The Town of Jamestown has implemented a new Penny Policy in response to the elimination of the penny in U.S. currency. The policy states, “This policy establishes guidelines for handling cash transactions when exact penny change is not available, ensuring consistency, fairness and convenience for both customers and staff. In situations where exact change in pennies cannot be provided, the Town will apply a standardized rounding method to the total cash transaction amount. Rounding will be used sparingly and only when necessary.” Following guidelines of other municipalities, amounts ending in 1 or 2 cents will be rounded down to 0 cents. Amounts ending in 3 or 4 cents will be rounded up to 5 cents. “Customers will continue to have multiple convenient payment options. Rounding will only apply to cash transactions where exact pennies are not available. Customers may still choose to pay the exact amount using pennies, pay by check or pay with credit or debit card.” The new policy became effective July 1.

“A town hall meeting is an open, public forum where leaders or elected officials connect directly with their leaders or constituents. The primary goal is to provide transparency, share important updates and foster a two-way dialogue through a structured Q&A session,” according to AI. At the Guilford County Sheriff’s Office Town Hall Meeting on June 25 in Jamestown, department heads described their staff and duties, offering reviews of 2025 and year-to-date 2026 statistics. But there was no option for the audience to ask questions. Sheriff Danny Rogers began the meeting by saying there would be no questions from the audience, nor public comment. Since two-thirds of the people in the Civic Center were associated with the Sheriff’s Office, there were few private

Opinion on Fourth of July celebration regarding council members
I enjoyed the music in the park on July 3rd, and I am writing because I was disappointed to see labeled, reserved parking places for Councilmembers at a town event. To me, that choice seemed out of step with the spirit of community service that has long helped shape Jamestown. I cannot help sharing that I played an instrumental role in obtaining the park property, and the then Town Planning Director, Matthew Johnson, held citizen focus groups to determine the best and highest use of this proposed pocket park. With the help of talented staff, he obtained a PARTF grant, and the design ideas flowed quickly from staff and citizens to develop, improve, and increase the park’s community use. Please also note the assistance of the Veteran’s Committee, whose dedicated volunteers helped raise additional funds to develop a beautiful town centerpiece. The two “Billings” bricks I purchased are a reminder of that broader community effort. At the July 3rd event, I spoke to two Councilmembers in attendance, but I spent most of the evening enjoying the company of many town employees, past and present, and reminiscing about past accomplishments for the town. Those conversations reminded me of the great respect we held for Mayors and Councilmembers who served as dedicated volunteers and helped create visionary plans for Jamestown’s future. Disappointingly, that tradition of citi-
zen volunteer service seems to be waning among most of our Councilmembers and Mayor. I could not help but feel that reserved parking suggested they view themselves as more important than the citizens of Jamestown. When I pointed out that the demand seemed arrogant to me, the response I received was that they, “do not get paid for their volunteer work.” I have been a community, regional, and national volunteer all my life, and I have always understood volunteer service to mean freely offering time, skills, or service to help others or support a cause without being paid. Preferably a volunteer should bring education, knowledge, skills and understanding to their role. What I have seen in the first six months of this Council’s service, the majority have demonstrated none of these attributes. The two I tried to talk to on July 3rd could not speak to my question concerning how they could repair the damage they had created in the morale of all the town employees, or my suggestion they form and conduct citizen focus groups to truly understand what all residents want for Jamestown’s future. They simply walk away from me. Perhaps, an indication they recognize they are not doing a satisfactory job of serving the town and do not have a clearly stated vision for the town? Briscoe conquers eero 400 at Chicagoland by russell schmidt racin' with russ Chase Briscoe was able to hold off a hard charging Christopher Bell in the closing laps to win the eero 400 at Chicagoland on Sunday night. The Toyota driver had a mirror full of Bell for the final 10 laps, yet was able to stay ahead and claim his first win of the season. The race started under perfect weather conditions despite rainfall during the day. When the green flag dropped, Denny Hamlin led the pack for the first few laps as Conner Zilisch crashed on the first lap, ending his day on the trailer early. Kyle Larson and William Byron swapped the lead back and forth for a while as Byron won the first stage with Larson and Bubba Wallace close behind. Austin Cindric’s Ford took a few turns leading during the next round of laps, but once again, it was Byron’s Hendrick Chevy up front to win the second stage. About the same time, Larson was having handling issues finding himself in a long fast spin, winding up in the soggy infield waiting to be towed. Problems continued and he was done for the day. The balance of this race saw Bell run for all he was worth to catch Briscoe’s Toyota. Lap-by-lap he closed into within inches of the leader at the finish line. Bell is recorded as runnerup (for the fourth time this year) followed by Hamlin, Byron and an amazing fifth place by a resurgent Alex Bowman. The latest points standings has Hamlin still on top, but now by 44 points ahead of Reddick struggling to stay afloat with a total of FOUR points earned over the past two races. Ford driver Ryan Blaney sits third, 113 points behind Hamlin. Jones wins O’Reilly Cuervo 300 In a thrilling final lap scenario, Brandon Jones grabbed the point to earn his first win of the season and eighth career notch in the win column. The Cuervo 300 started more than five hours late because of rainy conditions. Getting the race underway after 10 p.m. is not ideal, but under schedule conflicts, the race needed to start on Saturday. An anxious field zoomed away with pole sitter Connor Zilisch well in charge out front ahead of Chase Elliott and Jesse Love. Zilisch easily walked away with stage one honors with Love second and Corey Day third. On to the second stage where Elliott led most of the stage as Love and Taylor Gray were in hot pursuit. The start of the final and longest stage saw a rare spin by Zilisch on lap 157 with no issues other than going to the rear. Among the minor incidents and accidents in this late night ending event (1 a.m.) were drivers Brent Crews, William Sawalich and Ryan Sieg among them. Elliott looked the strongest out front during the final few dozen laps, but once again Jones “got up on the wheel” taking the lead on the penultimate lap. It was the first win of the season for
the Toyota driver and eighth career trophy. Rounding out the top five finishers included Elliott, Love, Crews and Austin Hill. The current O’Reilly points standings has Justin Allgaier out front by 207 over Love and 213 ahead of Day. Leclerc tops British F1 GP At the British Grand Prix on Sunday, Team Ferrari swept into the lead on the opening lap, grabbing the top spots from the drop of the flag. Charles Leclerc took the lead for a while until young Kimi Antonelli led late in the race until his Mercedes experienced mechanical woes, dropping him out of contention. Leclerc got back out front and held on to claim his first win of the season after a twoyear drought. George Russell and Ferrari teammate Hamilton were next at the stripe. The latest F1 points stats finds Antonelli still on top, but now sitting just 25 points ahead of Russell and Hamilton.
O’Ward hot IndyCar 200 Mid-Ohio winner On a very hot Ohio afternoon, Pato O’Ward led the majority of laps in the Honda Indy Car 200 event at the road course at Mid-Ohio. Just a bit over a second back at the stripe was his teammate Christian Lundgaard and Kyle Kirkwood. Most cars and drivers were cooked by the strong sunshine on the rolling hills course. The latest IndyCar points standings has Honda driver Alex Palou still on top of the charts by 56 over Kirkwood and 65 in front of Lundgaard. Mini truckin’ Mini Tyrrell will back racing in the Kaulig Racing no. 14 Ram truck at Limerock Park in Connecticut on July 11. This is a mile and a half twisty bit of wonderful countryside, and will also feature Colin Braun wheeling the no. 25 Ram free agent guest driver spot. QUIK BITS … NASCAR Hendrick Chevy driver Alex Bowman is in a contract year meaning he could face the possibility of not returning given his recent poor performance due to injury earlier in the season. After missing four races, he currently sits 29th in points with just one top-10 finish for the current season. There are several O’Reilly and truck drivers ready to move up and I feel would fit very nicely. I’ll name drop a few ideas… Kvapil, Sawalich, Riggs or Smith. Any other ideas? Drop me a line. From Rumorville Talented O’Reilly driver Taylor Gray has signed a one-year extension on his Joe Gibbs contract and rumors surround the idea of the young driver replacing a number of possibilities. They include Austin Cindric, Noah Gragson and Alex Bowman. That’s it for this week. Major John Sellers is in charge of Detention Services. There are two Guilford County detention centers, the main one – called Jail Central – in Greensboro, at its new location, 401 W. Sycamore St. and one in High Point at 507 W. Green Dr. There are 205 employees in Greensboro and 75-80 in High Point. These centers house more than 1,000 inmates each day while providing education, treatment and re-entry programs that support successful outcomes. The average daily inmate population increased from 971 in 2025 to 1,053 in 2026 to date, an increase of 82 inmates housed each day. The average length of stay is 29-30 days in Greensboro and 24-25 days in High Point. In Greensboro, total bookings thru June 2026 are approximately onethird of the entire 2025 year. Total releases are also down one-third. High Point figures are similar. The Detention Centers offer 14 programs and services to inmates, including GED Program, Employable You, Digital Skills, PREP (Pre Re-entry), Trustee Services Program, MAT (Medication Assisted Treatment Program), Alcoholics Anonymous, Narcotics Anonymous, Chaplain Services, Re-entry Initiative, Road to ReEntry, Medicaid Enrollment, Voting Assistance and Jail Diversion. Six residents earned their GED this year, which is the largest number ever. Volunteers visit each center during the week to conduct prayer services and Toastmaster classes. There has been an uptick in the number of scams in recent years. It has been widely publicized that the Guilford County Sheriff’s Office does not solicit money from citizens. Nor does a detention center call to say a friend or loved one is in the jail and needs bail. This is currently the most frequent scam. The Bailiff’s Office is under the Support Services Bureau. It supports the safe and orderly operation of nearly 95,000 criminal and civil court cases each year through courtroom security, judicial protection, inmate transportation and courthouse safety. There are 65 deputy bailiffs who cover 6,500 courtrooms. In 2025 they oversaw 54,846 District Court criminal cases, 4,127 Superior Court criminal cases, 29,005 District Court civil cases and 6,642 Superior Court civil cases for a total of 153,593 total cases. The Legal Process Division serves court documents, executes civil orders, processes concealed handgun permits, maintains the Sex Offender Registry and partners with the Guilford County Family Justice Center to support victims of domestic violence. School Resources Offices are familiar to parents with children. The SRO

Division provides law enforcement, mentorship and school safety services across 14 Guilford County Schools. Duties include taking reports, juvenile petitions and teen court referrals, school threat assessments, weapons offense reports and controlled substance reports. SROS are also involved with community engagement, with daily student mentoring and engagement, school safety presentations, Career Days and community events, parent engagement, Teen Court diversion partnerships and One Step Further youth diversion programs. The Personnel and Training division recruits, hires, trains and develops employees while supporting professional growth across the agency. They often recruit from community colleges. In 2025 there were 37 graduates and, so far in 2026, 50 have graduated. BLET, or Basic Law Enforcement Training graduates have also increased in 2026. The Resource Management Division ensures responsible stewardship of taxpayer resources while supporting agency operations through financial management, grants, contracts, technology, fleet, accreditation and community engagement. So far in 2026, the division has spent more than all of 2025, but has generated more revenue. The Real Time Crime Center (RTCC) is currently under development and will enhance the agency’s ability to analyze information, coordinate investigations, and respond to crime in real time through advanced technology and partnerships. The Camera Registry Program is a free, voluntary program that allows residents and businesses to register the location of their security camera. The GCSO does not have live access to privately-owned cameras. When a crime occurs, Deputies can quickly identify nearby registered cameras that may have captured evidence, helping solve cases faster. There are three Patrol Districts in the Sheriff’s Office providing 24/7 law enforcement. District 3 is in Jamestown on Hillstone Drive and is led by Captain L. Howell. “The primary function of District 3 is uniformed patrol, and the criminal investigations of crimes related
launched a radical experiment that we are responsible for each other,” Lanse said when greeting those attending the celebration. “Today we are all here to celebrate with our friends, neighbors and community, continuing the traditions of responsibility for one another on which our nation was founded.” Following is a small sampling of views about July 4 and America 250 from those who attended Friday’s Jamestown celebration: • “Celebrating the 250th Anniversary of the Declaration of Independence is to appreciate the essence of that great document and, to me, that is independence, freedom and understanding its principles,” said Lee Richmond, who served in the United States Air Force for 27 years and retired as a lieutenant colonel. “My husband and I enjoyed the councilmembers welcoming us, the excitement, the hot dogs, the photo booth and the overall community engagement to celebrate the 250th anniversary in our hometown,” Sherrie Richmond added. “It was an opportunity to bring us together and strengthen our sense of community. The event exemplified the excellence in Jamestown’s leadership, and it encouraged a deeper appreciation for our great country while celebrating together. • “Every July 4 is sort of special,” said Ken Vaughn. “I wish both parties would come together to support its meaning. Our forefathers established a constitution and laws for this country. We need to go back to what they were setting up for us. This festival is what that represents and

District 1 is located in Summerfield and District 2 in McLeansville. The Major Crimes Investigative Unit, led by Maj. Jim Stevens, looks into the most serious and complex criminal cases including homicides, crimes against children, missing persons, sexual assaults and death by distribution investigations. In 2025 there were 125 aggravated assaults, 23 rapes, 37 robberies, and 5 murders. Year-to-date in 2026, there have been 45 aggravated assaults, 6 rapes, 10 robberies and 1 murder. The Guilford County Narcotics Task Force is a collaborative effort between the Guilford County Sheriff’s Office, Greensboro Police Department, the North Carolina State Bureau of Investigation and the Drug Enforcement Administration. It is led by Capt. Cook. The mission of the task force is to reduce high-level narcotics operations in and around Guilford County. From January 2025-June 2026, 4,578.68 pounds of narcotics have been seized, with an estimated street value of $41,306,643.50. Firearms seized total 121, 3,130.8 lbs. of marijuana, 946.64 lbs. of cocaine, and 493.24 lbs. of other illegal drugs. The Street Crimes Unit was established in 2019 to combat violent crime, repeat offenders and streetlevel narcotics. January 2025-June 2026 more than 100 offenders have been arrested, 200 firearms seized, 148 lbs. of narcotics seized and a total of 67,017 grams of illegal drugs. The K-9 Unit has 14 traditional canine dogs and three hounds. In the past 18 months it has found 19 or 20 missing persons, recovered 791 lbs. of narcotics, $1,405,000 U.S. currency and 791 lbs. of illegal drugs. The DWI Task Force works to reduce impaired driving through enforcement, education and partnerships that improve traffic safety throughout the county. In the past 18 months there have been 512 DWI arrests, 2,968 total traffic stops, 95 community presentations, 87 public safety events and over 18,000 citizens reached through education. “Look for the good where you are and embrace it.” — Fred Rogers of “Mister Rogers Neighborhood” Compiled By noRmA B. denniS freelaNce writer ndworddesign@gmail.com Normally this column is reserved for the fourth Wednesday of the month, but it seemed much more appropriate to use it this week. • The Town of Jamestown deserves a big shoutout for the free, fun celebration they hosted at Wrenn Miller Park on July 3 to commemorate America 250. The heat and holiday weekend may have kept some people away, but the smiles on the faces of those who attended the event were priceless. • The Jamestown Veterans Committee once again celebrated July 4 with a special flag raising ceremony at Wrenn Miller Park. In addition to the American flag, one honoring America 250 was flown in front of the memorial honoring all branches of the military. A reading of the Declaration of Independence reminded everyone what the celebration was really about. • For any patriotic holiday, American flags can be seen at different areas around Jamestown, placed there by the Jamestown Lions Club. The Fourth of July finds the flags lining Main Street, generating feeling of pride for our great country as one travels through the heart of town.

The deadline is August 31. If you miss this year’s deadline, there is no need to worry. Applications may be sent any time during the year and will apply to the following year’s award. All nominations received since the last presentation have been kept and will be considered. This is the 12th year the award has been presented. Past recipients have included Jack Perdue, the Jamestown Veterans Committee, Mr. and Mrs. William G. Ragsdale Jr., Quentin (Wimpy) Hodgin, Jane Wade, Old Jamestown School Association, Cedarwood Garden Club. Gary Haynes, Ruby Sapp Leach, Carol Brooks, Richard Hay and Shirley Haworth. Established by the Historic Jamestown Society in 2013, the Browning award honors the late well-known local historian and genealogist Mary Browning, who was also the first recipient of the award. She used census records and the National Archives as well as research in the Friends Historical Collection at Guilford College, local libraries and newspaper archives to compile her ever-expanding notes on the area. Browning almost single-handedly took on the responsibility of documenting the town’s history in five books, multiple newspaper articles and video. As a professional genealogist, she also used her knowledge to help families research their roots. Browning passed away in 2023. The Mary A. Browning Historic Preservation Award will be presented Sunday, Oct. 18. The time and location will be announced at a later date. The public is invited to attend to learn some of Jamestown’s history and to become involved in the Historic Jamestown Society.

Of course, he admitted that even if his wife were not mayor he would have come anyway and been the one to bring her along. “Being 250 years old is a good time to remember what it means to be a democracy (republic) and to celebrate with friends,” he said. • “This event is what we need to settle down and remember what today is,” Evonya Ramsey said. Her daughter Rikkia, campaign manager for Elma Hairston, who is running for election to the North Carolina House of Representatives to represent District 59, saw the celebration of the past as a good way to move forward. • Perhaps the most joyful response came from Helen R., who attended the Jamestown America 250 celebration with her adult daughter. “This July 4 is the best ever,” she said.
“It celebrates 250 years of wonderfulness. I lived in a third-world country for two and a half years and to come back here is to appreciate what we have. It sounds cliché to say it is the best country in the world, but it is, and it needs to be safeguarded. There are good people everywhere, but the foundation of our country is different.” The hot day failed to lessen Helen’s enthusiasm for the special occasion. “We’ve been hot before,” she said smiling. A hot July 4 once again found Jamestown citizens and those from the surrounding area gathered at Wrenn Miller Park for the annual flag raising and celebration of the holiday hosted by the Jamestown Veterans Committee. Scott Blue and Tom Rutledge raised the American flag and a flag representing America 250. Mayor Susan Dickenson gave an official proclamation from the town, noting that July 4 served as a unifying moment and encouraging all to reflect on its meaning. Art Wise read a large portion of the Declaration of Independence.
“We need to continue to do what is needed to strengthen this great nation,” he said. • Janet Ratledge feels this year was special because of all the events planned around it, especially those celebrating the freedoms found in America. “Our freedom is everything,” she said. “What would we be without it?” • I am not sure why this year should be more special than 249 was last year,” veteran Don Dale said with a smile. “I appreciate what we have in America each year and what Jamestown does to celebrate.” “Both our fathers served in WWII,” said Katie Dale. “I think about our parents serving and all the sacrifices they and others made. I am so proud to be an American.” • Paulette Wise, who attends many patriotic celebrations at Wrenn Miller Park, could not help but feel this year was special because of the length of time it represents America’s freedom. • “Jamestown knows how to show homage to the men and women who have served our country,” Jeannette DavidsonMayer said. “They dedicated their lives to our country so we can sit here today.” • “Today represents 250 years of freedom,” Ronda Odenwelder said. “Thousands of men and women have died for that freedom and if we are not careful it will be taken away. “It is important that our veterans continue to be recognized.” Those who took time to attend this special 250th celebration of the founding of America left in the wake of Gerald Peek’s prayer, which included thanking God for his blessings on this country.
