Surprise wedding bells St. Armands Key residents Dan Snyder and Tom Breit tied the knot Aug. 25 in a pop-up wedding ceremony.

Their home was filled with 35-40 friends who were there to celebrate Snyder’s 75th birthday, but during the party, they interrupted the festivities to get married. The surprise ceremony was officiated by their best friend, Michael Ramah. Beneva Fruitville provided entertainment and served as flower girl, the couple joked. The two were introduced by a mutual friend 40 years ago.

On Monday morning, Save Our Seabirds received around 40 calls regarding sick shorebirds. Since the red tide bloom started affecting the area, the nonprofit hadn’t received many calls about sick birds, but now the center is getting an influx, and it needs help. CEO David Pilston asked for volunteers to walk the beaches to look for more birds. But in addition to that, Save Our Seabirds needs towels, blankets, heating pads, puppy training pads and money to order worms and brine shrimp for the birds as they recover. ncumbents Bridget Ziegler, Shirley Brown and Jane Goodwin retained their positions on the Sarasota County School Board in non-partisan races Tuesday night.

Two of the races finished with single-digit margins.

In the District 1 race, Ziegler defeated challenger Nick Guy by just more than a percentage point (50.59% to 49.41%). Ziegler has been on the school board since 2014, first appointed by Gov. Rick Scott to fill a vacancy and then victorious in an election later that year. Ziegler has frequently found herself in the minority among a divided group — such as earlier this year, when the board voted 3-2 to give Superintendent Todd Bowden an “effective” rating and a more than $12,000 raise.

She hoped the board would be able to find opportunities to work collegially even if philosophical disagreements remain.

In District 4, Brown held off a challenge from Karen Rose 50.44% to 49.56%. Brown voted in favor of Bowden’s raise. Rose, a former Sarasota County Schools administrator and teacher, has criticized that decision.

Goodwin attracted just enough votes in a four-way race to avoid a runoff. She won 53.22% of the vote, defeating a field of three challengers. Pamela Gavette won 22.23% of the vote, Richard Linden won 13.26% and Justin Cody Willis won 11.29%.

In the Sarasota County Commission races, Christian Ziegler, Al Maio and Wesley Anne Beggs won the three primaries.

Ziegler won the District 2 Republican primary against Alexandra Coe 68.42% to 31.58% with all precincts reporting. He will go on to face Democrat Ruta Jouniari

HOW LONGBOAT VOTED

At the Manatee County Commission level, Manatee County AtLarge Commissioner Carol Whitmore beat out challenger James Satcher with 55.6% of the vote with all of the precincts counted.

Whitmore, who has served as a commissioner since 2006 and is a former mayor of Holmes Beach, advances to the general election, where she’ll run against non-partisan candidate Candace Luther.

“I pride myself on being hands on and I’m going to continue to do so,” she said.

A shift might be underway for the Manatee County School Board, with one incumbent ousted and another seemingly behind going into a runoff.

Former Bradenton City Councilman James Golden beat John Colon, who was appointed to the post by Gov. Rick Scott in September 2015.

District 2 incumbent Charlie Kennedy kept his post, beating out challenger Alice Kaddatz with 53.7% of the vote.

In a four-way race for the District 4 seat, School Board Chairman Scott Hopes will face Joseph Stokes, a retired educator and former director of elementary education for Manatee County schools, in a runoff.

Pride and responsibility were evident among voters casting ballots on Longboat Key on Tuesday, along with a little disappointment in the candidates.

Edie Winston proudly displayed her “I Voted” sticker as she walked out of Longboat Key Town Hall.

“I have never missed an election,” said Winston, 90. “It is an honor and a privilege to be able to vote.”

Winston was one of about 2,500 Longboat voters participating in Tuesday’s primaries. In addition to county commission and school board races in Manatee and Sarasota counties, a wide range of other local, statewide and federal races were on the party-specific ballot. When the Sarasota-side precinct opened at 7 a.m. at Town Hall, several people were waiting in line.

Town voters will have an opportunity for municipal elections next spring.

Winston, a 25-year resident of the island, said she was disappointed in what the candidates had to say about the issues. She also said the candidates were not forthcoming enough about how they would fix problems, and added no one stood out.

“None of them had that spark,” said Winston, a Long Island native and former health care worker. “You want that in a candidate. You can always tell when the artificial comes through.”

Bonnie and Richard Nulf, who live on the Sarasota County side of Longboat Key, said they were not particularly impressed by the latest round of office seekers.

“I found myself doing my own research,” Bonnie said. “I wasn’t informed enough.”

But her husband said it’s important to vote.

“It’s your right as an American,” he said.

Nancy Mueller, who moved to Longboat from Michigan, said she tired of the endless rounds of telephone calls from candidates.

“I always vote,” she said.

At Longboat Island Chapel, where Manatee County residents cast their ballots, traffic was relatively slow, said Jinny Johnson and Jackie Salvino, who were greeting voters as they arrived.

Neither Johnson nor Salvino could say why voter turnout appeared to be higher on the Sarasota side, but they said it could be because the larger condominium buildings are on the southern end of the island.

“Either way, it’s important to get the best candidates into office,” Johnson said.

NEWS OF THE DAY With a Caterpillar earth-mover and a mound of dirt behind him, golf course architect Ron Garl officially broke ground on the club’s Harbourside Red golf course reconstruction shortly after 2 p.m. Friday, Aug. 19.

“If you are here for the virgin spade of soil, as you can see, you’re a week too late,” Michael Welly, general manager of The Resort at Longboat Key Club, told the 20 or so spectators.

Garl said the contracting company, Vero Beach-based Total

Golf Construction, was so eager to get started, it began work on the course before its contract was signed.

The Red course, today known as Red Hawk, underwent a redesign that brought its greens up to U.S. Golf Association standards, and elevated several of the tee boxes. Garl said the Longboat Key Club invested more than $2 million in the reconstruction of the Red Course, and everything from the course’s sod to its sand will be new. Two hundred new sprinklers alone will cost $1,000 apiece.

The Resort at Longboat Key Club is preparing to spend about $100,000 on signage — another step in its project to reinvent the entrance to the south-end community.

Construction crews April 9 began rerouting the south entrance to The Resort at Longboat Key Club.

Club is still targeting Thanksgiving for completing the project, General Manager Jeff Mayers said, a goal which he hopes construction crews will meet.

“It’s going to definitely be an upgrade to the arrival experience to those residents who live behind the gates,” Mayers said.

While this project was framed

by Ocean Properties counsel John Patterson late this past year as an “in-furtherance” of a project to build a new 300-room hotel on the Key Club property, Mayers said there has been no further discussion about a new building since it was approved by voters in a 2015 referendum.

“It is coming together,” Mayers said.

Longboat Key dismissed three short-term rental fines last week in response to a challenge by a property owner.

The town dismissed citations

against Lynn Jacobs, who owns 511 Gulf Links Lane in Country Club Shores, and Jonathan Jones, who had rented the property as a tenant for less than 30 days, on the grounds that it had not provided sufficient evidence of a violation to issue citations to those

individuals, said Town Attorney Maggie Mooney-Portale.

Robert Lincoln, a lawyer representing Jacobs and Jones, wrote in a letter to the town that the details included on the citation issued to his clients were not sufficient in describing facts that constitute reasonable cause of a violation, an assertion to which the town conceded.

Jacobs faced $350 in fines and Jones, who had been renting the property on July 10, was fined $100.

Code enforcement officers will now be required to include “supplemental details to describe the violation” when issuing a citation, Mooney-Portale said.

But Lincoln further argued on behalf of his clients that the rules prohibiting short-term rentals were actually deleted from the books in 2014. The town disputes that claim, saying residential homes are defined elsewhere in the town code as a permanent dwelling for occupancy of 30 days or more, therefore serving as a rule against short-term rentals.

The section of the zoning code Lincoln calls into question is 158.132: the part of Longboat Key’s zoning code that defines tourism uses and has been referenced on citations issued in connection with short-term rental violations.

The ordinance passed in 2014 — ordinance 2013-20 — was “designed for the incremental development of large masterplanned communities,” town documents show. But that ordinance also deleted what Lincoln said he interpreted as the law prohibiting rentals for less than 30 days in residential zones and replaced it with a clause that he

argues does not have the effect of law.

“What you get from that section is it’s the purpose of the ordinance to expressly prohibit tourism uses, but no other part of the ordinance accomplishes that purpose,” Lincoln said in an interview.

The town, in its response to the letter contesting the citations, dismissed Lincoln’s argument that the town did not have a legal framework to prohibit short-term rentals on Longboat Key. “Please be advised that your clients’ property at 511 Gulf Links Lane is expressly prohibited from being utilized as tourism use for remuneration,” Planning, Zoning and Building Director Allen Parsons wrote in a letter dismissing the citations.

Mooney-Portale said the town has the authority cite to individuals because the use of a residential property for tourism is prohibited by its definition in the code book.

A residential property is defined by the Longboat Key Zoning Code as a property designed and used for occupancy for no less than 30 days.

“But what the town has asserted in citations and other statements is that [short-term rentals are] prohibited by 158.132 and I don’t think that works,” Lincoln said.

With Jacobs’ and Jones’ citations dismissed administratively — and without Code Enforcement Board action — the issues raised

by Lincoln will not be addressed in a public forum or court.

No other citations have been dismissed since July when the enforcement tool hit the books.

With years, possibly decades, to plan for the potential consequences of sea level rise, Longboat Key has been working with a consultant this summer to begin looking at what’s needed to stay ahead.

On Monday, in a public workshop, officials from Aptim Environmental & Infrastructure Inc., who have been studying the island since early July, said anecdotal evidence supports the notion of getting ready to get ready, even if forecasts indicate sea levels could rise 0.1 of an inch a year — possibly an inch by 2028.

“This will help us establish a foundation of what to do,” said Isaac Brownman, Longboat’s director of Public Works.

The town has already taken some steps, such as authorizing higher seawalls and planned installation of equipment in stormwater pipes to prevent higher-than-normal tides from flowing back into streets, as has happened previously, mostly on the north end of the island.

It’s the combination of storm surges and sea level rise that may cause a problem for Longboat

Key, particularly the north end where the island is lowest in elevation, experts said.

But town infrastructure, including buildings, pump stations and electrical equipment, are elevated enough to avoid most high-water events, experts said.

Aptim, which was paid $49,000 to conduct the assessment, is scheduled to appear before the Longboat Key Town Commission in October at a public meeting to reveal additional findings.

No specific suggestions were made at the meeting, held mainly to discuss flooding concerns and open up a line of discussion.

If the commission votes to move forward in October, then Aptim’s next step will be the defining the potential impact of flooding on the island.

That step will be followed by an adoption of a strategy to protect infrastructure and property, then the town will consider implementation.

Re-start START for real As usual, whiny Floridians are wailing for politicians to solve the red tide problem.

But we have seen this movie before. Here are a few ideas to do something about it.

“Historical references to fish kills and respiratory irritation suggest that blooms of the toxic dinoflagellate Karenia brevis have been occurring in the Gulf of Mexico since at least the first Spanish explorers sailed in the Gulf … “… Today, K. brevis blooms in the eastern Gulf of Mexico constitute one of the most predictable harmful algal blooms on earth …”*

I

n spite of that history and predictability, as a sign of the times (election season), typical whiny Americans (in this case, Floridians) are wailing at the political candidates to “do something” about red tide. They want government — or, rather, politicians — to eradicate a natural phenomenon that has been occurring for centuries, probably longer.

Ha. Who has confidence the federal politicians can pull that off? Or even state politicians?

We’ve seen this routine before.

Many longtime Longboaters likely will remember 1995, when a devastating red tide bloom engulfed Longboat and beyond.

The stench was so bad it required everyone to put a kerchief over his or her mouth and nose, and the piles of dead fish rivaled those of today, if not worse. It was the same story: bad for the economy, bad for sea life, bad for everyone. Everyone griped about it.

Fortunately, one of Longboat’s commissioners at the time, a retired Air Force general and Vietnam hero, Gen. James Patterson, had enough. All everyone did was complain; no one took action. So Patterson and a small group of concerned citizens started START, Solutions to Avoid Red Tide, a 501(c)(3) dedicated to what its name said — finding ways to eradicate red tide before it did its damage.

The key to its success, of course, would be money to fund research. And try as START’s dedicated members might, they couldn’t generate enough public or private interest. In its past three fiscal years, START has raised a measly $60,000 from private and government sources.

We all know how this works: We go from crisis to crisis, replacing the urgency of the first crisis with the urgency of the next one, forgetting the first one.

There was high interest to “do something” in 1996 after the outbreak, but as soon as the red tide dissipated, so did the enthusiasm (beyond START) to continue researching in earnest for solutions.

Again, after the devastating 2005 red tide outbreak that covered more than 2,000 square miles of the Gulf of Mexico, creating a massive sea life dead zone, red tide eradication efforts rose up the “do something” scale. But they subsided again when the algal bloom dissipated after February 2006.

Timing is everything, of course. And this time the red tide outbreak has struck at the right time — right before the elections. A made-for-candi-

dates issue.

But let’s watch how this plays out. Assuming red tide will be a memory by the time the Legislature meets in March, we’ll predict more of the same: There’ll be other crises and higher-profile issues occupying lawmakers’ agendas … guns, marijuana, public education, immigration, affordable housing subsidies, the environment (whatever that means), blah, blah, blah.

It’s always a question of priorities and choices.

As one wag told us, half-seriously and half-cynically: “Call in BP.” That private-sector company solved the 2010 Gulf oil spill — all the while paying out $60 billion in claims during the past eight years. Surely, it won’t take $60 billion to figure out how to contain red tide before it does as much damage as it has in the past.

Actually, there has been some progress on this front, in spite of the inability to obtain sustained funding. START reports three potential answers: 1) University of North Carolina Wilmington: “Scientists pretreated clams with cysteine, an amino acid that naturally occurs in the Gulf of Mexico, prior to their exposure to a red tide bloom. The treated clams accumulated less than half as much brevetoxin than the untreated clams in the control group. Used as a preventative measure to treat clams removed from their beds before a bloom arrives, this process offers the possibility of an effective preventative program without the chance of an unforeseen negative environmental impact.”

2) “Julia Kubanek [at the Georgia Institute of Technology] has successfully used Skeletonema costatum, a phytoplankton native to the Gulf of Mexico, to reduce toxicity in waters infested with red tide. Her work demonstrates that proteins released by the organism detoxify red tide’s brevetoxins. This finding could lead to developing an enzymebased additive or a proteinabsorbent resin to remove waterborne toxins.”

3) “Large amounts of silica naturally flow into the Gulf of Mexico from Florida’s rivers every year. Through his research efforts, Jason Lenes [of the University of South Florida] has learned that areas in the Gulf with high amounts of silica are populated with diatoms, a nonfood source for K. brevis. As the diatom population increases, it tends to crowd out Trichodesmium, a main nutrient source for red tide. This work could lead to ways of changing the nutrient mix that could shorten the

length of red tide blooms.”

But here’s the sad kicker to those three efforts. START also reports: “Funding for the continuation of these promising studies has unfortunately been eliminated due to cuts in Florida’s budget.”

Back when Patterson started START, he invoked that frequently used phrase: If we can send a man to the moon, surely we can figure out a way to stop red tide from inflicting the damage that it does.

This reminds us of Ben Franklin. In the early 1750s, fires were a problem in Philadelphia, often destroying homes.

Franklin started the first mutual insurance company, to which residents contributed funds to cover their losses in the event of disaster.

Similarly, perhaps this is an occasion for businesses in this region, if not all the way up and down the Gulf Coast, to form a red tide mutual insurance company — part of whose funds would be used to finance those three research projects or other promising solutions.

One issue of red tide insurance, of course, is the freerider dilemma. While many Gulf Coast businesses likely would see the benefit of such an insurance company, others not paying into the insurance fund would benefit at the expense of the few paying the premiums.

Another approach simply might be a red-tide taxing district, similar to the St. Armands Business Improvement District.

Its tax collections could be dedicated to two uses: research and eradication.

When we spoke to START board member and Longboat Mayor George Spoll this week, he lamented that at least 20,000 people have been involved in various ways in researching, writing papers, taking samples, etc. “But no one is coordinating this effort.”

Spoll wants Longboat Key to take the lead. After all, it’s the birthplace of START. Good idea: Restart START. And just as Patterson said: Quit talking about it.

Note: Mote Marine, on Aug. 17, posted this on its Facebook page in response to similar statements: Many of you have expressed curiosity about how research is funded at Mote Marine Laboratory, an independent nonprofit institution with more than 20 research programs, including several with a focus on Florida red tide. Since you asked, we’d like to answer!

In 2017 Mote’s Research Division got 13.11 percent of its funds from federal government sources and 25.41 percent of its funds from State of Florida sources (including competitive grants, agreements, specific appropriations, etc.), 19.54 percent from grants or agreements not involving federal or state government (examples could be grants from the Protect Our Reefs license plate, county-level funding, etc.), 1.32 percent from our institution’s endowment, and 40.63 percent from philanthropic giving from a diversity of individuals, families and foundations.

Some of you have been given inaccurate info about Mote’s funding, so we’d like to correct one point: The company Mosaic does NOT fund our research. In

the past they provided support for specific aquaculture research needs (mainly infrastructure) with common snook, and they have also provided small-scale funding for education, membership and event activities here.

What’s the bottom line? In the last 10 years, Mosaic contributions have amounted to less than half of 1 percent of Mote’s annual operating budget, averaging 0.12 percent. In the last five years, that average was 0.043 percent.

Of course, Mote has never been funded by what some call “big sugar.” Thank you all for fact checking with us, and we hope this information helps!

Colony memories: Monkey Bar was a happening place I was lucky to have Ohio friends who owned a condo at Beachplace on Longboat Key. I am writing this letter to inform everyone about my point of view on what’s happening with the red tide. I believe the phosphate mines are responsible for this horrific tragedy. According environment writer Craig Pittman, Mosaic mining is a supporter of Mote Marine. Consequently, you can’t rely on Mote Marine to find a solution.

One of the largest fertilizer plants, Mosaic sits about six miles southwest of Polk County.

This is where they turn phosphate rock into nearly 4 million tons of phosphorus every year.

When this process happens, it produces a ton of waste that is leaking into our rivers and oceans and eventually leading to the death of our marine life.

If you take a drive through the Florida peninsula, you will see the mountains of waste, which are called phosphogypsum. On top of each of these mountains you will find a pond of acidic waste water.

Despite public opposition, the Manatee County Commissioners recently voted to let them expand their mining to Manatee County. These mines are now coming closer to Manatee and Sarasota counties, which over time are going to pollute our water supplies.

You cannot rely on Mote Marine.

In closing, I would like you all to take the information given in

this letter and make your own decision on where you think this is coming from. I hope you all will support me and call your local commissioners to shut these mines down.

HOW DID THEY KNOW THAT? 2:13 p.m., 4800 block of Gulf of Mexico Drive Suspicious calls: A series of unexplained phone calls to a resident prompted a call to police.

The recipient of the calls told police she had received several calls explaining her back and knee braces were ready and would be shipped soon. While the woman acknowledged having back and knee problems, she said she never ordered such equipment.

The callers always claim to be working with Social Security and never asked for personal information. Still, the woman was advised to sign up for a monitoring service while she seeks to verify the calls through her physician’s office and Social Security officials.

MAKING A CONNECTION 8:53 p.m., 6900 block of Poinsetta Avenue Code enforcement: An officer checking out a report of a travel trailer encountered a man whose vehicle was connected to water and electrical service on a Longboat Key lot, a violation of town codes. The man said he had spoken to a city official who told him he was “grandfathered” because of the property’s multifamily status. The man said he was leaving soon with the trailer anyway and unhooked at the officer’s request.

PROTECT AND SERVE 8:48 p.m., 500 Bay Isles Parkway Traffic: A report of reckless driving brought officers to Bay Isles Parkway, where they found a 1998 Oldsmobile on the wrong side of the street. In speaking with the driver, they learned the 93-year-old man was lost and doesn’t drive at night.

After ascertaining the man was otherwise OK, an officer contacted a neighbor and drove him home to Bradenton.

A re-examination request was also filed with the state for his drivers’ license.

RUNNING LATE 3:07 a.m., 4500 block of Gulf of Mexico Drive Agency assist: Longboat Police were called to help Manatee County Sheriff’s Office deputies in the case of a white Chrysler van found unoccupied, locked and running in their county.

The Manatee deputies traced the ownership of the van to a Longboat residence and wanted to know if the owner was OK with the van’s whereabouts and status. Reached in Treasure Island, the owner said she had left the van at a friend’s home and would deal with it on her way home from Pinellas County.

OOOPS! 1:59 p.m., 3100 block of Gulf of Mexico Drive Gas leak: Police were called, along with Longboat Key Fire Rescue, to the scene of a natural gas leak. A construction crew ruptured the line while working. A gas company crew arrived to fix the line.

2016 FDOT suggestion backs up Longboat’s traffic-fix request Parking, crossing guards part of town’s proposal and also recommended in 2-year-old study.

Longboat Key leaders are using Florida Department of Transportation’s own suggestions to support recommendations to the agency on how to keep traffic moving through St. Armands Circle and, ultimately, along Gulf of Mexico Drive to the north.

Town commissioners suggested in June that FDOT and the city of Sarasota consider immediate traffic-remediation measures for nearby high-traffic intersections that affect Longboat. Now, town staff have found a report commissioned by FDOT in 2016 that recommends traffic measures for St. Armands Circle similar to what Longboat Commissioners proposed just months ago.

Those suggestions include using crossing guards around the circle for pedestrians and removing parallel parking on the north side of John Ringling Boulevard, west of the circle.

“I guess I would call it almost an echo of our recommendations,” said Commissioner Jack Daly, who helped draft the town’s short-term traffic improvement suggestions in May. The St. Armands Circle study was completed Sept. 15, 2016.

It analyzed the effectiveness of pedestrian traffic managers, or crossing guards, deployed Wednesdays through Sundays for four weeks in March of that year.

Jeffery Trim, president of the company contracted to do the 2016 study, said at the time that pedestrian managers did improve the intersection’s flow.

Vehicles stopped, on average, between 22% and 42% less often when crossing guards were present.

The guards stopped traffic only when groups of pedestrians gathered at a crosswalk, rather than allowing small numbers to cross at will.

FDOT consultants recommended further study of crossing guards — including scheduling and costs. But that add-on study, proposed for spring 2017 at a cost of $75,000, was never done. Both Daly and Town Manager Tom Harmer said they contacted FDOT and city of Sarasota officials to further discuss the possibility of doing that study in spring 2019.

“I’m disappointed that FDOT did not follow up on the recom-

mendations of their experts,” Daly said. “But having said that, I think it’s clear that they’re committed to moving forward, particularly with the pedestrian control measures.”

Diana Corrigan, executive director of St. Armands Circle Association, said she had no knowledge of the Longboat request to FDOT and Sarasota.

But Corrigan said she does remember when FDOT paid for crossing guards in 2016. It worked, she said, but only at the northbound exit to Longboat Key on Boulevard of Presidents.

There have been plenty of stud-

ies that begat a plethora of potential solutions to St. Armands Circle traffic, Corrigan said, but funding for improvements is limited.

FDOT is considering funding temporary speed tables in the circle, something Corrigan said stakeholders have been promoting for years.

“I don’t know where the funding is going to come from for these pedestrian traffic managers,” Corrigan said. “To take a broad brush stroke and say this is going to fix it for three months when nine months isn’t a problem, that’s hard for me to swallow.”

Daly said he would support a proposal for Longboat to partially fund the study.

But no matter what happens, Corrigan said, business owners and residents of St. Armands should be part of the conversation.

“If this is something that’s being proposed, I really think this should be discussed with the stakeholders on St. Armands,” Corrigan said. “They should have a say.”

FINANCIAL HELP Longboat officials remain in contact with county officials regarding Gov. Rick Scott’s emergency declaration and how it might affect the town with reimbursement for expenses connected to cleanup.

t’s been weeks since red tide spread to Longboat Key, and there’s no real end in sight. Scientists don’t know how long it will last.

But that doesn’t mean nothing can be done about it. Longboat Key Public Works crews have collected 142,880 pounds of dead sea life and other materials from island beaches and canals. To get an idea of how this work was going, and what obstacles the algae bloom presents, the Longboat Observer sat with Public Works Director Isaac Brownman to discuss the town’s action on red tide.

What is the town doing to stay abreast of this dynamic occurrence?

We stay abreast by watching the reports that come out of the Florida Fish and Wildlife Commission. They have a website that gets posted regularly with updates. Generally, it’s present.

We tour the island daily. Fire and Police departments will sometimes use marine patrol. We will check hot spot areas daily, we’ll get reports from residents, we’ll check those areas. And then several times during the week the Public Works Department will do a full islandwide assessment and the Police Department

is generally doing a full islandwide assessment. I know there’s a lot of frustration on the island; it’s an exercise of patience. It’s constantly changing — if I can use the word ‘ephemeral,’ which means very transitory. It moves in and out with the winds and the tides. And so we are keeping a close eye — our monitoring includes watching the winds for the day and the projections for the coming 10 days. How are those winds looking and what can we expect from those winds?

What are some of the challenges in combating the effects of red tide?

The challenge of the dead sea life accumulations is when to deploy. We have limited resources. And will it still be there when we deploy? Like I said, it’s so much a fluctuating event. The main challenge is we have a set of resources, and once we assign them to red tide, they’re not doing the other work that needs to be done on the Key. That’s our biggest challenge.

How do you balance the public requests about red tide with the island’s resources?

We do our best to keep folks in communication and to keep watching the way things are going on, because things are changing. The winds and tides change on a daily basis. What could be a massive collection in one area could be gone not even the next day but in a few hours.

It’s a frustrating and challenging event for everybody, so we’re doing our best to manage it, and if we need to employ further resources, we will.

How do you decide which areas to clean up first?

Based on our observation, it’s the one with the heaviest accumulations. When we talk internally about levels of accumulation, we talk about heavy, moderate and mild. Generally, were looking for moderate to heavy accumulations — those are the areas we target, where you have just masses of fish one on top of the other, which would be heavy, or moderate, where it’s approaching that. And where it’s actually staying in place. With the canal side especially, things can be in such constant motion, it would be a waste of resources to go out and to empty canals because the

natural tidal cycles may have already drawn them out.

At what point would the town hire a private contractor?

Basically, if we get to the point our ability to clear it out gets beyond our capacity. Right now, because most of the accumulations have been around mild to moderate, it’s been manageable.

And because it’s been so ephemeral or transitory, we’ve been able to manage that. One day we look at a canal and it’s full. We’ll get reports from residents saying my canal is full. Then in the next day or two it’s empty because of the tidal action. So if we get a large accumulation of fish that’s not going anywhere in multiple areas, and we’re just not able to clear those effectively, we would talk to the town manager about the possibility of hiring somebody, knowing we have budget constraints and that we could get a reimbursement from the state.

Because it’s not cheap to hire a private contractor.

n The 72nd Annual Labor Day Regatta, originally slated to launch on Saturday, Sept. 1, has been canceled.

Because Sarasota County issued a seven-day extension to the no-swim advisory, Sarasota Sailing Squadron Manager Craig Bridges informed all competitors and volunteers in an email Sunday that the regatta would be canceled.

“At this time, we do not foresee a window that will provide a safe and enjoyable experience for the competing sailors, friends and families,” Bridges wrote.

That is expected to be rescheduled. n The Longboat Key Chamber of Commerce also had to postpone its August Business After Hours until Sept.

13. Originally scheduled for Aug. 28, the chamber was going to host the event aboard the Anna Maria Princess.

nnette Rogers’ start in real estate was somewhat by chance.

Rogers was vacationing on Longboat Key and befriended one of the tennis pros at the Colony Beach & Tennis Resort. Rogers isn’t one to sit still, even on vacation, so she began working in the pro shop. That’s when the tennis pro mentioned his mother needed help at Coldwell Banker.

Rogers helped and was hooked.

Forty years later, Rogers, who will turn 90 Sept. 1, is still going strong and leaving a mark. In 2002, she sold $63 million of property.

Most recently, she received the Realtor Emeritus certificate, which is awarded to Realtors with four decades of service.

Today, Rogers is still a Realtor, now with Sotheby’s International Realty, though she slowed in the past four years to care for her husband, who died in 2014.

Before becoming a Realtor, Rogers was an art enamelist and batik artist, a nurse on-and-off

for four years and ran a hotel in Jamaica. She said her careers in those industries taught her skills that proved useful in real estate.

“You have to listen to what people are telling you and what they want and need and how much they feel comfortable spending, whether they should rent or buy, and send them to the right people to help them find the right place,” Rogers said.

Rogers has sold real estate from Anna Maria Island to Englewood and all points in between.

“There are all sorts of people, and you have to enjoy all sorts of people and adjust yourself and your own thinking to the people who you’re working with,” Rogers said.

Outside of the real estate world, Rogers became a fixture in the community. She was the one of the first three recipient of Girls Inc.’s “She Knows Where She’s Going” award.

Originally from Connecticut, Rogers was drawn to the Sarasota area because of the beaches and the arts. Throughout her time here, she has been a donor or involved with the Sarasota Ballet,

Florida Studio Theatre, Sarasota Opera, the Van Wezel Foundation and the Arts and Cultural Alliance of Sarasota County.

She also picked up a second hobby playing matchmaker.

“I’ve been responsible for several marriages, so I really should have been a marriage counselor,” she said.

In one instance, a decorator called Rogers and said she just moved to town and wanted to meet people. Rogers told her she knew a lot of women in town she could befriend, but the woman stopped her to explain. “No,’’ she said. “Men.” Rogers had a client whose wife had recently died, and the wife had told Rogers prior to her death that her husband shouldn’t be alone because he was too wonderful. The decorator told Rogers she wanted to meet this wonderful man, so over breakfast one day, Rogers introduced them by phone and that night, the decorator and the man had dinner.

“And they never stopped having dinner,” Rogers said.

It’s this knack for people and the knowledge of the culture of

Sarasota that Michelle BurkePhillips said makes Rogers so well-known. That, and her drive.

“Her work ethic is unbelievable,” said Burke-Phillips, Rogers’ former broker manager of Premier Sotheby’s at the Plaza Office. “The energy she puts into her work and the loyalty you give your clients, I’ve never seen anyone like that before.”

That energy is something that Rogers said new Realtors need.

“They have to have a lot of energy, and they have to be dedicated,” Rogers said. “And they really can’t have any other job at the time. [They need] dedication to their job and to be available any time people want to see other properties.”

Rogers recounted a time when she showed the same couple homes on the north end of Longboat Key and Englewood and she drove back and forth with them until they made a decision.

To Rogers, the luxury market, in which she specializes, isn’t any different from other real estate markets.

About 100 members gathered in their ’60s costumes to hear the sounds of The Beatles performed by The Glass Onion Band.

Before the band began singing, attendees enjoyed dinner, including dishes such as “Come Together Mixed Vegetables,” “Revolution Seafood Pot Pie” and “Rocky Raccoon Salad.”

Annette Rogers has been in the real estate business for 40 years after running a hotel in Jamaica.

“People want what they want and what they can afford,” she said. “You don’t just push them above what they can afford and sometimes, people shouldn’t be buying. You have to tell them, ‘Let’s wait awhile.’”

Burke-Phillips said Rogers is so well-known that going out with her means running into admirers.

“Every time I go out with Annette, whether it’s at the Longboat Key Club or Saks, someone will always come up and say, ‘You’re Annette Rogers aren’t you? You sold my parents or you sold me … ’” Burke-Phillips said.

“She has this aura of celebrity because people remember her, and I think it’s because she did such good work. She’d sell to parents and then [their] children, so I think that’s a legacy.”

Michael Saunders, CEO of Michael Saunders & Co., calls Rogers a master of the work.

“Over the course of her exceptional real estate career, Annette Rogers has certainly made her

Deborah Landau met Rogers 28 years ago when Rogers sold her apartment to her on Longboat Key. Landau, like Burke-Phillips, said her work ethic and loyalty are what makes Rogers special. Also, her fashion sense. Both women called Rogers a style icon.

“I think that she is true to herself, and she is generous and goodhearted, and she cares about the people. She cares about people on every end,” Landau said.

Asked if she’s retiring, Rogers said that’s a good question.

She’s looking at this birthday as a chance to find a new adventure.

“Ninety means a new passion and a new way of life, such as a word that makes you have to do something else, maybe. Give more or enjoy more,” Rogers said.

About 160 people attended the “Save Our Shores” dinner at The Sandbar restaurant on Anna Maria Island. Seven restaurants participated in the five-course long table dinner, including Dry Dock Waterfront Grill, Sandbar Restaurant and Anna Maria Oyster Bar. The event’s proceeds went to Mote Marine Laboratory and START: Solutions to Avoid Red Tide.
