The first thing is still the case, that it wouldn’t solve the traffic problems of people coming south off of Longboat Key. It was a series of box girders, and we thought that was a shame.”

Now: “Though we got a good-looking bridge and we do not in any way dismiss that, it doesn’t solve the problem that was the focus of the original discussion.”

Ringling Bridge: The long road home

Feb. 7, 1926 — The first causeway opened to the public. John Ringling spent $1 million to build the bridge but donated it to the city for maintenance.

1958 — A new drawbridge opened to traffic. One year later, the remains of the original bridge were torn down.

1990-1991 — The drawbridge got stuck in an open position on multiple occasions, prompting discussion about whether to repair or replace the bridge.

November 1992 — The Sarasota City Commission and Longboat Key Town Commission passed a nonbinding resolution during a joint meeting to endorse replacing the bridge.

il Waters watched his vision take shape one concrete segment at a time.

The vision would require 150 million pounds of concrete, 575,000 hours of labor and so many cables that if you laid them end to end, they would stretch 470 miles, or the approximate distance from Sarasota to Atlanta.

There were 480 concrete segments in all — each precast in North Manatee County and transported by barge to the site of the new John Ringling Causeway Bridge.

Waters’ wife, Elisabeth, bought him a telescope so that he could watch the bridge come to fruition from the balcony of his Phoenix condominium unit on Golden Gate Point.

A decade has passed since its completion, but the bridge is still one of the first sights Waters sees in the morning.

It has become a city landmark, according to architect Brent Parker, who designed the bridge and also lives in the Phoenix.

“You turn on any news channel,” Parker said, “and this shot of downtown Sarasota with the bridge in the foreground is there every time. You go to the airport and look at the mural at the baggage claim and there’s the bridge.

It’s really become the signature.”

“Everybody uses it as a sight,” Waters said. “It’s a passing of a time in history.”

The time that’s long passed is the era of the drawbridge, which was completed in 1958 and stood until 2003, after the completion of the new Ringling Bridge.

That bridge was the second bridge to span the waterway between the mainland and St. Armands Key. It replaced the original bridge that was built because of another man’s vision: John Ringling dreamed of developing St. Armands, Longboat and Lido keys. But he knew that to build his vision on the islands, he needed to build a bridge.

He put $1 million of his own

money into building the bridge that was completed in 1926.

Ringling eventually donated it to the city.

To christen the bridge, John Ringling drove over it in his Rolls-Royce a month before it opened to traffic.

Waters’ vision was key to bringing about the third bridge — and a new chapter of history — when he formed the Good Bridge 2000 Committee to support a 65-foot, fixed-span bridge.

It took nearly a decade and a ruling from an appeals court judge that he and fellow supporters won. Now, he’s convinced that, despite the bridge’s divisive history, it falls on the right side of history.

“To this day, people come up to all of us and say we were right and the bridge is a success,” Waters said. “We, and the community, have been vindicated by our effort to get the right bridge in the right place.”

Supporters and opponents of the 65-foot bridge still disagree about how effective the bridge has been in alleviating traffic and improving emergency-vehicle access — two of the top priorities during discussions.

But, there’s one thing no one seems to contest.

“I guess the bottom line is, it’s a gorgeous bridge,” said former Sarasota City Commissioner and

January 1993 — The Florida Department of Transportation (FDOT) presented three alternatives during a series of community meetings: a 21-foot-high drawbridge identical to the existing bridge, a 45-foot-high drawbridge and a 65-foot-high drawbridge.

July 1997 — Sarasota city staffers presented a compromise plan to FDOT’s 65-foot-high bridge: a 48-foot drawbridge that would reduce bridge openings by 53%. FDOT rejected the compromise.

August 1997 — The Sarasota City Commission prepared a legal position for the city on the replacement of the bridge. An attorney collected thousands of FDOT documents, revealing that the agency started planning for the fixed-span bridge before the public-comment period ended. That finding formed the basis for a city lawsuit against FDOT.

Cardamone’s time on the commission spanned from 1993 to 2001 — the years in which the Sarasota City Commission was battling the Florida Department of Transportation (FDOT) about the bridge.

She and other opponents of the bridge feel there’s public misconception about what they were fighting.

They thought a 45-foot-high drawbridge would address the transportation problems the city faced, while still allowing the tallest boats to pass under it.

At the same time, the city realized it might be fighting a losing battle, so it had the vision to hold a planning charette to create a concept for a signature bridge, should a 65-foot-high structure be inevitable.

“We didn’t fight that bridge,”

Cardamone said. “We made that bridge happen.”

Conflicting visions

Parker remembers how, on at least two occasions, he drove north on U.S. 41, through Bradenton and over the Cortez Bridge, to access the islands.

Traffic backups were inevitable, given that the drawbridge opened on the half-hour for boats. In the early 1990s, a series of breakdowns in which the bridge got stuck created both frustration and concerns about emergency access.

Island residents worried the bridge would get stuck during an emergency, meaning that an ambulance would have to drive through Longboat Key to Blake Medical Center in Bradenton.

April 1998 — The city filed a petition challenging the state’s approval of the fixed-span bridge.

September 1999 — A judge ruled that FDOT acted properly in approving the bridge.

September 2000 — The U.S. Coast Guard issued a construction permit.

April 2001 — The First District Court of Appeals in Tallahassee affirmed the FDOT process leading up to the fixed-span bridge. The ruling meant that FDOT was allowed to begin construction.

August 2001 — PCL Civil Constructors Inc. began the design-build process.

Aug. 31, 2003 — More than 2,400 people participated in the 5K and 10K runs to celebrate the opening of the John Ringling Causeway Bridge.

Sept. 15, 2003 — The new bridge opened to traffic around 3 a.m. The opening was delayed by one day because of rain.

October 2003 — The demolition of the old drawbridge began.

In the early 1990s, a series of breakdowns in which the old Sarasota drawbridge got stuck created concerns about emergency access. The problems and age of the drawbridge led to a new vision.

August 2008 — After a petition circulated to change the name of the John Ringling Causeway Bridge to the Gil Waters Bridge, the Sarasota City Commission opted to keep the name, but put up a plaque to recognize Waters for his vision.

“The time required could be fatal,” said Marty Rappaport, chairman/leader of the St. Armands Business Improvement District, who became co-chairman and treasurer of the Good Bridge 2000 Committee after Waters made the case for a fixed-span bridge to him.

The Sarasota City Commission and Longboat Key Town Commission passed an informal resolution at a joint meeting in November 1992 to endorse a new bridge.

But it wasn’t either commission’s decision to make.

FDOT is responsible for managing most bridges, including the Ringling Bridge, in the state.

The agency presented three options for the bridge during community meetings in early 1993: a 21-foot-high drawbridge that was identical to the current drawbridge; a 45-foot-high drawbridge; or a 65-foot-high, fixed-span bridge.

The Longboat Key Town Commission favored a 65-foot bridge largely because of residents’ concerns about emergency access. The Sarasota City Commission wanted a 45-foot bridge.

When Longboat residents chartered buses to attend hearings that were held at the Sarasota County Fairgrounds because public interest was so intense, Sarasota commissioners complained that Longboaters were trying to steer the process even though they wouldn’t bear the aesthetic impacts.

The Metropolitan Planning Organization board voted 10-4 in favor of the 65foot, fixed-span bridge Nov. 22, 1993. It approved a $37 million bridge for completion in 2000. But the project was to stay dormant until 1997 to 1998 because funding wouldn’t be available until then.

Meanwhile, residents and officials began taking sides on the bridge.

Richard Storm and Piero Rivolta organized a group in the mid-1990s they called the Bridge Too High Committee — a name Rivolta now thinks might have been a misnomer.

Perhaps it should have been called the Wrong Bridge Committee, Rivolta said.

Rivolta was among many of the taller bridge’s opponents who believed the real solution to traffic woes was a bridge from the 10th Street area in Sarasota to Longboat Key. “When you put a big bridge between St. Armands and U.S. 41, you can put 20 lanes, but traffic remains the same,” Rivolta said with a chuckle.

Rivolta and others believed that a bridge to Longboat could split traffic with a repaired drawbridge, providing a measure of relief.

But Waters, who served on the Sarasota commission from 1964 to 1968, believed a fixed-span bridge was the commonsense solution.

He bought an ad in the Sarasota HeraldTribune that included a picture of a fixedspan bridge in St. Augustine and the headline “When will it be our turn?” along with a form for people to send their thoughts.

Of the 553 responses, about 500 were opposed. So, Waters formed the Good Bridge 2000 Committee. The committee would work to keep the pressure on FDOT to prevent the agency from moving the money to another county.

“After that,” he told the Longboat Observer in 2003, “the fight was on.”

Intelligent design

From the time FDOT presented its first designs to the Sarasota City Commission in January 1996, it was clear that the two didn’t see eye-to-eye.

“The first design was a series of box girders,” Storm said. “We thought that was a shame.”

The “classical” design the agency proposed was a standard FDOT structure.

The commission-appointed Ringling Causeway Bridge Replacement Aesthetic Task Force came back with a design that was turquoise with champagne-glass support and a price tag that was $13 million more than FDOT’s budget.

The commission asked FDOT for a compromise: a 48-foot drawbridge that city staffers estimated would reduce bridge closings by 53%. FDOT rejected the proposal.

The drawn-out Ringling Bridge saga made for some long meetings … and plenty of April Fools’ fodder. Here’s a look at the spoofs from our annual April Fools’ issue: In 2001, the Longboat Observer claimed it obtained a 90-page document outlining the Bridge Too High Committee’s strategy to create hysteria about traffic in Sarasota to force a bridge to Longboat.

But that couldn’t top 2003, when we ran a huge aerial photo of the new Ringling Bridge under construction, taken and doctored by photographer Jack Elka, that showed the bridge noticeably out of alignment. The story claimed water currents in Sarasota Bay had moved the 800-ton section of the bridge.

An engineer working on the construction of the Oakland Bridge in California, destroyed by an earthquake, called the Longboat Observer in distress and asked that we fax him the story NOW. He was serious … and less than amused when the Longboat Observer told him: “April Fools.”

Looking back, Rappaport believes FDOT made a mistake in its approach with the city.

“It sort of made the city feel as if they didn’t have a say, and I think that’s what made five commissioners get kind of heated,” he said.

But Kerry Kirschner believed the city’s challenge was a waste of time.

Kirschner, a city commissioner from 1985 to 1991 who is now executive director of the Argus Foundation, wasn’t an outspoken advocate for the bridge, but says the city clearly didn’t have jurisdiction of the bridge.

FDOT told the city that it would no longer build drawbridges, but the commission took the attitude that the federal government was imposing its will upon the city, Kirschner said.

“It was very clear in the federal regulations that this wasn’t some whim that some federal bureaucrat imposed upon them,” he said.

In May 1998, the Sarasota City Commission filed a legal challenge of FDOT’s approval that the Bridge Too High Committee joined a month later. The suit alleged that FDOT started planning for the fixed-span bridge before the public-comment period ended. Waters and the Longboat Key Town Commission entered the lawsuit in support of FDOT. But, even the Sarasota City Commission realized it might be fighting a losing battle.

That’s why, in 1997, it organized a planning charette to ensure that if a 65-foot, fixedspan bridge were inevitable, it would be the best-designed 65-foot, fixed-span bridge possible.

They reached consensus for a “classic contemporary” bridge that would be the basis for the design of the new bridge.

FDOT ruled in January 2000 the city and the Bridge Too High Committee lacked legal standing for the challenge, which paved the way for the agency to start the permitting process.

The First District Court of Appeals in Tallahassee affirmed the overall process leading up to the approval in April 2001.

Here’s what will happen on an average day on the Ringling Bridge.

Approximately 41,250 drivers will use it to traverse Sarasota Bay. By 5:30 a.m., there will be walkers and joggers squeezing in an earlymorning workout.

At dusk, lights on the 31 poles that run along the bridge’s centerline will illuminate the bridge.

And the best views, according to Parker, will come 20 minutes after sunset.

But when it comes to traffic and emergency access, opinion is still divided between the faction lines that are more than a decade old.

“It’s nice to walk on, but for traffic it doesn’t do a damn thing,” said Rivolta, pointing to traffic backups that still occur during peak season.

“The whole thing was driven by short-minded big egos.”

Storm believes that reports of

traffic backups during the drawbridge days were exaggerated. He thinks the city got half a solution — albeit a good-looking one.

“There’s still a considerable amount of traffic,” Storm said. “We didn’t think it made sense to spend an enormous amount of money on something that doesn’t solve the traffic problems.”

Kirschner, however, describes the difference as “night and day.”

He remembers when his wife worked at Mote Marine Laboratory and Aquarium. During season, she wouldn’t leave work until after 6 p.m. because of traffic.

“It’s part of the progression of economic development,” Kirschner said. “You just don’t create bottlenecks for people in transportation and other means to create a community.”

As the 10-year anniversary of the new bridge approaches, both sides agree they rarely hear anyone complain about the structure.

And they know that their neighbors to the north in Manatee County are probably paying close attention to the Ringling Bridge saga.

FDOT is in the public-hearing phase to determine the long-term future of the Cortez Bridge, which was built in 1956. It recently surveyed residents about whether they prefer a rebuild or replacement.

The majority of Cortez and Bradenton Beach residents oppose a 65-foot bridge.

But Parker thinks the Ringling Bridge provides a model for other communities.

“There are similar issues,” he said. “There’s boat traffic and vehicular traffic, and it’s a conflict, and removing that conflict is a very good thing. But then turning it into the icon and the signature is an even better thing.”

BRIDGE maintenance plan Like any 10-year-old, the Ringling Bridge requires regular checkups to ensure its health.

Less like any 10-year-old, the Ringling Bridge needs six different people — and two boats — to perform those checkups.

In January, two teams of inspectors from the Florida Department of Transportation (FDOT) tackled the biennial task of inspecting the Ringling Bridge. Two inspectors, along with a lift-boat operator, went through the top parts of the bridge, including the superstructure, which supports the roadway. Below, two divers checked the larger support columns — part of the bridge’s substructure.

The final verdict: a clean bill of health. FDOT gave the bridge a 98.41 health-index rating, a tool the agency uses to measure the overall condition of a bridge. On the 100-point scale, an index below 85 is indicative of a bridge in need of some repairs, according to the FDOT website.

“The bridge is fairly new and is in excellent condition,” said FDOT spokeswoman Lauren Hatchell.

“Typically, bridges have about a 70-year design lifespan.”

“This is still a lovely bridge,” Rappaport said. “But it ended up costing taxpayers twice as much.”

Rappaport didn’t attend the opening ceremonies that occurred Aug. 31, 2003, for that reason.

“I felt very strongly about standing on the same dais as the commissioners who wanted to take credit for all this who were against it all this time and cost the taxpayers so much more money to eventually say, ‘Look what we were able to do,’” he said.

Waters, however, was there. He smiled and waved to the crowd from a vintage car in which he rode over the bridge during a parade.

He had been at the site throughout construction as the bridge went up in 50-foot pieces, but it was the first time he had driven over the bridge.

Sarasota and Longboat commissioners stood side-by-side in a ribbon-cutting ceremony before the bridge opened to traffic 16 days later.

Ten years later, controversy is ‘water under the bridge’ An engineer and an architect involved in the design and construction of the John Ringling Causeway Bridge reflect on the troubled water they had to navigate along the way.

Kermode has other framed photographs of the bridge scattered around his home and office; reminders of a project that, despite its ups and downs, ended up uniting more than just the mainland to the islands.

“I look back on that project as one of the best I ever worked,” said Kermode, an engineer for PCL Civil Constructors and a former project manager for the Ringling Bridge project. “We went from a divided community that had its doubts to one of the biggest celebrations I’ve ever seen to dedicate a bridge.”

Ten years after the bridge’s completion, those involved in the design and construction of the Sarasota landmark agree that despite the controversy and debate surrounding the bridge’s conception and construction, the end result was one that everyone could live with — and one with which most are still happy.

“Everyone in the community was thrilled with the way the bridge turned out,” said Donald Blivas, a Sarasota architect who led the effort to tap the community for input on the bridge’s design. “But it’s too bad that it took five years of fighting to get the bridge we wanted.”

Blivas was instrumental in the way the Ringling Bridge looks today. Not because he designed it, but because he fought back against what was originally proposed.

The U.S. Army Corps of Engineers originally planned on an “off-the-shelf” bridge design, Blivas explained. In an effort to preserve the architectural heritage of Sarasota, Blivas lobbied the Sarasota City Commission with his newly formed nonprofit, the Foundation for Excellence in Architecture, to lead a community effort to come up with a better design. Blivas formed an alliance with Eugene Figg, a world-renowned bridge designer based out of Tallahassee, to facilitate a design charette to tap the community for its input. The outcome was a set of parameters and design considerations that the state then presented to firms bidding for the project.

Despite the community’s involvement in the design process, the bridge was mired in controversy long before the first piling was ever dug in Sarasota Bay. The project stalled before the Sarasota City Commission for nearly five years due to residents’ myriad of concerns, including the bridge’s dimensions, its effect on the Sarasota skyline, traffic congestion coming on and off Bird Key and, of course, its cost.

“I remember people were concerned about whether it would be physically possible to walk over the bridge,” Blivas said.

“There was a lot of misinformation spread.

People on Lido were scared the bridge would come down in their backyards.”

Blivas said that while the debate about the bridge raged at City Hall, the cost of the project ballooned from $32 million to $62 million, and Figg’s vision for the project was clouded.

“It was not quite the bridge that (Figg) envisioned,” Blivas said. “The foolishness of the people who opposed the bridge

Although state requirements for the bridge guided Kermode, the Manatee County native said he remained faithful to the community’s vision and addressed concerns as they arose.

“We knew it was a hot topic,” Kermode said. “But we also wanted to build what the community wanted.”

The bridge design proposed unique challenges. The plans called for a smooth, seamless bottom slab for aesthetic purposes and a 107-foot-wide top deck to accommodate four traffic lanes and two 10-foot-wide sidewalks.

The engineering solution was to cast two massive concrete slabs in Manatee Coun-

ty and then float the segments from Port Manatee to the bridge site.

“It was a real challenge,” Kermode said.

“At the time, it was the world’s widest segmental bridge.”

Kermode’s crew was able to complete construction in 969 days, one day short of the 970 days they were contracted for — even with a 100-day pause for an engineering gaffe.

“We had some struggles, but we pulled together and had a good time,” Kermode said.

Kermode said he holds special memories of the project, including taking a day off to watch the Fourth of July boat races from the bridge, eating lunch at Hart’s Landing and watching President George W. Bush drive over the old Ringling Bridge on his way to Booker Elementary School the morning of the 9/11 attacks.

“I grew up here,” Kermode said. “My dad remembers rabbit hunting on Longboat.

I worked all over the country, and to have the opportunity to move back home and work on the bridge and see how the community fell in the love with it — that was special for me.”

Blivas said the community’s ultimate embrace of the bridge was the final answer to its critics.

“Most of the opposition voices were silenced once the bridge was completed,” Blivas said. “It became a great thing for Sarasota, and I haven’t heard anything negative about it.”

The picture hanging in Kermode’s family room is a reminder that, despite divided opinions, Sarasota ultimately embraced, and fell in love with, its newest landmark.

“You better remember this,” Kermode recalled telling his crew the day of the bridge’s dedication ceremony, “because you won’t see this kind of celebration on other jobs.”

Rowing with subsidies

Government subsidies, aka taxpayer funds, for economic development are bad business. Bad business for elected officials to practice. Typically a losing proposition for taxpayers with respect to ROI — return on investment.

Latest case in point: Florida Gov. Rick Scott and the $40 million rowing complex at Nathan Benderson Park.

To be sure, an internationally acclaimed rowing complex for this region should and will be an extraordinary asset. Give Randy Benderson, CEO of Benderson Development, credit for having a vision to turn that old borrow pit into someting magnificent.

We’re all hoping it will be the economic engine its backers say it will.

That hope is especially so because of the $30 million in taxpayer money going into the park’s construction. The breakdown: $19.5 million from Sarasota County; $1.5 million from Manatee County; and $10 million from the state. The latter comes with a catch: If the park falls short of producing the state sales tax revenue promoters project, Sarasota County taxpayers must refund the state’s money.

All totaled, Sarasota County taxpayers have $29.5 million at risk. So far.

If the site wins the bid to host the 2017 World Rowing Championships, taxpayer contributions will increase even more. One figure reported so far: At least $6 million more will be required to put on the event, with some portions of that split between taxpayers and the private sector.

That is a lot of tax money at risk. But the center’s backers and developers appear confident the bet will pay off. Back in 2010, they were projecting an annual economic impact of $25 million just from rowing activities and about $1.5 million in annual tax revenue to the county.

But Gov. Scott complicated the politics of this venture last week when he visited here to herald the site’s developers and the state’s $10 million to help fund the center.

A few media — those that are no fans of the governor — rightly pointed out that Scott’s backing of the center runs contrary to his position two years ago when he vetoed $5 million earmarked for the park.

As the Tampa Bay Times reported, Scott changed his mind after the project’s boosters convinced him of its statewide impact.

“They showed me the economics of it, and it just makes a lot of sense that we’re going to get all those tourists here,” the governor said last week. “And I’m very comfortable that on top of getting all those tourists here, they’re going to spend money, and some of them are going to move their business here and buy some homes here.”

And then came the Times’ gotcha. It reported: Benderson Development, owners of the park land, contributed $25,000 last year and another $100,000 in March to Scott’s “Let’s Get to Work” campaign. And: former Sen. Pat Neal’s Neal Communities contributed $35,000 to Scott’s campaign in 2012 and $50,000 this year.

The Times also said Benderson Development and Neal Communities’ business ventures are adjacent to and near the rowing center and would benefit from it.

(Editor’s note: Our search of state records shows Neal Communities contributed $33,828 this year to Scott’s “Let’s Get Work” and that Benderson CEO Randy Benderson, not the company, contributed $100,000 to “Let’s Get to Work”; the company contributed $25,000 to the Republican Party.)

To a great extent, people who follow state politics and business would not be at all surprised by Benderson Development and Neal Communities’ contributions to Gov. Scott’s re-election campaign. You would not expect either of them to support a Democratic gubernatorial candidate. And if you believe in radio commentator Hugh Hewitt’s philosophy on politics — to put your money where your mouth is; that is, financially support the candidates for whom you will vote — you shouldn’t fault Benderson or Neal. They did nothing wrong.

But by accepting their contributions and approving the state funds for the rowing

center, Scott created a perception that is a volatile ordinance for his political opponents. No matter how much Scott honestly says his financial analysis shows the state’s investment in the rowing park makes business and economic sense, Scott’s decision creates the appearance of a quid pro quo.

This is one reason why economic development subsidies for business ventures are bad business. They always mean government is picking winners and losers, favoring one over another.

Now contrast the development and funding of the rowing center with that of Schroeder-Manatee Ranch’s Premier Sports Campus in Lakewood Ranch.

To date, SMR has invested about $2.5 million of its own capital to construct the sports complex. It hasn’t relied on one cent of taxpayer funding.

And since 2011, through its own efforts, it has drawn more than 36,000 athletes,

32,080 of them coming from outside Manatee and Sarasota counties, or more than 12,000 athletes a year. Spectators from outside the two-county area have totaled 203,620, or close to 68,000 a year.

And, as the table above also shows, SMR’s Premier Sports Campus has been generating more than the estimates for the rowing center in terms of annual economic impact.

To its credit, SMR is demonstrating that sports can be addressed successfully as a private-sector business venture, without requiring government subsidies.

Benderson Development, meanwhile, did not become one of the nation’s most successful commercial real estate developers and property managers by making bad decisions. Our hope is it disproves what taxpayers have seen far too often: Governments are lousy investors. Taxpayers should never subsidize business ventures. That’s not the role of government.

space at the garage, the residential units would have a proposed selling price of about $250,000.

That document, which lists general terms of the development pending the commission’s approval, also says the two-floor hotel should have a flag equivalent to or better than a Hampton Inn and Suites.

Bridges said he doesn’t have any finalized agreements, but that he’s working closely with Hilton Worldwide on the hotel. Hilton owns both Hampton Inn and Embassy Suites.

Another provision outlined in the preliminary general terms is that Jebco would like the same restrictions on retail space as the Palm Avenue garage and would consider any other restrictions on retail usage other than current zoning as “unacceptable.�

Last month, the Downtown Improvement District recommended a restriction so that restaurants occupy no more than 40% of the retail space at the garage.

Bridges said the lack of any additional restriction on retail space was not a particularly big sticking point, but that he did want to have his options open. He said he’s received a lot of interest from retailers and he has no concerns about the ground floor retail space sitting unoccupied for a significant period of time.

The special City Commission meeting to consider this proposal for the State Street garage will be held at 3 p.m. Aug. 29, at City Hall.

Lift Station 87 is largely completed underground in Luke Wood Park, but a new engineering firm was brought on board to determine how to finish the project.

New engineer provides a lift Frustrated with the oft-delayed project but resigned to the reality that there was no other way forward, the City Commission approved at its Monday night meeting the hiring of a new firm to assume engineering duties at Lift Station 87.

The city will pay McKim & Creed $1.1 million for phase one of engineering work at the lift station in Luke Wood Park.

That includes assuming responsibility as the engineer of record after the city’s agreement with Boyle Engineering and AECOM Technology Corp., the previous engineers, fell through and the project stalled. City Manager Tom Barwin said the prior firm was “obviously in breach of contract� and that litigation is currently ongoing as a result.

The first phase of work will include gathering data on the Hudson Bayou, the bottom of which needs to be at an elevation above the already constructed lift station for the intended pipeline to be functional.

Boyle and AECOM’s inability to microtunnel under the bayou caused the previous efforts to fail, city officials said.

After collecting data at the lift station and evaluating methods of completing construction, McKim & Creed will return to the commission and present the costs

Phase one is slated to take 150 days, and Barwin said the “aspirational� date of completion was August 2015. Still, he acknowledged that was a best-case scenario; city staff said work could last until April 2016.

Two residents on Pomelo Avenue, where Lift Station 7 sits, spoke at the meeting to admonish the city’s work at Lift Station 87.

The new lift station was supposed to replace Lift Station 7, which has been kept active through the delayed construction.

Construction on Lift Station 87 was approved in 2008 and was originally supposed to be completed by December 2011.

City officials said until construction on Lift Station 87 is completed, they have no choice but to continue to send a third of the city’s sewage through the older station.

Several commissioners expressed their frustration with the project, which cost the city $7 million before McKim & Creed was brought on board. Still, they said they hoped this was a step toward closure — though not all of them were optimistic. “I support this, because I don’t see what other options we have, but I cringe to think of what surprises wait for us,� Commissioner Paul Caragiulo said.

A 100-room hotel, 30 residential units and 18,000 square feet of retail space — oh, and a few floors of public parking, too.

This is the city’s favored vision for the State Street parking garage, according to agenda documents for a special City Commission meeting to be held Thursday, Aug. 29.

Out of the six proposals the city received for the space at the garage, a review committee recommended Jebco Ventures Inc.’s plan, which would add one floor of residential, two floors of hotel and one floor of private parking space for a total of four floors above the six floors of parking-and-retail space.

Jim Bridges, president and CEO of Jebco Ventures, got involved with the garage about 30 days ago. He said he was already in the process of potentially developing a hotel at a different spot downtown and moved that venture over to the State Street garage when he decided it was a better location. Jebco is also developing an Embassy Suites downtown.

The toughest aspect for Bridges was including a residential component, which required a further addition above the garage; Jebco will cover the cost for all additional floors above the garage. Still, he said, the city was looking for attainable housing downtown, and creating a total mixed-use development was the best way to gain the city’s favor.

Point Taken The power of a strong social-media presence can be persuasive — in any industry. A prominent local homebuilder takes that lesson personally.

Local homebuilder Carlos Beruff has found comfort in terms such as “rezones” and “comp plan amendments” over a 30year career.

The wonkish approach works: Annual revenues at his firm, Manatee Countybased Medallion Home, have increased 74% since 2010, from $32.8 million to $56.9 million last year.

But, when it comes to the must-do-itnow technology world of constant tweets and Facebook posts, Beruff, admittedly, is somewhat out of his element. And that, says the developer, is his biggest regret from a recent and highly publicized tussle concerning a large-scale potential development he’s behind.

“If this ever happens again I will have a message out faster,” says Beruff. “I will have a website up much faster. I will have hired a PR firm.”

The project at the center of the debate — and Beruff’s social-media angst — is Long Bar Pointe, a proposed mixed-use development on 463 acres in Northwest Bradenton, near Cortez. The original plan called for a 300-room hotel, a 300-berth boat basin/marina, more than 2,500 residences, office and retail space and a conference center. The proposal was modeled loosely after the resort-meets-village vibe at places like WaterColor and Seaside in the Florida Panhandle.

The marina, though, what developers once considered integral to the overall project, has been scuttled. Beruff and his partners, including local developer Larry Lieberman, removed the marina from an official proposal after weeks of debate and

pleas from Manatee County commissioners.

The removal paved the way for the commission, after a tense 13-hour public meeting that began at 1:30 p.m. Aug. 6, to approve a map-amendment proposal for the property. The upshot of that vote, and another vote on a separate text-amendment proposal, is Beruff and his partners must reapply for a significant portion of the project. Other parts of the development, including 250 homes and 150,000 square feet of retail space, were approved in other hearings long before the meeting.

But, another consequence of the debate and subsequent vote, outside the project, is Beruff, who prides himself on his preparation for any meeting, played catch-up in the social-media war.

‘Cause célèbre’

Beruff, in fact, was blindsided by an organized and technically savvy opposition.

Facebook groups, such as Save the Manatee County Shoreline, for example, set the social-media tone with pointed posts such as one, Aug. 7, that stated, in extra-large font, “The War Has Begun!!” Several other groups and individuals opposed to the project wrote multiple anti-development posts in the weeks before the vote. Others uploaded YouTube videos of Sarasota Bay tours, with descriptions of what they said was at stake.

The opposition-led social-media blitz, in at least one aspect, was a success, because the project became something of a local cause célèbre. Indeed, the groups and individuals against the development delivered

At the meeting, many people against the project, from children to seniors, wore “Save Our Bay” T-shirts. Some held large inflatable dolphins.

Matt Bower, the legal administrator for the Luhrsen Law Group in Sarasota, was one of the leaders of the Facebook posts, both individually and on the Save the Manatee County Shoreline page. Bower, who has lobbied state legislators on bills through the law firm, says his approach was to avoid flooding the pages with junk and constant updates. He, instead, went with a short, but meaningful, approach.

“This was an issue that was very easy to support,” says Bower, a parttime fishing guide. “It was easy to jump on the bandwagon.”

Manatee County commissioners, in public and in interviews, say they vote on the facts of a case, not which side has more Twitter friends or Facebook followers.

Commissioners, nonetheless, noticed the

increased participation.

“I thought social media brought out people who would have never come out,” says Commissioner Carol Whitmore.

Environmentally sound

Beruff, meanwhile, in an interview with the Business Observer two days after the marathon commission meeting, discussed both his regrets and his future plans for Long Bar Pointe. Although he’s battled with opposition groups and county officials about projects before, Long Bar Pointe stands out.

“It was the toughest one,” he says, “because of all the unnecessary hyperbole created over social media.”

Specifically, Beruff is irritated the project proposal was tagged in an environmentally unfriendly light — social media or otherwise.

Opponents, for starters, pointed to mangroves in the bay they say would be destroyed to make way for a marina.

Past that, Beruff says he will take a short vacation before he and his team create another proposal. His vision of a landmark project, something that’s not one more subdivision, will remain.

“This property is magic,” Beruff says in an interview a week before the Aug. 7 vote.

“It’s the most spectacular thing to come to Bradenton west of Interstate 75 in 50 years.

It’s transformational.”

bling,” Longboat Key resident and Sarasota Bay Watch founder Rusty Chinnis says, “but taking out the mangroves and grass flats is way too intense, and no amount of mitigation could ever replace the environmental damage that would be done.”

Manatee County Commissioner John Chappie also voiced environmental concerns.

Says Chappie: “I’m concerned with incompatibility with areas to the south of the project, and I’m concerned with the incompatability to the coastal environment.”

Beruff, however, says the argument that he and his partners would wreck the environment for a profitable development is laughable — and nearly impossible.

“There’s no way on God’s green earth we would do something that destroys the environment,” Beruff says. “With all the regulations we would have to go through, we couldn’t do that anyway.”

Even with the sunken marina, Beruff considers the Manatee County Commission decision a 75% victory because it confirms several aspects of the plan. Several commissioners, further, encouraged Beruff to come back with a proposal that’s still bold and forward thinking.

“We didn’t get 100%,” he says, “but we got a triple.”

An Aug. 8 post on the Save the Manatee County Shoreline Facebook page also claimed victory.

“Now that the dust has settled, it is clear that we were at least 75% successful in our quest to get ‘NO’ votes on the text and map amendments,” the post sates. “The big victory was defeating the text amendment (50%). We didn’t defeat the map amendment but taking the ‘marina’ out was a victory.”

Beruff, moving ahead, is buoyed by the fact that he can be patient with the project because of the portion already approved.

That allows for some return on the investment, albeit a small one, while the other parts play out. Beruff and some partners bought the land for $12.3 million in May 2012, when the property, which Lieberman then primarily owned, was headed for a foreclosure auction.

Green hats

Although Beruff laments his lack of social-media prowess, his project proposal didn’t necessarily lack support. The Gulf Coast Builders Exchange, for instance, a trade association for commercial contractors, ran a pro-Long Bar Pointe development campaign. That included email blasts and a large member presence at the Aug. 6 to Aug. 7 meeting.

“It’s a great project for the community; it’s great for the environment; and it’s great for job creation,” says GCBX Executive Director Mary Dougherty-Slapp.

Beruff, moreover, took out several halfpage and full-page ads in the Bradenton Herald before the meeting. He also had green hats made with yes printed on them in white. Those hats were distributed at the meeting, so commissioners could easily see supporters wearing them. Beruff says he spent about $150,000 on preparations for the meeting, including consultants, attorneys and hats.

The son of Cuban emigres, Beruff says he won’t give up easily on Long Bar Pointe.

He’s shown that stick-it-out side before, in surviving several economic downturns.

A Miami native, Beruff has also shown it in his personal life: His family, including his Cuban-born older sister and brother, struggled for several years. They received government-sponsored food every Saturday, and his siblings, his mom, his aunt and some cousins, eight people total, all lived in a converted two-car garage for a few years.

With Long Bar Pointe, though, Beruff’s stubbornness is directed toward the dynamic possibilities of the development.

Says Beruff: “I’ve never had a project in my career that I felt so right about.”

Siesta residents drive low-speed vehicle debate Residents squared off at a county meeting to discuss the presence of a controversial type of vehicle on Siesta roads.

The low-speed vehicle (LSV) debate redlined Tuesday night. About 50 people attended a county meeting at the Siesta Key Chapel, which grew raucous at times, to discuss whether LSVs (four-wheeled transports limited to 25 mph) should be allowed on a quarter-mile stretch of Midnight Pass Road that is under review for a speed-limit reduction.

Representatives of the Sarasota County Traffic Advisory Council (TAC) ran Tuesday’s open forum. The TAC asked residents who attended the meeting to provide written comments that would be taken back to the County Commission and encouraged attendees to complete an online survey.

Sarasota County Public Works Transportation Manager Paula Wiggins fielded questions from attendees. Wiggins said Tuesday’s meeting was part of a directive from the County Commission to gauge community response to the idea of lowspeed vehicles on the stretch of Midnight Pass Road from Sanderling Road to Vista Hermosa Circle.

Opinions at Tuesday’s forum were divided. Participants’ comments were generally in favor of lowering the speed limit, but safety was the main concern for those opposed to allowing LSVs on a two-lane road that many Key residents use for their daily commutes.

“Someone is going to die,” one resident said at the meeting.

open-air, golf cart-sized transports were environmentally friendly and could help alleviate parking problems and traffic congestion on the Key. Some residents advocated for lowering the speed limit on the entire island and opening up additional roads to LSVs. Sanderling residents put a petition before the TAC in November to lower the speed limit from 40 mph to 35 mph on the stretch of Midnight Pass Road. Low-speed vehicles are only allowed on roads with posted speed limits of 35 mph or less.

Ryan Montague, a staff member of Sarasota County Traffic and Engineering, said the county commissioners were leaning toward banning LSVs from the much-debated section of Midnight Pass Road.

“We were officially directed to come back with a resolution to lower the speed limit and ban low-speed vehicles,” Montague said. “After that it’s up to the commissioners to make the final decision.”

The TAC will report back to the commissioners on the results of Tuesday’s forum as well as the results of the online survey.

Mary Ann Rihm-Swanson, an Alinari resident, seems to fall into both camps.

She said it was important to preserve the greenspace as Alinari’s pathway to downtown, but was also grateful for the certainty that she wouldn’t have to look at an alleyway full of dumpsters in that space.

“I believe that this was a no-brainier for the owners who wish to preserve what is going to be built around us,” Rihm-Swanson said. “This was an opportunity to not only protect our investments, but to enrich the value of our property.”

Falletta said the condominium will take a wait-and-see approach to decide the future of the newly purchased property. Suggestions from residents have included a garden, a park, a tennis court and simply leaving the current greenspace.

“It’s been a mixed bag of ideas,” Falletta said. “We’ll talk to the owners soon and start all over again and see what their ideas are.”

Residents of the Alinari condominium complex downtown were interested in what would develop on the land adjacent to their property. So, they decided to make sure they had control of the outcome.

The Alinari Condominium Association, in response to growing concerns about the future of an unoccupied tract behind the building at 800 N. Tamiami Trail, spent $650,000 to purchase the 54,124 square feet of land July 8. The fate of the grassy property is still up in the air, but one thing is for certain: It’s in the hands of Alinari residents.

The chain of events that led to the purchase started with a failed attempt to develop that land. Alinari was part of a grander plan to develop two high-rises alongside mixed-use townhouses and studios; after the housing market crashed, the high-end construction faltered, and the high-rises stood alone.

As the land sat undeveloped, Alinari residents became accustomed to the undisturbed greenspace, condo association President Carl Falletta said. When the property went up for sale a year-and-ahalf ago, as the market was recovering, residents had to confront the reality that the land wouldn’t be undisturbed for much longer.

Unless, of course, the residents took a significant step to ensure it was. Falletta said an exploratory committee was put together to look into purchasing the land as soon as it was put on the market. Quickly, he said, two sides developed among residents when they were approached about buying the property.

In actuality, they were fighting for the same cause. One group was interested in adding amenities to the land, in enhancing the property. The other group didn’t want a developer to build something on

School Board reports savings on renovation projects The Sarasota County School Board kicked off the new school year with some good news — all facility renovation projects are on time and under budget.

Class is back in session for the Sarasota County School Board. And if board members haven’t finished their back to school shopping, they should stock up on black pens and toss out the red.

The board met Tuesday for its first board meeting and monthly work session of the 2013-2014 school year.

The new school year began with some good news from Chief Operating Officer Scott Lempe.

Lempe reported that reductions in construction costs statewide had slashed the estimated costs of multiple renovation projects under way at Sarasota schools.

Renovation work at Sarasota County Technical Institute (SCTI), originally forecast to fall between $172 million to $190 million, was revised down to a new price tag of $90.5 million — almost $100 million in potential savings and at least a 50% drop from the original bid. Lempe said that a dramatic drop in construction costs along with smart, practical compromises on building materials and the efficiency of project management made the difference.

Lempe compared the SCTI project to the 2009 renovations at Riverview High School, completed at the height of the recession, noting that the price per square foot of the SCTI renovation was $100 less than Riverview’s. SCTI will cost $140 per square foot, compared with

$240 per square foot for the 2009 Riverview renovations.

SCTI is not the only School Board project to benefit from the economic turnaround.

The renovations at Sarasota Middle School and Laurel Nokomis School, each estimated to cost $10 million, are both approximately $500,000 under budget, Lempe said at Tuesday’s work session.

The Venice High School renovations, which include

a new culinary-arts facility that opened Monday and a new performing-arts center due to open next year, also came in well in the black. The School Board recently approved an $8 million reduction in cost for the $90.5 million project, representing cost savings of 10%.

“That’s a credit to the contractor and the construction manager,” Lempe said.

The Venice High School renovations also include a new media center designed to encourage student interaction and a revamped front courtyard.

The cost savings from the renovation projects will benefit other Sarasota School Board projects. According to Lempe, the money saved from the SCTI renovation will be reallocated within the School Board’s capital fund to meet other needs such as paying for more school buses, adding technology in the classroom and facility improvements at other area schools.

“Coming in under budget is a big deal,” School Board member Jane Goodwin said.

“Especially with renovations.”

Other topics discussed at Tuesday’s meetings Two new channels will be included in the 2013-2014 lineup for Channel 20 programming. The new channels will provide more in-depth coverage on policy issues and help the School Board educate the public on legislative issues.

“This will enhance our partnerships in the community,” said School Board member Caroline Zucker. “I’m excited.”

• The School Board discussed possibly tightening the belt on charter school funding. No action was taken, but the issue was discussed during a work session meeting.

• The School Board approved a dualenrollment agreement with State College of Florida, requiring the school district to pay $72.23 per hour for each student enrolled, complying with a new law.

• A task force will report back to the board in several weeks to report its findings on a potential school employee health clinic, district health-care costs and worker incentives.

• The School Board reports that the first day of school was a success.

“Everything ran smoothly,” School Board member Shirley Brown said.

• The Food and Services Department won a national Best Practice Award from the USDA. The next Sarasota County School Board meeting is scheduled for 6:30 p.m. Sept.

“We want to bring the political debate back to the issues, not on stereotypes,” Rice said. “If we can take race out of the political vitriol, we can judge politicians on the content of their ideas.”

Rice also heads the African-American Outreach Committee for the Republican Party of Sarasota. Her career as a military lawyer included assignments as special assistant to the Army JAG and adviser to the deputy assistant secretary of defense for equal opportunity. After retirement, Rice served on President Reagan’s Private Sector Initiatives Task Force and volunteered in the political campaigns of numerous Republican candidates for offices ranging from the presidency to congressional seats.

Sarasota-based National Black Republican Association filed articles of impeachment against President Obama last week, setting off a groundswell of support online and sparking outrage from area Democrats.

The association’s chairman, 20-year Army veteran and Sarasota resident Frances Rice, drafted the 10 articles, which were released in a blog post Monday, Aug. 12. Rice cited the president’s handling of the Benghazi attacks, the NSA spying program, the prosecution of whistleblowers and the wiretapping of journalists as the organization’s principal grievances.

“It’s in the nature of people who serve to be willing to put things on the line for what they believe in,” said Rice, who served as an Army JAG officer and retired as a lieutenant colonel. “We have put our reputations, our fortunes and our careers on the line. We are trying to show that not all black Americans support President Obama.”

The article announcing the NBRA’s call for impeachment was published on WatchdogWire.com and received more than 53,000 likes on Facebook.

The impeachment document calls for the president’s removal from office and was sent to President Obama, Senate Majority Leader Harry Reid, Senate Minority Leader Mitch McConnell, House Speaker John Boehner, House Minority Leader Nancy Pelosi and the full Judiciary Committee of the U.S. House of Representatives.

“I don’t expect to hear a word from Congress,” Rice said. “If Republicans tried to support this, they would be derided

“The tipping point for me was Benghazi,” Rice said. “The image of that soldier shooting off a flare from the roof, giving away his position, thinking that help was coming. The whole thing just really grabbed me — and a lot of others — emotionally. We want our voice to be heard.”

Rice said the media and the Democratic Party have unfairly targeted her organization because its message runs counter to the assumption that Democrats are more effective advocates on issues affecting the black community than Republicans.

“Most of the mainstream media likes to pretend that black Republicans don’t exist,” Rice said. “We try to fight back against the mantra that the Republican Party is only rich white men.”

Ferrandino said the NBRA’s move for impeachment was another example of the kind of Republican grandstanding that cost them the 2012 presidential election.

“This is not an honest debate,” Ferrandino said, referring to the NBRA impeachment articles. “It is a political stunt meant to galvanize the Tea Party base.”

The offices of Sen. Marco Rubio and Rep. Vern Buchanan declined to comment on the NBRA’s push for impeachment.

+ Sarasota SUP Series returns this weekend The second Sarasota Stand Up Paddleboard Series race will be held Aug. 24, at Nathan Benderson Park.

The event will begin with a six-mile elite race at 8:30 a.m. followed by a three-mile open race at 10:30 a.m. Dash for Cash sprint races also will run along the shoreline throughout the day.

In addition to the races, competitors and spectators can participate in a landboarding course, a penny skateboard slalom and board demonstrations. Vendor tents, lunch and music also will be available on site.

Cost is $45 for the elite race and $35 for the open race.

Awards will be given to the topthree finishers in each division.

Proceeds from the event will

benefit Suncoast Charities for Children. Following the elite and open races, competitors will be sharing the paddleboarding experience with area special-needs children in an afternoon Kids Paddle session.

+ Fleet Feet Sarasota offers training program Fleet Feet Sarasota will begin holding a No Boundaries training program for those interested in joining a fitness program with the goal of completing a 5K or five-mile race in October.

Cost is $95 with an additional race registration fee.

Participants will receive oneon-one motivational guidance and advice from No Boundaries coaches, a New Balance performance shirt and a Fleet Feet Sarasota coupon book.

The program features two weekly group training run/walks, as well as educational clinics on various topics, including proper nutrition and avoiding injury.

Group runs and seminars take place every Tuesday (6 p.m.) and Saturday (7 a.m.) through Oct. 22.

New College student keeps her eyes on philanthropy

Abigail Oakes is a busy college student with a drive and passion for community service. She is a resident assistant in the dorms at New College of Florida; team captain for New College’s Relay for Life Team; a writer for the campus newspaper; an amateur nature photographer; a thirdyear natural sciences major; an equestrian; and founder of nonprofit Circle K International at New College.

“Ever since I got involved in high school, I found that I wasn’t doing service just for hours,” Oakes says. “I was really enjoying myself, so I have been involved since.”

Her peers describe her as a leader, and Oakes attributes that to her involvement with community service.

Like most high school students in the U.S., Oakes was expected to complete community service hours before graduating. So, she joined the Key Club at J.W. Mitchell High School in New Port Richey.

“The organization itself became a significant part of my life,” Oakes says. “They have been supportive; in addition to community service, Kiwanis is dedicated to fostering leadership, friendships and professional development.”

Three years ago, in her first year at New College, Oakes was ready to get involved in the community. She joined smaller community service groups but saw there was a void and decided to organize Circle K International.

With the help of New College’s Coordinator for Community Outreach Konnie Kruczek and the Kiwanis Club of Longboat Key, in fall 2012 Oakes chartered Circle K at New College. Circle K currently has 25 active members.

wanis Club and is geared toward college students. It completes the circle between Key Club in high schools and Kiwanis Club for adults. Students across the world participate in chapters at their own colleges.

“There are a ton of other passionate service leaders at New College who want to know their community more than just by living and studying here,” says Oakes. “It’s an opportunity to be in the community.”

Circle K projects have included tutoring Booker High School students and helping Community Haven raise funds through a baseball program for children and adults with disabilities. Members also worked with the Kiwanis Club of Longboat Key to raise money for scholarship funds and raise funds for maternal neonatal tetanus vaccinations in third-world countries.

Oakes volunteers about 200 hours a year.

“I can’t see myself at a point in my life without doing some sort of service, that is really where I see myself going,” she says.

Teachers ease transition for incoming students When Goldie Feldman Academy’s kindergarten teacher Shonna Brady paid a visit to new student Ian Arov, 5, in his Siesta Key home, Ian shook her hand as if he were an adult.

Brady’s visit with Ian is just one of 12 home visits she conducted with incoming kindergartners before school started.

The Temple Beth Sholom teachers conduct these home visits with incoming preschool and kindergarten students to ease the children into the new setting.

The teachers use this time to make their new students feel more comfortable entering the classroom for the first time and to assess what skills the student possesses.

Brady follows Ian to his kitchen table where she pulls out her numbers, colors, coins and books for him to see.

“I let the child lead me to see if the child is focused and gets the work done,” Brady says. “ During this visit, Ian shows Brady he is ready to learn. Using numbers on pieces

of paper, he organizes them in the correct order. Ian counts to 100 and mentions he likes numbers more than words.

Ian then chooses a book and looks through the pictures, stating what he sees. He picks up on cues quickly and is excited to choose another book to read.

Brady observes that Ian’s math skills are stronger than his reading. Because of these assessments, the teacher can gauge what each student needs to focus on in the classroom.

The school has adopted Bill Daggett’s Three R’s for American Schools — relationship, rigor and relevance. Brady says visiting her students prior to them beggining a new stage in their lives builds relationships; she digs into rigor when she assesses the child’s emotional and social skills; and by learning what they already know she can make their learning experience more relevant.

“I feel like the kids come in more confident and sure of what my expectations are and parents do, too,” Brady says.

Elaine Cathcart and Clarice Baggett, of Athens, Tenn., sold their Unit 801 condominium at 420 Beach Road to Edwina Schulman, of Sarasota, for $1.6 million. Built in 1980, it has three bedrooms, two-and-a-half baths and 2,699 square feet of living area. It previously sold for $568,000 in 1989.
