fter living in the UK for so long, we're all aware of the difficulties of living in a foreign land. Of course, not everyone who decides to venture into the world does so in good circumstances.

The cold weather is starting to take over the UK this month but we hope that our stories of well-deserved success after harrowing adversities will warm everyone’s hearts...

This month of November, our cover features Sylvia Galanza Orlando, whose story is relatable to some of our kababayans, who have made the same decision to move away from home in search for greener pastures. To provide for her impoverished family in the Philippines, she travelled to the Middle East and Hong Kong, only to experience emotional and physical abuse. After staying strong despite several strokes of bad luck, Sylvia found an opportunity to change her life for the better in the UK and worked hard to become who she is today - a

successful entrepreneur with several restaurants under her belt, and a landlady with houses and flats she rents out. The strength that she has shown in the face of physical and emotional abuse is truly something to admire and is an inspiration to all of us Filipinos based in the UK and all over the world! Other than our amazing cover story, our November issue also talks about Sunil Kandola’s 9,000-mile journey to save the children. Sunil endured more than a hundred days of overcoming the limits of his mind and body to travel to China from the UK by bike. It sounds impossible but this amazing young man powered through with his advocacy of helping children in his heart. The cold weather is starting to take over the UK this month but we hope that our stories of well-deserved success after harrowing adversities will warm everyone’s hearts and remind you all that taking risks is part of the path to victory. As facts differ from case to case, the decision of whether to pursue an application from abroad or within the UK will depend on various factors and applicant’s priorities so ensure that you make an informed decision and obtain good legal advice.

In-Country or Out-Country Application?

A

COMMON SCENARIO is where the applicant is an overstayer but has established a relationship with a partner who is settled in the UK. The first question I am regularly asked is; should an application be made from within or outside the UK. Before advising clients as to which route they should take, it is crucial to consider factors that may count in favour or against each avenue. This can be overwhelming for clients and it is incumbent on advisors to filter out the most salient points. Issues that are raised time and time again are: Chikwamba (2008), Article 8 of the ECHR and Appendix FM of the Immigration rules. The following seeks to briefly explore these issues and how they can affect a partner / spouse application from both within and from outside the UK. In country application

The leading case and of foremost consideration for such applicants is Chikwamba v Secretary of State for the Home Department [2008] UKHL 40 (25 June 2008); the House of Lords held that it would, likely, be disproportionate in a family case to require a person to leave the UK simply to re-apply from abroad, for no other reason than that this was the normal procedure set out in the rules. Put another way, the absence of leave should not, on its own, lead to a refusal where the applicant would likely satisfy the relevant entry clearance conditions. Chikwamba was heralded as a strike for common sense and affirmed in subsequent cases. Sadly, in the decade

By LIRA SIMON CABATBAT since this 2008 case, the Home Office has continued to refuse cases that arguably fall within Chikwamba. Another consideration outside Chikwamba is Article 8 (protection of a person’s private and family life) of the European Convention of Human Rights (ECHR) both ‘within’ and outside the Immigration Rules. Here, the applicant is required to show that there are ‘insurmountable obstacles’ to his/her family life continuing outside the UK to succeed with his/her application ‘within’ the Rules. ‘Insurmountable obstacles’ are defined as “very significant difficulties which would be faced by the applicant or their partner in continuing their family life together outside the UK and which could not be overcome or would entail very serious hardship for the applicant or their partner.” The erosion of the principle established in Chikwamba and the combative approach the Home Office appear to take on anything with a whiff of a Human Rights claim has led to unnecessary refusals and appeals. The practical consequences of increased costs, stress and delay have often resulted in clients looking at the alternative to making an in-country application, namely leaving the UK and pursuing an application from their home country. “Out country” applications As the phrase states, the applicant will leave the UK and pursue his/her application from abroad, often his/her home country. Appendix FM of the Immigration Rules provides routes to entry clearance based on family life, such as that of a spouse or partner. The section lists several conditions including that the sponsoring partner has an income of no less than £18,600 (more if there are children applicants). The advantage of this route is that it provides applicants with more clarity

and if you satisfy the requirements then you should be granted leave to enter the UK, or so you would think. Beware that applicants who have been in breach of their immigration condition(s) in the UK may be refused leave under Paragraph 320(11) of the Immigration Rules. This provides a general power to the Home Office to refuse leave on the basis that the applicants are deemed unsuitable, due to their previous breach of immigration rules. This is a discretionary ground for refusal, which means that an application can be refused but it does not mean that it will be refused.

Remember it is not for the Home Office to ask for information or documents, the burden is on you to prove your case. (i) overstaying; or (ii) breaching a condition attached to his leave; or (iii) being an illegal entrant; or (iv) using deception in an application for entry clearance, leave to enter or remain or in order to obtain documents from the Secretary of State or a third party required in support of the application (whether successful or not); and there are other aggravating circumstances, such as absconding, not meeting temporary admission/reporting restrictions or bail conditions, using an assumed identity or multiple identities, switching nationality, making frivolous applications or not complying with the

As can be noted the applicability of S320(11) can be wide ranging. The phrase “catch all” comes to mind. A refusal on this basis will usually raise a right of appeal and subject to pursuing this the matter it will then be considered by an Immigration Tribunal Judge. Aside from the costs of pursuing an appeal, the most difficult factor parties often raise is the emotional toll of separation. Appeals can take up to a year to be heard and that can be very difficult for parties, sometimes leading to a breakdown of relationship.

The EU Settlement Scheme is performing well. The EU Settlement Scheme official statistics show that over 900,000 people have already applied to the Scheme. Two thirds have been granted settled status Two-thirds of EU citizens who applied received settled status, generally as they had been resident in the UK for five years or more, with a third being granted pre-settled

status. Those with pre-settled status can stay for as long as they need to build up five years of continuous residence. Then they can apply for settled status. All these people now have the status they will need to stay. Although for the time being nothing changes for EU citizens, this individual digital status will be a simple way to demonstrate rights to work, housing and benefits in the UK. As the Home Secretary, Sajid Javid, said today:

CFO LAUNCHES THE 2020 PRESIDENTIAL AWARDS FOR OVERSEAS FILIPINOS

The Commission on Filipinos Overseas is pleased to inform the public that nominations are now open for the 2020 Presidential Awards for Filipino Individuals and Organizations Overseas. The Presidential Awards is a biennial search to honor and recognize overseas Filipinos and other individuals or organizations who contribute to Philippine development initiatives, or promote the interests of overseas Filipino communities. The awards are also given to overseas Filipinos who have exceptionally distinguished themselves in their work or profession, and have thereby brought pride to the Filipino nation.

A distinct category in the awards is also reserved for foreign individuals or organizations for their exceptional contribution to the Philippines and for advancing the cause of overseas Filipino communities. Since its inception in 1991, the awards have already been bestowed upon 485 individuals and organizations overseas based in 52 countries and territories. The Presidential Awards highlights the time-honored Filipino values of bayanihan or the convergence of pakikipagkapwa, pagtutulungan and pagkakaisa. The four (4) award categories are:

1. Lingkod sa Kapwa Pilipino (LINKAPIL) Award – conferred on Filipino individuals or organizations for their exceptional or significant contribution to progress and development in the Philippines. 2. Banaag Award - conferred on Filipino individuals or organizations for their contributions that have significantly benefited a sector of the diaspora, or advanced the cause and interest of overseas Filipino communities. 3. Pamana ng Pilipino Award - conferred on overseas Filipino individuals, who, in exemplifying the talent and industry of the Filipino, have brought the country honor and recognition through excellence and distinction in the pursuit of their work or profession. 4. Kaanib ng Bayan Award – conferred on foreign individuals (natural-born) and organizations for their exceptional or significant contribution to Philippine progress and development, or in advancing the cause or promoting the interests of overseas Filipino communities. All nominations shall be coursed through the Philippine Embassy or Consulate General that has jurisdiction over the place of residence/operations of the nominee for review and endorsement. FILIPINA PIANIST WOWS LONDON AUDIENCE

HILIPPINE Ambassador to the United Kingdom H.E. Antonio M. Lagdameo and Mme. Linda Floirendo Lagdameo were on hand to witness how the highly talented Filipina pianist Inna Montesclaros captivated her audience during the concert “Ligaya: Joy Through Music” held on Saturday, 26 October 2019, at Ashwell House in London. Ms. Montesclaros was accompanied by the Kaibigan Chamber Orchestra comprised of friends and musicians both from abroad and from four conservatories in London, namely, the Royal Academy of Music, the Royal College of Music, the Trinity College

of Music and the Guildhall School of Music. The Kaibigan Chamber Orchestra was conducted by Ms. Jane Lau. Ms. Montesclaros and the Kaibigan Chamber Orchestra performed two pieces at the concert – Mendelssohn’s Hebrides Overture Opus 26 and Rachmaninoff’s Piano Concerto No. 2 in C Minor. Proceeds from the concert were donated to Baytree Centre, a social inclusion charity for women and girls based in Brixton, South London.

PH FILM ON T’BOLI SCREENS IN UK’S NATIVE SPIRIT FILM FESTIVAL

T

HE PHILIPPINES participated for the first time in London’s Native Spirit Film Festival, a film festival celebrating the world’s indigenous cultures. K’na The Dreamweaver, a film by Ida del Mundo, debuted in the UK at the film festival’s Gala Film at the Brunei Gallery Theatre last 12 October 2019. Set amidst the backdrop of South Cotabato’s Lake Sebu, the film tells the story of K’na, a young T’boli woman who has been chosen by Fu Dalu, the spirit of the abaca, to be a dreamweaver. Despite the peace and serenity surrounding K’na and her people, their community is constantly assailed by a generationsold conflict between K’na’s people

and a neighboring tribe. As the daughter of the chieftain, she is expected to marry the son of the opposing tribe’s leader in order to bring peace between both of their communities. However, this may mean that K’na will have to give up Silaw, an abaca farmer, whom she has fallen in love with. “The Philippines’ participation in the Native Spirit Film Festival is a truly meaningful way for our country to join the international community in celebrating the International Year of Indigenous Languages,” said Ambassador Antonio M. Lagdameo. This year, the Native Spirit Film Festival marks its 13th year. The film festival is led by the Native Spirit Foundation, an organization promoting education and the protection of the rights of the world’s indigenous communities.

2 FILMS ON OFWS SCREEN IN 2019 BFI LONDON FILM FESTIVAL embassy news

wo films on the trials and travails of overseas Filipino workers (OFWs) were screened the UK during the BFI London Film Festival in multiple cinemas from 09 to 12 October 2019.

Isabel Sandoval’s Lingua Franca will screen at Vue West End from 09 to 10 October while Sung-A Yoon’s Overseas will screen at the ICA Cinema and BFI Southbank on 10 and 12 October, respectively.

Olivia speaks with Olga, the Russian woman she is taking care of.

Lingua Franca is the story of Olivia, an undocumented immigrant in Brooklyn who works as a caregiver for Olga, an ageing Russian woman on the throes of dementia. Olivia struggles to juggle the pressures of her work with the looming of threat of deportation as she anxiously documents her staged relationship with a man who has agreed to marry her in order for her to obtain a legal status in the US. Later on, Olivia eventually meets Alex, Olga’s grandson, who is also wrestling with his own inner demons. Over time, both Olivia and Alex develop a strong connection with each other. As Olivia’s hopes to obtain a green card fizzle out, she turns to Alex as her only hope of stability and security in a foreign land she must now call her home. Overseas, on the other hand, is a close look at the life of Filipino women who leave their home and their families to work overseas. In this 90-minute film, director Sung-A Yoon bares the personal stories, heartaches, and struggles of countless female OFWs who are in the constant pursuit for a brighter future for their families in the Philippines.

Every year, the BFI London Film Festival screens around 300 films, documentaries, and shorts representing around 50 countries worldwide.

Sylvia’s

Recipe of Success

A

s a young girl, Sylvia Galanza Orlando’s family was finding it hard to make ends meet. She and her seven siblings were born in the town of Gamu in Isabela, Philippines. Her mother was a simple farmer and her eldest brother Timoteo later had to quit school to help their mother with farm work to be able to pay for the daily necessities and school fees of his younger siblings. Sylvia and her siblings walked miles every day to go to school because they could not afford to pay for transportation. They took lousy food to school, and sat under the citrus tree to eat their lunch so that the other pupils would not see what they were eating since they were embarrassed by the fact that they could not afford better food than that. She was a very good pupil, but Sylvia only attended school until year four of secondary school. Regardless of her mother and eldest brother’s efforts, poverty was apparent in the family. She wanted to better her life, and the beeline she took was not an unusual one. She took the one that most girls in her position would have chosen. She wiggled and danced

into the marriage that she thought would bring an end to her struggles. Sylvia soon found herself in a hellish marriage where she was subjected to harrowing domestic violence and subjugation. Yes, it was domestic violence to the fullest! The father of her children battered and kicked her like a rag doll. She often sustained injuries that alienated her from the community and she was ashamed to go out of the house because she was forever bruised. The father of her children binged drank and made it a habit to beat her up. He was the most grotesque human being and a deadbeat dad. Sylvia said a prayer and boarded a plane. She left her children, who

were then at very tender age, in the care of family members. The young mother risked it all for financial independence and a better future for her children. We often hear stories about Filipino women who go to the Middle East to work in their families but end up being enslaved, physically abused and even killed. Despite all these experiences that Filipino women go through in the Middle East, Sylvia took her chances and went there regardless of what might have potentially happened to her. She soon experienced bitter abuse from employers in the Middle East - she was starved, locked up in a small room, and left without a drink nor food for a whole day. Some employers would not pay her wages and threatened to kill her if she ever left the Middle East. Even the children that she was looking after as a nanny threw tantrums and equally abused her. As a religious person, Sylvia’s faith kept her grounded and determined to work hard. When she finally left the bristling energy of her employers in the Middle East, she headed to Hong Kong.

Sylvia took her chances and went to there regardless of what might have potentially happened to her. She soon experienced bitter abuse from employers in the Middle East, she was starved, locked up in the small room and left without a drink nor food for the whole day.

Braza Churascharria has become a favorite dining spot in London.

She was ready to help anyone who needed her help even though she was going through hard times. She was working her fingers to the bone, looking after children, cleaning, and cooking. Her employers asked her to recommend someone who could share work with her. Sylvia recommended her niece, and soon it was obvious that they could not work for one employer. Sylvia avoided conflict and soon found herself unemployed, risking the possibility of deportation if she could not find another job swiftly. Out of twenty applicants, she got hired to be a nanny to a baby boy whose parents were Europeans living in Hong Kong. She faced more humiliation and abuse by the mother of the boy she was looking after, who was originally from Essex in the United Kingdom. She yelled at Sylvia, and she was over meticulous. She shoved Sylvia’s head inside the tub and even went as far as telling her to cook her rice in the toilet. These particular employers were not both bad. The father of the boy was not as bad. He pleaded to Sylvia to be patient with his wife and his little boy and offered that she take a two-week holiday to go and see her children in the Philippines. This was a breath of fresh air, unlike her Middle East employers who did not allow her to have a break and was not allowed to make telephone calls to the Philippines, and she did not receive her wages for as long as eighteen months in the Middle East. When she went back to Hong Kong after two weeks, her employers asked her to join them to take a vacation in the United Kingdom. Her employers visited their family and friends in Essex, Cambridge, and the Midlands. In all these places, Sylvia slaved away! Somehow the

United Kingdom felt like home to her because people were more welcoming and friendly. They complimented her cooking and enjoyed every meal she prepared for them. During the third and last week of the vacation, Sylvia asked her employers to let her go and see her in-laws who lived in Manchester. Sylvia changed her mind and did not go back to the place where her employers were waiting for her. Although this felt like freedom, it was also a setback for Sylvia since not going back to her employers meant that she could no longer send money to her children in the Philippines. She had nowhere to live, and she was once again unemployed in yet another strange country. A Filipino lady helped Sylvia with accommodation and basic needs for six months and gradually, she got the hang of the United Kingdom life. She started working, but this time, her employers were extremely kind and helpful. She worked hard to the point where she bought her first house in Dagenham, East London, in the United Kingdom. Sylvia’s children joined her in London in the United Kingdom. She opened her first restaurant called Shanghai in the centre of Romford in Essex. Sylvia, her children and her Brazilian husband, Luiz, worked hard to make the restaurant successful. After two years, Sylvia started giving jobs to several diverse nationalities. She left Shanghai to be managed by members of her family in London and went to the United States of America where she bought a restaurant called “Sundance” in Arizona. As the property was already paid-for and mortgage-free, she

eventually decided to rent it out to Filipino entrepreneurs in the area and move back to the UK to run Shanghai Restaurant and Karaoke Bar. Afterwards, Sylvia opened a restaurant called “Braza”, also in Romford. Because properties are good investments, she bought some houses and flats to rent them to create a small property portfolio. Her real estate ventures are not limited to the UK as she also owns a number of properties in the Philippines that she rents out. Sylvia is always thinking about new ventures. Three years ago, she opened another restaurant called “Galetos”, which served charcoalgrilled chicken peri-peri. She created the dishes and menus loved by the customers.

From her factory in Essex, she also has created a Galetos line of sauces made of 100% natural and premium ingredients. There are now available in some supermarkets and online through their website www. galetossauce.com. She plans to market them globally and is currently in the process of exporting to her home country, the Philippines. To share her many blessings, Sylvia built a church for worship called “Assembly of God” and a school for financially-disadvantaged children called “La Dolce Vita” at Bethel Christian. HILIPPINE THEATRE UK and Red Toad production once again had staged a mind provoking show reflecting a serious socio-political issue that highlights the importance of equality and diversity in society. IO is the 27th play written by awardwinning playwright Ramon Castillanes Tenoso and the 16th production of PTUK. The story revolves around the world of Axis Solis and its inhabitants, which is a metaphor for the modern society and the lives of humans. The disparity between the rich and poor, the master and servant relationship, institutional racism, ageism, gender issues, and our deep biases, prejudices, harassment, victimisation and discrimination, cultural background, and sexual orientation are all distinctly portrayed by the play’s different characters. Once again, Direk Ramon has shown us how brilliant his mind works with the twist of the story, the dialogues, and the spontaneity of connecting the current issues into a fantasy world. The actors, all unpaid volunteers,

have truly shown how passionate they are with sharing their skills and talents in the performing arts. They are all from different backgrounds but have jelled with their camaraderie on and off stage. The cast and crew of IO production are a mixture of many talents. Alex Ermar, who performs IO is a 6th-degree black belter in Doce Pares Eskrima and an 8-time World Champion. Mark Vargas performs as Prince Vasalt is a team lead critical care nurse. Susan Lovejoy who performs Myla as the love interest of IO is a well-known beauty pageant titleholder and is part of BBC’s The Voice UK 2015 series. Giedre Jackyte performs as the evil witch Zemkosa and also the costume manager on this production is a Lithuanian dancer, actress, model, and entrepreneur. Martin Britt, as King Jasper is a sports enthusiast and is Captain of one of the Lingfield cricket teams. Armin B. Natividad as Queen Orinico has been in PTUK since 2012, and the production coordinator. She already appeared in a few films. Jan Villegas, as King Alder, is one of the gems of PTUK and an entrepreneur. Victoria

Gigantes has multiple roles in this production, and she is a passionate and committed member of Stonewall Trans Advisory Group in campaigning towards the “acceptance without exception “ of trans people in the UK and abroad. Lex Aguilar, as Earl Tristan and King Oberan is a cofounder and host of FilmeFilms UK. His partner Rax has been watching all performances and a great help in production and promotion. Jake Monib is a young actor based in North London and impressed us with his performance as Hesetiah and the narrator. Mark Barton on his 5th production performs as Sir Percival and the captain of the guards. Mark works in retail industry and has a keen interest in music, stage production, and sports. Ghey Adriano, who performs as the Queen, is also the props and backstage manager. She is one of the gems in PTUK and a true friend in every way. Yvette Pasamonte is a dark angel and is a nurse in profession . She believes that

Alvin Camanzo has been in PTUK for six years and been a gem and true friend to the group. She’s the production manager and responsible for the stage lighting. Maria Elena Patriarca Liwag performs as Tourmaline and is very important in ticketing department. She has been involved in many concert productions and has the main role in international short film, “Diliman.” Robin Britt, Martin Hislopp, and the Hybrid FMA Martial Arts team are in video scenes. In a story he published in JustGiving.com, Kandola described his journey as the “toughest physical and mental challenge to date, however, I’m fully expecting it to be the most rewarding also. I’ll be completely self-sufficient on this trip, which is both exciting and nerve-racking, and I plan to be away for six months.”

The former British Army commissioned officer undertook the arduous 9,000-mile (14,000 km) bike ride to raise funds for Save the Children, an NGO committed to helping children around the world live happy and healthy lives.

“Since returning home one week ago, I’ve barely had any time to breathe let alone reflect on the past six months. But the over-riding emotion is gratitude, of which you all contributed,” he said in a post in Instagram.

HE BATANGAS Association UK celebrated its 26th anniversary with a dinner and dance at The Montcalm London Marble Arch Hotel on the 12th of October. A well-attended formal event, the guest of honour was Consul General Senen T Mangalile, who came with his wife, Fe. Representing Ambassador Antonio Lagdameo, the Consul General delivered a keynote speech on the UK Filipino community, which had the audience enthralled. After opening with the British and Philippine National Anthems, the program opened with prayers led by Vice Governor Corazon Santos of Alitagtag. Association president, Adele Villar of Padre Garcia gave the welcome

address and the keynote message of the Consul General. Mood and music were provided by one of the top showbands in the Philippines, Arpie and the Multivitamins, which is made up of Tawag Ng Tanghalan finalist – Julius Cawaling, Ahn Camacho, Maria Andrade, and bandleader – Arpie Patriarca. After dinner, entertainment was a tango exhibition by Linda Celestial and Mel Pingcas, and this was quickly followed with the band switching from mood to dance music, which got the crowd to its feet. Emcees for the evening were Rhona Fortunado and Arpie Patriarca. The UK is one of the hot spots for economic migrants around the world. The enormous job opportunities available in this country, the influence of English language are the main reasons for making UK on top of the priority list. Being an immigration practitioner for the past 20 yrs, I understand that there are many from Philippines and around the world who would like to come and settle in the UK, and

others here are, however, struggling to settle in one way or the other. In this session, I would like to discuss the concerns of the Filipino migrants given the Brexit in simple words avoiding legal jargon. Although the UK has always been an attractive destination for migrants all around the world, the Country had strict immigration control in place, which restricted the immigrants coming to the UK. The political view changed in the late ’90s, and there was an inflow of migrants especially nurses, carers, students and highly skilled migrants, etc. This policy was widely criticised as the number of migrants increased alarmingly, and it became the main agenda for the new governments to bring strict measures to limit the net migration. As a result the UK government adopted the successful Australian style point-based system to curb the net migration and closed most of the immigration routes. On the other hand the EU citizens were not affected by any of these restrictions as they always had the privilege of free movement by exercising the EU treaty rights. The statistics show that there has been an increasing number of EU state nationals coming to the UK to

work and majority will settle. Since they do not have restrictions to work in the UK, this was considered to be the main workforce replacing the non-EU community. This will probably create more job opportunities and offer better prospects for the non-EU citizens to come, work and settle in the UK. I hope the Philippines will be most beneficial community as most of them speak English, and they are highly skilled in their respective professions. There are hundreds of illegal Non-EU citizens living in the UK, and I hope if this happens, the whole community will be able to make the benefit of the post Brexit situation. INConcert brings outstanding performances in London

HE CASTLE GREEN, LEISURE Centre in Dagenham, London was filled with brethren of the Iglesia Ni Cristo (Church Of Christ) together with their guests and friends last 27th October 2019, Sunday. With a mission to share Lord God’s words through stage performances, the brethren from local congregations of Stratford, Romford, and Eastbourne, and Royal Greenwich Group Worship Service (GWS) invited their loved ones and acquaintances to attend and enjoy the INConcert. INConcert is an activity where the talents of the brethren are showcased through musical presentations using the Iglesia Ni Cristo Original Music. On that day, it served as a platform to take the obligation of each member of the Church to proclaim and share the holy teachings of Almighty God. “The aim of the event was to share our faith and to celebrate the 105th year of the Church of Christ. Also, we want to reach hundreds of visitors and sign up as many Bible students as possible,” remarked Brother Leslie Jordan, one of the head deacons of the local congregation of Stratford. Before the concert, an evangelical mission

was conducted to preach God’s words led by Brother Glenn R. Gomez, district supervising minister of United Kingdom. As the musical presentations kicked off, the brethren and guests witnessed the graceful performances from the Christian Family Organisation (CFO) which they enjoyed. Sister Jasmine Clarize Bagayan, INCMedia Bureau Coordinating Producer, did not let this event pass by and actively participated in preparing and managing the performances and stage production. “I was excited when I heard we were having another INConcert this year. I can truly say that each and every member had done their best to invite as many of their friends and family. Praises be to God,” she declared. The performers, on the other hand, took weeks to practice their production numbers. Despite their struggles, they continued to uphold their responsibilities in this kind of holy endeavour of God. “What we have learned is that everything is easy when the brethren are united. Everyone is helping voluntarily. It was overwhelming!” said Sister Bennielyn Joaquin, a CFO officer and the stage manager. Indeed, this activity is not only to showcase the abilities of the brethren in singing and dancing, but also to promote brotherhood, camaraderie, and the commandments of Almighty God written in the Bible.

The history behind

Bacolod’s ‘smile’ By Christine Cudis

ACOLOD IS WIDELY known for its “City of Smiles” tag, which came after the success of the first MassKara Festival in 1980. But unknown to some, especially the younger generation, the colorful festival was created as a diversion from the series of tragedies experienced by the Negrenses two decades ago. Being home to the biggest sugar production in the Philippines, the people in Bacolod thrived as among the major exporters of sugar to countries like the United States. They were huge contributors to the country’s wealth and stood on the top of the social pyramid. Their fortune, however, ended in the ‘80s when international consumers stopped importing Bacolod’s sugar due to the rise of cheaper substitutes like corn syrup (fructose). The

industry plummeted and so did its people, whose only source of income was planting and producing sugar canes. And though as if the financial crisis was not enough, another tragedy took place during that same time. In April 22, 1980, the MV Don Juan, a luxury liner on its way back to Bacolod City from Manila, collided with an oil tanker, MT Tacloban, off Tablas Strait in Mindoro, leaving 176 dead and several others missing. It was, thus, a dark period for the local people. The Negrenses, then, came up with the Masskara Festival and sought to reenvision Bacolod as a City of Smiles -- not in denial but in defiance of adversity. In a Business World interview, Metro Bacolod Chamber of Commerce and Industry president Frank Carbon said this attitude reflects the broader optimism of the Filipino but with a distinctly Negros spirit.

“The annual festival, attended by foreign and local tourists, has helped Negros sustain its tourism and, in turn, it’s economy,” he said. A tourism boom in Negros was also introduced through the Ruins in Talisay, its centuriesold houses, and Chicken Inasal. Carbon also pointed out that Bacolod’s leisure farms, where tourists can plant vegetables and make their own salads, are favorite places for travelers seeking unique experience. Today, Bacolod has become a multi-sectoral city in the true sense of the word. The sugar industry now only places second in its economy, after the social service sectors, which include tourism, telecommunications, banking, hotel, retail, and business process outsourcing (BPOs). This year, the city celebrates its 40th MassKara Festival, dubbed as the Ruby Edition. The fest, themed “Bacolod, City of Smiles”, will run from October 7 to 27. (PNA)

HE DEPARTMENT of Tourism (DOT) on Tuesday formally partnered with Guide to the Philippines, an e-commerce site, in launching its official travel booking system, featuring DOT-accredited tour operators and establishments.

SIDE FROM surfing in La Union, islandhopping in Pangasinan, and revisiting history in Ilocos Norte and Sur, Region 1 also offers an authentic countryside experience to visitors with its growing number of farm tourism sites. Farm tourism is a hybrid concept that merges elements of the agriculture and tourism industry to open farms as part of travel itineraries. "We see the huge potential of tourism. With farm tourism, tourists would get to immerse with the back-to-basics concept that you can enjoy things living in a rural community," Lea Santiago, owner of OUR Farm Republic in Mangatarem, Pangasinan, said at the recent media launch of Region 1 farm tourism in Quezon City. Santiago's five-hectare land is a progressive organic farm that offers training and tours to show nonfarmers "that organic farming can be fun while giving back to the earth". "As early as 2010, we get a lot of

curious visitors because our farm is located in a sitio surrounded by rice paddies, so we're the only lot that plants different crops. Now, from 80, we already get around 800 tourists visiting us," she said. Edita Dacuycuy, another farm owner in Region 1, shared the benefits of integrating agriculture to tourism, noting her Refmad Farms in Burgos, Ilocos Norte has already attracted a stream of tourists and dragon fruit lovers. Refmad is the first dragon fruit plantation in the north, which Dacuycuy initially established to help her daughter who has cerebral palsy. Since the signing of the Farm Tourism Development Act in 2016, accredited sites in the Ilocos Region have reached 18, all unique to the region -- dragon fruit farms in Ilocos Norte, grape gardens in La Union, and acres of eco-resorts in Pangasinan. As of September 2019, the Department of Tourism has accredited a total of 174 farms across the country and it expects the numbers to further increase as the demand for “low-impact tourism” grows. The booking website’s introduction follows a 2016 DOT study that revealed booking sites as “one of the most influential channels” when a tourist considers a destination. Through the system managed by Guide to the Philippines, tourists can choose from more than 500 best-value travel products offered by DOT-accredited tourism

establishments and tour operators. DOT Assistant Secretary Howard Lance Uyking said the system has an online library of in-depth travel guides that could help travelers plan their trip better. “If you’ve gone around social media, you can see a lot of posts where dream vacation was ruined because of the tour operator’s mismanagement so that’s what we’re trying to resolve when you accredit with DOT because we’re putting a set of standards to assure customer service,” he said in an interview. Accredited tourism establishments interested to join can reach out to the Tourism Congress of the Philippines (TCP), Uyking added. “You can always tell TCP to join the website and then we can link you to Guide to the Philippines. We can feature you as long as you have good offers and the quality of your packages (is good), there’s no entrance fee,” he said. (PNA)
