Increased School Budgets offer Enhanced Security

'Wait and See' Approach taken on Limitations to SALT Deductions

udgets in the communities’ five school districts for the 2018-19 fiscal year are reflecting changing priorities in the face of new realities that have quickly encroached on school boards, such as school safety concerns after 17 people were killed in a Florida school - which lead to student walkouts in the three high schools and two middle schools over fears of becoming targets of gun violence, and reductions in state and local tax (SALT) deductions that residents will be allowed to take as the state relaxes caps to permit districts more spending – and, thus, modest tax increases. Merrick School District’s 2018-19 budget of $51,791,334, an increase of 5.10% from last year’s $49,277,857 requiring collecting $39,863,661 in new taxes from residents - will in fact come in at 2.9% for the fiscal year, up over a percentage point of 1.77% last year. With the school district’s state aid at $6,650,211 for the new fiscal year, a de-

crease of .88% or $58,789 from last year’s $6,709,000, it would have been expected to stretch the district’s budget capacity to implement new security measures necessary to protect lives. Instead, school district Superintendent Dr. Dominick Palma told Your NewsMag in an earlier email that the district transferred $2 million from cash fund balances to the new budget to steady the tax levy at 2.9%. In the transfer, $1.5 million was being earmarked for new security measures, such as one new school guard at each school and redesigning spaces while strengthening doors and windows to make them bullet-proof, for example. The other $500,000 was expected to be used for new HVAC units in two schools. Dr. Palma reserved judgment on what a 2.9% increase could mean to residents now under a limit to deduct no more than $10,000 in local tax deductions, as dictated by new federal tax law guide-

lines. “There is no crystal ball here,” he said of the SALT deductions’ impact on residential household bottom lines. “We’ll have to see how district residents react [in passing or failing the budget]” before any modifications could be made to the budget, he concluded. Meanwhile, Kate Freeman, assistant superintendent for business at the Central High School District, told Your NewsMag that “New legislation regarding ‘donations’ of property tax monies to school districts was enacted with the New York State budget” and that, the CHSD Board of Education, too, “will explore the feasibility of this legislation” to measure its impact on local SALT deductions, depending on whether the budget passes or fails. At a recent Board of Education meeting Freeman told those in attendance that the 2018-19 budget would be $159,788,043, an increase of $6.1 million, or 3.9%, with an overall proposed tax levy of 2.65%.

She noted that “For the first time in the history of the ‘tax cap’, the Consumer Price Index came in at or above 2%.” She said the Allowable Levy Growth Factor, a significant calculator in the tax levy formula, is the lesser of 2% or CPI, resulting in 2% used in the formula. The rise in the Tax Base Growth Factor, she continued, also contributed to the increase. But, she added, “Bellmore-Merrick’s allowable levy is 2.65% for 2018-19, a decrease from 2017-18’s 2.98%,” suggesting the board finalized budget figures on a tax cap that had actually gone down for the 2018-19 fiscal year. With state aid increasing a modest $266,000, or a 1.9% increase, it was “not sufficient to cover increases in the budget,” she said. An additional $2 million of fund balance and reserves were included in the 2018-19 budget. Even with a 2.65% tax levy increase expected, Freeman explained what the

Town to Build Green Infrastructure to Protect Local Flood Zones

A

fter years of community forums and discussions about how to create better drainage in the wake of Superstorm Sandy, which decimated scores of homes and businesses in Merrick and Bellmore - notable among them the Dakota Design Center on Merrick Road in Merrick, Hempstead Town Supervisor Laura Gillen and Town Councilwoman Erin King Sweeney announced that $709,409 in disaster recovery funds appropriated from the New York State Governor’s Office of Storm Recovery will help rebuild the drainage infrastructure to significantly reduce flooding along the Meadowbrook Corridor while it improves the region’s water quality.

Specifically, the installation of four large underground leaching chambers along Webster Avenue, Camp Avenue, Michalicki Place and Reid Avenue in Merrick will divert and delay significant amounts of water from flooding streets and re-entering the environment as runoff by filtering and detaining storm water runoff on site, before it poses a threat to the community or environment. Town Supervisor Gillen, in a statement, said the grant and new infrastructure design would be a “game changer” in controlling flooding during major storm and tidal events. “Protecting this major corridor, a regional gateway for freight deliveries and emergen-

cy services, is of paramount concern for the town’s local economy, safety and security.” She thanked Governor Cuomo and his office for “helping us protect our vital infrastructure and local environment.” According to the New York State Department of Transportation, over 59,000 vehicles on average travel daily along the interchange between Merrick Road and the Meadowbrook Parkway. During storm and tidal surges, and heavy rains - and especially when Superstorm Sandy struck - the Meadowbrook Corridor's low elevation and connection with Merrick Bay render the area thoroughly vulnerable to

flooding . During and after Superstorm Sandy, South Freeport, Merrick and Bellmore residents were restricted from using Merrick Road where it meets the parkway because of floodwaters from the corridor, remarked Jeanmarie Buffet, NY Rising’s Long Island Long Island community reconstruction director. She said the Bellmore and Merrick communities identified flooding as a chronic problem and after thoroughly studying feasible approaches, “we made funding this project a priority. The Meadowbrook Corridor project will reduce the impact of flooding and improve water quality.” [CONT. ON PAGE 8]

new budget would cover. “The following have added expense to the 2018-19 budget: health insurance premiums increased 9% (increases of 9-12% for the last three years); social security tax maximum rose $1,200 (and have risen $10,000 since 2016); Teachers Retirement System rate increase; increased population of students with special needs; and added security and wellness programs.” She concluded, saying $390,000 was added to the budget for additional security guards (number of and hours) and $200k for a wellness program. Already in place are added security staff, cameras, Lobby Guard; exterior door alarms and buzzer system.” [Ed. Note: In September 2016 local school districts began working with local police precincts to implement security tools being developed by the Nassau County Police Department after the Sandy Hook shooting in which 27 died.

The tools are designed to thwart active shooters by using mobile apps on phones to alert police immediately to activate school cameras and see where the shooter is in the school, isolate the event and address the threat through appropriate force. Several cameras have been routinely added to the schools since, to be activated by consoles at police headquarters, for even closer looks inside the schools is the event of an outside intrusion. FROM PAGE 3] Town Councilwoman Erin King Sweeney added that "Freeport, Merrick and Bellmore were all severely impacted by Hurricane Irene and Superstorm Sandy and, even five years later, these communities struggle with every storm surge.” She called the project a “win-win” for the communities surrounding the Meadowbrook Corridor. Plans call for storm water to be stored temporarily near where it falls, where it can be used by trees and vegetation, and then allowed to soak into the ground through layers of soil, which naturally remove pollutants from the storm water. Town of Hempstead engineers and officials believe that by reducing the overall storm water volume that is conveyed to local streams and rivers, the overall risk of flooding and erosion will also subside. “We’re using the environment and natural landscape to relieve flooding and reduce pollution at the source,” said Supervisor Gillen. “This is all about harnessing the power of nature to help us.” Construction is estimated to begin no later than spring 2019.

DROBBIN CHIROPRACTIC OPENS NEW OFFICE

Dr. Douglas Drobbin, a chiropractor practicing wellness (including nutrition and massage) for many years on Merrick Road in Merrick, has opened a new practice at 1298 Newbridge Road, in Bellmore in the former North Bellmore American Legion Post 1749 hall. “I started my practice [38 years ago] in North Bellmore, on Bellmore Road off Maple Avenue,” he told Your NewsMag earlier. Reynolds Ependymoma Awareness Day will take place on Wednesday, May 16, at the Hurricane Grill in Garden City. Proceeds will go to the Thomas Reynolds Foundation, which raises resources for the treatment of ependymoma. Thomas was a Bellmore student at St. Elizabeth Ann Seton School in Bellmore when he took ill with a childhood brain cancer, ependymoma. He lived for several years before passing in 2011. A gymnasium at SEAS is named after him, and a tree was planted in his honor at the North Bellmore-North Merrick Little League softball field on Bellmore Avenue. Lisa Tuminello, Thomas’ mother, told Your NewsMag hundreds of thousands of dollars have been raised through the foundation, and “The funds we are raising are going toward extending the lives of children with this disease,” Tuminello remarked. She said that $50 buys one hour of research toward an understanding of the disease, whether the monies are directed toward studying the origins of the disease or how to better treat the tumor individually, Funding also gives young children with the disease an opportunity to go places and see things they would never be able to do otherwise, to fulfill their wish. Gerard Owenburg named principal at Kennedy High School

he Bellmore-Merrick Central High School Board of Education appointed Gerard Owenburg as the principal of Kennedy High School, effective July 1. fter a long winter that didn’t want to end, Spring weather finally appears to be here. Flowers are blooming and the sun is shining brighter, making it an ideal time to reinvigorate your home with a fresh coat of paint. Painting your home can go a long way in restoring the beauty of your home and making it look fresh, and current. Start at the curb and take a real good look at the house. Has time changed your view on the curb appeal of your home? Painting the exterior can do wonders for renewing pride in your home and making it beautiful once more. When picking colors, consider the elements that will remain constant, such as stone work and brick, and then select complimentary colors to match. Accent features by using different colors for the body of the house, the trim and the shutters. Perhaps add a little personality by painting the front door. Go bright and go bold! Don’t be afraid to express your personality and make a statement by choosing a bright red, green, yellow or even orange color paint for the front door. These complimentary colors coordinate and contrast with the scheme, which will add character and make your home stand out.

AVOID STRUCTURAL DAMAGE

Having a pair of binoculars on hand is a good idea. You can take a closer look at the upper floors for any damage the winter elements have caused. Beauty is not the only benefit of painting. Professionally painted and stained woods prevent termites from making their way into your home. Water, mold and mildew of poorly painted or exposed wood can cause softening and decay, which may result in structural damage. The winter weather can especially cause damage to your wood deck. Inspecting and keeping up with paint or

stain can save on costly repairs, like replacing deck boards. Check around skylights and look at the interior ceiling for water damage. You will notice this damage as round tan-colored stains on your ceiling or ceiling tiles, or dried drip marks running down the skylight. Because hot air rises, a white ceiling can begin to look tired and grey around the corners from the heat that heats your home. Challenges for selecting interior paints go beyond color. You will be happier with your selections if you follow some simple paint finish basics. If you are painting a kitchen or bathroom, select a washable matte finish for the walls. For an elegant look in the living room, dining room or bedroom a flat finish is the best selection. Regardless of the room you are painting, semi-gloss is best for doors and trim because it is both washable and shiny. Painting is one of the least expensive ways to add vibrancy and reinvigorate the beauty of your home. You will be amazed how a fresh coat of paint can affect your mood, confidence and comfort. This season’s new paint colors are very exciting with great choices for every room in the house. A knowledgeable painter can help you select the best color combinations, but if you want to get a head start on selecting colors, the local paint store is a good place to begin. Parades and Air Show in the neighborhoods BELLMORE VETERANS DAY PARADE

T

he plan this year among the four Bellmore veterans groups sponsoring the parade – American Legion Post 1749, VFW Post 2770, American Legion Post 948 and the Vietnam War Veterans Association – is to begin Memorial Day services at the Bellmore Veterans Memorial Park at the corner of Bedford Avenue and Broadway at 9:30 a.m., followed by the parade beginning at 10 a.m. The parade will march north up Bedford Avenue to Oak Street, turning east to Bellmore Avenue, turning left and marching north up to the North Bellmore War Veterans Memorial on the Newbridge Road School grounds. Once assembled at the North Bell-

more war veterans memorial, a second service will be held. Among community members participating or expected to participate in the parade are the Bellmore and North Bellmore fire departments, local Boy Scout and Girl Scout troops, Chamber of Commerce of the Bellmores’ members, school bands and other local groups.

MERRICK VETERANS DAY PARADE

Merrick Post No. 1282, American Legion, will host the Merrick’s Memorial Day Parade and Ceremony on Monday, May 28. Post members and Veterans are asked to form at Merrick Avenue and Veterans (Broadcast) Plaza at 8:45 a.m.

The parade will start at 9:30 a.m. with a plan to start the ceremony at the Merrick’s Veteran Memorial Park at about 10:45 a.m. after a march up Merrick Avenue from Broadcast Plaza. Cars will be provided for those who cannot march. Invites to parade participants have been sent out to Merrick’s churches, synagogues, schools, clubs, organizations, fire departments and public officials. remarked that “In order to keep 2018/19 property taxes lower, the district allocated an additional $390,000 to offset the levy. Had the district not made this allocation, the levy-to-levy increase would have been in the 5.11% range, rather than 3.34% in the proposed budget.” He noted that the budget would allow STAR-eligible residents to continue to receive the state property tax rebate. McDaid said that the 2018/19 budget presented the difficult task of creating a financially reasonable document that also dealt with rising costs of pensions and health coverage, and the first principal payment of the 2015 voter-approved bond. “North Merrick, like other school districts, has budgeted for enhanced security measures, including updates to vestibules, security film, and additional fencing,” he said. He added that the 2018/19 budget continues to maintain all current programs, all clubs and all after-school activities, such as the Theatre Arts program. [The budget reflects an additional $20,000 into the district’s theater arts program.] The budget also preserves current class sizes and supports writer’s workshop, math and movement, hands-on science experiences, tech-

nology, library media and character education. The Bellmore School District’s 201819 budget will be $35,267,556, a $664,901 increase, or 1.92%, from its 2017-18 budget. With $4,980,317 offered in state aid or a $124,136 increase from last year. $24,882,650 will be raised in taxes, for a 3.32% levy, up from 2017-18’s 2.19% tax levy. The state capped the school district’s tax levy higher for 2018-19, at 3.4%. $750,000 was being appropriated from reserves and balances toward the 2018-19 budget to stabilize the levy at 3.32%. North Bellmore School District’s 2018-19 budget of $57,228,137, a $1,907,006 increase from 2017-18’s $55,321,132 budget, will require raising $38,289,002, or 3.4%, to fund the increase – up from 2.18% in 2017-18. The state set the school district’s cap at 3.4%. With the state also providing $14,166,000 in aid, a spokesperson for the North Bellmore School District told Your NewsMag that $2.2 million in fund balance was carried over from the 2017-18 budget to stabilize the tax levy to meet the state cap – while still maintaining the district’s crucial curriculums and student programs. "I

walk on the treadmill every day, but I can’t lose weight.” Does this sound like you? There are three components to physical fitness. The first is cardiovascular health, the second is muscular strength, and the third is flexibility. Cardiovascular training, which raises your heart rate, requires non-stop movement for at least 20 minutes. This could be on a treadmill or elliptical trainer, bicycling, rollerblading, kayaking, etc. Strength training involves training a specific muscle or muscle group, utilizing aids such as dumbbells, machines, balls, bands, kettlebells, etc., or just by using your own body weight, i.e., push ups, tricep dips, planks, and crunches. The only way to

Celebrating 35 Years of Taking Care of Smiles D r. Ana Maria Triliouris, the first female dentist to take root in Merrick, is celebrating 35 years of taking care of and maintaining healthy smiles. She uses the latest techniques in laser surgery and care necessary for her patients to enjoy maximum oral health, which leads to a healthy smile and well-being. Love’s In Every Bite When Celebrating Mother’s Day On Mother's Day start moms day off with a special breakfast or brunch. The Merrick Girls Weekday Recipe facebook group celebrates Mother's Day with some recipes that will no doubt show moms how much they are appreciated for all they do.

OVERNIGHT FRENCH TOAST

Marilyn Guller-Cohen INGREDIENTS • 1/4 cup (half a stick) butter, melted • 3/4 cup packed light brown sugar • 1 loaf brioche or challah, cut into 1 1/2-inch slices • 8 eggs, slightly beaten • 1 cup whole milk • 1 tablespoon vanilla extract • 1 teaspoon ground cinnamon • 1/4 teaspoon ground ginger • 1/2 cup pecans, chopped • 1/8 teaspoon salt Maple syrup and powdered sugar for topping (optional) In a small bowl, combine brown sugar and melted butter and pour on the bottom of a 9x13-inch baking dish. Ar-

range slices of bread in the baking dish, overlapping if necessary. Combine milk, eggs, vanilla, salt, cinnamon and ginger in a bowl and pour evenly over bread slices. Sprinkle chopped pecans over bread slices. Wrap tightly with plastic wrap and place in the refrigerator for 4-12 hours. In the morning, take the casserole out of the fridge for at least 10 minutes while you are preheat your oven to 350°F. Bake casserole for 30-35 minutes. If top starts browning too quickly, loosely cover with foil for the last 10 minutes or so to keep the casserole from drying out. Remove casserole from oven and let it cool slightly before serving. Serve with a dusting of powdered sugar and a drizzle of maple syrup.

GRANDMA BB’S CRUSTLESS QUICHE

Sharon Freed INGREDIENTS • 2 cups grated sharp cheddar cheese • 2 eggs • 2 cups milk • 3 cups bisquick( is kosher)

• 2 med. onions , chopped and sautéed until soft in 2 tbsp butter or marg. • 6 tbsp butter or margarine, melted • 5-6 tbsp. poppy seeds In large bowl , mix bisquick, eggs, milk, sautéed onions and 1 cup grated cheese. Pour into well-greased 9x13inch pan. Top with rest of cheese. Sprinkle with poppy seed. Drizzle with remaining 4tbsp melted butter or margarine. Bake at 30-35 minues at 400degrees until brown. It can be served with sour cream and frozen berries, if you wish. It will make a lovely brunch addition served alongside pasta salad.

EASY CHEESE BLINTZ PUFF

Tammy Capon Eisenberg BATTER • 4 large eggs • 1 1/4 cups milk • 2 tbsp. sour cream or plain yogurt • 1/4 cup melted butter or margarine • 1/4 cup pure vanilla extract • 1 1/2 cups unbleached white flour • 1 tbsp. sugar • 1 1/4 tbsp. baking powder

FILLING about 1 pound farmer cheese 1 pound ricotta cheese 2 large eggs 2 tbsp. sugar 2 tbsp. fresh lemon juice TOPPINGS A dollop of sour cream or yogurt (plain or vanilla) applesauce, blueberries, strawberries or cherries heated with sweetener or fruit conserve and a dash of cinnamon Preheat the oven to 350 degrees. With a blender or mixer, combine the batter ingredients until very smooth. Pour 1 1/2 cups of the batter into a buttered 9 x 13-inch baking pan. Bake for about 10 minutes or until set. Meanwhile, combine the filling ingredients and mix well. When the bottom layer of batter has set, remove the baking pan from the oven and smoothly spread the cheese filling over it. Briefly remix the remaining batter and then gently pour it over the filling, covering it completely. Return the pan to the oven and continue to bake for 45 to 50 minutes or until the top is puffed, set and browned.

A bunion may be treated conservatively with such modalities as utilizing wider shoes with a higher toe box, paddings, strappings, ice, anti-inflammatory medications, custom molded foot orthotics, and injection therapy, which can help alleviate the symptoms associated with a bunion. If these conservative modalities fail to resolve the symptoms then surgical management is an option and the new technology available today can fix this condition with minimal down time and early return to work.
