Many voices have been raised by people who do not think the Town of Jamestown is doing enough, if anything, to clean up the wastewater system, including the system of PFAS and Dioxane. Adding to the dilemma is the county’s water infrastructure, which is now being challenged by growing economic and residential development. Guilford County Board of

Commissioners discussed what to do about the infrastructure and received updated information on the water issue facing not only this county but central North Carolina at a work session on Nov. 20 in Greensboro. Gregory Flory, executive director of the Piedmont Triad Regional Water Authority (PTRWA), gave a detailed briefing on the issue. Flory said a regional master plan covering water and wastewater needs through 2050 will soon be released. According to information from PTRWA, “The [master planning] study will consider all the technical, regulatory, operational, orga-

nizational, and administratively feasible ways of providing water and wastewater infrastructure to the region in the most environmentally, operationally, and financially advantageous way. Once the study is completed in the third quarter of 2025, all our Region’s utilities will review its findings and collaborate to determine the best course of action to provide water and wastewater security to the citizens of Guilford and Randolph Counties and the Upper Cape Fear River Basin.” An area media outlet broke down the presentation this way: “The message delivered to commissioners was complicated in

its details but simple in its conclusion: No single town, city or county can handle this challenge alone. For success, the entire region will have to work together. If everyone isn’t on board, there’s a risk of hitting a wall in the coming decades when more industry and more residents come to Guilford County and the surrounding region.” Flory said the Guilford-Randolph counties are one of the next major area under review by the North Carolina Department of Environmental Quality. There are billions of dollars-worth of needed water and sewer projects around the state.

For members of the Cedarwood Garden Club, Dec. 12 proved to be a win-win-win evening. They celebrated their final meeting of 2025 with spouses and guests, met in the beautiful, historic Coffin-Robbins House on West Main Street, which is owned by Richard and Carol Hay, and made a donation to the Seven Homes Family Foster Care Service in the process. The Coffin-Robbins House was built in 1812 and renovated in 1837. Cozy wood fires and seasonal decorations throughout the house provided a warm welcome to all those attending the Christmas celebration.

Acreage just outside Jamestown’s town limits was recently rezoned for a multifamily development that would allow up to five units per acre. The City of High Point’s Planning and Zoning Commission voted unanimously on Dec. 9 to rezone a 1.1-acre site at the northeast corner of Manor Drive and Jamestown Parkway from single-family to multi-family. Firm Foundation Real Estate Investments, of Summerfield, plans to construct four duplexes on the site. Each would be about 850 sq. ft. This would be the company’s first duplexes. The proposed development site consists of unused right of way that the company purchased from the North Carolina Department of Transportation after it built Jamestown Parkway and widened Manor Drive at the intersection in 2022. The site is behind the Wrenn Farm subdivision. Firm Foundation is planning for the development to be affordable housing. Construction probably would not begin for a few years. The company is currently developing a single-family project in Greensboro.

The new administrative headquarters is at 401 W. Sycamore St. and officially opened Dec. 15. The move was announced in November

centralized under one roof, rather than in several buildings or makeshift locations. “This transition affects administrative and support functions only and will not impact field operations or detention services,” according to the sheriff ‘s office. The new building is three stories tall and contains approximately 57,000 sq. ft.

Located to the right of the service counter at the Jamestown Post Office is a small red mailbox. It is not very high — just right to make it easily accessible for children to post their mail. Exclusively designed for letters to Santa, it appears inside the post office each December. “I’m not sure how long the little mailbox has been in use,” said Postmaster Pat Robin. “I have worked here 20 years and it was here when I came.” Mail is collected from the little box daily and sent to the Wendover Avenue location in Greensboro to be processed along with all the other mail posted that day. The USPS makes sure mail addressed to Santa is delivered to Santa, even if mailed as late as Christmas Eve. “If a return address is located in the top left corner of the envelope, the person mailing the letter should receive a response,” Robin said. “Car-

continued from front these decades-old agreements need to be updated. But many local municipalities don’t have the funds to do the maintenance. The state legislature in Raleigh is pushing for more regional cooperation rather than funding repairs to individual water systems. This idea was presented in recent legislation that directed state officials to study regional water and wastewater needs at a much larger and broader scale than ever before. The PTRWA was established in 1986 and has a water treatment capacity of approximately 15 million gallons per day, which will soon be increased to 26.7 million gallons per day. “A contract for that expansion was signed in June 2024, and cost estimates for the capacity increase are already around $100 million,” Flory said. Rough estimates to be confirmed through further study have put the (total or additional) needed water capacity at 135 mil-

lion gallons per day and 105 million gallons per day for wastewater by 2050. “The biggest cost is advanced treatment,” Flory said. “Reverseosmosis systems to meet coming PFAS and Dioxane standards are expected to run between $150 million and $200 million. Those investments will have to be paid for by the communities that receive water.” Jamestown is one of those communities. When the participating municipalities joined PTRWA at the beginning, area growth, like the Toyota battery plant, HondaJet and Boom Supersonic were not known. However, a 2024 strategic plan sees the PTRWA as more than a water provider but a regional authority coordinating both water and wastewater for the communities it serves. “Regional cooperation produces enormous financial advantages when building expensive treatment

systems, expanding reservoirs and installing regional pipelines,” Flory said. “Those savings may be the only way smaller towns can afford to meet modern environmental requirements without blowing up local water bills. “While economic growth is essential for the region’s prosperity, it is imperative that local stakeholders prepare to invest in sustainable water and wastewater management practices.” Flory said in the 2024 strategic plan. “By pooling resources and coordinating efforts across multiple boundaries, the region can achieve economies of scale, making it more cost-effective to upgrade infrastructure and provide a comprehensive approach to managing the region’s vital resources and strengthening resilience.” Flory believes the N.C. State Legislature and officials in the nation’s capital would be more likely to support a unified regional plan than piecemeal requests from individual towns.

Co-hostesses included Marian Ditzel and Sandy McGee. “Members usually contribute to this annual event, but Richard asked that the group instead help a child during this special season,” said Sherrie Richmond. “Laurette Guay was familiar with Seven Homes, and suggested donating money to that organization.” Seven Homes, a faithbased agency that recently celebrated its 30th anniversary, serves children from all 100 counties in North Carolina. Originally operated as group homes, in the early 2000s children gradually began to be moved to family foster care. “Social Services has custody of the children and when they cannot find a home within their county they come to a private agency like us,” said Katelyn Hall, director of Seven Homes. “We have licensed foster homes, whose parents have gone through training, background checks, finger printing and home inspec-

They are also CPR certified. “We have offices in the Raleigh-Durham, PiedmontTriad and Gastonia-Charlotte areas and serve families within 150 miles of those locations.” Hall noted there are 14,000 children in foster care in North Carolina and only 5,000 foster homes. The need for more homes is great. Although the state provides some funds for the care of the foster children, there are always more needs than the state supplies. On Dec. 4, Seven Homes held a gala to raise money for items such as glasses and retainers that the children might need. The foster care agency is located at 5228 Hilltop Road in Jamestown. The property was recently purchased from a church and is the only campus that Seven Homes owns. The facility enables staff to host many events for foster families including Parents Night Out, which offers free childcare so parents can go out by themselves. Children sometimes spend the day at the site when they are in transition and a daycare cannot be found. It is also available for visits between children and their biological parents or social workers. Seven Homes has summer camp programs for families and groups.

“The services we provide are vital to every person and business in our region, and it is the PTRWA Board of Directors’ priority to continue delivering quality services while preparing for upcoming challenges by developing futurefocused solutions,” Flory said. “The strategic plan will serve as a roadmap for the PTRWA and its Board of Directors as the regional leader in providing water and wastewater services into the future. Since this was just a presentation to the Board of Commissioners, it was for information only and no strategies were made. What is known, however, with all the growth coming to the area, Guilford County needs to do something now. If nothing is done, some areas of Guilford and Randolph counties may risk considerable wastewater system failure and may not meet water service demands, according to PTRWA’s frequently asked questions.

All money donated to the agency goes directly to the children in foster care or to help pay for the facility. “This is a nice environment for staff and visitors,” Hall said. “Plans are to clear a walking trail and create an outdoor stage for movie nights and events. This will help add to what we can do for families.” Volunteers are always needed to provide childcare, yard care and facility maintenance. Even changing light bulbs is a challenge for the staff. “But we have a ladder someone can use,” Hall said laughingly. After Cedarwood Garden Club members voted to make a donation to Seven Homes, the club invited Hall and Debbie Lumpkin, in charge of donor relations, to attend the Christmas celebration. The highlight of the evening came when Ditzel, club president, presented the women with a check for $850. “The money will help finish up Christmas shopping for children in our foster care program,” Hall said. “This had to be a ‘God wind’ because everything kept blowing in the right direction,” Richmond said, referring to the meeting location, the meal and the donation.

In 1912, Postmaster General Frank Hitchcock created Santa’s first mailroom. Seeing all the letters the post office received, he authorized workers to sort, read and respond to each. By the 1940s, the USPS Operation Santa program was open to the public and groups and individuals all across the country began to participate. The mission of the USPS Operation Santa program is to answer as many as possible with a return letter or gift. The program is not a 501 (c)(3) non-profit or charity organization and is not associated with any partners. Technology allowed the USPS to update the program, digitizing it in 2017. The online program started in New York, allowing more people to become involved by adopting letters. It became so successful, that anyone in the United States can fulfill someone’s holiday wish. Maintenance costs were too great for the county to continue repairs. Additionally, some believe the building may have been haunted. The old building will be demolished to make way for parking for the new headquarters. Discussions about a new building had been going on for several years and was even awarded to a contractor at one point, but the Guilford County Board of Commissioners terminated the contract. A different contractor was hired in early 2024 for a maximum cost of $27 million. Approximately $4.5 million had already been paid to the first contractor. The new Sycamore Street building is on the site of the old Guilford County jail. The current Greensboro Detention Center is at 201 S. Edgeworth St. These two buildings, including the Otto Zenke building are on the same block. The Jamestown Sheriff’s Office District 3 at 211 Hillstone Dr. remains and was not affected by the headquarters move.
