RED TIDE’S WILD RIDE The sight and smell of dead marine life is hard to miss around Sarasota’s beaches.

erhaps unsurprisingly, the presence of several tons of dead fish on Sarasota County’s most popular beaches puts a noticeable damper on activity in the area.

Beginning Aug. 1, county officials began responding to what longtime residents have described as a particularly strong red tide bloom. From July 26 to Aug. 2, the state recorded elevated levels of Karenia brevis algae, a microscopic organism which produces toxins that can kill fish and other wildlife, along the southwest coast of Florida.

There are several negative effects associated with the phenomenon. There’s the smell.

The effects on respiratory conditions along the coast. It can cause a reddish hue in the water.

And, of course, there’s the dead fish. Since Aug. 2, the county has cleaned up more than 50 tons of fish and debris from Siesta Key and Lido Key beaches.

Naturally, an intense red tide bloom cuts into the number of people interested in visiting coastal areas. That’s bad news for businesses near the beach, according to Wendall Jacobsen, general manager of Beach Bazaar and chairman of the Siesta Key Chamber of Commerce’s board of directors.

“Obviously, the beach is such a good resource,” Jacobsen said. “I definitely think it’s had a negative effect on the end of our summer season.”

recent red tide bloom as one of the worst they could remember.

Carl Shoffstall, president of the Lido Key Residents Association, offered a similar assessment.

He said he’s seen a significant drop-off in visitors to Lido Beach and said the red tide had created uncomfortable conditions in the area.

“It’s very difficult to be out there,” Shoffstall said. “The smell is so bad, it irritates the eyes and my dog has been coughing.”

Jacobsen credited the county for its efforts to clean up the beaches, and he said the conditions were improving during the beginning of the week. Still, he bemoaned the fact that managing red tide was largely out of the control of experts, let alone merchants forced to deal with the fallout.

“Once it’s here, it’s here,” Jacobsen said. “We’ll just have to cross our fingers for some rain or some wind.”

Mote Marine Laboratory scientist Tracy Fanara said. The bloom initiated 40 miles offshore of Sarasota and moved south toward Collier, Charlotte and Lee counties. Then it spread north along the beaches.

Many details surrounding the algae blooms continue to elude researchers. Scientists know red tide is a naturally occurring phenomenon. But there are a variety of conditions that can help red tide strengthen and persist — some of which humans can contribute to — which makes forecasting the effects a challenge.

“There are so many differ-

ent factors that go into red tide blooms, including salinity, nutrients, wind, chemistry, biology,” Fanara said. “So many different things come into play, and that’s why we’re doing so much research to try and find out what this special recipe is to sustain blooms and initiate blooms.”

As scientists try to learn more about red tide, county officials are focused on managing the outcomes.

Andrea King, the county’s director of beaches and water access, has been part of the daily effort to monitor local shorelines for the effects of red tide.

If workers noticed fish kills on the beaches, county staff and the Sarasota County Sheriff’s Office’s Offender Work Program cleaned it up.

That work included mechanical raking on larger segments of the beach and removing the fish by hand on stretches where the machinery couldn’t be used.

There’s no high-tech equipment used to monitor the progression of the red tide bloom. Instead, county staff is left to track the effects on a day-by-day basis.

“It’s really just human eyes, and the same people seeing the same sites every day,” King said.

The county’s recorded fish kill numbers trended downward after the weekend, with King and others expressing optimism the red tide bloom was moving away. However, the short-term improvements don’t necessarily mean the worst is over. Red tide remains difficult to predict, and shifting conditions could still facilitate continued negative effects along our shores.

“It really depends on the winds — the winds are just so key,” King said. “Nobody can control it and foresee how long they’re going to be blowing.”

RED TIDE FACTS n Red tides can last as little as a few weeks or longer than a year. They can even subside and then recur. The duration of a bloom in nearshore Florida waters depends on physical and biological conditions that influence its growth and persistence, including sunlight, nutrients and salinity, as well as the speed and direction of wind and water currents. n There is no direct link between nutrient pollution and the frequency or severity of red tides caused by K. brevis.

However, once red tides are transported inshore, they are capable of using man-made nutrients for their growth. n Swimming is safe for most people. However, the Florida red tide can cause some people to suffer skin irritation and burning eyes. People with respiratory illness may also experience respiratory irritation in the water. If you experience irritation, get out of the water and thoroughly wash off.

Board puts off contract vote

A day after Sarasota County Schools Superintendent Todd Bowden sought a delay in a vote on his contract, the School Board on Tuesday, Aug. 7 delayed discussion.

On Monday, Bowden announced he was asking the board to hold off on further contract talks because of their divisive nature.

At a July 17 meeting, the School Board was split as it conducted Bowden’s annual evaluation. Bowden received an average score of 2.7 out of 5 from the board. Ultimately, a majority of the board voted to give Bowden a raise.

Jane Goodwin, Caroline Zucker and Shirley Brown also voted to hold future discussions on language in the superintendent’s contract.

City attorney recommends notice for new developments A resident activist group gained a key supporter as it campaigns for changes in review policies for downtown projects.

City Attorney Robert Fournier has sided with residents who have disputed staffers’ interpretation of the city’s zoning regulations, stating his belief the city is required to provide notice to residents and collect fees regarding certain downtown development proposals — standards that have previously not been applied.

On Aug. 1, Fournier sent a letter to Dan Lobeck, the attorney representing the resident activist group STOP. In June, STOP threatened legal action if the city did not adjust its policies for noticing and charging fees for certain development applications.

Specifically, STOP objected to the city’s policy for managing site plan applications when a developer files a building permit application at the same time.

When a developer files a site plan ahead of a building permit application, the city sends notices to residents living within 500 feet of the property in question. When the two applications were filed concurrently, however, the city did not send out notice or collect site plan review fees.

One of the STOP’s primary goals is advocating for increased public input on development proposals. STOP believes the city’s current policies limit the opportunities for residents to offer feedback on new projects.

STOP argued the city’s policy made it too difficult for residents to track new developments downtown, where staff is empowered to administratively approve projects that comply with established zoning regulations. In a statement in June, city staff affirmed its belief that it was charging appropriate fees for the development applications it received.

Fournier’s letter, however, reaches the same conclusions STOP did. Fournier said he did not believe the zoning code made a distinction about the standards for providing notice or charging fees if a developer filed for a building permit at the same time.

“This requirement should apply whether the applicant opts to have the site plan application processed ‘in advance of a building permit’ or processed ‘in conjunction with a building permit,’” Fournier wrote.

Kate Lowman, a member of STOP’s steering committee, said the city attorney’s letter was vindication of the group’s approach to the subject.

“We’re happy to see that,” Lowman said. “We were pretty confident of our understanding of the code, or we wouldn’t have taken the steps we did, but it’s still nice to see it confirmed.”

Lowman said STOP believes

it’s crucial for staff to review all site plans with the same scrutiny, because it’s an opportunity to give developers feedback about the general layout and scope of a project. And the group believes it’s essential for staff to provide notice of all site plans, because downtown residents have limited windows to comment on — or object to — individual projects.

“They can’t appeal, because they don’t know when projects are approved,” Lowman said.

Fournier said this topic is scheduled for discussion at the Aug. 20 commission meeting.

Fournier noted he was offering his analysis in an advisory role.

“Consequently, while I am prepared to recommend that the zoning code be administered in accordance with my opinion as above stated, my opinion is not binding on staff with respect to this matter,” Fournier wrote.

Lowman said STOP would be in attendance at the Aug. 20 meeting and hoped staff would adopt Fournier’s recommendations.

Even if the city changes its policies, Lowman said staff would still be in a challenging position when it comes to evaluating site plans filed concurrently with building permit applications.

On one hand, Lowman hoped staff would advocate for the community’s best interests regardless of the situation. But she also recognized that developers have produced expensive, detailed plans by the time they file for a building permit, and that any proposed changes to a project at that point would be costly.

For now, STOP is focused on getting staff to provide notice and collect fees for all site plans. In the near future, however, Lowman suggested city officials should further examine the dynamics in play when a developer files a site plan and building permit application at the same time. “(Staff is) in a very difficult place where they’re responsible for two things: making sure the site plan is right, and respecting a builder’s time, effort and money,” Lowman said. “How do you really reconcile those two things?

I think ultimately, that’s a question that ought to be addressed.”

s the city prepares to review plans for a $33 million renovation and residential addition to the Bath and Racquet Club property off U.S. 41, Ben Cannon is worried about making his voice

heard.

Cannon is part of a group of residents near the Bath and Racquet Club who have expressed opposition to the proposed redevelopment after the plans became public last year. The property owners hope to build between 150 and 207 residences on the property in new buildings ranging from three to seven stories in height.

Right now, Cannon is particularly focused on a quirk of the project: The Bath and Racquet Club, located at 2170 Robinhood St., is located near the city’s

southern boundary. That means some of the neighboring property owners who worry the project will affect them, like Cannon, are not actually city residents.

Although non-city residents have the ability to comment on city projects, Cannon is troubled by the idea that people like him won’t be able to hold officials accountable for whatever decision they ultimately make regarding the proposal.

“I know the big push is ‘Get out and vote,’ but we can’t even vote for the ones that are making the

decision on this development that will negatively impact us,” Cannon said.

Despite Cannon’s concerns, residents living near the Bath and Racquet Club will soon have an opportunity to offer feedback about the latest plans for the property. On Aug. 14, the developer will host a community workshop at City Hall to discuss the project. The plans will later advance to the Planning Board and City Commission for review.

The Bath and Racquet Club has already held three neighborhood workshops regarding its plans. At those workshops, residents expressed concern about the scope of the project, arguing the proposed density and building heights were inappropriate for a property bordering a singlefamily residential neighborhood.

Representatives for the Bath and Racquet Club did not return multiple requests for comment.

In the past, members of the project team expressed a belief that

the project has been adjusted to accommodate resident concerns.

Shawn Dressler, a planning consultant with Kimley-Horn, said the plans are designed to create a buffer between the club and neighboring properties.

Residents have been dubious of the project team’s claims, offering disbelief that, say, a seven-story building could be adequately masked. Dressler previously acknowledged some resident concerns still existed, but he argued aspects of the project were designed to benefit a broader segment of the community. The plans include the potential to add up to 27 affordable housing units.

“This project has to think about not just its neighbors,” Dressler said in a previous interview with the Sarasota Observer.

Although Dressler argued residents have opposed some elements of the proposal that could be in the city’s best interests, Cannon rejected that notion. He pointed out the Bath and Racquet Club’s plans required a comprehensive plan amendment, rezone and major conditional use to move forward.

“They’re not adhering to good practice and planning,” Cannon said. “They’re asking for special exemptions and amendments for their project. We are wanting to follow good policy and procedure and listen to the city and county planners in place — and what they have already deemed appropriate.”

We recommend …

Florida voters often know little about their state constitutional office candidates. Perhaps our rating system can offer some insight.

P

rimary elections are always confusing. Talk about throwing darts.

Just look at the two major parties’ gubernatorial races. Eight candidates are seeking the Republican nomination for governor, and seven are seeking the Democratic Party’s nomination.

On the Democratic Party side, five of the seven gubernatorial contenders have garnered some name recognition via the news media, but none of them has broken out as the clear frontrunner. Whom do your pick?

On the Republican side, have you ever heard of candidates Don Baldauf, Timothy Devine, Bob Langford, John Joseph Mercadante, Bruce Nathan or Bob White? Give them credit for at least stepping into the arena.

But most Floridians who follow the news know the Republican race is a contest between Commissioner of Agriculture Adam Putnam and Congressman Ron DeSantis.

But even that — Putnam versus DeSantis — is a difficult choice for Republicans (more on that below). Just as the gubernatorial race is for Democrats.

The decision making becomes even more challenging when selecting candidates for commissioner of agriculture and attorney general. We would bet most of the 9.2 million registered Republicans and Democrats have no clue who the seven candidates are for commissioner of agriculture or the four vying to be attorney general.

And yet, these are big decisions that will influence the quality of your life.

To that end, we hope we can offer some insights into which candidates are best suited for office. That’s why we are continuing our tradition of recommending candidates.

But caveat emptor: Longtime Observer readers know we are unapologetically one-sided. Our politico-economic philosophy always has aligned with that of economist Friedrich Hayek, which is reprinted each week in the upper-right-hand corner of this page: “… [A] policy of freedom for the individual is the only truly progressive policy.”

We also subscribe to what the Founders crafted in 1789 — a vision for a strictly limited government. The closer a candidate is to the Hayek philosophy of individual freedom and the Founders’ vision of limited government, the better.

What’s more — and longtime Observer readers know this — rare is the partisan election that we recommend a Democratic Party candidate. While most Democratic candidates are wellintended, good people, by virtue of aligning with the Democratic Party, those candidates have declared allegiance to a philosophy that embraces a state-controlled society, which we reject.

With all of that as context, here, then, are our recommen-

dations for the Aug. 27 primary election for the statewide offices:

Governor

This race is a reflection of the national political environment.

Third-term Congressman Ron DeSantis is the unequivocal Trump guy. His campaign platform has three acclamations: President Donald Trump has endorsed him; he calls himself the #1 conservative; and he is an Iraq War veteran, having served as a military lawyer with a Navy SEAL team in Fallujah.

To buttress his conservative bonafides, DeSantis notes in the first paragraph of his website that not only does President Trump endorse him, but so do two leading, national media Constitutionalists, Fox News’ Sean Hannity and Mark Levin.

And how’s this for in-yourface, here’s proof that I’m a tough conservative appealing to Trump’s base. From the second paragraph of his online bio, DeSantis lists almost every national issue that would rally diehard conservatives behind him: “… [L]ed efforts to impose term limits on members of Congress, cut taxes, repeal ObamaCare, relocate America’s embassy in Israel to Jerusalem, assist veterans suffering from post-traumatic stress, prevent American tax dollars from being sent to Iran, combat radical Islamic terrorism, stop illegal immigration and defund sanctuary cities, and conduct oversight over agencies such as the IRS and Department of Justice, including the investigation into Uranium One, the use of the Clinton-funded Steele dossier against Donald Trump, and the failure to prosecute the criminal activity of terrorist group Hezbollah by Eric Holder’s DOJ.” The only thing he didn’t mention was his support for the Second Amendment.

But Adam Putnam has made sure Republicans know he’s a 100% Second Amendment guy.

On his website homepage: Adam Supports “GUN RIGHTS • VETERANS • THE ECONOMY” And let’s not overlook Putnam’s Republican credentials.

At the tender age of 26, Putnam was elected to Congress in 2000, the youngest in office. Six years later, he became the House Republican Conference chairman, the third-highest ranking member in the House. After 10 years in Congress, he returned to Florida and won two terms as agriculture commissioner.

No doubt about it, DeSantis and Putnam are top-tier Republican candidates.

But we all have flaws.

Who is Ron DeSantis, age 39?

He tells his audiences he was born and raised in Florida and played Little League in Pinellas County. Beyond that and his frequent appearances on Fox News, few Floridians know him.

Go to congressional District 6,

which covers Flagler and Volusia counties, and you’ll find hardly anyone knows DeSantis. Says Brian McMillan, longtime executive editor of our sister newspaper, the Palm Coast Observer: “It’s not like he’s a local figure.”

And that’s the point: What has DeSantis done in Florida that makes voters believe: “Yeah, he’s a Floridian. He’s one of us. He knows us … That he knows what ails Gadsden County; where Waldo is; or what to do when the next Irma hits?

It’s one thing to question FBI liars at congressional hearings in D.C. It’s quite another to be a leading policy maker; CEO of an entire state bureaucracy; chief financial steward of an $80 billion budget; a governor responsible for the safety of 20 million people; and the leading sales executive for the state.

And then there’s Adam Putnam. Give him this: Putnam knows Florida. He knows where Waldo is. And when you’re Florida’s ag commissioner, your job isn’t just about growing oranges and cattle. The ag commissioner is a CEO in his own right, overseeing a sprawling statewide bureaucracy that touches every aspect of Floridians’ lives.

But in the case of Putnam, there is also this: From age 22 to now, at age 44, Putnam has been an elected politician. The dreaded career politician. And until DeSantis came along, Putnam’s candidacy had the aura that this was his turn to be the anointed Republican nominee. He’s the “establishment” Republican.

On our politico-economic scale, DeSantis is the candidate whose philosophy and record most closely align with freedom for the individual and the limited government the Founders envisioned.

According to the Washingtonbased Club for Growth, which scores members of Congress on votes on “economic policies that strengthen the economy and shrink the size of the federal government,” in three terms DeSantis has earned a 94% rating.

Putnam’s rating was 68%.

Which presents this conundrum for Republicans: Of the nearly 12,927,318 registered voters in Florida, 37% are Democrats; 35.3% are Republicans; and 27% are Non-Party Affiliates (NPAs).

To win the gubernatorial election, the Republican candidate must persuade roughly 15% of NPAs and/or Democrats to his side. And most of those conversions likely would have to include philosophically moderate voters, who are more likely in tune with Putnam’s philosophy.

Which brings to mind the “Buckley Rule.” In 1967, the late William F. Buckley, godfather of modern American conservatism, said: “I’d be for the most right, viable candidate who could win.

If you could convince me that Barry Goldwater could win, I’d vote for him.” Buckley recommended Richard Nixon.

By that measure, Buckley would recommend the more moderate Putnam.

But if you think back to Rick Scott in 2010, he was a far more conservative candidate and

disrupter than the establishment candidate, Bill McCollum.

Scott won, twice, with his more conservative philosophy.

On our liberty spectrum, DeSantis has the edge.

Attorney General

The standard themes continue in the races for attorney general: The two Democratic Party candidates want an activist government that curbs individual freedoms; the Republican candidates focus on wanting to enforce the laws, which is the job of the attorney general.

With that, the Republican race between former Hillsborough Circuit Court Judge Ashley Moody and Rep. Frank White, a first-term legislator who is general counsel of his fatherin-law’s auto dealerships in the Panhandle, comes down to the candidates’ breadth of experience in the justice system.

White is more conservative than Moody. But more important, Moody has experience as a federal prosecutor in Jacksonville and Tampa, where she tried all manner of criminal cases.

And while a judge, she developed a stellar reputation for fairness in the juvenile, family and felony divisions. In this job, courtroom prowess counts.

We recommend: Ashley Moody

Commissioner of Agriculture

There is much more to this job than citrus and cattle. As noted above, Florida’s commissioner of agriculture and consumer services is the CEO of a vast army of inspectors and regulators whose job is to protect Florida consumers.

As such, it makes sense for the ag commissioner to have knowledge of every aspect of agriculture — from seed to shipping overseas; to understand the legislative challenges of balancing farming, the environment, water and urban needs; and have had experience as a CEO of a multifaceted business enterprise.

The Democratic candidates have no agriculture experience.

Three of the four Republican candidates have ag roots and experience, with little separating Denise Grimsley, Matt Caldwell and Baxter Troutman.

Indeed, either Grimsley or Caldwell would serve Floridians well. But when we weigh the full breadth of knowledge, experience and accomplishments of those two, one has a teeny edge.

Why are you running?

My daughter has attended the same school most of her life and when she asked to pursue her associate’s degree, she was given a choice to switch schools or give up $42,000 in college savings. Together, we changed the agreement between Sarasota County Schools and State College of Florida to allow students at her school to participate in dual enrollment. It became clear the School Board majority had no idea what they had done and there was little diversity of thought, so at the urging of my daughters, I decided to run to help all Sarasota’s students.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

Student safety is a paramount concern. The district is so used to operating behind closed doors that the information about the plan isn’t forthcoming. What has been revealed is that the district spent over $500,000 on cars and is going to hire and train 14 people within the next month. What hasn’t been revealed is a cost

comparison between having the sheriff provide services and the in-house costs, a timeline and progress being made for that timeline, and what the quality of the police force will be. I fear this is costly, dangerous experiment.

Discuss your position on Superintendent Todd Bowden.

Superintendent Bowden faces many critical issues: n Involvement in legal disputes (I disagree with taxpayers subsidizing his legal fees). n Alienation of community partners (Sheriff and SCF) due to ineffective communications. n Hasty proposal to create an internal police force without a clear budget, project plan, timeline, or comparing options. n Declining staff morale. n Ineffective rating on evaluation. It’s unfathomable the board majority supports a 7%+ raise, multi-year contract extension, and modification of his contract without more data related to outstanding issues.

Why are you running?

I am running for the school board for two main reasons.

First, I have been dissatisfied with the performance of school superintendent Todd Bowden.

Second, having been a fulltime high school teacher for the past 18 years, I would add a valuable teacher perspective to the board. My 23 years of experience prior to that in both operational and financial management in non-profit health care would also be beneficial as a board member.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

The school district is creating its own internal security

Todd Bowden’s budget priorities have included spending $500,000 to upgrade the district headquarters, hiring an outside public relations firm at a cost of $225,000 over two years, and spending over $2 million in salaries for new assistant principals. None of these enhances student education. I believe his real priorities lie elsewhere.

Why are you running?

I am vice chair and have served two terms. I am an incumbent. I am a former teacher. I have always had the heart of a teacher. I have served in a leadership role in five referendums within this county which has enabled Sarasota County Schools to go from good to great through increased funding for the operations budget.

This gave us the ability to make our school day longer and pay our teachers more money. A child who completes all K-12 with SCSB has an additional year of instruction over and above what the state will pay.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

The board has voted on this issue and I go forward with the will of the board. We are staffing for an impressive command and officers who will soften the interior of our schools as we harden the exterior with added security measures. School Resources at the elementary level in 2018 will be the “connective tissue” between students and staff in a proactive

roll. Our police partnerships will continue until 2019 when we will man our own school resource officers in our middle and high schools.

Discuss your position on Superintendent Dr. Todd Bowden.

Our analysis of last year’s successes have shown many areas where we have made significant improvement.

We increased our “A” score by 4 points. We have many other significant successes.

Dr. Bowden runs the schools and we must be vigilant in not micromanaging our superintendent and staff. They work hard. Dr. Bowden is an analytical visionary. We hired the right person for our district.

I feel it is a mistake. I believe we need to keep local law enforcement in our schools so our kids and they can build long term relationships that strengthen our overall community.

Why are you running?

I’m inspired by others standing up to corrupt politicians failing us as public servants.

My children along with every other child and family in our county deserve to have a school board member with the knowledge, experience, and passion for education required to be successful. After seeing my 3-year-old beat cancer this past year, how could I look at her and her sister who is about to start kindergarten, and honestly tell them I’m doing all I can as a father to fight for their future.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

The state mandated and underfunded this initiative.

Immediately the sheriff and a board member were found scheming to financially burden the district before the sheriff ultimately pulled all funding cooperation. For weeks, a clear lack of leadership on the board failed to bring this critical

situation to a close. After being backed into a corner the board made the difficult decision, a decision many across the state had to make this summer, to stand up their own force. It’s unfortunate these adults couldn’t cooperate and focus on protecting children better than they did. At first, I was wary of the program but after seeing the roster of officers will have an average of about 22 years’ experience and most are coming from local municipal forces, I’m optimistic that these officers will quickly become a part of the educational community within their schools and work hard to prevent violence.

Discuss your position on Superintendent Todd Bowden.

Published reports of Superintendent Bowden’s performance generates serious questions of judgment, management style and his planning of school security. When I’m elected, I intend to exercise better oversight and accountability than my opponent.

What is your position on closing School Avenue on the campus of Sarasota High School?

If one student could potentially be harmed by this gaping hole in security, then closing it down completely and extending the drive time of a few people is worth that one life and many more. Thank the city’s lack of urban planning and cuts to that department, but I think it’s time to shut it down.

I believe implementing a new department as ominous as a police department ought to be done with a clear path and detailed planning, prior to sign off.

I am grateful for the tremendous work and tireless commitment of our teachers, families, volunteers, and students which make our school district one of the best – if not the best, in the state…. But there is more work to be done.

During my four years on the board, I have been a successful champion for fiscal responsibility, transparency and #StudentFirst policies.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

I think it is fair to say that I have been very vocal about my opposition to a school based internal police force. I believe as a school district, we need to focus on educating, and leave law enforcement to law enforcement experts. We have partnered successfully with the Sheriff’s office and our local City Police departments for years, and we don’t need additional layers of bureaucracy. Additionally, the most

I have been very disappointed, and often troubled with the Superintendent’s performance, style of leadership, and communication (or lack thereof).

As indicated in his evaluation, I believe that the Superintendent has illustrated a focus on his own personal preservation, over the goals, outcomes, and overall greater good for the district. The recent attempt to amend and extend his contract is indicative of this very issue.

In addition to a number of controversies that have played out since his appointment, morale across the district has deteriorated which could begin to have negative implications in the classroom.

I’m running for our students, for our teachers, and for the great public schools that make our community strong. I will fight privatization of our public schools. Special interests and self-serving politicians seek to weaken our public schools by privatizing them. For 20 years, I’ve stood up to these private interests and politicians. I’ve fought and will continue to fight to keep our children safe, protected, and well educated so they are ready for college or careers.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

Lawmakers in Tallahassee tried to find a simple solution to a complex problem and mandated we have law enforcement officers or armed “guardians” in our schools. I am totally opposed to arming our teachers with guns. I believe only licensed law enforcement officers should have guns in our schools. Law enforcement alone cannot protect our

I am proud of the accomplishments of our district. Due to diligent work by our excellent teachers we received an “A” rating for the 15th consecutive year with a 4-percentage point increase over last year.

Public support for Dr. Bowden remains mixed. He made several missteps on critical issues and never earned the support of all of our teachers. We all need to return our focus to our students. I propose we bring all the players together with a mediator to resolve our disagreements and move beyond the concern about the Superintendent to build our schools and make them even stronger.

What is your position on closing School Avenue on the campus of Sarasota High School?

All school campuses must be secure. I have an unwavering responsibility to proactively find ways to prevent a crisis like Parkland from happening in our schools. Under my leadership, we have taken steps to secure our school perimeters.

Why are you running?

I know that we can do a better job. It has been an honor to serve children and families for 28 years as a teacher (Southside Elementary), principal (Brookside Middle and Sarasota Middle) and executive director (Sarasota County Middle Schools). With years of service and leadership success, I am committed to making a positive impact for students, teachers and community. I have a proven record of making schools safe and making schools better.

What is your opinion of the school district’s plan to ultimately set up an inhouse police force?

I vote no for an in-house police force. As a principal for 14 years, I experienced the advanced level of expertise, talent and training provided by the Sheriff’s Department and local law enforcement. Their skills, training, communication and coordination of effort was always flawless.

Controversy has defined this superintendent. I agree with the (2.73 Needs Improvement) evaluation by the Board.

I do not agree to rounding up to (Effective 3.0). The superintendent restricted teacher evaluations from being rounded up. In many cases, like the superintendent, this would result in additional dollars.

Florida teacher/administrator/superintendent contracts include ‘terminate without cause’. Looking toward upcoming budgeting sessions, I am most concerned about certain amendments on the ballot this November that, if passed, will jeopardize our financial standing. For example, Amendment 1 will increase the homestead property tax exemption and will cost local governments across the state $645 million in the first year. Locally, we’d be looking at a several million dollar loss to our own budget.

I would like to see the county explore municipal fiberoptic network options which can provide additional revenue streams.

Why are you running?

I want to finish a lot of the initiatives that this Commission and I started over the past four years. These are quality of life and safety legacies for our community and include: completion of River Road; continued extension of Legacy Trail; purchase of Orange Hammock; creation of affordable housing; building a more secure and larger courthouse in South County; and beginning the process of providing more infrastructure for the Sheriff’s Office, which includes a new administration building off Cattlemen Road and new support services facility. My experience and knowledge can help bring these to fruition.

I’m running for County Commission to be a voice of the citizens/taxpayers and not just the big developers. I believe Sarasota can prosper if new developments paid for the government services they need and not burden taxpayers. They have almost drained our economic uncertainty reserves to cover budget deficits, and it’s not sustainable. If the proposed ballot amendment that will increase homestead exemptions passes, the county will face larger deficits. Impact fees must be brought back to the maximum levels and the county should stop approving pet projects.

What is your stance on paid parking on Siesta Key? I don’t believe residents or property owners should pay for parking on Siesta Key public beaches. As taxpayers, we already pay for the use of our beaches. If there is a plan for paid parking for visitors, it could be broken down to daily, weekly and monthly passes.

The monthly passes could be discounted for those who spend a lot of time here.

Why are you running?

I have been involved with this community for over 20 years, so running for office is a natural progression of wanting to be more engaged in our county.

Development is the biggest challenge facing our county, and it is the biggest concern of our citizens. I bring a scientific and environmental understanding to the board as well as over 15 years working in local development issues. I hold consultancy status at the United Nations High Level Political Forum, formerly known as the Commission on Sustainable Development. Through my 10 years working within intergovernmental policy, I have knowledge of and access to the most innovative development information around the world and I can bring this information to Sarasota.

I am completely in support of Mote’s request since this project enhances the community in so many ways and Mote has a clear plan for long term revenue. It should be listed as a legislative priority instead of NBP as Mote is a world-class international research facility and the rowing park has proven to be a waste of tax payer’s money. This aquarium is the best thing that could happen to the UTC wasteland.

Mote Marine Laboratory is an incredible asset for Sarasota County. and I believe that the proposed Aquarium located along I-75 at NBP would be a great project. With all of that said, $20 million is a lot of money and I need to better understand the full costs & benefits before making a decision to spend taxpayer dollars.

For instance: In the 2018 election cycle, 282 judges from all courts have already taken the bench unopposed.

In circuit courts statewide, 143 out of 177 judges had no opposition, according to the Florida Bar, which tracks judicial elections, called retention votes. Out of the 34 circuit court races, seven involve incumbent judges — the others are both new candidates, the Bar adds.

For more than four years, Benderson Development has been working to gain county approval for a commercial, residential and hotel project at the northwest corner of U.S. 41 and Stickney Point Road.

Later this year, the developer may finally learn whether officials will offer their approval. In July, the county deemed Benderson’s application material was sufficient for formal review, beginning a 45-day window for staff to evaluate the project. After the staff review is complete, the plans will go to the Planning Commission and County Commission for a vote on the proposal.

The project, named Siesta Promenade, continues to be a source of controversy, with residents near the development site voicing opposition to the scope of the plans. Benderson hopes to build up to 140,000 square feet of retail space, 501 multifamily residential units and a 150-room hotel on the 24-acre property.

The proposal includes 13 buildings on the site, ranging in height from 35 feet to 80 feet. The planned density is just more than 20 units per acre — higher than the typical permitted density of 13

The county may permit increased density because Benderson is submitting an application for a Critical Area Plan. The Critical Area Plan, or CAP, is a development tool designed to manage large swaths of land in accordance with the county’s comprehensive plan. In its application, Benderson argues the proposed mixeduse CAP development would have a less significant effect on the surrounding areas than a potential development built under the standards permitted on properties zoned commercial general.

Although Benderson states the project would be in keeping with its surroundings, residents are still skeptical. Sura

Kochman, president of the Pine Shores Neighborhood Alliance and an outspoken critic of the Siesta Promenade plans, doesn’t think there’s a reason to give the developer increased density considering the overall scope of the project.

“Our big concern is the density and the intensity of the use,” Kochman said. “Just because they bought the property does not entitle them to the highest use. It should only entitle them to reasonable use.”

A community workshop on the project is preliminarily scheduled for Aug. 23. Looking forward to the public hearings in front of the Planning Commission and County Commission, Kochman was already expressing concern about citizens’ ability to fully

vet the entirety of Benderson’s proposal. In order to build Siesta Promenade, Benderson is seeking approval of a CAP, a rezone and a street vacation.

County staff said the boards generally consider the proposals involved with one development as a package, giving members of the public a single opportunity to speak about the project as a whole. But Kochman argued each individual application Benderson was submitting warranted review on its own merit. If citizens weren’t given time to speak to each portion of the proposal, she worried it would limit public input.

“Why should the public suffer and not be able to express their whole opinion because Benderson wanted to push this through

all at once?” Kochman said.

County planner Steve Kirk said the Planning Commission and County Commission have the discretion to hear the proposals together or individually. He said the decision to consider the application as one item is usually a practical decision.

“It’s hard to divide up and separate the testimony on these things,” Kirk said.

Todd Mathes, Benderson’s director of development, did not respond to a request for comment.

Mathes has previously expressed a belief that the proposal addresses the feedback neighboring residents have shared.

“We’ve put a lot of time and energy into the plan to protect and buffer the neighborhood, but also to achieve a project that we think complements Sarasota County and Siesta Key,” Mathes said in a previous interview with the Sarasota Observer.

Kochman said she does not believe the plans provide an adequate buffer or transition into the surrounding residential areas. She said neighbors understand the developer is entitled to build on the land, but she doesn’t think there’s a justification for going beyond the standard zoning allowances.

As the development review process proceeds, she expressed optimism county officials would feel the same way.

“It’s not the commission’s job to ensure that Benderson makes the highest profit,” Kochman said.

T

he phone call Ty Braswell received on July 11 was one he never expected.

It was from the United States Professional Tennis Association Florida chapter, and it informed Laurel Oak’s tennis director he had been named the USPTA Florida Region 8 Professional of the Year.

The award is voted on by his peers, which makes the honor even more meaningful, Braswell said. He believes the club has a strong reputation in the area as a “good group of pros,” and as a place where people know they’re welcome. Laurel Oak invests in its students, Braswell said. It has also been the site of big-name tournaments, including the USTA Pro Circuit-level 2018 Sarasota Open in April, won by Hugo Dellien.

The event will return to the club next April.

Despite his name being on it, the award isn’t about him, Braswell said. It represents the work his team at Laurel Oak — head tennis pro Tony Acosta, instructor Steve Martin, pro shop manager Samantha Abel — do, and have done for a long time. Abel joined in 2014, but the other three have worked together since 2007. It’s the consistency that’s allowed the program to grow, Braswell said. Everyone at the club deserves credit.

“It’s a family atmosphere,” Braswell said. “People are attracted to that.”

Braswell’s point was proven in 2011 when he was hit with a series of infections in his large intestine following an emergency appendectomy. He was unable to work for six months. He’s not sure how he would have managed without the support, both emotional and financial, of the club. Laurel Oak held special events to cover his medical costs, like the Ty Braswell Medical Benefit Round Robin, held in conjunction with Braswell’s alma mater, Florida State University, which raised $5,000.

It wasn’t just the club itself. He would receive checks in the mail from random members, he said.

Over those six months, Braswell realized what a special place Laurel Oak was. Since then, it’s been all team, all the time.

Braswell’s career could have gone down a different path. He played tennis at FSU after being a top recruit, and many of his FSU teammates tried their hand at the pro game after graduation.

Braswell didn’t. He felt his game hadn’t progressed as much as he wanted during college, he said, and getting it to that “next step” would cost both time and money, two things Braswell didn’t want to spend. Instead, he turned to coaching, something he’d always

enjoyed doing even then, at youth camps and the like. Braswell’s FSU doubles partner, Davidson Kozlowski (now the head men’s coach at Drake University), was the son of then-Laurel Oak tennis director Dave Kozlowski, and that connection got him his first assistant job at the club in 1999.

“It was part of God’s plan for me,” Braswell said.

After leaving the club to be an assistant at FSU from 20002004, Braswell returned to Laurel Oak as an instructor. He enjoyed coaching at the NCAA level, he said, but he was starting a family, and needed a job where e could be home more. He was named the tennis director in 2005 and has never looked back.

“It’s the relationships you develop, with people of all ages,” Braswell said, on why he loves his job. “You connect with them. You

ost of the time, reporters find stuff to write about during the day by making calls or receiving press releases or going to meetings.

Sometimes though, stories are found when least expected.

Like at 11 p.m. while lying in bed, wearing pajamas and scrolling through Twitter before falling asleep.

This exact thing happened to me on July 26, when my eyes glanced at a tweet from the SportsCenter account and saw the name “Malachi Wideman.”

I did a double take. Could that be our Malachi Wideman, the Riverview High rising junior basketball and football star?

Turns out, it could.

Wideman was playing for the E1T1 United AAU basketball team at the Las Vegas Fab 48 event and had thrown down two thunderous dunks, dunks so smooth yet ferocious they might have gotten social media traction on their own. But what caused the frenzy and got the attention

of SportsCenter was the reaction of two people in attendance. You might have heard of them: LeBron James and Dwyane Wade.

Wade was there because his son, Zaire Wade, plays for E1T1.

James was there because his son, Bronny James, was also playing in the event, though not in Wideman’s game. One of Wideman’s dunks, from the left side, caused Wade to hold in a smile and shoot a look at James, who just shook his head. The second dunk, from the right side, had James stand up from his seat in disbelief and Wade wipe his face.

Just Google “Malachi Wideman dunk” and you’ll find them. They weren’t just covered

by SportsCenter, but by NBC Sports, Bleacher Report, SLAM Online, and basically every other sports-centric website.

I had to ask Wideman what the experience of going viral was like.

“It’s cool,” he said. “I got a lot of follows on Instagram.” (As of Aug. 8, he was up to approximately 20,400, in case you were wondering.)

That Instagram is on the top of Wideman’s mind may sound silly, but exposure is everything in recruitment. The more people see his skills, the better shot he has of attending any school he

wants.

Wideman also said LeBron told him how nice his dunks were after the game. He had met Wade a few times before, since he plays with his son, but said Wade also had nice things to say afterwards, telling Wideman to keep improving and he’ll be “just fine.”

“They could easily be relaxing on some island,” Wideman said of the presence of the superstars.

“It’s cool to see them looking at the new talent.”

The exposure is working. After never being ranked in the Rivals 150 list for the class of 2020, Wideman jumped to No. 95 after the Fab 48 event.

Not that he can think about that now. Football practice has begun, and he’s a four-star wide receiver, too. Whichever sport he sticks with at the next level, you can expect to see him on SportsCenter a lot more. The rest of the country is just getting to know what we’ve known for years: Malachi Wideman is elite.

Sowing the farm to school seeds Sarasota County Schools continues to expand its Farm to School program to provide students with healthy local food.

B

efore Beverly Girard took over as director of Food and Nutrition Services for Sarasota County Schools nearly three decades ago, the school district was getting its produce all the way from the other side of the country.

“We were bringing in oranges and tomatoes from California when we have tomatoes in neighboring Manatee County and have citrus growers all over the state of Florida—it didn’t make any sense,” Girard said.

What did make sense for Girard was sowing the seeds for a Farm to School program that would provide nutritious meals for students sourced from local growers.

“A Florida orange may not look as perfect as one from California, but the bottom line is that it’s from Florida,” she said. “With this program, we wanted to help people reimagine their food supply.”

Bringing local produce to school cafeterias was a personal endeavor for Girard whose deep connection to the land sprouted from her upbringing as a farm girl in Indiana.

The school district began ordering local produce in 2007, starting small with single deliveries of corn on the cob and green beans.

Girard, however, had bigger goals in mind. She wanted to establish one of the first comprehensive farm to school programs in Florida. The problem was there was no way to transport large amounts

of produce from the farms to the schools. In 2009, Girard went through the school district’s bid system and developed the “Farm Fresh” produce bid, one of the first initiatives of its kind in the state. The bid offered incentives for distributors who could supply produce grown in-state. The school district now works with Charles Bliss Wholesale Produce in Tampa.

The Farm to School program only grew more ambitious from there and moved beyond fruits and vegetables to also providing beef from Miami and dairy from Lecanto. Some of the school district’s current partners also include Watercress Farms and

Homestead Hydroponic Farm in Myakka City and Jones Potato Farm in Parrish.

The Food and Nutrition Services department’s overarching goal is to purchase half of its produce from local and regional growers. In the 2014-2015 school year, 30-67% of all fruits and vegetables served came from Florida farms during each month of the growing season, which lasts from November to May. Girard and Farm to School coordinator Zach Glorioso cited that one of the primary benefits for buying local is more nutritious meals for the school district’s

he new school year brings new principals for three Sarasota schools.

Southside Elementary and Riverview High School welcome leadership from familiar faces while Tuttle Elementary brings on a fresh newcomer.

ERIN DEL CASTILLO, PRINCIPAL, RIVERVIEW HIGH SCHOOL Hometown: Cincinnati, Ohio How many years in Sarasota School District: 11 Previous position: Venice Elementary Principal Leading the Rams into the 2018-2019 school year is Erin del Castillo who served as the school’s assistant principal from 2010-2015. During that time, she oversaw the teen parent program and supervised the English and reading departments.

“It truly is a homecoming,” del Castillo said.

“There’s not many times you get to leave and come back. I’m just really honored and grateful to get the opportunity to return.”

She previously left Riverview to be principal at Venice Elementary.

The Ohio native got her start in the Sarasota County School District as a reading and English teacher at North Port High and also supervised grades 2 through 5 at Pine View School as assistant principal. As an elementary educator, del Castillo focused on building a strong foundation for young students to help them get to the next level.

At Riverview, she wants to encourage high school students to get more involved with their campus through extracurricular activities.

“Hopefully, it gives our students a chance to really figure out what they love to do and taking that passion and accelerating it with lifelong learning,” she said.

After leading the school for eight years, former Southside Elementary principal Steve Dragon is handing over the reins to assistant principal Jennifer Nzeza.

Although Nzeza has been at Southside for only a year, her contributions to the school have earned her the title of Sarasota County District Assistant Principal of the Year 2018.

Previously, Nzeza was assistant principal at Pine View School for six years. The Sarasota native and alum of Wilkinson Elementary got her start in the school district as a teacher and academic interventionist at Booker

Middle School.

At Southside, Nzeza says she plans to continue investing in the school’s focus in the arts. All county elementary schools offer music and visual arts classes, but Southside and Gocio Elementary are the only two schools that have included dance and drama.

“Celebrating the arts is really important here in Southside,” Nzeza said.

“That’s not changing. We just hope to enhance it and make it even better than it has always been.”

Patti Folino steps into the role of Tuttle Elementary principal after serving as assistant principal at Brentwood Elementary for four years. She is taking over for Tomas Dinverno who left Tuttle for Venice Middle School.

“Although I will greatly miss my Brentwood family, I am very excited to begin my new journey with the dedicated staff at Tuttle,” Folino said. “I’ve already met a few of the children and their families and feel welcomed.”

Folina began her journey with Sarasota County Schools at Gocio Elementary School where she was a team leader, mentor and writing specialist

from 1995 to 2001. In 2003, she began teaching language arts at Booker Middle School. Her first administrative role was program manager and supervisor with the school district where she was responsible for professional development and teacher training programs for nearly a decade.

“I want to grow family and community support so the public gets to know Tuttle and the great opportunities we have for children,” she said.

YMCA gears up for school

n Aug. 4, the Sarasota YMCA Frank G. Berlin, Sr. Branch held its annual Back-to-School Bash to celebrate the end of summer and get families prepared for another academic year. Students received school supplies donated

by Publix and parents got to know more about programs the YMCA offers, as well as services provided by its community partners such as All Faiths Food Bank and the Junior League of Sarasota’s Kids in the

Kitchen program.

“We’re really making an effort to evaluate how we can provide services to youth and families and are open to any feedback in terms what needs we can help with as our programs expand,” said Kristen Lessig, executive director of youth development.

The fun-filled Saturday morning also featured fire truck tours, face painting, a bounce house, balloon animals and treats from Kona Ice.

approximate 45,000 students.

Glorioso said the nutritional density of a fruit or vegetable starts to deteriorate the longer its been off the vine.

“The closer we can get that food from harvest to the cafeteria, the better, but we really all should be eating within 100 miles of where we live,” Glorioso explained.

The Farm to School program has also brought benefits to farmers and the greater community by providing growers with new markets and supporting the local economy. The school district’s purchasing power has enabled Homestead Hydroponic Farm to grow their operation by 5,000 square feet.

“We feel lucky to share our passion of bringing Sarasota’s public schools high-quality produce,” said Sarah Whannel of Homestead Hydroponic Farm. “It’s important to us because we both grew up and went to school here.”

The program’s initiatives also provide an opportunity for the local agriculture industry to connect directly with Sarasota’s students. Jones Potato Farm, for example, have provided potato seeds for school gardens.

“When students see potatoes from Jones Potato Farm on their lunch menus, they are also seeing potatoes in their school garden ready to be harvested,” Glorioso said. “It’s about establishing this cycle where students can see where their food is coming from and providing an experiential learning opportunity for them

to plant, gather and eat the food they farmed themselves.”

This summer, the Food and Nutrition Services department received a total of $175,000 in grants from the USDA to continue its work in agricultural science education. The grant will allow the department to establish a chapter of FoodCorps, a service network that is part of AmeriCorps dedicated to showing students how to grow, prepare and eat healthy food through handson learning activities like working in school gardens.

“We want to use this grant to educate kids at a young age about the importance of fruits and vegetables, and to instill that in them so they become lifelong consumers of healthy food,” Girard said.

“It’s one thing to provide a fresh apple or orange, but it’s another thing to get kids to actively pick up that piece of fruit and consume it. We want these kids to grow into adults who understand sustainability, agriculture and how it affects our overall community.”

The Farm to School program has come along way since it took root more than a decade ago, but Girard wants to continue pushing its efforts forward. Her next goal is to create a production farm to grow food on school district property while maintaining relationships with local farmers.

“We can plant South Florida fruits like avocados, mangos, papaya, Jamaican cherry trees or starfruit — produce that no one imagines being on a school lunch tray,” Girard said. “Our vision is to plant these trees that will provide for our students for years to come.”

n Aug. 4, dozens of nursing moms gathered at the Sarasota Farmers Market to try to break the local record for the most simultaneous breastfeeding moms. The event was a part of the Sixth Annual Latch-On, Sarasota, which was organized by Healthy Start Coalition of Sarasota County. The event aims to raise awareness about the benefits of breastfeeding and to support breastfeeding moms.

“Breastfeeding is important nutrition-

ally, but it’s also a great way to encourage bonding between mother and baby,” said Healthy Start Executive Director Shon Ewens.

Sarasota Mayor Liz Alpert attended the event to read a proclamation to once again declare August as Breastfeeding Awareness Month. Latch-On, Sarasota was part of two global efforts to increase breastfeeding awareness, Global Big Latch and the La Leche League’s Live, Love, Latch.
