A plan proposed by the Longboat Key Club to build four pickleball courts adjacent to its Harbourside Tennis Gardens will be reheard by the town’s Planning and Zoning Board on June 21 and not by the Town Commission on June 6 as originally scheduled, town officials said.

Following an April public hearing before the Planning and Zoning

Board, at which the pickleball court proposal was unanimously recommended to the Town Commission for approval, residents of the nearby Winding Oaks community raised objections about potential noise, and many complained they had not been notified of the meeting by mail until after it had taken place.

The town began investigating the mailings and learned the club’s representative in the project met the town’s 14-day requirement, but the

notices did not arrive in many cases until it was too late.

Complicating matters: Nowmoot June 6 notifications are arriving in the mail at residents’ homes about the now-canceled commission agenda item, said Allen Parsons, Longboat Key’s director of Planning, Zoning and Building, adding that those should be disregarded. New notifications for the rescheduled hearing are coming soon, he said.

Attorney Edward Willner of the Sarasota firm of Lobeck and Hanson, on behalf of Winding Oaks residents, said noise is the primary objection now that the notification issue has been dispensed with.

“At 100 yards away, which is the proximity of the proposed courts to the residents of Winding Oaks, it would be as if someone was bouncing a basketball in your kitchen 3 feet from you while you ate, all day long,” he said. “The sound also presents at a high frequency, which is disturbing to animals, so now you have a bouncing basketball and a barking dog in your kitchen.’’

In describing a possible timeline,

Parsons said assuming an up-ordown recommendation is delivered by the members of the Planning and Zoning Board on June 21, the earliest the measure could reach the Town Commission for consideration would be Sept. 12, after the Town Commission’s regularly scheduled summer break through July and August.

Because the proposal for the pickleball courts would require a change in the property’s previous Planned Unit Development approval, a followup public hearing would have to be scheduled before the town commissioners in October.

Willner said the residents don’t want conflict with the club and made an alternative recommendation for the court’s placement.

“There are two little-used tennis courts at the southern tip of the club,” he said. “They would only need restriping to be converted to pickleball courts. The club’s other pickleball courts are adjacent to these, far from neighbors.”

Willner said Winding Oaks residents would not object to a pair of new tennis courts being built where

the pickleball courts are proposed, “It’s the same level of construction effort for the club; tennis courts don’t make ear-splitting noise (pickleball is estimated to be 25 dB louder than tennis), and the tennis courts wouldn’t need to be lit. Problem solved.”

Mike Rissman, vice president of engineering with George F. Young Inc., said the pickleball courts adjacent to the tennis facility would be a consistent use, but he didn’t foresee any issues.

Parsons said it was possible the club could propose some kind of sound-deadening material to be installed on the fences at its proposed location.

Following an initial flurry of opposition to the plan, supporters also weighed in, saying the game’s noise isn’t always a problem and that the four new courts, though private, would benefit all who played the sport by broadening the availability of courts on the island.

athering funding from a variety of sources and permission from a batch of state and federal agencies, Longboat Key aims by 2024 to begin building a second underwater sewer line to link island businesses and residences to Manatee County’s mainland treatment plant.

The project, estimated to cost around $25 million, won’t be a one-and-done effort, though it is designed to last decades, said Public Works Director Isaac Brownman.

Fast-tracked from a 10-year goal to the town’s five-year capital improvement plan after a mainlandside break in 2020 that spilled millions of gallons of town sewage, the project will build redundancy into a sewer system that hasn’t offered it. Under current thinking, the new 2-mile pipe will take over as the primary link to Manatee County, while the original pipeline is kept, monitored and maintained in reserve.

“If you asked us, ‘What do we lose sleep over at night?’” Town Manager Tom Harmer said. “Having a failure in the one line that goes to the mainland carrying our wastewater is the top of that list.”

Ultimately, the project will have worked through a permitting process made more rigorous by the delicate nature of Sarasota Bay. The first phase of the project, which will take place largely underground between the bay’s shoreline and 53rd Street in Bradenton, could be complete in summer 2023.

PHASE 1

Before final designs and construction plans of the new pipeline are set, a preliminary project will likely be underway from near the Manatee County shoreline of Sarasota Bay north to a point where the county monitors the flow of inbound sewage from the town.

It’s near the point at which Longboat Key’s underwater pipe makes landfall on its way to Manatee County’s treatment plant and the point where the 2020 break took place.

In the next 12 months, the town intends to reline that 20-inch iron pipe with a material called highdensity polyethylene, essentially creating a contemporary pipeline in the structure of the one built when Richard Nixon was president.

Brownman said the original pipe was built to handle a capacity greater than today’s Longboat Key could ever produce.

“The size of it was designed for the ultimate build-out of the island before the downzoning occurred,” Brownman said, referring to a 1984 decision to limit island density, changing a development trajectory that would have likely made modern-day Longboat likely a much more crowded place. “So it was actually built for more capacity than it will ever handle. So, that’s why in this case, which is pretty handy, we’re able to do the slip lining, which will reduce the effective internal diameter, but our engineers have all looked at it and said, ‘You’re still going be able to carry the flows from the island.’”

With that pipe relined, it’s expected to operate into the 22nd century.

“Right now, people say it’s about a 75- to a 100-year type of material, and it doesn’t degrade,’’ Brownman said.

Preconstruction work is underway, as are some design and prepa-

rations for access to the site. Formal permission is being sought from private land owners along Long Bar Pointe, adjacent to the work site.

While work is underway to reline the pipeline, Brownman said, service to island residents shouldn’t be interrupted, but work crews will likely construct an above-ground bypass pipeline first.

The town has already landed $1.25 million in state funding from the last budget session and is waiting for word from Tallahassee on an $800,000 addition in the stillunsigned state budget on Gov. Ron DeSantis’ desk.

PHASE 2

The town is two to three years into the process of permitting the new pipeline under Sarasota Bay, which crosses from around Gulf Bay Road to Long Bar Pointe in a narrower-thannormal stretch of the waterway.

Sarasota Bay is designated one notch below the most-stringently regulated class of waterway, Class I, which is set aside for sources of drinking water. The town has in hand a permit from the Florida Department of Environmental Protection and expects one soon from the U.S. Army Corps of Engineers.

“State and federal permitting agencies are very much involved in all that determination because it involves a Class II state waterway, which is also a national estuary and very sensitive environmentally,” Brownman said. “So there’s a lot of scrutiny in that.”

The town also must work with Florida’s Office of State Lands to demonstrate the town will be able to secure easements from private landowners on the mainland to proceed.

Brownman said once the Army Corps permit is completed, the town can move ahead on design and make decisions on what kind of contract to seek to get the work done.

In the meantime, the town has been socking away money. At least half of the town’s $3.6 million American Rescue Plan Act money will go to the sewer line project, with potentially more to come.

“We have the other $1.8 million that would go toward (flooding and stormwater mitigation) or the wastewater line, depending on commission final approval and direction there,” Harmer said.

The town has also been working with U.S. Rep. Vern Buchanan, R-Longboat Key, on another batch of federal funding, about $3 million from other sources.

The town this year also launched an incremental increase in water and sewer rates in anticipation of borrowing not only for the pipeline project but also to replace water pipes in Country Club Shores.

Beginning in 2022, the town’s water and sewer rates were reset to begin climbing to help pay for the sewer line and the Country Club Shores work. From an average bill of $74.75 in 2021, bills will climb to $105.30 by 2029.

“The utility rate plan was built assuming that we would have to pay all of that cost with some sort of debt issuance that the ratepayers would have to repay using this rate model over a, say, 30-year period,” Brownman said. “And any way we can draw that down and offset, that is what we’re looking to do because of the size of the project and its magnitude.”

t appears as a note on the bottom of the 72nd page of a 222-page budget workshop presentation delivered to Sarasota County commissioners last week: Seven words.

But the phrase was enough to elicit cheers from Longboat Key leaders and potentially serve as a milestone for a long-awaited addition to the island’s lifestyle.

Under a table that lists about $7.7 million for countywide computer and circulation materials purchases for the Libraries and Historical Resources Department, $2 million in 2024 spending for a county history center and the expansion of the Fruitville Library, and about $9 million for technology and books, is a line that reads: “$1M in funding for future library design.”

To be sure county commissioners didn’t miss it, the presenter made specific reference to it.

“One thing also I wanted to point out on the bottom of this slide,” said Carolyn Eastwood, Sarasota County’s director of capital projects, sitting alongside County Administrator Jonathan Lewis, “You see the note there, in accordance with direction received from the board on April 27th at the joint meeting with the town of Longboat Key, we are adding $1 million in funding for a future library design.”

Town Manager Tom Harmer passed the word to town commissioners later that day with an email that began: “Good news!”

The $1 million added to the county’s 2023 capital improvement overall budget of $171.9 million is the first component in a series of requests Longboat Key leaders made of their county counterparts, with the goal of seeking financial assistance for the planning, design, construction and operation of a library/community center at the Town Center Green land.

Though county commissioners did not immediately react to Eastwood’s budget-workshop update, town commissioners did react to Harmer’s report. Harmer said Lewis indicated county commissioners responded with support for the initiative.

“This is such good news, Tom; an important first step in funding the project,” wrote Town Commissioner Penny Gold “Thank you for your leadership on this.”

Town leaders approached county commissioners earlier this year with a proposed timeline that kicks off with upgraded remote library services for island residents by the end of 2022, followed by a path that includes the project landing on the county’s fiveyear, capital-improvement project budget to solidify its position for county tax dollars, beginning in next year’s budget with money for planning and design. Following along are construction dollars in 2024 and operational dollars in 2025, though those have not yet been allocated.

make to an island library. The school board has scheduled its regularly planned 6 p.m. June 21 meeting at Longboat Key Town Hall because of work being performed on the Landings Administrative Complex board room. The town will make a short presentation on major initiatives, including the Town Center project.

Conversations about the library project were also scheduled as part of a June joint meeting with Manatee County leaders, though that meeting had to be put off, possibly until after the Longboat leaders’ summer break.

In the meantime, town residents could see upgraded library services before the new year. County library officials are working with the Library Foundation for Sarasota County to launch a vehicle that could visit Longboat Key, along with other locations to help deliver library services not currently offered.

Among the services: delivery of electronically ordered books and other materials.

The foundation has donated $125,000 to that end. The customized vehicle, which is on order, would be staffed with a librarian and another employee.

“The pop-up vehicle will allow our staff to take library resources to underserved communities throughout Sarasota County,” said Renee Di Pilato, director of libraries and historical resources. “We are grateful to the Library Foundation and Selby Foundation for supporting such a worthwhile expansion of library services.”

The project has experienced delays due to materials and labor shortages.

Concrete makers, for example, have been forced to ration production to serve all projects, if in a diminished capacity. In the past month, paving was delayed for a week when the asphalt plant used by the contractor was temporarily shut down.

“The shortages of material and labor are definitely real,” Pakalapati said. “Because they couldn’t find people they’re struggling, and the people that they have are moving on or going to different companies.

They are definitely struggling with that, but they are doing everything that they can to get this project mov-

ing as fast as they can.”

The project remains on schedule for completion by the end of the year, but when the roundabout opens for traffic, minor cosmetic work will likely continue for several weeks.

“Projected completion is late fall, Pakalapati said. “They’re expecting that to be closer to Thanksgiving or maybe a little bit earlier.

“The roundabout will be functional. We’ll still have some odds and ends and striping, things that might not affect traffic, but the full benefit of the roundabout should be available at that time.”

Not within the scope of the roundabout project but immediately adjacent to it is the impending project to restripe the Ringling Bridge to accommodate Sarasota Bay Runner trolley operations.

The objective is a lane for the Bay Runner.

One citizen on the call expressed concerns that the project will cause safety issues by narrowing the two travel lanes in both directions. Alice Ramos, community outreach manager of

Valerin Group on behalf of FDOT, said details will be shared as they emerge.

“There will be adjacent striping right up to our project,” Ramos said.

Ramos said there aren’t details yet, but they will be revealed as soon as they become available so everyone knows the plan.

The next update meeting about the roundabout project is scheduled for June 22.

ork in the roundabout on U.S. 41 and Gulfstream Avenue has entered its latter stages, a phase in which the roundabout itself will begin to take shape.

Although construction on what will be the actual traffic circle has begun, work on the approaches to the circular intersection continues.

During Wednesday’s monthly call to update stakeholders and residents on the project by the Florida Department of Transportation, project engineer Pinky Pakalapati said crews will begin to remove asphalt in the area of the traffic circle as construction continues on the east side of U.S. 41, which will result in the closing of intersections at Palm Avenue, First Street and Second Street for three months.

During the intersection closures, motorists can access U.S. 41 from Cocoanut Avenue.

“The work zone is now moved into the roundabout area, and you can see that all that material has been moved out of that area, and the contractor has started removing the old asphalt that’s in that roundabout construction area,” Pakalapati said. “They started shaping up the roundabout so that they can put some base material in and prepare for the curb in the middle of the roundabout.”

Following the holiday weekend, crews work on Saturdays until the project is complete.

“They are planning to use Saturday as their day for cleanup and gathering their material for the coming week, but there will be activity over the weekends,” Pakalapati said.

Unicorp meets tax deadline on 244 parcels Longboat Key properties were listed by tax collector as delinquent last week.

he developer of the Residences at the St. Regis Resort Longboat Key delivered a check Tuesday for more than $500,000 to satisfy 2021 financial responsibilities on 244 parcels listed last week by the Sarasota County Tax Collector as delinquent.

Zack Justice, a project coordinator for Unicorp National Developments Inc., said in an email to the Longboat Observer that the accounts were paid in full. The tax collector’s office confirmed receipt, adding the properties should show the updated status on its webpage of accounts heading to tax-certificate auction.

“We delivered a check to Sarasota County this morning to come current on all delinquent taxes,” he wrote.

The delinquent properties, published last week, were all former Colony Beach & Tennis Resort parcels, all were listed at 1620 Gulf of Mexico Drive, and all listed Unicorp Acquisitions II LLC as the owner.

A majority of the levies ranged from around $1,300 to $3,300, though one parcel listed a tax responsibility of $50,215. According to the Sarasota County Property Appraiser’s Office, the 2021 taxable value, as determined on Jan. 1, for the 244 parcels was $36.3 million. The amount of taxes owed on the parcels totaled $551,827.32.

When contacted last week, Justice said the company had recently learned about the tax-delinquency issue and had “every intention of paying all taxes owed.”

Property records with the Sarasota County Property Appraiser’s Office show the 244 former Colony properties have been swept away for the 2022 tax year, which began Jan. 1. The land is now broken into five parcels by future residential or resort uses, each under the ownership of SR LBK LLC, a Florida limited liability corporation that lists Unicorp Acquisitions LLC as its manager.

Together, those five parcels’ taxable value was set at about $5.2 million, according to tax appraiser records, before construction on the land began in earnest. Builders of the St. Regis project this month received permits for vertical construction, advancing from previous foundation work. Tall gantry cranes are now at work on the property.

Brian Loughrey, the chief deputy tax appraiser with Sarasota County, said the current valuations of the parcels that make up the St. Regis property had no bearing on the past year’s valuations. In October, the 2021 tax roll for that year was certified for collection, ending his office’s involvement for the year, he said.

Rana Moye, a deputy tax collector with Sarasota, said that because the former Colony condominium association was disbanded after the 2021 tax year started, the properties remained officially on that year’s tax roll. She said her office was obligated by state statue to list the properties.

Moye confirmed receipt of the taxes, which were due by the end of business on Tuesday.

Joe Biden, you are crushing the American people … ... destroying our wealth, our way of life, our happiness and our liberty.

Your plan is pathetic. Rise up, Americans.

hen you see and walk among the 25,000 gravestones at the National Cemetery in Sarasota on Memorial Day, you cannot help but be overcome by the profound significance.

You think of all those Americans who volunteered and served in our military to preserve our way of life, to keep all of us from being the slaves of murderous tyrants. And you especially think of those who gave their lives so we could live free.

But once you drive out of the cemetery and pass a service station posting gasoline at $4.30 a gallon, a disturbing, maddening reality comes back into focus: We are at war in our own homeland.

Our own government is attacking and destroying the people they allegedly serve.

Our non compos mentis president and the unelected, power-craved puppeteers pulling his strings and filling his teleprompters are killing and crushing us.

Not with guns, but with intentional, tyrannical decisions designed to tear down the United States that we love. It is increasingly evident they want us not to be free, but to live under their oppressive rule of centralized power elites and globalists who despise individual freedom and capitalism, who despise government by the people, for the people.

If it were otherwise, they would be working at warp speed to reverse course, not by the Biden way of always too little, too late, too feeble and oh-so tired tropes.

Just think about all of Biden’s malevolent, painful actions we have been forced to endure for the past 18 months. You know the list well, and they are all government induced.

But the most devastating of these actions to every American have been inflation and the price of fuel.

They are especially decimating America’s poor and middle class.

If you combine the 11% increase in grocery food prices this year and the 112% increase in gas prices since 2020, they are sucking an additional $3,500 to $4,000 a year from the annual finances of paycheck-topaycheck American families.

employees’ wages close to the rate of rising prices, all of these businesses will pass on rising costs to customers. The spiral will continue.

This will inflict even more strain and pressure on Americans, lowering their standards of living while increasing frustration and despair.

This despair, declining living standards and the desperation of watching your money buy less and less will tear down even more the social well-being of our nation.

Crime is certain to increase. Desperate men do desperate things.

The simple truth is, when you destroy people’s wealth, you destroy their happiness and liberty.

This is the war Americans have had no control over for 18 months.

And to make matters worse, Biden’s plan to fix this economic disaster will do nothing to help.

Help is needed now. When there is an urgent, burning crisis, you expect leadership to take quick, decisive action. Stop the patient from bleeding to death.

But if you read President Biden’s plan for fighting inflation, there is nothing in it that conveys a sense of urgency; nothing that would make anyone cheer: “This guy knows what he is doing!”

To the contrary, Biden’s plan that he spelled out in Tuesday’s Wall Street Journal is pathetic.

He said, “We need to take every practical step … to boost the productive capacity of our economy over time” (italics added).

Over time? How about now?

As he has throughout this crisis, he blames the high cost of fuel on Putin, even though prices have been going up since 2020. He pats himself on the back for the “largest release from global oil reserves in history.” And he wants Congress to give more subsidies and tax credits

to renewable energy producers and users and “accelerate our transition from energy produced by autocrats.”

Here’s what all that means: He wants more government intervention in the economy. He wants to take more money out of the pockets of the people who can least afford it and give tax breaks for energy sources that will do nothing to help the poor, middle class and truck drivers drive their gas-powered vehicles that they can hardly afford.

What you give to one (tax credits), you must take away from another (confiscate even more of your wealth).

Biden provides no hint of doing everything he can to unleash America’s energy producers. Instead, he and his puppeteers continue to force their climate change dreams and lies on Americans, punishing the very people who can least afford it, depriving the poorest of what they need to survive.

Eighty percent of the U.S. economy runs on oil, natural gas and coal.

Biden and his puppeteers obviously are determined to use their powers to cut off the fuel that allows us to have the standard of living we have.

Who are they serving?

Read on in Biden’s plan and it is the usual Cheesecake Factory menu of government programs, regulations, spending and intervention: more fuel economy regulations for gas-powered cars and trucks, more taxpayer dollars devoted to charging stations, more tax subsidies for automakers and e-car buyers, price controls on prescription drugs, government intervention into agriculture, subsidies to build more socalled affordable homes, forced and subsidized reductions in child care and long-term elder care costs.

And, of course, he says, “e should end the outrageous unfairness in the tax code,” which is code for higher taxes.

Every one of his prescriptions will benefit a few at the expense of the many, take from one and give to another. History has shown time and again, and certainly has shown us now, more government, more intervention and more spending from Washington, D.C., always makes things worse.

Joe Biden’s plan won’t save the people who need help most.

And at the rate the U.S. economy is falling, we cannot wait for the November elections or the 2024 presidential election. Even if Republicans win this November, they will face a Democratic president who will obstruct a change in direction. No one knows how far down we can go by 2024.

Americans should take this attack on our way of life no more. We should demand action that reverses the Biden economic agenda. If Biden and his puppeteers truly cared about the American people, if they were truly public servants and not power-hungry tyrants, they would let the free market and American ingenuity run free.

TELL BIDEN, CONGRESS: WE WON’T TAKE IT ANYMORE! Short of revolution, one course Americans have to effect change in harmful government policies is to demand it from our elected leaders.

If you are sick of the wealth-destroying inflation, gas prices and economic direction of the country, let President Biden, your senators and congressman know.

Tell all of them: PRESIDENT BIDEN: You are destroying our way of life, our wealth, our happiness and our liberty with destructive, tyrannical policies.

We cannot and will not take it anymore!

Quit obstructing our energy independence and making us poor. Unleash the American energy industry to bring down the price of gas.

Do it now! Serve the people!

The walk lasts for 30 days nationwide every year to honor the nation’s first responders.

IT’S ALL GOTTA GO 4:58 p.m., 5400 block of Gulf of Mexico Drive Litter, pollution: A sergeant on patrol tried to learn more about several pieces of furniture that had been left in the public right of way for trash collection.

With no security cameras to consult, the sergeant was unable to ascertain who was responsible for the furniture.

Public Works was notified.

or 4 miles, Longboat Key Fire Department personnel helped carry the load.

Or rather, for 4 miles, Longboat Key fire personnel helped Carry the Load, a nationwide walk organized by service members and first responders to celebrate Memorial Day. Since 2011, veterans and first responders have organized walks with local first responders to raise money and honor the nation’s heroes.

“They all come together in Texas, but they just happened to be in our area,” said department spokeswoman Tina Adams. “This event is the first time that they’ve actually come to this coast. They’re going to add it for future years, and we got kind of a late notice, and they still had to go through the town to get permits, so it was a couple days until we got the go-ahead that it was happening.

There wasn’t much time to get information out to our employees.”

Even still, Adams walked with Chief Paul Dezzi, fire and rescue liaison Raymond Burger and Deputy Chief Sandy Drake, as well as some walkers from the Carry the Load organization, on May 19.

They started at the south fire station and walked north on Gulf of Mexico Drive until they reached the north fire station. Every Carry the Load walk is about 4 miles, which just so happened to be the distance station-to-station. They walked with the Carry the Load volunteers and heard stories of the first responders people were walking in memory of, like one woman who was there to remember her father and his service as a firefighter in Florida. The nationwide Carry the Load walk goes for 30 days.

“It was pretty cool; the roads weren’t as busy, and the sidewalks weren’t busy, so it was a nice time to do it and a nice time to do it as Memorial Day approaches,” Adams said. “We got a lot of honks and support from people passing by. It was pretty cool. … It was a little warm for the first mile, but as that sun started going down, there was a nice breeze, and it turned out pretty beautiful, and the humidity wasn’t bad. Take away the humidity and you got yourself a good day.”

Adams and the rest of Longboat Key’s first responders had never heard of the Carry the Load walks because they’ve never come to this coast of Florida before. Now that they know of the Memorial Day walk, Adams hopes to do it every year and bring in more people from the police department, fire department, town and citizens.

“Next year, we’ll know more and get more of the community and more of our town employees to participate next year, so we’ll plan for it more, unlike this year,” Adams said. “It’ll be the same time next year; we’ll push it out next year since we know what it’s all about.”

Participants carried flags as they made their way north.

Boating: The 17-year-old operator of a personal watercraft was cited for having no boater-safety card in his possession following a stop by the town’s marine patrol officer. The officer stopped the craft after seeing it operating on plane, creating an excessive wake in a slow-speed, minimum wake zone. In addition to the citation, the operator was also warned about the wake and the lack of registration numbers visible on the left side of the hull.

ANCHORED, BUT NOT REALLY 9:11 a.m., 6900 Bayside Drive Boating citation: Police were called to a neighborhood on a report of a boat that had lost its anchor and was drifting toward a residential dock. When an officer arrived, he found several people trying to fend off the boat. Though the officer was not able to immediately ascertain ownership, the boat’s owner did arrive hours later to move the boat and reset its anchor. The boat owner was issued a citation.

NO PHONE, NO PROBLEM? WELL . . .

2:14 p.m., Gulf of Mexico Drive and Gulfside Road Welfare check: A man from out of town called police concerned about two family members after he was unable to reach them via their cell phones. The officer handling the call learned one of the phones was tracked to a location near the beach.

Spotting a vehicle on a nearby resort parking lot similar to one described by the caller and registered to one of the family members, the officer made contact with one of them returning from the beach. When told of the caller’s welfare concerns, one of the family members said they didn’t bring their phones to the beach. The officer relayed the caller’s request that they call him soon.

LOST AND LOCKED 4:05 p.m., 4500 block of Gulf of Mexico Drive Found property: A resident called police to turn in a cell phone found on the beach, with no one around to claim it. An officer tried to learn who its owner was but found the device locked, with no identifying markings.

MAKING HIS WAY 3:56 a.m., 5700 block of Gulf of Mexico Drive Suspicious person: An officer on patrol stopped to talk to a man he encountered pushing a grocery cart south in the bicycle lane. The man was dressed and also was wrapped in a shower curtain while pushing the cart containing a boat fender, some vegetation and a sign. The man apparently spoke only Creole, which created a language barrier, but officers were able to direct him to the sidewalk for a safer passage along the highway.

A requirement that condo associations conduct 10-year studies of their financial reserves to determine whether they can pay for needed repairs.

Since the deadly collapse in 2021 of a 13-story condo tower in Surfside, the issue of the safety of taller, older condominium buildings, especially by the shore, has come into sharp focus. Although communities urged the Legislature to act in its most recent session, no bills were passed.

The House bill pertained to buildings needing to be recertified after 30 years if three stories or higher, or 25 years within 3 miles from the coast, with recertifications every 10 years.

The Senate bill pertained to buildings three stories or higher, at least 20 years old and 3 miles from the coast.

Recertifications under the Senate bill would have been every seven years. n

Under a rule approved in a special session of the Florida Legislature, buildings along the shore must be inspected every 25 years.

tate legislators in special session last week picked up where they left off at the end of their 2022 regular session, passing statewide rules on condominium inspections and the means to finance needed repairs.

Longboat Key town leaders had crafted rules of their own but held off on considering them in May when they heard that last week’s special session, billed largely as meant to deal with property insurance reform, would also include condo safety.

At the time, commissioners agreed that waiting to see if the Legislature acted made sense and could help guide them on what direction to take if no new regulations were approved.

Gov. Ron DeSantis signed the bill into law last week.

“We can all go home knowing that when we vote for this bill, we have actually made a positive change knowing that condominiums will be safer moving forward,” said Rep. Daniel Perez, R-Miami, during debate in the House of Representatives.

Among the provisions delivered in the inspections bill to DeSantis: n Inspections every 10 years for buildings three stories or taller, beginning 25 years after occupancy documents are issued. Buildings more than 3 miles from the Gulf of Mexico or Atlantic Ocean cross the inspection threshold at 30 years. n Starting in 2025, elimination of the possibility of condo associations waiving requirements to keep adequate financial reserves to pay for repairs.

For two weeks, dozens of local restaurants will be putting their best meals forward at fixed prices.

ou might have seen the quaint, 100-yearold cottages resting on the east side of Tamiami Trail, just beckoning you in for a bite to eat or a glass of wine. And now you’ve got the perfect reason to make a reservation.

The Reserve Retreat, housed in two buildings from the old Ringling Estate, is one of dozens of restaurants taking part in Savor Sarasota, a two-week extravaganza that takes local restaurants and puts them in the forefront of the consciousness of the local consumer.

Savor, which runs from June 1 to June 14, will give restaurant customers a chance to sample a prix-fixe, multicourse menu for lunch and dinner at affordable prices.

Lunch at any of the participating restaurants will cost $20, and dinner will run $35.

“It’s just as much for the locals as it is for the visitors,” says Virginia Haley, president of Visit Sarasota County. “There’s that chance to try restaurants you really haven’t gone out to try in the last couple years.

It’s important for us because if locals know more about our restaurants, when they bump into a visitor, they’re able to give good recommendations.”

And it’s equally important for the restaurant community to get their names in circulation.

For the Reserve folks, it’s a chance to introduce themselves to the public in a new capacity. Jessica Simmons, owner of the Reserve, says the last couple years have been a time of reinvention. The eatery opened in 2017 as more of a boutique hotel with a coffee and wine bar. The hotel is still part of the business, but in February 2020, Simmons hired chef Richard Smith, who had worked in Sarasota restaurants like Quay and the Bayou Tavern.

Smith helped design a new menu, and the restaurant did well upon opening. But then came COVID, and the Reserve had to figure out how to get customers through the door. Simmons and General Manager Sarah Edwards had to temporarily shelve the reinvented menu and do whatever they could to stay afloat during the pandemic.

“The team was amazing,” says Simmons. “We didn’t close; we were able to do barbecue and delivery. Customers and people in the neighborhood were so supportive. They kept calling.

“That’s really when we learned that the brand we have here at the Reserve is higher quality. Instead of having a lot of people and volume going through, we learned that it’s better to have beautiful food and a much-smaller menu. It really handed us an opportunity to figure out what would work and what could be special to make people want to come here.”

Smith, born and raised in Sarasota, operates a oneman kitchen and makes everything at the restaurant from scratch.

Simmons says the interior of the Reserve is meant to evoke a living room complete with a bookshelf, and she wants customers to get comfortable while they wait for Smith’s creations to come out of the kitchen.

“We had been on Savor a while ago, but it was with a much smaller lunch menu,” says Simmons. “Now we have the chef, and we can be proud of every meal that comes out the door. Savor has always been terrific to the community. I’ve been a part of the community SEE FEAST, PAGE 12A

for many years, and as a consumer, I love when Savor comes out. I go to all the restaurants in town. When I saw the opportunity, I said, ‘Let’s do this.

Let’s showcase what we can do.’”

Smith’s Savor dinner menu has given plenty of options to its hungry guests. Visitors can choose between the Ringling Salad, Pesto Pasta with Chicken, the Asian Delight or the Chicken Marsala as their main courses; Smith says that the Ringling Salad is a classic, with mixed greens topped with candied walnuts, bacon, strawberries and blue cheese crumbles.

But his Asian Delight is something that comes straight out of his own mind. It’s a choice of blackened salmon or seared tuna served with Asian veggies and fried rice.

“I tweaked it here and there with spices to give it that Asian flair,” says Smith. “I enjoy garnishing my plates.

That’s always going to be a highlight of my dishes. With the salmon, you don’t want to overcook it and dry it out. It’s probably one of the easier fish to cook. You can get away with the cooking time on it if you’re not a skilled cooker. Just a little spice; it absorbs spice. Salmon is a great dish no matter what you’re doing with it.”

Another newcomer to the Savor game is Tripletail Seafood and Spirits, an offering from the team that brought you the Gecko’s Grill & Pub franchise. Tripletail opened in February 2021, so it didn’t have an opportunity to showcase itself during Savor in 2021.

Executive chef Trae Peavey, who worked as a kitchen manager at Gecko’s for 10 years, has been presiding over the development of Tripletail. He says much of the menu is an elevated take on its sister restaurant, Dry Dock, and the restaurant is housed in the original location of Gecko’s at The Landings Plaza.

“It’s really fun to see people that have been to Gecko’s come here,” he says. “They walk in for the first time and see the change, and you can see their eyes light up at how different it is.”

Peavey, who has been working in kitchens since he was 16 years old, says the restaurant got its name from one of the area’s signature offerings.

The Atlantic tripletail is a fish known to local fisherman as one of the more plentiful and tasty in the Sarasota waters.

All of Tripletail’s fish come from Lockhart Seafood in Tarpon Springs, and Peavey says his servers are quizzed on how many tails the tripletail actually has.

It’s a trick question: The fish has only one tail, but it has two fins that appear to be tails.

“They don’t congregate like tuna or snapper would,” says Peavey of the top-feeding fish. “You can’t just go to a hole and pull out a bunch of tri-

pletail. People often overlook them because it looks like a plastic bag.

They like to hang out around buoys and crap traps; crab season is the heavier season for tripletail because there are crab traps everywhere.”

The tripletail dinner, of course, is one of the signature offerings on the restaurant’s menu.

Peavey also added a seafood pasta, chicken marsala, bourbon-glazed salmon and coconut shrimp dinner.

The shrimp, he says, comes with a pina colada sauce so good that he’s seen bar patrons ask for extra sauce and then tell the bartender to make it into a drink.

But it’s the tripletail, the fish that lent its name to the restaurant, that stands out. Peavey says the dish by itself represents 12% of his restaurant’s sales, which makes it a perfect thing to put on the menu and attract new customers.

“We put it over our yellow rice,” says Peavey. “It has a lot of umami, that savory, slightly sweet and slightly salty flavor. It’s a turmeric yellow rice, not saffron. The tripletail gets a light coating of flour, pan

seared. Then it goes on top of the rice, and it gets a lemon beurreblanc on top. We use a citrus syrup; it has lemon juice, orange juice and pineapple juice. Then we reduce that with sugar and white wine. We take that, mix it with heavy cream and add butter to it.”

Haley, who has seen Savor grow and mature over the years, says that this year is special because it marks a return to full capacity.

In 2020, Savor was switched lastminute to carry-out only, and last year it was a blend of sitting down and taking food to go. This year, she hopes that restaurants return to full dining rooms at a time of year that used to be pretty barren.

Haley says that the best part of restaurant week is trying new dishes and new restaurants, and she revels in hearing positive feedback.

“My favorite was a couple probably 10 years ago who emailed us,” she says. “They said they think of this as being on Cruise Ship Sarasota, and they tried a different one every night.

They loved it and looked forward to it every year, and I love that image.”

Connie Schindewolf is excited to be participating in Theatre Odyssey’s Ten-Minute Play Festival.

No rules for writers Connie Schindewolf gained the courage to show her art to the world in the Ten-Minute Play Festival.

C

onnie Schindewolf isn’t about to take the same advice she gave her students.

A drama teacher for 25 years and now a Bradenton resident, Schindewolf has enjoyed a productive second act as a playwright, and she’s come to the conclusion that a lot of writing advice is bad advice.

The dramatist has written more than 50 10-minute plays and eight full-length dramas over the past 15 years and owes her transformation in part to a local organization.

Schindewolf says she drew strength and confidence from participating in Theatre Odyssey’s Ten-Minute Play Festival, which will celebrate its 17th iteration next week.

“They did my first performance of a 10-minute play in 2007,” says Schindewolf. “That really gave me the courage to send my work out.

So, I sent started sending my work out and had quite a bit of success, mostly with 10-minute plays.”

The playwright says that she’s had 10-minute plays produced in 26 states, and her work has been performed in such far-flung places as London, Dubai and Australia.

The strange part, she says, is she could never find the time to write as a drama teacher in St. Louis.

“Teachers had summers off, and most of the summer I would spend reading scripts looking for something to direct or looking for something for my students to direct,” she says. “I read so many plays where I thought, ‘Wow, some of this is just junk. I can write better than this.’ It was a goal of mine for a long time before I started. And when I look back, I think, ‘You know what? If I’d have wanted to do it that bad, I should’ve just made the time.’”

Schindewolf ’s latest play, “Ancestry,” is one of eight plays that will be mounted by Theatre

Odyssey’s Ten-Minute Play Festival, and she’s won best play on two occasions at the festival. When she looks back on the things she taught her students, she says she’s not sure there’s any utility in trying to impose structure on a dramatist.

“Now I actually don’t teach any play writing, nor do I want to,” she says. “I just feel like it’s not an art you can put rules to and ask people to follow. For example, I read this in a book, and I told my students, ‘Don’t try to write a serious 10-minute play because there’s just not enough time for the audience to develop empathy for the character.’

“The first time I gave that rule, a couple students challenged it

Schindewolf has had time to think about the complexities of playwriting from a number of perspectives and been able to nail it down with a little bit of precision.

“A 10-minute play can be a germ for something bigger, but usually not a full length,” she says. “I have expanded 10 minutes into a one-act play, and I have changed one-acts into 10 minutes. The fulllength plays that I write, it’s a difference of having much more depth to the characters and more subplots that have to be worked out. But there’s certainly a comparison: A 10-minute play has a beginning, middle and an end, and so does a full-length play.

“They both have to have a main character who is facing a main conflict. The conflict has to be resolved at the end whether the main character gets what he wants or doesn’t get what he wants.”

Most of Schindewolf’s plays are in the fantasy genre, but they start with a bit of reality. She says she wrote one play, “The Grout Fairy,” because she was beleaguered and exhausted from cleaning all of the grout in her house.

Her latest play, “Ancestry,” is based on her daughter’s real-life decision to take a genetics test to learn more about her background.

The play is a comedy, she says, but she doesn’t want to give away too much of the plot.

The point is that she took a reallife episode and turned it into drama.

“My brain just kept working about what her results were going to be,” she says. “I can’t remember if I actually dreamt what they may be, but I came up with this crazy idea of the results she was going to get. My poor daughter, who goes to these plays and sees them. She knows that most of it isn’t true, but that I got the idea from something she’s been through.”

Now that she’s no longer teaching, does Schindewolf ever hear from her students? Of course she does, given the nature of our connected world.

In fact, she had one student resurface on an online group called The Playwright’s Marketing Binge.

“A student came back, and I recognized his name,” she says. “He says, ‘I don’t think you’re going to remember me, but I was one of your drama students, and I gave you a hard time. But I just want you to know you were influential to me, and I’m in New York trying to make it as an actor and playwright.’

“It kind of blew me away. He admitted it, but he must not have been too bad. I remembered him, but I didn’t remember him as being particularly difficult in class.”

and broke the rule, and they wrote wonderful dramas. I don’t follow the rules I taught to them because I don’t think they were good ones.”

The Ten-Minute Play Festival is open to writers throughout Florida, but Theatre Odyssey always works to mine local candidates. One of the writers in the festival lives in Lakeland, and two are transplants to Sarasota or Bradenton.

Schindewolf says she knows the two local playwrights, Lyle Landon and Keith Whalen, from her Sarasota Playwrights group.

Tom Aposporos, a co-founder and director emeritus of Theatre Odyssey, says the quality of playwright seems to improve every year. This year, says Aposporos, the festival received a record 106 submissions.

“We can see from the plays that we’re attracting very good playwrights,” he says. “One of our play submitters last year was a two-time Obie winner. We think that playwrights from all over the country must be bookmarking the Theatre Odyssey website.

“We’re getting plays submitted almost before we’re calling for plays publicly. We’ve been at it for a number of years now, and I like to believe we’ve developed a reputation for producing good-quality plays on stage.”

The first Ten-Minute Play Festival was a single-night, sold-out event in 2006. Now it’s grown to the point that it takes four days, and the plays will be performed at the Jane B. Cook Theatre.

For Schindewolf, who has had 14 plays produced by Theatre Odyssey, it’s becoming old hat. She says there was a point it would’ve been nerve-wracking to see her play produced, but since she’s had so much success with Theatre Odyssey, it’s more exciting now.

“There’s not the fear that you’ve got to win, but it’s that you want your play to come out as a good piece of art,” she says. “You’re happy to be in the festival because you know it’s an accomplishment.

Winning the contest is wonderful when it happens.”

But now they’re creating a full-length play completely from scratch.

The FST audience will control the troupe’s destiny by choosing the title of the play, but then Available Cupholders will create the plot, characters, dialogue and intrigue on the spot.

It’s a master class in improv and a good time to boot.

The Austin, Texas-based improv crew will also hold a few workshops while they’re in town for the FST audience, passing on pointers on succeeding at improvisation.

That’s boring and doesn’t apply to Longboat Key anyway. Why try to learn the alphabet when you can use the alphabet to learn about the Key? From A to Z, here are the ins and outs of Longboat Key.

A

ctive: Don’t think you could beat the Public Tennis Center regulars at their own game, and you’ll always see cyclists, runners and speedy dog walkers making their way up and down Longboat Key. No matter the season, Longboat Key residents are no slouches.

B

each-loving: Every Longboater probably has at least some sand in their car. How could you live in a beachside community without it? Some lucky residents live right on the water, while others have to make the grueling trek across Gulf of Mexico Drive to get to the beach. But no matter where you are on Longboat Key, you can smell the salt air. And who can turn down a beach walk?

D

apper: There are several fashion shows every year, and even the attendees put their fanciest foot forward. For black tie galas, the island’s residents show up glittering in evening gowns and sensible but fashionable shoes. The Lord’s Warehouse even tries to go green with its fashion show — green is the new black, after all.

E

ducated: At least 97% of Longboat Key residents have at least a high school education, and 65% have a college degree, according to the U.S. Census. Besides the mounds of knowledge that Longboaters bring to their everyday lives, there’s the highly popular Education Center at Temple Beth Israel, where curious residents can continue learning throughout their lives.

F

luctuating: You probably immediately thought of how much emptier the roads seem right now.

Longboat Key is crazy busy during the winter season, but that hustle and bustle drops off as snowbirds fly north. It’s like a college town: The full-timers get to enjoy the slowness

of life that can’t be found anywhere during the winter.

G

olf: There are only two golf courses on Longboat Key, but plenty of people and organizations try to make their way to the links. The Longboat Key Club rules the roost with golf and boasts men’s clubs, multiple women’s groups and several invitationals every year.

That’s not counting all the tournaments that churches and the chamber put on yearly. The director of golf is quite a busy man, but when you’ve got views like this, it’s not so bad.

H

igh-brow: There are no slapstick comedies here. Longboat Key residents tend to enjoy the finer things in life, like the theater, ballet and opera. Think of the countless hours residents spend in their cars trying to get into downtown Sarasota to see what’s at the Van Wezel and consider the fact that at least some residents want to bring a black box theater to Town Center Green.

I

nvolved: Longboat Key residents are always giving their two cents — which is far better than the alternative. Residents show up en masse to commission meetings, retirees throw themselves into volunteer work, and everybody seems to know everybody. It leads to the connected, small-town feel of the island.

C

haritable: Longboaters love to give and be seen giving. There’s a reason the Longboat Observer publishes the Nice List every year during the holidays. The Lawn Party nets thousands of dollars for the community, neighborhoods randomly donate to Sarasota organizations and some residents even put up six figures to renovate the dog park.

There might be a lot of money on the island, but some residents seem like they can’t give it away fast enough.

J

uan Anasco: J is for Juan Anasco, the residential street on the north end of Longboat Key. It’s named for a scout of Hernando de Soto, who manned the “longboat” as the intrepid pair navigated their way around the Key.

K

ayakers: The typical boat on Longboat Key probably has a motor, but kayakers take to Sarasota Bay in droves. Even during a blessing of the fleet, kayaks make their way to get a blessing, too — just like they do at Longboat Harbour every year.

CHARITABLE: Lynn Larson, Ken Schneier, Cynthia Craig, Bob Gault, Michael Garey, Chuck Whittall and Jim Brown hold up a check for the 2021 Lawn Party.

L

ucky: Though the involved residents are always trying to make things better, not one Longboat Key resident will deny that they’re incredibly lucky to live where they do.

Even when stuck in traffic, you can get views of the gulf in the right spot.

M

onkey Bar: It hasn’t been around for quite some time, but the Colony Beach & Tennis Resort’s Monkey Bar was the site of countless Longboat Key stories. It’s embedded in the fabric of the island.

And it’s coming back: The ghost of the Monkey Bar will return when the St. Regis resort opens, as early as spring 2024.

N

eighborly: During the pandemic, residents hosted block parties and toasted one another from their balconies. And before and after a virus kept residents apart, Longboat Key is a town of neighborhoods.

Condos host social parties, neighbors create task forces, and generally, the proximity doesn’t seem to dampen the urge to spend time together.

O

utdoorsy: The pandemic gave everyone an excuse to host their events outside more often — humidity be damned. There are plenty of beautiful places to explore on Longboat Key, such as Quick Point Preserve, Bayfront Park, Joan Durante Park and all of the beaches, but more often than not you’ll find Longboaters taking their parties

ickleball: The game is growing, and it seems as though players will never be sated. Tennis courts have been converted into pickleball courts, and forget about trying to get a parking spot at Bayfront Park during season. The pickleballers take over the whole place and tap to their hearts’ content. Just don’t think you can easily pick up pickleball if you’re a tennis player; you might feel and look foolish.

Gopher tortoises get holiday

William Stewart Cloud 1939–2022 William Stewart Cloud (Stew) of Longboat Key, Florida passed away on May 12, 2022 surrounded by family members at Sarasota Memorial Hospital.

Stew was born on January 23, 1939 in Bonne Terre, Missouri to Olive V. Cloud and Robert V. Cloud. Prior to obtaining a Bachelor of Arts Degree from the University of Maryland College Park he served in the Army, was stationed at Fort Belvoir, Virginia, and received an honorable discharge. While attending the university he met his loving wife of 56 years, Eleanor Backora Cloud.

Stew was an entrepreneur and established his own business. He designed and manufactured industrial braking systems. He was an avid runner and at one time completed the Chicago Marathon. Stew also obtained a private pilot’s license and earned an instrument rating.

He loved auto racing and particularly enjoyed watching his brother, John, compete in SVRA races. Stew once served as President of Country Club Shores Unit V and lived in the neighborhood for 26 years. He was a member of Christ Church Presbyterian USA. Stew was preceded in death by his parents Olive V. Cloud and Robert V. Cloud.

He is survived by his wife, Eleanor Backora Cloud, his brothers Robert V. Cloud Jr.

He was an avid runner and at one time completed the Chicago Marathon.

(Frances) of Lawrenceville, GA, and John Dell Cloud (Deborah) of Naples, FL, and many nieces and nephews.

Private services will be held at Sarasota National Cemetery.

DONATIONS: In lieu of flowers donations may be made to Moffitt Cancer Center Foundation or the Leukemia and Lymphoma Society.

h, no! You missed Gopher Tortoise Day. You’d better get them a really good gift for your oversight. The slowmoving natives’ special day came and went on April 10.

Terri Driver, who lives at Banyan Bay Club in the middle of Longboat Key, got them a card.

That “card” came in the form of a proclamation from the town recognizing the long residence of Delilah, the Banyan Bay Club gopher tortoise, and the family she’s created. Driver emailed the town about a proclamation for Gopher Tortoise Day, which was signed by Mayor Ken Schneier and Town Clerk Trish Shinkle. The proclamation recognized the longevity of the gopher tortoise’s life on Longboat Key and the importance of the animal in the ecosystem.

“We’ve lived here for 15 years, and the large female has been here the entire time we’ve been here,” Driver said. “I started talking to people who’ve been here for 30 years and they’re like, ‘Oh yeah, she’s been here.’”

Gopher tortoises can live 40 to 60 years in the wild, so Delilah is getting to be middle-aged. Females don’t move around much, so the Banyan Bay community is pretty sure it’s the same tortoise. But she recently grew her family. During the pandemic, Delilah got a visitor.

“I have no idea if she ever mated before,” Driver said. “I was like, ‘Oh here comes a smaller one,’ thinking it was a female, and after a couple days I realized: That’s a male. He was here two years ago and came back this year.”

Her visitor was named Sampson.

The Driver family are huge Grateful Dead fans and named both tortoises after a song from the group’s 1977 album, “Terrapin Station.” The

hatchling that came around was named Blind Willie, after Blind Willie Johnson, who wrote the folk song “Samson and Delilah.”

“I’m sure she’s had other names during her time here,” Driver said.

“We love the song, so we said, ‘Let’s name her Delilah,’ and the male comes through, so we’ll call him Sampson, and then the baby was born; of course, we’ll call him Blind Willie.’ Of course, he’s blind; he lives in a parking lot. He’s going in the wrong direction.”

Driver has seen another gopher tortoise farther north on the Key and says there are many on Sister Keys.

“During the pandemic, Sampson came around, and then a few months later we were getting out of the car and (my husband) Jeff was like, Look at this turtle,’ and I was like, ‘This is too early for sea turtles,’ and we saw this tiny yellow turtle with dots on it and googled it to find out that it was a baby gopher tortoise,” Driver said.

Often, gopher tortoises are removed from the premises because they’re threatened. Builders can’t do anything on land with a threatened species, so they pay to have them removed. It can cost around $1,500,

but Driver and the folks at Banyan Bay Club are perfectly happy with their neighbor. She’s quiet and only pokes her head out every so often.

The sea grapes grow rampant at Banyan Bay Club, and Delilah loves to eat them. Blind Willy also makes a home in the foliage, and luckily, when the sea grape cutters come around every six months or so, they’ve managed to give the tortoise family a wide berth.

“We can give her a place to live, and it’s amazing she’s survived in this area and continued to reproduce,” Driver said. “The holes they make are minimal; it’s not damaging the land.

“Maybe people have a misconception that it’s damaging my land or eating my crops. They pretty much nibble on grass and a few berries, and then they give homes to 350 other species. They’re an important species, just like the sea turtles, and it’s awesome that we can have one here.”

Lazy Lobster in Sarasota becomes Kacey’s Seafood Prices for menu items were rising, so owners decided to make a change.

f you want to go to the Lazy Lobster, the one on Longboat Key is now your only option — but doesn’t that just make it more special? Owners Michael Garey and Bob Fracalossy have converted the second Lazy Lobster in Sarasota into another location of their family restaurant, Kacey’s Seafood.

After three weeks of work converting the Lazy Lobster, the new seafood restaurant reopened on May 11.

“With these inflationary times right now, we took a look at the Lazy Lobster on Lockwood Ridge and the skyrocketing prices of lobster, steak, scallops, veal, ribs – all the Lazy Lobster types of protein – and we thought that location was going to reach special-occasion status,” Garey said. “Bob (Fracalossy), my business partner, said, ‘Why don’t we just make it a Kacey’s?’”

Kacey’s Seafood offers a more price-accessible menu than what the Lazy Lobster’s menu was becoming. There’s plenty of seafood on the menu, but the price points are lower with a smaller variety of entrees and fewer seafood options. Garey said he has already seen the benefits of changing the restaurant’s approach.

“The Lazy Lobster was founded as a neighborhood restaurant concept, so it’s affordable, you can eat there again and again, and I think we still remain a good bargain out here, but it was starting to get too high (in Sarasota),” Garey said. “We thought that making it a Kacey’s would bring us back to being a neighborhood restaurant you can go to often.”

The business partners added lunch, which has been doing better than they expected.

“It’s already exceeding our expectations,” Garey said.

Fracalossy and Garey came up through the Sarasota food scene via Cafe L’Europe and opened the first Kacey’s in 2013 after converting an old Quizno’s sandwich shop.

Kacey’s is named for their wives, Kay and Catherine, which Garey said was the only way they could persuade them to get on board with the idea. The Longboat Key Lazy Lobster opened in 2009 and has become a staple on the island, but Garey said he’s facing issues with

inflation there, too.

There’s a higher threshold for “affordable family restaurant” on the Key, but rising prices loom.

“We have the advantage here of being affordable in comparison,” Garey said. “I’m facing challenges here, like with filet mignon. Do I charge $43 or take it off the menu? I took it off the menu because I don’t want to be the guy serving $43 steaks.”

Boutique program helps Turtle Watch with donations The funds were raised through Sip and Shop events, at which the store shared profits with the Longboat group.

W

hen it comes to turtle nesting education, the clothing store J. McLaughlin has been a surprising source of information. Over the past couple years, store Manager Melanie Dale has hosted four Sip and Shop events to raise money and awareness for the work the Longboat Key Turtle Watch does. During the event, Dale donates 15% of proceeds to the organization.

Recently, the funds came to fruition in the form of a $970 check from Dale to the LBKTW. The funds aren’t earmarked for anything specific but will go into LBKTW’s pot of money. Usually, donations to the nonprofit organization are used for turtle patrol supplies, including nest marking stakes, donations to other likeminded nonprofits, and educational materials, such as pamphlets to hand out.

Other J. McLaughlin stores also host Sip and Shop events; the Longboat Key location has been hosting them since the store opened in 2015.

Specifically, the LBKTW has had 10 events there since 2017.

“The company wants to give back,” Dale said. “Out here, because it’s such a small community, it felt important to not be just another store in a strip center. We wanted to show that we’re active in the community.”

Dale hosts several Sip and Shop events a year to benefit local organizations, such as Save Our Seabirds

and the Longboat Key Garden Club, with whom she organizes two trunk shows a year.

At Christmas, she designated the Bay Isles Parkway J. McLaughlin store as a hub for people to donate nonperishable food for Our Daily Bread in Bradenton. She tries to link up with small, local organizations that make an impact on the community, and the places she supports have emotional

ties to community members.

“Melanie is a great asset to our Longboat Key community and our local nonprofits,” LBKTW Vice President Cyndi Seamon said. “She also gives us an opportunity to reach residents and visitors by offering these events at the Longboat Key location.

Even during the non-nesting season, we have enjoyed talking to people about our amazing sea turtles.”
