At the Y we inspire and empower young people. We do this by supporting their physical, mental and social wellbeing, equipping them with life skills, building resilience and providing platforms and avenues for their voices to be heard. This is because we believe in the power of inspired young people. As a for-purpose organisation, we invest in our local communities, focusing on building community connections to create positive change and social good.

A vibrant, not-for-profit, the Y NSW delivers contemporary programs that proactively change people’s lives. In everything we do, we focus on strengthening young people, their families and the communities they live in. We’ve existed as the Y and YMCA in NSW for more than 167 years. Nationally, we have 15 Y Associations with a presence in every state and territory and more than 185,000 members/ customers. Globally the YMCA has existed for 177 years and has a presence in 120 countries.

We consistently exceed national safety guidelines, by upskilling staff and providing above-ratio rosters at our sites. 3

OUTSIDE SCHOOL HOURS CARE (OSHC) CENTRES We are one of the largest providers of OSHC in Australia. In NSW we manage 62 children’s services sites delivering before and after school care and vacation care. The Y creates environments that are fun, safe, where children can learn, make friends, and build confidence.

RECREATION CENTRES

The Y NSW has an extensive history in recreation facility management, across both metropolitan and regional locations. We offer a suite of programs, which include; fitness, gymnastics, aquatics and sports.

OUTDOOR EDUCATION AND CAMPING SITES The Y has two Outdoor Education & Camping venues, they are Camp Yarramundi in the Hawkesbury Valley and Sydney Olympic Park Lodge (an urban camping environment). We have all the popular adventure activities and the fun of traditional camps, but the experience is greatly strengthened by our Outdoor Education Framework – enhancing personal growth, strengthening a sense of community, and connecting participants with the natural world.

BELIEVING IN YOUNG PEOPLE

Our Youth Programs Y SPACES Can be a physical location or digital platform where young people can find a safe and inclusive space to connect with each other and their community, seek support and discover new activities including volunteering, leadership, and local employment opportunities.

UPLIFT A free active wellness program for 16 to 24-year-olds who are experiencing mental health or other life challenges. Over six weeks, young people learn the benefits of physical activity and develop skills in emotional resilience, stress management and goal setting.

STREETGYM Streetgym is a free outreach program that provides young people aged 12-18 with a safe environment to gather in a local park and connect with others through sports and other activities. Participants can also access support through our youth workers, other community organisations and enjoy a healthy afternoon tea.

THE Y NSW YOUTH PARLIAMENT This highly respected program introduces young people, in Years 10 to 12 from across NSW, to the workings of the NSW Parliamentary system. Youth-led and a-political, it aims to empower young people to develop their leadership skills and become advocates and change-makers in their communities.

YOUNG LEADERS This program ensures young people’s voices are heard and they influence decision making. It equips young people between the ages of 12-25 with leadership skills and confidence to positively change and strengthen their local communities.

BREAKFAST CLUB Operated by Y NSW staff and volunteers from the local community, the Y Breakfast Club provides a healthy, nutritious breakfast to young people who would otherwise miss out.

SKATE PARK LEAGUE The Skate Park League is a series of interconnected events for young people across NSW designed to encourage their interests and provide a platform to compete. Categories include scooters, skate, BMX, and wheelies (wheelchairs). Experts in this field are on hand to teach, inspire and mentor participants. Funding for this program is provided by local councils to encourage youth participation in their community.

These programs are at the heart of what makes the Y different and a vital hub in any community. They bring young people together, improve their physical, mental and social wellbeing, and ensure access for all. 7


OUR CONNECTION AND PRESENCE in Parramatta and Western Sydney The Y is focussed on improving health outcomes in Western Sydney and has a strong presence in the Parramatta LGA and wider district through our operations and youth programs. Our head office is based in Parramatta and we operate two Streetgym programs in the Parramatta area, one is at Sturt Park, Telopea and the other Richill Park, Constitution Hill. At the start of 2021 we moved our Y Space for the young people of Parramatta from the City Library, to, literally, ‘set up shop’ in the heart of Westfield Parramatta. Additionally, the Y also has a number of Recreation and OSHC Centres based in Greater Western Sydney that could be activated as venues to host programs delivered in partnership with Parramatta Eels – Locations include:

MEMBERS RICHARD HUGHES - CHAIR - Director since 2014 Richard Hughes has more than 40 years’ experience in property development, investment and construction in Australia, Europe and Asia. He is currently the Principal at Catylis Properties Pty Ltd.

CHRISTINA HARLAMB - Director since 2016 Christina Harlamb has led programs in health and community services across business development, policy, strategic planning and communications. She is the CEO of Focus Home Care and Disability Services.

NICOLE RIEVELEY - Director since 2018 Nicole Rieveley has served as CEO, business owner and board director across multiple industries spanning technology, healthcare, finance, telecommunications and tourism. Nicole has held executive positions in high-growth and large-scale Fortune 500 corporates, principally GE and Telstra.

COMMISSIONER LEIGH JOHNS OAM - Director since 2019 Commissioner Leigh Johns has extensive experience in employment law, workplace relations, equal opportunity and anti-discrimination law, disciplinary proceedings and workplace mediation. In 2013 he was appointed to the Fair Work Commission. 10


TIMOTHY SUNWOO - Director since 2020 Timothy Sunwoo has held senior executive roles in strategy and finance for large listed Australian companies, he has also been a management consultant in New York for an international strategy consulting firm. As a young person growing up in America, he spent countless hours playing basketball at a local Y gym.

JEREMY SANDBROOK - Director since 2020 Jeremy Sandbrook is a chartered accountant with more than 25 years’ experience in both the international development and corporate sectors. Prior to establishing Integritas360 in 2014, he worked with SOS Children’s Villages and was appointed Special Advisor on Anti-Corruption.

PRUE WARRILOW - Director since 2020 Prue Warrilow has spent 30 years consulting in the area of work-life wellbeing strategies. She is a director and the CEO of Childcare At Work Australia – trading as Families At Work – and is recognised as an industry expert in children’s services and child and family services.

JASON KING - Director since 2021 Jason King has extensive experience in sports administration and currently works as the GM – Elite Competitions for the National Rugby League. Jason’s a former professional rugby league player for the Manly Warringah Sea Eagles and NSW Blues.

HELEN WILD - Director since 2021 Helen has over 25 years’ strategic commercial experience encompassing private, government and not-for-profit organisations, holding senior management and executive positions across industries.

GEORGE PERRY - Director since 2021 George Perry has over twenty-five years’ experience in the sport, major events, and venue management industries, including the Sydney Olympic and Paralympic Games, and the Rugby World Cup. He is currently the Infrastructure Project Manager, VenuesLive (operator of Stadium Australia and Bankwest Stadium) and was responsible for the opening of Bankwest 11

LEADERSHIP TEAM SUSANNAH LE BRON - Chief Executive Officer Susannah Le Bron has more than 20 years of senior leadership experience including strategy development, operations and customer service delivery and innovation. For almost 15 years she held senior managerial roles at QANTAS including introducing innovations in customer service, relationship management and program transformation. Susannah believes the customer should always be placed at the centre and she has a strong desire to improve the physical, mental and social wellbeing of communities, including their most vulnerable members.

NATALIE THOMAS - People and Culture Natalie Thomas has more than a decade’s experience as a HR professional having worked across multiple sectors transforming organisations through the development of people and culture. She is passionate about increasing employee engagement, developing diversity and inclusion strategies, managing change and developing high performing cultures.

BREE GODDEN - Corporate Affairs Bree Godden has extensive experience in brand building, PR, crisis and change communications, stakeholder and government relations, strategic marketing and authentic employee engagement. She has managed large-scale corporate strategies and communications projects across a variety of industries including healthcare, public relations, not-for-profit, media and government.

LOUISA MCKAY - Youth and Community Louisa McKay is passionate about social justice and improving the social wellbeing outcomes of communities and young people. She has vast experience working in NGOs, government departments and peak bodies in direct service delivery, program design and implementation, government relations, policy and advocacy, outcomes measurement, strategy development and senior leadership roles.

MICHELLE NOLLAND - Operations Michelle Nolland has spent almost 20 years in a range of operational roles within private, notfor-profit and local government sectors. She is a skilled leader in multi-site and multi-sector management. She has led centre transitions, multi-million-dollar developments, large-scale redevelopments and been responsible for activating underutilised assets. Michelle is passionate about improving the wellbeing of individuals and communities.

MARC HASSAN - Finance and IT Marc Hassan has diverse experience in industries including financial services, education, consulting and most recently led the Mission Australia finance team. Marc founded the finance function at BFSA and over 10 years saw the company grow from a loss-making start-up to a $10 million profit-before-tax business. He has also led other back office functions including IT and HR.

MADELEINE TAYLOR - Risk, Safety and Procurement Madeleine Taylor has extensive experience managing a range of portfolios including risk, safety, child safeguarding, quality, property and procurement. She has worked for a variety of not-forprofit, public and private organisations across Australia and Asia and has a passion to use her expertise for an organisation dedicated to youth empowerment.

MEETING THE NEEDS OF THE PARRAMATTA COMMUNITY

Our Proposal

Our programs are purposeful, cause-driven initiatives that work to solve contemporary social issues in your local community. We understand that the Parramatta LGA is a rich and diverse community and for the young people who live here there are a variety of needs. We are passionate about asking and then listening to the voices of young people in Parramatta CBD, so late last year we surveyed people aged between 14-25 years old to find out what they would like to see offered in a youth program. Our results showed that:

The Y NSW is focussed on making evidence informed decisions, so with this survey feedback we adjusted our offering in Parramatta to become a safe space where young people can exist as young people, receive employment advice and mental health support.

To truly ensure our Y Space offerings in Parramatta and the surrounding areas are meeting the needs of local young people we propose that Parramatta Eels and the Y NSW partner to deliver one of the following options:

OPTION A: 2 x Uplift programs a week in Y Space Parramatta, a provided location from Parramatta Eels NRL Club or within a Western Sydney based partner’s school hall or hub

OPTION B: 1 x Uplift program in Y Space Parramatta, a provided location from Parramatta Eels NRL Club or within a Western Sydney based partner’s school hall or hub and 1 x Streetgym program a week at Constitution Hill, Telopea or a park determined and secured through the partnership

The details UPLIFT

WHAT:

Uplift is a free, early intervention, active wellness program for children and young people, aged 16-24, who are experiencing mental health or other life challenges. Please note the age range can be tailored to a younger cohort if desired. Young people learn the benefits of physical activity and follow a set of six mental wellbeing themes: Support, Resilience, Connection, Values, Reflection, and Action.

HOW:

The program includes one or two, 60-90-minute sessions, each broken into 40-55 minutes of fitness alongside 2050 minutes of health and wellbeing content aligned to a weekly theme. Group exercise sessions are facilitated each week by a qualified Y fitness instructor. The activities would range from high-intensity boxing right through to calming yoga classes. Participants develop skills in emotional resilience, stress management and goal setting through the themed sessions delivered by a qualified Y Youth Worker. Participants build valuable social connections among their peers and community, with access to additional support and referrals.

WHEN:

Over 6-10 weeks, 1-2 sessions a week pending on funding

WHERE:

Face to Face: This program could be offered from our Y Space in Westfield Parramatta, from a venue or facility that the Parramatta Eels have access to, from a local school hall or from one of the Y’s nearby Recreation Centres. Additional follow up is provided in between sessions to assist participants in recognising the benefits physical activity has on their mental health and wellbeing and developing regular fitness habits via email and phone calls from the Program Facilitator (twice per program). Where Uplift operates from a Y Recreation Centre, participants also receive unlimited access for the duration of the program to Y fitness facilities and group classes.

AND/OR Online: Online fitness component and group facilitated wellbeing session conducted in real time by local certified fitness instructor and Program Facilitator Youth Worker via zoom or another online platform. Supporting wellbeing content available via an online portal (under development). Participants can earn completion badges and track progress. Option to incentivise participation through competition prizes (engagement based, rather than performance based). Participants receive a weekly email to support the weekly theme and inspire engagement.

WHY:

The Uplift program’s point of difference is that it is one of the few early intervention programs out there for young people experiencing mental health issues. Uplift addresses these issues early and supports young people to make healthy choices to improve and enhance their wellbeing. Uplift supplies young people with crucial connection points for them to learn about other support services including ones they may not have heard of.

STREETGYM

WHAT:

Streetgym is a youth outreach, prevention program focused on improving the physical and mental wellbeing of disadvantaged young people. It is difficult to engage a disadvantaged and/or overweight young person to attend a gym, to find the money to pay registration fees to join a sports team, or to sometimes even persuade them to take time away from their screens. So - we make it simple – we bring exercise, sport, fun, support and social connection direct to local neighbourhoods where it is most needed.

HOW:

Streetgym staff and volunteers engage young people aged 12-18 in a variety of sports and physical activities. Provided is games based learning and outdoor fitness, which enhance areas of development such as social skills and teamwork. Popular games of choice include touch football and basketball. Youth empowerment is an important element to the Streetgym program. We provide opportunities for leadership and career development through recruiting young people as volunteers.

WHEN:

Both Y Staff members meet at Streetgym site. Check the safety of the site, complete needle inspection, setting up activity stations e.g. food, water, games and confirm the run sheet for the day. Community partner/s arrive, and conduct a pre-brief away from the main Streetgym site. Any key roles/ activities are delgated. Young people arrive and check in their details on the

Streetgym is a crucial platform for young people to learn about other services. The program has linked young people with services they didn’t know existed.

This program targets young people growing up in low socio-economic and multicultural communities to encourage inclusion in health and wellness no matter any financial, language or cultural barriers a young person is facing.

Parramatta Eels MORE THAN ROLE MODELS

What sets us apart from many other partners is our offer of authenticity – the opportunities to truly engage with and improve the lives of young people. We would welcome you to join us at the coalface of our shared program. You wouldn’t be a distant role model – you would be a hands-on mentor, you’d hear young people’s stories firsthand, see their smiles and go home knowing you have played a part in making their day. What’s more, your personal involvement and collaboration with us would be contributing to making the futures of countless young people so much brighter.

Parramatta Eels trainer and/or players deliver the physical wellness component to the Uplift and/or Streetgym participants by putting them through their paces e.g. ‘Train like the Eels’

Parramatta Eels players to provide additional expert advice directly to our Uplift and/or Streetgym participants during a session or in the Uplift participant manual e.g. Nutritious energy boosting recipes; post workout stretches etc.

Parramatta Eels players could act in a mentor support capacity for Uplift and/or Streetgym participants, including guest appearances and talks about how they have become more resilient, healthy, etc.

The Y NSW recently took over manageme nt of thePICTURE pool. : Michael Murphy "At times of national disaster, the Y's role is to support our local communities. Our firefighters are heroes and have been placed under immense stress for the past three months," Y CEO Susannah Le Bron said. "Nothing is more important than our volunteers' mental and physical health at this intense time, so we are inviting volunteer firies and their families to take a much deserved break." Volunteer firies do not need to be Y members for free admission, according to the Y NSW. Partners and children of firies attending along with their loved one will also be admitted for free until February 29. Access to additional services, including classes, for free may be available during this period. For more information, inquire at the pool.

ON MY FEET

When Douglas McAndrew lost one of his jobs last year he went into a downward spiral. “I was working two jobs and I got sacked by my morning job,” he says. “I was basically in a position where I was looking at losing my house. I was very worried.” Douglas reached out to a local youth support group who put him in touch with Y NSW’s Penrith Uplift program – a free active wellness program for 16 to 24-year-olds who are experiencing mental health or other life challenges.

Participants build valuable social connections among their peers and community, with a youth worker on hand for additional support and referrals. “I contacted Platform Youth Services, they put me onto Uplift and it really helped me get back on my feet in terms of both my mental and physical health,” Douglas says. “There’s a social aspect to it. Before Uplift I didn’t really have much of a social life. I used to be really sporty and fit and now I’m starting to get back to that point. “Uplift helped me cope during a difficult time.”

UPLIFT BENEFITS GROW The Y NSW Uplift program was launched in Penrith in 2018 and through 2019-20 expanded to Taree, Ku-ring-gai, Mount Annan and Epping, with plans for further expansion to Hawkesbury and Manning. Unfortunately, COVID-19-imposed restrictions forced the suspension of the program, but it will be reinstated as soon as possible. OF THOSE UNDERTAKING THE PROGRAM IN 2019-20:

A passion

FOR SPORT

Jack Watson is passionate about rugby league and Streetgym is a vital part of his training schedule. Starting at the Central Coast Streetgym in October 2019, he has never missed a session. “I have a pretty busy week with two footie training sessions, one ref training session and Streetgym on Thursdays,” says Jack, 14. “I need to stay fit so the circuit training and sports at Streetgym have really helped me.” Jack plays for the Warnervale Bulls, has completed a National Rugby League (NRL) referee course and can now referee games for under 12-year olds. “I’m a massive NRL fan and have even taken the other kids at Streetgym through an NRL drill,” he says. “Streetgym has helped my confidence heaps. Being with other kids my age and a bit older … I’ve been able to help them and grown in confidence to be a bit of a leader. “It’s also been great because it gives me a break from the real world – the hard footie training and school work. “My footie coach pushes me physically and being a referee is a lot more complicated and demanding than people believe.” Central Coast Streetgym operates from the Gravity Youth Centre at Lake Haven and is run in partnership with Central Coast Council. 32

Whilst the YMCA NSW’s aggregated financials show a deficit of $4.6M an impairment provision of $2.9M is included for UNSW which in effect is reversed out in the FY21 financial year (the $2.9M represented best guess as at 30/06/20). Therefore, a deficit of $1.7M is a truer reflection of the underlying FY20 financial performance. Prior to the outbreak of COVID-19 and subsequent mandatory government measures, a surplus position was forecast by YMCA NSW for FY20. Despite the challenging current economic environment, the Association was able to secure 2 new contracts to manage recreational sites in Stromlo and Blayney starting from August 2020 for respectively 2 and 1-year terms, as well as an agreement to continue management of Oberon’s Recreational and Aquatic site on 5 + 5 year terms. FY21 continues to see significant improvement on FY20’s financial performance.
