When someone else’s drinking becomes Your Problem... ~Me
Alcohol does not in itself pose a problem unless your NFH (neighbor from hell) is an aggressive/belligerent alcoholic. Our N’sFH appear to drink quit a lot. The (male) MNFH has been here 7 long years. When they get drunk they are more likely to be loud and obnoxious but up until this month they have posed little threat to us when they are drunk - except a few occasions that have been weird and unsettling but relatively benign - they get braver and more confident when they drink and they are more likely to misbehave, their ability to be rational (which is limited at the best of times) becomes nonexistent so stupid drunken behavior and bravado is to be expected. Since the police have been called on numerous occasions over the past few months by other neighbors, they had been quieter and less belligerent toward us or the neighbors. That all came to a screeching halt Memorial Day Weekend when the MNFH lit a fire in the backyard of another neighbor who does not live there. We were getting ready to settle in from a long rainy week I received a call form FN (up until now I had defended her, she had not earned her FH (from hell) ). I missed the call, so I walked outside to see what was up. FN is screaming “he killed my dog”. MNFH has a huge propane tank with a torch on the end and is setting fire to logs the size of telephone poles. She gets in their truck and leaves. MNFH has now started a huge fire and is stumbling back to his house. OK, there is a huge fire, she said he killed her dog, he fell and is yelling he sprained his ankle. I watch the fire as it is spreading, thinking, seriously? I have to call the fire department on Memorial Day Weekend?? I wait. MNFH went in his house. My other half is ready to tuck in, he has no idea. I go get him. Fire is now creeping up a tree, yup, we have to dial 911. The fire department was here quickly but it took 25 minutes to put the fire out. The NFH has become a menace. In case you are wondering, you cannot be arrested for arson unless a structure is set on fire. The Fire Chief from the Burnt Hills Fire Department told me his hands were tied. The police came but did not arrest him. The State Police and Sheriff ’s were here that night and 3 more times the next day. NFH ripped out my rock garden, smashed a statue, tore out a fence- that he installed with me 7 years ago when he moved in. All while screaming he want’s to put up a fence. If he told me he wanted to put up a fence, I would have helped him. I have put up with midnight and yelling and barking obscenities from MNFH for years. OK, here’s the deal. Had he told us he wanted to put up a different fence we would have helped him.
Why am I writing this? Shouldn’t I worry about “stirring the pot”? No. I am sick of being harrassed by this DNFH. This is our reality, a direct result of less police and bail reform. We do not have town police in Burnt Hills, so if you are reading this in Glenville, be thankful you have a town police force. I am not knocking the Sheriffs and State Police; they cover a huge area. We; all of us in this neighborhood are living with a man who lit a fire a blow torch and walked away. A man who threatened to shoot another neighbor and his dogs. This is life with less police and more bail reform. Living next door to an abusive alcoholic individual that is causing pain and hurt to their own family can be very distressing. You can become torn between not becoming involved and wanting to help abused wives/husbands and pets – Do not do it. A word to the wise No good Deed Goes Unpunished.

A New Statutory Power of Attorney for New York by Kathleen M Toombs, Esq.
A Power of Attorney is a powerful legal document in which a person (the “Principal”) grants one or more persons (the ”agent(s)”) the power to manage financial affairs and make important decisions on their behalf. The Power of Attorney document is frequently used to help in the event of the Principal’s subsequent illness or disability, or in legal transactions where the Principal cannot be present to sign necessary legal documents. When executed correctly, the Power of Attorney is typically ‘durable’, meaning it will remain in effect even if the Principal later becomes “incapacitated”, or loses legal capacity. The Power of Attorney helps avoid the need for a time consuming and expensive guardianship proceeding when a person becomes incapacitated. The current power of attorney form proved to be too complex, costly and difficult for individuals to use. Residents of nursing homes and long-term care facilities found it nearly impossible to fill out during the pandemic when an attorney was not present. Its rigid requirement that the exact language of the statute be incorporated in the document meant that the form could be invalidated for harmless errors. Effective June 13, 2021, revisions to relevant provisions of the General Obligations Law (GOL) will be effective for all new Power of Attorney documents with the intent to simplify the form as well as make technical modifications.
The objectives of the modifications are the following: • To permit substantially compliant language, as requiring exact wording is an undue burden; • To provide “safe harbor” provisions for those who in good faith accept an acknowledged POA without actual knowledge that the signature is not genuine; • To permit sanctions against any individual or entity (banks, financial institutions, etc.) that unreasonably refuses to accept a valid POA; • To require that third parties such as financial institutions honor or reject a statutory short form power of attorney within ten business days; • To allow a person to sign at the direction of the principal, if the principal is physically unable to sign; • To permit the agent to make gifts of up to $5,000 per year (increased from the previous limit of $500) without requiring a modification to the form; • To remove all of the provisions that apply to the Statutory Gifts Rider; • To permit modification to the body of the form to allow gifting above $5,000 per year as well as to authorize other specific transactions; • To clarify the obligations of the agent under the POA to keep records and receipts; and • To clarify the agent’s authority related to financial matters concerning the principal’s health care. The new law requires that the Principal’s signature be witnessed by two persons, as well as notarized. Powers of Attorney signed prior to June 13, 2021 are not invalidated by this new law. However, given the change in law and the impetus behind that change, it may be time to consider updating your documents, particularly if there have been other changes in your family or finances. The Summer of Life
The sun is shining and it’s so good to be back. The last year has really been somethin’. To quote the Beatles, it’s been a long and winding road. Many years ago I started writing this column. It was a way to express myself and to be quite honest my saving grace. Allowing my thoughts to flow from my brain to my heart and finally onto this blank page. Yet this past year or so I found it much harder to let that happen. My heart was overwhelmed. Trying to organize it all into a few words became quite challenging. Now I have found some clarity through the highs and the lows. The passing of my mom and the birth of a great-great nephew and niece. Extending our family another generation. Time has a way of finding a place for things. Especially when we can’t. They say the summer of life is the period of finest development. Perfection. Beauty beyond decline. As I put all the layers of the past year together, the good with the bad, I find it has become a part of me. A foundation built on love and appreciation. Summer is here! Let’s make it the finest yet. Fact Checking your Pain Since we’re all about “Fact Checking” these days... here are some quick facts! 1. 100%: Spinal stiffness was linked to organ pathology with nearly 100% accuracy based on sympathetic innervation (Medical Times, 1921). This means that a stuck segment of the spine can hurt internal organs supplied by nerves from that level.
2. 15 to 40%: The estimated incidence of chronic pain from whiplash injuries (Journal of the American
Academy of Orthopedic Surgery, 2007). And, 95%: of patients with chronic whiplash pain who have failed medical and physical therapy can improve with chiropractic adjustments. (Injury, 1996)

Classic Chimichurri Sauce
Simple Salsa Skillet • 2 cups peeled, cubed potatoes • 8 ounces skinless, boneless chicken breast, cut into 1-inch pieces • 1 tablespoon cooking oil • 1 green sweet pepper, cut into julienne strips • 1 red sweet pepper, cut into julienne strips • 1 15 1/2 - ounce can whole kernel corn, drained • 1 15 - 16 - ounce can black beans, rinsed and drained • 1 16 - ounce jar salsa • Sour cream (optional) • Fresh cilantro, snipped (optional)
Our herb gardens are ready to work for us! This classic Argentinian sauce is made for spooning over grilled meats (especially steak), but we also love it with scrambled eggs or roasted potatoes. The recipe comes from chef Michael Ollier, of Certified Angus Beef in Wooster, Ohio. • • • • • • • • •
1/2 cup chopped fresh flat-leaf Italian parsley 1/2 cup chopped fresh cilantro 1/2 cup olive oil 1/2 cup red wine vinegar 1/4 cup finely chopped onion 3 -4 cloves garlic, minced 1 teaspoon dried oregano, crushed 1/2 teaspoon crushed red pepper 1/2 teaspoon kosher salt
1. Place all ingredients in a food processor or blender. Cover and process or blend until finely chopped, with just a few herb leaves still visible. Serve immediately or store in the refrigerator for up to 1 week. Before serving, let stand for 30 minutes at room temperature.) Wiggle Room - Red Chimichurri Sauce In a food processor or blender, combine 1/2 cup chopped cilantro; 1/2 cup chopped onion; 1/2 cup olive oil; 1/2 cup sherry vinegar or red wine vinegar; 3 cloves garlic, minced; 1 tablespoon smoked paprika; and 1 teaspoon crushed red pepper. Cover and process or blend until finely chopped. Serve immediately or store in refrigerator for up to one week. Before serving, let stand for 30 minutes at room temperature.
1. In a covered large nonstick skillet, cook potatoes in a small amount of boiling water, about 10 minutes, or until tender, stirring occasionally. Drain and set potatoes aside. 2. In the same skillet, cook chicken in hot oil over medium heat for 2 minutes. Add pepper strips; cook 2 minutes more. Add cooked potato, corn, black beans and salsa. Stir gently to combine, then cook, covered, for about 10 minutes, stirring occasionally. If you like, serve with sour cream and/or cilantro Wiggle Room - substitute green salsa for red in this easy Mexican-inspired meal.

Financial Tips for the Self-Employed Being self-employed has some benefits: You get to choose your own hours, you don’t have to count “vacation days” and you’ll never worry about getting downsized. On the other hand, you’re truly on your own – there’s no employer-sponsored retirement plan and no benefits package. So, if you’ve recently started a business or become a “gig worker,” possibly due to the COVID-19 pandemic, what can you do to get on the road to financial security? There are several steps you can take, including the following: • Establish a budget. When you’re self-employed – and especially when you’re first starting out – you need to keep tight control over where your money is going. So, establish a budget and stick to it. • Open a retirement plan. As a self-employed individual, you can choose a retirement plan, such as a SEP-IRA, a SIMPLE-IRA or an “owner-only” 401(k). When your earnings are limited, you can contribute modest amounts to any of these plans, but when your income rises, you can boost your contributions. While these retirement plans have some things in common, including tax-deferred growth of earnings, they differ in other areas, such as contribution limits, and one plan may be more suitable for you than another, depending on whether you have employees. You may want to consult with a financial advisor to determine which plan is best for your needs. • Build an emergency fund. When you work for a business or other organization, your income is predictable – but that’s usually not the case when you’re self-employed. And when your earnings are uneven, you can be vulnerable to financial stress when you face an unexpected expense. To help protect yourself from these threats, try to gradually build an emergency fund containing a few months’ worth of living expenses, with the money kept in a liquid, lowrisk account. 20 | Your Hometowne
Pay down your debts. Some debts, such as loans to help your business, may be unavoidable – and even productive. But other debts, especially those that can’t be deducted from your taxes and carry a high interest rate, are far less useful, so you may want to set up a repayment plan. With your other expenses, you might not be able to whittle these debts down as fast you’d like, but, over time, your efforts can pay off. • Put money aside for taxes. Because no employer is withholding taxes from your paychecks, you will likely have to make quarterly estimated payments. Plus, you’re responsible for all your Social Security taxes, which, if you worked for someone else, would be split between you and your employer. To make sure you’ve got enough money available to pay your taxes, you might want to set up a special account one that’s not used for any other purpose. • Get proper insurance. Depending on the nature of your work, you may or may not need some type of business insurance, but if you have a family, you should certainly consider the need for personal liability coverage, life insurance, and you may also want to consider disability insurance. Independance Day Facts The Fourth of July—also known as Independence Day or July 4th—has been a federal holiday in the United States since 1941, but the tradition of Independence Day celebrations goes back to the 18th century and the American Revolution. On July 2nd, 1776, the Continental Congress voted in favor of independence, and two days later delegates from the 13 colonies adopted the Declaration of Independence, a historic document drafted by Thomas Jefferson. From 1776 to the present day, July 4th has been celebrated as the birth of American independence, with festivities ranging from fireworks, parades and concerts to more casual family gatherings and barbecues. When the initial battles in the Revolutionary War broke out in April 1775, few colonists desired complete independence from Great Britain, and those who did were considered radical. By the middle of the following year, however, many more colonists had come to favor independence, thanks to growing hostility against Britain and the spread of revolutionary sentiments such as those expressed in the bestselling pamphlet “Common Sense,” published by Thomas Paine in early 1776. On June 7, when the Continental Congress met at the Pennsylvania State House (later Independence Hall) in Philadelphia, the Virginia delegate Richard Henry Lee introduced a motion calling for the colonies’ independence. Amid heated debate, Congress postponed the vote on Lee’s resolution, but appointed a five-man committee—including Thomas Jefferson of Virginia, John Adams of Massachusetts, Roger Sherman of Connecticut, Benjamin Franklin of Pennsylvania and Robert R. Livingston of New York—to draft a formal statement justifying the break with Great Britain.

Fourth of July Fireworks The first fireworks were used as early as 200 BC. The tradition of setting off fireworks on the 4 of July began in Philadelphia on July 4, 1777, during the first organized celebration of Independence Day. Ship’s cannon fired a 13-gun salute in honor of the 13 colonies. The Pennsylvania Evening Post reported: “at night there was a grand exhibition of fireworks (which began and concluded with thirteen rockets) on the Commons, and the city was beautifully illuminated.” That same night, the Sons of Liberty set off fireworks over Boston Common. Fourth of July Becomes a Federal Holiday The tradition of patriotic celebration became even more widespread after the War of 1812, in which the United States again faced Great Britain.
