Jo-To property sells for $1.35 million

Former City Commissioner Suzanne Atwell, on changes she’d like to see at City Hall.

A Siesta Key Village property changed hands this month, as the former Jo-To Japanese Restaurant building sold for $1.35 million.

Property investors Jim Syprett and Jay Lancer bought the parcel at 5218 Ocean Blvd. with plans to remodel for a new restaurant tenant.

The pair’s real estate portfolio includes Sandal Factory, Gidget’s Coastal Provisions and Daiquiri Deck on Ocean Boulevard.

The new owners have not named a tenant for the property.

New commissioners, mayor take posts The City Commission got two new members Friday, as Hagen Brody and Jen Ahearn-Koch were sworn in after winning seats in the May 9 municipal election.

The two at-large representatives made brief comments during Friday’s meeting, expressing optimism the board would be able to work collegially toward progress for the city.

“While we might differ on how to get problems solved,

how to move forward, we all agree on these common, good principles,” Brody said.

The board also selected a new representative to hold the ceremonial title of mayor, unanimously choosing Shelli Freeland Eddie for the position. The commission selected Liz Alpert to serve as vice mayor.

Following up on outgoing Mayor Willie Shaw’s State of the City address, Eddie highlighted issues such

as homelessness and the development of new zoning regulations as issues the board will have to work together to address during the next year.

“As we go forward, we have some additional hurdles to climb,” Eddie said.

“It’s going to take some guts, it’s going to take some tenacity and it’s going to take some compromise.”

After giving up its ownership stake in a segment of Beach Road, the county reached an agreement with property owners to permit pedestrian access along the vacated right of way. The property owners accuse Reopen Beach Road leader Mike Cosentino of obscuring this fact, but Cosentino believes the county’s decision will lead to restricted public access in the future.

ike Cosentino is unwavering in his belief that Sarasota County made a grievous error by deciding last year to give up a small segment of Beach Road.

That quality was on display during April’s Siesta Key Association meeting, when the organization’s leadership pleaded with him to stop talking about his public campaign to restore public ownership of the land and make the road drivable.

He didn’t stop. He said he was going to force the resident group’s hand if it wouldn’t give him a platform willingly, that its bylaws would require it to hold a meeting to discuss an issue that many of its members wanted to know more about.

He was willing to let someone with an opposing viewpoint share the stage with him. All he wanted was an opportunity to discuss the cause that’s taken over his life.

“For 10 months, this has been my full-time job,” Cosentino said.

In some cases, his dedication can only get him so far. Despite the controversy, SKA is not objecting to the street vacation.

The board was happy the county preserved pedestrian access along that segment of Beach Road. And the leaders didn’t see any advantage in discussing the topic when Cosentino was in the midst of a lawsuit against the county.

“This issue is going to be decided in the court based on the facts and the laws — not based on what Mike said, not based on a debate going on in here,” said SKA President Harold Ashby.

BEACH BREAKDOWN In May 2016, the County Commission vacated its stake in the 230-foot segment of Beach Road. The decision cedes ownership of the land to three property owners who own parcels on either side of Beach Road: Wendy Madden, Sheila and William Caflisch and Mike Holderness.

As part of the deal, the property owners granted the county a perpetual easement that permits public access across the vacated right of way.

In June, Mike Cosentino filed a complaint against the county, alleging the decision violated the county’s comprehensive plan. After the Madden family intervened in the legal battle, a judge dismissed the central argument in Cosentino’s lawsuit last month.

on the prospect of making his case to SKA members. Obstacles or no, he’s not giving up on much of anything, spending 70 hours on a light week on his Reopen Beach Road campaign, he said.

The campaign dates back to May 2016. That’s when the County Commission voted 4-1 to vacate its ownership of a 230foot segment of Beach Road west of Columbus Boulevard, which had been closed to through traffic since 1993. Three property owners — who own land on either side of Beach Road, including private seaward beach lots — requested the move.

Cosentino said the property owners didn’t have the legal standing to make the request, and the county didn’t have the authority to grant it. He said the changes will lead to larger developments and a privatized beach.

The property owners have a less-exciting series of events.

The road was damaged, and they didn’t want people driving in front of their homes, anyway. It had

been closed for decades, and they had access to their property along Avenida Veneccia.

The vacation prevents the possibility that the road will be reopened to traffic and preserves pedestrian access. When they’ve told that to concerned residents, they’ve seen anxiety fade.

“Mike Cosenstino and his followers tell whoever it is what they want to hear,” said Billy Caflisch, son of Wiliam Caflisch, one of the property owners. “It doesn’t matter what the truth is.”

Cosentino doesn’t buy the property owners’ claims. He sees the issue in stark terms. The owners are “actively seeking the ruination of the county.” The County Commission is “corrupt.” Land use attorney Charlie Bailey, who represented the Maddens, is a “coward lying son of a b—.”

Beyond the legal dispute, he also sees a battle between what Siesta Key was and what it has become. He’s resentful of the level of development, of out-oftowners coming in and pricing locals off the island.

He remembers a time when Beach Road was open, when he would park his truck illegally along the street and carry his ailing mother to the sand. The two of them would watch the sunset.

“I have been pissed off since the day that road closed because it was my favorite spot on Siesta Key,” Cosentino said. “Now, you’re just giving it to some guy from Michigan? You gotta be kidding me.”

But Beach Road property owners have roots in the community,

too. The Caflisches have owned their home since 1942, though they’ve had to convert it into visitor rentals. They say they’ve been painted as money-grubbing developers, not locals invested in improving Siesta Key. “The structure on our property was built almost 100 years ago,” Caflisch said. “We haven’t changed anything. That’s not our intent out there.”

Even those who disagree with the vacation don’t necessarily share Cosentino’s insistence the road be restored for cars. Jay Lancer, a Siesta Key Village property owner, said the county should have secured more concessions in exchange for the vacation, such as a guarantee public access to the beach would never be restricted.

Lancer is hopeful that the property owners might still agree to some deal that would enhance pedestrian access along Beach Road. Cosentino isn’t interested in compromise, though.

“He wants it open to vehicular traffic,” Lancer said. “At this juncture, he’s not going to settle for anything else.”

Although the Reopen Beach Road campaign is getting significant public attention, the property owners hope the county’s decision will be vindicated in court. Bailey said a recent ruling that discarded a central part

of Cosentino’s argument should quiet the opposition, though he’s not certain.

“Mr. Cosentino’s pretty doggone persistent,” Bailey said.

The property owners say wordof-mouth from their side is swaying people, too.

“Folks say, ‘Boy, if this is something Mike feels that strongly about, I better support him’ — without having the benefit of the facts,” Bailey said. “When they get the facts, they think, ‘Hmm.’” Cosentino’s fighting on another front, too. Reopen Beach Road is circulating petitions to place two charter amendments on the ballot. One would overturn the Beach Road street vacation, and another would prohibit similar decisions in the future. His attorney, Elizabeth Gomez-Mayo, says the group is close to halfway to its target of 15,000 signatures.

Cosentino said people have asked him why he cares so much.

He said it’s because he’s seen something better in the past, and he wants to see it again.

It’s clear he won’t give up until he’s exhausted all his options — and maybe not even then. While others are grappling with how to best deal with Mike Cosentino, the man himself is confident in his approach, certain that he’s fighting for a righteous cause.

Sarasota Memorial Hospital’s primary mission is treating the patients who come to its facilities — which represented more than 982,000 visits last year.

Pursuing advances in health care is a crucial part of that mission. But it helps if patients and hospital employees have a place to park their cars, too.

As the hospital has expanded its scope of work — the number of admissions and observation cases at its main midtown campus has increased 32% during the past five years — it’s learning some of the logistical challenges that come along with growth.

That’s why SMH is preparing to undertake a $12 million parking garage project, adding 600 spaces in a five-story structure at 1801 Arlington St. In December, SMH Chief Operating Officer Lorrie Lang provided an update on the hospital’s parking needs to the Sarasota County Hospital Board. The hospital campus has more than 3,100 spaces in four parking garages, but a survey in October showed as few as 15 available spaces at 11 a.m. on weekdays.

tal Board also approved a longterm solution, signing off on the new garage at the west end of the campus.

On Wednesday, the city’s Development Review Committee reviewed plans for the garage, the first step toward gaining approval for the project. SMH hopes to complete construction by December 2018. Hospital spokeswoman Kim Savage said the garage should address SMH’s parking needs for the next five to 10 years.

In the past, businesses in nearby Southside Village have sought to take advantage of opportunities for parking synergy with the hospital. Eddie Morton, owner of Morton’s Gourmet Market, said there hasn’t been a conversation about the impact of the new garage yet, but he’s hopeful it could at least open up some more on-street parking in the commercial district.

“One good point is if it’s more convenient for the employees — some still do park on the street there,” Morton said.

SMH is undertaking other growth projects, such as a new residency program with Florida State University that will include the opening of a $2.2 million primary-care facility in Newtown.

“We’ve kind of grown along with our community and provided new services as the needs arose,” Savage said.

Lido hotel plans draw questions Although residents aren’t objecting to plans to redevelop the Sandcastle Resort at Lido Beach, they have some concerns about the impact on traffic and more.

On Tuesday, residents such as Morris shared their thoughts on the proposed redevelopment of the Sandcastle Resort on Lido

Beach with the property owners.

Delray Beach-based Ocean Properties plans to replace the 1950s building with 110-foot towers with 304 hotel rooms.

The existing property, located at 1540 Benjamin Franklin Drive, is four stories tall and has 176 rooms. For Morris and others, the scope of the project stood out.

“As I look north now, I have a

crystal-clear view of the entire Lido public beach,” Morris said at Tuesday’s meeting. “If your building goes up to the full extent you’re discussing, that view of Lido Beach will be wiped out.

That will be a loss of enjoyment for me. Who knows what it’ll do to my property value.”

Ocean Properties Vice President Mark Walsh said the plans are in line with the height of other buildings in the area, including the Lido Regency and the RitzCarlton Beach Residences. The proposal calls for a building with a slender, curved frame, similar to the company’s Opal Sands Resort in Clearwater Beach.

Residents also asked what the increased size of the hotel would mean for traffic in the area. Walsh pointed out the land is zoned for a residential multifamily building, and said a hotel would generate less vehicular traffic than a condominium. The City Commission will eventually need to approve a rezoning application for the hotel project to move forward.

The redevelopment will also include about 20,000 square feet of restaurant, ballroom and meeting space. Although a traffic study is ongoing, Walsh doesn’t expect the project to noticeably add to congestion in the area, even during season.

“This is not going to change the traffic one way or another to any great extent,” Walsh said.

Other residents at Tuesday’s workshop praised the proposed design and concept for the hotel redevelopment. Carl Shoffstall, president of the Lido Key Residents Association, said the changes would represent an upgrade from the dated Sandcastle building.

the project bolstering the island’s supply of hotel rooms.

“We need this,” Shoffstall said.

“We’ve lost over 400 rooms since I’ve been out here in hotel space.”

Walsh said Ocean Properties plans to make the Sandcastle a four-star hotel or better, promising residents a high-end final product. All of the rooms will include a waterfront view. Walsh said the company is positioning the Sandcastle as the nicest hotel in the area. Ocean Properties intends to continue to own and manage the property postredevelopment.

“We understand what would be successful here, and we’ve come up with a design that we think fits the site and fits the market for the long term,” Walsh said.

Bruce Franklin, a planner working with Ocean Properties, said the group plans to file a formal site plan within four to six months. In addition to the rezoning application, the city will need to approve a major conditional use for the restaurant, meeting space and recreational facility, which will offer rentals for nonmotorized watercraft.

If Ocean Properties gains the necessary approvals, the project could be complete by 2019.

Residents of nearby properties, including the Orchid Beach Club and Mark Twain Condos, encouraged Walsh to continue engaging with the Lido community as plans progress.

“I’m hoping — given the size of property you have — we can work together to mitigate the concerns the residents have and still make your project a very great addition to our beach,” said Mark Twain resident Pat Ludwig.

After more than a decade of controversy surrounding a 9.6-acre School Avenue property, residents and officials offered strong support for a proposed development on the site at Monday’s City Commission meeting.

The commission unanimously approved changes to the development agreement for Payne Park Village. David Weekley Homes intends to build a 135-unit housing project on School Avenue, scaling back the original vision for a 238-unit mixed-use project on the land.

Residents from the Alta Vista neighborhood endorsed the developer’s plans.

“Tonight represents closure for 10 years of endeavor by neighborhoods, both organized and unorganized, to fight for something that is reasonable in their neighborhood,” said Stan Zimmerman, former president of the Alta Vista Neighborhood Association.

In 2005, previous property owner Ron Burks pitched a project with seven-story buildings housing 450 condominiums. By 2009, thanks to resident opposition, his proposal shrank to 238 townhomes in four-story buildings, plus retail, office and hotel space. Now, the 135 units in a mix of attached and detached housing will range from three to four stories.

The changes approved Monday largely eliminate the nonresidential plans for the property. However, David Weekley Homes only plans to purchase and develop an 8.7-acre parcel of the property. The remaining 0.87-acre parcel is still zoned for either 62,000 square feet of office space or a 100-room hotel and 4,000-square-foot restaurant.

Martin Frame, land acquisition manager for David Weekley Homes, said the developer thought the smaller scale of the company’s proposal would benefit all parties involved. The company hopes to break ground before the end of the year. The residential units will be priced between $300,000 and more than $500,000, Frame said.

Commissioner Hagen Brody asked the developer if it had explored the possibility of building more affordable housing into the project. Frame said the original multifamily proposal would have come with increased building expenses and would not have fit with the nearby single-family neighborhoods.

The developer attempted to split the difference between mirroring the project’s surroundings and bringing down the price of the homes.

“We tried to support affordability by getting as much density as we can with the balance of what’s good for the neighborhood,” Frame said.

New Commissioners Hagen Brody and Jennifer Ahearn-Koch say it’s difficult to determine a top priority. They should read Tom Barwin’s 2016 budget letter. That will sober them up quickly.

ewly elected City Commissioner Hagen Brody is right — the city has so many issues to deal with.

And he’s right on this, too: It’s difficult to say which one is No. 1.

Perhaps he’s right that showing city residents the City Commission is “effective, efficient and respected” is a top priority. That would certainly be welcome. And he’s right again: If that were to occur, that would indeed help residents believe the commission can achieve great things.

No question about it. There is much to do — and show.

Newly elected Commissioner Jennifer Ahearn-Koch on election night articulated a list of big issues — transportation, development, affordable housing and homelessness, noting they are all intertwined and cannot be addressed independently. All of those issues never go away; there is no silver bullet. There never is.

Where to begin?

Events often have a way of dictating priorities. And one of those events that will provide a first test for the new commissioners begins this month.

Commissioners and the city administration will start the months-long process of determining the budget and property-tax rate for the next fiscal year.

That should have a way of focusing Brody and Ahearn-Koch’s attention — as well as the other three commissioners’ attention — on what’s important.

Indeed, if the new commissioners want a primer on what choices and tradeoffs they are likely to face, they should dig out City Manager Tom Barwin’s Sept.

6, 2016, budget letter. It’s sobering.

Barwin’s letter highlighted six issues that he obviously believed were the most crucial to highlight: 1) Employee pensions 2) Retiree health benefits 3) Sustaining public parks and public spaces 4) Planning and zoning for Sarasota’s growth 5) Sustaining infrastructure 6) Affordable housing deficit Take the first two — pensions and

health benefits. The city’s unfunded liabilities are $155.6 million, three times the amount of those for the city of Bradenton (see below). This is money the city does not have, and yet is promised to be paid over the next two decades to retired and future retired city employees, police and former city firefighters. Here’s what Barwin said about the city’s pension liabilities in his budget letter: “The City’s Public Safety Employee Pensions will continue at an unsustainable 71.89% of payroll through FY 2016-17. This means that for every dollar of a police officer’s pay, an additional 72 cents must be contributed to the police pension fund.

“In comparison, the current Florida Retirement System’s (FRS) contribution rate is 22.57% of payroll, and most local police pension plans contribute significantly less than the city of Sarasota’s current percentage of pay.

“The FY 2016-17 budgeted pension obligation for the Police Pension Plan alone is $7.79 million, or 12.6% of the total General Fund expenditure budget.

“All pension plans in the General Fund (Police, General, General Defined Contribution and Fire) are budgeted at $12.5 million, the equivalent of approximately two mills of our 3.1728 mills Ad Valorem Tax levy, and represents 20.2% of the total General Fund’s expenditure budget.

“Pension funding is challenging the city to maintain competitive tax rates and service levels. We must continue to remain lean as pension reform evolves.”

Every Florida municipality with unfunded pension liabilities is hoping its pension-fund investment returns will generate enough cash to meet all future obligations, or at least make the inevitable tolerable for taxpayers. But it’s not going to happen. City taxpayers, at some point, will be tapped to pay down this debt.

And now is the time to start facing it. Up to now, most of the past City Commissions have put off the reality, much the way Congress keeps piling on debt to future generations. Go back to Barwin’s comments. He said the current situation is “unsustainable.” The commission must decide: higher taxes or fewer services.

Add to the pension challenge, the city’s parks. Barwin has talked over the past year of perhaps instituting a new park tax. “I believe we must continue to look at innovative approaches, best

DON’T DO IT Dr. Mark Kauffman, a member of the Downtown Improvement District board and the man who, more than anyone, has made downtown Sarasota a vibrant mid-size city, initially favored adding the above entry signage over some of the roads leading into downtown Sarasota.

But the retired physician and developer has received feedback from people he respects, urging him not to do it. Tacky, they said.

We like what DID board member Eileen Hampshire said: “The comments I get are, ‘Oh, come on, you know where downtown is.’ It’s where the big buildings are.”

We agree: Don’t do it.

It’s as simple as this: Take more tax money from somewhere else; charge park fees; or have scruffy parks. Don’t forget, either: There was no mention in Barwin’s letter about the idea of borrowing $14 million or taking $14 million from another use to fund a renovation of the Bobby Jones Golf Course.

Barwin closed his budget letter with this unvarnished warning: “It is important that we point out to the City Commission and the public that maintaining current service levels citywide will be difficult unless we see a substantial increase in the economically sensitive revenues and a continued increase in assessed values throughout the city.

“Property tax values are expected to increase, however, property tax cap restrictions exist that will limit revenues to a meager amount regardless of large increases in market value.

“Unless the economy sustains very strong improvements, which would stimulate the economically sensitive revenues, annual shortfalls could occur.

“Additionally, if actual rates of return on pension fund investments fall short of the actuarial assumptions, future pension contributions will be unsustainable without more drastic measures, including severe service level reductions, substantial increases in the millage rate and substantial increases in fees and charges.”

We didn’t even address the city’s challenges with aging utility infrastructure (water supply and wastewater collection), roads, sidewalks, traffic signalization and bridge, seawall and pier infrastructure, nor the costs of addressing homelessness or the undermanned police force.

There are three ways to pay for all of this: Raise taxes and fees; increase the tax base with new development; or a combination of both.

t is with grave concern I watched the Visit Florida issue unfold in our Legislature under House Speaker Richard Corcoran.

The speaker found problems with the spending of the vital advertising tool that advertises Florida throughout the U.S., Europe, Canada and elsewhere.

Instead of fixing and firing the people who made poor advertising expenditures, the speaker chose to bully members of the House and disrespect the governor, who was more than willing to reform Visit Florida and punish the people making a few bad marketing decisions.

Numerous legislators remarked to me that they would not be able to help their constituents unless they voted to cut drastically Visit Florida’s budget as requested by the speaker.

These legislators know that the Visit Florida advertising money is one of the life bloods of our economy. But they choose to vote to deflate the state budget for Visit Florida to keep their road projects and community center or arts funding in their districts in the budget.

I travel for my work throughout the U.S. and Europe, and I see the advertising dollars from Visit Florida in places like Cin-

cinnati, Saginaw, Mich., Chicago, New York state, Maryland, Washington, D.C., Canada, England, Belgium, even Colorado.

The preponderance of visitors to Southwest Florida hail from all these areas with the majority of our tourism from the Midwest, Northeast and Canada. I also noticed recently on my travels that other states and tourist destinations such as Asheville, N.C., Myrtle Beach, S.C., Maryland, Las Vegas, Georgia, Alabama, Texas, California and Arizona are all advertising on TV and social media with the intent of luring away the 110 million Florida tourists.

Now is not the time to cut our Visit Florida advertising budget.

Now is the time to accelerate our efforts in light of this competitive activity for our tourists.

Does the Legislature ever see market leaders such as Coke, Apple, Geico or Bud Light cut their advertising budgets? Not ever!

These companies know that to keep their products and services top of mind that they must advertise or lose market share!

They know they must keep their products’ sights, sounds, culture and usefulness in the “hearts and minds” of their consumers or risk losing them to their competition.

fight for the “hearts and minds” of the 50 states, Canada and Europe’s tourists. When these tourists visit and fall in love with Florida, they want to come here to live and buy a home. They also bring with them job skills and a work ethic that is sorely needed.

My local business employs 180 people. Eighty-five percent of my associates were once tourists from the Midwest and Northeast who visited and now live and work in Manatee and Sarasota counties.

Let me close by being totally transparent: Visit Sarasota helps attract 4 million tourists to Manatee and Sarasota counties. These tourists come to relax and usually enjoy themselves by buying the more than 208 beers my company sells to more than 1,600 grocery stores, convenience stores, taverns and restaurants in Sarasota and Manatee.

The tourists buying from our retail partners make up more than 35%-40% of my total beer business. Without the tourists attracted to us by Visit Florida, our economy and our opportunities would make us just another Midwest state with poor job prospects and nice sunshine.

“Baby Trump,” as affectionately described by local media, also known as Martin Hyde, was soundly defeated May 9, and Sarasotans chose to maintain the status quo on the City Commission.

That is how many of our establishment viewed the commission election. But they overlook the “elephant in the room,” which is that 78% of registered voters did not vote.

Will the new City Commission ever allow citizens to decide whether to move our elections to November to save $100,000 of taxpayers’ money and increase turnout threefold?

Sadly, I doubt it.

Meantime, the new commission faces the reality of questions that still have no answers: n How are we going to fund the $150 million in unfunded pension liabilities? n What are we going to do about a police department with 25% fewer officers than 15 years ago? n When will we address the close to $140,000 per month we spend on legal fees? n Where is this “housing first” plan going to be implemented? n Will the return of the parking meters happen despite campaign promises?

When dismissing the above as the ranting of a bitter, losing candidate, you might also want to file this and read it again in a year. At that time, it might be more prophetic than pathetic.

Atwell, Chapman say goodbye to commission As they cede their seats to a pair of newcomers, two commissioners reflect on their time at City Hall — and discuss their plans for the future.

On Monday night, as the City Commission held its first meeting since two new members joined the board, Suzanne Atwell was walking across the John Ringling Causeway.

Atwell got some pleasure from the freedom to forego a commission meeting at City Hall for the first time in eight years. Still, the moment was bittersweet.

“I thrived on this job,” Atwell said, reflecting on her service as a commissioner. “I have the kind of personality that thrives on a

challenge like bringing the city together.”

Atwell’s last day on the commission was Friday, as Hagen Brody and Jen Ahearn-Koch filled the seats she and Susan Chapman left behind. Although Atwell declined to seek re-election after serving two terms, it wasn’t an easy decision to walk away.

She said it was time, and she’s hopeful Brody and Ahearn-Koch will add a new dynamic to city government. But despite Atwell’s optimistic outlook regarding the city’s recent growth, she became increasingly frustrated about how the commission handled its business.

Atwell took pride in her position as an at-large commissioner — someone representing the entire city. She said the board’s actions often failed to acknowledge the interests of all of her constituents, instead bending to the will of a few City Hall regulars who knew how to work the system.

“I think we ought to have more people participate,” Atwell said.

“The governing has benefited smaller groups of people that often upend certain votes.”

There are many points of pride from her time on the commission.

She embraced the role of mayor during her two yearlong stints in the ceremonial role, eagerly attending events and making her presence known in neighborhoods throughout the city.

She helped create a downtown economic development coordinator position, which helped track and encourage growth in the heart of the city. The creation of the Robert L. Taylor Community Complex, the hiring of Police Chief Bernadette DiPino and the dedication of the playground at

Payne Park are among the highlights she lists.

“I think I’m most proud of that I was the commissioner who looked for, ‘How does it happen?’ rather than, ‘How do you put sand in the machinery?’” Atwell said.

That’s why she was disappointed when the board rejected the Woman’s Exchange’s plans for expansion, which saw the commission overruling city staff’s decision. Her preference was to defer to the professionals, placing faith in their capacity to act in the best interest of the city.

Even more disheartening was the commission’s lack of interest in authorizing a referendum to potentially move municipal elections from spring to fall, when voter turnout is traditionally higher. She wants the city to look for a way to broaden the conversation, and for people who don’t usually speak out about local issues to start getting involved.

Although she’s leaving the commission, she doesn’t plan to stop engaging. She teases her involvement in a forthcoming multimedia venture regarding local issues, and she said she’ll be eager to comment on topics

of interest to her on the city’s agenda.

Her frustration may have led to her decision to leave the commission, but she’s still got a sunny outlook on the city’s future. She said the City Commission is in need of a shake-up, and she’s hopeful new members will help make that happen.

“I don’t want people to say, in five months, ‘It’s just like it was,’” Atwell said. “‘It’s like Susan and Suzanne back on the board.’ I don’t want to hear that.”

STEPPING BACK

Despite seeking re-election, outgoing commissioner Susan Chapman is keener on taking the opportunity to step away from city government.

“I’m going to do the things that I needed to do that I had to defer,” Chapman said.

She never saw herself as a natural politician. Despite her involvement in civic affairs and as a neighborhood leader, she thought of herself as the person who encouraged other people to run — until, leading up to the 2013 election, she was the one people were encouraging to run.

She felt a strong sense of obligation to the people she represented. That’s why, despite some misgivings, she ran again this spring, falling 55 votes short of the three-person runoff in the first election.

On the commission, Chapman has been the target of outspoken criticism — and a three-year lawsuit accusing her of violating the Sunshine Law that concluded just before she left office. She called the timing of the final ruling in her favor “miraculous.”

She may not have shown it pub-

licly, but the negative comments took their toll on her. She feels like she’s lost her identity during her four years on the board. Although people are still counting on her to help them pursue the causes they’re interested in, Chapman is looking forward to the opportunity to assess what she’s genuinely passionate about doing.

“I can tell you the most important thing to do when there is a transition is to accept it and to relish the transition,” Chapman said.

That’s not to say she views her time on the commission as a burden. She’s proud the city has embraced an effective model for fighting homelessness, that it has prioritized community policing, that its sewer infrastructure is being improved. And although critics said her actions tended to favor those same special interests Atwell decried, Chapman said she engaged with all constituents.

“When people said you’re the only one who returns my emails, my calls, who speaks up for me — that was important,” she said.

Unlike Atwell, Chapman doesn’t see the commission shifting too radically. But she also sees reason to be optimistic about the direction the city is heading. As she left the board, it gave her an opportunity to assess how much has actually changed since she joined it.

In the moment, it often didn’t feel that significant. Looking back, though, she’s proud of what she helped achieve.

“These things — you don’t really notice when they’re happening, but it’s gradual and incremental,” Chapman said. “It’s dramatic.”

Siesta Key hotel sells for $9.7 million ALEX MAHADEVAN NEWS INNOVATION EDITOR

In the largest commercial sale on Siesta Key in two decades, a Sarasota-based investment group has purchased a Village hotel for $9.7 million.

Sarasota Realtor-turnedhotelier Michael Holderness is managing the group that bought Siesta Beach Resort & Suites with plans to redevelop the hotel and rebrand the concept as Siesta Key Beach Resort and Spa. Holderness serves as CEO of Beachside Management, which will run the revamped property that’s anchored at 5311 Ocean Blvd. with more rooms across Calle Miramar behind Blasé Café.

“We’re going to throw a lot of love into the property,” said Holderness, a Sarasota native.

Work is slated to start on the resort in August, with a grand opening to come the day after Christmas.

With 60 rooms, the Siesta Key Resort — formerly a Best Western — is the largest bona fide hotel on an island where visitor accommodations are mostly homes and condominiums converted into vacation rentals.

Holderness said he might scale back the number of units to make room for a spa.

This week, Sarasota County approved the use of a 4COP liquor license on the property, though Holderness declined to comment

The new owners plan to invest $1 million into renovating the property and another $700,000 into operating systems and other technology. The project is designed to cater to families who want to do more than just hang out at the beach through the addition of a variety of amenities, including stand-up paddleboard, bicycle, kayak and other rentals.

“We want to give people a whole new guest experience,” said Holderness.

Architect Mark Sultana, a partner with DSDG Architects, is working on the redesign. His firm is also responsible for the coming Oceana condominiums on the north end of Ocean Boulevard.

The technology infrastructure will feature a lot of automation, Holderness said.

BAD PAINT JOB 4:45 a.m. — 2400 block of North Links Avenue Property damage: A woman informed police that sometime during the night, someone poured gray paint on cars in the area. There was paint on the rear fender of one car and on the hood and rear fender of another. The woman washed the paint off the cars before an officer arrived, but the officer did see some residue on the vehicles. The woman said she had no knowledge of who might be responsible for the damage.

OFF THE MARK 12:30 p.m. — 2400 block of Floyd Street Property damage: A woman reported that someone broke her bathroom window earlier in the day. The woman said a neighbor has a teenage son who shoots BB guns in their backyard. An officer examined the scene and said the damage was consistent with a small projectile. The neighbor confirmed his son does shoot a BB gun, and the pellets sometime ricochet. The neighbor said he was willing to pay for the damage and shared his information.

The supervisor for the construction project said they were putting in drain pipes and a fire hydrant and had to break apart a portion of the sidewalk as part of the approved plans for the building. The supervisor said his crew fully intended to fix anything they had damaged.

TOW ZONE 3:55 p.m. — 700 block of North East Avenue Dispute: A woman reported that her neighbor keeps parking his vehicles on her driveway, even though she asked him to stop. There was a motorcycle in her parking spot when officers arrived at her home.

The neighbor said he had not parked on her property since the woman made him aware of the issue. He said he could not move the motorcycle because it belonged to his friend, and he did not have the keys. Officers told the man to get his friend to move the motorcycle as soon as he returns, or else it could be towed.

hen Lisa Lyon and one of her Brazilian jiujitsu training partners walked into a Booker High wrestling practice last season, the wrestlers met the two women with a few glances, seemingly pondering why they were there, then returned their focus to their opponents. It was a mostly neutral reaction.

Little did the wrestlers know Lyon would soon be their head coach.

It was never her intention.

Lyon, 32, came to Booker in the fall as a guidance counselor.

She said that position still holds the most importance. She only walked into that practice to learn technique and apply it to her own training. Lyon has been involved with Brazilian jiujitsu for about seven years, after she moved to Bradenton from her hometown of Lakeland.

Previously, the Florida State music major tried MMA, but that experiment ended when one of her punches caused a man’s face to become a blood fountain.

Jiujitsu didn’t require punching, and retained the grappling aspects she liked from MMA. The jiujitsu community quickly became her Gulf Coast family.

After Lyon had shoulder surgery, people brought her food and drove her to get her hair washed.

She sold her motorcycle and Jet Ski to, at least in part, ensure she stayed healthy for competitions.

She loved the sport.

Her wrestling game was not a strength, though. When she got to Booker, she jumped at the chance to listen to then-coach Bill Pitts, who had been at Booker for nearly a decade. It started out small, with Lyon simply wanting to exercise. She also volunteered as a liaison between the coaching staff, the wrestlers and the school office, for she was on campus all day. Soon, Pitts named her an official assistant coach and told

her of his plans to retire.

“He spent the season preparing me,” Lyon said. “He picked me.”

Lyon still had to go through the formal interview process, which Booker Athletics Director Phil Helmuth said she aced. She was named to the position in early April. It didn’t matter that Lyon had no actual wrestling experience. Her gender also didn’t matter, but she is the first female wrestling coach in the area.

“They (the wrestlers) don’t even know what’s different,” Lyon said, adding that her athletes don’t understand why there is much newfound media attention.

This is evident watching her with the group. While Lyon gets changed, the wrestlers chat, chase each other around the mat and do some takedowns. When

she returns, one instruction from Lyon is all it takes to get them silent and ready to get better.

Lyon often has to boot wrestlers out of her guidance office.

They spend free time there, chatting about love, hopes, fears and everything else high schoolers stress about. It’s not just boys anymore, either. A handful of girls have started attending practice. Most tournaments Booker will compete in next season are co-ed, so the team will be co-ed, though girls have their own state tournament outside of the Florida High School Athletic Association umbrella. They are eligible for the FHSAA tournament, but it’s hard for girls to compete against top boys wrestlers because of size and strength differences. Lyon said she is thrilled by the development, but isn’t done. She wants at least six freshmen on the team next spring and every spring, so the program can fill out an entire roster. She has one.

The guidance counselor side of Lyon comes out when talking about goals. She wants her wrestlers to be prepared for college when they leave her program, and that means learning how to study, learning how to play and learning how to learn. That’s the baseline for success in her mind.

Her ultimate vision for the program is to offer year-round wrestling in the form of an AAU team, the Booker Wrestling Club. The team would be open to the community, not just Booker students, but Lyon especially wants to target kids academically ineligible for the school team. She wants to show what wrestling can do for a person’s confidence and let them have fun. She wants to give them a reason to become eligible.

Wrestling, Lyon said, is now surging. The program held a “Wrestlemania” fundraiser May 12 to promote the team. The hook: Students got to wrestle against teachers. Official fight cards were printed. Smoke machines and self-selected music marked each wrestler’s entrance. Sarasota Police Officer Dominic Harris even took part, wrestling senior Tony Phillips. More than 200 students attended the event.

Leap of faith keeps parkour teacher moving Sarasota man continues his passion after a horrific motorcycle crash.

J

osh Hill was riding his motorcycle to Tampa in pursuit of his security license when he was hit by a car at the intersection of Fruitville and Beneva roads.

It was March 11, 2015, about 7 a.m. Hill remained aware the entire time, even after the impact sent his ragdoll body more than 150 feet from the collision site. He felt the full impact of his shattered legs and other injuries.

“It was like a freight train ran over my femurs,” Hill said.

He fell into repetitive blackouts between fits of screaming.

He remembers getting placed in a helicopter, which at the time he thought was an ambulance, then waking up in a hospital with a tube down his throat. Surgeons had already placed rods in his legs. Doctors told Hill he would probably lose his left foot.

That was a problem for Hill, beyond the way losing a foot is problematic for anyone. He was getting his security license for a side job to supplement his real passion of teaching and performing parkour, which is essentially getting from “point A” to “point B” in the fastest and most productive way.

That means jumps, flips and

swings over objects, rolls under objects, and other movements of that ilk. Hill, a former professional skimboarder, was introduced to the discipline by former NFL linebacker Kamerion Wimbley, who competed in American Ninja Warrior in 2012.

“It’s not all scary flips and big jumps,” Hill cautioned. “It’s learning to use your body more

efficiently. It gets you better at everything.”

Hill recalls the story of one of his clients, a man, around 75 years old. Hill was nervous when the man arrived. Parkour is physical, after all, and Hill did not want the man to get hurt.

The man told Hill he was there to learn how to properly fall.

He loved to ride his bike, the

man said, but once he had fallen off his bike and onto his wrist, breaking it. Ever since, he was scared to ride, and he was hoping Hill’s class would eliminate that fear. Hill agreed, and gave him a lesson.

Hill didn’t hear from the man for two weeks, figuring he didn’t like the class, until he called back. The man was sore for a week and a half after the class, he told Hill, but it was worth it, because he found the confidence to ride his bike again.

Stories like this are why Hill teaches parkour. He used to hear them at his old facility, Sarasota Parkour. After his crash, his passion was in jeopardy. He didn’t lose his foot (though it required major skin grafts, and will require another surgery in the future), but medical bills racked up, even with help from the community.

Sarasota Parkour had to be shuttered. He was bedridden in the hospital for a month, and didn’t do any serious physical activity for five months after the crash. He took a job with a valet company as a key master, which required little standing. He asked his bosses if he could valet a few cars. The impact of going up and down stairs as a valet had Hill drenched in sweat. His cardio was weak. Slowly, it improved, and Hill said he felt physically ready to start training others again. Even though his skills are admittedly not where they used

to be yet, he still knows proper technique.

With financial help from friend Alexandra Barcomb, whom Hill said has “literally become family,” Hill started Rad Parkour, at 6222 Clarity Court. It opened in February. The first few months were slow, Hill said, but the past few have been kinder.

Rad Parkour has a website launching soon, but the facility still relies on word-of-mouth to get new customers for now. It’s bigger than Sarasota Parkour was, and has higher ceilings.

When I stopped by the facility May 15, it was nearly 8 p.m., open gym, and the place was filled with young adults chatting and pushing their bodies to their limits.

How far would you follow your dreams if you encountered roadblocks as serious as the ones Hill did? I probably would have turned around, quite frankly, and chosen a different path. Hill didn’t, and that is something I greatly respect. No matter what is next in store for Hill and Rad Parkour, he’s already proven himself a winner by getting back on his feet — literally — and doing what he loves.

Adrian Guzman is a junior at Booker High School. He will be the captain of the wrestling team next season.

How long have you been wrestling?

Since my sophomore year. My friend (Calvin Williams) wanted me to come wrestle. He recommended me because we didn’t have anyone at 120 pounds at the time. They wanted someone.

Were you nervous before wrestling for the first time?

No, I was just confused. I was still just starting to learn (the sport).

It was fun, though.

You can’t give up and not want to practice. It gets anger out.

What is your favorite subject in school?

Math. It’s just easy for me. I want to be an engineer when I get older. I like building things. I always have since I was little.

Did you play other sports growing up?

When I was younger, I played baseball. Then I started playing football more. I played football as a sophomore and junior. I’m still deciding (on next season).

Finish this sentence: “Adrian Guzman is ...” ... A hard worker. I don’t like being lazy during anything. I don’t like to see people sit and watch. I want them to come get better.

What is your best skill as a wrestler?

Leg riding. I’ve watched Jeffrey (Phillips, a current senior wrestler) do it every year that I’ve wrestled. That’s his best thing, and that’s how I learned, by watching him.

A picture of For Norma Albertha Winter, her art isn’t just her passion, it’s her life’s purpose.

n a cottage on the shores of Sarasota Bay, Norma Albertha Winter has created a personal Eden.

Tucked away in a second floor room of the White Cottage at Historic Spanish Point, she spends her days painting native botanicals on 5-by-5-foot canvases.

The flowers are larger than life against their white backdrops.

Surrounded by her work and an uninhibited view of Sarasota Bay, Winter, 82, finds a peace rooted in a purpose.

“It gives me a life when I see I can help,” Winter said. “I can put some beauty in the lives of other people.”

She credits Martha Baker of the AARP Foundation in Sarasota with the opportunity.

Winter moved to Venice in 2010 from Wellington in Palm Beach County. She taught art at Epiphany Cathedral Catholic School and managed the summer programming at Venice Art Center. Health issues, however, made it difficult to maintain employment.

Her resume tells the story of a young woman from Jamaica who graduated in 1966 from art school in New York City. In the decades that followed, she owned a small business, and was a commis-

sioned artist and an elementary teacher for children with special needs.

Yet, despite her experience, her options were few after recovering from her illness.

“I went through a very depressed time,” Winter said. “I have all this within me. Where can I put it? As if nobody wants what I have because they are looking at the picture, not looking at what’s in the package.”

But Winter is not one to wallow. Grounded in her faith, she believes in a divine plan. She wears a pendant of Mary called the Miraculous Medal around her neck. However, her actions speak of a woman who doesn’t wait idly for the hand of God to move.

She said she felt the Lord had brought her to Venice for a purpose, but that purpose seemed elusive as she continued to search for employment.

“I felt that the Holy Spirit brought me here for a reason because it was difficult,” Winter said. “But I kept searching

because I knew there was something here for me.”

In summer 2016, she found herself in Sarasota, lost.

She was on her way to see Baker.

Baker is the director of AARP’s Senior Community Employment Service Program, which partners with area nonprofits, offering training opportunities for unemployed seniors.

“We find that when no one wants you … your self worth is questioned,” Baker said. “So it gives them a reason to get up, have a purpose, get dressed, shower and feel like you’re giving something and getting something.”

Participants must be over 55, unemployed and on a limited or fixed income. Winter was a fit.

Unfamiliar with Sarasota, she took the bus, but found herself 17 blocks from her destination at noon in the peak of summer.

“Now when you find yourself in a hot place like this what do you do?” Winter remembered asking herself. “Do you just lay down and die or what? No, you better make

it. So I started singing, and I sang my way all the way to 17th Street.”

Showing a resilience typical of her character, Winter, then 81, made it to Baker’s office and was accepted into the program.

She was matched with Historic Spanish Point in September. The Sarasota County heritage site needed 11 paintings for its conference hall.

So that’s where she spends her days, surrounded by beauty and paint. In many ways her story isn’t unique. There are 55 Sarasota County seniors participating in the AARP program, and 89 between Sarasota and Charlotte counties.

“Life doesn’t end,” Baker said.

“There is a purpose.”

For Winter her purpose is her art.

“I’m not falling apart,” Winter said. “This came about and I’m thinking this is what I was supposed to do. I was supposed to go through the hot sun. I was supposed to do all these things to get to where I want to go.”

Participants can remain in the program for four years, but after she finishes her paintings at Historic Spanish Point, Winter will be reassigned. With just four more flowers to paint, including a large painting of a wild cotton flower, Winter said she is nervous about what comes next.

But she has chosen not to dwell on that. Instead she focuses on the beauty of the moment, how the bright colors of her paintings complement the blue of the bay outside her studio window.

“It gives me pleasure to do what I’m doing,” Winter said. “It just makes me feel free.”
