The Other Art Fair, presented by Saatchi Art, returns to London’s Old Truman Brewery this month showcasing 150 independent artists alongside a vibrant programme of guest features. Celebrating its tenth anniversary this year, the fair continues its mission to re-frame art, and how it is experienced; offering an art fair experience that is evocative, inclusive, and inspiring. In celebration of March’s International Women’s Day, this edition of the leading artist-led fair is focused on championing women in art and alternative practices sometimes excluded from the art world such as textiles and floristry. London’s March 2022 fair will feature an exciting and immersive programme of features and events including Chila Kumari Singh Burman as special guest artist, an immersive installation by The Line Girl and much more. A committee of industry experts have collaborated on the selection of the most exciting rising stars, with a focus on women creators to watch and art forms beyond the traditional. The line-up features a 62% Female to 38% Male ratio of exhibitors with 50% of artists being new to the fair, 71 London based artists and 10% BIPOC creators.

“To commemorate International Women’s Day, we wanted to celebrate our female identifying exhibitors alongside a features programme highlighting art forms that are not commonly considered ‘fine art’ because they are typically aligned with women and the domestic. While textiles are becoming increasingly popular, there is still so much undiscovered talent, especially in London. We want to celebrate this art form by curating an exhibition of textile art and hosting a dedicated workshop series across the four days of the fair, encouraging our audience to discover and interact with the varied strands involved in the practice.” Says Fair Director Anouka Pedley on the desire to champion female identifying talent and non-traditional art forms. Chila Kumari Singh Burman will feature as the fair’s special guest artist. Fresh from recent shows at Tate Britain, Covent Garden, Grundy Gallery, Liverpool Town Hall and the takeover of Tate Modern’s Tate Edit shop, Burman will be showcasing her beautiful works that examine the experience of South Asian Women and her Punjabi heritage. Renowned for her radical feminist practice examining representation, gender and cultural

identity. Burman works across a vast range of mediums, including printmaking, drawing, painting, installation and film. She utilises kaleidoscopic colour, glitter and striking imagery to continually challenge and dismantle stereotypes. Her work to emancipate the image of women, has resulted in the creation of influential works infused with messages of female empowerment. Bloomberg New Contemporaries alumni Nisa Khan will exhibit her interactive art vending machines. For the low fee of £2, the machine distributes a small artwork of a brown woman’s body to draw attention to the role of money in a gallery space and illuminate the commodification of brown women’s bodies. In her own words, “the journey to decolonise the brown body continues...”. An immersive installation by New York Collective Secret Project Robot will also feature. The group’s mind-blowing audio/ visual immersive works and revolutionary philosophy of offering an antidote to the proscribed notion of “the gallery” and “the institution” make Secret Robert Project and The Other Art Fair perfect bedfellows. Meanwhile, queer artist The Line Girl will create a site-specific, engulfing entrance installation at The Old Truman Brewery, pushing the potentials of drawing a line to absolute limits. Let’s Talk about textiles is specially created exhibition within the fair that will include works by Daisy Tortuga, Shelby Hurst Inglefield, MH Sarkis and Llinos Owen.
Matt Jukes’s feelscapes will be presented in collaboration with mental health charity calm (campaign against living miserably). For this highly unusual installation, a specially created AI captures visitors’ emotions and reactions as they think about their future and creates a personalised emotional colour landscape for them to keep forever. Fair goers visiting the booth will be able to download their personal landscape in the form of a wallpaper on their phone for free or buy a print in a variety of sizes. Proceeds from these sales will be donated to CALM and contribute to funding potentially life-saving services. The Other Art Fair continues its mission to override the traditional barriers of the contemporary art world, through New Futures. This being an initiative developed to champion the works of up-and-coming and under-represented artists. The Other Art Fair awarded two new graduates a complimentary stand and mentoring in the lead up to the fair - Sara David and Josh Scurville. CSM Graduate Sara David takes an interdisciplinary approach to exploring the personal and social in art through food and family photo archives. Having recently graduated from Camberwell College of Art, Josh Scurville uses digital illustrations to explore music culture and nightlife across the cultures of HipHop, RnB, Rare Groove, Jazz and Latin Jazz. BREITLING TRIUMPH In the mid-1960s, auto racing was having a heyday, and a whole subculture had sprung up around “café racers”, stylish motorcycles, used to literally transport their riders from hip café to hip café. Willy Breitling set out to capture the speed-driven style of the day with a completely new take on the timekeeper. The result? The Breitling Top Time, an unconventional chronograph designed for “young and active professionals.” It quickly became the watch of choice for a sporty in-crowd of men and women equally drawn to the watch’s bold proportions. Today, that freewheeling 1960s café-racer spirit is back in a spectacular new Top Time collaboration between Breitling and British motorcycle brand Triumph. Now in its 120th year, Triumph combines historic craftsmanship with contemporary design to create its classic motorcycles. For this debut collaboration, Breitling is producing a Top Time Triumph watch with a distinctive brushed finish in the bow-tie motif nicknamed “the Zorro dial” by Top Time collectors. Triumph, meanwhile, is launching 270 co-branded motorcycles - the Speed Twin Breitling Limited Edition whose buyers will have the privileged opportunity to purchase a special owner’s version of the Top Time Triumph watch, this one with a sunray dial and engraved caseback featuring the individual number of the bike (owner’s version orders must be placed with Triumph by August 22, 2022). Ninety years ago, Gabrielle Chanel created “Bijoux de Diamants”, the world’s first High Jewellery collection. In this sumptuous collection, she applied a fundamental principle to all her jewellery creations: giving women’s bodies freedom and adorning them at the same time. It had been three years since life had been put on hold, when Black Thursday in 1929, pushed the world into the dark years of the Great Depression and when the exuberant growth of the 1920s had faded to vague feelings of nostalgia. Sombre times, overshadowed by the economic slump and inflation, combined with collapsing consumer demand and soaring unemployment, making 1932 the ideal time to break new ground and make room for hope and renewal. Without shadows there can be no light, and from the start of that year a series of dazzling events had unfolded, casting their spells over a time of crisis. Elwyn Dirats and Jacques Auxenfants launched the Hot Club de France, spreading the swinging sound of jazz onto the rest of the world. The gilded stuccos of the Opéra Garnier looked on as Un Jardin sur l’Oronte sprang to life under the direction of Philippe Gaubert. A throng of 200,000 people witnessed the long-awaited launch of the ocean liner SS Normandie; and in November, the London Diamond Corporation revealed an inspiring idea for restoring the diamond market to its former luster. The London Diamond Corporation turned to a woman, a visionary accessories designer, who applied the same modern design principles to clothes. A woman with a brilliant mind, whose costume jewellery had recently been lauded by the international press as even lovelier than the real thing. A woman of power, head of a multi-faceted empire that was growing by the day. A woman who was a friend of the arts and artists, the beating heart of her era. A woman who conjured women’s fate, their bodies and their way of life, on both sides of the Atlantic. The woman they chose to breathe new life into diamonds was Gabrielle Chanel. It boosted the Diamond Corporation’s shares within two days, transformed an entire industry, and revitalized her era.

A summer’s night in Paris. The weather still warm and the sky inky black if not for the shooting stars, a jet-black canvas illumined by the halo of a crescent moon. Sparkling like floating diamonds, the stars were to inspire the event that was to be the foundation for all Chanel High Jewellery. As she gazed up at the stars shining in the great extent of the sky, Mademoiselle decided to cover women’s skin and hair with showers of meteorites, with glowing crescent moons and flaming suns. “Bijoux de Diamants”, the epitome of her love for the irresistible radiance of beauty and life. Far more than the name suggests, “Bijoux de Diamants” was a collection that was dazzling and opulent. About fifty pieces in white and yellow diamonds set in platinum as well as yellow gold, created for everyday wear were shining with a purity of light. Among the pieces that have been identified, 22 can draw a map of the sky covered with as many comets, moons and suns. Mademoiselle also imagined 17 optical illusions reproducing the suppleness of ribbon bows, dancing fringes and airy feathers, while a further 8 pieces explored the graphic purity of spirals, circles, squares, and crosses. Important shapes that were to prove rich in inspiration, and would gradually release its secrets over centuries to come. Testimonies describe monumental brooches in the shape of the numbers 3, 5 and 7, of which no trace has yet been found. In 2012, however, a documentary shot by Pathé Gaumont was rediscovered. It was broadcasted alongside newsreels in cinemas throughout France at the time. It featured a selection of the pieces from the exhibition and was filmed in Gabrielle Chanel’s private townhouse at 29 rue du Faubourg Saint-Honoré. An unmissable glimpse into the world of a woman who clearly did nothing like anyone else and everything before anyone else. Because she applied the same modern principles to her jewellery as to her couture designs, Mademoiselle thought of jewellery as a new idea, establishing a new relationship between jewellery and the body. While “Bijoux de Diamants” was the first collection of its kind, it was first and foremost a collection designed with women in mind. Women with a strong place in life and the world, whose femininity was in perpetual motion, for whom Coco would design pieces without clasps that never impeded the freedom of their movements. “I detest clasps! Yet my jewellery is transformable.” Gabrielle Chanel For what could be more of an affront to jewellers than the choice of a mere couturière - a dressmaker - to relaunch the diamond market? The London Diamond Corporation’s announcement caused an immediate flap in Place Vendôme, as “Bijoux de Diamants” was transformed into the “Chanel Affair”. An entire profession joined forces to prevent Gabrielle Chanel from making jewellery. An entire profession demanded that the jewellery should be dismantled and the stones returned. But since some sales had already been made on the first day, a few of the pieces survive to this day to bear witness to the collection. A midnight-blue case lined with tone-on-tone silk and holding a fragment of star-studded night in the form of a comet brooch in platinum and 7.8-carat diamonds. Or a long and astonishingly flexible feather, which may
be pinned to a bodice or used to buckle a coat like a belt, to circle the forehead with a halo of light, or to embrace the curve of the shoulder thanks to a setting that was a technical triumph. Pushing the boundaries of jewellery was one achievement. Pursuing the reinvention of the genre to the point of its entire state of existence in the world was another. In her presentation of “Bijoux de Diamants”, Mademoiselle left nothing to chance. The jewellery was displayed from November 7 to 19 in an exhibition of a kind that had never been seen before, preceded by a two-day private view that was thronged by the international press and high society. And the timing - at a season when everyone was looking for the perfect gift for end-of-year celebrations - was perfectly calculated. Printed in black and white in a sans serif typeface, the invitation cards were a model of elegant restraint. The entrance fee of 20 francs would be donated to two charitable organizations: the Société de la Charité Maternelle de Paris, established in 1784 under the patronage of Marie-Antoinette, and the Assistance Privée à la Classe Moyenne (Private Assistance for the Middle Class), presided over at that time by Maurice Donnay of the Académie Française. A new side of Gabrielle Chanel was revealed for the first time, a Mademoiselle who was a benefactor and patron of the arts, who had been a discreet supporter of Serge Diaghilev’s Ballets Russes since 1920. On November 5 - a symbolic number for Gabrielle Chanel, who always presented her Haute Couture collections on the fifth of February and August, and used it in the name of her perfume created in 1921 and her handbag in February 1955 - the private view opened in her townhouse at 29 rue du Faubourg SaintHonoré. years - the worlds of the arts, the press and high society converged. Beneath the lofty ceilings and gilded panelling burnished like the sun, between the gigantic mirrors, crystal lamps and Coromandel screens, Jean Cocteau, Pablo Picasso, and Gloria Swanson mingled. Under the heavy velvet curtains framing the vast French windows, José-Maria and Roussy Sert, Georges Auric, and the Ballets Russes ballerina Alice Nikitina gazed out upon the gardens of the Avenue Gabriel. On the deep carpets, amid the antique sofas and armchairs, Louis Metman and Georges Duthuit, curators at the Musée des Arts Décoratifs and the Louvre, chatted with the wives of Cole Porter and Alphonse Daudet. Dotted around were glass cases standing on marble pedestals and flooded with a mysterious light. Within them were wax mannequins, cleaned, made up and styled by Mademoiselle, looking as though they were about to come to life. Their throats and hands were adorned with precious stones, whose brilliance was multiplied in an infinity of cleverly placed mirrors, in which the creations could be studied from every angle. Setting her stage with a Surrealist flair, Gabrielle Chanel freed her jewellery from the traditional vitrines and sent her guests flying up into a star-spangled sky above a garden. Among the most moving memories of the exhibition are some drawings by the illustrator Christian Bérard showing Mademoiselle preparing her wax mannequins. For the occasion, she also had the brilliant idea of commissioning Draeger, one of the great printers of the era, to print a sumptuous press kit of five strikingly framed blackand-white photographs of the jewellery taken by Robert Bresson, one of the future giants of French cinema. He accompanied the photographs with a signed manifesto explaining his approach. A copy of this document, handwritten by Jean Cocteau and bearing the emblematic image of a comet, is preserved in the archives of the Bibliothèque Historique de la Ville de Paris. Ninety years after the creation of this revolutionary collection,

'1932' is a voyage beyond space and time, to gaze at the circling of the planets and the movements of the stars. From the legendary original collection, Patrice Leguéreau, Director of the Chanel Jewellery Creation Studio, has retained the celestial theme, the purity of the lines and the freedom of the body, declaring: “I wanted to return to the essence of 1932 and to harmonize the message around three symbols: the comet, the moon, and the sun. Every heavenly body shines with its own light.” 1932 traces a new map of the skies. With the comet, an icon of Chanel jewellery ever since the creation of the open necklace that wrapped around the neck and opened out over the chest. Spiral volutes and shooting meteors circle in endless pursuit of the celestial bodies. The moon, which was present on just one piece in the “Bijoux de Diamants” collection, becomes an icon in its own right in the 1932 collection. The original crescent moon now rises to fullness, surrounded by a shimmering halo. And of course there is the power of the sun, with its clear and graphic radiance. In revisiting the past to better project itself into the future, Chanel invents living jewellery, in osmosis with the random rhythms of the body’s movements. 81 spectacular creations, of which 15 are transformable, coiling and resting freely on the skin in an abundance of celestial bodies. Starry volutes form a supple structure to be wound effortlessly around the wrist. The heartbeat with each breath makes the sun quiver at the base of the neck. In wearing the stars as she pleases, every woman decides in her own way how to extend the course of the comets along her skin. Sapphires as blue as the night, diamonds as yellow as the sun’s fire, opals as dense as a galaxy, rubies of a vibrant red, spinels glowing like dawn, tanzanites with the colour of the skies: if the original collection was almost entirely pristine, an epitome of pure light, the 1932 collection gives pride and place to coloured gemstones. chanel.com

Langan's Brasserie Having officially reopened late last year, Langan's once again positions itself as the place to be in Mayfair. Since it first opened its doors, Langan’s was about more than dinner, and more than a party. It was a place where Mick Jagger and David Bowie could share a cocktail, a hub for the well-heeled and the spirited. Now, that vibrancy for life and all it offers, has been reimagined for a new age. At the helm of the new brasserie is acclaimed duo Graziano Arricale and James Hitchen, two experienced restaurateurs in their own right, bringing years of hospitality expertise to the project. Interiors have been created by Peter Mikic, who cites his inspiration as a celebration of British craftsmanship with European flair, the 3 storey brasserie draws upon 20th century design in a fresh, contemporary fashion. Upon entering guests are wowed by the ground floor bar made from 3 different marbles and adorned with a circular ‘pop’ pattern. In the main dining room, a calming palette of sage green is offset by neutral accents and modern artwork. The brasserie has stayed true to its heritage showcasing contemporary artworks, expertly curated by an in-house consultant. Langan’s has also pledged to support independent museums and art institutions in the UK celebrating homegrown talent and providing the perfect backdrop to showcase rising stars in the industry; taking centre stage in the ground floor dining room is a mural designed by Glaswegian born and dwelling France Lise McGurn. At the end of the main dining room sits Langan’s dedicated seafood bar with its curved stainless steel overhang, while Langan’s now listed staircase leads guests from the ground floor to the new invite only late lounge and the basement offers a stunning private dining room which seats up to twenty guests.
Offering breakfast, lunch and dinner daily, the large and varied menu blends old classics with new favourites. YOUR PALATE ADAM'S SCONES Afternoon tea taken in the Drawing Room at Coworth Park is always a firm favourite with guests. With Mother’s Day on Sunday 27 March, show your mother or loved one that you care by inviting her over for a homemade Afternoon Tea. Quintessentially British, keep it simple and elegant with perfectly baked scones, served with clotted cream and her favourite flavour jam, and a selection of sandwiches, such as my egg and cress recipe.
525g Plain Flour 85g Sugar 85g Butter 25g Baking Powder 320g Buttermilk 100g Raisins 1 Green Apple 1 Egg (to make egg wash use egg and 1tbsp cold water) ADAM'S EGG & CRESS SANDWICHES 8 Slices of your Preferred Bread Butter 8 Free Range Eggs 2 tbsp Mayonnaise 1 Small Banana Shallot Watercress Salt and Pepper SCONES METHOD • Mix cold butter, sugar, flour and baking powder until rubbed in (approx. 8 minutes). • Add 90% butter milk and mix for further 8 minutes, check and see if last 10% is needed. • Add in the raisins and grate the apple into the mix and combine. • Roll the dough to 4cm thick, then fold the dough back onto itself, flip it upside down and roll again to 4cm high. • Stamp out the scones with a 50mm round cutter, brush with the egg wash. • Place these onto a greased baking tray and leave to prove for 20-30 min. • Cook at 200°C for 15 minutes, then serve straight away with clotted cream and any flavour jam you have. I’ll let you decide which should go first!
SANDWICHES METHOD • Place the eggs into a suitable sized sauce pan and cover in cold water, make sure the eggs are flat on the bottom and not stacked. • Place onto a high heat and bring to the boil as quick as you can and cook for 8min. • Remove the eggs and place into ice cold water. • Once cold, peel the shell and rinse the eggs. • I find the best way is to chop the eggs with a knife, as it gives a better texture rather than grating. • Peel and finely dice the shallot. • Add the shallot to the chopped egg, along with the mayonnaise. • Season generously with salt and pepper. • Butter your preferred bread, I personally love a nice seeded bread for this. • Generously spread on the egg mixture and cover with the washed and picked watercress to taste (I like loads). • Cut into triangles or rectangles (whichever you prefer) and enjoy!

YOUR COCKTAIL Have you ever thought about taking a look into the world of rye whisky? Referred to as Bourbon’s ‘older brother’ rye is a spirit surprisingly rich in both flavour and history. Before the American Revolutionary War (1775 –1783) the most common spirit consumed in the colonies was rum as a result of the high levels of trade between Great Britain, the Caribbean, and the colonies. Everyone drank rum (and lots of it) but when the colonies rebelled against Great Britain and won the revolution King George III cut off his supply of sugar and rum from the Caribbean. A replacement spirit had to be found and this led to the producing a spirit with local grain growing abundantly in the fields: rye. Scott Harris, owner of celebrated rye distillery Catoctin Creek in Virginia tells us more.“When colonists came to America the first permanent British settlement was in Jamestown, Virginia. During that time (1607) colonists started making whisky from local grain, most famously (but not exclusively) by Gloucestershire born George Thorpe a noted landowner, Member of Parliament, distiller, educator and major investor in early colonial companies in the Americas.” Fast forward to 1804 when the first ‘cocktail' as we know it was documented and this was made with rye; known as a ‘whisky cocktail’ it was later called the ‘old fashioned whisky cocktail’ and later still simply called the ‘Old Fashioned’. The 1800's saw a huge boom in cocktails and whisky consumption, dominated mostly by the elite bartenders of New York and the key whiskey ingredient in classic cocktails such the Manhattan and Sazarac continued to be rye whisky. Rye was king on the east coast all the way until Prohibition. And then Prohibition wiped it all out. “In some states distilling industry never recovered” says Scott Harris. “When we opened Catoctin Creek Distillery in 2009 we were the first distillery to open in Loudon County since Prohibition, that is 76 years. Quite remarkable!” Today rye differs in styles from State to State taking it account climate, raw materials and trends. For example Virginia style rye has more peppery and grassy notes whereas Maryland rye is slightly sweeter with more caramel notes.
Brian Tracey, Co-Founder and President of Sagamore Spirit Distillery in Baltimore Maryland, explains how they create the flavour of their signature rye, “first we take two different types of mash – which is the combination of rye with other grains. One has a higher percentage of rye that adds notes of cinnamon and clove. The low-rye mash adds notes of caramel, honey and citrus peel. The two are blended and aged in charred America oak barrels for four to six years and then we adjust the alcohol using limestonefiltered water from our own springhouse built in 1909”. Combine Rye, Vermouth and Bitters in an old fashioned glass. Add Campari ice cube, stir. Orange Peel Garnish - Twist the orange peel into drink, then wipe rim with the peel before sliding it into the side of the glass.

Every aspect of this performance is reliant on getting all of that power onto the road surface and keeping it there, and for that, fivelink suspensions at both the front and rear allow for the optimal absorption of longitudinal and lateral forces. The quality of lifestyle that Mayfair offers is often described as second to none. Mayfair has long been an area favoured among high end discerning buyers from across the globe who want worldclass restaurants, designer boutiques, theatres, members clubs and green space on their doorstep as well as good connectivity to the rest of the capital. Whether buyers are seeking a one bedroom flat, a new build apartment, one of the capital’s traditional mews houses or a significant London town house, Mayfair has it all - not to mention that properties here are some of the highest calibre in the world. However, the type of home that buyers seek depends greatly on
whether it will be used as a permanent home or a base in the city. The flats and lateral apartments market has performed particularly well over the last 12 months, an increase of 1.1% annual price growth for flats in prime central London, as domestic buyers return to the office with greater regularity. These types of property make great pied-a-terre’s and typically come with a concierge, thus offering a ‘lock up and leave’ option so buyers have peace of mind while they are away. For example, we recently sold a two bedroom lateral apartment on Hertford Street that previously had a great rental history and proved incredibly attractive to buyers. Activity levels certainly picked up in the latter part of the year and we expect this to continue; a number of buyers with big ticket budgets registered
with us who didn’t come over in the autumn are looking to return to London later this spring to buy a home. Some are relocating while others want a base here, citing the capital as a key global destination in which to own real estate. In fact, we recently sold a flat with a guide price of £6.25 million, to an Australian buyer, whose primary residence was in the countryside. They bought the property as a pied-a-terre as they intend to spend two to three days in the capital a week, now that the city is waking up and office working returns. Mayfair has also seen an increase in the number of new developments and branded residences such as Twenty Grosvenor Square. Here, buyers at the top end of the market can enjoy the benefits of world class hotels with porters and 24 hour security as well as facilities such as pools, gyms, cinemas and even private dining rooms. What we are seeing is that buyers want more self-sufficiency from their homes than ever before. They like being able to access to their own outside space as well be able to use a whole range of facilities including areas where they can host guests or meetings. I imagine that both wellness and sustainability will continue to be key themes. 2,928 Docklands landlords could be hit with £14k bills and red tape in Tory ‘Levelling Up’ plans. • Some Docklands landlords face bills of between £11,000 to £14,000 as Michael Gove, the Housing Minister, declared an attack on poor quality private rental homes.

• 2,928 Docklands rental properties will require upgrading. The Government announced in their ‘Levelling Up’ White Paper last week, they plan to introduce a new minimum standard for private rental properties. • Also, the White Paper wants every landlord in Docklands (12,567 of you) to go on a Landlord Register and proposes the removal of Section 21 no-fault evictions. This could make it more difficult for you to get possession of your Docklands rental property. • Are these proposed changes another nail in the buy-to-let coffin for Docklands landlords? On the face of it, yes, it could be seen as another attack on the humble Docklands landlord, having to spend money on their properties and get tangled up with red tape on a register and then having no-fault evictions removed. Yet, as always, the devil is in the detail… This ‘Levelling Up Bill’ is a White Paper. White Papers are policy documents created by the existing Government that set out their future proposals for legislation. Many White Papers don’t even make it to the House of Commons to be debated on, and even then, it needs to be voted on by both Houses of Parliament before becoming law. Any changes are at least two or three years away, and that’s assuming it gets debated and subsequently approved. Many have said the White Paper is supposed to lay out how to resolve the problem of rebalancing the UK economy that is suffering from the highest level of regional
inequality than any G8 country. This is a gargantuan challenge…
yet the Levelling Up White Paper reads very much like a shopping list of great ideas without the means to pay for it. One of the 12 points in the White Paper was focusing on housing, with a plan to introduce a new minimum standard for rental properties, a landlord register and the removal of no-fault evictions (as an aside, there was also a mention of a possible reintroduction of Home Information Packs remember those from 2009!).
So, what does this mean for the landlords of the 12,567 private rental properties in Docklands? Sub Standard Rental Properties The proposed changes will mean rental homes in the private sector will have to meet two specific standards that the existing 11,913 social housing homes in Docklands currently need to meet. The first being called the ‘Decent Homes Standard’ (DHS) and the second, the Housing, Health and Safety Rating System (HHSRS) evaluation. Looking at data from the Government, there are 2,928 private rental properties in Docklands that are considered substandard under these two measures and each one would cost between £11,000 and £14,000 to bring up to the prescribed standard. That means…
the estimated total cost to improve the 2,928 Docklands properties, that are considered substandard, could be as high as £40,993,554. All of that would have to come out of the pockets of Docklands landlords! Continued on page 2
Continued from page 1 Yet both systems of standards (DHS & HHSRS) have been slated by many (even by the Government itself). The DHS criteria for the standard are as follows:ges. • It must meet the current statutory minimum standard for housing • It must be in a reasonable state of repair • It must have reasonably modern facilities and services • It must provide a reasonable degree of thermal comfort Note how the word ‘reasonable’ is used in three of the four points of the DHS. Reasonable is an arbitrary and a very much subjective point of view. It screams loopholes and get out clauses to me. Looking at the HHSRS, the Government announced just before the pandemic in June 2019 that the HHSRS would be revamped after it was found to be ‘complicated and inefficient to use’. Putting aside how one measures the standards, it is a simple fact that there are many Docklands rental properties that are substandard. I believe it right the Government have an ambition to halve the number of sub-standard private rentals by 2030. However, would it surprise you that…
in 2006, 46.7% of private rented homes in the UK were classed as substandard and today that has reduced, without any legislation, to 23.3%. One must ask if new legislation is now required? Also, if you recall in an article I wrote recently (drop me line if you would like me to send it to you), Docklands landlords will be faced with bringing their properties up to an energy rating (EPC) of C between 2026 and 2028 in legislation already announced. Most of the works to meet that EPC rating requirement will be the same works to meet this new DHS and HHSRS. Also, in that article, I discussed how the Government have suggested that certain allowances will be made for landlords on rental properties that can’t be improved. So, I think Docklands landlords should sit tight and let the Government shine more light on this in the coming months before any knee jerk reactions are made.
Landlord Register To be honest, there are several city/borough registers around the UK for landlords. Experience has shown they seem to add an extra level of bureaucracy and red tape. The register would be for every Docklands buy-to-let landlord and rogue landlords would be struck off whilst allowing tenants new redress rights. Another reason to employ the services of a letting agent to sort!
End of No-fault Evictions Again, I spoke about this a few weeks ago with the proposed removal of Section 21 to evict a tenant (again, if you want a copy, drop me a line). If you recall, I stated that no-fault evictions were removed in Scotland over four years ago and the apocalyptic suggestions it would kill the rental market for Scottish landlords was not forthcoming. Now of course, the Scots strengthened the
other grounds to evict a tenant. If the Government strengthen the Section 8 legislation, again, I cannot see this being an issue south of the border. Again, time will tell once the Government put more meat on the bones of the White Paper.
Conclusion Many of the announcements made in the Levelling Up White Paper are re-hashed proposed legislation that has been on the books for the last couple of years.
This White Paper is not another nail in the coffin of buy-to-let in Docklands. Yet, many commentators have cautioned that more landlords with substandard homes will sell up because of these proposed changes, warning the sell up would add to the private rental sector’s shortage of homes, thus pushing up rents. If that was true, that would increase rental returns on Docklands buy-to-let and attract more Docklands landlords into the sector, wouldn’t it? But if you don’t agree other Docklands landlords will buy these rental properties that other landlords are selling, who will buy their Docklands properties from them? It will be Docklands renters, who are now able to buy because the price has come down, meaning equilibrium should return to the market. This is all theoretical and there are shortages/gluts in specific locations. Let us not forget it was 12/18 months ago that rents were dropped by double digit percentage points in the space of a couple of months in the big cities. Those rent drops weren’t anything to do with landlords buying up City Centre rental properties, but demand plummeted with 20 something tenants moving back in with their parents during the first lockdown and the months that followed. Yet, now rents have bounced back to pre-pandemic levels (and more) with the return of tenants to the cities.
This White Paper is not another nail in the coffin of buy-to-let in Docklands. Few of them will be left empty because most of them will be bought by other Docklands landlords as they will be attracted to the sector as inflation takes hold whilst others will be bought by first-time buyers. What goes around, comes around. So, let’s see what happens in the coming months.
