YOUR TOWN Look, but don’t touch Sarasota Police intervened in August as beachgoers tried to touch mating manatees off Lido Beach. “Lots of people, unfortunately, are interacting with manatee herds,” Stephannie Kettle from Mote Marine Laboratory and Aquarium said. Safety concerns for both the animal and the human should trump curiosity, officers and scientists said. “The best thing to do is stay a safe distance from these herds,” said Mote’s Olivia Cameron. “People can be seriously injured by thrashing manatees.”

The turf installation comes after a donation from Longboat Key resident Irene Hess totaling about $123,000.TheLongboat Key Town Com mission accepted the donation from Hess and the Paul Klingenstein Fam ily Foundation through the town’s Rotary Club charitable fund. Hess is a frequent visitor of the dog park with her dog Georgie Girl. Klingenstein, Hess’ father, was a Longboat Key resident before he died, a founder of Temple Beth Israel and a generous philanthropist. “She felt very strongly that the success of the park has been that the dogs love it,” Carol Erker, treasurer of the Rotary LBK Charitable Fund said on behalf of Hess. “The people love it, and they’re there and they’re usingTheit.”donation will pay for removal of faltering sod on three-quarters of the park’s large-dog enclosure, allowing a quarter to remain with natural grass for canine visitors who might like a more natural setting on which to play and dig. The small-dog park is also closed to complete general maintenance including tree trimming. The turf material, approved for dog park use by state and national parks-industry trade groups, is permeable and often is installed in con junction with an irrigation system to wash it down periodically. Bayfront Park’s two dog enclosures already are equipped with such a watering system.Sodhas been a perennial problem, especially on the large-dog side of theResoddingpark. of the park was com pleted in summer 2021 after com plaints from dog owners surfaced about dirty paws and coats. After a busy 2021 season, the $6,250 project was needed again as large swaths of dirt and worn away grass made a return. When contemplating the project, the town’s Public Works Department staff spent time researching artifi cial turf dog parks in Hillsborough County, Public Works Director Isaac Brownman said after receiving the donation.Thedepartment spoke with agen cies tasked with the upkeep of the turf to gain an understanding of the materials held up to dog and human traffic.

None of the other county depart ments have completed master instructor training, a primary pre requisite needed before using the simulators. For a deputy or officer to get behind the wheel of the simu lator, a master instructor must be present.“Wenow have the ability to do this training in a very cost effective environment,” Lane said. “We are able to expose our deputies to situ ations that they maybe haven’t been exposed to yet, or things that they are deficient in. We can improve those skills and train on them in a safer environment.”Thesimulators can be used prior to their designated training cycle as needed, but it is likely the training will not be integrated into the regular schedule until the beginning of 2023. Lane intends to use the simulators as part of the new hire mini boot camps asThewell.need for the simulators comes as the current driving training puts excessive wear and tear on depart ment vehicles, costing the depart ment a large amount of money.

The dashboards can also be altered to assume the layout of whatever vehicle the officers typically patrol in, making the training and scenarios as close to real life as possible. Master instructors for the simula tors are also able to create their own scenarios to mimic crashes that dep uties have experienced.

On the road to better driving

The driving simulators from L3Harris allow local law enforcement to train officers on real world situations without damage to physical patrol cars.

“This is a really great tool. We are very fortunate to have it. It’s not just for us; it’s for the entire law community.”enforcement — Jeff Lane

eavy rain, dense fog and pedestrians or other cars crossing the road unexpect edly are all scenarios that local police departments and sher iff’s offices are unable to replicate with ease when performing driver training.Toaid in this issue and improve behind-the-wheel learning, the Barancik Foundation donated two driving simulators to be held by the Sarasota County Sheriff’s Office about a month and a half ago. The simulators, which cost about $237,000 for both, mimic a host of real-world situations that are not easily replicable, including inclem ent weather and other unexpected driving conditions. They are cur rently being held in a trailer on the Sheriff’s Office gun range prop erty and are being used to train law enforcement officers countywide, a goal of the Barancik Foundation. The foundation’s motivation stemmed from the fatal crash involv ing well-known town philanthro pists Charles and Margery Barancik and a Longboat Key police officer in 2019.“The board wanted to make sure it did everything it could to help officers, so we didn’t ever have something like that happen again,” Barancik Foundation CEO Teri Han sen said.

“This is a really great tool,” Lane said. “We are very fortunate to have it. It’s not just for us; it’s for the entire law enforcement community.”

The death of Charles and Margery Barancik in a traffic collision with a police officer on Longboat Key prompted the idea to provide the additional training. “We want our law enforcement officers to have the best training possible,” Baranick Foundation CEO Teri Hansen said. “These simulators should be able to provide that to them, so that they can protect us in all ways while driving safely.”Charles, 91, died in a crash on Longboat Key on Dec. 18, 2019. Margery, 83, died at Sarasota Memorial Hospital a day later as a result of her injuries from thatSarasotacrash. Police concluded that construction equipment on Gulf of Mexico Drive likely blocked the view from the En Provence condominium entrance, playing a role in the collision that killed the philanthropists and injured Longboat Key Police Department Officer Jeffrey Vogt. The final report of the crash stated that Baranick was at fault in the crash for violating the right of way. The report also indicates Vogt’s patrol vehicle reached a top speed of 84 mph on Gulf of Mexico Drive just seconds before the crash. Vogt was fired days after the final report was made, with the town of Longboat Key finding that logs of vehicles driven by Vogt indicated a total of 21 instances of speeds over 75 mph (30 mph higher than the island’s maximum speed limit of 45 mph). On Nov. 16, 2020, responding to a report of a burglar alarm at 6:32 a.m., Vogt’s vehicle hit 86 mph in the vicinity of the 3800 block of Gulf of Mexico Drive. In 2021, the Barancik Foundation agreed to award the town a grant of $274,850 over a three-year period toward its effort to gain statewide accreditation.Thetown plans to apply the funding toward accreditation-related efforts, training, policy development and technology.

COUNTYWIDE USE Even though the Sheriff’s Office is in possession of the simulators, officers at North Port, Venice, Longboat Key and the city of Sarasota departments too have access to the training and simulators.Tousethe machines, Lane said, the county departments must first sign the interdepartmental agree ment that is currently being drafted. The agreement will cover items such as responsibility for any potential damages incurred.

LONGBOAT OBSERVER | THURSDAY, SEPTEMBER 8, 2022 3AYourObserver.com

Barancik Foundation donation allows police officers to train safely for dangerous scenarios.

As far as the other departments in the area, it is unclear when they will be able to begin using the simulators. The timeline is contingent upon each department signing the agreement and having at least one person com plete master instructor training.

“When that scenario builder is open, I can place vehicles wherever I want,” deputy Mike Jones said. “I can make vehicles behave a certain way. I can re-create that crash hap pening with everything from speeds and what actually happened.” When demonstrating the simula tion, Jones’ scenario included dense fog where slower driving and quick braking were required to not rear end stopped vehicles, a common occur rence during the winter season in the area.He also pulled up a scenario that included trying to pull over a drunk en driver who was uncooperative. Trainees are able to stop and restart scenarios to redo parts that may have tripped them up. As the scenario progresses, the instructor is able to change con ditions and push out distractions on the laptop as would happen in real time. Trainees can also com municate with the other simulator through included radios. Jones is the only individual at the Sheriff’s Office trained in the soft ware and scenario creation. Lt. Jeff Lane has plans to have at least five additional deputies go through training to become simula tor master instructors. “These will be used to their full extent,” Lane said. The scenarios that are replicated, when deputies are trained and the duration of the training are under the jurisdiction of Lane and his fel low training staff. Some deputies may use the simu lators more often than others based on their driving performance and skills that need improvement, which can include driving in reverse, pivot points and reaction times.

THE SIMULATORS The simulators created by L3Harris Technologies, an American technol ogy company, defense contractor and information technology servic es provider, can train officers in the routine and the out-of-ordinary. For example, if the front left tire of the patrol car blows out, the simula tion will mimic the same pulling and shaking sensations experienced in realMuchlife. like simulators used to train airline pilots, the wrap-around screens provide the same view deputies have in their patrol cars, including mirrors and blind spots.

Deputy Mike Jones explains the set up of the simulator, which closely mimics a Sheriff’s Office patrol car.

Longboat Key is home to luxury resorts and five-star restaurants. Hightech artificial turf with a sprinkler system is being installed at the dog park this month. An outsider looking in could think there’s nothing money can’t buy on this island paradise. Yet any resident, especially if living on the north end, knows they’ve been denied one of the most basic of technological luxuries for years: decent cellphone service. That’s about to change. “We’ll have significantly different cell coverage from Verizon by October,” Town Manager Tom Harmer said. Harmer delivered the good news and other town updates to a dozen Kiwanis Club members at their monthly meeting on Sept. 1 at Lazy Lobster. The Town Center is a top priority for commissioners this year. Construction of the 50-foot performance stage will start over the next two months. Unfortunately, the project won’t be completed in time for Kiwanis to hold this year’s annual Gourmet Lawn Party at the Town Center Green.

The next Kiwanis Club meeting is Sept. 15 at Lazy Lobster, followed by the Longboat Key Chamber of Commerce’s Networking at Noon event starting at 11:30 a.m.

Kiwanis President Michael Garey said potential sites are under consideration and an announcement could be coming soon.“All of them have the ability to have a successful event.” Harmer also reported that construction on the Residences at the St. Regis Longboat Key Resort is a month ahead of schedule and discussed plans for the Gulf of Mexico Drive corridor. Earl Larson asked if a marked and dedicated bike lane was included in the improvements. “There’s the enhanced, wider bike lane along the road that has different separation and markings,” Harmer said, “And then there’s ultimately a wider sidewalk for recreation bikers and walkers.”

he Longboat Key Town Com mission’s first meeting after the annual two-and-a-half month long break is Sept. 12. On that Monday, a regular meet ing will be held at 1 p.m. as well as a budget meeting at 5:01 p.m. in the commission chambers. Many things are in the works in the town, but in the remaining months of the year, the commission must handle top priorities. One of the first things on the list for commissioners is approving the next fiscal year’s budget, which takes effect Oct. 1. The final budget hearing and adoption will take place at 5:01 p.m. Sept. 27. Longboat Key residents will have an opportunity at both meet ings to weigh in on the budget. The budget calls for $17.85 million in general fund spending against $18.5 million in general fund revenue. All in, the budget that also includes capital project funds, enterprise funds, debt service and special rev enue funds calls for $85 million in spending, $49.5 million in revenue, a beginning fund balance of nearly $91 million and more than $55 million in the fund balance at the end of fiscal yearSmoking2023. on the beach is another issue likely to be addressed during the first meeting back. Commis sioners signaled their intentions on the ban at their final meeting before summer break, asking town staff to prepare the regulations. A resolution will likely be on the Sept. 12 agenda, which will ban smoking cigarettes on the beach and in local parks. However, due to state law, cigars cannot be banned. The new rule could be in effect by Halloween. Sarasota city officials are considering a similar measure.

ERIC GARWOOD MANAGING EDITOR Sarasota County commission ers last week agreed to move ahead on their end of a poten tial agreement with the West Coast Inland Navigation District to begin looking at silt accumulations in New Pass. The agreement paves the way for cooperative funding between the county and WCIND to perform a study on the boating channel that links Sarasota Bay to the Gulf of Mexico. Since 2018, boaters and the U.S. Army Corps of Engineers have said the channel is becoming increasingly shallow because of the silt and sediment, to the point of affectingSarasotanavigation.County plans to con tribute no more than $25,000, with $60,000 coming from WCIND. Once data from the study is devel oped, a project to dredge the chan nel to acceptable depths could kick off by According2024. to a cover memo pre pared for county commissioners: “Construction costs for dredging New Pass will be better known after completing the above-described work. These are dependent upon the volume of material to be removed from the channel and the options for disposal of dredge spoil. The WCIND is currently working with the (U.S. Army Corps of Engineers) Jackson ville District and its federal lobbyist on a funding request for the fiscal year 2023-2024 for New Pass dredg ing in the amount of $2.5 million.’’ In 2017, following reports of shal low water in the channel, the U.S. Coast Guard removed markers denoting the safest way through the passage. Saying it could no lon ger find a suitable route, the Coast Guard’s Aids to Navigation Officer in St. Petersburg at the time said “we are running out of water. Removing all aids seems to be out only option until it can be dredged again.” Two channel lights were con verted into “Danger Shoal” markers with quick, white flashing lights, to be visible for three nautical miles. Nine channel buoys were removed from the pass between Lido Key and Longboat Key, near the Mote Marine Laboratory.“Wewant people to go in a differ ent direction,” explained Michael DeNyse, a U.S. Coast Guard spokes man in 2018, meaning Longboat Pass to the north or Big Pass to the south were preferred options. The channel dredging project in 2016 was part of a $5 million deal to bulk up the south end Longboat Key beaches. North end dredging and beach renourishment was also part of that project. Similarly, Longboat Key plans to tighten rock jetties known as groins on the south end of the island this fall and winter with the two-pronged goal of keeping more sand on the beach and less from slipping through into the channel. In 2018, some sand was removed from New Pass for the city of Sara sota’s Lido Beach renourishment plan, though at the time, the city said the thrust of that work was intended as a beach project, not one aimed at navigational improvements. Boaters with the ability to navi gate the channel are still allowed to use New Pass, though caution is advised especially for operators of larger craft.

The budget, charter changes and smoking bans are tops on the list.

Town Manager Tom Harmer’s impending retirement marks anoth er large task for commissioners as they make the final decision on who will take Harmer’s spot. While no advertisement has been made pub licly for the position, candidates are being recruited by Harmer and town staff.Indoing so, contacts aren’t ini tially brought before commissioners in a public setting and there are no open-to-the-public applications to sift through. Still, commission ers will have final say on recom mended compensation and other contract details, but must agree by a supermajority to confirm a new manager.Bythetime commissioners return to public meetings, Harmer will have about 90 days remaining until he retires.Commissioners will also discuss potential changes to the town char ter. The changes, brought up by Mayor Ken Schneier, might open up the field for candidates for the Town Commission.Twopotential changes include rules regarding in-person atten dance and compensation for elected officials. If the commissioners opt for the changes, they will need to go before voters before going into effect.

A Longboat Key police officer held a struggling 88-year-old man’s head above water, between a dock and sailboat until paramedics arrived to attach a flotation device and eventually lift the victim to safety.Officer Joshua Connors arrived in the 3400 block of Gulf of Mexico Drive around 1:10 p.m. on Aug. 25, answering a call about a man who had fallen into the water. Connors initially saw no one in distress and called “police, hello, anyone out here?’’ according to a report. Connors reported hearing a faint response of “over here” and ran to the water’s edge. He found the man tangled in rope in the water, pinned between a dock and sailboat hull, trying to tread water and keep his head above the surface. Connors reported kneeling on the dock, cutting away the tangle of ropes and lifting the man, who was out of breath, and held him above water until paramedics Ron Koper and Jay Gosnell arrived. Together, they stabilized the man’s precarious condition with a flotation device and then lifted the man to the dock. New College professor of political science Frank Alcock argues that “the CRC is a mechanism that was intentionally built into our current state constitution during its formation in the 1960s. It’s unique among state constitutions, and it reflects two important values of its designers: (1) the ability to adapt the constitution to changing times; (2) robust input and final approval of amendments on the part of the citizens of Florida. Like any institutional innovation, however, it can be exploited or used by those that control it. The CRC is what we make of it.” State Sen. Darryl Rouson (D) served on the 2018 CRC and says that “The CRC may not be perfect, but as lawmakers, we should work to improve it rather than scrap it. Abolishing the CRC along with other efforts to make it more difficult and more expensive to circulate citizens’ petitions to amend the Florida Constitution will make it harder for citizen voices to be heard in shaping the future of their state.”

REFORMING THE CRC There seem to me to be more advocates for reforming the CRC than for eliminating it. Along with those already mentioned, for example, Florida State University Professor Carol Weissert has advocated for reforming the CRC, not abolishing it, and University of Florida Professor Mary Adkins has written extensively about ways to improve theSomeCRC.common reforms suggested include: n CRC members be more diverse and bipartisan rather than all appointed by the party in control at the time the commission happens. n Create a simple set of rules and procedures for all CRCs in the future so they do not make up their own each time. n Do not allow the CRC to “bundle” different issues into one initiative, imposing a single-subject requirement. n Apply Florida’s open meetings laws to the CRC. But the biggest change would be creating a citizen legislative initiative process in addition to the constitutional amendment initiative process. Most of the issues people bring to the CRC each time it convenes are legislative issues they are frustrated the Legislature has not addressed. Lacking a direct democracy mechanism to change the law, they take the only route they have, addressing the issue via the state constitution. A constitutional amendment to create a citizen legislative initiative process and require the CRC to focus on issues appropriate to address in the constitution would both improve the CRC process and answer many of its critics and give citizens a more appropriate outlet for change. It would make much more sense to reform the CRC and the citizen initiative process than to eliminate it as Amendment 2 does.

PROS AND CONS OF THE CRC The CRC has come under criticism in recent years, notably by State Senator Jeff Brandes (R). He has argued that both parties detest the CRC, and the fact that members are appointed, not elected, means they are not accountable to the voters. He tweeted: “It’s rediscovered every 20 years, has no rules, players have no experience, once it starts it can’t stop, crazy things pop out, and you never know how damaging they will be. Election night, you yell ‘Jumanji.’”Heandother CRC critics say that citizens can amend the constitution with proposals from the Legislature, citizen initiatives, a constitutional convention, and via the Taxation and Budget Reform Commission. They do not also need the CRC as a fifth mechanism. But the single biggest criticism of the CRC is that many of the measures it proposes are things that should be legislative changes in law, not enshrined in the state constitution. Over the years the fact that Florida citizens can only vote on ballot initiatives that change the constitution, and do not have the option to change the law by initiative, as in other states, means the constitution is full of “issues of the day” rather than timeless rights and rules for the state.

/ OUR VIEW

Adrian Moore is the vice president of Reason Foundation and lives in Sarasota.

A 2020 poll by the LeRoy Collins Institute at Florida State University found 87% of Floridians like having a commission do what the CRC does and provide an alternative to the Legislature. About two-thirds of them also supported some changes to the CRC to address the concerns of critics. Professor Alcock told me “Amendment 2 would abolish the CRC entirely. While this would eliminate the political tactics that annoyed many Floridians this past cycle, it would also remove an important feature of our state constitution that was deliberately put there by its designers. And let’s not forget that we have another 15 years before the next cycle that could be used to talk about less drastic reforms.”

we

On the other hand, the South Florida Sun-Sentinel Editorial Board has pointed out that decades of corruption led the U.S. Supreme Court to force a new state constitution for Florida, and the CRC was included in it “to protect Florida from ever being paralyzed again by the self-interests of an entrenched political empire.”

An initiative on the November ballot could abolish the Constitution Revision Commission, but should instead be working to improve it?

One of the initiatives on the ballot in Florida this November is Amendment 2, titled Abolish the Constitution Revision Commission Measure. Not surprisingly, all that Amendment 2 does is abolish the Florida Constitution Revision Commission. The Constitution Revision Commission is a unique Florida institution, a commission that meets every 20 years to consider changes to the state constitution and agree upon ones to put before the voters as ballot measures. It is made up of 37 members: The governor appoints 15, the Senate president appoints nine, the speaker of the House appoints nine, the chief justice of the Florida Supreme Court appoints three, and the attorney general serves on it. We have been through three rounds of the CRC since the state constitution was created. In 1978 the commission was appointed all by Democrats and not even one of the measures they put on the ballot was approved by a majority of voters. In 1998 CRC was bipartisan and much more successful with voter approval. In 2018 Republicans appointed all the CRC members and all seven of their proposals that went to the ballot were approved by over 60% of voters. As Carlos Beruff, a Manatee County developer who chaired the 2018 CRC put it, “The first one wasn’t terribly successful. the second one I think eight of the nine items they put on the ballot passed so it was pretty successful. So, we are going to be very careful with the taxpayer’s time and money and only bring forward things that we think will pass that 60% litmus test.” Indeed, in the 2018 election, voters not only amended the state constitution by approving CRC proposed changes, but also got to vote on constitutional changes proposed by the Legislature and ones put on the ballot by citizen initiative.

ADRIAN MOORE Some Floridians argue that issues should be solved by the Legislature, not left to the Constitution Revision Commission and voters to decide.

ongboat Key resident David Dickerson was an Air Force instructor pilot on Sept. 11, 2001 and has a unique perspective on the events that took place not only on the ground in New York, Washington, D.C. and Shanksville, Pennsylvania, but also miles above the United States. Here is his story: Early that morning, I was at Tinker Air Force Base in Oklahoma, instructing a crew entering the AWACS-Sentry (Airborne Warning And Control System) program, an aircraft/system critical to the protection of our nation. At the conclusion of the training session, we joined other instructors watching a live TV news feed about an aircraft that had just flown into a World Trade Center building. Because there seemed to be only a small hole emitting smoke I thought it must have been a civilian aircraft… a Cessna 172, 182 or a small private jet that caused the damage. I wondered aloud, “How does an airplane hit such a tall building like that under visual flight rules?”

I remembered reading that in the mid-1940s, the Empire State Building was struck by a B-25 during World War II training mission, so the occurrence was not impossible. On the 15-minute drive from the simulator location to my squadron, I met my wife on her way to the base commissary. She was a little flustered and concerned about “something unusual going on in New York.” I tried to assuage her fears. Upon arriving at my squadron, I joined the discussion about what we initially thought was simply an accident. Our squadron commander informed us that he was getting reports through national command authority that there were multiple hijackings in progress, not just the one incident that we assumed. Discussions immediately became moreOurintense.command structure, feeling that military readiness was imperative and could quickly become critical, decided to place a missionready crew on alert. I and another instructor volunteered. We were sitting on the aircraft, engines off, when over the radio the group commander, in a tone of urgency, instructed us to launch.Thiscommand was unusual because in those days, and even today, a flight plan would be filed a day in advance with other details. My initial thoughts were that the years of preparation might very well be put into practice today. Things began to happen quickly. After climbing to about 15,000 feet, the other pilot and I were trying to decipher the source and messages of radio traffic we heard directing all civilian aircraft to land at the nearest suitable airport. Obviously, this did not apply to us. Climbing to 29,000 feet we continued talking to Fort Worth Center who confirmed that no flight plan wasAbsentfiled. one, we thought of heading to Barksdale Air Force Base in Louisiana, a B-52 bomber base. We told Fort Worth Center to give us a flight plan to Meanwhile,Barksdale.President George W. Bush was talking to a classroom of Emma E. Booker Elementary School students in Sarasota. White House Chief of Staff Andrew Card approached and whispered into the president’s ear that our nation was under attack. The president and his motorcade were quickly transported to a take-off ready Air Force One, coincidentally heading for our chosen destination, Barksdale Air Force Base. At that point, our already elevated concern was further heightened. We were trying to communicate with command-and-control to help us make sense of the spurious information we were receiving. We were increasingly believing that traditional warfare might be in our immediate future. As we flew closer to Barksdale, my radio operator said that someone on the radio with the call sign “Angel” was trying to contact us. We had no idea who “Angel” was, but our mission crew commander had earlier been stationed at Andrews Air Force Base and quickly said that “Angel” was the call sign for Air Force One. The commander immediately established contact with Air Force One, which was trying to identify all the airborne military aircraft in the vicinity. There were at least two tankers close by and we informed them that we were well fixed for fuel. He continued to talk with them as we flew directly over Air Force One as it landed at Barksdale. Being the only aircraft in the vicinity we immediately set up a protective pattern at about 29,000 feet. After about 45 minutes on the ground, Air Force One took off and headed north to Offut Air Force Base, the headquarters for Strategic Air Command. We shadowed it at 50-100 miles all the way to Omaha. During this time the second tower was struck and both pancaked to theNORADground.(North American Air Defense) eventually got in communication with us instructing us to continue flying in the Oklahoma area. Other defense assets joined us flying reconnaissance and defense until late afternoon. We finally landed. I got home after 6 p.m. and was able to get caught up by my wife and news media on the day’s incredible events in lower Manhattan. Over the next couple days we began operation Noble Eagle flying continuous combat air patrols over the island of Manhattan. In my 20 years in the Air Force I flew hundreds of missions, found myself in more terrifying situations than I care to recall and flew on numerous memorable sorties, but no mission I was ever on could compare with the wide range of emotions, changing situations, opportunities to rush into an unknown abyss of risk with the knowledge that the future of our nation might well be in jeopardy than did that 9/11 day flying on the wing of Air Force One and President George Bush. Major David Dickinson (call sign “Double D”) now flies commercial jets for a major airline. A Longboat Key Air Force officer didn’t know what to expect when he and his aircraft were abruptly ordered into the sky and chaos began to take over.

ON Cary Greenberg is an architect by trade and an artist by nature, and he’s enjoying his second life in business as the owner of an art gallery.

SPENCER FORDIN A+E EDITOR Cary Greenberg has staked his claim to a well traveled stretch of Main Street that features food and drink. But he’s selling Picassos and Rem brandts.Greenberg, a former architect who now runs the Stakenborg Greenberg Fine Art gallery, spent decades of his life yearning to open his own art space. That passion took a second place, though, as he developed his career and raised a family. Greenberg spent decades working in architecture and living in Michigan and came down to Sarasota for the first time in 2005 when he was working for a restoration company. He moved down permanently not long after that, and he began frequenting the Stakenborg Fine Art space owned by Christian Stakenborg.Adecade later, in 2016, Staken borg wanted to retire, and he offered Greenberg the chance to take over after the two became friends. “I had some pieces I wanted to sell and pieces I wanted information on,” says Greenberg. “ I bought some pieces from him. “And finally the guy was like 80 years old; he said, ‘I’d like to retire. Why don’t you buy my gallery?’ So we worked out a deal and he stayed with me for about three years.” Stakenborg’s specialty was mod ern masters on paper, and his col lection featured etchings and litho graphs from artists such as Picasso, Goltzius, Rembrandt and Piranesi. At one point, says Greenberg, Stakenborg had the largest collec tion of Rembrandt etchings. Those were all sold to a private investor, and Greenberg began to diversify. He didn’t just want to sell masters on paper. He also wanted to repre sent some local artists. This wasn’t Greenberg’s first time running a gallery. He had opened his own shortlived art space in a Detroit suburb in 1990, but he quickly learned that it could be a tough business. “Then the market crashed,” he says. “And I said, ‘This is crazy.’” ENTERTAINMENT

Greenberg says that at one point, the art on his gallery walls represented a sweep of about 500 years. But now it’s only about four centuries’ worth of artistic achievement. He gestures around at the walls, pointing out a couple limited edition Picassos and a Toulouse-Lautrec. “There’s only 100 of these,” he says of the Toulouse-Lautrec. “This is what makes my gallery different. I’ve tried to bring in originals and different things that nobody else carries.”Greenberg says he had a ToulouseLautrec in the same series that sold for $42,000. The one he’s selling now is marked for $38,000 because the stamp on it has faded a little. But it’s the stories behind the work, and the rarity that makes it worth owning for a collector. “There’s something about the subject matter and the exuberance of the art,” says Greenberg. “He’s a master. He didn’t flood the market. “He was very picky about what he did and who he did it for. He didn’t need the money. He did it for the art.” Greenberg recently began selling the work of Otto Neumann, a famed German painter who died in 1975. Greenberg says Neumann donated much of his work to the Rothschild Collection, and now Stakenborg Greenberg is one of a few galleries in the United States that has Neumann works to sell to the public. There are 10 Neumann pieces in the Stakenborg Greenberg gallery, and that number will eventually jump to 24. Greenberg expects to stage a Neumann show later this year, and he says there’s a lot of interest in seeing the works. The show, he says, will include one-of-a-kind monotypes created by the artist. “A monotype is a one-time piece,” says Greenberg. “He does the art on glass, then he presses the paper down. He pulls it up, does more color, presses the paper down and pulls it up. That’s it.”

AMERICANA Greenberg gestures to a piece in the back room of his gallery, which is a long, narrow storefront packed with art from floor to ceiling. It’s a LeRoy Nieman painting of an event at Madison Square Garden honoring great boxing champion Joe Louis. It’s like the cover of Sgt. Pepper’s Lonely Hearts Club Band in that you can stare at it forever. Greenberg points out Frank Sina tra and Jerry Lewis, Billy Cosby and Henry Kissinger, even Ladybird and Lyndon Baines Johnson. There’s also a wall of rock-and-roll memorabilia, including a painting of John Lennon and prints of original artworks made by roots rocker John Cougar Mellencamp. The back room boasts a collec tion of numbered and signed photos from Rob Shanahan, personal pho tographer for Ringo Starr and author of “Volume 1: Through the Lens of Music Photographer Rob Shanahan.” A few steps away, back in the main room of the gallery, there’s a collec tion of four Norman Rockwell prints signed by the artist himself. Rockwell has an All-American enduring appeal, says Greenberg, both because of the prolific nature of his work but also because of its familiar and dated aesthetic. “This is a great story here,” he says of the Rockwell pieces. “These were brought in by the daughter of a teacher who was his neighbor on the East Coast. He would show up and lecture her students, who were in elementary school. Every time he came in, he’d bring them a poster. “This is a print, a high-end print, but he’s hand-signed it. That’s the value on this. There’s four of them.” KEEPING IT LOCAL Greenberg wanted to have a personal touch in his gallery, so he’s begun representing a select group of local artists and trying to sell their work. Slowly but surely, he’s carved out space in his gallery for them to hang in a prominent place. Right when you walk into the art space, you’ll see the highly distinc tive figures painted by KD Tobin, a fine artist based in Sarasota since 2004. Tobin’s abstract figures resemble ancient murals in their conception and their delivery. You’ll also find the evocative nature photography of Wayne Eastep, who says that he uses the medium as “visual poetry.” Greenberg’s gallery houses the sculpted figures of Saul Rubenstein, a former optical surgeon who now splits his time between Michigan and Sarasota.Another local artist, Nikitas Kavouklēs, was part of Leger de Main, an arts consortium in Man hattan prior to relocating to Sarasota more than two decades ago. Greenberg has multiple pieces by Kavouklēs, who works in a variety of mediums including oil painting and monotypes. And it’s his hope that they’ll sell just like the masters arrayed on the wall around them.

“I think I represent six local art ists,” says Greenberg. “And also American artists who come through here. The rest is all masters. Dead masters. Nick always wanted to hang with Rembrandt. So here he is with his etchings on top of Rembrandt.”

“I think I represent six local artists. And also American artists who come through here. The rest is all masters. Dead masters.” — Cary Greenberg

But now, in his second attempt at running his own gallery, he approaches it with new tools and experience.Greenberg, who holds a bachelor’s degree in fine art and a master’s in architecture, went back to school and became an appraiser in the hope of better understanding which kinds of art will sell. He says that most of the art in his shop is there on consignment. The artists — or the people who own the pieces — have left them in the hope he can sell them, and Greenberg says he relishes making connections in the community. “Mostly, we get serious art collectors,” he says. “I also get a lot of estates. Kids come in and say, ‘My grandpa died and we don’t want the art. What can you do with our Rembrandts? What can you do with our Picassos?’ And that’s what I do. I sell them for them.”

Spencer Fordin Cary Greenberg has made a home for Rembrandts and Picassos — and also local artists like Nikitas Kavouklēs — in his gallery.

WHAT’S THE DISH: Sometimes you like a sandwich so much that you buy the restaurant. At least that’s what happened to Jim Abrams. Abrams, a former energy executive, walked into Duval’s more than a decade ago and he tried the shrimp po’boy sandwich and suddenly, he was in the restaurant business. Eleven years later, his son Sean continues the mission of feeding crowds on Sarasota’s Main Street. And the one thing tying everything together is the po’boy on the menu. “It’s our staple sandwich,” says Kelly Dungan, marketing director for Duval’s. “We have people who come in specifically for that po’ boy. It’s the talk of the town sometimes.”

Today, The Players finds itself in a unique position for a nonprofit organization, particularly one that straddles the seemingly disparate pursuits of generating revenue and providing services to the community. With a robust capital commitment, the performing arts organization has an opportunity to put a stake in the ground on a venue that shares a similarly long history—The Municipal Auditorium.

When The Players sold its longtime home on Tamiami Trail, it did so with the goal of positioning itself not only for its centennial and beyond, but with the lofty ambition of expanding its impact as a core piece of Sarasota’s arts community.

With so much history at stake and so much enriching activation, the city has a tough decision to make. Will it honor, celebrate and preserve an historic structure by letting an historic organization invest in and assume a lease at the Municipal Auditorium, or will it let the space often sit empty, unappreciated and underutilized? “Our proposal is a win on top of a win on top of win for everyone,” says Skaggs. What does the city have to lose?

Players has a strong business case for its proposal that works in tandem with its service proposal. On the business side, the initial investment upgrades the facility, alleviates over $200k in operating costs from the city’s annual budget, provides economic activation by way of more secure fulltime jobs and by attracting new stakeholders to the space as visitors and rental partners. On the service side, the Municipal Auditorium would see greater traffic by way of educational programming, expanded volunteer opportunities, productions from other arts organizations, expos, fundraisers, galas, and banquets, not to mention utilization by The Bay during the summer for its own initiatives.

With Municipal Auditorium proposal, The Players reaffirms the city as its home.

The capital improvements in this proposal would enable The Players to elevate the quality of its productions, expand the impact of its services and give the city a much needed, modernized community venue that can be used by other arts organizations, businesses and events. “I think it’s telling that we have enthusiastic support from a dozen other arts organizations that can’t wait to utilize the updated space for their productions,” Skaggs Ultimately, says. The

The proposal would see The Players manage and utilize the production space from September through April, with administrative offices being utilized yearround. The Bay Park Conservancy would schedule the production space May through August. Even with the shared approach, The Players would still invest as much as $6 million to upgrade the facility, including collapsible, modular theatre seating, new lighting and sound capabilities, upgrades to mechanical equipment, the addition of multi-use office space and IT enhancements, all without tarnishing historic architectural features. During the summer months, The Players would use the Payne Park Auditorium for its smaller-scaled programming.

The organization traces its history back 92 years to the city’s birth as an arts capital of the region, and it has worked dutifully during those nine decades to fulfill its unique promise as a community-based arts organization. “Alongside our commitment to providing high-quality and affordable theatre, our organization has also established itself as a service provider for the arts community over its history,” says The Players’ CEO, William Skaggs. Those services include adult and children’s theatre education, a safe space for the city’s diverse public and a conduit for volunteerism.

TASTES AND TEXTURES: You can get the po’boy with your choice of oysters, shrimp or chicken, and all three are served on a baguette with napa cabbage, tomato and chipotle remoulade.Theshrimp, chicken and oysters are breaded and fried, but Dungan says you could order them grilled if you“It’swanted.aclassic Southern-style sandwich,” says Dungan. “The baguette is crispy on the outside and fluffy on the inside. The chipo tle remoulade gives it a bit of a spicy kick. But not too much. “You get the crispy shrimp and the crunch of the cabbage, so you have a nice balance of textures and flavors.”

CHOOSE YOUR OWN ADVENTURE: The shrimp is the original and the most frequently ordered of the po’boys, but Dungan says Duval’s branched out in the interest of giving customers a chance to try different types of flavors. Sometimes, she says, people even order off the menu and ask for a scal lop po’boy, and the chef is happy to accommodate.Oystersmay not be a typical sandwich item, but Dungan says that the menu choice gives an entry point to eaters who may not want to slurp them raw from the shell.

The national tour of State of the Art 2020 is sponsored by Bank of America with additional support from Art Bridges.

“It’s a little bit less intimidating to try an oyster that way,” she says. “A

Built in 1938, this landmark on Tamiami Trail has served the community by hosting myriad events, from socials and stamp shows to theater productions and galas. Now, The Players has proposed an agreement that will see the space taken to new heights in symbiosis with other organizations while honoring the venue’s history as a community gathering space. “We think it’s an unprecedented and mutually beneficial proposal for us, the city and the region’s arts community,” says Skaggs.

To see what it takes to be a kid sailor, Longboat Observer re porter Lesley Dwyer followed the seventh grader around for the day.

8:36 A.M. The Opti is ready to race, so Clay poole uses the SailFlow app on her mom’s phone to check the local wind. She reports that the wind is supposed to go flat around 1 p.m. and explains what the numbers mean for race day. A three or above is work able, but a one or two causes delays. “When I did the spring regatta here, we postponed the regatta for a while because we were just sitting in our boats,” Claypoole said.

9:30 A.M. Adults and youth sailors meet under the pavilion for the Skipper’s Meeting, which welcomes the sailors and gives them an overview of what to expect from the day and courses. Some have come from around Florida to compete. It’s also a chance to have a snack, hydrate and ask any questions before the launch.

10:05 A.M. It’s time to launch. Claypoole pushes and pulls her Opti into the bay on a trailer.

10:14 A.M. With the daggerboard in place, Claypoole hoists herself into the Opti and sets sail for her first of six races over the next two days. Her weight on either side of the boat will keep it upright, though most sailors are prepared for the inevitable tip over. 10:15 A.M. oco Claypoole was one of about 150 youth sailors to compete in the Sarasota Sailing Squadron’s 74th Annual Labor Day Regatta over the weekend. The 12-year-old Longboat Key resident has been sailing half her life, but this was Claypoole’s first time sailing in this regatta.

9:00 A.M. Claypoole is front and center for the team meeting, led by coach Marcos Darcy of Sarasota Youth Sailing. It’s against the rules for Darcy to coach the kids on the course, so he guides them on weather and wind direction ahead of time. His advice for the day’s southerly wind: “Go toward the clouds, how ever, don’t let that override what you see on the race course.” 9:15 A.M. Claypoole stands out in head-to-toe pink as the team walks over to the pavilion to find a table and continue strategizing. “On my team, it’s all boys,” she said. Claypoole is not the only girl in the program; there are just more boys. Gender doesn’t put her at any disadvantage. She was the first on her team to have her Opti rigged.

10:11 A.M. The Opti is in the water, but Clay poole still has to get her daggerboard in place. “It goes in the slot and keeps you from sliding,” she explained. A dagger board stops the boat from going sideways when the wind is pushing on the sail.

10:26 A.M. Claypoole has a new sail, which needed to be finely adjusted. It’s far more than just a sheet. “When you get a sail, you trim it, tune it and figure out what adjustments need to be made,” Darcy said.

Edward K. Christian, 78, of Grosse Pointe Farms, Michigan and Longboat Key, Florida, passed away peacefully on Friday August 19, 2022, after a short illness. Ed Christian’s calling was to a career in radio, which began in 1958, as a young teen running the control board at several FM radio stations in Detroit; he lived true to this calling every day since as an active and un matched force in his chosen industry to the day of his passing. While studying at Michigan State University, he worked as a radio reporter at several Lansing radio sta tions. After graduating from Wayne State University in 1966 with a Bachelor degree in Mass Communications, he became an account exec utive for WCAR-AM-FM in Detroit. After a couple of job changes and a master’s degree in management from Central Michigan University, Christian decided at the age of twenty-six to buy a radio station in a small market. He purchased WCER-AM-FM in Charlotte, Michigan, in 1971. Shortly thereafter, in 1974, he was brought in as vice president and gen eral manager to save the floundering WNIC AM/ FM, which was in deep financial trouble. With only $100,000 in cash to operate the station, Ed cut staff, paid bills and changed the radio format to “Detroit’s Nicest Rock”; within three months the station was profitable again. After three years it was sold to Josephson Communications for $4 million. Christian remained with WNIC as the station’s generalMarvinmanager.Josephson, head of Josephson International, wanted to build a radio division, and Christian was selected to help build the group. In 1986 Josephson decided to stop acquiring stations and sell the division. He wanted Christian to buy it, and he did. Christian, who realized he knew how to run radio stations but did not know a lot about financing them, had prepared himself by studying finance, so he was ready when Josephson wanted to sell. With this purchase, Saga Communications was born. Ed was also an avid lover and generous supporter of the theater, a member of the board of various professional and charitable foundations and served as an Honorary Consul of Iceland for the Midwest Region for over twenty-five years. Although his professional title reads as Chairman, President, and Chief Executive Officer of Saga Communications, Inc., radio was one of the great true loves of Ed Christian’s life. Ed was often fond of saying, “For me, my life in this Company is an ongoing adventure.” Or, in the language of his Icelandic heritage, a ‘Saga’, which explains the name. It is undeniable that the broadcast industry has lost a pioneer and giant. He will forever be remembered as a true broadcaster that never lost sight of his “true north” in an industry he loved. THURSDAY, SEPT. 8 MOVIE MATINEE 1-3 p.m. at The Paradise Center, 546 Bay Isles Road. “The Duke” is being projected on an indoor screen, popcorn and refreshments included. Free for members, $10 for others, and walk-ins are welcome. Call 3836493 for information.

When the social calendar is blank and even the restaurants on Longboat Key take a break, The Paradise Center aims to break the cycle of isolation. “Our average age on Longboat Key is 70, and loneliness is an epidemic among seniors, even before the pandemic. So now it’s a crisis,” Executive Director Suzy Brenner said. “It’s bad for your physical health, your mental health, everything, to be feeling alone and lonely.”TPCoffers classes, discussion groups, mahjong games and movie matinees. Games and exercise classes are held weekly. Additional class options range from how to use an iPhone to do-it-yourself art projects. TPC focuses on being both fun and affordable. “We don’t charge an arm and a leg because our mission is to help prevent isolation and loneliness,” Brenner said. TPC offers a membership, but it’s not required. All residents are welcome to check the calendar and try a class for $10. That includes all ages; anyone can have fun or become lonely. The CDC reported findings that more than one-third of adults over 45 feel lonely and that one-fourth of adults over 65 are considered socially isolated. “We don’t limit it. We’re just geared towards the demographic of Longboat Key,” Community Outreach and Marketing Manager Donna Sharp Blaney said. “We have members in their 60s and a couple here and there in their 50s. And we have grandparents who come in, and they bring their kids and grandkids when they’re visiting to take a class or see a movie.” TPC also offers a medical suite, where doctors share offices and bring additional medical services to the island, but connection is the only cure for loneliness and isolation. At its core, TPC is a place to meet new people and form lasting friendships.

11:15 A.M. After the first start was abandoned due to low winds, Clay poole is off to sail her first race solo. She placed 48th out of 57 and was happy with her per formance. “I sailed pretty good for my first Red White and Blue regatta, I think.” 10:45 A.M. Practice is over. Claypoole heads to the starting line with her team. This is her first time racing as part of the Red White and Blue Fleet. She graduated from the Green Fleet. Coaches can assist their sailors on Green fleet because they’re beginners. Claypoole is on her own today. 11:00 A.M. The race should be starting, but there’s barely any wind. The team huddles as they wait. Darcy can’t coach, but he stays close by in a powerboat. “I’m on the water to make sure if there’s a breakdown or a health issue, I can address it.” Teams are eight children or fewer to keep the teacher/student ratio low.
