Planning Board to continue rezoning hearing The Jamestown Planning Board will revisit their Nov. 10 decision to deny rezoning along West Main Street at their Jan. 12 meeting. The request from Burkely Communities is for rezoning from 207, 209, 301 and 305 W. Main St., a total of 6.53 +/– acres, for multi-family development. It requires a change from Main Street and Commercial/Main Street

After years of legal cases, as of Dec. 31, 2025, Richard Harris now retains ownership of Castle McCulloch. Last January, the Jamestown News reported that entertainment and wedding venue Castle McCulloch was scheduled to be auctioned off the end of that month. On Dec. 19, 2024, Chief Business Court Judge Louis Bledsoe III ordered the foreclosure sale for the property at 3925 Kivett Dr. in Jamestown to settle a financial dispute after years of lawsuits and countersuits were filed against the former Southeastern Eye Center of Greensboro. Southeastern was sold to Carolina Eye Associates earlier in 2025. Southeastern became a 25 percent owner of Castle McCulloch after paying owner Richard Harris $2.1 million in 2004. Southeastern principals were to use the castle for a loan for medical equipment. Harris’ brother, Douglas, was the attorney involved in the transaction. However, Southeastern defaulted on the loan. Nivison Family Investments, a real estate investment company in Raleigh, believed it had the right to seize the castle to pay off Southeastern’s debt to the company. Property, opposed the foreclosure and argued that the 2012 payment to the bank on behalf of JDPW paid off, rather than purchased, the note. JDPW was a trust created for the Southeastern Eye Center-Castle McCulloch arrangement. HCM also argued the 10-year statute of limitations for collection had run out. The court disagreed. Mendenhall receives National Register status By CAROL BROOKS freelance writer cab1hp@gmail.com High Point’s Mendenhall-Blair house recently received listing on the National Register of Historic Places. In January, the High Point Preservation Commission began the process to place the Elihu, Ann and Abigail Mendenhall House on the National Register. The State Historic Preservation Office proposed the nomination. The house is located at 1106 Skeet Club Road in High Point near the intersection with Johnson Street. It is the second Mendenhall family house on the National Register, following the Richard Mendenhall Homeplace on West Main Street in Jamestown. From there it was presented to the North Carolina National Register Advisory Committee, then submitted to the U.S. Department of the Interior for final review before the listing on the National Register of Historic Places.

Different criteria items were considered in the nomination, including the manumission and migration of over 1,000 freedmen by the Quakers; the transportation of Black freedom-seekers through the Underground Railroad; and the education of Black students by the Quakers. The application contains several pages of history on

the manumission of slaves and the Underground Railroad in Guilford County. Although there is no documentation, tradition holds that the Mendenhall House was a stop on the Underground Railroad. After the Civil War, Abigail Mendenhall taught Black students in the yard at the property or possibly in another structure. “Her decision to educate Black neighbors is notable as it came at a great threat to her family’s welfare and lends credence to potential earlier abolitionist and antislavery actions in a time where there is limited documentation,” reads the application. At the time the house was constructed it was considered to be located in Jamestown, since High Point did not exist until 1859. see national, page 2

Here are a few highlights of some of the new laws: House Bill 805: This law officially defines biological sex as male or female in state statutes and administrative policies. It includes provisions meant to prevent the sexual exploitation of women and minors through online age verification and consent requirements for pornography. Now, public schools in the state can excuse students from classroom activities that do not agree with their or their parents’ religious beliefs. Public school boards are now required to ban students of opposite genders

Some parts of this bill took effect in 2025, but the official recognition of just two genders in state laws and policies did not begin until Jan. 1, 2026. N.C. Gov. Josh Stein vetoed this bill but a motion passed to override the veto. Senate Bill 248: This law changes how adoptive birth certificates are accessed and issued by North Carolina. It requires the State Registrar to create new birth certificates for adoptees that will look like those of nonadopted persons. It will not reference the fact of adoption and will only list the adoptive parents. The bill is meant to make obtaining updated birth certificates more convenient. Who’s where for 2026 NASCAR Cup ranks By Russell Schmidt Racin' with Russ Each year at this time, I reach into my trusty Santa bag of notes to determine who’s where and how I feel they’ll do with the chosen combo. Take some notes and we’ll compare outcomes later in the season. No. 20: Christopher Bell returns to his previous ride and scored an amazing four wins last year in addition to a very consistent 22 top 10 runs! His Joe Gibbs Toyota is well backed with the likes of business giants DeWalt, Rheem and Sports Clips just to name a few backers. Crew chief Adam Stevens is ready to mount an even stronger charge for more wins and a higher than fifth in points. Bell has been what I would call a ‘steady Freddie’ and I would see similar results this season, if not better. No. 21: Short track ace Josh Berry is ready for his third season with the Wood Brothers after a single notch in the win column alongside nine top 10 runs to finish 16th overall. Motorcraft and DEX with PPG among other sponsors are set to return and support the Virginia based team. Miles Stanley is ready to guide the ship again to higher numbers. I think it is possible for this team (with parent Penske) to score more top 10’s on their way to consistent top 10 results. No. 22: Joey Logano knows exactly what to do with his Penske Ford Mustang. You may have to look twice as, his head of hair is now replaced with facial hair as the new order of the day. However, veteran Logano is as hungry as ever for yet another title.

Having deep pocket sponsors such as Shell/Pennzoil, Hunt Bros. Pizza and AAA Insurance certainly helps the bottom line, but as we all know, it’s a team sport with all hands on deck to make it so. Last season’s performance was good with 13 top 10 runs, but that lone digit in the win column has to be higher for overall better stats. Over on the crew chief side of things, there’s no reason to change Paul Wolfe’ position with the team. No. 23: Bubba Wallace returns to familiar territory at 23X1 Racing to continue to improve his craft of which he pretty much has for the past several years. For 2025, the Toyota driver netted a respectable 14 top 10’s with a single win netting an 11th place finish in the points. Having Michael Jordan and Denny Hamlin as team owners doesn’t hurt either. This team can have just about whatever they need or want. Sponsors McDonald’s, U.S. Air Force and Mobil 1 are just some of the great sponsors set to back the project. I could see Bubba with a few more wins from the crew chief guidance of Charles Denike and an overall better season stats. No. 24: William Byron certainly is the picture of consistency. The young 28-yearold Hendrick driver seems to always be ‘in the running’. Last season saw a busy No. 24 crew with three wins alongside 16 top 10 finishes netting a fourth place overall in points. house, and clustered to the east of the house, a 1952 grain silo, a c.1920 processing house, and a c.2000 stable. The property still retains such rural characteristics as fields, hedges, and groves of sugar maple, locust, and walnut trees.” Following the death of the Mendenhalls, the Venable and Blair families moved onto the property and each ran dairy farms. The sixacre remnant of the original property became the property of Benjamin Briggs, now president and CEO of Preservation North Carolina, and others in 1993. The house had fallen into disrepair after years of neglect. It was designated a Guilford County Landmark property in 1993 and a local historic property by High Point the same year. It was eligible for the National Register of Historic Properties at the time but apparently that process was never completed. Just because a property has a landmark property designation does not prohibit the owners from making changes – including demolition. The house was nearly demolished in 2020 when the current owners Raul Cardona-Torres and Sandra L. Torres wanted to redevelop the property. Thanks in part to a resolution by the High Point Preservation Society, the Guilford County Historic Preservation Commission decided to stay the vote on the demolition for 365 days, instead of the 180 days the owners requested. In 2021 the property was targeted for commercial development for a shopping center and grocery store. Nothing has come of that development. The owners promised to save the house if development happened. Even with the new designation, there are no restrictions for the use of the property. However, there are tax

benefits. Since the house is also a Guilford County Historic Landmark, the owners receive a 50 percent reduction in city and county property taxes, provided the historic character of the property is kept. Shawn Rogers, former director of Mendenhall Homeplace, recalled the family history to the Jamestown News in 2020. “Elihu Mendenhall [1817-1906] was the son of James Mendenhall and Miriam Hockett,“ he said. “James was the son of Elijah Mendenhall and Mary Kendall. Elijah was the son of James Mendenhall, for whom the town of Jamestown was named, and Hannah Thomas. “Elijah was also the brother of our town founder, George Mendenhall, and an uncle of Richard Mendenhall of Mendenhall Homeplace.” Like Richard, Elihu was a tanner but the tanyard on the property is outside the boundary of the nomination. Abigail was a teacher, like many other Mendenhall family members and taught Richard’s daughter, Mary Mendenhall, who married Lewis Lyndon Hobbs, who became president of New Garden Boarding School as it was transitioning into Guilford College. Elihu Mendenhall was likely born in the c.1810 portion of the house, now at the rear. He was the twelfth of fourteen children in an abolitionist family. He was married twice, first to Ann, then Abigail. The family attended Deep River Friends Meeting, a building that was placed on the National Register in 1995. He was also chair of the committee that oversaw the construction of the 1875 Deep River Meeting House. He and both wives are buried in the cemetery at the Meeting house.

continued from front the foreclosure sale of Castle McCulloch. A stay is a suspension of a case or a suspension of a particular proceeding within a case while an appeal is pending. But the court said the start of the foreclosure action began Dec. 29, 2023, and was within the 10-year statute. The court then reversed the clerk of court’s ruling and permitted the foreclosure. In April 2025 it was reported that the foreclosure was on hold after denial by the Guilford County Clerk of Superior Court. According to N.C. Business Court Opinions, rcdlaw. net, “Regarding the remaining ‘sues,’ the Court also determined that a jury trial was not warranted because the issues raised were either irrelevant, immaterial, or had already been decided by settlement or on summary judgment.” On Dec. 10, 2025, a settlement was reached between Historic Castle McCulloch LLC and JDPW Trust. Three weeks later, the N.C. Supreme Court approved the dismissal of all pending plaintiff and defendant appeals from the N.C. Business Court Case.

Castle McCulloch history Castle McCulloch was originally called McCulloch’s Gold Mill, a former gold mine, and was probably constructed about 1832. Richard Harris purchased the property in the 1980s and transformed it into a wedding facility and a location for hosting corporate events 1984. It was listed on the National Register of Historic Places in 1978 under the name McCulloch’s Gold Mill. The application also calls it the Rock Engine House and North State Mine. The National Register nomination described the site on Copper Branch “as the only known surviving example of a gold mill engine house in North Carolina, consisting of a remaining historic structure with two dams, a mill race, ore dumps, and roads. It was built in 1832 by South Carolina entrepreneur Charles McCulloch to crush rock and extract gold ore using a steam engine and stone mill stones, and would eventually be owned by a cotton mill company [Oakdale] that bought it from a lumber company. Local tradition states that the structure was built by slave labor under the supervision and probable design of the mason Elesier Kersey, who was of English origins.” Only two walls remained standing at the time of the nomination and the remaining building was described as resembling an engine house in Cornwall.

Projects started on or after Jan. 1 will be included under the bill, which prevents local governments from establishing or requiring road pavement design standards on public and private roads that exceed the DOT’s minimum requirements. Developers now have to coordinate with the DOT and create an agreement with local governments for the maintenance of pedestrian facilities or street improvements. House Bill 40 changes part of the Uniform Community Property Disposition Act, which determines how property owned by a married couple is handed when one of the spouses dies. House Bill 377 changes rules for estates and trusts. Original wills and certified copies will be accepted in an electronic format. The bill also changes the requirements for the terms of a trust, expands who can control a trust if one spouse is still alive and removes the previous requirement that the spouse would have to mail or deliver a copy of the petition to the estate. The last two sections note spousal allowances over a child’s allowance and payment of money owed to the decedent. Article 11 of House Bill 388 discusses where licensed North Carolina attorneys can electronically record a testator’s written will as long as the testator is still alive. If the will is lost or destroyed and an electronic copy exists, the attested will won’t be revoked. Senate Bill 321: Requirements for becoming a Certified Public Accountant (CPA) in North Carolina have changed. CPA candidates will be allowed to qualify for a license by earning a bachelor’s or higher degree with a concentration in accounting and completion of two years of supervised accounting experience. Senate Bill 479: Drug manufacturers now must send state agencies, health care service plan providers, health insurance companies, and pharmacy benefits managers notice if the cost of a prescription goes 15 percent or more for a drug costing $100 or more for a 30-day supply. This must be done by Jan. 31 every year. They’ll also be required to notify the groups above if there are new prices of a drug within three days after it’s available in North Carolina. Failure to report the changes will result in a $1,000 fine for every day the information is not disclosed. The law also aims to support community pharmacies through increased transparency in the prescription drug system. It will allow pharmacies in underserved areas to receive financial advantages. Senate Bill 690: Real estate appraisers will now have to complete an approved Practical Applications of Real Estate Appraisal program and submit 15 appraisals of residential properties.

influencers are nothing new As calendars change from December to January, it is natural for people to reflect on the past year and think about things that have made a difference in their lives. But I found my thoughts taking me back decades, before the turn of the century, as I began to contemplate how a few individuals influenced my life’s direction and attitude. I asked myself, besides my parents, what three people have shaped my life the most. There have been many, but three stand out as what in today’s terminology might be call influencers. The first was my Ragsdale High School home economics teacher Agnes Farthing. The school counselor did not want me to take that course. I had spent the previous three years engaged in college preparatory classes, but my senior year found me with the opportunity for an elective and I decided it should be home ec. “Most of the students in that class will be freshmen and you will be out of place,” the counselor said. When I insisted on taking the class, she said if the teacher would give me permission I could do it. Mrs. Farthing not only welcomed me into her class, but since I was older and it was my last opportunity to learn the skills she taught, gave me a bit of extra attention, especially with sewing. When the other girls made A-line skirts, I made one with a pleat down the front. When they made jumpers, I made a dress with a separate bodice and skirt. She even invited me to take an adult sewing class she offered the summer after graduation. I did attend college, but when I got married it was that home ec class that really benefited my family. I made all my clothes and most of those for my daughters, including prom dresses. Sewing saved a lot of money.

Warm up with Baked Black Bean Dip By donnA eRiCkSon BeSt BiteS A good appetizer brings everyone together, whether you’ve just come in out of the chill from an afternoon of sledding or you’re gathering around the TV to watch a game. This Baked Black Bean dip definitely fits the bill. It’s a crowd favorite every time I serve it at home or when I bring it with a bag of tortilla chips to a potluck. It’s both chunky and creamy with a yummy chipotle flavor that keeps you dipping for more.

BaKed BlaCK Bean dIP Serves 12 1 tablespoon vegetable oil 1 large onion, diced 1 teaspoon salt 2 cloves garlic, minced 1 teaspoon chili powder 1/8 teaspoon freshly ground black pepper 2 chipotle chilies in adobo sauce, plus 3 tablespoons of sauce (find chipotle chilies in adobo sauce in a can in the latin/Mexican food section of your grocery store) 2 (15 1/2 ounce) cans black beans, rinsed and drained 1/2 cup water 1 tablespoon cider vinegar 3 medium tomatoes, chopped 1 1/2 cups thawed frozen corn kernels or drained canned corn 2 cups grated four-cheese blend, Mexican-style 1 cup grated Monterey Jack cheese fresh cilantro, chopped (optional) Heat oven to 400 F. Grease a 1-1/2 quart baking dish. (I use a souffle-style baking dish.) Heat the oil in a 12-inch skillet over medium/high heat. Add the onion, reduce the heat to medium, and season with the salt. Cook, stirring occasionally until the onions are soft, about 4 minutes. Add the garlic, chili powder and pepper, stir and cook for 1 minute. Loosely chop the chipotle chilies in adobo. Add to the skillet along with 3 tablespoons of adobo sauce, 1 can of black beans, and the water. Bring to a boil and simmer for 4 minutes, stirring occasionally. Transfer to a mixing bowl. Add the vinegar. Use an immersion blender to process the mixture until smooth. (Or use a food processor and transfer to a mixing bowl.) Add the second can of drained beans, tomatoes, corn and grated Mexican-style cheese. Stir well. Transfer to the baking dish. Sprinkle grated Monterey Jack cheese on top. Bake 15-20 minutes, or until bubbly and cheese melts. Top with cilantro. Serve warm with tortilla chips for scooping. Cook’s Tip: Freeze leftovers.
