,” Shamsey said.

That’s not to say the issues have gone away.

repair,” though Shamsey suggested the neighbors’ criteria might be different than the city’s.

“It may not rise to the standards the neighborhood would want it to be in, but that doesn’t mean it’s necessarily a code enforcement violation,” Shamsey said.

And the city’s decision to let the permit expire has created a dispute with the property owners, as well. In August 2016, the Twitchells filed a petition in the 12th Judicial Circuit Court, alleging that the city was obliged to allow up to four 90-day extensions on the building permit. The petition also contests the citations regarding the fence, claiming the fence is not on the Twitchells’ property.

That case is still ongoing. The Twitchells could not be reached for comment. Their attorney, Morgan Bentley, could not speak to the reason for the length of the construction, but said the Twitchells were proceeding with the project and nearing completion. They just need a permit to finish the job, and now, they don’t have one.

“I think it’s as frustrating for the Twitchells as it is for the neighbors,” Bentley said.

City Attorney Robert Fournier said the city believes it has discretion when determining whether to issue 90-day extensions. In an email responding to Cloutier’s concerns, Fournier said he sympathizes with residents who believe the construction has gone on too long.

Shamsey said the city is navigating a fine line as it tries to bring the property into compliance. He said state building regulations empower property owners to extend building permits as long as work is progressing. It just usually doesn’t happen, because it’s not cost-effective.

And although the city doesn’t want to have construction going on for a decade, officials also don’t want the property left in a state of disrepair.

Blinded by altruism The Washington trajectory hasn’t changed in 75 years.

That’s why the final health law will remain costly and lousy.

wo things come to mind in the wake of the Republicans’ Obamacare fiasco: n No. 1: An American patriot who died four years ago at age 87 told me shortly before he left this world that in all of his adult life — consider that 70 years — nothing has changed in Washington, D.C., and with the federal government … nothing, no matter which party ruled.

In all that time, he said, the federal government has continued to grow; continued to intrude more and more into his and other people’s lives; and continued to take more of his money.

Make that almost 75 years. n No. 2: Why would anyone with a rational mind — and anyone who has witnessed the totality and modern history of the federal government — ever think that having Congress make rules for and the federal bureaucracy manage one-sixth of the nation’s economy is a good idea and would be successful? Or that they could do so better than the private sector. This is beyond comprehension.

Cynical and pessimistic as this may sound, it really doesn’t matter if the Republicans in the Senate and House ultimately agree on legislation that modifies Obamacare or repeals it. Nor does it matter if the final legislation includes that vaulted notion of bipartisan support, with some Democrats supporting it. It doesn’t matter.

Whatever they ultimately devise, it still will be lousy, wasteful and cost far more than it should. And it’s still going to take us another step closer to what the Democrats (and many Rhino Republicans, e.g. Sen. Susan Collins) ultimately want: 100% socialized, government-controlled health insurance and medical care.

Count on it. Because nothing in Washington ever changes the longterm trajectory toward an expanding Leviathan.

The only way it will reverse is if

there are two unlikely changes — in the incentives that govern legislators’ behavior and/or if the majority of Americans had an intellectual epiphany and understood economics.

To the first: incentives. Senators and House members are rewarded (re-elected) for bestowing benefits (corporate subsidies; mandated health benefits; mortgage interest deductions; keeping unnecessary military bases open; ad infinitum).

They are punished for taking benefits away.

What’s more, the takers and recipients of government largesse are the majority. And in a nation whose voters are split ideologically roughly 40%-40%-20%, U.S. senators especially need large enough blocks of the 20% independent voters or the moderates on either side to win election. They especially cannot be perceived as insensitive and uncaring to the needy (e.g. mandated coverage for pre-existing conditions).

Indeed, as Ayn Rand associate and friend Harry Binswanger explains below, that sense of altruism in America overwhelmingly blinds reason: “The public thinks its essence — protection of the needy — is our highest moral duty.”

Perhaps it is. But here’s the mystery: Given the remarkable private charity of Americans, inexplicably they are willing to cede health care to a government that has failed miserably at assisting the poor.

Add to that the entitlements of Social Security, Medicare, prescription drugs, food stamps, Medicaid, etc. They are such embedded social institutions that when Sens. Rand Paul, Mike Lee and Ted Cruz talk of a capitalistic health care system, that is apostasy.

But there is another way — if only Americans and their representatives would be willing to be rational, not emotional. Consider the case that Jeffrey Tucker makes. He is director of content for the Foundation for Economic Education, a think tank that educates young people on individual freedom and free markets.

Like Binswanger, he doesn’t blame Republicans, either, for failure to repeal Obamacare and come up with something better. Tucker writes on FEE’s website (fee.org): “Who or what is at fault? … There is only one underlying source of failure: the failure to understand. The root reason why Obamacare will last

So, we see that they are not even going to try to repeal Obamacare …

The temptation is to say, “Those g---mn spineless Republicans.”

That is a mistake. The problem is not in the moral character of the representatives. They are our representatives, after all. They should not need a spine, only the desire to be re-elected.

And the electorate, as they read it, does not want to cut off the looting of the productive to fund the irresponsibility of the parasites. Or, as the public sees the situation, we must not strip away from the helpless that which is rightfully theirs, by virtue of their need.

And right there you see the power of ideas. Egoism holds that one is entitled to what one has earned. Altruism holds that one is entitled to what one needs.

it. Altruism holds that rightful ownership of a value comes from the state of lacking it.

The altruistic theory of entitlement through need cuts the ground out from under the popular notion that the issue is whether or not charitable acts should be forced on us by law. But “charity” depends on a concept of “property,” and “property” depends on the concept of “ownership,” and “ownership” depends on the standard of morality.

On the altruist standard, the dispossessed, the disadvantaged, the distressed, the underprivileged, the havenots, the underclass, the downtrodden, the weak and helpless, the ability-challenged, “the most vulnerable among us”— the needy, have been robbed. The goods which are theirs by right have somehow ended up in the hands of others. And not just in the hands of random others, but in the hands of the worst, most ruthless, most depraved, socio-

“We should take it for granted that everyone in this debate wants more, better, cheaper health care for all. The intellectual failure is a lack of clarity about how to get there.

“A real free market in health care would provide affordable, highquality health care for all, not as a matter of right, but rather as a matter of market logic.

“How do we know? Look at any market that is largely free. The impossibly brilliant and complex smartphone went from luxury to mainstream in a mere 10 years. The same is true for millions of services, from groceries to clothing to home appliances to software. The driving logic of competitive markets is to provide universal access.

“Even in other forms of health care that are free of government control, we see this trajectory. Pet care is affordable, universal and available at so many levels. Cosmetic surgery is the same. You can get nearly anything done to your body for less than the typical deductible of standard insurance. And consider free health care markets abroad: in a place like Lebanon, prices are one-tenth of the U.S. prices for great service.

“In today’s peer-to-peer economy, I can get a burrito delivered to my desk for $6, with no advance subscription service. I can get my groceries brought to my home for a small service fee. I have access to all the world’s information in my pocket, most of it provided for free. But, at the same time, I and everyone else must pay exorbitant fees just to gain access to simple medicines to fix a sinus problem, and even then we risk being on the hook for more money than it would take to buy a nice car.

“The system is not working, but there is no mystery about what would fix it: an open and competitive market. The free market delivers prosperity to all. It would do the same with conventional health care. The evidence for this assertion is everywhere around us…”

Sadly, we reap what we sow. We have conditioned our representatives to respond to the incentives that keep them in power. They love power. But power is an opioid. It prevents them from seeing that liberty, capitalism and rational selfishness have proven for centuries to be more effective — in cost, widespread positive results and especially for the poor — than altruism that comes from the force of law.

There’s no reason to be hopeful Washington will change. But we also can’t give up.

Adopt that altruist framework for the moment. Now imagine how you’d assess the idea that “altruism is fine, I’m only saying it must not be forced on us by government.” For an altruist, that’s the equivalent of hearing “Rights are fine, I’m only saying they must not be forced on criminals by government.”

That’s why Obamacare can’t be repealed. The public thinks its essence — protection of the needy — is our highest moral duty.

Those who are unwilling to denounce altruism and uphold rational selfishness have no hope of defending capitalism.

I refer to three articles in your July 13 edition. Two of them discuss ways to market Sarasota: On page 10A, the Downtown Improvement District is actively searching for a campaign to improve Sarasota’s image. On page 12A, “You ‘Ota Know about new campaign” is another effort to attract more visitors – although the slogan needs some work.

Then on page 4A, unbelievably, is found “City considers bringing back Thunder by the Bay.” What are they thinking? We have two campaigns to improve Sarasota’s image and then a move to bring back motorcycles amped over the legal limit, closed streets and residents running for cover, or at least peace and quiet. I recognize that one of the arguments for doing this is to raise money for Suncoast Charities for Children. New kids on the block Rosemary’s newest residents get to work.

n the corner of Central Avenue and Boulevard of the Arts sits a small, mosaic heart in front of a broken tile mural.

For its creator, Samantha Wuerfel, it’s a metaphor for her latest project — the Rosemary District Volunteer Coalition.

Wuerfel and her partner Michael Donahue passed the mural for months on their frequent walks from their apartment to downtown Sarasota.

“I was like ‘Somebody needs to do something about this,’ ” Wuerfel said. “I started to notice that some of the pieces are these really cool colors. I just started collecting them.”

But it wasn’t until recently that Wuerfel knew what to do with the broken shards.

She and Donahue were among the first to move into CitySide Apartments in December.

“It was kind of ‘The Shining’ for a while, because nobody else lived there,” Wuerfel remembered with a laugh.

But soon the building filled, and with its new residents came a kinetic culture of community.

“The people that are moving there are really excited about being there and want to help the community grow,” Wuerfel said.

In late spring, Donahue and Wuerfel had an idea.

They wanted to “just beautify the neighborhood as it grows — clean up, or plant trees or paint some fences,” Wuerfel said.

“When we started talking about this idea I was like, ‘I know what I’m going to do with these pieces!’

I’m going to make this heart and then we are going to launch our volunteer group,” she said.

The pair created a website and organized their first neighborhood cleanup event June 25. The Rosemary District Volunteer Coalition spent two hours collecting 15 bags of trash. For Wuerfel, each bag served as evidence of

the necessity of an active volunteer organization in the area.

“We were worried that there wasn’t that much,” Wuerfel said.

“And I mean there was so much trash. We could do this every six weeks for sure … This is our neighborhood and we want to be proud to live here.”

Wuerfel and Donahue say they have “a solid dozen” volunteers involved as of now, but are hoping that number grows. There are

more than 1,000 residences currently under construction.

“We wanted to make sure that we were our own entity in the community, so that as it continues to grow, it’s not just a CitySide thing,” Wuerfel said.

For long-standing neighborhood activists such as Michael Bush, the volunteers are indicative of Rosemary’s growth. Bush is the president of the Rosemary District Neighborhood Association, which represents the area’s commercial and residential interests. He remembers when homelessness and safety were the neighborhood’s paramount concerns.

“It’s made a really, really good turn forward,” he said.

Bush said his organization’s goals are more overarching, focusing on the long-term cohesion of the neighborhood. Bush said he believes the two groups can work together.

“Certainly if they want to take on volunteer projects with the Rosemary District, I think that’s great. But we can certainly help their efforts if they understand that there is a Rosemary District Association,” Bush said. “We could actually bring them people if their goal is ... beautification.”

For now, Wuerfel and Donahue’s goals are humble — continue hosting cleanup events and growing their membership. But Wuerfel has big ideas.

“We need to put in a community garden, we need to build a playground. … I want to have Friday night dance parties in the streets,” Wuerfel said. “Those are obviously far reaching ideas right now, but I think it could be that.”

In the meantime, the group will continue filling bags with litter.

It’s a simple action in the grand scheme. Yet Wuerfel said it’s an indication of the group’s mission just like her mosaic heart. It’s a matter of leaving your neighborhood better than they found it.

“It’s such a great little community,” Wuerfel said. “So this will represent the Rosemary District — this broken (mural) that we made pretty and that’s what’s going to happen to the neighborhood, too.”

Hanging on the wall of the county’s Health in Motion bus is a quote encouraging staff members to remember their place in serving clients.

“We are not doing him a favor by serving him,” part of the quote reads. “He is doing us a favor by giving us an opportunity to do so.”

This idea is one that guides Audrey Kurasz in her work as the senior community health nurse for the Department of Health in Sarasota County. She and a few other staff members visit different, often low-income areas in the county to provide free health screenings and referrals for general health and wellness.

“The program started about 10 years ago,” said Michael Drennon, program manager for Disease Intervention Services for the DOH in Sarasota. “I think the goal was to be able to provide individuals in the community who don’t have easy access to medical care an option for diagnostic-type care.”

such as the Salvation Army, the jail or a food bank.

“We try to reach them on their level,” Kurasz said.

A large part of what Kurasz and the DOH staff do is provide education. People often approach her with specific questions about subjects such as diabetes or bone density, and she works to help them understand the topic.

Most often, though, they’re checking blood pressures and BMIs and providing other health screenings. They even give people resources to help them quit smoking.

Each month, about 130 people utilize the Health in Motion services, and give people like Kurasz the opportunity to help educate the community with what she called “a passion for prevention.”

Siesta Key will get a few more visitors than usual for this time of year, thanks to a large-scale youth volleyball championship hosted by the popular public beach.

The USA Volleyball Junior Beach Tour Championships will bring 2,000 people to Siesta Key over six days starting Thursday, according to Visit Sarasota County’s Sport Sales Manager Sarah Thomas — a number that includes 800 athletes and their families who will be staying on and off Siesta Key. “We’re actually very heavily involved in this event, which is unique for us,” Thomas said.

“Usually we act more as a sponsor, but for this event we are actually helping with some of the coordination.”

This includes arranging accommodations for staff and organizing supplies needed for the event.

Four hundred teams from across the country are participating, composed of boys and girls between 10 and 18 years old.

Thomas said her organization is pleased to have the event in the area during July, when tourism and traffic is typically slower.

“It’s a national championship, so it’ll get a lot of attention and bring a lot of people here,” she said.

While any large event on the Key is a parking concern, Thomas said she and her staff have worked to make everyone aware of the different transportation options,

FIND A NEW RIDE 11:20 a.m. — 1500 block of Tamiami Trail Dispute: A taxi-cab passenger called police after he was told by the driver to get out of the car on the way to Tampa International Airport. The driver said the passenger was argumentative and smelled of alcohol. The passenger said he was annoyed that the driver arrived 30 minutes early to his home when he wasn’t ready to leave. No charges were filed, and the passenger summoned another car service and departed for the airport.

NACHO TACO 4:09 a.m. — 1100 block of N. Tuttle Avenue Dispute: An officer arrived at a convenience store to find a customer and store clerk in a dispute over a taco. The customer said the clerk refused to exchange or refund his money after delivering a chicken taco in response to his beeftaco order. After the police arrived, the customer was given a chicken taco, and he left without further incident.

NOW HEAR THIS 10:54 a.m. — St. Armands Circle Disturbance: A man yelling while walking around St. Armands Circle drew an anonymous call to police. Upon arrival, the officer spoke to the man, who by that time had taken a seat on the sidewalk while yelling about various government agencies taking money from his post office box. With no arrest warrants, the man was told he could not behave like this and disturb others. The man told the officer he intended to ride a bus from the area to the mainland to eat lunch at a Salvation Army location. He left the area.

Additionally, the event is structured in such a way that only about 1,000 people are expected each day of the event, which Thomas hoped would minimize concerns of Siesta Key residents.

Admission to the event will be free, and so will parking. Thomas said part of the organizers’ goal is to educate people about the sport.

“They welcome [beachgoers] to come over and check it out and see the competition,” she said.

“It’s open to the public, there’s no admission, and they’re really trying to make it a fun and educational event.”

The tournament is the final stop for the Junior Beach Tour, a U.S. tour that started in January.

The top three winners of each division from 90 tour locations earned a spot in the championship’s open division. Players who did not make it to the open division can play in the club division.

July 20-23 will host the boys 12-and-under and 14-and-under, and girls 12-and-under and 16-and-under in both the open and club divisions. The final days will host the boys 16-and-under through 18-and-under, and the girls 14-and-under through 18-and-under in both the open and club divisions.

Serving up a scholarship Celsius Tennis Academy instructor helps a young player on a difficult journey.

elsius Tennis Academy has never done this before.

It’s one of the most successful tennis academies in the area, with recent graduates attending Florida, Florida State, Ohio State, Harvard and California universities, among other top programs.

Sure, the academy’s director, Cary Cohenour, has given discounts to promising players who could not otherwise afford the school’s programs. It had never given a spot away for free, though.

That changed soon after instructor Rene Muzquiz saw a video posted to Facebook.

The video depicted a girl, Katherine Frayre, who leaves her home in Tijuana, Mexico at 5 a.m. each Monday through Thursday and crosses the U.S. border. Her destination is Rolling Hills Tennis Academy in Chula Vista, Calif., where the 14-year-old goes to sharpen her skills. The journey takes about 3 1/2 hours each way.

Muzquiz watched the video and immediately commented on the post, saying he was willing to get her a full scholarship to Celsius, located at Sarasota’s Bath and Racquet Club, even offering to let Frayre stay at his home.

After talking with Cohenour and Frayre’s parents, he helped all parties reach an agreement.

Frayre would come to Celsius and receive training, free of charge.

His response to the video comes from his own experiences.

Muzquiz, like Frayre, grew up in Tijuana. His family, like Frayre’s, was not overflowing with money.

He had to split a weekly tennis lesson with his brother, and those lessons took place in San Diego, less than 20 minutes from Chula Vista. He understands what she goes through every day, and what she gives up to follow her dream.

“It’s sacrifice,” Muzquiz said.

“To achieve your dreams, you need to sacrifice a lot, whether that’s money or family or something else.”

In Frayre’s case, it’s a bit of everything. The biggest thing she misses, though, is sleep.

“Waking up (early) every day,” she said. “That’s the worst part.”

Frayre wouldn’t be so determined if she wasn’t good. She is, though. She finished second in a 2015 Olympic selection tourna-

ment in Rosarito Beach, Mexico.

Her dream is to play tennis professionally in the United States.

Muzquiz thinks she’ll be a college team’s No. 1 player someday, with the potential for even greater things. He should know. Before becoming a coach, Muzquiz was a top-five ranked junior player in Mexico, and played professionally on the North American satellite circuit.

It’s her attitude that makes her great, Muzquiz said, calling her “a beautiful person” and what every tennis coach wants in a player.

Frayre is always cheerful, always giving everything during her practice sessions.

That effort is obvious when watching her. During one particular drill, when doubles pairs were substituting on the fly after each point, similar to a game of knockout in basketball, all six participants were gassed — except Frayre. She was consistently the first one in position, and didn’t so much as break a sweat.

“She’s taking this opportunity to the max,” Muzquiz said.

He’s encouraging Frayre to speak English, she said, saying he would not approve of her using Google Translate during interviews. She’s a little shy, being in a new environment.

Muzquiz is so fond of Frayre, thinking of her as a mirror to his younger self, that he invited her to train at Celsius every summer.

While Frayre is a special case, her story is a reminder of the things academies can do for less fortunate athletes, and is also one that Muzquiz hopes persuades others to follow their dreams.

“She inspired me,” he said.

“I’m a single parent. Sometimes you need a spark in life to keep on going. I hope she inspires everybody.”

Alec BootHandford Alec Boot-Handford, 15, pitches and plays first base for the Sarasota All-Stars Babe Ruth team. In the July 14 championship game, a 4-1 win against South Orlando on July 16, he pitched a complete game.

How long have you been playing baseball?

I started when I was 3. They put little plastic balls on a tee, and we used those thick plastic bats. We just hit the ball and ran the bases, ran backwards if we wanted to.

After that, it just became part of my life.

What other sports do you play?

I play basketball for my school (The Classical Academy of Sarasota), and I throw the football with friends around the yard.

What is your best skill as a baseball player?

Pitching. Particularly my fastball, four-seam. I like to throw that on the outside corner away from hitters.

What is your favorite baseball memory?

I’d say when I was 8. I hit my first ball actually out of the park, in practice at Cal Ripken Sarasota.

I ended up hitting five in one night. It was funny because on the second one, I hit someone’s car, and he came over and yelled at us, and then moved his car. On the fifth one, I ended up hitting the same car after he had moved it. That was pretty funny to me.

Rohr coached the Rams from 2014-2015, and previously helped his wife, Kristen Batt, coach the Cougars. Rohr and Batt both coached at Grand Canyon University in Phoenix last season.

Food trucks in high gear JDub’s Brewery celebrated the one-year anniversary of its monthly food truck rallies.

F

ood truck rallies have become a regular fixture at JDub’s Brewing Co., but on July 15, the event carried a little more significance.

The brewery celebrated the first anniversary of its monthly food truck rallies in its typical form — food, music and beer.

JDub’s welcomed patrons of all shapes and sizes.

Children played lawn games in the beer garden while adults enjoyed the live band and spray painting by Richie Brasil.

“We switch it up every time,” said Taylor Pogue, JDub’s online presence manager. “It’s a really great place for people to come for the day.”

Sailors hunt for treasure

he youth sailors were on a hunt on July 12, but not just any hunt. It was a treasure hunt.

Campers in the Sarasota Youth Sailing camp at the Sarasota Sailing Squadron had to follow a set of clues to get them to their final destination: a bucket of candy.

After a scavenger hunt on land, sailors took to their sailboats and explored Sarasota Bay. They found their first clue on a whiteboard that read, “What is our favorite place to be? Sail to our pirate at the land under the sea.”

Sailors headed toward a camp counselor standing at a sandbar who gave them their next clue. Their final clue led them to the edge of Longboat Key, where they found the “X” that marked the spot. Before heading back to the sailing squadron, they each enjoyed a piece of candy.

The first clue was on this boat marked with a pirate flag.
