A

s a child, I remember anxiously waiting for summer break, when my family and I would travel to Michigan to visit my extended family.

I also remember that, after a while, I couldn’t wait to get back to school and see my friends. That is how I feel now, too. Once classes resume Aug. 10, we’ll begin our efforts to chronicle everything from school dances to academic achievements.

It’s true the Manatee County School District faces significant challenges this year.

It must convince voters to renew a half-cent sales tax in November or face financial consequences. It also must solve academic challenges, as the district’s grade dropped overall, from a “B” to a “C,” according to state assessments by the Florida Department of Education.

But, we know that our educators are working hard to ensure our students receive a quality education, because we see when we visit our schools.

To help kick off the new school year, we bring you our annual Back to School section.

Freedom Elementary administrators ready to take charge KATIE JOHNS STAFF WRITER

B

esides leading Freedom Elementary School next year, Guy Grimes and Carla Fox have another thing in common — their focus on building relationships.

As the new principal and assistant principal at Freedom, Grimes and Fox already are planning a “Welcome Back” event before the school year because building relationships takes time, shared experiences and events, Grimes said.

“With relationships comes trust, and once you have trust, the sky is the limit. You can build and have tremendous success,” Grimes said. “So with everything that we do, our goal is to build relationships.”

Grimes was transferred to Freedom Elementary for the

upcoming school year after promotions and retirements shifted employees in the district. He previously worked at Robert H. Prine Elementary School for almost 10 years.

Grime said his goal as the principal is to enhance and improve what the school already has.

The school earned “C” in state assessments for last school year and Grimes said he and Fox have started working with the staff on things that can be tweaked to better serve students. For example, they will be allocating times throughout the school day to meet different needs for different students.

Past test scores indicate the English-Language Learners population scored lower compared with other students.

Although Freedom Elementary is only 13 years old, Grimes said it has a strong culture and

a foundation, formed by his predecessors, that he hopes to continue.

For Grimes, education is a journey. He said that as students grow and learn no one can take that knowledge from them. He wants to students to keep their minds open to learning new things — a concept that resonates with Fox.

“I just want to instill in them a love for learning,” Fox said.

“I don’t want them to feel like school is just a task or routine.

I just want them to find things that interest them and just to go with it. I want them to love school and love to read and to learn and build that foundation so that like he [Grimes] said they continue to be lifelong learners.”

FUN FACT Bashaw took a schoolwide field trip to EPCOT last year to celebrate the school’s 30 years of history.

I

would like to welcome you to William H. Bashaw Elementary School, the school that focuses on STEAM (science, technology, engineering, arts, mathematics) instruction.

This means that our students are the only in our district to attend a school that demonstrates a daily focus on STEAM. Our school has been provided with four grants that have supported our continuous move to being a state-recognized STEAM school of excellence. Our staff spent several sessions in training this summer writing and creating units that mirror our curriculum goals.

We have been working all

summer planning lessons, activities and a few surprises.

Our additional classroom wing and other renovation projects really hit full swing during summer. The school community will be able to see the remarkable changes at the school’s open house. This is a project that will last over a year and we will continue to see remarkable changes.

Students should be prepared to come to school

with the needed supplies.

All grade-level lists can be found on the school’s website.

Students should also be prepared to have the appropriate uniform attire. The PTO will have a uniform sale from 11 a.m. to 7 p.m. Aug. 3 and at Back to School Night 5 to 7 p.m. Aug. 8.

In May, the Manatee County School Board approved a four-year contract with Greene. We sat down to discuss her upcoming priorities.

THE BIGGEST issue for us is extending the half-cent sales tax. The sales tax referendum is for 15 years. We have a number of schools, particularly in the central corridor, that need major renovations.

We need a new high school to relieve the overcrowding of other high schools and to continue to implement the master plan so we are prepared for continued growth.

WE CANNOT predict the economic outcome in 10 years ... However, we do have the audit committee that will be the overseer of how the dollars will be used. There will be an outside group of citizens who will be the eyes, ears and voice of the community.

THE MORAL is improving.

There is always something we can do better. I tend to be an optimistic person. The glass is more half full than half empty. I believe our employees are starting to see the glass more half full than half empty. My goal is to continue to bring the water level higher and higher to be a full glass. We will always have ripples to deal with. I choose to deal with them in the most positive way I can.

FOR THE upcoming year, one of my goals is to coach principals. I have four to coach. The reason is I think it shows my desire to never lose perspective. I don’t ever want to forget what it’s like to be a teacher and a principal, and I’ve been both. That’s what keeps me connected.

s Laura Campbell sat in her office at Tara Elementary School, she couldn’t stop thinking about the coming year and meeting students and their families.

She already knows one of the first things she’ll do, a read-along with the principal.

She pulled her “newest favorite” book ... “What Do You Do With an Idea?” ... off the shelf. It was a tale of a how one child introduces the world to a brilliant idea and what happens next.

Campbell, a former assistant principal at Freedom Elementary School, will be joined at Tara’s helm by former Gullett Elementary Assistant Principal Mike Kelley.

Together, the pair forms a student-centric team eager to impact children, both academically and personally.

At Freedom Elementary, where Campbell served as assistant principal for the last five years, the most important value was family. It’s a value Campbell will try to recreate in her new role.

“It’s a family here, but I know the staff and the parents want more,” she said.

“We’ll have events that bridge the school and the community and encourage parents to be more involved. The celebration of education is really going to be the focus.”

They will have a “meet the class” night after school starts so families can meet in a social setting. They plan to add quarterly assemblies, such as those held at Freedom, called S.O.A.R. (Self control, On task, Achievement, Respect) to recognize achievements.

Kelley likely will add his comic routine to the lineup during school announcements, telling jokes on the morning announcements.

“A lot of times, administrators are looked at as scary,” he said.

“I can be scary. But 99% of the time, I’m not. I want to be a role model.”

The pair replaces former Principal Steve Royce and Assistant Principal Vic Herbert.

Education without boundaries?

A new law will allow parents to send their kids to school across county lines in 2017.

What would it look like if parents could send their child to any school in the state?

The Manatee County Public School District and others across the state are grappling with that question as they prepare for the 2017-2018 implementation of Florida House Bill 7029, which allows children to attend any public school in the state, as long as it has capacity.

The law gives preference to students living within that school district, as well as students moving because

of court-ordered custody arrangements or foster care and students moving because their parents are active-duty military personnel. Students under suspension or expulsion orders could not transfer.

“It’s going to impact every district’s policies and procedures with respect to open enrollment in its district,” said Manatee County School Board member Dave Miner, who also serves as the chairman for the Central Florida Public School Boards Coalition, which represents 13 school districts in central Florida. “Everybody can apply, but there are going to be limitations.”

Currently, Manatee County School District parents can apply to elementary and middle schools within their given region or “cluster” — geographical areas that include multiple school options — or any magnet school in the county, as long as there is capacity. The district provides transportation.

Enrollment for high schools is open, based on capacity.

No transportation is provided.

Under the new state law, parents will be able to choose any school in the state for their child to attend, as long as there is capacity.

Parents, however, must pro-

vide transportation to out-ofcounty schools.

Miner said the coalition will work to define capacity and present a plan for open enrollment implementation to the Florida Department of Education in the fall, so districts across the state can operate in unison.

anatee County third graders showed gains in reading last school year, but less than half still are reading at grade level — just 47% compared with 46% the prior year, according to results of the Florida Standards Assessment released by the Florida Department of Education in May. The state average is 54%.

Cynthia Saunders, deputy superintendent of instruction for the Manatee County School District, said Manatee’s data shows a deficiency in phonics comprehension skills and the district will focus on teaching that skill at lower grade levels.

“That’s the foundation before you should enter third grade,” Saunders said.

The school district has a phonics program for schools, but will concentrate efforts on retraining teachers in those grade levels so they have a solid framework for instruction.

It also will be improving its 90-minute literacy schedule to make sure standards like vocabulary building, phonics and other elements are not overlooked.

“We’re making it a little more prescriptive,” Saunders said. “If they’re behind in third grade, it puts those students in a struggling situation that’s difficult for them to catch up.”

Data shows 67% of students with “unsatisfactory” scores are students with learning disabilities or who do not speak English as their first language.

“Some of the school sites have a new principal at their location, but most of the principals are veteran principals,” Saunders said.

East County has lost only one longtime principal — Freedom Elementary’s Jim Mennes, who has been trans-

Health Dept. offers, vaccines, physicals

2016-2017 SCHOOL CALENDAR

The Florida Department of Health — Manatee is offering free vaccinations and lowprice physicals for students returning to school in August.

“Back-to-school vaccinations are an important way to protect children and families from the spread of serious infectious diseases,” said Dr. Jennifer Bencie, administrator of DOH-Manatee.

Free immunization services are available for eligible children, ages birth through 18 years of age who are enrolled in elementary, middle or high school.

New and transferring students, kindergarten students, and students in the seventh grade will need to provide proof of immunizations prior to school enrollment. Visit floridahealth.gov/programsand-services/immunization/ children-and-adolescents/ schedules-and-requirements/ index.html for more information on which immunizations your child may need.

School physicals are offered for $30 per child, vaccine included.

DOH-Manatee offers vaccinations 7:30 a.m. to 4:30 p.m.

Monday through Friday. Appointments are encouraged, but walk-ins are welcome.
