fresh start Welcome from Stewart Fenn, Sales Director – Booker Retail Partners Welcome to the August edition of Your Budgens. This is the first issue that I have been involved with since taking over responsibility for Budgens and it comes at a very exciting time for the group, with new stores joining and improvements in our overall offer coming on stream to help you be as competitive as possible in the communities you serve so well. I have already had the privilege of meeting many of you and I am looking forward to getting around the country to meet many more in the coming weeks and months. It’s truly an honour to be given the opportunity to follow on from the great work of Mike Baker and I will be doing everything I can to continue the momentum that he maintained throughout his time with Budgens. Budgens continues to grow in terms of members and also geographical spread, with more and more communities across the country able to welcome a new Budgens store to their local area. A great example of this is Mohan Samy, who has introduced Budgens to new locations in the North East of England, where shoppers have welcomed the opportunity to enjoy all that the brand has to offer. You can read all about Mohan and his stores in this issue.

Also featured is David Knight’s refitted Budgens store in Hassocks which has many striking visual features as well as adopting many of the contemporary products and services that shoppers are now looking for from us. It’s a time of transition in many ways, and the need to adapt to changing circumstances and shopper requirements has never been more pressing. Food to go is bound to be a key growth category once again as workplaces reopen and the population returns to a more mobile lifestyle after over a year of lockdowns, and this is going to be a key area of focus in the coming months. If you haven’t already done so, I would urge you to talk to your RDM about the opportunities to update and expand your food to go offer and the group deals that are available on products and equipment to give you an early payback on your investment. Of course, fresh food remains of paramount importance to Budgens and the buying team have been working very hard to create some fantastic deals in this category as well as an extended range of loose produce and mixed cases to help reduce wastage. Loose
produce remains an important part of our offer, both in terms of the visual impact in store and to accommodate our shoppers demands to reduce plastic use wherever possible. There are many other product categories where we are also making improvements, such as confectionery, where we are now able to give better value than ever before on hanging bags and multipack bars. And I hope that you have already felt the benefit of our biggest ever Wine Festival, now well underway but with plenty of time still remaining to take advantage of some great prices on leading brands and ownbrand wines. So I’m raising a glass to you now in recognition of all your hard work and ongoing success, and I look forward to catching up with you in person very soon.

Steep increases in demand for support GroceryAid’s annual Impact Report reveals that the charity has provided 17,492 incidences of support to colleagues in the independent retailing and grocery industry over the last year, representing a big increase on the previous year. Around 4,200 colleagues received financial support, the main trigger being illness, and the charity also spent £5m delivering emotional, practical and financial support to colleagues in need.

Last year, over 13,000 colleagues contacted the 24/7 Helpline, with a 148% increase in Relationship Counselling and 40% of all law advice sessions being Family Law. “We anticipated rising demand for the GroceryAid services and were able to provide assistance to record numbers reaching out for support,” says Charles Wilson, GroceryAid President. “This has been one of the biggest challenges the trade charity has faced in its 164 year history and the Impact Report demonstrates how we were able to accelerate our support available to colleagues when it mattered most.”
Welsh retailers welcome relaxed selfisolation rules Wales First Minister Mark Drakeford has announced that from 7th August all adults who have been fully vaccinated and are not displaying symptoms will no longer have to self-isolate if they are identified as close contacts of someone with coronavirus. Retailers in England and Scotland will have to wait longer for fully vaccinated colleagues to return to work. From that point in Wales, instead of instructing fully vaccinated adults to isolate, contact tracers and advisers will provide them guidance on how to protect themselves and stay safe. The advisory service in Wales will move to a “warn and inform” service for all fully vaccinated adults and under-18s, who are identified as close contacts which means everyone identified as a contact of a positive case will be advised to have a PCR test on day two and day eight, regardless of whether they have been fully vaccinated.

The UK government has pushed back the planned implementation of restrictions on promotions and in-store siting restrictions on high fat, salt and sugar products.
HFSS restrictions delayed for six months The Department of Health and Social Care has delayed plans to introduce promotional and location restrictions on high fat, salt and sugar (HFSS) products in stores until October 2022. All stores below 2,000sq ft are exempt from the location restrictions in the regulations. The regulations do not generally apply to businesses with fewer than 50 employees, but the proposals treat symbol group retailers as larger businesses so Budgens stores above 2,000sq ft will fall within the scope of the regulations. The measures, which are part of the government’s wider Obesity Strategy, include:
l Restricting where in a store HFSS products can be located, so that retailers would not be able to put these products within two metres of a checkout area, within two metres of a designated queueing area, in an end of aisle display, and at the entrance to the store. l Restricting volume promotions such as multibuys and ‘buy one get one’ promotions for products deemed to be in scope of the HFSS regulations. Incidents of non-compliance will result in an ‘improvement notice’ being issued, which if not followed, can result in a fine.

Convenience market growth to continue
The UK convenience market is expected to continue growing this year despite the exceptional increases in the previous year driven by the lockdown, says Lumina Intelligence.
Its UK Convenience Market Report 2021 states the UK convenience sector is set to grow 0.3% in 2021, to a value of £43.2bn. This follows a year of extraordinary growth (+6.3%) in 2020 due to the effects of the pandemic. The ‘meal occasion’ mission accounted for 14% of convenience store visits last year and now ranks in the top three most common missions within the sector, partially driven by government restrictions placed on the hospitality industry. Planned top-up remains the most common mission (31% of visits) followed by ‘newsagent’ (tobacco and news) with distress top–up and food to go also in the top five (12% and 11% respectively). Average visit frequency to a symbol or independent convenience store is 2.9 times per week, says the report.

Update Retailers have been offered fresh advice on in-store rules and messaging.
New face coverings advice for retailers in England The Association of Convenience Stores (ACS) has drawn up new advice for retailers in the wake of the Government’s decision to move England to Step 4 of the reopening road map last month. The move means that many Covidrelated regulations have now changed status to become guidance that won’t be enforced by the authorities, rather than legal requirements. They include: l legal requirement for people to wear face coverings l limits on the number of people that can meet indoors l the one metre plus rule on social distancing ACS recommends that retailers update signage and other shopper communications to reflect any change in policy regarding face coverings, store capacity limits, social distancing posters and floor markers, and queueing systems. As Your Budgens went to press, face coverings remained mandatory in most indoor public places in Wales, including retail outlets. Masks also remain compulsory in public places in Scotland, but most other restrictions have been lifted by the government. Tougher sanctions to tackle illicit tobacco trade The government is planning to introduce tougher sanctions to tackle the illicit tobacco trade. Legislation will be introduced in the Finance Bill 2021-22 to amend the Tobacco Products Duty Act, giving Her Majesty’s Revenue and Customs (HMRC) the power to issue financial penalties up to £10,000 for holding or possessing products that do not comply with the UK’s tobacco track and trace requirements. In addition, the new proposals will empower HMRC to seize legitimate stock if it is found alongside product that does not comply with track and trace requirements, and to withdraw a retailer’s tobacco track and trace ID if they have persistently contravened the rules. The plans follow a consultation launched at the end of last year which sought views on the tobacco track and trace system, applying new sanctions for tobacco smuggling and extending the powers of trading standards officers.

Modern thinking in Hassocks David Knight wanted to bring a completely new look and feel to his Budgens store in Hassocks, West Sussex to broaden its appeal to shoppers who were going elsewhere. And the investment has paid off.
David Knight has owned the Budgens store in Hassocks for 13 years and in that time he has noticed a lot of changes both in the village itself and in the retail market as a whole. So when he and the team knew the store was due for a refit, they made sure that they would take every opportunity to make it as up to date as possible. “We had catered for affluent, older village shoppers for a long time, but we knew we weren’t appealing to everyone. Hassocks has changed a lot, and there are a lot of younger people with disposable income who travelled into London every day who didn’t consider us a viable shopping destination for them. “The store was looking a little tired. Also, our fresh mix had fallen from 50% to 44% and we wanted to get back to 50% or more, so we knew we had to make some big changes.” Knowing that younger shoppers place great importance on the store’s environment and the retail experience, David implemented a contemporary new look with neon illuminations for product category labels and an open ceiling space. “We wanted to move away from a formulaic format store and have a different look and feel altogether. I have always

been a big fan of American-style retail so we brought in some elements of that, both in the look and feel of the store but also how we presented certain products such as fresh produce. We wanted to turn heads and get shoppers to say: that’s unusual!” The refit was originally scheduled for two years ago, so a full shopper survey took place in 2018, but work was delayed because of the pandemic and it was February of this year before the new–look store was finally unveiled. As well as the contemporary look and feel, a comprehensive range review analysed every single line and its average monthly sales. “We had become bloated with products, and we realised needed to lose 2,500 skus across the whole store. We reprofiled ambient grocery completely.” The bulk of the rationalisation took place in ambient, where 2,700 lines were taken out and another 1,500 added to bring the range up to date with shopper needs. The old store had a huge array of premium and speciality products dotted around the store on small chrome units, which filled up the aisles and interrupted shoppers on their journey around the store. The best performers among these products have now been incorporated into the main range by making the fixtures one shelf taller than before, and the satellite units removed altogether to give shoppers more space to move around in comfort, explains David. “Some of the feedback was that the store was too cluttered, and difficult to shop. It was probably putting off some of those shoppers in the evening who are in a hurry to pick something up for dinner. “We have also seen shoppers in wheelchairs and mobility scooters using us much more frequently now.” The biggest single investment was in food to go. What was previously a basic selection has been expanded with an improved hot food offer and a much wider range of sandwiches, wraps and fruit pots – a 40% increase overall – to give shoppers a wider array of options in the lunchtime meal deal. A self service section featuring Costa Coffee, F’Real milkshakes and Tango Ice Blast has also boosted the food to go offer. Even here though, some lines were culled. “We took out 30% of our chilled drinks range. This has worked really well, because it has improved our availability massively,” David explains. Another significantly expanded area was beers, wines and spirits. He says: “We moved BWS to a new location in-store, and reduced freezer space by three doors to allow us to chill more craft ales and ciders, as this was showing up in our survey as something that shoppers wanted to see.” A Laithwaite’s wine section was also added for additional quality and choice. Tobacco came out of the gantry and is now kept in drawers while, in place of the gantry, a wider range of spirits has been brought in, backlit for maximum impact. It has worked better than David could have imagined, as spirit sales are up 250%, he says. “We want to own the spirits category in Hassocks – we want people to say ‘this is the place to come’. We carry every premium vodka you can get, and when the sun comes out our gin sales explode. We were selling £50 bottles of whisky for Father’s Day. I don’t think I had ever sold one for that price in my career before!” Fresh produce has also been reprofiled with new curved shelving from HL Display. “The Sigma shelving has perforations for air flow to improve shelf life and freshness, but we chose it mainly for the visual impact,” explains David. “The shelves actually hold slightly less product than standard fixtures, but the shape helps to make the offer look plentiful. The amount of space dedicated to produce is the same as it was before, but shoppers have commented that we have given it more room!” Although the upright freezer section is smaller now, the

Joining them is a similar offer from Brook, which supplies only plant–based frozen meals and desserts. “We attracted a lot of attention from the local vegan community for that,” says David. “It was shared a lot on their Facebook pages and a lot more people have been visiting the store looking for vegan meals as a result.” The new store also addresses environmental concerns with a new packaging–free refill section of loose cereals, pulses and snacks. “Our survey showed a lot of feedback about plastic packaging, and we have been working with a local anti–plastic group for a while now so we knew we need to do something. We worked with a waste-free consultant who advised us on range and the best suppliers, and sales have been really good. People tend to use the paper bags provided rather than bringing their own containers, but it has surprised me just how well used it has been. “Cereals in particular are very popular as we have priced it such that it is the cheapest way to buy muesli or porridge oats locally. too – lots of school kids have been buying the banana chips and pineapple chips instead of crisps. They say it’s because they can buy the products in small quantities now, so it’s an affordable price for them.” New equipment was sourced for outside the store too. Hassocks has always enjoyed a good business selling plants and flowers, but the purchase of some new multipurpose display trolleys has made the operation a lot more efficient. Each trolley can be wheeled in or out to expand or reduce the size of the fixture depending on the time of year, and the holes cut into the units can merchandise both plants and flowers, so the range can be aligned according to the occasion – more flowers in the run-up to Mother’s Day, for example. “We are trying to simplify where we can,” adds David. The numbers prove what a success the refit has been. The target of a 50% fresh mix was achieved within four weeks of the relaunch in February, while average basket spend is up to £13, a hefty jump of £1.50 and well above the targeted increase of 50p, meaning that all of David’s shopper research, innovative vision and careful planning have already started to pay off handsomely.

Our friend in the north
Mohan Samy has built up a large chain of Budgens stores and has introduced the brand to new areas in Northern England. Mohan Samy has found his perfect partner in Budgens and the results are there to be seen as he continues to build a sizeable estate under the banner. His first direct experience of the brand was when he was working at a store in Cambridge that was converted to the Budgens fascia. Noting that store turnover went up straight away, it wasn’t long before Mohan got in touch with Budgens saying he was interested in running some stores. The property team at Budgens clicked into action in order to help him navigate a path through his ambitious plan and were soon working with him to acquire and develop a number of sites. In October 2019, Mohan took over eight stores in the Hull area from a national chain and converted them to Budgens. Sales increase almost immediately, and more acquisitions followed, meaning that the Samy Group now has 17 stores with Budgens, covering a huge area including East Anglia, Yorkshire and the North East of England. For each development, the Budgens team has been on hand to offer advice on range as well as other business support every step of the way as he made the transition from owning a few stores into becoming a substantial multi-site operator.

His Linthorpe Road branch in Middlesbrough has already gone down a storm with the locals. Value messages are very important and Mohan makes sure that the best prices and offers are well signposted, including meal deals at lunchtime and in the evenings. “Budgens was not present in Middlesbrough before, but sales are fantastic,” he says. “I can see already that the brand is going to be very popular in the North East. “All products are doing really well. Meat and fruit and veg all come from Budgens and they are very good quality and good value.”

An estimated one in five people in the UK suffer from some form of food allergy (BDA estimate) and new legislation comes into force this Autumn designed to protect allergy sufferers and give them confidence in the food they buy. The UK Food Information Amendment, also known as Natasha’s Law, comes into effect from 1st October 2021 and will require retailers to provide full ingredient lists and allergen labelling
Making a delivery? If you are making a home delivery of PPDS food, you do not need to have a new-format label on the product but you still need to ensure that the mandatory allergen information is available to the shopper: Before the purchase of the food is completed - this can be in writing (on a website, catalogue or menu) or orally (eg by phone). When the food is delivered - this can be in writing (allergen stickers on food or an enclosed copy of a menu) or orally (eg by phone).

WHAT IS NATASHA’S LAW?
Natasha’s Law is designed to ensure that shoppers with food allergies are made fully aware of any allergenic ingredients in the food they are considering buying. It is already the law that packaged food and drink manufactured elsewhere and then sold in store needs to be clearly labelled with an ingredients list and allergen information emphasised. This also improves the POR from 22.1% to 24.5%.
But it is not just on branded lines where the Budgens wine offer has been boosted. The Quirky Bird range is currently reduced from £6.49 to £4.99, while still offering 15% POR. This own-brand range was commended in the recent International Wine Challenge, so you can rest assured that they are offering shoppers quality as well as good value.
As always, the key to a successful Wine Festival is down to how well it is implemented in-store. Retailers are advised to maximise wine tower and gondola end space and, where feasible, merchandise wine in or near to food chillers to increase the opportunities to upsell to shoppers popping in for a “meal for tonight”. It’s important that chilled white wine is available, as well as sparkling wine and rosé varieties. This is particularly important on warm days and weekends when demand is higher.

Delivering the goods The series of national lockdowns accelerated an already strong trend towards home delivery, and the opportunity remains for Budgens retailers to develop an extra revenue stream by adopting the service.
Neighbourhood retailers are constantly having to learn new skills in order to continue to thrive, and, for many, the national lockdowns meant that delivery operations had to be organised very swiftly in order to keep their local communities, and particularly the vulnerable, properly served. Luminar Intelligence reports that, even during the height of the lockdown, just 8% of UK convenience stores were offering home delivery. However for those that did, it created a significant revenue stream, equating to 7% of total sales on average. And, when you add in the fact that deliveries from the foodservice sector and online retailers such as Amazon have seen significant growth in recent years, there can be no doubt that the demand for grocery delivery is here Volume 9: August 2021 Your Budgens July 21.indd 45
to stay. Alice Dolling Senior Insight Manager at Lumina Intelligence says, “2020 saw an acceleration in online shopping that we could never have predicted. Nearly one-in-five shoppers changed their primary method of grocery shopping to online, highlighting the opportunity available. As demand increases, convenience stores have a great opportunity to drive greater basket spend and expand the potential catchment area of their store by offering delivery.” West Sussex Budgens retailer David Knight was one of the many retailers who set up a delivery service for the first time during the lockdown period.

“When the first lockdown happened there were lots of our shoppers who couldn’t get to the store so we really had no choice but to deliver to them. We had to learn how to do it very quickly – we hadn’t even done ‘card not present’ transactions before – and fortunately there were local volunteer groups who facilitated it. Shoppers would phone in their order, pay by card and one of the volunteers would deliver it for free. “Since then, we have upgraded our IT to a Point Four system which has the AppyShop platform integrated into it. We have recently refurbished our three stores in Hassocks, Henfield and Steyning and when each store was closed in turn we would service their regular shoppers by deliveries out of one of the other sites using AppyShop.” Avtar ‘Sid’ Sidhu of Budgens in Kenilworth is convinced that home delivery is here to stay. “Delivery has become a significant and indispensable part of our operation. It’s an area with huge focus for us in order to keep on growing,” he says. “It’s like the revenue you get from opening a new site without any of the associated costs. “It’s added a new dimension to our business and the role we play in our community. It has become a vital and profitable service for us, and one I predict will keep on growing.”

Whilst some retailers have set up their own systems and procedures to handle delivery orders, many have turned to third party providers to provide an easy solution for order processing, payment and delivery. Options include Snappy Shopper, Jisp, Deliveroo and Uber Eats, and Budgens retailers can benefit from some exclusive deals to help them get set up on advantageous terms A third option is to create a hybrid system whereby a piece of ordering processing technology can be added to a store’s existing social media pages. Companies such as Zeus Labs can provide delivery software plug-ins in return for a monthly fee to enable retailers to accept orders via their Facebook page. A wide array of options are also available for fulfilling the deliveries. Although most retailers already recognise food to go as a key category for future growth and profitability, there is no doubt that the national lockdown has had a significant impact on sales over the past 18 months. But the gradual return to office working will see a big shift in sales back towards shoppers eating and drinking on the move, and now is the time for Budgens retailers to be ready to capture this. With restrictions easing, the vaccination programme moving swiftly and hospitality dine-in reopening, shoppers are already showing signs of purchasing more food and drink on-the-go, while the share of meals consumed in-home is falling, according to Lumina Intelligence. The firm’s Convenience Tracking Programme – covering the four weeks ending May 30th – showed the proportion of shoppers on a food to go mission in convenience stores increased by +2.4 percentage points to 15.0%, while those on a “planned top up shop mission” fell. According to the consultancy’s UK Food To Go Market Report 2021, the UK food to go market is forecasted to grow by +31.6% to £15.3bn in 2021, the market having suffered a -45.5% decline in 2020 as the lockdown severely restricted travel and movement. Amardeep Brar, Buyer – Chilled at Booker Retail Partners, believes it is time for retailers to revisit their food to go offer and give it a stronger focus from now on. “I would advise that food to go will be a

key area for retailers over the next few months,” she says. “Food to go is one of the key objectives for shoppers visiting a convenience store, and we expect sales in this area to grow massively. “Shoppers are out and about, on the road again and food to go sales are returning. There is an opportunity for retailers to capture some of those shoppers by engaging them with the food to go offer again.” The key thing, says Amardeep, is to focus on a core range of products to meet all consumer needs at all times of day. “It’s important to have a focus on occasions – breakfast, mid-morning, lunchtime, afternoons and evenings,” she maintains. Morning Kick start your morning sales with a coffee machine, which is viewed as an essential part of a convenience store not just for the early risers but also throughout the day. According to Luminar Intelligence, Coffee has dominated food to go drinks occasions lately, enjoying a 50% share of total drinks consumed over the last four months. The “golden hours” for coffee sales are 6-11am, and hot drinks such as coffee also give you the opportunity to add incremental sales of bakery lines such as croissants, pain au chocolat or doughnuts via linked deals. Sales opportunities can be maximised by merchandising bakery, cakes, biscuits and other handheld sweet snacks adjacent to the coffee service or as part of the shopper journey from the machine to the till. A number of different coffee machine brands and solutions are available for all types of stores, so ask your RDM for the deals available. Stores with high footfall can often achieve sales of more than 50 cups of Costa Coffee per day, which would generate more than £20k extra profit per year at the RSP of £2.40. A hot water dispenser can provide a solution for tea drinkers looking for a morning cuppa, as well as enabling you to turn porridge pots into a ready to eat hot breakfast. Workmen with an early start or late risers in a hurry are also looking for tasty and filling hot food such as bacon rolls at breakfast-time. LUNCHTIME
For convenience stores, lunchtime starts at around 11am, so it is important to be prepared well in advance. There is scope for huge volumes of sandwich sales outside the regular lunch hour slots of 12–2pm. Meal deals are key drivers of food to go sales at all times of day, but particularly at lunchtime. convenient food, at a good value price and able to be bought in a hurry during a lunch hour, will undoubtedly grow. THE GREAT OUTDOORS Food to go is well placed to capitalise on the outdoor socialising occasion, according to Luminar Intelligence. The consultancy reports 21% of shoppers say they are likely to purchase food to-go and eat it in a park in the future, and this figure rises to 38% for 18-24 year olds. Reflecting the increase in socialising in outdoor spaces, younger shoppers are the most active group partaking in “coffee walks”, with almost one in four having picked up the habit of purchasing a hot drink to go when on a walk with a friend since March 2020.

More people than ever are expected to have a holiday in the UK this year, creating additional sales opportunities. According to the Staycation Index from holiday operator Sykes Holiday Cottages, nearly two-thirds of Brits (62%) are predicted to take their main summer holiday in the UK this year, up from 50% in 2019. Each family is expected to spend an average of £940 per break – enough to boost the economy, Sykes claims, by around £30 billion. So there is a huge opportunity for stores in the right locations and with the right offer to make the most of increased footfall and convert it into additional sales and profits.

Offering a strong range of value and price marked packs in the important confectionery category is a great way of growing sales and profits. Confectionery is one of the most important and high volume categories in many Budgens stores and with more shoppers than ever keen to seek out great value without compromising on quality, Booker has refreshed its range and pricing to help retailers capitalise on the latest trends. Shopping habits have changed dramatically over the last year with a significant increase in the demand for larger pack formats and mutipacks. Another noticeable trend has been growth in sales of price marked packs which offer shoppers a strong perception of value.

Larger format packs and multipacks have been in strong growth in many categories like crisps and snacks and beer over the last 12 months - and that trend is particularly strong in the chocolate confectionery category.
