Retired Longboat Observer Senior Editor Dora Walters is a published author yet again … well, sort of.

After 26 years writing for the Observer, in 2015, Walters published her first book, “Rewind … Playback: A Collection of Life’s ‘Little’ Memories.”

In June, Walters announced her newest title, “Life in the Country, by Jake, Head of Security.”

Jake is Walter’s 20-pound Yorkie who serves as head of security by the Morganton Community Homeowners Association, where Walters lives after retiring in 2013.

For residents of Morganton, Ga., this comes as no surprise. Jake writes a weekly column by the same title weekly in the Fannin Sentinel.

It seems like it may be quite a lot of work for a dog, but he had some help. His feline sidekick, Lottee, is his chief deputy.

On the book jacket, Jake and Lottee say they are proud to report the Morganton community is one of the safest in Georgia.

Drilling brings town savings Town aims to begin construction of utilities project by the end of 2018.

As construction of one early detail of Longboat Key’s underground utilities project continues, town officials are working to complete plans for the entire venture.

Town Manager Dave Bullock said Projects Manager James Linkogle saw an opportunity for the town when he learned of a Florida Power and Light plan to drill beneath Longboat Pass to replace a primary power-transmission cable.

Linkogle suggested the town use FPL’s permits and contractor, DBE Utility Services, to run a 4-inch conduit under the pass during the related drilling project. This conduit is essential for the Key’s fiber-optic connection, which is one aspect of the project. Fiber-optic lines that link small, utility-pole-mounted antennas to the broader internet infrastructure are essential for a 5G network.

Linkogle said this fiber-optic system will provide the town

with a number of communication upgrades. “In reality, it’s still kind of an open door what the opportunities are,” Linkogle said.

Among the enhancements are improved cellular reception and emergency communications, as well as public Wi-Fi. In May, commissioners approved the town staff’s recommendation to issue a $200,000 purchase order to use FPL’s permits and contractor for the Longboat Pass drilling project. On Monday, commissioners approved $95,375 to perform the same work under New Pass.

Bullock estimates that piggybacking FPL’s drilling project will have saved the town “at least a few hundred thousand dollars” on each bore, though exact savings are difficult to determine.

For comparison, unrelated previous work to bore under Longboat Pass in 2014 cost about $2 million.

Linkogle expects the Longboat Pass drilling project will be finished by the end of July, and the New Pass drilling project will begin shortly after.

Meanwhile, survey work for the townwide underground utilities project is complete, Bullock said. FPL sent the town preliminary plans in May and now, CDM Smith, the town’s project manager, is reconciling the plans with actual conditions, based on first-

Bullock said FPL is estimating costs for the project’s electrical system, while CDM is estimating costs for all other project components, such as fiber and cable systems, as well as permitting and legal costs.

Bullock hopes to have this cost information by August to adjust the cost of the entire project. The town manager also noted that town staff is developing a website to keep residents informed about the project, and he expects it to roll out by the end of summer.

While a Florida circuit court judge validated the $25.25 million bond for the GMD portion of the project, the town needs to complete the same validation process for the second bond before construction can begin, Bullock said.

Project construction will be divided into five geographic phases, with the final phase connecting the northern and southern portions of the Key, Bullock said.

Town staff hopes to begin first phase construction by the end of 2018, Linkogle said, and the project is expected to take five years to complete. However, Bullock aims to get the process started sooner and finished earlier.

The Town Commission on Monday voted 6-1 to ratify a five-year contract allowing Tom Harmer, the Sarasota County administrator, to take over as town manager in December. Vice Mayor Ed Zunz cast the dissenting vote.

While criticism of Harmer was hard to find, criticism of the recruiting and hiring process wasn’t.

“I don’t think we can find a better person who has more of the right background for this community than Mr. Harmer,” said Commissioner Jim Brown.

“I don’t think we will be disappointed.”

On Monday, the commission had approved an already negotiated contract, which town officials said was based on Town Manager Dave Bullock’s 2011 agreement with the town.

Harmer will make a base salary of $187,000 annually — he makes $207,625 with the county.

In voting no, Zunz referred to Harmer as “extremely well-qualified for this position,” but took issue with the how rather than the who. “I have a serious problem with the manner in which we arrived here so quickly and found ourselves with only one candidate to discuss.”

FROM START TO FINISH

After commissioners first discussed the hiring process on June 5, Bullock said three people were on his list of prospective candidates. Ultimately, two were not available, but Harmer was his top pick.

On June 19, commissioners directed Bullock to pursue Harmer as a candidate. Then, Harmer met individually with commissioners.

On July 12, Harmer told the County Commission he had accepted Longboat Key’s offer, pending commission approval.

“He has the right experience and background,” Bullock said after Monday’s meeting. “More importantly, he has the right values and temperament.”

Commissioner George Spoll said the vice mayor was “reflecting a reaction” among some Key residents who desired an elaborate search bearing multiple candidates for the position. In early June, Spoll had suggested the town seek candidates nationwide.

“By selecting a group of people and comparing them and having that discussion, it validates the wisdom of your final choice,” Spoll said. “I’m not questioning, personally, the qualifications of Mr. Harmer. I don’t think anybody would do so.”

Former Commissioner Lynn Larson took issue that the contract was signed by Harmer and Town Attorney Maggie MooneyPortale before going to the commission.

“That’s wrong,” Larson said.

However, at the meeting, Larson urged commissioners to hire Harmer, but she implored commissioners to remove all auto-

GETTING TO KNOW HIM Harmer has more than 30 years’ experience in local government, including eight spent as city manager of Titusville, a town of about 44,000 adjacent to the Kennedy Space Center on Florida’s east coast. He has been county administrator for Sarasota since 2014.

After the positive vote, Harmer told commissioners he’s enjoyed his time as county administrator, but the chance to serve the Key as town manager is “difficult to turn down.” He added that he understands how important the commission’s decision is for the Longboat community.

“This is a unique opportunity. It doesn’t come up very often,” Harmer said. “I am here today very thankful that you initially thought of me.”

Planning and Zoning Board Chairwoman B.J. Bishop said the chance to hire someone with Harmer’s qualifications is a “rare opportunity,’’ adding any question of whether Bullock followed the commission’s direction is “insulting” to the “great work” Bullock has done.

LOOKING AHEAD In June, Assistant Town Manager Mike Hein expressed interest in the job. Bullock hired Hein in late 2015. Hein has more than 25 years of experience in public service, including a four-year stint as city manager of Tucson, Ariz.

Believing he was speaking on behalf of the town staff, Hein said he is excited to work with Harmer, who brings years of local experience to the job.

“I enjoy working with the

community and hope to further contribute in whatever capacity,” Hein added.

Like Hein, the members of the Longboat Key Revitalization Task Force are eager to learn Harmer’s vision for the Key, according to Chairman Tom Freiwald.

“We’re very happy for the new town manager,” he said. “We look forward to working with him.”

Bullock said the transition will be smooth.

“After three months, everybody will forget my name,” he said.

CO NVE RSAT I ON WITH DAVE BRENNER The former vice mayor sat down with us to talk about Longboat Key’s future.

ave Brenner started visiting Longboat Key in 1967. He’s lived on the island permanently since 2000. Although he had no real intention of getting heavily involved in town business, he served as vice mayor and commissioner and co-founded the Longboat Key Foundation. We sat down with Brenner to talk about what big issues he thinks Longboat is facing and where he sees the Key going in the future.

What issues do you think are biggest on Longboat today?

Well, short term, this whole discussion about the Colony Beach Resort is pretty obvious, but I think it’s a bigger issue than the just the Colony. It gets to the future. What kind of tourist construction do you want to see?

The No. 1 issue, and maybe for the state, is going to relate to sea-level rising. I’m not a scientist or what have you, but if you raise the sea level here, I’ll say 3 feet, I’ve got a hunch my property goes, or if I’m forced to rebuild, it’s certainly not going to be where it was. If the canals on the other side are 3 feet higher, the bottom line is you’re going to have less buildable land, and then you get the whole question, well what do you want that to look like? So, I think it gets talked about as if it’s a theory.

I think the sea-level issue is going to be the thing that’s going to make a big difference here if nothing is done about it. The state is nothing but coastline.

Do you think if more people lived here more than six months some of these issues would get solved more quickly?

I think there will be more attention to it. I think the apparent lack of interest by the public in governance has had an impact.

I ducked into the charter review committee. I think there were two people in the room.

for example, is such an issue, which it is to many, why wasn’t the room sort of jam-packed?

They’ll care over coffee and tea or write letters, but seriously that’s one of the shortcomings of the short-term visitors because if I’m coming for two weeks’ vacation, I can’t imagine spending a couple of days in a town meeting. But, that’s where those kind of decisions are made.

To do many of those things [density] costs money. It’s going to impact your taxes. Most people don’t like to see their taxes go up, particularly if they don’t know why they’re going up. It’s sort of a crazy situation.

Do you think there needs to be younger voices around the island?

The answer is yes, but the real problem is how are you going to do that? I mean, for the sake of argument you take what’s going on for, I don’t know, the past 15 to 20 years. The impact of the computer and the internet and the ability to communicate, it’s entirely different. If Longboat had a different kind of communication network, even the part-timers might say, “Well, I can do this. Yeah, I’m home in Akron, Ohio, but I can pay attention better to what’s going on on Longboat Key because that’s my second home.”

There’s a planning element that goes to all of this that does not get attention. I think one of the reasons you see all the hullabaloo about the underground

utility project is, it’s a futureoriented project and most people don’t really think about it ... you’ve really got to take them through the whole process.

I’m not really sure as a community we’ve done as good an education job as we might have to tell people, “Let me tell you what’s going to happen on the underground.”

As I say, some of this is futureoriented, some people’s eyes are going to glaze over. [They say] “I’m not really concerned about that because I’m not going to be here.” That’s a true statement, but that’s a different problem for Longboat Key. People don’t give a damn about the future.

Why do you think people want to limit tourism?

Well, traffic is clearly the big issue, but when you have overloads of people, which we tend to get, you get other problems.

Just a case in point, I think it’s fair to say that security on this Key is pretty good. [There’s] a competent police department.

[They’re] on top of things. They know people and what have you, but it’s for all intents and purposes geared toward a certain level of a population. But I’m sure in that period from December through March the security gets stretched.

nice things about being here on Longboat is that I don’t think about that. Most of the people you see either say “hello” or “how are you” because you feel like you know them even if you don’t. That’s hard to come by.

You can’t legislate that. That’s an enormity kind of feeling.

If you have hundreds of people, you put your head down and you plow through wherever you’re going.

Where do you see Longboat in 20 years?

Well, ideally, I’d like it exactly the way it is, but I don’t think that’s going to be the case. I think these external factors (density, climate change and a rising sea level), if not dealt with, are going to make it less appealing and much more like every other tourist town.

If we don’t deal with the density issue in a thoughtful way — I think that part of The Colony Beach Resort thing has a lot do with it — then you’re going to have, at least for a little while, an explosion of people.

But at some point, those people are going to say, “Well, I went to Longboat Key. It was awful. I had to wait in line for everything. Getting to the beach is not what it used to be because the sea levels have risen and there is no beach.”

Even if your goal is to have the place exactly like it is now, that is probably a pretty good goal.

Kiwanis Club changes up meetings KATIE JOHNS STAFF WRITER

As steadfast as the Pancake Breakfast and Gourmet Lawn Party, the Kiwanis Club of Longboat Key has met at the Tavern and Whiskey Bar for its weekly meetings since 2010.

However, starting with the July 20 meeting, which will begin at 11:45 a.m. at The Lazy Lobster, the meetings times will change.

“We want to try to make the organization more accessible, if you will, to people who can’t make it to breakfast,” club President Steve Branham said.

The club will meet on the first Thursday of each month for breakfast at the Tavern and Whiskey Bar. There will be no meetings on the second and fourth Thursdays. The third Thursdays will be luncheon at various restaurants, such as The Lazy Lobster.

A fifth Thursday rule, for months where it applies, was also implemented. The club will gather at a home or restaurant for a wine and cheese social.

Right now, the club has about 50 members, Branham said. The average attendance at breakfast meetings in season is 16 to 20 people and off-season around 10 to 12, Branham said.

Attendance for previous lunches has been between 20 and 35.

The breakfast meetings will handle Kiwanis business, and the luncheons will feature guest speakers.

A portion of Longboat Key property taxpayers’ bill will help pay off a 2016 bond for beach renourishment.

Town commissioners on Monday approved Town Manager Dave Bullock’s recommended maximum property-tax rate, leaving the figure unchanged from last year. The actual rate can be reset lower in the final budget, but state regulations prohibit exceeding the approved rate.

Town officials say that since 2016, property values increased 3.67% in the Sarasota County portion of the Key, and 8.93% in the Manatee County portion, making for a combined increase of 5.17%. The operating tax rate, which applies to the entire island, was set at 2.1144 per $1,000 of taxable property value.

Additionally, tax rates were set to cover beach renourishment and debt service. In June 2016, the town borrowed $10.7 million to fund beach nourishment projects, which began that year. The debt requires annual payments of $2.8 million, requiring the commission to set beach bond millages for the town’s two beach erosion

control special districts: n District A consists of all residential properties west of Gulf of Mexico Drive and all commercial properties on the island. The district will see a beach bond rate of 0.7272 per $1,000 of taxable property value. n The beach bond rate for District B, which consists of all other Key properties, will be 0.1818 per $1,000 taxable property value.

The town also makes a $285,000 annual debt payment until 2019, which accounts for an additional tax of 0.0514 per $1,000 taxable property value in both districts.

When all of these factors are included, the total millage rate for fiscal year 2018 for District A will be 2.8930. For District B, the total millage rate will be 2.3476.

For a home with an assessed value of $500,000, that amounts to a $230 decrease in District A and a $70 decrease in District B. The 2018 fiscal year budget will be subject to first reading and public hearing at the Sept. 11 Town Commission meeting.

The Zoning Board of Adjustment meeting scheduled for July 20 has been canceled.

The next scheduled town meeting is set for 10 a.m. Aug. 14, when the Code Enforcement Board gathers at Town Hall.

Her contract with Longboat Key began in July 2013 and expires in June 2019. The contract specifies that certain general counsel services fall under a monthly retainer of $20,312.50. Most other services are billed at $235 an hour.

Mooney-Portale asked commissioners in June to eliminate the retainer fee in favor of an hourly rate of $235 for all services.

Town Manager Dave Bullock said the change would account for an increase of nearly $76,000. In 2016, the town paid her $243,750.

Among Mooney-Portale’s reasons for the raise: n David Persson of her firm, town attorney for 23 years, was paid $235 per hour in 2012. n Issues unforeseen in 2013, when her contract began, drove up retainer hours. These issues include the town’s underground utilities project and code enforcement matters, as well as referendum requirements and the town’s divide between two counties.

The contract amendment is effective Oct. 1.

Done before the vote Tom Harmer is a good choice for Longboat. But the chronology of his hiring is curious: He executed a contract before commissioners voted to hire him. So much for transparency.

S

o much for hiring slowly. And for transparency.

Nevertheless, by all indications, Longboat Key has lucked out again on the town manager front, with the hiring Monday of Tom Harmer as the successor to retiring Town Manager David Bullock.

How the town landed Harmer wasn’t exactly a model for open, public business. Indeed, the chronology was odd: n June 5: The Town Commission agreed to have Bullock begin a “targeted,” 30-day search for candidates to replace him — after which Bullock would ask commissioners how they want him to proceed. n June 19: The commission directed Bullock to pursue Harmer, currently the Sarasota County administrator.

Harmer expressed interest in the job, and individual meetings between commissioners and Harmer followed.

According to Longboat Key Mayor Terry Gans, in the ensuing weeks, Bullock informed commissioners he was going to prepare a draft of an employment contract with Town Attorney Maggie Mooney-Portale.

Gans said “Bullock had my permission to proceed. He did not poll commissioners, but I presume he did not encounter reasons that … would cause him to stop.”

Gans also said he understood that the contract being prepared would be subject to Town Commission approval and that it “was to be based upon Mr. Bullock’s contract, which I found to be an important point.”

On July 12, Harmer announced to the Sarasota County Commission he had accepted Longboat Key’s town manager position. That same day, Bullock sent a memo to Longboat commissioners containing an employment contract signed by Harmer.

“Mr. Harmer has executed the contract,” Bullock wrote, “and I submit it with my highest recommendation for approval to the Town Commission.”

Absolutely amazing. Even tragic. The Republicans railed against the proven failure that is Obamacare for years and voted at least half a dozen times to repeal it. It was the most important issue of the entire 2016 election.

Who or what is at fault?

But there is only one source of failure: the failure to understand.

The root reason why Obamacare will last the current regime is intellectual.

We should take it for granted that everyone in this debate wants more, better, cheaper health care for all. The intellectual failure is a lack of clarity about how to get there.

A real free market in health care would provide affordable, high-quality health care for all, not as a matter of right, but rather as a matter of market logic.

How do we know?

Look at any market that is largely free.

The impossibly brilliant and complex smartphone went from luxury to mainstream in a mere 10 years. The same is true for millions of services, from groceries to clothing to home appliances to software.

The driving logic of competitive markets is to provide universal access.

Even in other forms of health care that are free of government control, we see this trajectory. Pet care is affordable, universal and available at so many levels.

Cosmetic surgery is the same. You can get nearly anything done to your body for less than the typical deductible of standard insurance. And consider free health care markets abroad: in a place like Lebanon, prices are one-tenth of the U.S. for great service.

In today’s peer-to-peer economy, I can get a burrito delivered to my desk for $6, with no advance subscription service. I can get my groceries brought to my home for a small service fee. I have access to all

public meeting for the commissioners’ approval to present a contract to Harmer? And for the commissioners to approve in a public meeting the terms of the contract — or at least parameters of the terms — before they are presented to the prospect?

Yes, the town charter specifies one of the duties of the Town Commission is to hire the town manager and determine the manager’s compensation. But the charter does not say how those two duties are to be conducted — in the open or out of public view.

Think of a different chronology.

If, say, Bullock came to Monday’s Town Commission meeting with an item on the agenda to recommend the hiring of Harmer and terms of his hiring, that at least would have conveyed to voters: 1) they had an opportunity to be heard before this decision is made; and 2) it was an open, transparent process.

It wasn’t. But let’s not blow this out of scale. It’s not Longboat’s version of “Russia, Russia, Russia.” Nonetheless, the chronology of Harmer’s hiring should serve as a reminder that when Town Commission business is conducted out of voter sight, such behavior damages and weakens the public’s trust in its elected leaders.

Now put all that process aside. In the end, it appears from all that we have witnessed during his tenure at Sarasota County, Tom Harmer is a high-quality choice for Longboat Key’s next town manager. But expectations will be high — especially because commissioners considered him as their only candidate.

The system is not working, but there is no mystery about what would fix it: an open and competitive market.

The free market delivers prosperity to all. It would do the same with conventional health care. The evidence for this assertion is everywhere around us, so present that ideologues have to shuck and jive to deny it.

Why can’t we get there? The people with decision-making power lack confidence in the solution simply because doing so would require a level of understanding which they seem either incapable of or unwilling to embrace. The belief that you can legislate your goals into being has subverted the courage it would take to repeal everything that stands between us and a free market.

Member steps down from planning board The Longboat Key Planning and Zoning Board is down one member. George Symanski resigned from the seven-member board because he will be relocating from the Key. In a June 30 letter, Board Chairwoman B.J. Bishop thanked Symanski for his 13 years of service to the town, praising him for his guidance and his “commitment to ensuring that projects and legislation submitted to the board for review were appropriate and in the best interest of the town of Longboat Key and its citizens.”

“You have generously given up your own time to support the vision of the town and its future,” Bishop wrote. “It is with regret that we are losing you as a member of the board, but we wish you and your family all the best for the future.”

Symanski was serving a three-year term, which began in May 2015.

Town Clerk Trish Granger said the town will begin advertising for Symanski’s replacement in August. This replacement will serve the remainder of Symanksi’s term, which ends in May 2018.

The Town Commission will consider candidates at the group’s regular meeting on Sept. 11, Granger said, adding that commissioners will have the option to select a candidate or continue advertising.

He graduated from Patrick Henry High School in Minneapolis, Minn., in 1953.

He married Donna Rose Schake, his high school sweetheart, on March 30, 1956, at The Little Brown Church in Nashua, Iowa.

He earned a bachelor’s degree in business administration from the University of Minnesota.

Tom was employed at Standard Register, Wisconsin Power and Light, Central Maine Power and retired as CEO of Central Vermont Public Service in 1995.

Tom and Donna retired to their beloved “camp” of 40 years on Maranacook Lake in Readfield, Maine, during the summer and to Longboat Key during the winter.

He was preceded in death by his sister, Anne Webb Fish.

He is survived by his wife of 61 years, Donna; daughter Jodi Webb; sons Todd Webb and Tim; grandsons Tanner and Skylar Webb; and numerous relatives and friends.

He was born on March 30, 1932, in Cambridge, Mass., to the late William and Anna Green.

He graduated from Boston University College of Arts and Sciences. He served in the United States Army during the Korean War. Stephen graduated from New England College of Pharmacy and purchased a Liggett Rexall Drug Store in Malden, Mass., which he operated for 25 years.

He was a past master of Shawmut Lodge in Boston. He and his wife, Joelle, retired to Longboat Key in 1988. While there, he worked as a pharmacist at Kmart for 18 years.

Stephen enjoyed playing the piano, traveling, theater, concerts, tennis, swimming and walking. He was passionate about religion and politics.

He was preceded in death by his brother, Albert Green; sister, Marion Green; and son-in-law William Grant.

He is survived by his wife of 57 years, Joelle Parnes Green; daughters Helaine Grant and Nancy Cook; son David Green; four grandchildren; two brothers-in-laws; one sister-in-law.

WHO LET THE DOGS OUT? 11:38 a.m. – 525 Bay Isles Parkway Animal rescue: An officer called to the Shoppes of Bay Isles questioned a woman about dogs that had been reported left behind in her car. The woman said she had been gone just a short time, which the officer confirmed based on the 911 call and his response time. Still, he instructed her on how quickly temperatures can rise in a closed car and cautioned her about being more careful. The woman said she understood.

WAKE UP, LEAVE 12:25 a.m. – 6400 block of Gulf of Mexico Drive Suspicious person: Police were called to the parking lot of a church on a report of a suspicious person in a pickup truck.

The officer who arrived reported finding a sleeping woman in the cab of the truck. The woman said she had no place to stay, so she pulled into the church lot. She was told she couldn’t sleep in her truck, and she drove off, leaving the Key.

FISH IN A BARREL 1:25 a.m. – 700 block of Broadway Suspicious person: Police arrived at a private dock to talk to a pair of men who were fishing.

They had arrived by boat and were taking advantage of underwater lights that attract fish.

There were no wants or warrants connected to the men. They were asked to leave.

9:09 p.m. – 2500 block of Gulf of Mexico Drive Disturbance: An officer arrived to the beach adjacent to a condominium community after a complaint about fireworks. The officer saw people with sparklers and asked them to stop. The people told the officer some others had been launching bigger fireworks just before the officer’s arrival.

NO ONE OWNS THE VIEW 12:27 p.m. – Longboat Police Department Public service: A man from out of town came to the Police Department to say he had questions about his rights on the beach. Management of the inn at which he was staying told him to move his family’s pop-up awning on the beach because it was blocking the view of a guest who complained. Management said he would have to comply because the inn owned the beach property all the way to the water’s edge.

Police said that was not the case, and he had every right to place his awning as he desired on statecontrolled property seaward of the dunes or the high-water mark in the sand at high tide.

Bird Key Yacht Club preps for upgrades A new pickleball court and expanded dining area will accommodate growing membership.

Bird Key Yacht Club just finished a $2.6 million renovation of its marina last fall, but the club isn’t finished making improvements.

In June and July, representatives for the yacht club filed plans with the city for two more projects on the premises. One would add a pickleball court and enhanced landscaping, and the other would expand the club’s outdoor dining deck.

The club originally filed plans for the pickleball courts last October. Those courts, six in total, would replace 18 parking spots in a lot on the property. The club would be left with 133 parking spaces if the city approves the plan.

Adding space for pickleball, a paddle sport frequently touted as the fastest-growing sport in America, is designed to provide another amenity for people who use the yacht club.

“One, we really wanted to upgrade the landscaping and the waterfront,” said Brian McCarthy, the owner’s representative for both projects. “We felt the

area could be better utilized for something for the benefit of our members.”

The yacht club must obtain a major conditional use permit to replace the parking spaces with the pickleball courts. McCarthy said the club has already worked with nearby residents to assure them the project won’t cause any problems. The club even held a pickleball demonstration to address concerns about the noise the courts would generate.

“Nothing like getting out and hearing it to convince people it is a relatively quiet sport,” he said.

City staff said there is no date set for the community workshop, but the intent is to hold it in early August.

The club is also asking the city for a variance to the code that would permit a 550-square-foot expansion of a patio and dining area along the water. City regulations mandate a 30-foot setback from the waterfront; the proposed expansion would be just less than 10 feet from the water.

McCarthy said the plan to expand the dining area is a response to increased interest in the club, particularly after the marina project was completed last year.

“Everyone’s extremely happy with it and excited,” McCarthy said. “It’s just turned out to be phenomenal.”

or Sheila Loccisano, picking a favorite photo is like picking her favorite child.

The mother of eight can’t

do it.

And it makes sense.

Loccisano wakes up at 5 a.m. every day and begins tapping her phone camera as soon as her toes hit the sand. By the end of the day, she accumulates about 200 photographs.

Loccisano, 50, isn’t merely hoarding the photos. She’s building a brand. Loccisano is the face behind @followmetolongboatkey, an Instagram account with more than 9,000 followers.

“I try to capture things that other people just walk by,” Loccisano said. “I try to notice the small things that otherwise go unnoticed.”

Loccisano walks the beach several times a day. She walks at sunrise, in the afternoon and evening and then at sunset.

“When you see the blue water in the afternoon, it’s like, ‘How can it get any better than that?’” she said. “When you see the beautiful sunrise it’s like, ‘Oh my goodness, it’s the start of a great day.’ And you wait all day for sunset.”

Loccisano walks local beaches from the tip of Anna Maria Island down to Siesta Key. “It’s just beautiful. There’s not many people on Longboat Key, so you can get some really awesome pictures,” she said. “Lido is beautiful, Anna Maria is beautiful. They’re all beautiful, but they

Loccisano started her Instagram account after encouragement from one of her daughters.

For the past 18 months, Loccisano has been posting about three to four pictures a day. She splits her time between Longboat Key and Atlanta, but the pictures never stop. Because she takes so many photos, Loccisano is able to post every day while she’s in Atlanta.

“It appears that I’m here every day on the beach 365 days a year, but I’m not,” she said.

Although starfish and sand dollars are coveted beach finds, they aren’t always abundant.

Loccisano always carries a shell or sand dollar in her pocket just in case nothing turns up on one of her walks.

“I look, and then I might have a sand dollar in my pocket to add another dimension that makes the picture look better, but I try to use whatever is popular that day,” she said.

However, if her caption says “I found the biggest sand dollar today,” or something of the like, she found it that day.

“I’m not telling stories,” she said.

Loccisano says, it’s important to note that any starfish, seahorses, ghost crabs and other live marine life in her photos are left on the beach in their natural habitat.

Loccisano hopes to continue growing her account — she gains about 1,000 followers every five to six weeks — and possibly partner with Longboat restaurants and resorts.

Loccisano’s followers often ask her for restaurant recommendations. Among those she gives

hat tips to are Mar Vista, The Lazy Lobster and Dry Dock. And though she hasn’t recommended resorts yet, she hopes to partner with some that might give her followers discounts when they book and mention her account.

But for now, Loccisano continues to wake up at 5 every morning — without an alarm — and heads to the beach.

She has to continue her mission.

“If somebody is in Minnesota and wants to be at the beach, I want to bring them the beach,” she said.

For the past 18 months, Sheila Loccisano has been sharing the beach with her 9,000 Instagram followers.

Sailors hunt for treasure

he youth sailors were on a hunt on July 12, but not just any hunt. It was a treasure hunt.

Campers in the Sarasota Youth Sailing camp at the Sarasota Sailing Squadron had to follow a set of clues to get them to their final destination: a bucket of candy.

After completing a scavenger hunt on land, sailors, most of whom were under the age of 12, took to their sailboats and explored Sarasota Bay. They found their first clue on a whiteboard that read, “What is our favorite place to be?

Sail to our pirate at the land under the sea.”

Sailors headed toward a camp counselor standing at a sandbar who gave them their next clue. Their final clue led them to the edge of Longboat Key, where they found the “X” that marked the spot. Before heading back to the sailing squadron, they each enjoyed a piece of candy.

Campers explore South Lido mangroves

W

ith paddles in hand and sunscreen, hopefully, applied, the marine explorers headed out July 14 to the South Lido mangroves.

The campers, part of the Marine Explorers Camp of Sarasota County Parks, Recreation and Natural Resources Camps, were ready for a morning on the water. Throughout the weeklong camp, participants had the chance to stand-up paddle, snorkel, kayak, swim and explore the barrier islands all with experienced guides.

Along with the South Lido mangroves, explorers earlier in the week paddled around Sarasota Bay and the Jim Neville Marine Preserve.
