In light of a positive public workshop regarding the city’s plans for a parking garage near St. Armands Circle, the feedback on our Facebook page was mostly enthusiastic, too. Some of our readers expressed skepticism about the effect the garage will have on traffic congestion on the Circle during the height of season — and about the preliminary design concept for the parking structure. Still, others were excited about the prospect of having a dedicated garage near the shopping district. The city is continuing to gather public feedback on the plans for the 520-space garage on North Adams Drive. Visit starmandsparkinggarage.com to share your thoughts and get more information on the project.

Sarasota avoids storm damage The National Weather Service issued a tornado warning for Sarasota County on Monday night, but the area was spared significant damage during the storm. The warning, issued at 8:08 p.m., stated a thunderstorm capable of producing a tornado was located 18 miles southwest of Sarasota. Once the storm passed through, the only reports of damage in the county were a few downed power lines near Osprey, according to the county’s emergency services department.

Three’s a crowd With two City Commission seats up for grabs, three candidates with distinct platforms are moving on to a runoff in May. DAVID CONWAY DEPUTY MANAGING EDITOR

T

he field of candidates for two open Sarasota City Commission seats has been narrowed to three, but the future direction of the legislative body remains unclear. The top three vote-getters in Tuesday’s municipal election are advancing to a May 9 runoff after none of the eight candidates earned a vote on more than 50% of the ballots cast. Voters were allowed to select up to two candidates on each ballot. Jen Ahearn-Koch, a neighborhood leader and former Planning Board member, placed first, earning a vote on 37.8% of the ballots cast. Attorney Hagen Brody got a vote on 34.9% of ballots. Businessman Martin Hyde, a political newcomer who has criticized the current commission and administration, narrowly beat out incumbent Commissioner Susan Chapman for the third spot in the runoff. Hyde got votes on 26.1% of ballots, while Chapman earned 25.3% — a margin of just 54 votes. Tuesday’s election sets the stage for a showdown between three distinct candidates. Ahearn-Koch is on the steering committee of the resident activist group STOP!, which has criticized the process the city uses to evaluate new development. She’s touted her business background as evidence she can draw on multiple perspectives in her decisionmaking, but Ahearn-Koch has also positioned herself as a strong defender of neighborhood values. Ahearn-Koch was visibly nervous as the votes came in, even as campaign volunteer Kathy Kelley Ohlrich repeatedly reported she was in first place throughout the night. When the results were final, Ahearn-Koch said she didn’t feel a sense of relief, but a sense of pride — for the work of her campaign team, and for successfully tapping into the issues voters cared about. “It’s touching a nerve,” AhearnKoch said. “People do feel concerned about the community, and about the traffic, and about the development, and about the homeless, and about jobs and about affordable housing.” Ahearn-Koch credited that connection to her leadership roles with organizations such as the Tahiti Park Neighborhood Association and Coalition of City Neighborhood Associations. “It’s not out of the blue,” she said. “I didn’t just go, ‘Oh, that sounds like a good idea to focus on that.’ I’ve been involved.” Brody said he felt reassured that voters recognized his passion for improving the city. Brody has advocated for a government

focused on core issues, particularly utilities, infrastructure and public safety. At times, he has criticized Ahearn-Koch’s views on development policy, but he has also said the city needs to establish clearer guidelines for responsible growth. Brody has highlighted his roots in the community as a reason why he ran for a spot on the City Commission. Tuesday night, he again drew on his connection to the city as a driving force. “I grew up here,” Brody said. “I feel like that gives me a unique perspective on all these issues, and it also gives me a historical perspective of where we’ve come from.” Hyde, who bounced between third and fourth while results were coming in, admitted feeling a sense of relief once all the votes had been counted. “Most of my adult life, I have had some understanding of what was going to happen next,” Hyde said. “Tonight, I had no clue.” Hyde has been a critic of the status quo at City Hall. He’s advocated for increased spending in the Police Department but a slimmer government elsewhere, repeatedly pointing barbs at Chapman throughout the course of the campaign. He said he prevailed Tuesday because voters embraced a direct approach to local issues. “I think people like the way that if you ask me the time, I don’t tell you the weather,” Hyde said. Although she narrowly missed out on the runoff, Chapman continued to defend her record as a commissioner during the past four years. Chapman has shared similar views on the city’s development policies as Ahearn-Koch. She said a crowded field complicated matters, as did entering an eight-person race as the lone incumbent. “If I’m going to lose, I’m going to lose in March instead of May,” she said, laughing. “It’s a lot of work; it’s a lot of effort.” Voter turnout for the at-large race was 19.12%, with 7,186 of 37,579 registered voters casting ballots. That figure was a slight uptick over the 17.34% turnout

for the previous citywide race in 2013. Partisan involvement in the nonpartisan race could increase between now and the May runoff. Leading up to election day, the Republican Party of Sarasota County phone banked and bought ads advocating for Hyde, the lone registered Republican on the ballot. The Sarasota County Democratic Party declined to get involved because more than two registered Democrats were in the race, but only two remain, opening the possibilities for both sides. The candidates themselves are staying out of the partisan fray, instead sticking to their core issues. Ahearn-Koch declined to assess how the runoff might differ from the first election, hoping to stick with the formula that led her to a first-place finish Tuesday. “I don’t really want to focus on the other candidates,” AhearnKoch said. “The whole time, I just want to stay in my own lane.” Brody, too, avoided assessing the dynamics of the smaller field. But Hyde already began to draw parallels between himself and Brody, casting Ahearn-Koch as the odd person out because of her association with STOP! After taking a night to celebrate Tuesday, all three candidates are renewing their focus on earning one of the two seats that will be decided May 9. “You’ve got thousands of votes up for grabs,” Hyde said. “This is not even halftime. We start again, and we give everybody the opportunity to make a choice.”

A developer wants to build an 18-story condo the same way as every other high-rise now going up in the city. So why do neighbors want to block the use of a standard construction method?

SARASOTA OBSERVER

YourObserver.com

“There’s nothing better for the downtown, as far as reducing the impact of the construction, than reducing the time it takes.” — Greg Kveton David Conway

— more than two dozen — who spoke out last week against the developer’s request to use a new construction technique to build the high-rise. A 2006 agreement with the city requires the developer to build the project using precast construction. That methodology uses prefabricated pieces of concrete, but Illinois-based property owner XAC Developers now wants to use post-tension construction, which involves pouring the concrete on-site. An application from the developer, filed in November, makes the changes seem relatively innocuous. There are no buildings taller than seven stories under construction in Sarasota that don’t

use post-tension construction. XAC purchased the land in 2014, and when the company sought a contractor to build the project, it struggled to find anyone willing to use precast, developer Greg Kveton said. Kveton argued post-tension was supposed to minimize the impacts on the community during construction. If that’s what people wanted, then the change to post-tension would benefit everybody, he said. Construction would take four months fewer. It wouldn’t involve hoisting 9,600-pound concrete slabs 200 feet in the air, and it wouldn’t necessitate the transportation of hundreds of those slabs from outside the downtown core to the project site. “It’s the mainstream system — everybody uses it,” Kveton said of post-tension. “If another system was better, a developer would be using that system, and the contractors would be using that system. Nobody’s going to go and look for the hardest way to do something.” Based on the number of speakers who opposed the process at a March 8 Planning Board meeting — and that board’s narrow 3-2 vote to recommend approval of the changes — some people believe the new construction technique may not be as innocuous as XAC is making it out to be. So, back to dust. Leonard sees concrete dust as one of the many side effects of post-tension construction that will impact the residents at 1350 Main and other properties. At the Planning Board hearing, a representative for the DeMarcay acknowledged posttension could lead to small fragments of cement falling off a construction site. That representative

SWEAT THE TECHNIQUES The dispute regarding the DeMarcay project has to do with how it’s going to be built. An agreement with the city requires the developer to use pre-cast construction, but the developer wants to use post-tension construction. So what does that mean? Precast construction involves the production of concrete pieces off-site. Those pieces are transported to the construction site, lifted into place and assembled. Post-tension construction is a process that involves pouring the concrete on-site. The technique gets its name from the steel cables within a piece of concrete, which are pulled tight after the concrete has hardened to reinforce the structure for support.

said the debris might scratch a car, but Leonard and others are worried about the potential for something more severe. Leonard said he believes the requirement for pre-cast construction — a voluntary condition from the developer that the commission accepted — was not put in place as a matter of expediency, but for reducing the impact on the surrounding area. With that in mind, he doesn’t believe post-tension is a satisfactory construction methodology. “I think there was a reason why they made that deal, and there

were reasons why they were required to use precast concrete,” Leonard said. “Those reasons shouldn’t be dropped without renegotiations or further examination of the agreement.” Planning Board member Chris Gallagher, a designer with Hoyt Architects, pointed out that concrete dust isn’t a phenomenon limited to post-tension construction. Indeed, it’s likely to be a side effect of pre-cast construction, too. “It’s not the wet concrete the dust comes from,” Gallagher said. “It’s the dry concrete. In either condition, there’s going to be plenty of concrete around.” Acknowledging that fact, the 1350 Main residents are making the case this isn’t an either-or situation. Pre-cast and posttension aren’t the only two ways to build a building. Attorney Robert Lincoln, who is representing the condo owners, argued XAC should be required to examine all options before the city changes the conditions governing the DeMarcay construction. “What I would say needs to be put to this developer is that they’ve developed every other alternative to doing a poured, post-tension technique and found that it’s truly infeasible,” Lincoln said. “Not that it’s more expensive, not that it’s a pain in the neck.” Kveton admits part of the motivation for the change is expediency for the developer. That doesn’t mean a less time-consuming process doesn’t benefit the city, he said. “There’s nothing better for the downtown, as far as reducing the impact of the construction, than reducing the time it takes,” Kveton said.

There is history between the 1350 Main residents and the DeMarcay developer. In 2015, the condo association sued the city and XAC in an effort to block the project, arguing the site plan had expired. That effort failed. At the Planning Board hearing, some speakers hinted at — or openly expressed — a desire to complicate the construction of a project they didn’t like. “At some point, the city decided to build these crazy buildings,” 1350 Main resident Peter Daley said. “Anything that could hinder that type of building, we should go for.” Leonard said he was disappointed in that sentiment and believes most residents aren’t necessarily anti-development. “We have to accept something’s going to be built there,” Leonard said. “We just want it to be safe.” Now, the question of whether to allow post-tension construction moves to the City Commission for consideration. It’s hard to detach this narrow issue from the broader project — which involves replacing two historic buildings with a high-rise — but Kveton is hopeful city leaders will block out the larger narrative when making a decision. “We want to build the building in the best possible way,” he said.

East downtown stays quiet, poised for something new Some businesses have departed the eastern end of downtown, but major property owners aren’t in a rush to undertake a significant project and generate new energy. DAVID CONWAY DEPUTY MANAGING EDITOR

Eric Baird and Jesse Biter, part of the Main Plaza ownership group, stand in front of the property following their purchase in late 2015. Biter said the group is still working on plans for the 8.6-acre site.

quick rundown of the tenants that have recently vacated a space in the 1700, 1800 and 1900 blocks of Main Street: Sol’s NYC Deli, the YMCA, WingHouse Bar & Grill, World of Beer and the Sarasota Herald-Tribune. The spate of departures runs counter to a popular narrative in 2014 and 2015: The east end of downtown, traditionally a sleepier part of the core, was on the rise. The arrival of WingHouse, World of Beer and McCurdy’s Comedy Theatre and Humor Institute positioned the 1900 block as a potential entertainment district. There were signs big changes could be on the way, too. A trio of Sarasota entrepreneurs bought the 8.6-acre Main Plaza site for $18.1 million in late 2015. A year earlier, property owner Chris Brown bought the former Firestone at 1710 Main St., giving him

a portfolio of 1.3 adjoining acres in that block. “I think that area has a great potential for something — I don’t know what yet,” Brown said at the beginning of 2015. So far, there haven’t been any major changes there. The same goes for Main Plaza — other than the tenants that have left the property, that is. There, the ownership group of Jesse Biter, Eric Baird and David Chessler asked architects to submit plans for a three-part redevelopment effort in December 2015. Any progress on those plans hasn’t been made public. That doesn’t mean the momentum has completely dissipated, though. Biter said his group is still getting a ton of inquiries. They won’t announce any new tenants until they have a full, master redevelopment plan in place. “We’re doing our best to get everything right, so we can grow from there,” Biter said. “Tenant mix is an important part of any project, and we want to make sure we’ve got a good one.” Biter isn’t worried about losing the energy surrounding east Main Street a year or two ago. The ownership group is moving at its own pace, assured the major redevelopment project will be its own source of energy. “We realize we’re the anchor,” Biter said. “Once we make our plans public, then we’re confi-

dent that part of downtown will instantly be restored to its full vibrancy.” Brown, too, is comfortable with a deliberate approach to redeveloping his properties in the 1700 block. Still, he knows some change is going to have to come in the not-too-distant future. “I don’t have any immediate plans,” Brown said. “It’s sort of an evolution — a slow, methodical process. I do foresee something in the future at some point. It certainly can’t continue to be an old tire station and maintain what it’s been.” Brown offered one theory for why the developers are taking their time. He pointed to Mark Kauffman, who owns a portfolio of properties in the area that includes the McCurdy’s building, as an exemplary developer — someone who lives in the community and takes the time to get the right tenant for a given space. Brown said he and the Main Plaza owners live in Sarasota, and are committed to making it a better place in the future. From that perspective, he said, it’s more important to do something right than it is to do it quickly. “I have that stake in the community, and whatever I do, I want to be proud of it,” Brown said. “I’m going to drive by it. My kids are going to be involved. It’s for the long-term. It’s for the benefit of everybody.”

Fact: fiction truly engages

KRISTINE NICKEL

With instant messaging, texting and screen-time overload, isn’t it worth the attempt to carve out some fiction time?

I

’m not talking about “fake news.” In fact, what I’m about to suggest is a practice that will give you some relief from news of all sorts, plus make you the life at the next neighborhood party. And, no, drugs and alcohol aren’t involved. What is involved is the practice of reading fiction. I came upon this interesting research following two separate events. The first was a blow out at my book club. A little back story: The book club has been going strong for almost 15 years. Yes, we’ve had our ups and downs and the make-up of the group has changed as you might expect. However, there remains a core group who have been participating monthly for around a decade. This group is engaging, highly social and remarkably accomplished — no shrinking violets and the kind of people who seem to end up in Sarasota. Recently one meeting had an almost perfect attendance of 18 members. We had read an engaging mystery. For our next meeting, we scheduled a nonfiction book, which should be popular, as an acclaimed movie was produced based on the book. One person RSVP’d. Everyone else was going to Las Vegas, or spring skiing or suddenly hooked on “60 Minutes” (it meets on Sunday night). I began to wonder about the difference between fiction and nonfiction and attendance. Sure enough, a quick check of the relationship between books and attendance showed that attendance is generally higher when the book club is reading fiction. The second event was a visit from my younger brother. He, too, is fairly accomplished, a voracious reader, but struggles with being introverted. As he put it during his last visit, “you got all the extrovert DNA in our family.” He leans toward nonfiction. I felt like I was on to a science fair project. Could there be a relationship between what you read and your tendency toward introversion or extroversion? I began researching to see if any studies had been done, and the answer is “not really.” What I did find out, however, was interesting and may tip the scales when encouraging young readers in a choice between nonfiction and fiction. A story published in Social Cognitive & Affective Neuroscience — not your everyday coffee table

magazine for sure — reported on this subject. What it surmised is that people who read a lot of fiction are known to have stronger social skills than nonfiction readers or nonreaders. Fiction readers were found to have enhanced social skills. That is rather amazing. The group studied a mixed gender group of 19- to 26-year-olds who underwent MRI brain scans to determine what happened in an area of the brain known as the default network. This brain system is active when people are imagining various situations such as what might happen in the past or the future, potential relationships, or other’s perspectives. Increased activity in certain regions of the default network are closely linked to high scores on social-cognition assessments. In other words, people who get a buzz on being with other people, engaging in social skills, are rocking their brain’s default network. The study group was asked to read various sources of fiction and nonfiction while being scanned. Participants who were the fiction readers, especially fiction that contains emotional, psychological and social content, triggered significantly more activity in the default network. The link between fiction readers, especially that fiction that explores relationships and psyches, was established.

“The relationship between reading fiction and the development and practice of social skills is one worth serious consideration.” So why is this important? Social skills are the skills we need to interact adaptively in our cultural environment. Learning experts tell us there are several types of social skills that must be mastered for an individual to be socially adept. These range from the ability to initiate, maintain and end a conversation to reading social signals to more complex skills such as solving problems and resolving conflict. All of these skills are crucial in personal relationships and gaining and maintaining financially and emotionally rewarding professions. The relationship between reading fiction and the development and practice of social skills is one worth serious consideration. In these times of instant messaging, texting, screen time overload, isn’t it worth the attempt to carve out some fiction time? Time to use our imagination to get into a character’s experiences and emotions and to light up the default network in our brain. The rewards are significant. turning traffic and through traffic. The goal is to determine the precise demand for different movements at each of the intersections. Then, the signals can be timed to optimally serve that demand. Albeck Gerken will work through the fall developing a timing plan for the lights. By next season, the city will be able

to implement the new timing patterns — and make changes it if issues arise. “We want to make sure they work when it’s busy again,” DavisShaw said. “We’ll see if they’re working better, and if we find some things where they aren’t, we can adjust.” The signals will be dynamically timed to account for different

needs at different times of day. “If you’re looking at a road where there’s a lot of traffic going into the city in the a.m. and leaving in the p.m., they’ll adjust those times to help with the flow of traffic where it’s needed — even if it’s different at different times,” DavisShaw said. As the city and county grow, it’s likely the traffic demand will

evolve. DavisShaw said the intention is to periodically check in on whether the traffic signal timing is still optimal. If not, more work might be needed. DavisShaw could not provide an estimate on what level of impact the traffic signal re-timing might have on reducing travel times. That information will be included in the consultant’s report coming later this year. There are about 100 traffic signals in the city, but many of those are either on state roads or off corridors where traffic lights are sequenced. There are some areas not included in the initial project where the city might want to time the lights — DavisShaw singled out School Avenue as one — but city and county officials are optimistic the effort will represent a step forward for regional traffic management. “This should really get us most of the way to where we need to be,” she said.

The new traffic light timing isn’t limited to the city. Last year, the Florida Department of Transportation coordinated lights on state roads such as U.S. 41, U.S. 301 and Fruitville Road. And in January, the county committed $1.4 million in FDOT grants to hire Tampa-based Albeck Gerken Inc. to study the timing of another 131 intersections outside the city limits. The city also hired Albeck Gerken, and the intention is to have the lights coordinated regionally. City Engineer Alex DavisShaw said this is important because traffic management isn’t solely a city issue or a county issue. “On streets like Tuttle, there’s a little in the city and some in the county, but everyone has to talk to each other,” she said. “It should just make it easier for them to coordinate with each other.” Although some work has already begun, the signal retiming won’t ease your commute anytime soon. DavisShaw said the contractor has to study various elements at each intersection, including overall traffic counts,

Draft code triggers intellectual-property concerns A planner who contributed to the city’s form-based code says portions of a draft were cribbed from another document, but is that out of bounds for government work? DAVID CONWAY DEPUTY MANAGING EDITOR

The Sarasota draft code, bottom, repurposes material from a Cincinnati document, top.

Beaufort and Cincinnati codes. Although it’s not included in the draft version, Murphy is working on an acknowledgement section that will recognize the other documents from which the code draws. “It’s not uncommon for governments to share things,” Murphy said. “I’ve had planners, while we’re doing our code work, ask to send them things. I said ‘absolutely, use it.’” Georgiadis said he believes there are distinctions between material designated for reuse — such as the SmartCode, originally created by Miami planning firm Duany PlaterZyberk & Co. — and work a private firm has contributed to a municipal code. “That’s a far different matter from taking nonSmartCode content and incorporating it into the code,” he said. Georgiadis also questioned why the draft code incorporated material from Cincinnati’s building-type section, because he had produced content focusing on the same issue before leaving his position. “It’s baffling why there would be material from another municipality, when for at least certain parts of the code, there was already tailored material the taxpayers already paid for,” he said.

Brian Falk, director of publications for the Center for Applied Transect Studies, said he wasn’t able to comment specifically on the material used in the Sarasota code. In general, though, he said it wasn’t uncommon for code work to get passed from city to city. “If the question is whether parts of codes are repurposed for other codes, the simple answer is yes,” Falk said. Georgiadis also registered his concerns with City Manager Tom Barwin. City spokeswoman Jan Thornburg said it’s standard for municipalities to look at best practices from other municipalities, and the city attorney’s office said there are unlikely to be any intellectual-property issues surrounding materials in a municipal document. Murphy remains focused on finishing the form-based code for public review. One of the projects the Urban Design Studio is working on is updating the language in the sign chapter to comply with the U.S. Supreme Court decision in the 2015 case Reed v. Town of Gilbert. Once that work is complete, Murphy said she’d be happy to share the document with person who needs to update a code in the wake of that ruling, which dealt with sign content rather than appearance or size. “If they want it, we’ll give it to them,” she said.

233293

As she outlines the principles incorporated into the proposed form-based zoning code for the city of Sarasota, Karin Murphy singles out one of the reasons writing a municipal code can be exciting from a planning perspective. Murphy, director of the city’s Urban Design Studio and principal author of the new code, is part of a two-person team within the city. But she describes writing a code as a deeply collaborative process within the community of new urbanists, with planners building on one another’s work to create a better product. “We’re all working on these things,” Murphy said in a January interview with the Sarasota Observer. “Our sign palette was inspired by Cincinnati. We’re going to update it … and we’ll give it to the Center for Applied Transect Studies, so other cities can benefit.”

This month, that sign segment of the form-based code caught the attention of Andrew Georgiadis, who previously worked at the Urban Design Studio before leaving his position with the city in 2015. Reading a draft version of the code on the city’s website, Georgiadis noticed material repurposed from the Cincinnati formbased code. Rather than an accepted professional practice, Georgiadis saw this as a troubling use of someone else’s work. “It is not acceptable that a draft be posted on the city website with another firm’s intellectual property contained therein,” Georgiadis wrote in an email to Vice Mayor Shelli Freeland Eddie. By no means is Murphy attempting to pass someone else’s work off as her own. She cops to using another source for that portion of the code, and points out that material was previously used in the Beaufort, S.C. code — though the same firm worked on the

ter, but the allure of downtown Sarasota ultimately won out. “It’s just the energy and vibe,” Rhonda Zemil said. “I’ve wanted a downtown location for several years. We feel like it was meant to be.” Despite any concerns about homelessness or paid parking, downtown Sarasota remains an in-demand commercial center. Though some businesses are closing — like Michael’s on Main, which previously occupied 1484 Main St. — it’s not long before a

new tenant is prepared to fill any vacancies. Alex and Ani, a jewelry store at 1461 Main St., closed this year, just more than two years after it opened. For Harry Roa, the artist behind Harry Roa Jewelry Design Studio, this created an opportunity. His store was already on Main Street, but the storefront at 1461 Main was larger and in a more heavily traveled area. The opportunity to extend his future on Main Street was exciting for Roa. Now, he plans to open

his relocated store next week. “Business has been great there,” he said. “We’ve been there for six years, and we’re basically running out of space.” Zemil Jewelers and Harry Roa Jewelry are opening practically across the street from one another, but the two businesses don’t see each other as competition. Roa focuses on custom jewelry while Zemil Jewelers is more of a full-service jewelry shop. “We’re actually excited,” Rhonda Zemil said. “It just draws more

people.” A few doors down from Harry Roa’s new storefront, more signs promise that Sweet Mom Italy bakery is moving into the vacant space at 1473 Main St. Previous tenants at that address include Sol Meyer NY Delicatessen and Flatbreads on Main. More changes can be found in the 1300 block of Main St., where Bookstore 1 Sarasota closed — only to reopen in a bigger space a little down the road at the corner of Main Street and Palm Avenue. The store closed its location at 1359 Main St. in February. Already, signs are up advertising that Of Kors Bakery will be opening soon, offering European rolls and pastries and Italian coffee.

FDOT to host workshop on Gulfstream roundabout The state and city are studying the U.S. 41 and Gulfstream Avenue intersection, and they’re inviting the public to share feedback on a roundabout project.

DAVID CONWAY DEPUTY MANAGING EDITOR

Finding a short-term fix for traffic congestion at U.S. 41 and Gulfstream Avenue is challenging for local officials, but the state is working on a long-term project to improve the intersection. The Florida Department of Transportation will hold a workshop March 28 to discuss the future of the U.S. 41-Gulfstream intersection with the public. The state has been working with the city since last summer to evaluate the best plan to improve the intersection. After nine months of work, the state is considering two options

for the intersection. One would add a roundabout to U.S. 41 and Gulfstream, which would be in line with the city’s advocacy for a network of roundabouts along U.S. 41. The other would keep the traffic signal and add a left-turn lane from northbound U.S. 41 to westbound Gulfstream. The state is also considering making no significant adjustments. After the meeting, the state will continue to work on the plans before producing a final recommendation in November. FDOT spokesman Robin Stublen said a confluence of factors will determine the state’s final recommendation, including crash data, vehicle, pedes-

trian and bicycle counts, cost and available right of way. Roundabouts are in various phases of planning at 14th Street, 10th Street and Fruitville Road. That doesn’t necessarily mean the state will recommend another roundabout at Gulfstream, but Stublen said there are advantages to a series of roundabouts on the same street. “What happens when you get several roundabouts on the same roadway in a particular area — it has a little bit of a calming effect on the traffic,” Stublen said. “You don’t have to worry about signal lights at the intersections where the roundabouts are installed, so traffic moves much freer.”

IF YOU GO What: U.S. 41 and Gulfstream Avenue meeting Where: Municipal Auditorium, 801 N. Tamiami Trail When: 5-7 p.m. Tuesday, March 28

The city has advocated for roundabouts, and staff said the city’s relationship with FDOT has improved during the past decade. City Manager Tom Barwin said he’s optimistic the two groups will be able to work in harmony as major changes come to state roads in the city limits. “Many of the major heavily traveled roads in the city limits are state highways,” Barwin wrote in an email. “So, we continue to keep the lines of communication open with FDOT and seek opportunities for improvement wherever possible.” Barwin also said FDOT should begin work on adding a dedicated right-turn lane at U.S. 41 and Fruitville Road soon, with that work expected to conclude this summer.

OUR DOORS ARE OPEN.

ROUNDABOUT ROUNDUP

A city roundabout project is also expected to begin soon. On Wednesday, the city’s Development Review Committee discussed plans for a roundabout at Orange Avenue and Ringling Boulevard. City Engineer Alex DavisShaw said staff hopes to begin the project shortly after the Fourth of July parade. The goal is to complete the bulk of the work before the Veterans Day parade in November, but the timeline is still variable. “Because it’s funded through the Department of Transportation and not city funds, we have a couple more reviews,” DavisShaw said. “That’s really dictating the timing.”

RANDOM CHANCE 2:22 a.m. — 1800 block of Sixth Street Traffic complaint/investigation: An officer attempted to pull over a driver for running a stop sign, but the vehicle did not stop. As he followed the driver, the officer saw the driver strike a curb, a tire fell off the car, and the vehicle was driving on a rim. Later, the vehicle was found abandoned. Inside, an officer found marijuana, as well as several personal items belonging to a man, including cellphones, credit cards and probation paperwork. Officers later stopped a second vehicle circling the area where the abandoned car was found. The man who owned the items was inside. He said he was not in the area earlier, though he did acknowledge a phone found in the car was his personal phone.

MOUNDABOUT 11 a.m. — 1200 block of South Tuttle Avenue Misc. officer: An officer was dispatched to an intersection after being informed there was sand in the middle of the roadway. The officer found a large pile of what looked like sand in the middle of the intersection. The pile was about 2 feet deep, 8 feet wide and 20 feet long. After further inspection, the officer discovered it was clay that had been dumped from a truck as it passed through the intersection. County employees responded and hauled the mound away from the area.

After the incident, an officer noted the gate would no longer close, was bent and showed a visible dent. The employee said she confronted the driver about the incident, and he responded by saying the gate came down on his truck, rather than him driving through it. The employee told the officer the gate closes slowly, so the driver must have been driving in a careless manner.

ake a look at Cardinal Mooney baseball’s romp through the beginning of the season, and a trend emerges. The Cougars are stingy. Only once has the team given up more than two runs this season: a 5-4 loss to Lemon Bay in the Preseason Classic. Run prevention is a big reason the program stands at 7-2 as of March 14. The Cougar pitching staff has been excellent, but as with any high school baseball team, Cardinal Mooney uses a lot of pitchers. But there’s another element in play that ties all those pitchers together and helps them gel, and that element often gets lost when praise of a great staff is disseminated: the catcher. For Cardinal Mooney, the man behind the mask is senior Parker Shanahan. Shanahan was first promoted to the varsity squad as an eighth-grader. In the five years since, he’s learned not to be afraid to get loud when necessary, to give the team an extra spark of motivation. Of course, it helps that Shanahan is a naturally booming presence, by his own admission. The biggest key to playing catcher defensively, Shanahan said, is learning each pitcher’s idiosyncrasies. Some, like junior Dalton Plattner, throw sidearm. Others, like 6-foot-6 senior John Schroyer, throw completely over the top of their shoulder. The varying release points give the ball a different spin, and learning to anticipate the spin of each pitcher’s throws can be challenging at first. Eventually, though, after enough bullpen sessions, catchers will have that down pat. That just leaves, oh, signaling in pitch calls, preventing passed balls and wild pitches, throwing out base runners and playing the ball off bunts to worry about, and also still getting in some work in

the batting cages when possible. Thankfully, Shanahan not only is good defensively, but he also revels in being good at it. “Most catchers actually take pride in catching,” Shanahan said. “Usually we are bigger guys, so that’s our forte, I guess you could say.” Shanahan is even getting some experience in not just calling in the pitch signals, but calling the actual pitches. While Cardinal Mooney assistant coach Troy Graybill normally makes pitch selections, Shanahan said, there are certain games where he hands the duty to his catcher. It’s a sign of how much the Cougars trust Shanahan behind the plate. “It’s vital,” Shanahan said of the opportunity to call games. “It’s part of the learning experience. Coaches guide you with what pitches you’re supposed to call in what situation. Some games they have to let you go on your own,

Sarasota Crew helps its rowers win on and off the water 11 in Orlando and decided to do some research. In 2016, six members of the Crew, plus coach and executive director Casey Galvanek, finished in the top five at the World Rowing Championships in one event or another. They have had top-10 team finishes at the Head of the Charles Regatta, the largest regatta in the United States, five years in a row. There are too many high results from U.S. Youth National Championships over the years to count. To top it all off, the Crew has been Florida’s overall team champion six years in a row. Those accomplishments are fantastic, but Galvanek cares just as much about helping his athletes grow as individuals. Rowing is a sport of deferred gratification, he said. It’s not like baseball or basketball, where teams have a chance to compete and win two to three times a week. It requires more hard work than most outsiders, myself included, realize. Alex Dluzneski, an alumnus who rowed with the Crew from 2011-2015, said that during spring break, the program practiced from 7-9 a.m. and 4-7 p.m. each day. For a high school athlete, that is a ton of time to put into any program, let alone a physically exhausting one like

rowing. There is a point to it all, though, and that is to teach responsibility and instill a work ethic. Those are skills that will stick with athletes long after they put down their oars, and that is what Galvanek wants. “I always tell kids, winning for the program is different than winning for them,” Galvanek said. “They see winning as getting a gold medal. We see winning as making sure that they are better people, that they are meeting and exceeding their own personal goals, in rowing and in life.” The Crew’s slogan reflects this

attitude. “Empowering Lives. One Rower at a Time.” runs across the top of its website. It’s not just talk. Dluzneski is now a biomedical engineering major at the University of Florida, and he recently talked with Galvanek about all the ways the program helped prepare him for the challenges he would face in college. Dluzneski is the leader of an a capella group called “No Southern Accent.” It’s a lot of work, he said, and he’s borrowed the strict practice schedule the Crew followed to make sure his group gets in every second of work it can. f you drew a Venn diagram of youth sports organizations, their determining characteristics would be obvious. The groups on one side of the circle pair would concede they are all about winning. They don’t necessarily ignore character-building, but they exist to find athletic success on both the individual and team levels. The other side of the diagram would be home to organizations that emphasize the development of their young athletes as people. These organizations see winning as a secondary goal to making sure their participants are ready for the next phase of their lives, whatever phase that may be. In the overlapping middle of the diagram, there would be a sliver carved out for those exceptional groups that manage to do both, ending up with strong and responsible leaders who also pack their trophy cases to the brim. Sarasota Crew is one of those groups. Since I arrived in Sarasota, I’ve kept an eye on the program’s success, but I never realized how much it had done until last week, when I received word about the club’s five firstplace finishes at the OARS Youth Invitational Regatta on March

early, you’re on time. Otherwise, you’re late. “The discipline carried over a lot,” Dluzneski said of his time spent rowing. “College was a huge shock compared to high school. It would have been really hard without that base (learned at Crew).” Dluzneski also said that Sarasota Crew helped him to be confident in goal-setting. The program expects more out of its athletes than they do out of themselves, he said. It helps you to always be shooting for something. He’s not alone in being helped by the Crew. That discipline and sense of responsibility must really sink into its athletes, because the program had 100% of its eligible athletes graduate in 2016, from 27 different schools; 98% of those grads were accepted into college. That’s a wonderful number. Galvanek joked during our talk that kids won’t want to sign up for the program anymore if they found out his job is to work them really hard to transform them into better people, but with the amount of success the program has had on the water, I don’t believe that to be the case. In fact, it sounds to me like the best of both worlds.

How long have you played in the Miracle League of Manasota? Seven years. What is your favorite thing about playing baseball? Hitting home runs. I am a power hitter.

Ryan Kohn

Parker Shanahan steps into the box against Bradenton Christian

Shanahan FROM PAGE 17A

Shanahan referred to the catching position as “the field general,” and it shows in his play not just defensively, but at the plate as well. He hits leadoff for the Cougars, and acts as a kickstart for their lineup. On his off days from catching, Shanahan will act as the team’s designated hitter to keep his bat in the lineup. He went 3-3 with an RBI and a walk March 7 in a 10-0 win over Gateway Charter, and went 2-4 with a home run and

two RBI on Feb. 22 in a 6-1 win over Booker. Overall, Shanahan is hitting .375 on the young season, a great number for such an important defensive position. Next year, Shanahan will continue his career at Berry College in Mount Berry, Ga. He’ll mentor behind current Berry junior catcher Jacob Delk for a year, he said, before hopefully taking his rightful place behind the plate. He’ll also have to learn all about his new staff’s repertoire and get to know them inside and out. If it sounds like a challenge, it is, and Shanahan could not be more prepared.

Did you play other sports in your childhood? Yes, I played tennis and I bowled with the Special Olympics.

What is the best advice you have been given? “Be yourself,” by my mother (Betty Rogers, Cardinal Mooney English teacher) When was the time you laughed the hardest? I laugh so much, I don’t know if I can pick just one time!

ATHLETE OF THE WEEK

Tim Rogers Tim Rogers, 25, plays baseball in the Miracle League of Manasota, which holds its games at Miracle League Field, 6050 Longwood Run Blvd., in Sarasota. The organization, its website says, is a place where people “challenged by any form of disability will be empowered to enjoy the joys and thrills of baseball regardless of their ability to play.” Rogers threw out the first pitch March 14 before Cardinal Mooney’s baseball game against Bradenton Christian.

What is your favorite baseball memory? Going to a Tampa Bay Rays game with The Haven (where Tim lives) last season. Who is your favorite athlete? Parker Shanahan (Cardinal Mooney senior) What is your favorite TV show? “Wheel of Fortune.” It’s my grandmother’s (Lula Bouknight) favorite show, too. What is your favorite vacation spot? St. Boniface rises against hunger

S

coop, seal, box and repeat — that was the order of operations March 11 at St. Boniface Episcopal Church as parishioners gathered to assemble 15,000 meals. The church partnered with Rise Against Hunger, which distributes meals to those suffering from hunger around the world. The volunteers beat last year’s total by 5,000 meals. Event organizer Larry Patton has high hopes the church will surpass that mark in the future. “We expect to beat it next year,” Patton said.

THERE FOR YOU,

aria Alberta Borri’s friendship with Sarasota Urban Sketchers has come full circle. On the same patio where they teamed up months ago, Borri and the Sketchers gathered March 2 with friends, family and art enthusiasts for a show and sale. Proceeds benefited a teacher at Horizons Academy in Manatee County and one at Booker Middle School. As many of the artists celebrated their first sales, the group couldn’t help but be grateful to Borri and the friendship that was born on that very patio. While on one of its typical Friday morning outings last summer, the Sketchers decided to stop and paint the

mermaid fountain at Pineapple Park. But after finding it crowded, the group of amateur artists settled on a new location — across the street at Malbi Decor, 127 S. Pineapple Ave. Borri, the owner of Malbi’s, welcomed the Sketchers to her patio. The products of that outing and several that followed can be found scattered around the store’s interior. Small paintings of Malbi’s facade hang on the walls. As their relationship grew, Borri had a thought. What if the Sketchers had a fundraiser to sell their art? And she knew just the spot to host the showcase — the Malbi Decor patio. — ANNA BRUGMANN

elebration was in the air March 8 at Isabel Norton’s home. The secretary of the Library Foundation Board of Directors welcomed fellow Library Foundation for Sarasota County members and patrons to her home to celebrate the success of the Children’s Literacy Endowment fundraiser in December. The Library Foundation was tasked with raising $500,000 to fund its children’s literacy program, which gives books to 700 children of various reading levels throughout Sarasota County. In mid-October, the organization received a capping grant of $50,000 from the Charles and Margery Barancik Foundation, but to receive the

grant the foundation had to raise $450,000 by Dec. 31. By mid-November, the Library Foundation still had $140,000 to go. “But this board stepped up,” Library Foundation Executive Director Suzanne Seiter said. In the end, the foundation met its goal with 90 minutes to spare. “We were down to the wire,” Seiter said. “The last gift was committed at 10:30 p.m. New Year’s Eve.” Seiter said the Library Foundation’s success was a product of the tireless efforts of its board and patrons. “It takes a village,” Seiter said. “And here we are.” — ANNA BRUGMANN
