Lally has reported to the SKVA and the Siesta Key Association on many occasions over the years about his efforts to make Village businesses adhere to code restrictions.

Thompson asked the SKVA members to email her the types of banners they could envision working for the proclamation.

“Why don’t you check on what the city allows?” County Commission Chairwoman Nora Patterson suggested. “I see banners up at museums quite frequently.”

In an informal discussion with Thompson and Patterson after the meeting, Smith said he felt a statement as simple as “Sarasota County welcomes you to the No. 1 beach in the world” would work for the banner on the north end of the Village. “This only happens once in a lifetime,” he added.

“I actually don’t like overhead banners,” Patterson told him. “I think the ones that are cool are on light posts.”

In a telephone interview with the Pelican Press, John McCarthy, manager of recreational tourism development for the county, said, “The banner idea would seem to be quite nice,” especially for tourists driving into the Village. It would be a means of letting them know they had arrived at the place with the best beach in the country, he added, because many of them will have read about the announcement in newspapers or seen it on TV. “It just seems we need to find some legal and respectful way to let people know they’ve arrived,” McCarthy said. “I think it’s a pride factor.”

McCarthy also envisions permanent signage about the honor at Siesta Beach, once planned improvements have been completed over the next few years.

“We’ve got 10 months” before Siesta Beach will be retired from Dr. Beach’s list, he pointed out. “Time’s a wastin’ here, folks.”

County tourism up before No. 1 beach designation According to the Sarasota County Tax Collector’s Office, tourism tax revenue was up 8% from May 2010 to May 2011, John McCarthy, the county’s manager for recreational tourism development, told the Pelican Press Tuesday.

McCarthy said he previously had learned from the tax collector’s staff that the month-over-month revenue level for May was up 12%.

However, upon further investigation, he said he was reminded that the County Commission had raised the so-called “bed tax” from 4.5% to 5%, effective May of this year. Factoring out that increase, he said, gave him the 8% figure.

It will be two more weeks before the

tax collector’s staff releases the tourism tax revenue figure for June, which will be the first reflection of Siesta Beach’s designation this year as the No. 1 beach in the country.

In the meantime, anecdotal information from the Sarasota County Sheriff’s Office deputies and the county code enforcement officer on the Key indicates a much busier summer beach season.

“We’re seeing the beach lots filling up Mondays, Tuesdays and Wednesdays, which we have not seen before,” Sgt. Scott Osborne told the Siesta Key Village Association members Tuesday.

SKVA member Mark Smith concurred, saying that before this summer,

he was not used to seeing the beach lot full the early part of each week.

Adding to comments he made to the SKVA members last month, John Lally, the Key code enforcement officer, said that although the No. 1 beach designation is good for businesses, “there’s not enough parking, and the overflow has to go into these residential neighborhoods.”

Lally added, “I can’t blame some of these people for what they’re doing.

They’re actually helping the tourists by giving them a place that they can park their car and (the tourists) come back and their car will still be there.”

One homeowner on Canal Road, he said, had been parking up to 40 ve-

hicles in her yard at a cost of $20 each.

“Was there demand for it? Sure,” he said. “(Drivers) were lined up trying to get into her yard.”

In another case, he said, he had seen a man park his vehicle with New York plates right in the middle of the turn lane on Ocean Boulevard. At first, Lally said, he thought the man had stopped to unload something. When he saw the man start to walk away, Lally said he called to him: “Buddy, when you come back, that car is going to be gone, towed … ” “I enforce the ordinances the way the ordinances are written,” Lally said. “I don’t change the ordinances. That’s you guys’ job.”

When the County Commission last year amended the county code to restrict certain activities on the beach, it stipulated that parachuting would be allowed by permit only. After recent public comments decrying the policy, the commission has agreed to reconsider it.

More than a year after the Sarasota County Commission amended rules to regulate skydivers’ landings on local beaches, a plea from aerial enthusiasts has prompted the commission to take another look at the matter.

In June 2010, the County Commission approved numerous changes to Section 90 of the county code regarding beach activities. The revised code prohibits parachuting, paragliding and landboarding, unless an individual has applied for and received a permit for the specific activity.

A Feb. 1 email from Rob LaDue, a Parks and Recreation Department supervisor, noted, “Staff recommended that (skydiving) be regulated with a permitting process in order to ensure that the sport would protect public safety, abate liability to the public, protect public resources (e.g., protected native habitat and listed species) and ensure that a conflict did not exist with other scheduled events, crowded tourist seasons or municipal laws that may also apply … ” He added that representatives of local group Suncoast Skydiving began talking with county

staff in September 2010 about the permitting process. Several issues went unresolved, LaDue added, including the necessity of a $1 million general liability insurance policy for landings on the beach.

During the July 26 County Commission meeting, Steve Michael appeared on behalf of Mike Swain, of Swain Film and Video, to ask the commission “to reconsider making parachuting illegal for no compelling reason.”

Michael had signed up to read the statement during the public comment portion of the meeting because a speech impediment would have made it difficult for Swain himself to deliver the remarks, Michael said.

Swain’s statement pointed out that he had made almost 2,600 skydiving jumps in the Sarasota area over the past 47 years.

“My main contention,” Michael read, “is that prohibiting parachuting from taking place on county beaches and parks was done without due cause …

With the current law in place, we have been asked to work with the Parks and Recreation Department to implement a permitting process. This has

proven to be impossible because of unnecessary restrictions and unobtainable insurance requirements.”

Swain attributed the county code change to several misconceptions. The first, the statement said, is that skydiving is dangerous.

“Hundreds of thousands of skydives, both sport and tandem, are made every year all over the world and the safety record is enviable,” Michael read. “Any experienced and licensed skydiver has the skill to land safely and accurately on an open area such as a beach or a park without endangering the public or themselves.”

Second, Michael read, “I imagine when most people think of the beach on a crowded day, they envision a horizontal view with wall-to-wall people under the hundreds of colorful umbrellas. However, if the same location is viewed from above, you will see that people naturally congregate near the water.

Behind that is always a huge empty area of high dry sand devoid of people … even on the most crowded day … Skydivers land where people aren’t — period.”

ments, Michael told the commission he had walked one recent day from Casperson Beach all the way to Casey Key, stopping to speak to concessionaires, restaurant managers and the public.

“I found absolutely no person who had anything bad to say about skydiving,” he said.

Michael added that the Sarasota County Convention and Visitors Bureau often includes skydiving scenes in promotional material. Moreover, he said, visitors who skydive in the area take videos home with them to show friends and relatives, spurring more tourism interest.

“It’s a tremendous free advertising system for the county,” Michael said.

Following the public comments that afternoon, Commissioner Jon Thaxton said he would like staff to contact the local skydiving group to discuss the matter. He recalled, he said, that parachuting was put on the list of prohibited activities on the beaches primarily because of worries about county liability in the event of accidents. Perhaps the skydiving group could suggest a means, other than by permit, for the county to allow parachuting again.

Egret addicted to fast food

The same cattle egret has been visiting a McDonald’s for more than a year, because customers were regularly feeding it. Now wildlife officials are warning people the diet could harm the bird.

The average cattle egret dines on insects and lizards, but one of the birds has become hooked on McDonald’s french fries, thanks to customers at the restaurant franchise on U.S. 41 near Stickney Point Road, where the bird has been hanging out regularly.

Employees at the fast-food establishment say the same cattle egret has been visiting their McDonald’s location for more than a year, but last month its visits became much more frequent.

“Since July, it’s like he works here,” joked Manager Fernanda Lima.

The egret has two favorite resting spots — an outdoor table, where it can stare through the window at two indoor tables filled with diners, and on the ground outside the front door.

The bird has been visiting the restaurant every day, because customers feed it. French fries are the snack it wins most readily through its begging.

Lima said one senior citizen bought a small order of fries each day specifically to give the bird. “(The customer) came one day during breakfast, when we didn’t have fries, and he said, ‘The bird’s not going to be happy with me today,’” Lima said.

The cattle egret appears to try to guilt customers inside a McDonald’s into feeding it by staring at them through the window. The bird has been meeting great success with its ploy. would get hit in the parking lot, because it freely weaves in between cars.

The restaurant’s owner called the Florida Fish and Wildlife Conservation Commission to see if it would take the bird to a safer location. The agency refused but asked the owner to post a letter on the restaurant doors, warning patrons that the

bird would die if it is fed an unnatural diet.

Since that note went up a few weeks ago, Lima said fewer customers are feeding the bird. As a result, the egret is visiting less often.

Is it going to the Burger King a couple of blocks away?

“Hopefully, not,” Lima said with a laugh.

Warning letter Please Help: Florida Fish and Wildlife has asked that we discourage patrons from feeding the cattle egret. This bird will become sick and die on an unnatural diet. The bird’s natural diet is bugs, lizards, etc.

JORDYN PARCEL Nearly 200 acres of the vacant county-owned property called the Jordyn Parcel is being used as cattle-grazing land. The Jordyn Parcel is just north of Interstate 75 and south of Myakka River State Park.

Cattle ranchers to watch over land Sarasota County is gauging the merits of a pilot program that gives ranchers the opportunity to let their cattle graze on property owned by the government.

County commissioners are expected next month to receive an update on a pilot program they authorized, which is intended to better manage the 35,000 acres of environmentally sensitive land the county owns.

Advocates of the cattle-grazing program, which is six months old, say it is working well. “(The county) wanted to show that cattle grazing could help us with (property) management and provide a needed source of cattle-grazing agreements with the county,” said Belinda Perry, a natural resources manager with the county.

The three-year pilot program calls for cattle ranchers to bid on placing up to 35 cattle on a plot of county land and agree either to pay a fee or perform in-kind services on the property.

A single rancher has his cattle grazing on 190 acres of land, known as the Jordyn Parcel, in the county’s Deer Prairie Creek site, which is near the Carleton Reserve, close to North Port.

In exchange for the opportunity to let his animals feed there, the man performs tasks such as keeping the trails mowed and monitoring exotic species.

But according to Perry, the most valuable service the ranchers will perform is providing security.

“He’s an extra set of eyes,” she said.

“Anytime you have vacant land, you can have poaching, vandalism, joyriding and unauthorized trail-making.”

According to a 2008 survey of its 35,000 acres of environmentally sensitive land, the county determined only about 600 acres were suitable for cattle grazing.

For that reason, that activity will most likely not be a significant revenue generator for the county, so land management will be the program’s most important goal.

A four-month sheriff’s office investigation into county employees’ use of purchasing credit cards has determined that while the use of the cards was improper,

no employee intended to break the law, so no one is facing criminal charges.

“We looked for instances of personal gain and corrupt intent,” said Sheriff Tom Knight. “Based on all the facts, the state attorney’s office found insufficient evidence (to prosecute).”

County policy holds that for any services costing more than $3,000, verbal quotes and/or written bids are required.

The investigation found that employees routinely charged their purchasing cards to the $3,000 limit to avoid going through the lengthy quote-and-bidding process.

For example, an employee might want to contract for a service that costs $21,000. He would make seven $3,000 charges to pay that amount.

Instead of placing the bulk of the blame on the employees, investigators pointed the finger at supervisors.

“Some (employees) broke the rules because that was how it was always done or just because they were able to,” said Knight. “It was a failure of management.”

The sheriff scolded the county management for putting its employees in a position where they were at risk of being prosecuted for crimes.

Ed Smith Stadium a homeless shelter?

In researching how best to address the homeless issue in Sarasota, legal consultant Michael Barfield discovered an obscure state law that prompted him to make an unusual suggestion — use Ed Smith Stadium as a homeless shelter.

Barfield was among a group of residents who met recently with City Commissioner Paul Caragiulo to discuss homelessness.

In his research, Barfield found Florida State Statute 288.1166, which states that publicly funded professional sports facilities, such as Ed Smith Stadium, “shall be designated as a shelter site for the homeless” (see box).

Barfield was part of the legal team that sued the county over what it claimed were out-of-sunshine negotiations with baseball teams wanting to use the stadium.

“My initial reaction: I laughed,” he said of the homeless shelter prospect. “But after thinking about it more, it made sense. (The stadium) has showers, food preparation areas, and it’s only used a few weeks out of the year.”

The statute was part of the rule written as a result of local governments using state funds designed specifically to build stadiums to keep spring-training baseball in Florida.

Millions of dollars have been poured into Ed Smith Stadium during the past year to upgrade it for its new tenants, the Baltimore Orioles.

An Orioles did not LBK - 2010spokesman -I return messages seeking comment.

A paralegal has found an obscure state law that requires publicly funded professional sports stadiums to be used as shelters for the homeless, and he’s suggesting the local home of the Baltimore Orioles comply.

Caragiulo said he’s not yet sold on the idea, but he’s not shying away from it, either.

“Once you get over the initial shock, it’s very intriguing,” the commissioner said. “I don’t know if it could work, because it’s all in the logistics.”

Barfield suggested just a small part of the stadium be designated

as a shelter, so the Orioles’ operations are not impacted. He also said a full-time security guard would be needed.

County Attorney Steve DeMarsh is not sure that the state statute will require that use in Ed Smith Stadium.

Missing the parking point The Sarasota County Commission is not getting the point on the Siesta Key Public Beach renovations.

The most pressing issue for the continuation of the beach’s success is parking. Parking is required for visitors to get to the beach and enjoy it in such a way that they will want to come back again and again.

The experience should be all good. But without adequate parking, it cannot be. All other efforts to attract visitors will be undermined with the current parking shortage.

A recent survey of Siesta Key Beach users found the most important changes they wanted was parking and restrooms. Go to the beach around noon, and it will be obvious why.

But in its pre-vacation flurry of decisions last week, commissioners approved the first phase of a plan that, in later phases, would actually reduce the number of parking spaces at the beach. The plan does nothing for parking but includes building new restrooms, concession area and retail shops, relocating the public-safety building so it is less prominent at the entrance, resurfacing the parking lot and making improvements

Unchanged: Trolling for parking at Siesta Beach will remain the norm for visitors to sidewalks and landscaping.

These will all be great improvements. But they are not the top priority. If visitors can see what the most important issue is — and they are the market — then the County Commission ought to be able to see it. But they have the restrooms first. And a planned esplanade walkway is called for in phase three of the renovations, which would not start until 2019. That would take about 100 parking spaces out of the configuration.

Commissioner Joe Barbetta is dreaming if he thinks that a Siesta Key trolley system is going alleviate the parking needs. Sarasota is not a mass-transit community by nature.

And for visitors, a trolley adds a level of complication that would not reflect well on their experience. They will likely drive to the beach and troll the lanes, waiting for a park-

ing space to open up. Further, the trolley grant money — should it actually arrive — is not due until 2014.

This should not have been a hard decision. You don’t need the bathroom if you cannot find a place to park. And waiting for a space each day of your visit is an aggravation we don’t want to give tourists we are hoping to attract for return visits.

+ Getting the Village point

The County Commission made the right choice in allowing Siesta Key Village property owners to retain control of the maintenance of the new Village landscaping.

The county’s former finance director had suggested the county take over maintenance, but that would have been a disaster for Village business owners. They would have the higher assessment fees they volunteered to pay, but control would have been given back to the county — which is absorbed in scandals in procurement.

The Village is expected to get a new maintenance contractor in the fall and more accountability can be written into that contract.

Give school boards more control The nearly 40-year-old, school-funding program de-links those who set tax rates with those who spend the money. This erases accountability.

The different directions of school tax rates in Sarasota and Manatee counties demonstrate the dysfunction that has long been a part of school funding.

This problem has nothing to do with how much money is spent or even who benefits.

The dysfunction is that the Legislature sets the property tax rate for schools, but the 67 local school boards decide how most of the money is spent.

This creates a disconnect by de-linking accountability to the taxpayer and generates bizarre rituals in a funding formula that is more complex than quantum ROD THOMSON theory.

It also explains why school tax bills will fall next year in Sarasota County as the tax rate declines about 3%, while Manatee County school tax bills will remain the same as the tax rate actually increases 5%.

Neither of those decisions was made by the Sarasota or Manatee school boards. They were made by legislators in Tallahassee last April, along with 65 other tax rates in the state.

It’s a system in which taxpayers are left clueless about whom to hold responsible.

School boards blame Tallahassee for cutting money and mandating certain programs, while legislators say school districts are getting plenty of money and need to do a better job living within their means.

The reason Tallahassee sets school-tax rates is in pursuit of a Utopian idea of providing equal education to every student in the state — and fear of lawsuits over unequal education if each school district is allowed to set its own. In the opening overview to school-district funding in this year’s statistical report, the Florida Department of Education wrote: “In 1973 the Florida Legislature enacted the Florida Education Finance Program (FEFP) and established the state policy on equalized funding to guarantee to each student in the Florida public education system the availability of programs and services appropriate to his or her educational needs that are substantially equal to those available to any similar student notwithstanding geographic differences and varying local economic factors.”

The FEFP takes a head-spinning number of inputs, from race and ethnicity, to special needs to cost of living in a district, to students who speak other languages, to poverty,

to rural or urban — and so much more — and plugs them in. The formula then spits out tax rates for each school district in an attempt to make funding as equal as possible considering it costs more to do the same thing in some counties.

In this way, the state takes all the money and then spreads it around, so wealthier school districts subsidize poorer districts.

But part of the funding law keeps districts from contributing more than 90% of the cost of running their district. The state average is 54%. Sarasota went over that 90% cap, and so its tax rate had to be reduced 3% — something the school district would never have chosen to do.

And because of the decline in property values, Manatee’s tax rate was increased — which in Tallahassee educrat-funding-speak is called a “rollback.”

The solution is simple and grounded in reality and accountability. Get the state of Florida out of the business of setting local school-tax millage rates and let each school board set the rate and spend the money.

Only then will we know exactly whom to hold accountable for getting our money’s worth and eliminate the blame game.

If the Legislature wants to give more money to poor districts, let it do it from the state lottery, that piggybank that supposedly was designated for education.

Unfortunately, there is a degree to which both sides benefit politically by being able to blame the other. They do not have to take responsibility, and that is sweet music in a politician’s ears.

Dear Editor: There is absolutely no evidence that keeping taxes low for the wealthiest Americans and corporations is good for anyone but them. There is no credible evidence that it will create jobs and help those 98% of Americans who are not wealthy. In spite of the recession last year, our wealthiest got wealthier and corporations made record profits. That is why Republicans never cite evidence supporting their outrageous claims in favor of continuing wealthy tax breaks. There is none. Check it out on the Web. This is a major sticking factor now in why Republicans will not agree to raise the debt ceiling.

Last fall, many of us thought that voting new people into office would help. Unfortunately, many of the people that we voted for had little experience in governing but very strong ideas. Ideas that go against the basic policies of our country’s brightest and most experienced economists. Ideas that also go against common sense and the American way of caring for one another. Many Republicans (though not all) are saying that they do not believe that we need to raise the debt ceiling. They do not believe, or maybe care, that this will cause much greater hardships for many already suffering Americans — those same middle

and lower class Americans that these newly elected officials claim to be working for. Now we are paying the price.

Well, we are getting what we voted for. If you care, pick up your phone and call your congressman.

+ A 3% cut in pay is still a 3% cut in pay Dear Editor: It continues to amaze me how Rod Thomson can twist the truth to pit people in the middle class against each other. He argues that by having a 3% cut in state payments for retirement, such workers “are still winners because that 3% of income is still theirs.”

The fact is that the 3% cut to payments that is going into pensions is a cut not a win. Workers in fact are forced to use their income to patch up that cut, and then he wants to call that winning?! I wonder who really thinks that 3–3=6.

He argues it helps the economy because the pension funds are invested. The problem in this argument is that prior to July 1, there was 3% from the state being invested in the pension funds and the full income of the workers spent by them as consumers or going into other investments.

Now, 3% of income is going into the pension fund, but there is less

money with which to buy things, including the goods and services advertised in this newspaper.

There is no way around the fact that: 1) The majority of state workers are not overpaid, they are in the middle class or lower; and 2) a 3% reduction in take-home income is not a gain, it rather is a tax on one sector of the middle and lower class. Furthermore, state workers pay taxes, including property taxes. I would rather not get tax cuts. I get more per dollar by investing in public education than on a video game for Christmas or outings to the theater. If you think you can get more for less, consider why do most of politicians and wealthy Americans pay dearly for their children’s private schools? You get what you pay for.

Ranch community eyes expansion As a result of its previous success, The Isles on Palmer Ranch is exploring a possible expansion on 38 acres between its property and Interstate 75.

The Isles on Palmer Ranch could be getting more room to grow.

The community’s developer, DiVosta Homes, is in the process of buying 38 acres of vacant land to the east of The Isles.

According to Rich McCormick, vice president of land for DiVosta, if the sale goes through, the company does not expect to add more homes than already planned for the Isles.

The triangular piece of property wedged between the Isles and Interstate 75 had previously been approved for 211 multifamily homes or apartments.

Lot sizes would most likely remain consistent with the others in the Isles, he said, so the company would need to determine how the extra land would be used.

The Isles on Palmer Ranch is 80% complete. The community’s popularity has propelled DiVosta to look into expansion.

“We’re doing this due to the success of The Isles over the past five years,” McCormick said.

The permitting process for the potential purchase is expected to take 12 to 18 months, so sales wouldn’t begin until sometime in 2012.

In the meantime, Walt Olson, vice president of the condo association, has been building a case for the change. In fact, Olson conducted his own traffic study, with his wife as the guinea pig, during the height of season.

Residents who try to cross Beach Road at Beach Way to access Siesta Key Public Beach may push a button to turn on in-ground lights adjacent to a pedestrian walkway. Olson said drivers often ignore the warning lights. For two hours one day in March, he said his wife, Cala, tried to utilize the walkway while he observed traffic responses.

“About a third of the time she about got run over,” Olson said.

“We want the speed limit changed … so (drivers) can respond quicker” to the walkway lights, Olson added. “It’s all relatively low-cost. It would be good to do now.”

Given the county’s plans for improving Siesta Public Beach, Olson said, the odds are high that even more people will be on Beach Road in the future. And that means the potential for more problems.

In a May 16 letter to County Commission Chairwoman Nora Patterson, John Jodia, president of the Condo Association, wrote that the speed-limit change “will dramatically reduce the stopping distance when drivers don’t realize that people are ready to cross.”

Olson pointed out that an earlier effort to convince the County Commission to put a stoplight at Beach Way failed. County officials said the road did not have enough traffic to justify the light when they considered that request in late 2009.

“Obviously, the light would solve all the issues,” Olson said. With no chance of that action, he added, the best hope is the lower speed limit.

Duque said his staff will study traffic on

the section where the Condo Association wants the speed limit lowered. Part of that effort will involve determining the speed of 85% of the vehicles, an industry standard for such studies, he said. The results will go to the Traffic Advisory Council for its consideration. If the TAC members agree on the need for a lower speed limit, Duque will forward that recommendation to the County Commission.

Olson is optimistic the change will come, he said, pointing out that the Condo Association prevailed after about two-anda-half years in its campaign to get the state to lower the speed limit from 40 mph to 35 mph on the section of Midnight Pass Road from the Stickney Point Bridge to the stoplight across from Fire Station No. 13.

Two other issues on Beach Road the Condo Association brought to county officials’ attention have been resolved.

In his May 16 letter to Patterson, Jodia also had asked for expanded and improved ground lighting at that Beach Road crosswalk and for the trimming of low branches on four palm trees just north of the pedestrian crossing sign, because those fronds were blocking the view of southbound drivers.

Duque said one bulb was burned out in the walkway lighting system when a county worker checked it.

Olson was present when the worker was kneeling in the road to examine the lights, he said. A car flew between the man and four girls in bikinis trying to cross the road, narrowly missing all of them. Olson said he told the county worker, “You see what we mean?”

Staff is looking at how the walkway can be improved, Duque said. However, because of talk that the new beach design may involve brick paver walkways, like those in the Village, Duque said staff needs to await the final word on the beach plan before proceeding with any recommendations about the walkway.

As for the palm branches, Duque said those already have been trimmed.

Travis Taaffe says. “I went to the sculling selection camp and was the youngest there. The camp is really intense and sends a lot of people home, with the top people competing at the world regatta.”

The siblings compete with each other almost as much as they do against other teams.

“It’s hard now because he’s way better than me — he’s faster and stronger,” Taaffe says. “We try to compete off of pure strength and speed. Comparatively, though, to the other girls, I’m probably better than he would be to the other boys.”

Before they Taaffes head off to Canada, they’ll compete in the 129th Royal Canadian Henley Regatta, in St. Catharines, Ontario.

They’ll race in the same boats that will be used for the CanAmMex — a training tool to help speed check the boats before games.

“The race hasn’t really hit us much,” Taaffe says.

“All we do is sleep, watch movies and eat, but it’s totally worth it and a great trade-off. I think once we actually get to Canada and see kids from the other countries, it will.”

Last August, McKayla Taaffe, a senior at Pine View School, claimed her first gold medal at the 2010 U.S. Rowing Club National Championship, in Oak Ridge, Tenn.

This August, she and her younger brother, Travis, a Pine View sophomore, are planning to take home the gold when they compete in the CanAmMex Games, in Canada. They’re the first brother/sister combo in Sarasota to compete at the same time in the regatta.

“We’re training twice a day, and once I get back to Boston, it’s just rowing, sleeping and eating until Canada,” Taaffe says.

“We’re not going to lose — we’re going to win.”

The Taaffe siblings sink into the couch at their parents’ house on Siesta Key. Since school let out June 6, Taaffe has been so busy with training at Community Rowing Inc., in Boston, and while home last weekend with tasks for her senior year of high school — senior pictures, debutante parties — that she has yet to make it to the beach.

During any down time they can find, the couch becomes their go-to spot for movies.

Commissioners tell staff to fix that leaky irrigation system When James Harriott, the county’s executive director of public works, appeared before the County Commission July 26 to resolve questions about the operations of the Siesta Key Village Maintenance Corp., he brought up an ancillary problem that has drawn Village attention for more than a year: a malfunction in the landscaping irrigation system.

While Harriott was discussing the SKVMC potential budget for the 2012 fiscal year, he mentioned that he learned about the leak just that day.

“I’m told that (maintenance crews) turn (the water) on and off,” he said, though the irrigation system should run automatically.

“Is that leak something that was there from the very beginning, when the (Siesta Village Beautification Project) was finished?” Patterson asked.

Harriott said he understood the problem was discovered six months to a year after the project’s completion.

Public Improvement District tax revenue for Village maintenance, he added.

When Patterson asked if her fellow commissioners agreed with her on that point, no one said a word.

In fact, Pelican Press staff members were among the first to notice the leak in a landscaping bed across the street from the Pelican’s office at 5011 Ocean Blvd., and reported it immediately.

When Patterson asked whether the irrigation system was under warranty, Harriott replied, “That is something we need to … check over the next few weeks.”

“It is possible for a truck or Lord knows what to screw up an irrigation system,” Patterson said, and it’s also the system was not installed properly. The leak might not be the responsibility of the Maintenance Corp., she added.

The maintenance budget discussion proceeded, but Patterson came back around to the leak before the board completed that agenda item.

“A water leak is just not acceptable,” Patterson said. Unless people in the Village damaged the irrigation system, she said, “I believe we need to get in there and fix it, and that’s we, the county … In construction sometimes, things happen.”

“We can definitely (fix it),” Harriott said. “It is a reasonable request.”

The work would not have to come out of Siesta Key Village

The same day the County Commission addressed the Maintenance Corp. problems again, Village property owner Chris Brown sent an email to Mark Smith, chairman of the Maintenance Corp. board, declining the board seat to which Brown had been elected July 13.

“Even though I know we share the same goals in keeping the Village looking beautiful,” he wrote to Smith, “I expressed several concerns about liability issues pertaining to (the corporation).

Those concerns, plus some other issues, prevent me from accepting the nomination and election to the board. If it is too late to unwind the process, please consider this a resignation.”

Brown, owner of The Hub Baja Grill, the Beach Club and The Cottage, started the debate over the Maintenance Corp. when he filed a lawsuit against the county Jan. 31, contesting the $9,136.28 he had been assessed in 2010 for the Village upkeep.

Kayak crime

Several hours later, Briley and Christine C. Kellett, 33, also of 5011 Susan Ave., drove out to Sunrise Cove, according to the report. When they arrived, they walked around to the north side of the condominium complex to look at kayaks in storage racks.

Briley and Kellett returned home, the report said, only to come back that night. When they arrived this time, they backed up the U-Haul close to the storage racks and stepped out of the truck. Just as Briley was opening the rear door of the U-Haul, another vehicle drove in, catching them in its headlights. They jumped in the truck and started to drive away, but they didn’t get far, before stopping so Briley could shut that rear door.

Deputies observed the pair drive to the 7-Eleven on Midnight Pass Road. After a few minutes there, Briley and Kellett returned to Sunrise Cove and backed into the same area near the storage rack. Deputies watched them load two kayaks into the U-Haul, the report said. When they started to drive away, deputies arrested them. It was 10:10 p.m.

The report said the kayaks were valued at $2,750.

The Sarasota County Sheriff’s Office arrested two people last week on grand theft charges following kayak thefts from Sunrise Cove on Midnight Pass Road.

Future babysitters of Sarasota County learn all about safety For the 16th year, Sarasota County students have taken an opportunity to learn as much as possible about safe practices in babysitting, thanks to a comprehensive course provided by the Sarasota County Medical Society Alliance Foundation (S.C.M.S.A.F.), a not-forprofit organization.

G.E.M.S. (Good Emergency Mother’s Substitute) Babysitting Course,

which is offered as a community service, is a three-day program.

This summer, it ran from June 8 to June 10, at the Selby Public Library. As usual, it was filled to capacity, this time with 52 12- to 15-year-old boys and a girls. The course was run and taught

by S.C.M.S.A.F. member Bonnie Silverman.

The students received their training from infant/child CPR instruc-

tors based at Venice Regional Medical Center.

They also enjoyed visits from representatives of the Tampa Poison Center, the Sarasota County Fire Department, the Sarasota Police Department and the Child Protection Center.

Finally, babies and moms from the community came for a “Diaper Demo,” which included sharing tips on caring for infants.

Siesta Key home tops sales at $1.975 million The following residential real estate transactions took place between July 18 and July 22. A home in the Revised Siesta subdivision tops all transactions in this week’s real estate. Joy Naylor, trustee, Sarasota, sold the home at 3319 Higel Ave. to Roy and Marie Cohen, of Summit, N.J., for $1,975,000. Built in 2003, it has three bedrooms, three-and-one-half baths, a pool and 3,689 square feet of living area. The property previously sold for $475,000 in 1999.

In 1990, Dale Chihuly toured a glass school on the island of Niijima, China. While there, he was reminded of Japanese fishing floats, which he collected on the beach when he lived in Washington. He started creating a series of round balls — the idea was to make them large and to use an abundance of color. The space has since become one of the most meditative areas of the Chihuly Collection, at the Morean Arts Center, in St. Petersburg.

The Chihuly Collection opened to the public July 10, 2010. One of the newest jewels of St. Pete’s vibrant artsand-culture scene, it features 16 stunning installations ranging from small vessels to room-size installations.

To produce unique visual stimulation, each installation is complemented by an individually designed space, whether a glossy black platform, curving wall or narrow hallway with a mesmerizing glass ceiling above.

AMERICAN STAGE THEATRE COMPANY

163 Third St., St. Petersburg 727-823-7529 American Stage started out in an old cinema house in downtown St. Petersburg with 179 seats. In 1984, it moved to an alternative site, an intimate 130-seat space with a lobby, costume shop, rehearsal hall and office space, where it flourished for the next quartercentury. In the 2006-2007 season, the theater entered into a partnership with St. Petersburg College to build a new state-of-the-art building in the heart of downtown St. Pete.

American Stage Theatre Company

Dale Chihuly was born in 1941 in Tacoma, Wash. His fascination with glass began as a weaving student while studying interior design at the University of Washington. After graduating in 1965, he enrolled in the first glass program at the Rhode Island School of Design, where he later established the school’s glass program and taught for more than a decade.

In 1968, Chihuly received a Fulbright Fellowship to work at the Venini Factory, in Venice, Italy. It was there that he learned well the team approach to blowing glass, which he continues to this day. In 1971, he co-founded Pilchuck Glass School, in Washington, where he has paved the way in the development of glass as a fine art.

Chihuly is perhaps better known for his vessels, which he began developing in the mid-1970s, focusing his interest in sculpture on the vessel to create individual pieces that gradually increased in size and color. He has worked on several temporary outdoor projects, such as “Chihuly over Venice,” during which he worked in glass factories in Finland, Ireland, and Mexico, and “Chihuly in the Light of Jerusalem 2000.”

The Chihuly Collection at the Morean Arts Center includes large-scale installations for which he is celebrated, such as the stunning Ruby Red Icicle Chandelier, created specifically for this collection, along with popular series work that includes Macchia, Niijima floats, Persians and Tumbleweeds.

The Manatee Players Boot Camp production for 2011 just wrapped up four performances of “Once on this Island.” The story of Hans Christian Anderson’s “Little Mermaid,” adapted to a Caribbean island, was presented by a cast of about 60 campers ages 8 to 17 in a fully staged production realized in just three weeks. The lead female part of Ti Moune, Creole for “little orphan,” was performed

by Maria Wirries, who also was an orphan. She was born in Haiti and raised by an aunt, Jeaneen Wirries, who is now her mother.

This was Maria’s third season of Broadway Boot Camp. The production was directed by Kelly Woodland and Assistant Director Corinne Woodland; Rick Kerby is the managing artistic director of the Manatee Players.

Suspend your disbelief and catch “Cowboys & Aliens.” One need not be a devout fan of either genre to be entertained by this witty sci-fi Western. And it doesn’t hurt one bit that Director Jon Favreau nabbed the dreamy Daniel Craig (aka Agent 007) in the lead role.

Craig plays Jake Lonergan who has a Jason Bourne thing going for him when he wakes up in the desert with amnesia.

There’s also a strange metal cuff on his wrist. When he wanders into the town of Absolution, Jake’s identity is revealed to him on a wanted poster. Like Bourne, he discovers he has an incredible ability to kick butt.

The town bully (Paul Dano) gets a dose of Jake’s pugilistic prowess, which immensely ires Daddy (Harrison Ford). All this ado is put on hold when aliens attack Absolution and abscond with some of the townsfolk. Inadvertently, Jake uses the wrist device to annihilate one of the spacecrafts.

Throw in the beautiful gal (Olivia Wilde), a kid (Noah Ringer) and a dog, and you’ve got your classic Western. Wherein lies the rub is that the good guys are a lot of bad guys doing what they do best. When we come to find out that the aliens are just a bunch of greedy, gold-grubbing, materialistic thugs, it’s almost a reflection upon human nature.

Favreau (“Iron Man”) has constructed a Western, aliens aside, on a par with “3:10 to Yuma” (2007). It’s spectacularly shot and sports a soaring adrenaline-pumping score. The casting could not have been any better. Ford gives his best multi-layered performance since “What Lies Beneath.”

But it’s cucumber-cool Craig who steals the show. He looks just as hot in dusty chaps as he does in an Armani tux. And he can rifle-toss with the best of them.

In the end, as Jake rides off into the khaki-colored New Mexico sky, there’s a “Shane” moment. He embodies the alluring appeal of the redemptive bad guy. You wish he’d stay.

It is a big half-pound prime beef burger with Berkshire ham and a wedge of fried Velveeta cheese. (Note here, please, the good-natured relationship between chef and owner.) Another example is the Karubi pork belly ribs small plate — a fork-tender rib that’s not a rib at all. To call it whimsy doesn’t do justice to the culinary artistry involved. What’s intriguing is the undeniable and deliberate element of fun in Libby’s food.

Casciato says that the restaurant’s giant, baked-to-order, chocolate-chip cookie “sums up the concept of the restaurant — great ingredients and the appeal of simplicity.” It also exemplifies the restaurant’s priority on relationships, because about a year ago, Libby’s took the classic off the menu.

This caused a furor. Taking the kids for a cookie had become a ritual for Southside moms. They organized a petition drive; the cookie was quickly reinstated; and the neighborhood and its café appear to be living happily ever after.

RECIPE

Libby’s cedar-wrapped sustainable salmon with a maple-dijon crust Four servings

Ingredients DIJON CRUST 1/2 cup Dijon mustard 1/2 cup maple syrup 1/2 cup fresh panko breadcrumbs

CEDAR-WRAPPED SALMON 4 each shaved Georgia sustainable cedar wraps 9.5-inch-by6-inch 4 each 8-ounce centercut salmon fillets

Executive Chef Fran Casciato has run the kitchen since Libby’s opened in October 2008.

METHOD

1. Soak the cedar wraps in water for an hour before grilling. This allows the cedar to become more pliable and helps to release steam during the cooking process, which keeps the fish moist.

2. Lay one salmon fillet on the work surface and evenly spread about two tablespoons of the Dijon crust across the top of the fillet.

Repeat with each fillet.

3. Remove the cedar wrap

from the water and pat dry. Lay cedar wrap down lengthwise from left to right. Position the prepared salmon fillet in the center of the wrap in a north-to-south fashion.

4. Lift the sides of the cedar up and around the fillet, allowing the sides to overlap on the top center of the fillet. Use a small pinch of leftover Dijon glaze to secure the cedar flaps together.

5. Place the wrapped salm-

on seam-side down on a preheated barbecue grill. Cook for three to four minutes until the cedar takes on a lightly charred color. Turn the wrap over and continue to cook two to three minutes more until the bottom is charred as well.

Cover the grill and reduce the heat or move the wrap to a cooler spot and cook four minutes more.

6. Serve the salmon in the wrapper. Lift the top seams away from the fish and enjoy.

Fran Casciato, the executive chef at Libby’s Café + Bar in Southside Village, has an unusual world view for a chef.

It is a strong focus on relationships — with customers, kitchen staff and owners. His passion for food and a commitment to running a successful business guide how he runs the kitchen of what has become a Sarasota institution in a little less than three years.

In the interest of building ongoing relationships with customers, the Libby’s menu is designed so customers can create the dining experience they want, from a light meal on a weeknight to a big night out for a major occasion.

The menu is large with lots of small plates — 20 items are under $10 on the new summer menu. But they are not small; most are two servings. And a popular choice is to order two and share them for a light meal.

There are regular entrées, as well.

One of Libby’s signature items in that category is the cedar-wrapped salmon (see box for recipe). Another is wasabi-crusted tuna. The popular Kobe meatloaf is never on the menu, but it’s always available as a verbal special offered by waitstaff.

Casciato describes his food as “creative comfort food” and believes that ongoing success means “being chameleon like, anticipating what customers will want and continually developing and changing the menu.” A tongue-incheek sense of humor is at play in his approach.

“The restaurant offers serious food without taking itself too seriously,” he says.
