Paul Thorpe’s love for downtown left a lasting mark.

aul Thorpe, the man who earned the nickname “Mr. Downtown” for his dedication to civic service and his foundational role in several Sarasota institutions, died Aug. 24 at 91.

For nearly five decades, Thorpe was a central figure in the evolution of downtown Sarasota. Earlier this year, the city renamed a park at Lemon Avenue and Pineapple Avenue in his honor and erected a plaque to reflect his outsized legacy within the community.

oyal Longboat Key customers were left without a gathering space when the Amore Restaurant closed in May on the island. But now, owner Howard Rooks plans to open the restaurant at its new location in Burns Court by the end of September.

In January, Rooks sold the Longboat property to the town for $2.2 million to be used for the coming Arts, Cultural and Education Center.

In May, he purchased the empty space at 443 Burns Court in Sarasota so he could relocate the restaurant and bring the staff, including hostess Liana Vitorino and her husband, Amore manager Tito Vitorino, with him.

The new Burns Court location is about half the size of the Longboat location. Rooks said the new restaurant has seating for about 180 people.

A traffic fatality reported Aug. 27 was directly related to heavy rains and flooding that hit the county last weekend, Sarasota police said.

Sarasota resident James J. Kitchell, 73, was leaving the Sarasota Kennel Club around 2 p.m. and apparently drove into deep water, said Sgt. Bruce King, who commands the Sarasota Police’s traffic unit.

“It looks like he went around the barricade that was blocking the road,” King said. Officers found the car submerged in a tributary to nearby Whitaker Bayou.

Officers pulled Kitchell from the water, but he died at the hospital. The cause of death has not been determined.

“In my 15 years here at the department, I have not seen flooding like we’ve experienced over this weekend, ever,” King said. “I don’t know the last time we had a fatality related to flooding.”

It’s more than a nickname: ‘Mr. Downtown’ was a singular figure in the revitalization of the heart of the city, endearing himself to the people he worked alongside.

“No one in the past halfcentury has been a champion of downtown Sarasota and contributed more to its successful revitalization and redevelopment than Paul N. Thorpe Jr.,” the plaque reads.

A World War II veteran, Thorpe came to Sarasota from Philadelphia in 1969. He moved to work as a bank executive, but quickly, he became involved in a broader effort to better the community.

In 1974, he helped found the Downtown Association, a merchants group focused on livening up a then-dormant commercial district. That same year, he organized the first Downtown Sarasota Holiday Parade, an event he would lead into his late 80s.

Events like “Old Fashioned Days,” an antique car show Thorpe organized in the late 1970s, were designed to transform a sleepy downtown into a destination. He helped create lasting events including the Sarasota Farmers Market, the New Year’s Eve pineapple drop and the Fourth of July fireworks at Bayfront Park.

He did more than just organize events, too. He was a resource for businesses opening up downtown, a bedrock of professional expertise and institutional knowledge willing to help anyone who sought it out, friends and colleagues attest.

He provided guidance as the city drafted master plans downtown and in the Rosemary District. He volunteered on advisory boards and offered his insights to city staff on countless projects.

“He was an innovator,” said Barbara Strauss, a friend of Thorpe’s who helped organize the first pineapple drop. “He was making this town change.”

As he focused on improving

downtown, Thorpe’s professional and personal lives became inseparable. He forged lifelong friendships with the people he worked alongside. In 2002, Thorpe helped place Paul Mattison in the space at Main Street and Lemon Avenue that Mattison’s City Grille occupies.

Ever since, Mattison said, Thorpe managed to turn a series of professional interactions into a meaningful, lasting personal relationship.

“It was just always a warm and fuzzy business relationship,” Mattison said. “It wasn’t hardcore business. It was family, friendly business.”

He even met his wife, Jo Ann, at a downtown function.

She was new in town. He was the type of person who, upon learning that someone just moved to the area, immediately began evangelizing on behalf of the city.

“He was interesting,” Jo Ann Thorpe said. “When he started telling me all about Sarasota and why I was going to like it so much, I believed him, because he was so dedicated to what he was doing.”

Whatever motivated Paul Thorpe to work so hard to improve the community, it wasn’t a quest for glory. Friends describe him as a humble person, seeking no special recognition and happy to share the spotlight.

“He wanted to put people and ideas together and watch them flourish,” Jo Ann Thorpe said.

“That was his main love.”

Paul Thorpe derived joy from seeing a community come together. There’s a reason he was drawn to organizing events, and parades, in particular. He went all-out for the first downtown holiday parade, bringing in Ringling Bros. and Barnum & Bailey animal trainer Gunther Gebel-Williams to lead the pro-

cession atop an elephant — and with a live tiger around his neck.

He was a fan of parades in general, watching the Macy’s Thanksgiving Day Parade and the Rose Parade every year.

“Everywhere we went — whatever city or whatever area — if he heard about a parade they were having, we were there,” Jo Ann Thorpe said. “Parades were a symbol of people coming together and enjoying their downtowns

and their communities.”

As downtown Sarasota grew — thanks in part to Paul Thorpe’s work — it also became more fragmented, with different organizations sprouting up to represent different interests. But Thorpe continued to command near-universal respect from those disparate groups, serving as a key figure downtown even in his later years.

On Monday, at First Church in downtown Sarasota, Thorpe’s friend Pat Calhoon spoke at Thorpe’s memorial service and described him as a man to whom it was impossible to say no. He was willing to put in work, and he had good ideas. He was direct, but not harsh. He was kind. He was a generous listener.

“He’d let me or someone else ramble on,” said Ron Soto, president of the Sarasota Downtown Merchants Association. “You know the old saying of, you can’t put water in a glass that’s full?

He’d let you empty your glass, and then he’d say, ‘OK, here’s what you really need to do.’ He had the knowledge. He’s been through it.”

Mattison, Calhoon and Soto all described Thorpe as a mentor. So, too, did Diana Corrigan, executive director of the St. Armands Circle Association.

The two shared a common belief that St. Armands and downtown should work as partners; they served as conduits for their respective districts.

Thorpe, Corrigan said, was the type of person you could disagree with and still walk away laughing — and then come together on a compromise you both could live with.

“You may not have agreed with him sometimes,” Corrigan said. “But he had such a passion and such a belief that good things could happen. I think that’s probably what endeared

him to so many people.”

This summer, Strauss launched a campaign to rename a piece of the city after Thorpe, intent on honoring him while he was still alive to appreciate it. She found little resistance, even within the bureaucracy of local government. In less than two months, the city officially changed the name of Pineapple Park to Paul N. Thorpe Jr. Park.

Those close to Thorpe at the time all agree. He was overwhelmed by the show of support, particularly with how quickly everything came together. Strauss said getting people to support Paul Thorpe was the easiest thing she’s ever had to do.

“Every time I would sit down with him, he’d say, ‘Look at this — I don’t deserve this,’” Corrigan said. “He never really understood how much he impacted people and this community.”

Despite the magnitude of his contributions and the long list of friends he attracted around town, Thorpe remained modest about his stature in the community.

“I’d tell him, ‘Paul, everybody loves you,’” Strauss said. “He’d go, ‘No, no, that’s not true — there are some people who don’t like me.’ And I’d say, ‘Well, I don’t know any one of them.’”

Thorpe is survived by his wife, Jo Ann, by five children and 11 grandchildren.

Thorpe’s friends and family agreed that his death is a monumental loss — not just for those who knew him best, but for all of Sarasota.

“I just hope the younger generation will pick up the banner and go follow it,” Jo Ann Thorpe said. “We’re going to need more Paul Thorpes in the future. The challenges are not over. We’re going to need civic-minded people who really care about our communities.”

n Aug. 21, the City Commission approved a temporary yearlong moratorium on special events that close Main Street between Orange Avenue and Gulfstream Avenue.

That marks the fourth consecutive year the city adopted a oneyear ban on events in this portion of Main Street, all of which were described as “temporary” measures. Documents for the Aug. 21 commission meeting said “concern over how to facilitate traffic circulation and parking downtown amid all the construction” inspired the moratorium.

But in June 2014, when the commission adopted the first moratorium, the construction of the State Street parking garage — and the loss of 139 parking spaces in a public lot — was cited as a

major impetus. The city finished the State Street garage in summer 2015, adding 395 spaces to the downtown area.

Although construction is ongoing throughout downtown, some businesses and officials see no need to keep renewing the moratorium on Main Street events.

“It should go back to the old way,” said Ron Soto, chairman of the Sarasota Downtown Merchants Association. “Get signatures and let the people who are on Main Street with those businesses decide whether to close the street.”

Throughout the rest of downtown, the city requires that twothirds of affected businesses approve any street closure. At the Aug. 21 meeting, Commissioner Hagen Brody said he didn’t think the city should treat the Orange to Gulfstream segment of Main Street any differently.

“This community wants events downtown,” Brody said. “To basically sector off this one portion of Main Street and say that we can’t have events here — this is a solution without a problem.”

City staff says a segment of Main Street isn’t ready to host more events without a refined special events policy.

Debbie Perez, the city’s auditoriums manager, said staff wanted to extend the moratorium to allow additional time to draft a more refined special events policy.

Already, she said, organizers have expressed interest in holding two downtown events on backto-back weekends in February.

She hoped new regulations could help better manage the scheduling of events, particularly during season.

“I want the opportunity to look into and come up with an internal policy before we open the floodgates again and open Main Street back up,” Perez said.

The city has tried to adopt

new special events policies in the recent past. In 2016, staff proposed a tiered permitting system based on event size, noise, street closures, alcohol sales and other factors. The commission chose not to adopt that kind of stratified system.

Mayor Shelli Freeland Eddie has said she wants to see a process that gives the city more discretion in picking which events can go downtown. City Attorney Robert Fournier said that’s a legally tricky proposition, and that a more objective permitting process is likely necessary to avoid any challenges from prospective event organizers.

“It can’t just be based on a preference for the event, because of an interest or lack of interest in the subject matter,” Fournier said.

Soto said it would be difficult to draft an ordinance based on the broad desires of downtown businesses, because those businesses have different interests. The owner of a gallery might oppose a craft fair but support a foodcentric event. A restaurant owner could feel the opposite way.

“Whether it’s going to be motorcycles, an art show, a seafood festival — it doesn’t matter,” Soto said. “It’s going to be good for some and bad for others. So the big question is: What’s good

for the majority?”

Soto suggested the city shouldn’t attempt to thread that needle, instead allowing the signature system to sort out which events did and didn’t have wide support from merchants.

Not everyone thinks Main Street is ready to take on special events again, though. Louise Converse, owner of Artisan Cheese Co., said the ongoing construction is still a major obstacle for doing business downtown.

Converse suggested the city could use a segment of Gulfstream Avenue to host special events. As for bringing events back to Main?

She’d like to see officials hold off.

“I think they need to get the construction under control and then make that happen,” Converse said.

Other Main Street businesses would welcome the return of special events without any additional restrictions.

“It brings more foot traffic,” said Al Liew, owner of sushi restaurant Wild Ginger. “Any event is good.”

Perez said it would likely take at least four months before she could substantively dig into the regulations, because the city is still working to fill two vacancies in the special events office.

Although the commission expressed a desire to revisit the subject as soon as possible, the board also felt another one-year moratorium wouldn’t negatively affect downtown.

After all, the rest of downtown remains fair game for any events.

“I think we need a set policy, and I don’t think that leaving this (moratorium) in place for one more year is going to keep anybody from having an event,” Commissioner Liz Alpert said.

Thunder by the Bay returns to Sarasota After a one-year detour to Lakewood Ranch, Thunder by the Bay is coming back to the city of Sarasota — including a brief return to its former downtown home.

On Aug. 24, Suncoast Charities for Children announced the motorcycle festival would move to the Sarasota County Fairgrounds for its 20th year.

The event is scheduled for Feb. 15-18.

For its first 18 years, Thunder by the Bay was held in downtown Sarasota.

In 2016, the event drew criticism from businesses and city officials who said the festival had outgrown its traditional venue. After searching for another site downtown, Suncoast Charities moved the event to the Premier Sports Campus at Lakewood Ranch.

Although most of the festival will take place at the fairgrounds, a Friday night block party called “Bikes on Main” will bring a portion of the event back downtown.

Commissioners move ahead on Legacy Trail It’s going to take more than $60 million to get the extension completed, but the county still hasn’t solidified a way to fund it.

ounty commissioners unanimously agreed Tuesday to move forward with the purchase of land for the extension of the Legacy Trail toward downtown, but a portion of the plan balances on voter approval in 2018.

“It’s hard not to be excited that we’re taking another giant step forward to extending the Legacy Trail,” said Roger Normand, one of the directors of Friends of the Legacy Trail, a nonprofit organization that works to improve and expand the trail.

The planned extension will come in two phases totaling about 9 miles. The trail now runs from Culverhouse Park in Palmer Ranch to Venice, a total of about 10.5 miles.

Before commissioners voted to approve the contracts, Vice Chair Nancy Detert raised concerns about the funding for the purchase of the land, construction of the trail and its upkeep. She called the trail extension a “want,” not a “need.”

“I think we’re going to look silly funding something like this if we’re cutting necessary services at our next meeting,” Detert said

of the $38 million contracts.

However, the commission decided to take the next step in the project.

“The overall public benefit for this Legacy Trail, I think, is just endless,” said Commissioner Charles Hines. “I don’t want to lose the momentum of this and all the hard work it’s taken to get to this point.”

PHASE I

In Phase I, the county will purchase the railroad corridor between Culverhouse Park north to the intersection of Ashton Road for $7.9 million.

During a March budget workshop, commissioners reallocated funds to pay for this approximately 2-mile stretch. After an inspection, the county will purchase the land in December.

PHASE II

The second phase will involve the purchase of a segment of railroad corridor from the intersection of Ashton Road north to the intersection of Fruitville Road, which will cost $30.1 million.

Voters must approve funding for the purchase of this land and construction of the trail in a November 2018 referendum.

If approved, the additional ad valorem tax, of 0.07 mills, or $14 for $200,000 of valuation per year for about 16 years, would generate about $65 million, the total estimated cost of the trail. If voters approve the referendum, the county would close on the purchase for this section of the trail in May 2019.

FUNDING CONCERNS

The $38 million combined price for these two contracts is for land acquisition only. It amounts to about $4.2 million per mile, or $800 per foot of trail.

“Our county is about to spend as much on bike trails for Sarasota County as the state has dedicated for the entire state,” Detert said.

Hines said the project would take more than county funding to reach fruition.

“For us to carry the whole load as the County Commission is too much,” Hines said. “The public needs to reach into their pockets ... Just to come to us and say ‘we need you to do this $60, $70 million project’ — we’re not able to carry it right now.”

The Friends of the Legacy Trail has a plan to help.

“We’re prepared to launch a fundraising effort to support the construction of the trail after the county buys it,” Normand said.

“At the same time, several local foundations would be working with more substantial donors to get the next step toward construction.”

Commissioner Michael Moran asked county staff to compile a report explaining what state or federal grants might be available.

One such funding source is the Shared-Use Non-Motorized Trail Network, known as SUNTrails.

In fiscal year 2016-2017, the program awarded more than $44 million to projects in 21 counties.

However, there was no estimate for how much funding the county could ultimately receive.

PAYING FOR IT

Voter referendum — In November 2018, voters will consider a ballot measure about the issuance of general obligation bonds. This would effectively increase the debt millage on property taxes by .07 mills, raising the county an estimated $65 million.

Even on a rain-soaked August night, more than 60 north Siesta Key residents came together Monday to discuss safety improvements near Siesta Drive and Higel Avenue.

The meeting, organized by the group Make Siesta Drive Safer, was held to update residents on the campaign’s work to date. Inspired by a fatal crash on the road in April, the group has lobbied the Florida Department of Transportation to make changes along State Road 758.

The group says it has a good relationship with FDOT, which is evaluating a lower speed limit and other changes from Siesta Drive and Osprey Avenue to Higel Avenue and Midnight Pass Road. Make Siesta Drive Safer’s next step is figuring out which changes the neighborhood supports.

“We’re going to set up a survey to find out what’s going to be appropriate,” said co-chairman Pat Wulf.

Residents at Monday’s meeting said more enforcement is necessary to reduce speeding and crashes. Sarasota Police Department Sgt. Bruce King said this

You’re going to be a little more centrally located.”

Still, the department has instructed officers to pay attention to potential issues along Siesta Drive. The city has approved overtime for increased enforcement in the area, King said.

Those in attendance said drunken driving is a problem, particularly when people travel from Siesta Key Village back to the mainland on Friday and Saturday nights. King acknowledged the problem, but said DUI enforcement poses a challenge for law enforcement agencies in Florida.

“You’ll find that DUIs have the best attorneys on the defense side of any field out there,” King said.

“It makes it a lot harder.”

Dee Reams, chairwoman of Make Siesta Drive Safer, encouraged interested residents to explore the possibility of a campaign against drunken driving.

For now, however, the group remains focused on getting the state to make road improvements.

“We need to continue to be persistent and nudge them when they slow down,” Wulf said.

THE $102 MILLION BIKE TRAIL Sarasota County property taxpayers will be asked in 2018 to fund another $65 million in bonds to extend the Legacy Trail. That’s one heck of a legacy. Like beach parking, users should pay a price.

S

purred on by the popularity of Sarasota County’s Legacy Trail, the Sarasota County Commission didn’t hesitate Tuesday — of course not — to approve spending $38 million to acquire 119 more acres of unused railroad track and right of way to extend Legacy Trail from Culverhouse Park north to Fruitville Road.

The piece de resistance!

Or so it seems to the commissioners, and, of course, to the Friends of the Legacy Trail, one of the most active and influential lobbying groups in the county.

This is one of the Friends’ dreams come true.

Apparently, Sarasotans at large feel likewise. Polling shows 70% approval for the trail, according to reports provided to commissioners.

Of course it’s popular!

Ask anyone if an 18-mile, freeto-users bike trail would be a great community asset, instead of unused railroad tracks, and what do you think people are going to say?

Ask the golfers who use the city’s Bobby Jones Golf Club if they want taxpayers to fund a $15 million renovation of the courses, and what do you think they’ll say?

Perhaps Sarasota County taxpayers might feel differently, however, with more perspective.

When the commission voted to acquire those additional 119 acres Tuesday, it also voted to put on the November 2018 general election ballot a bond referendum for $65 million.

That’s the amount of money needed to purchase the additional unused track and then convert it to a bike and walking trail. Sarasota County voters will be asked to increase their property taxes to fund the $4 million annual debt service.

According to county staffers, servicing the bond debt would result in a millage increase of 0.07 mills, or $14 a year on $200,000 of taxable value.

That doesn’t sound like much.

But if your home is valued at, say, $2 million, that additional eight miles of bike trail would cost you $140 more a year. At $500,000 taxable value, you

would pay $35 a year. Or, say, if you’re FCCI Insurance Group, you’d be paying $1,626 more a year for eight more miles of additional bike trail.

Here’s more perspective: Based on county records, that $65 million bond referendum would push taxpayers’ total investment in the Legacy Trail to $102 million.

A $102 million bike trail.

That’s some Legacy, all right.

Now we fully expect to hear from the trail’s defenders. They’ll tell us what the commissioners heard Tuesday: that the trail is a great tourist attraction, great for residents and that it attracts 175,000 users a year.

(Keep in mind, as noted in the box below, that number does not describe unique, individual users. No one

knows the real number of unique users.)

Nonetheless, the $102 million is an extraordinary amount, especially juxtaposed against the plethora of other county needs.

Make your own list: • Road and traffic management improvements • Anti-flooding improvements • Public safety protection • Water-sewer maintenance That’s just the beginning.

On top of the above, commissioners also are on their way to levying on unincorporated property owners a 5% tax on electricity, water and gas in an effort to build up the county’s reserve funds.

It is still a long way from the November 2018 elections. A lot can change between now and then. But you can expect this for sure: The Friends of Legacy Trail will conduct a vigorous campaign for voter support for the $65 million bond referendum.

We can’t argue with their view that the Legacy Trail is a great asset.

But it’s also similar to beach parking.

We contend beach users should help defray the cost of maintaining the beach by paying for beach parking.

Legacy Trail users should pay to use the trail as well.

That would be a start. But we still have a hard time understanding how to justify taxpayers footing a $102 million “want” amid the county’s other “needs.”

HOW TRAIL USERS ARE COUNTED Roger Normand of Friends of Legacy Trail explained the counting of Trail users to the Sarasota Observer as follows: “We have heat-sensing counters on several parts of the trail that we use to tabulate the number of actual riders who cross the sensor.

“Then we use an algorithm based on survey results that show the typical length of one person’s ride.

Some people go past three sensors in one direction, turn around and

come back. Other people do loops, only go past one.

“Based on algorithm that corrects and the sensors, that’s how we come up with the number.

“It’s based on actual people going past the sensor, but a fraction of sensors ...

“Not unique users. If I ride the trail every day, then I am seven users on the trail. That would be even harder — to count unique users.”

Postscript: The other side of the Celery Fields recycling story Former state Sen. Nancy Detert, now Sarasota County Commissioner Detert, recently remarked to one of her former Senate colleagues that one of the differences between being a state senator and a county commissioner is “it’s a lot more personal” being on the County Commission.

As Detert has found out: Propose a zoning change to a property, and the neighbors come out in floods, emotions brewing.

Detert, her commission colleagues and members of the Sarasota Planning Commission saw that up-closeand-personal side over the past three months in their deliberations over whether to rezone 16 acres near the county’s Celery Fields to allow a construction-debris recycling plant.

The County Commission ultimately rejected 3-2 the application from Sarasota recycling entrepreneur Jim Gabbert and his TST Ventures.

But that vote came after 10 hours of public comments before the commission and six-and-a-half hours before the Sarasota County Planning Commission, which also voted against Gabbert’s application.

Lost in the reporting of the two commission votes and the 16.5 hours

of public comments opposing the recycling plant was the other side of the story.

While the local media — we, included — reported the facts of the outcome, none devoted space or time to Gabbert and what commissioners said about him and his proposed recycling plant. They are worth knowing.

Gabbert is known in Sarasota County Republican Party circles as a consistent campaign donor. He also was elected in 2016 to the Sarasota County Charter Review Board.

But lesser known about Gabbert is he is a third-generation Sarasota native, educated in Sarasota County public schools. He started working in the Sarasota construction industry in 1980, operating a trucking company with his brother and later as a site and demolition contractor.

In 1995, Gabbert and his partner, then Meyer & Gabbert Excavating became the winning bidders to open a construction-debris recycling center for the county at the Bee Ridge landfill. By 2004, Meyer & Gabbert had five recycling plants in Sarasota and Manatee counties. Gabbert’s firm became recognized as one of the most

technologically advanced recycling companies in the state. In 2005, Gabbert and his partner sold their business to WCA Waste of Florida.

For the Celery Fields plant, Gabbert proposed another technology-driven plant to control noise and pollution.

Planning Commission members lauded Gabbert’s plans. Before voting to deny his company’s rezoning petition, Commissioner Laura Benson said: “I love your plan … I think absolutely everybody in this room here tonight, if you were to say, ‘Should we recycle our construction and demolition debris?’, and you would get a unanimous, yes. If you were to ask people that if you did a good job at what you do and how you do it, I believe you would get a unanimous, yes.”

Alas, both commissions rejected Gabbert’s proposal, largely because of the traffic issues it would generate.

Planning Commissioner Kevin Cooper, who voted no, cited this irony: “I have a hard time [with the county] selling its own land, benefiting from the sale, and making worse a [traffic] situation” that “is an existing deficiency.”

Proposed dog park at Gillespie Park

Residents near Whitaker Gateway Park and Gillespie Park have been advocating for dog areas in their neighborhood parks for years.

On Aug. 21, with the city on the precipice of moving ahead with both parks, those residents faced one final challenge.

At a City Commission meeting, staff recommended allocating more than $210,000 toward the construction of the two dog parks. Throughout the year, the commission has discussed regulations governing dogs in city parks, ultimately adopting a new rule that dogs must remain on leash except in dedicated, fencedin dog parks.

In light of that previous discussion, City Commissioner Hagen Brody questioned the decision to build two new dog parks separated by just more than a mile.

“It seems like a lot of money to spend on parks so close together when we have other issues and other parks — maybe further east of the trail — that would like to have the opportunity to have a dog park,” Brody said.

The commission ultimately approved the dog park funding 4-1, with Brody dissenting. Before the final vote, staff attempted to justify its decision to pick Whitaker Gateway Park and Gillespie Park as its first two choices for new dog parks — and suggested more dog parks could be on the way throughout the city.

Jerry Fogle, the city’s Parks and Recreation director, has identified dog parks as one way the city can improve the amenities in its parks. Whitaker and Gillespie parks are first in line because residents in the area began working with the city on the request for dog parks more than two years earlier, Fogle said.

“We have 51 parks, and we have no dog parks within city parks

except for one at Arlington Park, which is a converted softball field,” Fogle said.

Residents in both areas saw dog parks as a way to increase positive activity in their neighborhoods. City Commissioner Jen Ahearn-Koch, who previously served as president of the Tahiti Park Neighborhood Association and advocated for the creation of a Whitaker Gateway Park dog park, saw the proposal as a way to cut down on crimes such as drug use and prostitution.

“This was a way to mitigate those activities and activate the park,” Ahearn-Koch said.

In addition to the dog park at Arlington Park, there’s also a county-operated dog park on 17th Street near Bobby Jones Golf Club. But Orlando felt like there was a need for one closer to the downtown area — particularly given the ongoing growth.

“It just seems to me with all these condos going in everywhere, we’re going to have a bunch of people here with even more dogs,” Orlando said in a previous interview with the Sarasota Observer.

Despite residents’ claims of high demand for dog parks, Brody remained skeptical. He said it would make more sense to build one of the two dog parks in the eastern portion of the city.

“As we start populating the parks with dog areas, I would rather space them out a little bit so people over in that (eastern) area don’t have to drive to 17th Street or to Whitaker Park, or whatever’s closest to them,” Brody said.

Beginning next month, the Parks and Recreation department will begin a master planning effort, with the goal of identifying the needs of parks throughout the city. Finding locations for more dog parks will be part of that process, Fogle said.

“We will make our rounds and get everywhere throughout the city,” Fogle said.

im Gabbert said he was surprised when the Sarasota County Commission voted down his proposed recycling facility for building and demolition materials on land just outside the Celery Fields nature park.

Downtown Sarasota could be getting another condominium — but this time, the developer isn’t planning an 18-story building.

Instead, real estate broker Ian Black submitted plans for a fivestory, five-unit condo building at 1221 First St. The documents, filed with the city Aug. 11, include requests for several adjustments to the zoning code to accommodate the proposed project.

In the application, architect Michael Halflants wrote that the adjustments are necessary to build on the 5,250-square-foot parcel in question. The requests include a reduced setback above the second, third or fourth floor of the building — the code mandates a 12-foot setback, while the project proposes a 9-foot setback.

Halflants argues the need for adjustments like that is offset by the reduced height of the proposed building. The property is zoned for a 10-story building.

“Instead of consolidating all small parcels to create larger developments, the city stands to benefit from the variety that smaller developments can bring to the streetscape,” the application states.

The proposal is scheduled to go before the Planning Board later this year.

“It can’t be too far, because if it’s too far, customers won’t come.”

It took the county more than a year to find Gabbert as a possible buyer for the land, and now that he has decided not to move forward, it’s starting over. But Detert mentioned at the public hearing on Aug. 23 that it may be time to take the land off the market.

“I think — we own this property, we should take it off of the surplus list, and frankly use it to develop that area because it’s a winning item,” she said.

Despite the recycling facility’s rejection, Gabbert still plans to open a waste-transfer facility he’s building in the same area near Palmer Boulevard and Apex Road.

This facility allows customers to unload waste, which is then taken away by larger vehicles.

“It’s the same trucks, the same customers,” Gabbert said. “[The recycling facility] just would allow recycling of material, whereas waste transfer doesn’t have a recycling component.”

Sarasota needs such a facility, Gabbert said.

In 2008, the state of Florida set a goal to be recycling 75% of all solid waste by 2020. Sarasota County is in the top 10 counties in the state for meeting that goal, with 66% of waste being recycled in 2016.

But even as the state sets goals for an increased focus on recycling for counties, Gabbert said roadblocks keep appearing.

“People like to talk about recycling, but nobody wants it … They want material to just magically go away,” Gabbert said.

“I just have to move on.”

Gabbert was still optimistic, he said, because the county was supportive of his plan for the land at the intersection of Apex Road and Palmer Boulevard.

“It’s almost cruel — to advance a property, have a buyer and have him come here … then to sit here and deny the exception,” County Commission Vice Chair Nancy Detert acknowledged at the public hearing about the facility.

“It was a little bit of a surprise to me because I thought they wanted to sell the land,” Gabbert said.

“They offered to sell it, offered to rezone it and then they changed their minds.”

This was the second time Gabbert tried to build a recycling facility in that area. In 2015, he went through the same process for a piece of land on Cattlemen Road, north of Palmer.

In that case, businesses in the area opposed the facility, and he withdrew the application after the Planning Commission recommended the County Commission reject it. The overwhelming discussion, he said, was that the facility should be east of the interstate and away from retail.

With this new piece of land, he thought he had it. But now that his plan for a recycling facility was denied, Gabbert won’t be purchasing the land.

“I’m not going to purchase it because I can’t use it,” he said.

“I’m not in the business to fight.”

Gabbert said he might look farther east for a place to put his facility.

He said the location for the business is critical.

City staff and residents have said they found the voice of the development community lacking during previous revisions to the tree ordinance. Ahearn-Koch said developers would be welcome to participate in advisory board meetings even if they didn’t have a formal role.

But in moving ahead with a tree advisory board, the majority of the commission sees an opportunity to bring together both sides of a divisive issue.

“If we don’t have a diverse group of people looking at this, and we only get one perspective, what good is having a committee get together and give us their opinion on it?” Commissioner Hagen Brody said. “We’re going to end up where we started.”

Koch objected to the number of development representatives — and, in particular, the potential inclusion of a Chamber of Commerce member. Citing sustained resident concern regarding the loss of trees associated with new development, Ahearn-Koch said accommodating developer needs should be a secondary concern.

“I think we need to create an advisory board that has trees and tree preservation in our city at the forefront,” Ahearn-Koch said.

“Development interest, most often, is not to preserve trees — it costs money to preserve trees.”

The man was on his scooter when the truck pulled up behind him, and the driver yelled at him to get off the road. Rams volleyball ‘ready to dominate’ again, with a new coach and a young roster.

own two sets to none against Lakewood Ranch High on Aug. 24, and losing in the third, the Riverview High volleyball team needed a spark.

It found one in the form of a kill from junior Abby Quigley. She had taken an overpass, or a free ball, and spiked it through the heart of the Lakewood Ranch defense, and its spirit. The kill was so perfect, it literally brought Quigley’s senior teammate Kayla Walker to tears.

That’s the level of emotion this team carries, and it’s one of the reasons the Rams are a threat in Class 9A this season, despite losing talented seniors and their coach from a season ago, their best season in recent history.

They came back to win that match against Lakewood Ranch in five sets, and are 3-0 on the season, as of Aug. 30.

Last year, the Rams won their first district title since 2006, and eventually reached the Class 9A final four, under coach Craig Wolfe. But Wolfe left in mid-July for rival Venice High.

Returning Rams players said there were no signs of a potential departure before he informed them via email. The news shocked them, but the shock turned into excitement once news of the new coach made the rounds.

NEW GAME FACE

Riverview hired Nickie Halbert, a Venice grad herself who played for Elon University in North Carolina and led the school to a Southern Conference title in 2011. The Rams gig is Halbert’s first head coaching position, and one that she admits she would not have been ready for a few years ago, before learning as an assistant at Gainesville’s Santa Fe College and Ocala’s Trinity Catholic High.

“This is no small task. This is a 9A school, huge enrollment, great program, great kids, great talent,” Halbert said. “I would have been doing them a disservice had I stepped in any earlier.”

She’s taken the golden nuggets of information from both stops and combined them to create a program all her own.

She met with the team for the first time in May, and her players were taken aback by her organization.

The players also appreciate how Halbert implements drills based

on what needs work, not following a set schedule no matter what. It keeps things fresh, they said, and leads to more productive practices. On Aug. 28, the Rams’ practice focused on servereceive passing, because Lakewood Ranch had scored a few too many aces against them for Halbert’s liking.

“The second she came in, she knew exactly what she wanted to do,” junior Tricia Robustelli said.

“That’s when I knew we were going to be OK,” her twin sister, junior Jena Robustelli, added.

THE RIGHT SCIENCE

Halbert made chemistry a focal point. That’s not a breakthrough in coaching, but it is an important piece of a successful program, especially in volleyball, when quick communication on the court is vital. In years past, the Rams haven’t needed to hear that point harped on; the recently graduated class had played together for years. Teamwork developed naturally over time.

This group is newer, though, and it’s something they’ll have to work on throughout the season.

Halbert and her players know that.

It’s why they have already started having team dinners before each match, and why the twins enthusiastically greet younger members of the team in the hallway, every time.

It helps, too, to have a leader such as Kayla Walker who doubles as the team’s resident comedian.

She calls her sense of humor sarcastic, an “either you get it or you don’t” type of thing, but Quigley called her the funniest person she

knows.

The coach isn’t the only difference between the 2016 and 2017 Rams. Senior stalwarts from last year, such as Samantha Norden, Courtney Searles and Riverview’s player of the year, Margo Schnapf, are gone. The team is younger now, with players such as the twins forced to step into larger roles. This doesn’t mean they lack talent. Quigley’s kills electrify, while Walker brings experience and emotion at the setter position, and her sister, sophomore Riah Walker, was named a MaxPreps All-American last season.

The elder Walker called her sister the best passer with whom she’s ever played.

DOMINATE, DOMINATE

The Rams have started slowly at times this season, like against Lakewood Ranch, a habit Halbert is desperate for them to break. It might cost them eventually, but it hasn’t yet, and so far that is one of the only flaws of a team eager to finish what it started last season, despite the offseason facelift.

“We’re definitely ready to dominate again,” Tricia Robustelli said. “I think despite losing a lot of players, we still want to be Riverview. We want people to know that Riverview is here to stay.”

This coach I had, he transformed my game, and I’ll always remember him. It’s Coach (Brian) Wheatley, he was my coach for Venetian Bay (club volleyball) last season and he totally changed the way I look at volleyball.

A few point-ers Making sense of high school football’s new playoff system.

The system is progress, but it also has its share of drawbacks.

Not all districts have the same number of teams, so teams with two or three district games have more scheduling freedom than a team like the Class 8A-District 6 Rams, who have six district games, or more than half of its yearly schedule, each season.

It also doesn’t account for what happens to teams during the season. If Riverview beats powerhouse Venice High when the Indians have a healthy Bryce Carpenter, committed to Coastal Carolina University, at quarterback, but he gets injured later in the season, misses games, and Venice sinks without him, why should the Rams be punished in the point system for that?

Those teams play on Sept. 1, by the way.

In that same vein, if the best teams in the state all play each other to try to increase strength of schedule, and they all win some and lose some, doesn’t that hurt everyone in the end? Those teams’ records would not be as strong as they typically are.

With this system, it might be advantageous to load up on cupcake teams you know you can beat, go 10-0 or 9-1, and bet on other top teams to cause each other’s win-loss records to drop. It’s like the Southeastern Conference’s East division in college ball, where all the teams beat each other up and the division champ always has two or three losses.

Riverview is hoping that’s the case. Smithers admitted the Rams didn’t do a great job of scheduling for points, instead

keeping local series with teams like Booker, whom they beat 35-0 last week, intact. Those teams draw more fans to games, and more fans means more money for the school and program.

The Tornadoes took the opposite approach, intentionally loading their schedule with as many playoffs teams as possible to accumulate bonus points.

They had 21 bonus points before playing a single game, tied with Cardinal Mooney for the most among area teams. Sarasota High had 15 while Riverview had nine.

he Florida High School Athletic Association has been using a broken playoff system for football.

Convince me of why it makes sense to automatically reward a second-place district finisher, regardless of record, with a playoff spot, and I’ll buy you lunch.

So when the FHSAA announced last September it would switch to a new, pointsbased system for the 2017 season, there was much rejoicing. Now that the intricacies of the system are known, though, is it as great an improvement as initially thought?

For context, I’m going to summarize the system.

The new system is based on win-loss records of a given team and its opponents. Points are awarded for defeating a team within a given win-loss percentage range. For example, a team receives 50 points for defeating a team with an end-of-season mark of .800 or above. It’s 30 points for a loss to that team.

Conversely, beating a winless team will net you 35 points, so winning is always better than losing, no matter the opponent.

The FHSAA also awards three bonus points per each oppo-

nent that has made the playoffs within the past two seasons.

Points are tallied at the end of the season. In classes 5A-8A, district champions still get an automatic berth, but the slots previously reserved for district runners-up will be awarded to the four teams in each region (not district) with the most points. Theoretically, but unlikely, that means five teams from one district could make the playoffs. It should also be noted that the system is even more radical in classes 1A-4A, where districts have been eliminated.

Teams such as Cardinal Mooney will independently fill their entire schedules, and points are all that matter. Four teams will be selected from each region, just like in classes 5A-8A. For an even more in-depth breakdown, visit fhsaa.org.

I wondered what local coaches think, so I chatted with a few of them about it.

“I guess it’s a fair thing, because you get some districts that are pretty loaded and others that are weak,” Riverview coach Josh Smithers said. “It should favor the loaded district and help get some of those teams in (the playoffs).”

Booker coach Dumaka Atkins agreed with Smithers, saying it was a step in the right direction and necessary to “weed out some of these (undeserved) entries into the playoffs.”

CHANGING OF THE GUARD The Pines of Sarasota Foundation says goodbye to its retiring president after 11 years.

E

stelle Crawford might have been skeptical when she first visited the Pines of Sarasota Rehabilitation and Senior Care Community, but it didn’t take long for her to fall in love with the place.

It was 2006. She was interviewing to be president of the Pines of Sarasota Foundation.

“I was reading a book of letters from families, sharing their love for the Pines. By the time I got into the interview, I had tears (in my eyes,)” Crawford said.

The foundation supports the Pines’s mission to provide compassionate care for seniors even after they have outlived their financial resources.

It was an appropriate way to begin her tenure as the foundation’s president. Crawford remembers it as a period punctuated with resident and staff interactions that reminded her that while the function of a foundation president is partially motivated by the bottom line, people are always worth more.

“The foundation is housed on the campus. So every day we see the impact of the funds,” Crawford said. “We see the impact that the Pines has on this community.”

After more than a decade with the organization, she has decided to retire as president, effective Sept. 30.

It’s not a decision Crawford made lightly. The Pines staff’s commitment and compassion toward their residents — the same

commitment and compassion that brought her to tears 11 years ago — has buoyed her throughout her service.

She moved to Sarasota from Rockland County in New York.

“I ran a chamber of commerce there called the Rockland Business Association for a decade,” she said. “I thought that was my favorite job.”

Looking back at her time with the Pines, she sees a list of accomplishments including the addition of the Jean and Alfred Goldstein Pavilion. The foundation contributed millions of dollars in endowment funds — money used for capital projects and continu-

ing the Pines’s mission.

“There is no question she made a major contribution of time and energy,” Interim President and CEO John Overton said. “That’s our greatest challenge here is helping people understand that senior care communities like the Pines … need help to survive.”

For Crawford, the Pines’s mission was, and is, an easy sell.

“I lived it,” Crawford said.

Crawford’s mother lived at the Pines briefly before her death in 2011. Suddenly, she was more than an advocate for compassionate and dedicated care, she was a beneficiary.

“That was something I never would have anticipated,” Crawford said. “My mom could not sleep at night. I came in the middle of the night, (and there she was), sitting in walker, talking to the nurses and eating strawberry ice cream and so happy.”

She’s proud of her work, the millions of dollars she helped raise and the programs she has helped sustain. But most of all she’s proud of the person to which she is leaving her legacy.

Janet Ginn, previously of the Community Foundation of Sarasota County and the Sarasota Ballet, is serving as the foundation’s interim president.

“To be able to put someone in place who has the ability to do better than you — I’m proud,” Crawford said.

For Ginn, Crawford’s dedication to residents and families offers direction as she steps into her role as president.

“Her greatest contribution to the organization has been her devotion and commitment to our residents,” Ginn said. “We’re the voice for our residents. She has transferred that passion for our residents onto me.”

Ginn’s goal is simple — surpass the foundation’s​$1 million contribution goal to the Pines endowment fund.

“So that we can continue to build on the legacy left by Estelle and those that came before her,” Ginn said.

As for Crawford, her goals are a little more dynamic as she approaches retirement.

“I want to go dancing with my husband,” she said.

Besides that, Crawford is keeping her options open. She doesn’t know where her skills will take her next, but she is happy to wait for her next opportunity.

“I always believe it kind of comes,” Crawford said.

Mark B. Hi Mark, No one is better than the other, your choice of IRA is really dependent upon your individual needs.

IRA stands for Individual Retirement Account, and it allows for an individual to invest for retirement with taxdeferred growth. One of the main differences between the various IRAs is whether funds are taxed when making the contribution, or when they are withdrawn.

A Traditional IRA and Rollover IRA hold funds that typically have been contributed on a pre-tax basis, with the ability to grow tax-deferred. The funds in these accounts are then taxed at the account owner’s income tax rate upon withdrawal in retirement.

A Roth IRA allows for contributions to grow without the need to pay taxes on capital gains or dividends earned within the account. An important distinction with a Roth IRA though is that funds are contributed on an after-tax basis, meaning when you withdraw funds, they will be tax-free, assuming certain conditions are met.

It was only the second day of the school year for Out-of-Door Academy, but Head of School David Mahler was already starting to look at the weather a little differently.

“I started to think of the weather in terms of it’s a good solar day,” he said during ODA’s first school assembly on Aug. 17 at ODA’s Siesta Key campus.

Students, parents and donors gathered at the Kozel Family Amphitheater to celebrate the addition of 730 solar panels to ODA’s campus.

“These fans are spinning as a result of energy being produced on the roof of this building,”

Mahler said.

The addition of the solar panels is part of a comprehensive effort to encourage students to adopt sustainable practices on the lower school campus as well as the upper school campus in Lakewood Ranch.

Students and teachers were given capes with the ODA logo and sustainability superheroes printed on them.

“We want to teach them about consumption,” Mahler said. “This is just kind of the tip of the iceberg to do everything we can to reduce our carbon footprint.”

Mahler hopes to expand the solar programming to ODA’s upper school campus in the future, but said he is excited to see panels’ effect on the lower school.

ODA Facilities Director David Dennehy said the marine lab project was unlike other projects he has worked on. Usually, he manages projects with overarching goals and long-term results, like the solar panels.

But this one, he said, is special, because the results are immediate. Children filed through their new laboratory, excited about the sea urchins and fish in the tanks.

“There is a direct benefit to the students,” Dennehy said. “You can see on day one that students are playing with it.”

He said the panels, which were funded by an anonymous donor, could save the school as much as $60,000 in utility costs.

“We were looking for an opportunity to make a statement,” Mahler said.

But the panels weren’t the only addition to the campus during the summer months. ODA staff also cut the ribbon on the school’s new marine science laboratory.

The classroom, complete with multiple aquariums and a multitiered touch tank, was the product of a partnership with Mote Marine Laboratory & Aquarium.
