Publix has opened a Sarasota store in a newly developed center that eventually will house the county government’s new administrative offices.

The Lakeland-based grocer’s new 48,387-square-foot store is in Fruitville Farms, a mixed-use center being built by Manatee County-based Benderson Development.

Benderson, in a statement announcing the opening, says Publix is the first tenant in the development at the intersection of Fruitville Road and Lakewood Ranch Boulevard. The center, when complete, is expected to have 150,000 square feet of restaurants and retail space and 600 multifamily units. It will also be the site of the new 120,000-square-foot Sarasota County Administration Center. The county is building its new offices in there after selling its previous building and two adjacent parking lots on Ringling Boulevard in 2021 to Benderson for $25 million. Sarasota County commissioners decided to sell after learning it would cost $32 million to upgrade it and maintain the then 35-year-old building through 2031.

Benderson, founded in 1949, is a prolific local developer that’s grown into

a national player with a portfolio that includes more than 800 properties in 41 states totaling more than 55 million square feet.

In September, the developer bought two Publix-anchored shopping centers in a six-week period. One of those was the Olde Village shopping center at 55 N. Indiana Ave. in Englewood. The other was in Pompano Beach.

As for the new Sarasota store, it is one of three Publix is opening in Florida this month. That includes a 39,600-square-foot store in Homestead that opened April 4 and a 38,127-square-foot store that opened Thursday in Palm Beach County.

Thus far this year, Publix has opened 12 stores, including one each in Tennessee and Georgia. In all, it operates 1,374 stores in eight states. Of those, 870 are in Florida.

According to its most recent earnings report released March 1, sales for the fourth quarter of 2023 were down 4% to $14.7 billion when compared with the same period the previous year. The company blamed the decline on there being one less week in the quarter, saying if the additional week had been excluded sales would have been up 2.8%.

The Federal Emergency Management Agency has given Lee County a 30-day extension to avoid a ratings downgrade that could raise resident’s flood insurance premiums by 25%.

The county says it was notified by FEMA in a letter about the extension and that staff was reviewing the details.

In a statement, the county says local leaders met with FEMA on April 8 and that shortly thereafter received the letter granting the extension. FEMA did not respond to an email seeking comment.

The county and several of its localities have been fighting for nearly two weeks to avoid losing a discount that comes with its ranking in the National Flood Insurance Program’s Community Rating System.

The county’s current rating is a Class 5, which qualifies policy holders for the 25% discount.

On March 28, FEMA informed officials in Lee, Bonita Springs, Cape Coral, Estero and Fort Myers Beach that its rating would be downgraded to Class 10 beginning Oct. 1 and would no longer qualify for any discounts.

The agency has said the county did not meet the requirement to qualify to maintain the rating due to the large amount of unpermitted work, lack of documentation and a failure to properly monitor activity in special flood

hazard areas, including substantial damage compliance.

Local leaders have disputed that, saying they complied with all the requirements.

Since the downgrade was announced, the county and localities have said they would try to overturn the decision. And FEMA has said it is “committed to helping communities take appropriate remediation actions” to maintain their rating status.

According to FEMA records, there are 139,658 NFIB policies in force in Lee, with coverage of $35.5 billion.

Guilty plea in tax evasion case

A Sarasota woman has pleaded guilty to attempting to avoid paying federal income tax on more than $1 million in earnings from her Port Charlotte roofing business.

Olga Dedovets, who coowned Suncastle Roofing in Charlotte County, pleaded guilty to one count of making a false statement in a 2017 tax return.

According to the plea agreement, Dedovets admits to willfully making a false statement in her 2017 tax return.

Waterfront project gets approval

The Tampa City Council approved the rezoning and a comprehensive plan amendment for a 33-acre mixed-use project in Ybor City. The rezoning passed unanimously, and the amendment passed 6-1. A second pair of votes are scheduled for May 2.

The project will bring 6 million square feet of new development to the waterfront near Ybor City, including 500,000 square feet of office space, 800 hotel rooms, 150,000 square feet of ground floor retail space and 4,750 residential units.

Construction, engineering firm sold

Apollo Construction & Engineering Services, a Hillsborough County-based general contractor focusing on industrial, commercial and institutional projects, has been sold.

The new owner is Irvine, California-based Z10 Group, a business consulting group in construction, manufacturing and home services. Terms of the deal weren’t disclosed. The deal closed March 13.

Based in Ruskin, Apollo Construction & Engineering Services was founded in 1987 by Thomas Kamprath who remains president. The company has done work at the Piney Point Phosphate Plant in Manatee County and installed fans for the baggage handling tunnel at Tampa International Airport. It’s also done work at the Port of Manatee and the TampaHillsborough County Public Library.

A Bradenton bar owner faces up to five years in prison and $40,000 in fines over four slot machines authorities say the establishment was operating without a license.

A 100-year lease between the airport and New College expires in 2056.

A made-for-TV movie filmed almost entirely in downtown St. Petersburg debuted April 11 on the Lifetime Movie Network.

The movie, according to a statement from Visit St. Pete/Clearwater, is called “Roommate Regret.” The promo for the movie states “Things get dangerous for a young, first-time homeowner after she rents her spare bedroom to a charming, British music producer who will stop at nothing to get what he wants.”

Local spots viewers will notice include Main Event Boxing Gym, Johnny’s Restaurant and Pizza, Parkshore Grill, Three Birds Tavern, Clear Track Studios, Green Bench Brewing, St. Petersburg Police Department and Straub Park.

“It’s rewarding to work on projects that highlight our amazing community and capture the essence of what makes this city such a sought-after destination for visitors and filmmakers looking for that special and unique

element that will bring the storyline to life,” St. Pete/Clearwater Film Commissioner Lisa Dozois says in the statement.

V isit St. Pete/Clearwater officials say that beyond the cameras, a 33-person production crew led to more than 200 booked hotel rooms in the area, with additional direct spending in the destination.

“Roommate Regret,” originally titled “Bad Tenant,” is one of some 15 movies filmed in Pinellas County in the past five years. The trend comes after the Florida Legislature, in 2014, ended a program that provided incentives to production companies to film TV shows and movies in the state. “Spring Break Nightmare,” to cite one example, a movie about a surfer who gets kidnapped while in Pinellas County for a surfing competition, was filmed in early 2022 in St. Petersburg, Gulfport and the beach communities of Indian Rocks Beach, Madeira Beach and St. Pete Beach.

‘Sweet spot’ DataSnapshot

Manufacturing is booming in Florida and rivals tourism and agriculture in the contributions it makes to the Sunshine State’s economy.

T hat is one of several major findings from the 2023 Florida Manufacturing report recently released by FloridaCommerce and FloridaMakes, a publicprivate advocacy program for the industry.

“When you think about Florida and Florida’s identity and its brand, you don’t necessarily attach it to manufacturing,” FloridaMakes CEO Kevin Carr tells the Business Observer.

Florida’s manufacturing output, or GDP, was $73 billion in 2022, an increase of nearly 68% from 2014 when it was $43.5 billion. “There’s no similar growth to that across the country,” Carr says.

The number of employees in Florida’s manufacturing industry and the wages they earn are also on the uptick, according to the inaugural Florida Manufacturing report. Florida reached 422,800 manufacturing workers in September 2023, passing both Georgia and New York to become the 10th largest state in the country for manufacturing employment.

facturing industry earned on average $74,647 annually. That is 17% above the average annual wage for all industries in Florida, which is $63,811.

The Florida Chamber Foundation set a goal for Florida to be in the top five for manufacturing employment nationwide by 2030. “If Florida enhances its focus on the importance of manufacturing and maintains its current acceleration in both manufacturing employment and its resulting manufacturing output,” the Manufacturing Report says, “it is very likely this goal will be achieved.” Carr is a believer.

state,” Carr says. “The one (sector) that’s really driving a lot of it is aviation and aerospace. Florida is just in the sweet

spot when it comes to growth. We’ve gone from a couple launches to over 100. That has done nothing but draw more companies into the state and that has helped change our chemistry.”

Aviation and aerospace manufacturing are the fastestgrowing segments of manufacturing in Florida over the past 10 years, the report says.

And aircraft are not the only vessels being made in Florida. The Sunshine State leads the country in boat building. It is also the second-largest in medical device and equipment manufacturing, the report states. Contact lens manufacturing, in particular, was singled out as a strength and area for growth, with Jacksonville’s Johnson & Johnson Vision and Tampa’s Bausch & Lomb “producing a significant proportion of the contact lenses for the Western Hemisphere,” the report states. Contact lens manufacturing contributes $2 billion in revenue to the state each year, the report found.

“That report is, hopefully, a wakeup call,” Carr says. “When you look at manufacturing, you have to put Florida into the equation. It’s part of our brand that we don’t talk about yet in general.”

Takeaways from the 2023 Florida Manufacturing report include:

n Employment in manufacturing has grown by 23.3% in Florida since 2014.

n Wages are growing faster in the manufacturing industry than other sectors. The 2022 average annual wage for manufacturing workers increased by $4,650, or 6.6%, from the previous year, greater than the average annual wage change for all industries, which was an increase of $3,512, or 5.8%, a year.

n Three regions — East Central, Tampa Bay and South Florida — account for nearly half the state’s manufacturing employment. Statewide, there are nearly 25,000 manufacturers. Tampa Bay has more than 3,500 manufacturers and over 68,000 workers.

n While the highest concentration of manufacturing is in urban areas, rural areas remain home to manufacturing activity as well. For example, manufacturing accounts for 14% of employment in Liberty County in the Florida Panhandle.

n Florida is the fifth-largest employer among states for semiconductor manufacturing, which contributed $3.7 billion to the economy in 2021.

n For each 100 jobs manufacturing durable goods, another 744.1 jobs are sustained indirectly.

When Stephanie Conners visited the Tampa home of Sidd Pagidipati in November, she didn’t really know what to expect.

A month earlier, BayCare Health System had announced it was building a new standalone children’s hospital on St. Joseph’s Tampa campus. Not long after that, the local businessman and philanthropist called her saying he wanted to meet.

Armed with what she says were bold ideas to pitch, Conners, president and CEO of BayCare, and Kate Sawa, president of the St. Joseph’s Children’s Hospital Foundation, made the trip to see him.

C onners says Pagidipati listened to their ideas and then said no.

He, instead, wanted to talk about his parents. They were celebrating their 50th year of marriage and the 50th year in the United States. In honor of the dual milestones, the family wanted to make a donation to the children’s hospital foundation.

The amount the family wanted give: $50 million.

“When we walked outside, we just grabbed each other’s hands,” Conners says.

“I would say, I don’t know that we expected something so transformational and that monumental. But I can’t say it surprised me, knowing him, knowing his family. It just fits who they are. And they’re truly special. They’re a special family.”

THE THOUGHT

Devaiah Pagidipati, a Harvardtrained pediatric anesthesiologist, came to the States first, while his wife, Rudrama Pagidipati, a pathologist, finished her medical studies in India. The Pagidipati family initially settled in Memphis, Tennessee. Devaiah, at one point, was chief of anesthesiology at St. Jude Children’s Hospital in Memphis. Both have practiced medicine their entire adult lives and have run businesses focused on improving health care. That includes starting, and later selling, the HMO Freedom Health

The family moved to Florida in 1991, settling in Ocala. In 2005 they started Freedom Health.

The idea for the company, according to a 2009 Business Observer profile, came from personal experience. Rudrama had opened Suncoast Labs in Ocala in 1989 and needed to insure the lab’s employees. Sidd reached out to a local broker.

The children of uber-successful health care providers wanted to make a big impact with a $50 million investment. Mission accomplished.

“I waited between three and four weeks for a proposal, and what I got was outrageous: $400 per employee a month,” Sidd Pagidipati told the Observer. They decided to go into the business themselves. Devaiah made connections within Florida’s provider network, while Sidd studied up on state statutes to learn what it would take to start the business.

Sidd, meanwhile, says the seed of the idea for donating to the children’s hospital — his two children were born there — was planted during a tour of the existing facility last year, speaking with doctors and administrators and, later, learning of its plans.

The timing couldn’t have worked out better.

With their parent’s dual anniversaries approaching, Sidd, brother Rahul and sister Srujani wanted to mark the events with a big gift, something that showed their gratitude. A beach house was among the options.

But the parents didn’t want, or need, more.

What they wanted, Sidd says,

was to do something that had a lasting impact and continued their lifelong work.

Sidd says his father sought an investment that would have a multigenerational impact.

It’s important to note that he calls the money an investment — not a donation. That’s no accident nor is it a turn of phrase. He sees the money and the work the hospital does as improving the community for the future, getting medical care to kids who may otherwise not have access.

“First and foremost, I don’t believe in charity,” he says. “I think it’s the wrong word. I think the connotation is that we’re giving people a handout, and it almost feels like putting down someone. What I believe in is opportunity. We want to be able to help create equal opportunity for people to live the American dream. If you don’t have your health, you’re not going to have the ability to take advantage of opportunity.”

THE GIFT

While $50 million is a whopping

amount, St. Joseph’s Children’s Hospital was merely the second Florida hospital to announce a gift for that amount within a three week period.

On March 19, Baptist Health South Florida announced Kenneth Griffin, founder and CEO of the hedge fund Citadel, donated $50 million to build a new neuroscience center at one of the system’s local hospitals.

Baptist says Griffin’s donation was one of the 10 “largest health care-related philanthropic gifts in Florida in the last decade.”

St. Joseph’s say the Pagidipati donation announced April 10 is believed to be one of the biggest in Tampa’s history.

The money is earmarked for a new children’s hospital that will be built on the Tampa campus of the BayCare Health Systemowned hospital and is expected to open by 2030. It will be named the Pagidipati Children’s Hospital at St. Joseph’s.

he new hospital, which BayCare announced in October, is part of a plan the health care system has “to enhance local

pediatric expertise and to create a destination hospital for high-acuity pediatric services, research and medical innovation” in the region.

Conners says the goal is for the hospital to one day “be known nationally as one of the best places to receive child-first, family centered care at the absolute highest quality.”

The donation is unrestricted, Conners adds, which means the money will go toward “anything that’s related to the children’s hospital,” primarily construction.

“Our goal is, the more we can raise, the more we can put toward the ability for us to build this state-of-the-art, transformational, technologically advanced, innovative facility,” she says. “And we were really hoping that this is just the start of that.”

BayCare, with $7.8 billion in assets, currently operates 16 hospitals and other medical offices in Hillsborough, Pasco, Pinellas and Polk counties. It recently announced a new facility in Manatee County.

Shortly after the NAR settlement, Premier Sotheby’s International Realty President and CEO Budge Huskey wrote a myth vs. reality column about the complex settlement. Huskey oversees the company’s 40 offices and 1,400 sales professionals in Florida and North Carolina and led the firm to $8.3 billion in total sales volume in 2023. Edited excerpts:

STATEMENT: The settlement forces real estate brokers to reduce their compensation.

FALSE “The settlement in no way establishes any standard or limitation on Realtors for what they may charge nor the services they elect to deliver. Realtor fees have always been fully negotiable, and there has never been any collective bargaining or collusion.”

STATEMENT: The settlement will, for the first time, allow sellers to no longer pay compensation for an agent bringing the buyer.

FALSE ”There has never been any obligation for a seller to pay buyer agent compensation at any time.”

STATEMENT: The settlement will prohibit sellers from paying a commission to a buyer’s agent.

FALSE ”The practice of whether to pay a buyer’s agent is totally a seller’s decision and nothing changes in terms of options.”

Realtors in wait-and-see mode after settlement

Misconceptions and myths continue to surround the National Association of Realtors’ settlement of a class action lawsuit.

Just more than month after the National Association of Realtors announced it had settled lawsuits affecting how sales commissions are set, local Realtors and the public are still trying to figure out exactly what the changes will mean for home sales.

This uncertainty hasn’t stopped many outside the industry from pontificating on its effect, arguing the settlement will hurt lower-income homebuyers, transform the industry and forever change how much Realtors charge for services.

T he reality, however, is it’s too soon really to know what the settlement means, and saying much beyond that is speculation.

Even members of the state’s premier industry group, Florida Realtors, are working to understand how the settlement may — or may not — affect the industry. “Florida Realtors leaders and attorneys are reviewing and analyzing the detailed and complex proposed settlement, and that’s still in process,” says Marla Martin, the senior media relations and communications manager for the organization.

The settlement stems from multiple lawsuits filed by homebuyers alleging the rules governing houses placed for sale on the Multiple Listing Service favored those showing higher commissions, which caused buyers’ agents to avoid homes with lower commission.

About a half-dozen residential agents and firms across the region contacted for this story shared that sentiment, holding off on commenting until they get a better grip on exactly what it all means.

“As a matter of company policy,” we are unable to discuss matters of litigation,” Naplesbased John R. Wood Christie’s International Real Estate President Corey McCloskey writes in an email.

T he biggest public misconception about the settlement, say some brokers, revolves around the commissions real estate agents can charge when selling a house.

The popular thought is agents will now be restricted in how much of a commission they can charge, with one national newspaper running a headline reading: Powerful Realtor Group

But here’s the thing: Commissions have always been negotiable.

While there is a standard 6% commission on a sale, it is not mandatory that a seller agree to it. In fact, when a deal is close to being closed it is not uncommon for the fee to be negotiated down.

Plus, it’s important to note, the national association doesn’t set commissions. What the settlement does, NAR says, is “requires only that listing brokers communicate an offer of compensation.”

“That offer can be any amount, including zero,” the association says in a statement, adding “NAR has agreed to put in place a new MLS rule prohibiting offers of broker compensation on the MLS. Commissions remain negotiable, as they have been.”

Others in the industry say the settlement beings clarity to what could be a confusing process.

Robert Milligan, who owns Preferred SHORE Real Estate, which has offices in Sarasota, Tampa and St. Petersburg, says while it’s too soon to tell what the impact will be, “there are absolutely benefits.”

“I’ve always been a proponent of the buyer-broker agreement so there’s more clarity and transparency,” Milligan says. “I think that’s a great enhancement to the process that it’s now going to be customary.”

If the industry were to thin out, that would also not be an

entirely bad thing, says Milligan. The number of Realtors in Sarasota and Manatee counties grew from 5,500 or 6,000 before the pandemic to more than 9,000 after COVID, he says.

“If 20% to 30% (of Realtors) left, that wouldn’t be a total anomaly given the huge influx during post-COVD times,” Milligan says. “I think that it’s going to be difficult for Realtors who are a little less experienced or who are inept at doing their job to be able to cause customers to consciously choose to work with them.”

Two aspects of Pat Neal’s 55 years in homebuilding he’s particularly proud of are the work he, his family and the company have done in philanthropy and the environment.

On the environment, Neal, going back to his days in the Florida House and Senate in the late 1970s and early 1980s, has been awarded the Sierra Club state award; the Audubon state award; Defenders of the Environment state award; 1,000 Friends of Florida state award; and the Florida Wildlife state award. (Neal was a Democrat when he held elected office and switched to the Republican party in 1986, after leaving the Senate. He has since become a prominent supporter of Republican candidates and conservative causes in the area and state.)      The philanthropic side is also important to Neal. The company, he says, through Neal Communities Plan for Giving, will distribute about $530,000 to 19 different organizations this year. In total, Neal Communities has donated about $3.6 million since 1970, not including contributions of land. That includes a $1 million donation from the Patrick and Charlene Neal Foundation to the Boys & Girls Clubs of Manatee County in 2021.

In addition, Neal Communities and Neal Signature Homes recently joined the Lakewood Ranch Community Foundation‘s Builders Give Back program. Through the program, builders make a $100 donation upon closing to the foundation in the name of the homebuyer. “We intend to grow both our Neal Communities Plan for Giving and the Patrick and Charlene Neal Foundation to have a bigger part in the preservation of our Florida environment particularly in Sarasota and Manatee counties,” Neal says.

BIG GAINS

Outdoing larger competitors with a hyper-focus on details, from landscaping to land deals, is a key factor in the success of one of the region’s largest homebuilders.

Prolific area homebuilder Pat Neal was about to check out and pay for his groceries at an Albertsons in west Bradenton in 1991 when he spotted a Neal Communities customer in line. The customer had bought a home recently and was experiencing air conditioning issues. Neal initially backed away. He worried he might get an earful. His first thought: hide behind the Corn Flakes.

But Neal, then 42 and running a company nearly exclusively building homes in Manatee County, quickly came to his senses. He walked up and introduced himself to the customer. Turns out, Neal says, the customer was “as happy as mud” because the company fixed the problem.

“I realized I don’t want to live this way,” Neal adds about that day.

It’s also how Neal, now 75, created a motto for the company that holds today: never do anything in regard to customers, employees, vendors and anything or anyone else with the company where someday you will seek to avoid the person by hiding behind the Corn Flakes in the grocery store.

T hat motto — combined with an astute land-acquisition model, a willingness to alter strategies in the face of complicated market forces and an aversion to taking on debt — has put Neal Communities on the cusp of two major accomplishments. One, turning 55 years old, will happen in 2025.

H itting $1 billion in annual revenue puts the Lakewood Ranch-based business in rare space: There are few compa -

nies in the Sarasota-Bradenton region both that large in revenue and homegrown. Even fewer are privately owned. And none are homebuilders.

In addition, 2023 was a record year for the business: It closed 1,355 new homes, at an average price of around $670,000. It has 18 communities where it sells homes, with four under construction and eight in entitlements. It builds homes in Manatee, Sarasota, Charlotte, Lee and Collier counties.

Bradenton area homebuilder Marshall Gobuty, who has worked with Neal on some projects and considers him a friend and mentor, says the most impressive thing about Neal is his relentless energy on anything relating to the company and building homes. “Everything that goes on at Neal Communities at some point goes back to Pat,” says Gobuty, founder and president of Pearl Homes. “He looks at everything thinking how he could do it better. He’s never satisfied with the status quo.”

It’s Big Top Brewing, it’s a big building and it’s a big risk.

T he ownership team of Seth Murauskas, Mike Bisaha and Josh Wilson knew they were taking a risk when they decided to build an 18,000-square-foot building to house their newest restaurant/brewery at Sarasota’s Fruitville Commons, at the southern edge of Lakewood Ranch.

“We have it all on the line here,” says Bisaha, who expects the restaurant/brewery to open by mid-April.

Bisaha notes the three friends and co-owners are not some large corporation with endless resources. However, they have built Big Top’s reputation over the last 10 years (Their anniversary was April 1.), starting with their Sarasota restaurant/brewery just to the west of Interstate 75 in Sarasota. They also have a Lakewood Ranch location at 2507 Lakewood Ranch Blvd.

The new location at 3045 Fruitville Commons Blvd. is just to the east of I-75, which Bisaha says is a key point to making such a large facility profitable. “Beer can be a tourism

The outdoor area should be a hit, with a long bar that can seat about 60 guests, and more than 100 Adirondack polywood-style chairs that not only offer comfortable seating, but should be resilient when it comes to the weather.

The owners say their speciality is beer, so they hired two regional food gurus, Joe Guli and Joe Seidensticker (Clear Play Concepts) to manage the restaurant side of the business.

G uli’s background includes being the former president

of Scratch Concepts, Burger 21 and Grillsmith Restaurant Group. He has been regional vice president for Cheesecake Factory and was the corporate chef for the Wolfgang Puck Restaurant Group. Besides the Clear Play Concepts management group he co-founded with Seidensticker, he also is the CEO of the Tableseide Restaurant Group.

Seidensticker is the cofounder of the Tableseide Restaurant Group, Oak & Stone and now Clear Play Concepts, which also handles Good Liquid Brewing Company at Waterside in Lakewood Ranch.

“We had to hire a team organization, one that had the skill to execute,” Bisaha says. “In the Sarasota area, there were few choices, and Joe and Joe just stand above the rest.

“We didn’t want bar food. We wanted elevated food,” Bisaha adds.

It takes only 30 seconds to understand Guli isn’t about to deliver “bar food.”

Consider the pizza.

O n that front, Guli talks about the concept’s “pizza dough program.” It utilizes Caputo flours blended together at room temperature that are sealed for 24 hours in a container during the fermentation process. After a day-anda-half process that becomes the crust.

“I want our pizza program to be unique,” Guli says. “It will be a blend of New York and Neapolitan styles with super high quality ingredients.”

“The facility is massive,” Guli continues. “The menu ... there will be something for everyone. I call it comfort food with a twist. We will be using a lot of local elements.”

Clear Plate Concepts also will go across the country to bring in exceptional quality. For example, Big Top’s brisketblend burger will consist of meat shipped from Colorado. Guli says a big part of his job will be making sure the kitchen staff can get the food to the servers in an efficient manner.

“It is such a massive building, we have been figuring out the right footprint,” he says. “We have to figure out the flow of the kitchen. We will be making 36 menu items from scratch.”

Guli says he has hired 111 of the 130 workers needed to open the doors.

If that isn’t enough on the food side, Guli says food trucks could be used to serve the outdoor customers.

“It would be things like grilled oysters or a taco truck,” he says. “We will have live entertainment and kiosk outside to order from.”

He says a fun piece of Big Top will be pairing food and beer.

IF YOU BUILD IT: Construction has started on a new apartment community in Port Charlotte. The property is at U.S. 41 and Cranberry Road and will be called Livano Charlotte Harbor. LandSouth Construction, the Jacksonville builder behind the project, says the complex will be made up of seven, four-story buildings with 10 different floor plans ranging from 831 square feet to 1,594 square feet. Work is expected to be complete in early 2026. The Alabama multifamily developer LIV Development bought the 22acre parcel earlier this year for $8.4 million. The firm, which owns or has sold 13 properties in Florida, is also building a 234-unit apartment building in Pasco County at State Road 54 and Henley Road in Lutz. As for LandSouth, it was founded in 1988 and has built more than 25,000 multifamily units.

SCHOOL DAYS: A New Jersey investor has bought a 2.21acre parcel in Cape Coral. The property is at 1628 Skyline Blvd. and was bought by an LLC based in Union, New Jersey. It paid $5.25 million.

Lee County property records do not list what the previous owner, VDP Cape Coral Properties, paid for the land, saying the parcel was created in 2021 when it was “split or combined at the request of the property owner.” A building on the property is occupied by The Learning Experience, a Deerfield Beach chain of day care centers. Property records show it was built in 2022 and is 10,010 square feet. The day care chain operates seven other centers in the Tampa Bay market and one in Lakewood Ranch. Two others are under construction. On average, the company says, the cost of building a school is $3.2 million to $3.5 million.

It will include space to sit or stroll and have a dedicated elevator. The plans also call for a lookout balcony with a glass floor for views of the beach and pools below.

Before any of this happens, though, the city of St. Pete Beach needs to approve a conditional use permit for the redevelopment at an April 15 meeting. The hotel’s owner, 1754 Properties, has proposed adding 639 new rooms and 68,000 square feet of restaurant and retail space, according to a statement, The redevelopment would be done in four phases over 20 years. The developer paid $81.4 million for the TradeWinds in 2019.

The artwork in the restaurant reflects that connection.

County hotel on U.S. Highway 41 has set an official ribboncutting to commemorate the opening for May 30. The eight-story property sits right on the Manatee River and counts a VIP roof top bar, grand floor restaurant and 10,000 square feet of meeting space as amenities. According to a statement announcing the opening, the hotel’s architecture and design elements are “reminiscent of a ship on land, (paying) homage to its nautical inspiration and idyllic location.” The Marriott is next to the Bradenton Area Convention Center, which is undergoing a $48 million renovation that will include connecting it to the hotel. The center will be fully renovated and there will be a 14,000-square-foot ballroom seating up to 900 conferencegoers added. Work is expected to be done next year. When it is finished, the combined properties will have 140,000 square feet of indoor and outdoor meeting and event space.

D etails matter: Neal says the company spends more per home than the large publicly traded homebuilders it competes with. “Our brand promise is to float above the public builders and build a home with greater attention to detail, a more beautiful front elevation, set in a more natural environment,” he says. “Our homes are prettier and more focused on visual beauty and are more environmentally sensitive than our competitors.”

T hat strategy, Neal adds, includes being more focused on the front elevation of the homes; putting in substantially more landscaping; and having lower density and more space between homes. Almost on cue, Neal, on the tour, points out bushes that had grown too high and other seemingly minute landscaping issues he says would involve a forthcoming memo to some landscape personnel. “When you come into one of our communities, you should know within 30 seconds you’re in a Neal community,” he says.

A fter COVID: Even four years on, the impact of the pandemic is felt within the company and its strategy and model. For the first few years, it was constantly playing catch-up on the surge in demand, Neal says, recalling how it couldn’t get refrigerators and it even bought a truss com-

pany to eliminate, or curtail, a supply chain hiccup. Another big change: the number of people it takes to build a house today has nearly doubled, from 40 or so to around 75.

O n the move:  The flip side to those challenges is Neal Communities’ buyer pool has expanded significantly, Neal says. “There is much greater pressure to move away from Illinois, New York, Pennsylvania or California, to name a few, to relocate here,” he says.

T he past year is a textbook example. Neal says “we never used to sell homes to people from California.” Then, last year, it sold 36 homes to people with a Golden State address at the time of the purchase.

Family matters:  About 30% of the company’s home sales are to families, which is higher than it’s ever been, Neal says. The other two demographics it sells to are what Neal calls OPALs (older person with active lifestyles) or empty nesters. The average age of a Neal Communities homebuyer is in the low 60s. About 57% of the company’s customers have an out-of-state address at the time of first purchase.

Family matters II: Another family that drives the business is Neal’s own family. Other Neals who work in the company include Pat’s wife of 46 years, Charlene; the couple’s two sons, John and Michael; and one niece and one nephew. Charlene has been with the

company for 43 years, while Neal proudly says he’s worked with John since 2004 and Michael since 2013.

C harlene is senior vice president of design and the company’s PureStyle arm, with a team of nine people. John, meanwhile, oversees Neal Land & Neighborhoods, a master-planned community developer that partners with Neal Communities on some projects. And Michael’s company works on land development in Grand Park, in addition to working with other builders in Parrish, Bradenton and Punta Gorda, Pat Neal says. John Neal will build about 800 home sites on his own this year, while Michael will handle about 600 home sites.

T he family lives close to one another in west Bradenton. “My greatest personal pleasure is coming to the office every day to see my family, “ says Neal.

MOVE FORWARD

Places everyone: Neal projects the Sarasota-Bradenton market, including Lakewood Ranch, will remain a hotspot for home sales for several years. The communities and towns in Florida’s east coast, from Daytona Beach to Broward, he says, are filling or already filled up and are “just not as nice.”

“The weather is not as nice, the beaches are not as nice, it is not as warm in the winter and the Atlantic is certainly not as beautiful as the Gulf,” he adds in a memo after the interview.

D well on it: Neal Communities sells homes in other price points besides what Neal calls the “marvelous middle.” On one end, the company’s Sig -

nature unit sold 63 homes last year at an average of $1.5 million each. On the other end. its SimplyDwell unit, launched at the end of 2022, sells homes in Sarasota and Manatee counties priced from $295,000 to about $370,000. That market, he says, isn’t low-income but “middle income people starting their progression to home ownership.”

T he internal challenge, Neal says, is to build homes for SimpyDwell at half the price of its base homes but maintain an acceptable profit margin. One way to ease that challenge is in volume, as Neal says “we have a commitment to build 500 homes per year by our fourth year” with SimplyDwell.

Fu ture plans: In this interview, like in previous interviews, Neal stresses he’s not a hobbies person. And retirement is as foreign a concept to him as a one-car garage. His jam is b lueprints and poring over land packages. And going to tour sites. “I don’t play golf; I don’t play pickleball,” he says. “I love coming to work every day to help figure out how to move our strategic plan forward.”

Along with open meeting and freedom of information laws, public notice is an essential element of the three-legged stool of government transparency

The election of 1932 changed how the public viewed the role of government. Every decade since, government has continually expanded, with greater regulation and one failed welfare program after another.

The presidential election of 1932 was a political watershed for the United States.

Herbert Hoover, seeking re-election on the Republican ticket, was saddled with a deep depression. Millions of people were unemployed. The standard image of the time was a breadline or an unemployed person selling apples on a street corner.

Though the independent Federal Reserve System was to blame for the mistaken monetary policy that converted a recession into a catastrophic depression, the president, as the head of state, could not escape responsibility. The public had lost faith in the prevailing economic system. People were desperate. They wanted reassurance, a promise of a way out.

Franklin Delano Roosevelt, the charismatic governor of New York, was the Democratic candidate. He was a fresh face, exuding hope and optimism.

True enough, he campaigned on the old principles. He promised if elected to cut waste in government and balance the budget, and berated Herbert Hoover for extravagance in government spending and for permitting government deficits to mount.

the interlude before his inauguration, Roosevelt met regularly with a group of advisers at the Governor’s Mansion in Albany — his “brain trust,” as it was christened. They devised measures to be taken after his inauguration that grew into the “New Deal” FDR had pledged to the American people in accepting the Democratic nomination for president.

The election of 1932 was a watershed in narrowly political terms.

In the 72 years from 1860 to 1932, Republicans held the presidency for 56 years, Democrats for 16. In the 48 years from 1932 to 1980, the tables were turned: Democrats held the presidency for 32 years, Republicans for 16.

The election was also a watershed in a more important sense: It marked a major change in both the public’s perception of the role of government and the actual role assigned to government.

One simple set of statistics suggests the magnitude of the change. From the founding of the Republic to 1929, spending by governments at all levels — federal, state, and local — never exceeded 12% of the national income except in time of major war, and two-thirds of that was state and local spending. Federal spending typically amounted to 3% or less of the national income.

Since 1933, government spending has never been less than 20% of national income and is now over 40%, and two-thirds of that is spending by the federal government.

True, much of the period since the end of World War II has been a period of cold or hot war. However, since 1946 non-defense spending alone has never been less than 16% of the national income and is now roughly one-third the national income. Federal government spending alone is more than one-quarter of the national income in total, and more than a fifth for non-defense purposes alone. By this measure, the role of the federal government in the economy has multiplied roughly tenfold in the past half-century.

ROOSEVELT’S UTOPIAN FANTASY

Roosevelt was inaugurated on March 4, 1933 — when the economy was at its lowest ebb. Many states had declared a banking holiday, closing their banks. Two days after he was inaugurated, President Roosevelt ordered all banks throughout the nation to close.

But Roosevelt used his inaugural address to deliver a message of hope, proclaiming that “the only thing we have to fear is fear itself.” And he immediately launched a frenetic program of legislative measures — the “100 days” of a special congressional session.

The members of FDR’s brain trust were drawn mainly from the universities — in particular, Columbia University. They reflected the change that had occurred earlier in the intellectual atmosphere on the campuses — from

belief in individual responsibility, laissez faire and a decentralized and limited government to belief in social responsibility and a centralized and powerful government. It was the function of government, they believed, to protect individuals from the vicissitudes of fortune and to control the operation of the economy in the “general interest,” even if that involved government ownership and operation of the means of production.

These two strands were already present in a famous novel published in 1887, “Looking Backward,” by Edward Bellamy, a utopian fantasy in which a Rip Van Winkle character who goes to sleep in the year 1887 awakens in the year 2000 to discover a changed world. “Looking backward,” his new companions explain to him how the utopia that astonishes him emerged in the 1930s — a prophetic date-from the hell of the 1880s.

That utopia involved the promise of security “from cradle to grave” — the first use of that phrase we have come across — as well as detailed government planning, including compulsory national service by all persons over an extended period.

Coming from this intellectual atmosphere, Roosevelt’s advisers were all too ready to view the depression as a failure of capitalism and to believe that active intervention by government — and especially central government — was the appropriate remedy. Benevolent public servants, disinterested experts, should assume the power that narrow-minded, selfish “economic royalists” had abused. In the words of Roosevelt’s first inaugural address, “The money changers have fled from the high seats in the temple of our civilization.”

In designing programs for Roosevelt to adopt, they could draw not only on the campus, but on the earlier experience of Bismarck’s Germany, Fabian England and middle-way Sweden. The New Deal, as it emerged during the 1930s, clearly reflected these views.

It included programs designed to reform the basic structure of the economy. Some of these had to be aban-

doned when they were declared unconstitutional by the Supreme Courrt, notably the NRA (National Recovery Administration) and the AAA (Agricultural Adjustment Administration). Others are still with us, notably the Securities and Exchange Commission, the National Labor Relations Board, and nationwide minimum wages.

The New Deal also included programs to provide security against misfortune, notably Social Security (OASI: Old Age and Survivors Insurance), unemployment insurance and public assistance.

The New Deal also included programs intended to be strictly temporary, designed to deal with the emergency situation created by the Great Depression. Some of the temporary programs became permanent, as is the way with government programs.

The most important temporary programs included “make work” projects under the Works Progress Administration, the use of unemployed youth to improve the national parks and forests under the Civilian Conservation Corps, and direct federal relief to the indigent.

At the time, these programs served a useful function. There was distress on a vast scale; it was important to do something about that distress promptly, both to assist the people in distress and to restore hope and confidence to the public. These programs were hastily contrived, and no doubt were imperfect and wasteful, but that was understandable and unavoidable under the circumstances. The Roosevelt administration achieved a considerable measure of success in relieving immediate distress and restoring confidence.

CENTRAL PLANNING TAKES OVER

World War II interrupted the New Deal, while at the same time strengthening greatly its foundations. The war brought massive government budgets and unprecedented control by government over the details of economic life: fixing of prices and wages by edict, rationing

of consumer goods, prohibition of the production of some civilian goods, allocation of raw materials and finished products, control of imports and exports.

The elimination of unemployment, the vast production of war materiel that made the United States the “arsenal of democracy” and unconditional victory over Germany and Japan — all these were widely interpreted as demonstrating the capacity of government to run the economic system more effectively than “unplanned capitalism.”

One of the first pieces of major legislation enacted after the war was the Employment Act of 1946, which expressed government’s responsibility for maintaining “maximum employment, production and purchasing power” and, in effect, enacted Keynesian policies into law.

The war’s effect on public attitudes was the mirror image of the depression’s. The depression convinced the public that capitalism was defective; the war, that centralized government was efficient. Both conclusions were false.

The depression was produced by a failure of government, not of private enterprise. As to the war, it is one thing for government to exercise great control temporarily for a single overriding purpose shared by almost all citizens and for which almost all citizens are willing to make heavy sacrifices; it is a very different thing for government to control the economy permanently to promote a vaguely defined “public interest” shaped by the enormously varied and diverse objectives of its citizens.

At the end of the war, it looked as if central economic planning was the wave of the future. That outcome was passionately welcomed by some who saw it as the dawn of a world of plenty shared equally. It was just as passionately feared by others, including us, who saw it as a turn to tyranny and misery. So far, neither the hopes of the one nor the fears of the other have been realized.

Government has expanded greatly. However, that expansion has not taken the form of detailed central economic planning accompanied by ever widening nationalization of industry, finance and commerce, as so many of us feared it would. Experience put an end to detailed economic planning, partly because it was not successful in achieving the announced objectives, but also because it conflicted with freedom.

That conflict was clearly evident in the attempt by the British government to control the jobs people could hold. Adverse public reaction forced the abandonment of the attempt. Nationalized industries proved so inefficient and generated such large losses in Britain, Sweden, France and the United States that only a few die-hard Marxists today regard further nationalization as desirable.

The illusion that nationalization increases productive efficiency, once widely shared, is gone. Additional nationalization does occur — passenger railroad service and some freight service in the United States, Leyland Motors in Great Britain, steel in Sweden. But it occurs for very different reasons — because consumers wish to retain services subsidized by the government when market conditions call for their curtailment or because workers in unprofitable industries fear unemployment. Even the supporters of such nationalization regard it as at best a necessary evil.

SOCIALIZING RESULTS OF PRODUCTION

The failure of planning and nationalization has not eliminated pressure for an ever bigger government. It has simply altered its direction. The expansion of government now takes the form of welfare programs and of regulatory activities. As W. Allen Wallis put it in a somewhat different context, socialism, “intellectually bankrupt after more than a century of seeing one after another of its arguments for socializing the means of production demolished — now seeks to socialize the results of production.”

In the welfare area, the change of direction has led to an explosion in recent decades, especially after President Lyndon Johnson declared a “War on Poverty” in 1964. New Deal programs of Social Security, unemployment insurance and direct relief were all expanded to cover new groups; payments were increased; and Medicare, Medicaid, food stamps and numerous other programs were added. Public housing and urban renewal programs were enlarged. By now there are literally hundreds of government welfare and income transfer programs.

The Department of Health, Education and Welfare, established in 1953 to consolidate the scattered welfare programs, began with a budget of $2 billion, less than 5% of expenditures on national defense. Twenty-five years later, in 1978, its budget was $160 billion, one and a half times as much as total spending on the Army, the Navy, and the Air Force. It had the third-largest budget in the world, exceeded only by the entire budget of the

The department supervised a huge empire, penetrating every corner of the nation. More than one out of every 100 persons employed in this country worked in the HEW empire, either directly for the department or in programs for which HEW had responsibility but which were administered by state or local government units. All of us were affected by its activities. (In late 1979, HEW was subdivided by the creation of a separate Department of Education.)

No one can dispute two superficially contradictory phenomena: widespread dissatisfaction with the results of this explosion in welfare activities; and continued pressure for further expansion.

BAD MEANS FOR GOOD OBJECTIVES

The objectives have all been noble; the results, disappointing. Social Security expenditures have skyrocketed, and the system is in deep financial trouble. Public housing and urban renewal programs have subtracted from rather than added to the housing available to the poor. Public assistance rolls mount despite growing employment.

By general agreement, the welfare program is a “mess” saturated with fraud and corruption. As government has paid a larger share of the nation’s medical bills, both patients and physicians complain of rocketing costs and of the increasing impersonality of medicine. In education, student performance has dropped as federal intervention has expanded.

The repeated failure of well-intentioned programs is not an accident. It is not simply the result of mistakes of execution. The failure is deeply rooted in the use of bad means to achieve good objectives.

Despite the failure of these programs, the pressure to expand them grows. Failures are attributed to the miserliness of Congress in appropriating funds, and so are met with a cry for still bigger programs. Special interests that benefit from specific programs press for their expansion — foremost among them the massive bureaucracy spawned by the programs.

An attractive alternative to the present welfare system is a negative income tax. This proposal has been widely supported by individuals and groups of all political persuasions. A variant has been proposed by three presidents; yet it seems politically unfeasible for the foreseeable future.
