EAST COUNTY — Mall officials aim to surprise and delight as they expect thousands of patrons heading to The Mall at University Town Center Thursday for the 880,000-square-foot mall’s grand opening celebration.

Entrances to the mall will open at 9 a.m. and will be followed by a 9:30 a.m. ribbon-cutting ceremony in the mall’s grand court. The mall officially will open at 10 a.m.

General Manager Octavio Ortiz said live entertainment will be scattered throughout the mall on opening day and throughout the weekend.

“It could be music, a quartet,” Ortiz said.

“Some of them will have a unique flair to the Sarasota market. We want it to be a surprise and delight for everybody once they come out.”

10 A.M. Timing and routine are everything. Arriving right when the mall opens ensures you’ll fight less traffic and find a better parking spot. I always park in the same lot depending on which mall I’m at — Macy’s in the case of UTC. With my credit cards and coupons in hand, the shoe department will be my first stop.

10:15 A.M. This is a marathon, not a sprint. iPads connected to the Internet are your friend, and luckily UTC has free WiFi. But batteries don't last forever, and your fellow husbands will only tolerate about an hour of your occupying one of the precious comfortable chairs located in department stores. When you've reached the limit of responsible chair usage, a grown man can sit in a well-built jogging stroller.

2:45 P.M. Release the kids to run wild in the stores. If you have dogs at home, remind your wife the dogs may need to pee, and you’re not going to be responsible for cleaning up any accidents. Now seal the deal: Make negative comments on all of her possible purchases. The clothes are ugly, she already has 100 pairs of shoes at home, etc. She’ll throw her hands up in defeat and say the magic words: “Ugh, fine, let’s just go.”

3:00 P.M. At this point, I’m sure my arms will be starting to ache from the weight of my shopping bags, and Brian will be acting strangely ... so it’s probably time to call it a day.

But don’t worry UTC. I’ll be back again very soon.

now called Wendell Kent Road. The roadway continues south, past Church of Hope and parallel to I-75, before turning eastward on Richardson Road and jogging across a drainage canal at Coburn Road.

It then heads east, just south of Sarasota

Mennonite Church, and turns southward to align with Coburn Road, on the other side of Fruitville.

Jensen had asked for as much flexibility in design as possible.

“Some of the property owners want a simple road,” Jensen said, noting SMRbuilt roadways have landscaping and other attributes. “I want some effort put into talking with the residents and seeing what they want. When we build things on our property, we just do it.”

“We’ve got to try to help people impacted by it,” he said.

Jensen said he supported the chosen alignment because it had the least impact to homeowners along Richardson Road and Fox Creek and Ranchero drives.

Sarasota County engineer Jim Harriott said as part of the design, the county plans to disconnect Richardson Road so drivers of Lakewood Ranch Boulevard would not continue into those communities.

The extension will provide the first north-south connector east of I-75 from University Parkway to Fruitville Road.

SMR is tasked with constructing the roughly 3.25-mile extension of Lakewood Ranch Boulevard based on approvals for its 5,500-acre Villages of Lakewood Ranch South project, located south of the Lakewood Ranch Corporate Park, in Sarasota.

Jensen said he plans to construct the roadway before development triggers would require him to do so — likely in two segments so he can expedite both the engineering and construction processes.

The decision to move forward hinged on approvals from the Sarasota County Commission Oct. 8, which set the alignment for the southernmost portion of Lakewood Ranch Boulevard’s extension, from about Richardson Road south to Fruitville Road. (See map.)

Jensen announced Tuesday that SMR, developer of Lakewood Ranch, has started the process for engineering Lakewood Ranch Boulevard from Communications Parkway, in the Lakewood Ranch Corporate Park, south to Fruitville Road.

“I intend to put this on the rocket sled and hopefully people’s cheeks will be blowing back,” Jensen said. “I don’t intend to let a lot of grass grow under it.

“It’s time to get serious about this project and not talk about traffic problems,” he said. “We’ll teach the world what a sense of urgency is.”

In an email to Sarasota County Administrator Tom Harmer, Jensen requested the county designate a point person for the project and consider funding additional improvements, specifically: • construction of four lanes, instead of the SMR-required two, south of SMR’s property; and • elements such as utilities the county may wish installed during road construction.

In a followup email, Harmer agreed to set up a meeting as soon as possible.

Jensen also said SMR is ready to coordinate and fund its $7.5 million contribution for a bridge over I-75 to Cattlemen Road. Doing so will make the project “shovel ready” to allow flexibility in available funding mechanisms. Engineering for the project also is necessary so SMR knows what Lakewood Ranch Boulevard needs to tie into and work around.

“This has to have a conscious, very focused sense of urgency,” Jensen said of moving forward. “This is a big, tough project. It’s going to be a heavy, Norman-

SMR names Bedford new VP of planning

Longtime Manatee County Planning Commission Chairman Richard Bedford becomes the latest to oversee SMR’s development.

LAKEWOOD RANCH — In one year, Richard Bedford has attended more planning and zoning hearings than most people experience in a lifetime.

Multiply that by 22 years, and Bedford has seen more than 2,000 public hearings on everything from gas stations and beauty parlors to 5,000-unit developments of regional impact.

“I’ve done a lot of planning on my own projects. I’ve seen everybody else’s projects for the last 22 years,” said Bedford, longtime chairman of the Manatee County Planning Commission. “I’ve seen the good and the bad.”

But now, Bedford, 55, will plan specifically for the future of Lakewood Ranch.

He starts Oct. 20 as the vice president of planning for Lakewood Ranch developer Schroeder-Manatee Ranch, less than week after accepting the post.

Bedford replaces Todd Pokrywa, who left the company last month.

SMR President and CEO Rex Jensen said Bedford emerged as the top candidate after an extensive search.

“He’s the kind of person who can plug in immediately and know where to knock,” Jensen

Bedford sees his new role as long term. “Lakewood Ranch is an exceptional project, and it’s not halfway done,” Bedford said. “I’ve seen it grow since 1992. It’s a wonderful place.

“I think it’s going to be great home for me,” he said. “I look forward to bringing it along.”

Cypress Potter recently earned her Girl Scout Silver Award, the highest award for Girl Scout cadets in grades sixth through eighth, from the Girl Scouts of Gulfcoast Florida. She organized and hosted an orchestra workshop this summer to spark students’ interest in orchestra.

Student film illustrates moral message Fifteen-year-old Carrie Dutting wrote a movie script in a week and co-directed a film unlike others in its genre.

EAST COUNTY — Months before the Inspired Minds student filmmaking camp began in July, Carrie Dutting had more than ideas for the group’s next short film.

Dutting had already crafted a 10-page script for a sci-fi drama, complete with characters and a plot with conflict.

But, she didn’t know if Inspired Minds co-founder Heather Manley would bite on her script, named “Alike.”

“I’d never written a full script before, so when I was trying to talk about my ideas, they sounded confusing,” Dutting said.

“But, after (Manley) read the script and we talked about it, she started to really like the ideas.”

Dutting, a Braden River High freshman, wrote the 12-minute movie in a week.

She also co-directed the film alongside Manley. The film will have a free showing 9 a.m. Oct. 18, at Lakewood Ranch Cinemas.

Although the group asks for student participation in generating ideas for short films and crafting a plot with characters and themes relatable to other students, no student has written a script completely on his or her own.

“Alike” tells the story of Jaime, whose mother sold her to Gemini Labs — a government program that uses ethically questionable methods of building an army, such as cloning people, Manley explained.

After meeting her clone, Jordan, Jaime, played by Dutting, questions the agency and its practices, and must make a choice.

“Alike” was filmed at Gene Witt Elementary School.

For Dutting and Manley, the film addresses a range of topics, such as ethical practices in science and technology.

“Alike” also tackles the moral issue of not taking advantage of other people, Dutting said.

“We want to support students in expressing their thoughts, views, and feelings through filmmaking,” Manley said.

Manley will submit the film for consideration at various local, statewide, national and international film festivals, as she has each of the four years students have created films at the summer camp.

Dutting, 15, said the target audience of “Alike” is middle- and high school-aged children.

Although Dutting co-directed two scenes in the camp’s 2013 film “Safe,” she found telling her peers what to do to be harder than she expected. But, after staying up late a few nights before shooting the film in late July, and storyboarding — sketching out scenes and describing specifics for each, such as camera angles and where the actors should stand — she became more comfortable in the director’s chair.

Dutting also starred in the film, alongside 19 other students, from schools such as Haile and Nolan middle schools and Lakewood Ranch High School.

Dutting has become more serious about becoming an actress after she graduates.

What makes a good short/full-length film?

Camera quality is a big pet peeve of mine. Make sure you have a good camera that takes good shots. It’s also important to have a strong plot that’s interesting. If it’s a full-length movie, don’t drag it out; keep things exciting by staying true to the genre.

If it’s a silent film, don’t have too many captions, then the movie becomes more about reading than watching.”

How do you write a short film?

For me, it was easiest to write the general plot, and then break it down into beginning, middle and end.

Then, I would go in and break those sections down into scenes. Splitting up the movie was the best way for me.”

She may even move to California to pursue an acting career, but for now she’s ready to watch her film.

“It’s going to be really exciting to see the film on the big screen,” Dutting said. “It’s weird to think about my words coming to life on screen, but I’m really excited.”

The amendments Here we are again. Every two years for the general election, Floridians face not only the choice of candidates but also the often confusing list of statewide constitutional amendments.

This time, thankfully, unlike in 2012 when there were 11 proposed amendments on the ballot, voters will find only three proposed constitutional amendments.

As always with constitutional amendments, our analysis this year begins with what we believe is the most important litmus test: Will the adoption of the amendment increase individual liberty, or will it take away or restrict your freedom?

Almost always, if the amendment lessens liberty, if it will reduce your freedom, we will recommend a “no” vote. It’s as simple as that.

But there is also a second test to be applied when evaluating constitutional amendments: Is the proposed amendment appropriate for the state constitution? Or is the issue at hand more appropriately suited

AMENDMENT 1

ARTICLE X, SECTION 28

Water and Land Conservation: Dedicates funds to acquire and restore Florida conservation and recreation lands Funds the Land Acquisition Trust Fund to acquire, restore, improve and manage conservation lands, including wetlands and forests; fish and wildlife habitat; lands protecting water resources and drinking water sources, including the Everglades, and the water quality of rivers, lakes, and streams; beaches and shores; outdoor recreational lands; working farms and ranches; and historic or geologic sites, by dedicating 33% of net revenues from the existing excise tax on documents for 20 years.

This amendment does not increase or decrease state revenues. The state revenue restricted to the purposes specified in the amendment is estimated to be $648 million in Fiscal Year 2015-16 and grows to $1.268 billion by the 20th year. Whether this results in any additional state expenditures depends upon future legislative actions and cannot be determined. Similarly, the impact on local government revenues, if any, cannot be determined. No additional local government costs are expected.

Talk about motherhood and apple pie.

Who wouldn’t vote “yes” for this?

Everyone is in favor of safe drinking water, beaches and preserving wildlife habit, rivers, snail darters and the like.

And the sponsors of this amendment, Florida’s Water and Land Legacy Inc. and virtually every environmental group in Florida, have pitched their literature, predictably, to paint a dire situation that this amendment would correct. From the amendment sponsors’ website: “Because our elected leaders refused to adequately fund water and land conservation, citizens had to take matters into their own hands.”

“Since 2009, the Legislature has dramatically reduced funding for water and land protection, cutting key programs by more than 95%. Amendment 1 would ensure that water and land conservation projects are adequately funded — the funds cannot be diverted to other purposes — without increasing taxes …

“The amendment gives Florida voters a direct opportunity to keep drinking water clean, protect our rivers, springs and beaches and restore natural treasures like the Everglades — without any increase in taxes.”

Don’t be fooled. All of that is spin.

The truth is Florida taxpayers, thanks to the Legislature, are already doing what the proponents of this amendment want.

They’re just not doing it at the level they want. Last year, for instance, Florida spent 29% of Florida’s doc stamp collections on all of the environmental items listed in this proposed amendment.

ELECTION 2014 for the legislative process, where laws can be adopted and amended according to the mores and conditions prevailing at the time?

The classic example of an amendment that was and is totally inappropriate for the constitution came in 2002. Florida voters actually approved an amendment that prevents confining pregnant pigs in a cage or crate in which they are unable to turn around freely. Talk about an embarrassment. This is now etched in the Florida Constitution.

How do you gauge whether a proposed amendment is appropriate for the constitution? Use the U.S. Constitution as a framework. It primarily addresses the relationships between the three branches of government and sets up the boundaries

On top of that, ever since 2000, thanks to the Preservation 2000 and Florida Forever programs, Florida taxpayers have acquired and set aside 25% of Florida’s landmass for all of the activities listed in the amendment. Florida has been a national leader in this regard and remains so.

What these environmental groups want voters to do is guarantee them their special, carved-out percentage of Florida’s tax revenues for the next 20 years. All because they are unhappy that lawmakers are not spending as much as they want spent on the environment.

Consider this analogy: To guarantee 33% of the state’s doc stamps be spent on environmental programs for the next 20 years is akin to forcing you to lock in a percentage of your take-home pay on, say, landscaping — regardless of what your family’s needs might be.

This is bad governance.

Consider how Charles Bronson, Florida’s former agriculture commissioner and a leading environmental preservationist, characterizes Amendment 1: “The state budget is comprised of a finite number of dollars, and guaranteeing through a binding constitutional amendment that a single component is exempt from having to compete for funding with all of the other pressing needs of the state … puts everything but the favored component at a distinct disadvantage.”

Indeed, the Legislature’s fiscal analysis notes that if Amendment 1 passes, one of the consequences “may result in reductions to existing programs funded by the (doc) tax, or in the replacement of those dollars with other state funds at a loss to other programs.”

Amendment 1 fails to pass our two litmus tests: If approved, it will reduce Floridians’ liberty by locking in “earmark” spending at the expense of other needs.

What’s more, this is an issue that clearly should be handled at the legislative level.

RECOMMENDATION: No.

AMENDMENT 2

ARTICLE X, SECTION 29

Use of Marijuana for Certain Medical Conditions Allows the medical use of marijuana for individuals with debilitating diseases as determined by a licensed Florida physician.

Allows caregivers to assist patients’ medical use of marijuana. The Department of Health shall register and regulate centers that produce and distribute marijuana for medical purposes and shall issue identification cards to patients and caregivers. Applies only to Florida law. Does not authorize violations of federal law or any nonmedical use, possession or production of marijuana.

Increased costs from this amendment to state and local governments cannot be determined. There will be additional regulatory and enforcement activities associated

in which they can operate. And it states our basic human rights — freedom of speech, religion, the right to protect ourselves.

Most proposed amendments that come before Florida voters are better suited for the Legislature. But because Florida has a system with a relatively low barrier to placing initiatives on the general-election ballot, many special interest groups use this mechanism to bypass the Legislature.

They make the bet they can sway popular public opinion more easily than they can legislators, e.g. medical-marijuana sponsor John Morgan. They count on the electorate to vote emotionally, not intellectually.

And that is the biggest flaw with Florida’s initiative system. Too many voters are unaware of the motivations behind the groups pushing specific amendments or the consequences likely to occur if the amendments are adopted.

Our hope, then, is to help you know more about this year’s three amendments before you color in a bubble on your ballot.

with the production and sale of medical marijuana. Fees will offset at least a portion of the regulatory costs. While sales tax may apply to purchases, changes in revenue cannot reasonably be determined since the extent to which medical marijuana will be exempt from taxation is unclear without legislative or state administrative action.

In 2005, the late eminent economist, Milton Friedman, told Forbes magazine: “There is no logical basis for the prohibition of marijuana. … It’s absolutely disgraceful to think of picking up a 22-yearold for smoking pot. More disgraceful is the denial of marijuana for medical purposes.”

Now think of the fact nearly 25 states are already ahead of Florida adopting laws to permit medical marijuana use.

And let’s add in this barometer of things to come: This past summer, one of the leading consultants in the beer distribution industry told his audience of distributors in one of his blogs: Get ready. The day is coming, soon, when marijuana will be legalized and regulated the same way beer is today.

The trends are gaining momentum.

And that’s partly what “For the People” lawyer and medical-marijuana sponsor John Morgan is banking on with his Amendment 2. Floridians, he hopes, will roll with the tide.

So let’s apply the litmus tests. On increasing personal freedom, this amendment passes the first threshold.

On the second test, however, it fails.

Medical marijuana is not a constitutional issue. Some proponents may think smoking marijuana for medicinal or recreational purposes is a human right. But it is no more so than is smoking a cigarette.

The issue of medical marijuana is a statutory issue, best addressed in the Legislature. In fact, the Legislature in its most recent session began addressing the legalization of medical marijuana with the passage of the Compassionate Medical Cannabis Act of 2014. It allows the use of a low-THC, oral marijuana for epilepsy, cancer and ALS. So the process has begun. And it should continue. But not with Amendment 2.

The amendment is seriously flawed, especially in its vagueness.

The language states medical marijuana can be used for nine different debilitating medical conditions, plus this: “other conditions for which a physician believes that the medical use of marijuana would likely outweigh the potential health risks for the patient.”

With that, if you have half of a rational brain, you’re already thinking you’ve seen this movie before: “Remember the Pill Mills?” Talk about an open invitation for unscrupulous, sleazy people.

Another red flag: Parental consent is not

MARIJUANA AMENDMENT: RECIPE FOR MISCHIEF? Following are two of the more vague components of the proposed medical marijuana amendment that we have italicized for emphasis:

sclerosis or other conditions for which a physician believes that the medical use of marijuana would likely outweigh the potential health risks for a patient.

(1) “Debilitating Medical Condition” means cancer, glaucoma, positive status for human immunodeficiency virus (HIV), acquired immune deficiency syndrome (AIDS), hepatitis C, amyotrophic lateral sclerosis (ALS), Crohn’s disease, Parkinson’s disease, multiple

(3) “Identification card” means a document issued by the Department [of Health] that identifies a person who has a physician certification or a personal caregiver who is at least 21 years old and has agreed to assist with a qualifying patient’s medical use of marijuana.

These are just two of the flaws in the text of the amendment that should give voters pause — and sufficient reason to reject its adoption.

Floridians should be permitted greater options for the use of medical marijuana.

But Amendment 2 isn’t the right mechanism “for the people.”

RECOMMENDATION: No

AMENDMENT 3:

ARTICLE V, SECTIONS 10, 11

Prospective Appointment of Certain Judicial Vacancies Requiring the Governor to prospectively fill vacancies in a judicial office to which election for retention applies resulting from the justice’s or judge’s reaching the mandatory retirement age or failure to

qualify for a retention election; and allowing prospective appointments if a justice or judge is not retained at an election.

Currently, the Governor may not fill an expected vacancy until the current justice’s or judge’s term expires.

This amendment deserves constitutional status. It addresses a matter affecting the relationship between the executive and judicial branches of government.

At the same time, this proposed amendment, while presumably well intended, is flawed and fraught with political emotion. Anti-Republican cynics, for instance, see it as a nefarious, blatant attempt by Republicans to stack the Supreme Court.

Here’s the back story: Between now and Jan. 8, 2019, four state Supreme Court justices will retire.

Their terms expire on the same day a new governor will be sworn in.

The issue to be addressed in Amendment 3 is to bring clarity to who

should appoint those justices successors — the outgoing governor or the incoming governor?

Florida’s constitution is somewhat unclear. It doesn’t explicitly state the process, although state Supreme Court rulings in 1955 and 2006 clearly stated that replacements cannot be appointed until after an outgoing justice’s term expires.

Nonetheless, Sen. Tom Lee, R-Brandon, head of the Senate Judiciary Committee, and others see the almost simultaneous retirements of the four justices as a judicial dilemma that needs correcting: It typically takes governors at least three months to fill judicial vacancies. With four empty slots at once, the courts could be over-burdened.

Indeed, in 2006, Florida Supreme Court Justice Raoul Cantero argued this very point when then-Gov. Jeb Bush sought the court’s opinion on whether outgoing governors had the authority to fill judicial vacancies at the end of their terms.

While the court said no, Justice Cantero warned that vacancies on the courts should be avoided. He wrote that waiting to begin the judicial nominating replacement process until a judge’s term expires places an enormous burden on the remaining members of the court.

What’s more, he said, there was nothing in the state constitution preventing a judicial nominating commission from beginning the nominating process to name a successor before a vacancy actually occurs.

Amendment 3, then, is the Republican Legislature’s attempt to remedy a potential gap on the courts. The question for voters can be narrowed to this: Should an outgoing governor appoint Supreme Court justices, or is an

incoming governor better suited for that?

Democrats argue this proposal is an attempt to stack the court. And they will remind you that two years ago Republican House Speaker Dean Cannon attempted to place on the ballot another proposed amendment that would have restricted judicial authority in favor of the Legislature.

Republicans, meanwhile, say the amendment isn’t partisan because there is no guarantee Scott will be re-elected.

They say it’s merely an effort to bring clarity to a fuzzy process that is crucial to the smooth operation of the courts.

Will the implementation of Amendment 3 infringe on your individual liberty? No. Is it a measure that, if passed, is appropriate for the Constitution? On that score, you could say “yes.” It’s a matter affecting the relationship between two branches of the state government.

The problem is the remedy. There are better ways to handle it — and they could be adopted legislatively.

This measure just has too much of a scent of politics. It doesn’t feel right to let a departing governor, no longer accountable to voters, leave Tallahassee with the last laugh on his successor.

The Florida Constitution has been clear since 1955: A vacant judicial seat cannot be filled until a judge’s term is expired. If that expired term occurs on the last day of a governor’s term or first day of a succeeding governor’s term, the constitution says that’s when the nominating process should begin.

If there are gaps on the bench that strain the courts, surely lawmakers can figure out how to resolve them legislatively.

RECOMMENDATION: No.

Ranch residents should prepare for more urbanism SMR’s CEO says a plan has always been in place to build denser housing to attract workers to live in the area.

The CEO of Lakewood Ranch developer Schroeder-Manatee Ranch made it clear Oct. 12 there’s always been a plan in place to make the Ranch an urban development with a variety of offerings.

“People who work here need to be able to live here,” said Rex Jensen, during the Lakewood Ranch Jewish Club’s “A Glimpse into the Future” forum Oct. 12, at Lakewood Ranch Town Hall. “If they lived here, they wouldn’t leave.”

Jensen fielded a question about a possible change in nature in Lakewood Ranch — one in which the community may feature a more “urban” setting.

He said a plan for urban development has been in place since 1991 and that SMR has been trying to incorporate more residential units into its plan that are priced lower than single-family homes.

Jensen estimated that 3,000 of the 12,000 employees in the Lakewood Ranch area live within the community, a figure he believes factors into the area’s traffic issues.

“There’s going to be more intense housing here,” Jensen said. “Sorry. There’s not much more I can say.”

Regarding concerns about the proposed seven-story residential building just north of Lakewood Ranch Cinemas on Main Street in the University Lakes Development of Regional Impact, Jensen said the developer needed to add more units to reduce the square footage of each unit to lower their prices.

There were originally 56 units planned for four stories of the building. At that rate, each unit would be near $1 million, Jensen said. Adding three stories and 24 more

units to the plan would reduce the size of the unit and bring the price to around $550,000 to $600,000.

“To make those numbers work, they need to get a few more units,” Jensen said.

“They need to be able to go up because they can’t go out.”

INCORPORATION ISSUE The question of incorporation arose at the Oct. 12 Jewish Club meeting, and SMR CEO Rex Jensen said it’s a choice that remains up to citizens.

“Personally, I’m not too enthusiastic about incorporation,” said Jensen, adding that Lakewood Ranch would only become its own city if residents persuaded legislators in Tallahassee.

If the citizens demonstrated a strong desire to incorporate, Jensen said he would support their choice.

As far as forecasting the implication of medical marijuana for the state of Florida, Steube said the statistics he has seen in states where it is already legal vary.

“I’m not sure what’s going to happen here,” Steube said.

Wright sees medical marijuana as a safer alternative to commonplace pain medications.

“We are providing patients in need with an effective alternative to pain and suffering,” Wright said.

Spencer views Amendment 2 as a law drawn up with significant loopholes that could authorize non-Florida residents and people of all ages to gain access to medical marijuana.

“I’m here to protect kids and families from this loophole,” Spencer said.

Matthew Westerman, a local business litigation attorney, said while businesses can ban marijuana use from current and prospective employees, problems may arise if the subject has been prescribed medical marijuana.

Richard Thompson, vice president of the claims legal department for Zenith Insurance, said he thinks there will be worker’s compensation issues. He said the legalization of marijuana has not been a worker’s comp issue, though, for California.

Panelists suggested attendees research Amendment 2.

“You need to be an informed voter,” Spencer said. “A ‘yes’ is yes for forever. A ‘no’ is for not right now.”

LAKEWOOD RANCH — How will the possible passing of Amendment 2 affect my business?

That’s the question Lakewood Ranch Business Alliance members wanted answered during an Oct. 8 forum at the Polo Grill and Bar. Amendment 2 has raised many questions and debate throughout the state of Florida ahead of the Nov. 4 election.

And a panel of five local members at the forum was indicative of a state still wrestling with the issue.

David Wright, chief executive officer and president of Lakewood Ranch-based AltMed LLC, is vested in the interest of medical cannabis. His company will produce medical marijuana should Amendment 2 pass.

Wright is fully in support of Amendment 2, formally known as the Florida Right to Medical Marijuana Initiative, which would allow individuals ailing from a debilitating medical condition to use marijuana to alleviate their symptoms.

Marijuana prescribed to patients under Amendment 2 would vary in strength of tetrahydrocannabinol (THC) to fit the needs of the patients. Medical marijuana, if approved, will be available in smokeable or edible forms.

Rather than support the amendment, panel member Dr. Jessica Spencer, of the State Coalition Drug Free Committee, instead expressed her support for Senate Bill 1030, also known as “Charlotte’s Web,” which was signed into law June 16

by Gov. Rick Scott.

Under the bill, individuals with conditions such as cancer, ALS and epilepsy can use a “noneuphoric” oil version of marijuana. The THC level is reduced in the Charlotte’s Web strain, thus producing a less “high” feeling than more conventional forms of marijuana.

Manatee County Sheriff Brad Steube showed his concern with who can become a caregiver under the amendment, saying that former felons convicted of drug crimes can become one because of the amendment’s broad language.

He wondered how many attendees had actually read through Amendment 2.

BRADENTON — Ryan Walker is fueled by one goal.

The Braden River High junior has his sights set on returning to the Class 3A state championships next month in Stuart.

After becoming Braden River’s first multiple event district champion and winning a regional title in the 50-yard freestyle, Walker finished 11th in the same event at the state championships.

Now with three weeks remaining before the state championships, Walker is focused on defending his district and regional tittles and improving his performance from a season ago.

Walker moved one step closer to reaching his goal after winning the 50 freestyle at the Manatee County Swimming and Diving Championships Oct. 1, at G.T. Bray Park. He later teamed up with Michael Troubeev, Luke Morris and Giancarlo Dibenedetto to power the Pirates to victory in the 200 and 400 freestyle relays. Walker’s first-place finishes helped power the Braden River boys swim team to a second-place overall finish.

“It feels great to be representing Manatee County and Braden River High School swimming in a positive light,” Walker says.

Braden River scored 275 points to finish behind Lakewood Ranch (317). Lakewood also captured the girls team title, scoring 363 points to finish ahead of St. Stephen’s (251).

“Being a Manatee County champ is a big deal because all of the local rival schools take pride if they win county champ,” Jean says.

Lakewood and Braden River returned to action in the TriCounty Swim Meet Oct. 11, at the Selby Aquatic Center in Sarasota.

The meet featured teams from Manatee, Sarasota and Charlotte counties.

The Lady Mustangs finished second behind champion Riverview, while the Braden River boys team finished fourth.

BRADEN RIVER — Jason Mickan always sat on the bench and watched his mentor closely.

From his vantage point on the court, Mickan got a glimpse of how Braden River varsity boys basketball coach Matt Nesser approached the game. He saw an organized coach who demanded attention in the huddle and in turn garnered his players’ respect.

Over the past three seasons, Mickan, who served as a varsity assistant since 2010, has tried to carry those same principles with him while serving as Braden River’s JV coach.

Now, Mickan, Jen Blanco who coached Jason Mickan the Pirates JV squad to an 18-2 record last season, is seeking to build upon the tradition of excellence that Nesser established over the past 10 years.

On Oct. 1, Mickan was named Braden River’s new varsity head coach. Nesser stepped down after being named the Pirates’ new athletic director last month.

“Everything happened so fast,” Mickan says. “I was just excited for the opportunity, and I think it’s good for the boys that there’s consistency.”

Mickan, who teaches social studies at Braden River, moved in 2001 to Florida.

He spent his sophomore year playing guard on Lakewood Ranch High’s JV basketball team before moving up to varsity his junior and senior seasons.

An avid sports fan, basketball proved to be the one sport that continually stuck with Mickan.

“I enjoy the thrill of the game,” Mickan says. “Basketball is a much faster game.

It’s more intense and exciting. There’s never a dull moment.”

Mickan, who had aspirations of being a varsity coach one day, stepped down from his position as a football assistant coach last spring to focus strictly on basketball.

Braden River will hold tryouts for the upcoming season Oct. 27 before the Pirates’ first game Nov. 11. Tom McCarthy and Jim Lacey will remain on as the Pirates’ varsity assistants. Mickan is in the process of trying to find a JV coach to replace him.

“I’ve coached all the kids before, so I know their strengths and weaknesses,” Mickan said. “It’s just a great opportunity to continue what coach Nesser built.

I think it’s a positive thing having me on campus. They know I’m not far away, and I think there are a lot of positives (from) being visible.”

But, before the East County resident could get the play off, Cardinal Mooney coach Josh Smithers called a time out — he had something to tell Vita.

It wasn’t until the Cougars’ public announcer came on with 9 minutes, 58 seconds remaining in the first quarter of last Friday’s non-district contest that the news broke. Vita, an East County resident, had just surpassed Jamie Burke as Cardinal Mooney’s all-time leader in career passing yards. Burke set the mark of 3,375 yards back in 2001.

A roar of applause filled Austin Smithers Stadium at John Heath Field, as Vita’s teammates congratulated him.

“I know a ton of really great quarter-

backs have come through here, and it’s just an honor to be at the top of that right now,” Vita says. “I’m sure it will be broken one day because that’s what records are for — they are meant to be broken, but it’s a huge honor to be holding a piece of history like that.”

The news came as a shock to Vita, who had no idea he was even close to the mark even though he had personal aspirations of breaking the record before leaving Cardinal Mooney.

Vita finished with 209 yards and two touchdowns in the Cougars’ 49-7 homecoming victory over St. Pete Catholic.

Vita achieved the milestone in only two-and-a-half years as a starter.

“I was surprised, but I’ve been preparing myself and working hard to get to a point like this,” Vita says. “My coaches have all pushed me toward that goal, and now I’m living it, which is pretty awesome.”

Chapin won the 50 freestyle (25.58 seconds) and finished second in the 100 backstroke (59.84). She then teamed up with Jean, Haille Bogumil and Malorie Schuerman for second-place finishes in the 200 medley relay (1:55.14) and 400 freestyle relay. Jean also won a tri-county title for Lakewood in the 100 butterfly (56.44).

Erlenmeyer finished third in both the 200 freestyle (1:44.26) and 500 freestyle (4:40.80) to lead the way for the boys team, which finished sixth.

Lakewood and Braden River will return to the pool in the Class 3A-District 8 meet Oct. 23, at North Shore Pool in St. Petersburg.

The constant promotion of all those artists and cultural institutions within Sarasota County is not only necessary for the creative lifeblood of the area — it is big business for the economy.

“A lot of people don’t realize that in Sarasota County the nonprofit arts and cultural organizations employ more than 5,000 individuals,” says Jim Shirley, executive director of the Alliance. “And if we took them as a group, they’re the largest single employer in the county and spend more than $200 million a year supporting other small businesses in Sarasota and

Manatee County.”

Armed with those statistics, Shirley, his three-person staff and members of the Alliance promote the local arts scene as a cultural and economic pillar of Sarasota County. Nestled in a third-floor suite on Tamiami Trail and 12th Street, the Alliance networks and brainstorms in office space that itself is a fusion of arts and business: eclectic pieces of art and pop culture overlook professional business tables and desks topped with expense reports. The Alliance constantly seeks annual grant opportunities from county, state and federal officials to bolster the artistic vitality of the community.

uring the height of the recession in early 2008, Florida’s Department of Cultural Affairs’ statewide annual grant budget for arts organizations went from a healthy $38 million to just a little less than $1 million. Fortunately, the Arts and Cultural Alliance of Sarasota County was there to cushion the blow when public funding for the arts seemed to be in freefall.

// ARTS&ENTERTAINMENT symbiotic nature between the local government, economy and artistic climate is the Alliance’s annual allotment of its Tourist Development Cultural Arts Grant. Accrued from a 5% bed tax that’s charged to anyone who spends a night at a hotel or rents a condominium for less than six months, one-half of 1% of that tax goes to bankroll the grant.

Funds accumulated through the tax collect throughout the fiscal year, with the Alliance acting as arbiter; it distributes the funds to artistic institutions that reside in Sarasota County and can demonstrate that a sizable portion of their audience is tourists. With approximately $1.58 million allotted for the 2015 fiscal year, the tourist development grant is an essential component of the alliance’s fundraising mission.

“Most people understand the arts enrich lives and are a boon to the community, but they’re also an economic driver,” says Linda M. DiGabriele, managing director of Asolo Repertory Theatre and an Alliance board member. “The Alliance is very engaged in grants and offers some of the biggest granting opportunities in the county that directly affect the Asolo because we have received a tourist development grant for years and years.”

Last year Sarasota County arts and cultural organizations sold about 2.5 million tickets to their various presentations, functions

and exhibits, says Shirley. More than 40% of those were tourists.

More tourists equals more money inserted into the local economy; more tourists visiting also results in a higher tourist development grant and, thus, stronger arts organizations.

But the Alliance offers more than just a “build it and they will come” strategy when it comes to championing the local arts environment.

In addition to the tourist development grant, the Alliance raises money and distributes smaller “opportunity grants” funded through State of Arts license plate sales and a John Ringling Tower endowment. These smaller funds are gifted to individual artists and groups that haven’t reached the institutional-level of popularity that proffer tourist attention. The goal is to cultivate new and upcoming talent.

This giant gumbo pot of various public tax monies and private donations have amounted to approximately $14 million raised and invested into the arts since the Alliance’s founding. And when cooking with so many and expensive ingredients, Shirley knows the up-

most significance of maintaining a clean kitchen.

“The first thing that we keep in mind is that we’re dealing with public tax dollars,” says Shirley, “so we want to make sure everything is absolutely transparent and clear.”

Ethical standards are maintained through a review system that consists of five committees composed of arts-inclined private citizens and elected public officials.

The process begins with the Grants Policy Committee, which dictates the policies and structures of how grant proposals are evaluated.

Then, once the yearly grant proposals are collected in January from the various institutions in the county, the Grants Evaluation Committee (composed of various citizens who have experience and knowledge of the local arts scene) reviews the respective proposals, visits the various institutions through the late spring and summer at events and productions and evaluates them against strict criteria. Then the finalized grants are delivered to the Tourist Development Council of Sarasota County and then on to the Sarasota County Commission, which has the final

authority to change and approve anything.

But the Alliance is far more than just a fundraising taskforce: It’s an active advocacy and cheerleader for local arts enthusiasm and support. The clearest example of bolstering the artistic is the Sarasota Keys interactive public art project.

The Alliance assembled a brain trust committee that proposed six pianos be scattered throughout the city of Sarasota, sponsored by a local business, and painted and ornamented by local artists. With the help of Pritchard’s Pianos & Organs and seven local artists, the Alliance’s project lasted from January to May of this year. The Sarasota Keys was such a success that the City Commission unanimously approved a second installment of the project for later this year.

A Sarasota County without the unity and stability provided by the Alliance would still be a hotbed of creativity and new works, but Sarasota’s common champion for the arts allows organizations and artists to create quality works without having to worry about the status of the economy.

“What the Alliance did during the recession is take up even more of the slack to get that public voice out there,” says Shirley. “We advocated for the return of funding and support for the organizations. It’s one big community working together through and for the arts.”

Though its main focus is on supporting and leading fundraising efforts for artists and institutions in the area, the Arts and Cultural Alliance of Sarasota County also strives to instill a vibrant and strong presence of the arts in the school system.

“When you look at the things that are fundamental to our lives, our education makes us who we are,” says Jim Shirley, executive director of the Arts and Cultural Alliance. “We know that for a community to thrive and to grow it needs to have a great school system, and the arts have always been a contributor to great school systems. Natalia Nicol calls herself a Sarasota Orchestra super fan.

She can’t easily discern Vivaldi from Mendelssohn or Schubert from Strauss, but she can lay claim to attending every one of the orchestra’s performances last year.

She went to Masterworks concerts, chamber soirees and Pops performances.

She even attended Youth Orchestra recitals.

Hired last year as Sarasota Orchestra’s patron services manager, the 32-year-old Boca Raton native oversees the organization’s front-of-house operations during performances. Her objective is not to become a connoisseur of classical music, though she’s well on her way, it’s to ensure that each attendee has a positive concert experience at all three orchestra venues: Holley Hall, Van Wezel Performing Arts Hall and Neel Performing Arts Center at State College of Florida.

Nicol manages the organization’s volunteer usher staff. At the Van Wezel, which has its own front-of-house staff, she serves as a liaison between Van Wezel employees and orchestra patrons, maintaining consistent hospitality standards across all venues.

Prior to her arrival, the orchestra only employed a part-time house manager to oversee guest relations at Holley Hall. As programming expanded, so did the need for greater patron TLC. “You lose a lot of your evenings and weekends,” she says. “But it’s an expectation and part of the job.”

Nicol is no stranger to working on weekends. A longtime singer, she studied music at Millikin University in Decatur, Ill., then moved in 2004 to Tampa to perform in “KaTonga,” the longest-running main stage show at Busch Gardens. Strapped into a flying harness and dressed in an ornate African costume inspired by Broadway’s “Lion King,” Nicol would fly over audiences four times a day. She loved the production and loved performing, but eventually the repetition wore on her.

Eight months into the gig, she left to perform in English education shows in South Korea — a job she describes as a quintessential, early-20s-leap-of-faith adventure.

She returned to Florida a year later and picked up part-time work at Busch Gardens and Disney World, where she played Pocahontas in a show with live animals at Disney’s Animal Kingdom.

“There were these tiny little reserved benches at the Pocahontas show,” Nicol says. “Little kids would sit front and center to see me. You could tell they really thought I was Pocahontas. It was great.”

The workload and commutes were

taxing. To swing both theme parks, Nicol moved to Lakeland, halfway between Tampa and Orlando. Further complicating her schedule, she joined a popular Top 40s cover band that performed at events and private parties across the state and country.

A high-paying three-month stint on a Princess Cruise ship gave her the means to move to New York City, where she says she lived “the artist’s dream,” performing under the Actor’s Equity Association in Off-Broadway productions and commercials, while moonlighting as a makeup artist.

“After four years the New York lifestyle started to get old,” Nicol says. “I knew I wanted to be in a place that was artistic, but I didn’t want to go back to gigging.”

She got lucky in Sarasota.

In 2013, just as her husband, Nate, was hired as the head sound engineer at the Sarasota Opera, the Sarasota Orchestra hired Nicol to do something she’s always had a knack for — keeping audiences happy.

Her favorite perk is the music, of course.

She loves to sit still and let the rich orchestral sounds wash over her, especially at Masterworks concerts. She loves to read the program notes and watch Music Director Anu Tali take command.

Like a true entertainer, she loves winning over audiences. However, for the first time in her career, she’s charming people off stage, not on.

“I love being able to influence the entire patron experience,” Nicol says. “From the moment they get out of their cars and walk through our doors to the second they leave the hall, my job is to make sure they had the best time they could possibly have. That’s my favorite aspect of the job.”

PATRON FAUX PAS

Some of Natalia Nicol’s favorite funny patron moments revolve around refreshments. People love to sneak food and drinks into Holley Hall.

After noshing on complimentary hors d’oeuvres before a chamber soiree, one woman who was told she couldn’t bring cheesecake into the hall simply stuffed the treat into her pocket to eat later.

At another concert, an usher busted an elderly woman sneaking four glasses of wine into Holley Hall. What was her method of concealing the drinks?

She stashed them in a compartment on her walker.

“When she got caught she offered the usher a drink,” Nicol says. “She was like, ‘C’mon it’s fine. I won’t tell anyone.’”
