Responding to requests from Laurel Park residents to change current zoning procedures, the City Commission approved Monday the creation of an overlay district that will allow greater neighborhood oversight over significant developments in the
area. The Laurel Park Overlay District will require two public workshops when a proposed development in the district exceeds current zoning regulations before a building permit or administrative site plan application may be
approved. One meeting must be held before an application is submitted, and the second is held after the application is submitted but before approval may be granted by city staff. The boundaries of the parcels within the Laurel Park Overlay
District are located on Rawls Avenue on the east, Morrill Street on the north, Julia Place and Lafayette Court on the west and Alderman Street and Brother Geenen Way on the south.

City stands behind red-light cameras A year-and-a-half after the first cameras were installed, Sarasota is satisfied with the effectiveness of its red-light camera program. INSIDE Red-light cameras by the numbers / PAGE 2A
Sarasota Police officer John Lake has a simple metric for determining the effectiveness of the city’s red-light cameras. “If you went out there, and you happened to do a study, and you asked 10 people if they happened
to pay more attention to red lights in the city of Sarasota because of the cameras, all of them would say yes,” Lake said. Although Lake said the city is pleased with the program to date, he said there’s no plan to
add more cameras at this time. The city installed cameras in two phases — 10 beginning in December 2011 and another 10 earlier this year. The city chose the intersections it determined to be the most dangerous to house the cameras.

Two cameras in particular are generating a high rate of violations — those tracking cars headed northbound on Tamiami Trail at University Parkway and westbound on Bee Ridge Road at Tamiami — due to a failure to comply with no-turn-on-red regulations. The city has posted an additional sign at Tamiami and University to try to prevent motorists from making illegal turns. A new state law, which went into effect July 1, will impact the appeals process. Before, if a ticket wasn’t responded to within 30 days, it became a uniform traffic citation and the fine increased to $264. Those who receive tickets now have 60 days to pay or dispute tickets, and appeals will be handled by a city-appointed magistrate rather than a court. Lake said enforcement procedures will remain the same. Lake said people with concerns about the cameras mistakenly flagging them for a violation should rest easy. Two people with American Traffic Solutions, the vendor that provides the camera, review all potential violations before they are sent back to the city, where police review them an additional time. As a result, for example, the majority of violations triggered when someone makes a right turn on red without coming to a complete stop are being thrown out. “If you make a right turn on red where it’s legal, you don’t need to come to a complete stop as long as you make the turn in a safe and prudent manner,” Lake said. “99% of the drivers are doing it in a safe and prudent manner.” The city submits a study to the

DISSED REPAIRS
by David Conway | News Editor
Park project causes headaches The process of repairing the grounds at Luke Wood Park has residents at nearby condominiums — already upset by protracted lift station construction — frustrated. When Luke Wood Park was selected as the new location for a sewer lift station in 2008, residents at the nearby Central Park condominium complexes voiced complaints about how they might be negatively affected. The lift station has yet to be erected, but construction in Luke Wood Park has caused headaches for those living nearby. “It’s extremely noisy, dusty,” said Mike Venz, board president of the Central Park Condominium Association. “We’re having to do more maintenance work to get our walkways clean because of the dirt that has been turned up. One of the major things is it’s not going to be done for another yearand-a-half or two years.” One protracted project to spruce up the park is doing little to allay any concerns. In the wake of the delayed construction efforts below Luke Wood Park, the city began work to restore the park grounds earlier this year. At a public site meeting held Feb. 20, residents voiced complaints about the unsightliness of the park but were looking forward to the improvements being made in a timely manner. In March, according to a series of emails exchanged between project manager Steve Topovski and Central Park resident Pauline Kingsbury, the plans called for the removal of pipes so irrigation and landscaping at the park could be completed by early May. But, it wasn’t until July 13 that the irrigation system had been restored, and landscaping
improvements are still ongoing. “I don’t know what went wrong here,” Venz said of the city’s work in the park. “They didn’t do their homework.” By May 9, the pipes had been removed, but the work had already extended beyond the original timeline Topovski had suggested. Shortly after, the fencing around the area was relocated to decrease the overall footprint of the project. On May 13, assessment began on the irrigation system, with Buccaneer Landscaping working with the city to perform that task. The company was able to repair the main waterline by May 30, but the cost of the remaining irrigation work required the city to seek quotes from landscaping companies before work could be completed. That process — originally slated to take about a week — stalled for almost three weeks before a completion date of June 28 was targeted for the irrigation repairs. “We were converting over our annual landscaping contracts,” Topovski said. “We had a guy set up to do it and then wasn’t able to do, so we jumped through a number of different hoops, and it languished.” One final delay was introduced as the irrigation system repairs were finally coming to a close when, during a storm, lightning struck in the area and damaged the system’s wiring. “This is a disgrace,” Kingsbury wrote in an email to the contractor and city commissioners July 12.
“The total lack of respect shown to the residents is unbelievable. All we asked for was to have this site restored to good order whilst the city gets its act together and gets this whole project finished.” Topovski was apologetic for the delays. He said the magnitude of the work complicated the process beyond what he had expected; the irrigation system had been inoperable for a lengthy period of time, which contributed to the difficulties in restoring it. He also added that, though he couldn’t stick to the original timeline, he wanted to uphold the city’s efforts to be in contact with nearby residents throughout the process. “We keep in close touch with the Central Park people to keep them informed,” Topovski said. “We did commit to maintaining communications, and, although we haven’t been able to keep up with our schedule, we have stuck with that promise.” This week, trees are in the process of being procured and weeds are being removed to allow for the eventual installation of landscaping features. Protracted as it may have been, this aspect of the work at Luke Wood Park appears to be coming to a close. Still, this period has given little reassurance to residents who are concerned about the construction process in their backyard. “They told us they’d be making landscape improvements, but I haven’t seen it,” Venz said, “This is probably a step in the right direction, but I don’t really know.”

rate hike
by David Conway | News Editor
Preliminary city millage rate rises City commissioners approve a preliminary millage rate for 2013-14 that represents an 8.48% increase over last year. After two days of departmental budget presentations, the Sarasota City Commission approved a preliminary operating millage rate not to exceed 3.1728 by a 3-2 vote at a special meeting Wednesday afternoon. That rate, while not final, would represent an 8.48% increase over last year’s rate of 2.9249. For property valued at $200,000, the new rate would correlate with a $49.58 increase in property taxes. The millage rate increase, along with just more than $1 million from the city’s Revenue Stabilization Fund and $657,000 in one-time reallocations of money from Solid Waste, self-insurance funds and the gas tax, eliminated what had been a roughly $3.4 million budget deficit in the proposed budget. "I think this is a fairly balanced approach to this,” Commissioner Suzanne Atwell said. “We've been given some limited choices, but I think this balances it out pretty well." Commissioner Paul Caragiulo and Mayor Shannon Snyder were the dissenting votes. Caragiulo said he believed there was still more room for the city to maneuver beyond tax increases. “It’s not to say I won’t vote for it when it’s up,” Caragiulo said. “I didn’t vote for it today because I think we can still find some money in that budget somewhere.” Snyder echoed those sentiments when Commissioner Susan Chapman said several departments had been “cut to the bone” during a debate about the reallocation of a public information officer between departments. “If we're sitting here talking about adding spin doctors, the question isn't whether we're going to go broke, it’s how fast,” Snyder said. Commissioners were presented with four options for setting the preliminary millage rate; two would have established a rate that represented increases of 16% or 20% over last year without relying as heavily on the use of one-time funds. A third option would have kept the operating millage rate flat, but used more than $3 million in one-time funds, which would impact the city’s ability to balance the budget next year.

Holiday traffic creates trash buildup on Siesta Beach Some visitors to the beach voice complaints about the garbage, but county officials stand behind current cleanup procedures. Visitors to Siesta Beach on the Fourth of July were able to take in an impressive fireworks display, but they may have created an unpleasant sideshow in the process. Jose Rojo has been visiting Siesta Beach with his family for about 15 years. In the past few years, he said he’s noticed a decline in the attention given to maintaining the quality of the beach, both from visitors and from the county. “I think I started noticing it right after the big announcement that Siesta Beach was the No. 1 beach in the USA,” Rojo said. “Before, it was like it was our own hidden gem; they don’t take care of the beach like that now.” Rojo shared his concerns about what he perceived to be the worsening state of the beach in an email sent to the Siesta Key Association at the beginning of the month. Association President Michael
Shay said that he’s heard other complaints similar in tone to Rojo’s, and acknowledges there’s often an increase in garbage around major holidays. Still, he doesn’t believe the garbage on high-traffic days is a significant issue, but rather a reality that comes with attracting a large crowd. “I don’t have a concern that it’s going to scare people away,” Shay said. “Whenever there’s a large crowd anywhere, there’s going to be a decent amount of garbage. When garbage is left there, it’s not picked up instantaneously.” Rojo said any changes he’s noticed wouldn’t prevent him from coming back in the future. “Siesta Key has become my home away from home,” Rojo said. “That’s why it hurts so much — I don’t want to see that going away.”
County Parks and Recreation Director Carolyn Brown said the department recognizes the importance of maintaining the cleanliness of the beaches and its impact on tourism. This year, 13 additional workers were brought in to work the July 4 shift to handle the increased traffic between Siesta and Turtle Beaches. Brown agreed holiday trash buildup wouldn’t negatively impact tourism. “I think the beauty of the beaches speaks for itself,” Brown said. “I think people can realize that large quantities of people bring that in association with these special holidays.” Partially echoing Rojo’s complaints, Brown said a portion of the issue has to rest on the shoulders of those visiting the beach. “Our citizens and visitors visiting our pristine beaches need to be responsible stewards, to take care of their trash,” Brown said. Shay said there’s been discussion of adding more garbage pails at the beach to mitigate the influx of trash that builds up

Rain and flooding on the Fourth of July caused trash from the large crowds to be strewn about on Siesta Key Beach.
between occasions on which the pails are cleaned out; Brown said the county brings in extra trashcans on peak holidays. Ultimately, Shay said, the current system is effective the majority of the year. “You do get a number of days throughout the year that are a lot more traffic because of the holiday, and the pails may not be sufficient, but again, you’re talking about a handful of days,” Shay said.

+ SMH lands No. 6 ranking in the state Sarasota Memorial Hospital moved up two spots in U.S News and World Report’s rankings of the top hospitals in Florida, to sixth best in the state. The 806-bed acute care hospital also retained its No. 1 ranking among all medical facilities the region. The community hospital’s gynecology department placed 48th in the magazine’s nationwide survey. That department earned perfect scores in patient services, advanced technologies and gynecology patient volume. Although gynecology was the only SMH department in the top 50 nationwide, the hospital earned high-performing status in six other specialties based on national benchmarks. Those specialties include: diabetes and endocrinology; gastroenterology and GI surgery; geriatrics; nephrology; orthopedics; and pulmonology.
+ Palm and Main crosswalk improvements approved The City Commission approved the expansion of the Main Street Improvement Project to include the installation of brick pavers to four crosswalks at Main Street and Palm Avenue, but the project was delayed until September. Parker and Louise Converse, owners of the Artisan Cheese Co., spoke at Monday’s commission meeting against the construction. They said Main Street improvement work had already significantly impacted their business, and that the widened scope of the project would be an even greater burden. The construction will close the intersection for 16 working days. September is historically a slower month for business. The Downtown Improvement

Based on business owners’ responses, Gollub outlined six potential goals for the city: •Creating jobs for local college graduates; •Implementing a downtown branding and marketing campaign to compete with Bradenton and Lakewood Ranch; •Developing affordable downtown housing opportunities for younger and older people alike; •Including the revitalization of the North Trail in downtown initiatives; •Revisiting bayfront connectivity and the Cultural District plan.

Siesta Key retailers push for regulation changes Overlay District revisions will need support from the island’s three associations, county commission says. Martha Smith, owner of Le Grand Bisou, in the Siesta Key Village, sees positive change on the horizon for Siesta Key business owners who hope to legally display merchandise in front of their stores without a temporary-use permit. Smith and a handful of other village merchants say a portion of the Siesta Key Overlay District, or zoning code, that prohibits any type of outdoors merchandise display is hindering their businesses. As part of a Siesta Key Village Association subcommittee, Smith and Rick Lizotte, of Comfort Shoes, recently presented a revised draft of that section of the overlay district to County Commissioner Nora Patterson and Sarasota County Zoning Administrator Brad Bailey. Patterson says she’s willing to work with the merchants, and though she recognizes their struggle for visibility, she says the current version of the group’s proposal is too liberal and could have unintended consequences. After discussing the proposal with fellow commissioners, Patterson says regulations on outdoor signage would likely need to be taken into consideration, as well. She suggests the subcommittee discuss the proposal with all of the organizations on the Key to ensure the proposal represents more than just a handful of voices and present it again as a formal request. Although this only represents the first step in the potential revision process, Smith says she is optimistic about the
Key proposal Siesta Key retailers proposed changes to the Siesta Key Overlay District regarding the outdoor display of merchandise. • Outdoor display areas shall not exceed 6 feet above finished grade without special permit. • Outdoor display area shall only be in front of a single storefront, extending no more than 6 feet out or 12 feet wide. • No tents or canopies may be placed over display areas. • Outdoor merchandise display shall be confined to business hours. • Outdoor display of recreational vehicles for rent, such as bicycles, kayaks, scooters, paddleboards and threewheeled scooter cars allowed in an area 24 feet by 12 feet, and 12 feet tall. meeting. Siesta Key Chamber of Commerce Executive Director Kevin Cooper worked with Smith and SKVA board member Russell Matthes to write the draft. He says that in the coming weeks, he hopes to meet with the leaders of the other organizations to find common ground on the issue. “It’s important that any changes are easily enforced and that they’re still relevant 10 years from now,” Cooper says.

1:36 a.m. — 5700 block of Midnight Pass Road. Burglary of an Occupied Dwelling. A man heard noises on his back upstairs balcony, so he retrieved his handgun and went to check on the noise. The man pointed the gun at the person on the balcony and yelled that he had a gun. The person fled the balcony, and shortly after the man heard the person yelling for help in the canal behind his house. When the burglar left the canal, a neighbor across the canal detained him.

HIT AND RUN 1:25 a.m. — 5200 block of Avenida Navarra. Impaired Driver. A woman said a man had driven his car into multiple poles and was currently parked at a bar. When an officer approached the man’s car, the man put it in reverse and almost collided with the patrol car. The man said that he was just leaving work; the parking lot where he stated he worked had broken pieces of a car near two of the poles.
July 13 CHECKING OUT 5:00 p.m. — 1500 block of Benjamin Franklin Drive. Petit Theft. A man had been hanging around a hotel for four days when an employee noticed he had taken a mug from a housekeeping cart. Later that day, the man came into the hotel restaurant and ordered food and alcoholic beverages. He went outside occasionally to smoke but always left his wallet on the counter. Eventually, the man did not return from going outside. The bartender discovered he had left a different man’s wallet at the bar, though photocopies of his own ID and social se-

July 14 CRIME WAVE 12:00 p.m. — 1000 block of Point of Rocks Road. Stolen Vehicle. A man reported that his Jet Ski, which had been anchored to the beach, had been stolen. The keys were not with the Jet Ski, so he said it couldn’t have been started. The next day, the man found the Jet Ski floating in the water near where it had been docked. He said the Jet Ski must have broken free from its mooring and drifted away.
FIGHTING DEMONS 5:00 p.m. — 4200 block of North Tamiami Trail. Suspicion General. A man said he was involved in a verbal and physical dispute at a convenience store. First, he said, an unknown man approached him, shouting. When the man entered the store, the suspect followed him and began to press his index finger onto the man’s nose and forehead repeatedly before the man eventually escaped. An employee at the convenience store said no confrontation had taken place in the store, and no other witnesses were found.

Developments in the area immediately surrounding Laurel Park had previously not been subject to public review. City staff will continue to handle the approval of administrative site plans and building permits for nearby downtown developments. A sizable contingent of Laurel Park residents appeared at Monday night’s commission meeting to back the proposed ordinance. Seven people spoke in favor of the overlay district; more than 10 additional people stood in the audience when Laurel Park Neighborhood Association President Kate Lowman asked for a show of those present to support the measure. Residents said the established zoning regulations allowed for significant developments to be built across the street from where they live without any neighborhood input. “What we have been saying is, for large projects, we believe there should be some public input because we are hopeful that will increase the likelihood of a more compatible development,” Lowman said. “This is an important step in the direction of including residents in the improvement process of the building approval process.” Commissioner Paul Caragiulo was the lone dissenting vote. During the meeting, Caragiulo said he had warmed to the idea of multiple public hearings, but was opposed to a stipulation that would require the City Commission to automatically consider any appeals to permit or site plan decisions that had already been appealed once to the city’s Planning Board. “I think I would prefer in this situation, if it’s going to be an appeal, that it should go directly to the City Commission, and nobody’s going to be swinging in the breeze,” Caragiulo said. “If it’s certainty that we want, that’s the way to get certainty.” Caragiulo proposed an amendment that would send all appeals directly to the City Commission, but he failed to receive a second. The other commissioners called the regulations in the overlay 1district a satis2013-05-13BPR.pdf 5/14/13 12:03

fying compromise for both sides. Initially, Laurel Park residents asked to eliminate the city’s administrative review process entirely within the boundaries of the district, instead wanting to send proposed developments to the Planning Board for approval. “If the original plan had been proposed and adopted, there would have been even more public hearings, more opportunities for people to come before the planning board and the commission and more people speaking,” Commissioner Susan Chapman said. “So I think this is a good compromise.” Lowman said she would have preferred the Planning Board process because it was a more tested system; before a downtown rezoning, developments in the overlay district went before the Planning Board. While there’s no guarantee that the new regulations will produce the results some residents are seeking, she’s optimistic about the change. “I think it’s an important step forward, and I’m hopeful it will make a difference,” she said. “We’ll find out — it is a new system, so no one knows exactly how well it PM will work.”

Flora Oynick seeks sense of community through outreach In her new role as the Jewish Federation’s engagement ambassador, Flora Oynick hopes to create a better sense of community in Sarasota. In her first few weeks of work at the Jewish Federation of Sarasota-Manatee, Flora Oynick can only remember staying in the office for lunch on two occasions. As the newly appointed engagement ambassador for the organization — the first position of its kind for a Jewish Federation — she’s found herself immersed in her new role much more quickly than she expected. “I thought it was going to take a few months to determine exactly what this job would entail,” says Oynick. “But people have already started reaching out to me to set up lunch meetings and have conversations with me. It proves that there is a desire in Sarasota to be a part of the Jewish community, and I think I can become that link that was missing before.” Engagement ambassadors are common in schools, temples and in many fields of work. Oynick says the Jewish Federation of Sarasota-Manatee created the position to act as its eyes and ears and have someone available to listen to the communi-
ty’s wants and needs. According to Oynick, an engagement officer’s job is simple, in theory. “It’s about building relationships and enriching the community — and not just the Jewish community,” says Oynick. “I’m like a concierge. I want to connect people with the opportunities available in Sarasota.” Oynick feels that her background makes her well-suited for the job. Born and raised in a vibrant Jewish community in Mexico City, Oynick moved in 1988 to Sarasota and married her husband, Guillermo. She put her background in education to use as a teacher at Temple EmanuEl, and she spent 24 years in education administration at Temple Beth Sholom. She says she was actually preparing to retire when she learned about the newly created position at the Jewish Federation, and she felt it was the perfect opportunity for her. Her years of experience in education allowed her to meet many families and make countless connections,

Flora Oynick brings more than 20 years of experience and connections to her new position. which she says will prove invaluable as she strives to forge connections between the Federation and Sarasota’s various organizations. Oynick says her main goal as engagement ambassador is to help people break away from their fast-paced lives and form more meaningful connections with friends and neighbors in the community. “People today live very rushed lives, and we’re very technology-focused,” says Oynick. “We’ve become disconnected, and people forget how much you can get out of a good conversation at a table with friends. People are craving that kind of connection, and it’s my job to help them find it.”
LOOKING FORWARD In her new position, Oynick will join a team of three to forge new relationships in the community. Her new coworkers share their thoughts on how Oynick will be an asset to the team, and how her oversight of the Federation’s specific programs will continue to help them succeed. Jessi Sheslow, development coordinator: “Just in the few weeks that we’ve worked together, I can already see the connections Flora has in the community. She knows so many people. Her voice and her hand extending out to them will be invaluable.”
Len Steinberg, assistant program director: “This is all about building a strong team. Flora has been in Sarasota for 25 years, and she’s going to help us continue to shine. She’s great at her job, and she’s an amazing person, who puts the Federation first.”

The high cost of police You know the cliche: A picture is worth Total General Fund: $58,557,554 1,000 words. In this case, it’s two pictures — the pie chart and table below it. So the challenge for commissioners is eliminating that gap. The choices are many — some more painful than others. And as of the start of OVERSTAFFED POLICE? this week’s budget talks, city commissionRanked by most officers per 1,000 ers had expressed a desire for “a balanced citizens approach” — a combination of cutting OFFICERS expenses, tapping the city’s contingency, PER 1,000 rainy-day funds and raising taxes. Now that he is retiring, it finally can be told — the story Judge De Furia never wanted to read while he served on the bench: He walked out of Publix at Christmas time without paying. We witnessed it. But it was totally innocent — and totally Judge De Furia. As a longtime resident of Longboat Key, Judge De Furia has developed a lot of friends on the Key. And invariably, when he does his weekly grocery shopping at the Longboat Key Publix, it takes him twice as long as it otherwise might because he often becomes engrossed in friendly conversations with neighbors, friends and certainly Publix staffers. That’s what happens at the Longboat Publix. It’s the town square.

Now we know: A big cash cow
There’s a new revenue line in the city of Sarasota’s budget showing “Major Revenue Sources.” It’s called “Red light citations.” And it’s a winner — for the city. In its first year of operating red-light cameras, the city generated $557,935 from catching motorists running red lights. When this fiscal year ends Sept. 30, the city expects to have collected $1,011,000, an 81% increase. And for fiscal 2013-2014, the city expects red-light fines to increase 91%, to $1,932,000. Yeah, right, the red-light cameras are all about improving safety at intersections. C’mon, we all know: Follow the money. It’s all about the money.
nating comparisons as well. The city of Sarasota ranks second among those 15 comparable cities in Florida in terms of the number of uniformed officers per 1,000 residents — an indicator the department may be overstaffed. Clearly it’s an outlier. And yet, the table below that one shows more disturbing data. Sarasota has the second-highest crime rate among the comparable cities, a fact city officials probably would say justifies the higher number of officers. That would be one way of looking at that. Another might be the city’s higher crime rate can be attributed to incentives and disincentives — i.e., how crime is punished. People always respond to incentives. If, say, the punishment for crime is low in Sarasota, you would expect more crime. Either way, this comparative data begs for management to explore why Sarasota’s police costs are outliers from the average — and how they could be improved. We know one way to reduce costs for sure. The City Commission must be stronger reining in police pension benefits. They must be cut. Reducng benefits is only part of the path to better fiscal health. Another is what few elected officials like to do: raise taxes. But every one of the commissioners knows this is inevitable. Perhaps a way to soften and accept that inevitability is to look at more comparisons — how the city of Sarasota’s millage rate compares to the Sarasota school district, Sarasota County and the 14 other cities listed in the accompanying boxes. • For every local property-tax dollar collected, the city of Sarasota accounts for 19 cents of that $1. The school district takes 46 cents, and the county takes 27 cents. • Compared to the 14 other cities listed above, the city of Sarasota has the lowest millage rate. Commissioners know what to do. Whether they have the courage is another matter.
car, exchanged pleasantries as he dropped a donation into the Salvation Army pot outside the store and, with his recyclable bags in hand, proceeded inside to do his shopping. Thirty, 40 minutes later, he emerged with a couple of bags of groceries. He cheerfully bid the Salvation Army bell ringer adieu and headed toward his car. No more than five minutes later, the judge pulled back in the parking lot and began walking briskly into the store. “You’re not going to believe this,” he said. “I got so caught up in my conversations inside, I walked out without paying!” Embarrassed, yet laughing at his absent-mindedness, the judge pleaded not to be reported in the Observer’s “Cops Corner.” We have held that chit all this time. But now that he’s retiring, the truth comes out: He was an honest judge.

my view | opinion by Rodger Skidmore | Guest Columnist
‘Depiction’ is key before placement of statue The raising of the flag on Iwo Jima means different things to different people — usually based on different sets of “facts” — so real knowledge of history is important. It’s true that a flag was raised on Mount Suribachi on Iwo Jima. The flag was given to the leader of a patrol climbing the mountain, who was told, “If you get to the top put it up.” After reaching the top without incident, three marines stuck it in the ground atop a tall pole. The flag was small and could not be seen well from the landing beaches. The only battle for that flag was between the Secretary of the Navy and the Commander of the 2nd Bat- Skidmore talion — both wanted it as a souvenir. A larger replacement flag was ordered by the battalion commander and later that day five other marines and a sailor, none of whom had been involved in the raising of the first flag, planted the second flag. They were part of a 40-man patrol that had gone back up the mountain, specifically to raise the flag, without being fired upon even once. Although Rosenthal’s photo seems to show the marines putting up the flag in a pitched battle, they are merely sticking in into the ground while being photographed and filmed. It was a photo opportunity. Does the photo and subsequent statue “depict” the marines “defeating tyranny and sacrificing blood to gain peace?” Yes. Were these particular marines doing so at that moment? No. Did three of them die later in the war? Yes, and many others died both before and after the flag raising. However, as the photo and statue of this
incident are so closely connected in our hearts with those who did die, who were wounded, who spent years of their lives defending our freedom in this and other wars, perhaps it would best be placed at the Sarasota National Cemetery where those who did sacrifice so much are laid to rest. Seeing the statue on the crest of a hill overlooking the heroes who have served our country so well would be a stirring monument indeed — if, after due consideration, it is the right thing to do. The Observer’s July 11 editorial says the statue is of “the original, 1945 steel-cast monument.” In fact, it is “the original, 1945 cast-stone monument.” According to the CastStone Institute, cast-stone is another way of saying “a refined form of concrete.” Due to weathering of this original monument being offered to Sarasota, “the joints of the inner steel skeleton” within this hollow form “suffered extensive damage” and has been repaired by the current owner. A similar version of this statue is in Cape Coral and is made out of concrete poured over a superstructure (cast stone) consisting of rebar and steel. This version, similar in scope to the hastily created original, “created in just three months,” has undergone two restorations since it was installed: the lat-
est in 2011. A quick look at how unbelievably extensive this last restoration was can be viewed on a Cape Coral website. It is understandable that someone like Harold Ronson, whose life was so intimately connected with Iwo Jima, would, upon seeing that this statue was avail-
able, be enthusiastic about acquiring it for Sarasota. However, it is also understandable how a majority of the Sarasota City Commissioners might think it prudent to do a background check on this monument. Did the current owner do a really good restoration? It was restored after being in Washington, D.C. — how will it fare in Sarasota’s weather? What did Cape Coral’s restoration cost? What is the monument’s estimated life expectancy? Is Sarasota responsible for building the base for the memorial, and the reconfiguration of the plaza, and the landscaping, and the insurance, and the ongoing maintenance? And, etc. What is hard to understand is why someone who rushes into something without thinking is put up on a pedestal, while public servants receive criticism for trying to make sure a $1.4 million donated memorial, for which the city will become responsible, won’t cost taxpayers even more over the long run. Or why the public bashing of these officials, elected by the voters of Sarasota, is such sport? Rodger Skidmore lives on Siesta Key.

201 10th St. W., Bradenton A trip to downtown Bradenton wouldn’t be complete without a visit to the Gulf Coast’s largest history-and-cultural museum. In addition to learning the prehistory of Florida’s Gulf Coast from fossils, you’ll see art exhibits, a planetarium and an aquarium. At 6 p.m. most Fridays, the museum shows a film; this month, the films all relate to waterways. Cost for film admission is $5. And, Snooty the manatee’s 65th Birthday Bash takes place from 10 a.m. to 2 p.m. Saturday. Snooty is the oldest manatee on record. To celebrate, there will be games, activities and family fun. If you were born in 1948 (the same year Snooty was born), you receive free admission to the museum during July. The museum is open from 10 a.m. to 5 p.m. Monday through Saturday, and noon to 5 p.m. Sundays. Admission is $11.95 to $15.95.

Bradenton; bound on the north by Ninth Avenue West, on the west by 14th Street, on the east by Ninth Street West and on the south by 16th Avenue West There are 42 acres upon which a community of artists dwells and works in eclectic and colorful cottages that act as galleries, studios and businesses, including restaurants, retail shops and even a yoga studio. A few of the galleries are open during the summer season from 11 a.m. to 4 p.m. Thursday through Saturday, such as Dancing Crane Gallery, 1019 10th Ave. W.; and Divine Excess, 1125 12th St. W. But the big event in the Village of the Arts is the Monthly Art Walks, held the first weekend of every month. The next one takes place from 6 to 9 p.m. Friday, Aug. 2, and 11 a.m. to 4 p.m. Saturday, Aug. 3.
902 Martin Luther King Junior Ave. Way, Bradenton Start your day off by enjoying one of the 1,500 doughnuts sold daily at this Manatee County staple open for more than 20 years — but be ready to wait in line. This is one of a few Spudnut joints left in America; that means its raised doughnuts are potato-based rather than cake flour-based. It’s open from 5 a.m. to 2 p.m. Monday through Friday; 5 a.m. to noon Saturday; and 6 a.m. to noon Sunday.

Bradenton Riverwalk
452 Third Ave. W., Bradenton The new development of downtown Bradenton’s waterfront has a little something for everyone: from a pickup game at the beach volleyball courts, or a picnic on the Great Lawn, to learning about river tides and ecology in the Tidal Discovery Zone or splashing around in the fountains at the Family Fun Zone. There’s also a kayak-and-canoe launch site, a fishing pier and a skate park. On-street parking is free, but limited to one-to-two hours on weekends. The SunTrust garage is open to the public on weekends, and if you travel by boat, there are tie-ups at the day dock.

502 Third Ave. W., Bradenton The Manatee Players’ new and beautiful Manatee Performing Arts Center doesn’t officially launch its 201314 season until the highly anticipated “Les Miserables” Thursday, Aug. 8. Sarasota County commissioners applied historic designations to the Siesta Key Beach and Nokomis Beach pavilions because they represent public buildings constructed as part of Sarasota’s post-World War II building boom. Commissioners also said the structures represent examples of the Sarasota School of Architecture’s modern design movement. — According to the July 17, 2003 Observer archives

Residents got a look at what John Edscorn and Bill Partington called “real Florida,” on one of their guided Wanderlust Tours of the area. The Florida Conservation Foundation sponsored Edscorn and Partington to host periodic tours of lesserknown, backwoods Florida landmarks in what they called their “magic bus.” Edscorn, nicknamed the “wizard of the back roads,” was an environmental tour guide, wildlife expert, nature writer and outdoorsman, and he served as the bus driver and tour guide. Partington was a conservationist and research newsletter writer who teamed up with Edscorn to host the tours, which lasted anywhere between two days to two weeks. The Wanderlust Tours offered participants a rare look at environmental, historical and culturally significant sites for about $50 per person. — According to the July 17, 1986 Observer Archives

Former Riverview High wide receiver Rod Miller trains athletes of all levels and skill sets through his company, GLC Athletics.
Under the radar
UNDER THE RADAR
Growing up, Miller possessed the skills necessary to thrive on the athletic field, but the Rams wide receiver learned the value in performance training just a few years after he graduated. In 2000, Miller met Dave Plettl, who currently is Florida State’s assistant strengthand-speed coach. He began training with Plettl, and it wasn’t long before Miller saw improvement. “I had tunnel vision at the time because I would only train with Dave,” Miller says. “The biggest thing I noticed was in my development.” Over the next two years, Miller put on about 15 pounds and dropped his 40-yard-dash time by nearly two-tenths of a second to a high 4.3. In doing so, Miller walked onto the
Florida A&M University football team, for which he was a three-year starter. “Nothing I’ve set out to accomplish has been easy,” Miller says. “I’ve (conditioned) and worked hard for what comes my way.” During his first season with the Rattlers in 2002, Miller hauled in a team-leading five catches against the defending national champion Miami Hurricanes. “I said if they can’t hold me to zero catches then no one can,” Miller says. “It’s pretty flattering when a coach on the opposing sideline is holding up a card with your jersey number on it. It was pretty fun when you get out alive.” Upon graduation, Miller did several workouts for various NFL teams, including the St. Louis Rams and the Miami Dolphins, and was the 96th ranked wide receiver out of more than 200 wide receivers in his draft class. “I went from unknown to getting an invite from Adrian McPherson’s agent,” Miller says. Miller continued training and received calls from the Orlando Predators and Georgia Force, but, in 2008, when the arena football league began to fold, Miller decided to focus his attention on what initially got him to where he was. “I thought, ‘I have a future. I have plans,’” Miller says. “I knew at the time what I was going to do. I saw what Dave did with me in terms of agility and speed. I learned from someone great in his own right.” Miller founded GLC Athletics and began working out of ODA as an independent contractor. Around the same time, he took on the role as the school’s strength-and-conditioning coach. Now, nearly five years later, Miller balances his time between ODA’s student athletes and his own clients, including Lakewood Ranch’s Brad Zunica, Sarasota’s Shawn Bane Jr. and former ODA quarterback Evan Wilson, with whom he works with before and after school. Most recently, Miller began training professional boxer China Smith three days a week for his July 26 fight, at the Bradenton Convention Center. “I’ve been through it, so I can relate to a lot of my athletes I train,” Miller says. “The competition level I lined up against and the people I played against — you can’t question my ability. “I’ve learned a lot about myself and I want the quality of service to be consistent with what I’m doing,” Miller said. “I guess I’m pretty good. The athletes are a testament to what I’m doing.” For more information on GLC Athletics, visit www.glcathletics.com.

Tucked away in the back corner of The Out-of-Door Academy weight room, Rod Miller pores over the day’s schedule. At the moment, the room is void of activity. Dumbbells are stacked neatly along a mirrored wall in the back of the room while workout mats and medicine balls lie untouched. However, it isn’t long before a steady rush of voices filters down the hallway, dissipating the silence. School may be out for summer vacation, but aside from a few short breaks here and there, the weight room has been far from empty. The volleyball and football teams have been taking up residence in the weight room during the summer months, as they prepare for their upcoming seasons. As ODA’s strength and conditioning coach, it’s been up to Miller to facilitate how to accommodate every player who walks through the door. But, in addition to that responsibility, the Sarasota native and Riverview High alum trains local athletes across Manatee and Sarasota counties, as well as collegiate and professional, athletes through his company GLC Athletics. Miller founded GLC Athletics in 2008 as a way to help area athletes hone their abilities. Through the Greatness, Leadership & Commitment Athletics SpeedStrength Training program, Miller helps develop athletes’ endurance, strength, speed, agility and fitness, with the goal of helping players reach their maximum performance level. “I get to train kids and watch them perform at a high level,” Miller says. “It’s a service I can provide to people to help them get better. I’m very much into developing athletes.”

Church of the Redeemer needlepoint members meet every Thursday to beautify their church. One kneeler can take months to embroider, but the group finds the hobby relaxing. Eleven women sit around a table on a Thursday morning and chatter energetically as they needlepoint kneelers for the Church of the Redeemer. This group does more than sew: They talk about their week, get advice from one another on a new bathroom sink, learn about each others’ families and occasionally break for a bite to eat. “We bond not just in needlepoint but in our lives, too,” needlepoint group member Patty Sullivan says. “We celebrate birthdays and have birthday cake. We celebrate births of grandchildren and are there for deaths of spouses. We have become really good friends through this.” The ladies at the church carry on the centuries-old tradition to beautify their sanctuary and bond, even when many of their needlepoint friends are up north for the summer. “It’s therapeutic,” says Ettie

MILITARY MATRIMONY by Yaryna Klimchak | Community Editor
Brides Against Breast Cancer gown tour comes to Sarasota
Jennifer Nickel and Sarah Winn came to look for their wedding dresses with Holly Winn. Nickel is getting married Aug. 24, 2014 and Winn will have her reception in February.
Brides browsed through hundreds of white gowns Saturday during the Brides Against Breast Cancer Charity Wedding Gown Sale and Bridal Show, to find their dream dress and to help people impacted by cancer. The two-day event sold 25 dresses and raised $23,000. Brides Against Breast Cancer will donate $2 million this year to Center for Building Hope.
Bridal shop offers free dresses to a dozen military brides-to-be
Volunteer Jessie Sheslow helps bride-tobe Heather Aubin search for a wedding dress. Aubin will marry Sept. 22.
Sarasota Brides and Formalwear participated in Brides Across America Monday. Brides Across America is a nationwide charity that provides free wedding gowns to military brides. To qualify, brides must be engaged and on active duty in the military or have a fiancé who is on active duty in the military. The bride or her fiancé had to have been deployed in the last five years to Iraq, Afghanistan, Bahrain, Libya, Qatar, Kuwait, Korea or Japan. The bridal shop gave away a dozen dresses during the event.

Thirty-three-year-old Christina Miller sits on a mini-chair behind a mini-table at An Apple A Day Academy. The small day care and preschool is tucked away in a neighborhood one block south of Trader Joe’s. Photographs of the 26 children who attend the preschool hang on the brightgreen wall behind her. The academy opened in January, but Miller has big plans for it. This preschool may look ordinary on its surface, but everything is done — or not done — with its environmental impact in mind. “(The world) needs a new generation of fresh minds to conserve what is left of it, so I feel it is our job to give them the tools for a better planet,” says Miller. Miller is starting with the children who attend her preschool. Currently, the preschool and Miller are in the process of obtaining a “green certification” from Healthy Green Schools, a company that helps schools create a healthier, non-toxic and environmentally friendly atmosphere. To receive the certification, the preschool must complete a checklist and the staff and teachers must go through training and continuing education. Miller hopes to get the certification by December. “We don’t have to do this, but choose to because it’s validation,” Miller says. An Apple a Day has already incorporated a multitude of environmentally friendly practices in its dayto-day operations. The staff at the preschool reuses towels in place of paper products; children reuse utensils and plates as opposed to using disposable ones; and the staff uses all-natural cleaners that are EPA-certified and chemical-free. The walls are painted with no VOCs (volatile organic compounds) paints. Children also use recycled material for their projects. For example, they use dried-out markers to make watercolor paints, water jugs to make an igloo fort and they use the caps of the water jugs to make mini-painted

Joselyn Honea, 1, bites into a organic apple. turtles. “The simple things they actually enjoy more than the store bought items,” says Miller. “They just need to be given the tools to go outside and be able to play, and they love it.” In addition to the school recycling and reusing as many items as it can, 80% of what infants and toddlers eat at An Apple a Day preschool is organic. Miller says she tries to purchase
unprocessed foods whenever possible. Also, staff and children grow some of their own food throughout the year. The preschool accepts children ages 6 weeks to 5 years old. Staff members prepare healthy meals for the babies and the toddlers. For snacks, the preschoolers have a variety of healthy choices to choose from such as pears, apples or cheese. Miller says the children never complain about the food, and they are always at least willing to try it. “We say to our parents, ‘look, your child ate lentils today,’ and they are shocked,” Miller says. “The younger they start eating healthy it just becomes a habit.” Miller hopes to have a preschool large enough to accommodate 200 children within the next two years. Right now she is focused on building relationships with the families of the 26 infants and toddlers who attend An Apple A Day. “We become friends with the parents,” Miller says. “It is a family, not an institution.”
