Analysis shows tax savings under Sarasota County Longboat Key moves ahead with its study of one-county proposal.

If Longboat Key was incorporated entirely into Sarasota County, town residents currently in Manatee County would save about $2.5 million a year in taxes, according to Town Manager Dave Bullock.

In the reverse scenario, meaning the entire town was part of Manatee County, Bullock said Key taxpayers currently in Sarasota County would pay an additional $6.2 million.

The numbers come from a taxrate analysis for fiscal year 2017, which was conducted by the town.

In May, Bullock provided the findings to officials of both Sarasota County and Manatee County

for review.

“I have not heard back from Manatee yet but am confident that we are pretty close,” he said.

The Key is one of four Florida towns situated in two counties, and the largest by more than 2,000 residents. In May, town staff began exploring the costs, benefits and logistics of becoming incorporated into one county.

Along with two different taxation plans and millage rates for residents, the town’s staff deals with a variety of issues related to the unusual geographic situation, including relations with two county commissions, elections offices and more.

The decision to redraw district lines would be up to the state Legislature and require approval from the governor.

In Florida’s House of Representatives, a total of five delegates represent districts that cover Sarasota County and Manatee County.

Three of these districts cover

parts of both Sarasota and Manatee, while two cover parts of Sarasota only.

In the Senate, each county has one delegate.

Town Attorney Maggie Mooney-Portale said previous Florida legislation to redraw county lines has required the affected counties negotiate payment of debts within the county being exited.

Mooney-Portale added that recent examples of legislation to redraw county lines in Florida are few, but noted changes in the borders between Broward County and Palm Beach County in 2007, as well as Martin County and St. Lucie County in 2013.

Mayor Terry Gans said the town’s findings reflect his expectations, but affirmed that it’s still too early make any determinations.

“I think we need more discussions,” Gans said. “I don’t want to confirm any bias at this point.”

ichael Drake wants to give the history of Longboat Key a permanent home.

The Longbeach Village resident was named president of the Longboat Key Historical Society by the organization’s board on June 6. Now, Drake is working to raise money to move two historic cottages, which were built in the 1930s as part of the Whitney Resort, to make them a headquarters for the society.

In recent years, the Historical Society, which started in the 1980s, has struggled to maintain a presence on the Key. After the organization’s museum at Whitney Beach Plaza closed in 2012, former president Pam Coleman kept the society’s materials, including photographs, paintings and shell collections, in public storage — until the group could no longer afford the rent. The historic materials are now stored in Coleman’s home.

Drake said the state of the soci-

ety has been on his mind for years.

“It’s unfortunate that the town of Longboat Key has never made it a goal to give the Historical Society a home,” Drake said.

Now, Drake has assumed that responsibility, and he knows what needs to be done. However, to make his goal a reality, he doesn’t mince words.

“Fundraising needs to start immediately,” Drake said.

The cottages are currently located on the property of the Center for the Arts, which closed in May. In a sale negotiated by Realtor Reid Murphy, developer Jim Clabaugh purchased the 2.3acre site from Ringling College earlier this month for $1.85 million. Clabaugh intends to construct 12 single-family homes on the land. Demolition of the arts center buildings could begin within weeks, he has said.

Before the sale closed, Clabaugh agreed to donate the two cottages to Drake. As Clabaugh hopes to begin development this summer, Drake said it’s crucial the Historical Society raise the $45,000 needed to relocate the cottages as soon as possible.

Drake hopes to move the cottages to a 0.44-acre vacant lot at 521 Broadway St. He said he is talking with the property’s owner, Greg Ciccolo. Ultimately, Drake would like to see the Historical Society gain ownership of the land, but the talks haven’t

reached that point yet. The Manatee County Tax Assessor’s Office values the land at $337,000. It last sold in September 2014 for $350,000.

Longboat Key Planning, Zoning and Building Director Alaina Ray said the lot is zoned for residential use, but the historical society could apply for a special exemption to the code for nonprofit organizations. The exemption would need to be approved by the Planning and Zoning Board.

If the group files for this exemption by June 26, the Planning and Zoning Board could hear the case as early as Sept. 19, Ray said. She added that the cottages could be moved to the vacant property before board approval as long as the structures are placed on a foundation that complies with required flood regulations.

Drake said the $45,000 estimate includes constructing the foundation and moving the cottages.

The move will require the larger of the two cottages to be moved in

two pieces and reattached after relocation, Drake said. The site is near the corner of Gulf of Mexico Drive and across the street from a former gas station. The gas station site had been discussed as a possible home for one of the cottages, but it was recently put under contract to be sold. A new retail store and gas station is proposed.

Drake envisions the smaller cottage will be a museum while the larger one will have multiple uses, such as a community meeting space and place for lectures.

In March, north end resident group LBK North began a public discourse about the possibility of the town relocating the larger of the two cottages. The group’s Denton Crews said he was surprised when he heard of Drake’s own initiative.

Crews maintains that the cottage should be used for “a good, community-oriented purpose,” adding that the leaders of LBK North have not yet met to discuss Drake’s proposal, including how Drake intends to raise the necessary funds.

“One needs to wait and see what the plan is,” Crews said.

While Drake believes the historically designated Longbeach Village is an apt home for the Historical Society, he said the initiative is one for the whole island.

“It’s going to take all of Longboat Key,” Drake said. “I want the whole key involved in making the Historical Society what it always should have been.”

Proposed changes to Longboat Key’s sign regulations don’t thrill Realtor Thomas Fynes.

Fynes was one of about 25 people who attended an open house at Town Hall on Tuesday morn-

ing to discuss the possible changes. Like Fynes, many real estate agents in the room were vocal in their opposition.

“It’s really hindering us terribly,” Fynes said.

The proposed revisions the town discussed on Tuesday allow for two such signs on private property, each with a maximum area of 4 square feet. The rules would also prohibit signs on rights of way and require 30-day, renewable permits.

Open house signs were of particular concern. If an agent wanted to place such a sign along Gulf of Mexico Drive to advertise an event in Country Club Shores, the agent would need to place that sign on private property.

With two such signs permitted, only two open houses within that neighborhood could be advertised.

Based on the reaction and comments at Tuesday’s event, the Planning and Zoning Board will hear new recommendations at 9 a.m. Tuesday, June 20.

Among the recommendations: n One 2-square-foot sign at any time. n One 4-square-foot sign when a property is for sale. n An additional 2-square-foot sign during an open house for a

Daly to FDOT: Swing for the fences Commissioner hopes for big, deliverable ideas in study of barrier island traffic and its solutions.

When it comes to the SarasotaManatee Barrier Islands Traffic Study, Commissioner Jack Daly urges the Florida Department of Transportation to “leave no stone unturned.”

As Longboat Key’s representative on the board of the Metropolitan Planning Organization, Daly has been a proponent of the study since 2015. In May, FDOT announced the kickoff of the $675,000 project, in which the department will collect and analyze data to determine remedies for traffic problems on Longboat Key, Anna Maria Island and Lido Key, including the three accesses at State Road 64, Cortez Road and John Ringling Parkway.

After the first of the study’s steering committee meetings, which was held May 23 at Town Hall, Daly emphasized the significance of the study via a June 5 memo to FDOT. “Simply put, to use a baseball analogy, the (study) may be the final game of the World Series for regional traffic solutions, resulting in either a win or loss for the Islands,” Daly wrote.

hopes the department is looking past solutions that only take into consideration existing regional infrastructure, like the implementation of roundabouts and “Park-N-Ride” locations, which would allow motorists to park on the mainland and ride a shuttle to the islands.

Again comparing the situation to America’s pastime, Daly

referred to the aforementioned solutions as “important singles and doubles, which are essential,” but the study should also strive for “a home run.”

By “home run,” Daly means a major addition to the infrastructure of the barrier islands, including, but not limited to, a bridge or tunnel to Longboat.

The commissioner suggested

that, for now, the department focus less on the environmental and financial challenges of implementing such remedies, and more on “whether and how they would offer significant traffic mitigation” for the islands.

for the implementation of a $10 toll for through-traffic on Gulf of Mexico Drive for non-Key residents. Shaps believes his plan would reroute island through traffic to U.S. 301 and prevent FDOT from implementing roundabouts along U.S. 41.

Daly said the idea of making GMD a toll road is the kind of major infrastructure changes that should be considered in the study, and FDOT should determine the prevalence of current and future through traffic on the Key. “We’ve got a vehicle now that’s well-founded to make that kind of analysis,” Daly said.

The commissioner added that it’s too early to determine what the ideal solutions are, and, while he encourages public involvement in traffic issues, Daly said it will be likely more effective for residents to petition the state and federal government for implementation after FDOT’s traffic experts have determined specific recommendations.

“We need specific remedies to rally around,” Daly said.

Tom Freiwald, of the Revitalization Task Force, also stressed the importance of ensuring recommendations are realized and implemented.

“With the help of FDOT, this could be the first time ever that we had a traffic study that really did something,” Freiwald said.

Daly summed up his thoughts on how this study could mitigate traffic for Key residents.

“This is our one shot,” he said.

“This is our best shot.”

Coast Guard removes New Pass channel markers Since dredging cleared the way last summer, storms have pushed sand back into the passage, prompting action.

Depth in New Pass has become too shallow for safe navigation, prompting the U.S. Coast Guard to remove channel markers to discourage passage.

“Significant shoaling is causing hazardous conditions for boaters, and the Coast Guard can no longer safely mark the ‘best water’ in this channel,” Chief Warrant Officer Darren Pauly, aids to navigation officer for the Coast Guard in St. Petersburg, said in a news release.

In 2016, the town of Longboat Key dredged sand from the channel, re-establishing it for boaters.

However, after dredging finished, storms through the fall caused a build-up of sand in the area once again.

“We continue our best to mark the best and safest water in New

Pass,” Pauly wrote to the town last week. “However, we are running out of water. Removing all aids seems to be our only option at this point until it can be dredged again.”

Two channel lights will be converted into “Danger Shoal” markers with quick, white flashing lights, to be visible for three nautical miles.

The Coast Guard will remove nine channel buoys from the pass between Lido Key and Longboat Key, near the Mote Marine Laboratory and Aquarium, according to the release. Two will be renamed.

Because of the recent unpredictable weather, the Coast Guard is unable to set an exact date for the removal of the markers, but the work will be completed by Friday, the agency said.

Longboat Key Town Manager Dave Bullock said the channel has filled in before following dredging, and the nine months of passage was more than was expected following the most recent dredging.

The channel dredging was part of a $5 million project begun in August 2016 to bulk up the beaches on the south end of the island. North end dredging and

beach renourishment were also part of that project.

For now, boaters can still use the pass, if they feel confident in navigating without markers.

Otherwise, they will have to use Longboat Pass to the north to access the gulf, or make the trip south to transit through Big Pass.

“It remains to be seen if a new channel will open to the south as has happened in the past,’’ Bullock said.

When the resident asked which card, the caller disconnected. The officer told the resident it was likely a scam attempt. The officer provided a brochure on identity theft and told the resident how to block a number.

GONE FISHING 9:30 p.m. — 100 block of Sands Point Road Disturbance: A dispute between a man in a boat and a man on a dock over fishing prompted a call to police. The man on the dock claimed the man in the boat was too close to the dock and was trespassing. During the argument, the man on the boat yelled, “Why don’t you go back to Michigan where you belong.” The responding officer indicated the surface of the water is not private property. But, such a close approach to a private dock could be considered trespassing.

BE TOUGH ON PARTIERS With the Fourth of July looming, Longboat Key can deter unruly bacchanalia and littering with tough enforcement but also with advance warning. Let revelers know they’ll be fined.

You can be sure the proprietor (a Longboat Key resident) and his colleagues at Gold Coast Eagle, the distributor of Bud Light and other tasty beverages, cringe and hate it when they see their customers not drinking responsibly. There is always a minority of miscreants who spoil it for everyone else.

But as our staff writer John McGuire reported last week, holiday revelers on the north (and south) end of the Key have a tendency to go too far — to the point of violating laws and becoming a public nuisance.

To that end, Longboat’s police certainly had their patience tested last Memorial Day weekend on the north end of the Key: n 61 warnings for boating violations n 51 parking tickets n 25 boating investigations n 11 alcohol-related arrests n 8 alcohol warnings Add to that the day-after trash strewn all over Greer Island, also known as Beer Can Island, and the beach at the Broadway access.

This is nothing new, of course.

Indeed, there’s a reason Greer Island has had the nickname of Beer Can Island for decades. Being free and public, the beach and nearby sandbar on the west side of Jewfish Key, unfortunately, are manmade magnets for visitors. You can’t fault them.

But it appears, once again, the conditions are bordering on a tipping

point of being out of control, excessive, no longer acceptable.

What to do?

You can’t close the areas.

But you know the term: “Crime and punishment.” If you want to stop bad behavior, punish it to the point it hurts, so the threat of punishment serves as an appropriate deterrent.

That strategy, of course, has been around since Adam and Eve. And although it has not had a 100% success rate, by and large, it works.

Longboat Key Police Chief Pete Cumming is preparing for the Fourth of July weekend, scheduling greater numbers of officers and working with the town staff to post more warning signs. All to the good.

It probably would help to be extra explicit on the signs: VIOLATORS WILL BE ARRESTED AND FINED! In keeping with Longboat Key’s longstanding reputation as a place that is tough on crime, the upcoming holiday weekend also may be a time for law enforcement to employ a few extra strategies in advance.

Send out news releases to the local media (especially rock and country-

music radio stations) to spread the word that local law enforcement is asking Fourth of July celebrants to party responsibly, pick up after themselves and abide by the law. A good tagline would be a quote from Chief Cumming letting everyone know that violators won’t be warned, they’ll be ticketed and fined.

It might even serve well for Manatee County and Sarasota County parks representatives to be stationed at public boat ramps, handing out flyers and warning boaters that local law enforcement will be out in force — in patrol boats and walking the beach.

Sarasota County officials already say they’ll be handing out trash bags to beachgoers, encouraging them to do what everyone’s mother supposedly taught: Clean up after yourself.

It’s remarkable how much more pleasant life can be if you follow your mother’s advice.

BURN IT DOWN?

Longboat Key Vice Mayor Ed Zunz and Commissioner Jim Brown have it right regarding the deteriorating south fire station on Gulf of Mexico Drive.

The difference between renovating ($2.7 million) and building new ($3.6 million) is minimal, especially over 30 to 35 years.

Says Brown: “My gut feeling is we should be looking at a new facility.”

Scrape it. Build new.

by Thursday, as this edition hits the streets. Lauren Schenone, a spokeswoman for the governor, said: “All we’re saying is the governor will make a decision in the near future.”

The elected constitutional position will become vacant after June 30, when Florida CFO Jeff Atwater officially resigns. Atwater sent an official resignation letter to Scott Monday, although he announced in February his intent Pat Neal

Scott, meanwhile, had said he wanted to wait until after the legislative session to announce Atwater’s replacement.

In the interim, a slew of names has emerged as possible candidates. The most discussed: n Jacksonville Mayor Lenny Curry n Sen. Jack Latvala, R-Pinellas County n Patronis n Neal n Gruters “I’d love to get it,” Gruters told us.

“But I don’t think I will get it.”

Neal declined to comment.

Gruters said he has told the governor three times in face-to-face conversations he would like to be appointed.

But Gruters believes Patronis is the front-runner because of Patronis’ relationship and friendship with the governor. “Jimmy talks to him on a daily basis.”

As always in these political machinations, there is more to this than who’s buddies with the governor. On that score, you certainly could say Gruters ranks high on Scott’s list.

As chairman of the Republican Party of Sarasota County in 2010, Gruters was among the first in Florida Republican circles to go all-in for Scott in his first campaign for governor. Gruters drummed up big crowds at Scott rallies — a fete Scott etched in his memory bank. Gruters did it again in 2014 when Scott ran for reelection.

Another plus on Gruters’ side: He was Donald Trump’s state co-chairman in Florida — along with Susan Wiles, who ran Scott’s first gubernatorial campaign.

Here’s one more possible edge for Gruters: He’s a CPA. To that end, Sen. Latvala told Florida Politics editor Peter Schorsch Monday: “I’ve told the governor he should select Joe Gruters.

It just makes sense that the person in charge of the state’s books is a CPA.” Neal, meanwhile, in recent years has dipped in and out of the political pool, wavering off and on about getting back into state politics. He served in the Florida House and Senate from 1974 to 1986 and has been an active contributor ever since to political campaigns. Earlier this year, Neal made a $10,000 contribution to Scott’s Let’s Get to Work political action committee.

If you go beyond the friendships, the political intrigue comes into play this way: The CFO position is an elected position. One calculation Scott may take into account is which of the three top candidates would have the best chance of being elected in 2018 and holding on to that position for the Republican Party.

On that score, you could go two ways: n Gruters, as former vice chair of the Republican Party and strong backer of Scott and Trump, has more name recognition and a wide base of potential supporters. n Neal, however, has the financial wherewithal to fund a statewide campaign.

“It would be transformational movement in my career,” Gruters told us. “My experience is the governor likes younger people.” (He is 39; Patronis is 45; Neal is 68.) But that he will pick someone he is close with.

He already knows who he wants.

She was born on Aug. 25, 1927, in Hattenbach, Germany, and graduated from University of Heidelberg.

She attended medical school at University of Zurich, where she met her husband, Harvey Krieger.

Together they moved to Glen Falls, N.Y., for their medical internships. They settled in Detroit, where Inge became a pediatrician and faculty professor in the Department of Pediatrics at Wayne State University School of Medicine and program director of the General Clinic Research Center at Children’s Hospital of Michigan.

Throughout her medical career, Inge was passionate about research, having published numerous papers and the leading textbook on pediatric disorders of feeding, nutrition and metabolism.

Inge was a trailblazer who balanced her medical career with family and a passion for the outdoors and arts. She was an avid skier and sailor, among her accomplishments was skippering one of the first all-female crews on Lake St. Clair, Mich.

She was also a painter and wrote a screenplay and novel about her life.

After retirement, Inge enjoyed

Nancy lived in Belmont for 42 years and wintered on Longboat Key for 16 years, becoming a resident in 2001.

She was the assistant to the head of school and liaison with the parents’ organization for 10 years at Belmont Hill School. She was also president of the Boston Children’s Hospital League, which raised thousands of dollars for the hospital. She adored her grandchildren and loved playing with them as babies and spending as much time as possible with their school activities.

She was preceded in death by her son Tommy; parents Florence and Lester Mann; and sister Babs Reinfield.

She is survived by her husband of 56 years, David; children and their spouses, David and Claire and Steven and Suzanne; grandchildren Katie, Abby and Lily; and numerous nieces and nephews.

He was born in Kalamazoo, Mich., to Herbert and Viole Stapleton. On June 22, 1957, he married Joan E. [Sylvander] Stapleton.

Harvey graduated from the University of Michigan and attended the University of California, Berkeley, where he received his Ph.D. In 1961, he joined the faculty at the University of Illinois as an assistant professor of physics. During his tenure, he led 25 graduate students to their Ph.Ds and authored and co-authored more than 50 papers.

At the end of his academic career, he became the associate dean of the graduate college and retired in 1995. During his retirement, he enjoyed boating, fishing and his membership in the Longboat Physics Club.

t’s not often you find Monsignor Gerry Finegan alone.

Walking into the parish hall at St. Mary, Star of the Sea, Catholic Church brings him a flock of admirers.

On May 7 at his golden jubilee celebration, for example, it took Finegan about 30 minutes to make his way from the church to the hall. Once he arrived, it took him a bit more time to get seated.

Everyone wanted a hug, a handshake or to say hello. He turned no one away.

But sitting with him alone, he’s quieter, more reflective, humble, too.

brought him from St. Augustine to Pinellas County, where he taughy at Clearwater Central Catholic High School. He then served as chaplain at Cardinal Mooney High School and was pastor at Incarnation Parish in Sarasota before coming to Longboat Key in 2008. Two years later, Finegan received the papal honor of Chaplain to His Holiness from Pope Benedict XVI. Finegan, 74, who jokes that he is his parents’ favorite, and only, son, said he and his five sisters grew up involved in the church, which led him to become a priest.

“Well, it was about the example of my parents, Joe and Mary Finegan,” he said. “They were the example for me as far as the faith was concerned, the church was concerned. Their love and their respect for it.”

Finegan landed in Florida after missing a deadline to apply for a position in his home diocese in Cavan and was ordained for the diocese of St. Augustine.

In 2008, Finegan became pastor at St. Mary’s. Finegan preaches that you never know the good you’re doing, and he also wants people to know that someone is always looking after them, too.

“Greater awareness that they’re loved unconditionally by our God, and no matter what happens that he’s never forgotten us and never abandons us,” he said.

“I’m even more convinced of that now because of my illness. I was convinced of that before, but the power of prayer is unbelievable.”

Convinced because about a year ago, Finegan was diagnosed with prostate cancer and underwent radiation. He can’t walk far or stand for too long, but throughout his illness, Finegan continued to attend events and visit those who were in the hospital, who were sick or suffering, who wanted a blessing or to be anointed, parishioner Ingrid Wisniewski said.

“I think that the main thing is that he’s the heart and soul for so many of us...,” Wisniewski said.

Wisniewski met Finegan in 2008 shortly after her husband, Stan, died. Without ever having

met Stan, Finegan was able to deliver a homily at Stan’s funeral Mass that had Wisniewski’s neighbors believing Finegan knew the man his whole life.

“Whether they’re happy or sad, he just [does] all the right things,” Wisniewski said. “The right words, the right feelings, the right sense at the right time.

When you come here, and if you have an issue, he’s completely focused on you.”

Wisniewski said Finegan has an incredible joy for giving. When watching him at a baptism, you can tell the love he has for parishioners comes from within, she said.

“I think his reverence when he’s on the altar, and the way he can communicate with people and also … his warmth,” his sister Brigid Duffy said. “It just flows out of him for all ages, from very small, and you can see that at home with all the nieces and nephews and grandnieces and nephews. They all love him.”

And while the people at the Church of the Incarnation and St. Mary’s have left lasting marks on him, he’s humbled that he could do the same.

“What has been my favorite part? That God could take someone like me and use me to be a blessing for others,” he said.

ny looming rain couldn’t stop area chambers of commerce from having a bash.

The annual tri-chamber barbecue between Anna Maria Island, Longboat Key and Siesta Key took place June 9 in the Harbourside Ballroom of the Resort at Longboat Key Club.

The event, which was supposed to be held outside, was moved indoors after June 8 storms prompted the Longboat Key Chamber to post: “it’s raining… it’s pouring… but we’re not snoring.”

Members from the three chambers enjoyed a buffet that featured barbecue dishes including smoked brisket, chicken wings, ribs, baked beans, cheddar biscuits and cornbread.

Minglers enjoyed the sounds of beach music by Mike Sales, a 50/50 raffle and games.

espite impending storms June 10, the 16th annual St. Armands Circle Craft Festival was buzzing with artists and art enthusiasts alike.

From paintings to plants and jewelry to wooden signs, the variety of artwork was vast for the festival, which featured more than 175 participating artists.
