In 2008 vroeg een redacteur van een uitgeverij of ik niet een boek over Nederland wilde maken. Nederland was zo veranderd de laatste dertig jaar, er was zoveel bij gebouwd. Ik begreep wat hij bedoelde, want als je in Leiden of Amersfoort het station uit­ loopt wanneer je er toevallig dertig jaar niet meer geweest bent, dan schrik je je dood. Overal om je heen van die vastgoedarchi­ tectuur, die met het geld van pensioenfondsen is neergezet.

En zo kun je nog een tijdje doorgaan in Nederland.Vinex-wijken, industrieterreinen, winkelcentra, er is heel wat bijgekomen in de afgelopen tijd. Het idee dat ik dat allemaal zou gaan fotogra­ feren leek mij geen prettig vooruitzicht.

Ik wilde wel een boek maken over Nederland.Voor mij lag het meer voor de hand dat ik een serie die ik eerder had gemaakt weer op zou pakken. In de zomer van 2004 reisde ik opdracht van NRC Handelsblad een maand lang door Nederland.Voor de ach­ terpagina van de krant schreef ik iedere dag een tekst bij een foto die ik had gemaakt.Van die serie verscheen later dat jaar het boekje Achterland.

In 2008 an editor from a publishing house asked me if I wanted to make a book about the Netherlands.The country had changed so much over the past 30 years; so much had been built. I under­ stood what he meant.Walk out of the station in Amersfoort or Leiden if you haven’t been there for 30 years and you’ll get the fright of your life. Real estate architecture, paid for with money from pension funds, is everywhere. And that is just the begin­ ning. Housing developments, industrial estates, shopping malls – so much has gone up in recent times.The prospect of photo­ graphing it all didn’t strike me as a pleasant one.

I did want to make a book about the Netherlands. For me, it seemed more obvious to revisit a series that I had made earlier.

In the summer of 2004, I spent a month travelling through the Netherlands for an assignment for NRC Handelsblad. For the back page of the newspaper I wrote a column every day to accom­ pany a photo I had taken.The series was published later that year as a book called Achterland (Hinterland).

De verbazing over de inrichting van ons land was een terugke­ rend thema in dat boek. Maar vanwege de dagelijkse deadline ontbrak de tijd om rustig alles in mij op te nemen.

Dus toen ik in 2008 de draad weer oppakte nam ik mij voor eerst eens op mijn gemak te gaan kijken. Ik reed naar NieuwVennep, parkeerde de auto en liep wat rond, met een keuken­ trapje dat ik altijd bij me heb voor een iets verhoogd standpunt.

In deVenneperstraat maakte ik een foto van twee vrouwen die met elkaar aan de praat waren geraakt. De een staat over haar fiets gebogen, de ander naast een buggy met daarin een peuter.

In het mandje onder het kind liggen boodschappen. Links en rechts staan lage winkelpanden uit de jaren zestig, verderop in de straat huizen die een stuk ouder zijn. Zo’n tafereel waaraan je niet kunt zien waar je precies bent, maar dat onmiskenbaar in Nederland is gefotografeerd.

De vorm van die foto beviel mij meteen. Zo kon ik laten zien hoe Nederland er op dit soort plaatsen uitziet. Het trapje bood net iets meer overzicht en ruimtelijkheid. Het benadrukt het idee van constructie, van een blik op een toneel. Alsof je vanuit een stoel in een theater kijkt, waarbij bomen, kerktoren, glasbakken, hui­ zen, winkels en straatmeubilair deel uitmaken van een decor.

Het werd mij duidelijk dat ik niet al te grote plaatsen moest bezoeken: je treft er mensen op straat, maar niet te veel. Het zijn geen passanten, zoals in grote steden, maar meestal mensen uit de directe omgeving. Zij zijn op een vanzelfsprekende manier onderdeel van het beeld.

Bovendien vind je binnen die kleinschalige verhoudingen makkelijker een standpunt om de ongerijmde combinaties van bouwstijlen naast elkaar te laten zien. In de kernen van veel gemeenten is door de jaren heen steeds iets toegevoegd. Dat is

When I picked up the thread again in 2008, I took the oppor­ tunity to look around at my leisure. I drove to Nieuw-Vennep, parked the car and walked around with a stepladder that I always have with me for a slightly elevated perspective. InVenneperstraat I took a photo of two women who had struck up a conver­ sation. One was bent over her bicycle; the other was standing next to a pushchair carrying a toddler.The basket under the child was filled with groceries.To the left and right of them were lowrise shop premises from the 1960s and further along the street were older houses.The scene gave nothing away about the exact location, but it was unmistakably photographed in the Netherlands.

I instantly liked the form of the photo. It allowed me to show what the Netherlands looks like in places like these.The ladder offered a slightly better overview and sense of space. It emphasises the idea of construction, ​​ of a glimpse of a spectacle. It is as if you are sitting in a seat in a theatre and the trees, church tower, bottle banks, houses, shops and street furniture are part of a set.

It became clear to me that I had to visit places that were not too large; where you meet people on the street, but not too many.

They are not passersby, like in cities, but generally people from the immediate vicinity.They are a natural element of the picture.

Moreover, the small proportions make it easier to show the absurd combinations of architectural styles next to one another.

The centres of many municipalities are a patchwork of additions that have been made over time.That is what gives them their typical character.You find a grand, 19th-century building next to an electronics shop with a flat roof from the 60s. Next to that

wat die plaatsen een typisch karakter geeft. Je treft er een statig negentiende-eeuws pand naast een winkel in elektronica uit de jaren zestig met een plat dak. Met daarnaast een laag dijkhuisje uit de jaren twintig en een Rabobank van nog geen tien jaar oud.

Het is een omgeving waar regelgeving en toevalligheid het beeld bepalen, waar je de laatste opvattingen over de inrichting van een plein aantreft tegen een achtergrond van lokale midden­ standsarchitectuur. Pogingen tot regie zijn letterlijk een afspie­ geling van verschillende belangen en opvattingen.

Net als halverwege de jaren negentig bij Hollandse Velden – een boek over amateurvoetbal in Nederland – had ik het gevoel dat ik niet bij de hoofdklasse moest zijn, maar op eenvoudiger plaat­ sen. In dit geval dus weg van het grootstedelijk decor. En net als bij Hollandse Velden geeft dat een kaler beeld van een cultuur, dat voor mijn gevoel dichter bij de kern komt. Het laat een grote her­ kenbaarheid en uitwisselbaarheid zien en daarmee iets van het mechanisme dat zich in iedere cultuur anders manifesteert.

In een van de columns in Achterland beschreef ik hoe dat mechanisme deels in zijn werk gaat. Als er bijvoorbeeld ergens een plein moet worden heringericht, dan pakt de architect een catalogus erbij van een firma in straatmeubilair. ‘Hij kiest wat zitbankjes en afvalbakken uit en zoekt voor de boompjes een bij­ passend boomrooster,’ schreef ik toen onder meer. De catalogus voor in dit boek illustreert die gedachte. Alles wat wij om ons heen zien kan worden besteld en worden geleverd.

Dat geldt ook voor de horeca-interieurs die in dit boek zijn opgenomen. Daarin bestaat een grote variëteit, ze zijn net als de straatbeelden in veel gevallen onmiskenbaar Nederlands. Maar steeds vaker zie je dat de sfeer en de uitstraling niet het gevolg zijn van de oorspronkelijkheid van eigenaren die jarenlang hun stempel op het interieur hebben gedrukt. Die uitstraling is een concept dat men bewust kiest en waarvan de bijbehorende rekwisieten via de groothandel worden besteld. Zo vinden wij in de catalogus de stoepborden terug waarmee de bakker of slager zijn ambachtelijkheid wil uitstralen. Maar die borden kom je overal tegen en worden juist niet op een ambachtelijke manier gemaakt. Het illustreert de spagaat van deze tijd.

Daar ergens zit een wezenlijke onderscheid in wat wij om ons heen zien.Tussen een cultuur van ambachtelijk denken die door de jaren heen is ontstaan en cultuur die in oplage wordt gemaakt en op een achternamiddag kan worden besteld.

Het gaat bij dat laatste niet over wie je bent, maar over wie je wilt zijn. Dat zie je niet alleen terug in de aankleding van een grand café, maar ook bij de inrichting van een plein. De vraag naar oorspronkelijkheid en identiteit is blijkbaar zo groot, dat er een industrie is ontstaan om in die behoefte te voorzien.

De losse onderdelen kunnen uit voorraad worden geleverd.

Dat brengt grappig genoeg onvermijdelijk ook het omgekeerde teweeg: alles gaat toch weer een beetje op elkaar lijken.

Wanneer we terugkomen van vakantie en de grens zijn gepasseerd zien we het onmiddellijk. Dit is Nederland, dit is zoals wij het doen. Maar waarom wij het zo doen, dat is het raadsel.

is a low-rise dike house from the 20s and a branch of Rabobank less than a decade old.

It is an environment where regulations and coincidence determine the picture, where you find the latest ideas on the design of a square against a backdrop of local middle-class architecture. Attempts at control are literally a reflection of different interests and opinions.

As I had in the mid-90s with Hollandse Velden (Dutch Fields) – a book about amateur football in the Netherlands – I felt that I shouldn’t be in the premier league but lowlier places, in this case away from an urban setting. Like Dutch Fields the result is a sparser image of a culture, which I believe gets closer to its essence. It shows a great familiarity and interchangeability and thus something of the mechanism that manifests itself differ­ ently in every culture.

In one of the columns in Hinterland I described in part how this mechanism works. For example, if a square somewhere has to be redesigned the architect picks up the catalogue of a com­ pany specialising in street furniture. ‘He chooses some benches and rubbish bins and looks for a matching grille for the trees,’ I wrote then.The catalogue at the front of this book illustrates that idea. Everything we see around us can be ordered and delivered.

The same applies to the cafe and restaurant interiors included in this book. Despite the great variety, like the street scenes they are in many cases unmistakably Dutch. Increasingly, however, you see that the appearance and atmosphere are not the result of the originality of owners who have put their stamp on the interior over a period of years.The appearance is a concept that people consciously choose and for which the corresponding props are ordered from a wholesaler. Flick through the catalogue and you will find the pavement signs that the baker or butcher uses to convey his traditional craftsmanship. But those signs, which are not produced using any traditional methods, are everywhere.

It illustrates the disconnect of our time.

Therein lies a significant distinction in what we see around us; between culture from a time of traditional thinking that has been formed over many years and mass-produced culture that can be ordered at any given moment.

The latter is less about who you are and more about who you want to be.This is evident not only in a cafe’s decor, but also in the design of a square or a street.The need for authenticity and identity is apparently so great that a kind of off-the-peg industry has been created which meets this demand and always has the individual parts in stock. Funnily enough, that inevitably has the opposite effect: everything starts to look the same again.

When we come back from a holiday abroad it is immediately obvious when we have crossed the border.This is the Netherlands; this is the way we do things.Why we do them this way remains a puzzle.

ERACHTER KOMEN WIE JE BENT

DISCOVERING WHO YOU ARE

Op banieren die aan de Grote Markt in Raalte aan de lichtmasten zijn bevestigd lezen wij de plaatselijk cityslogan: Opgewekt Raalte.

Raalte is niet de enige gemeente met zo’n aanbeveling. Op de site van citymarketing online staat een overzicht van de vindingrijkheid op dit gebied. Daar lezen wij onder meer: Castricum, tissum - Oldenzaal, de glimlach van Twente – Ede, verassend veelzijdig – eMMen Maakt Meer Mogelijk – Hilversum, Goed bekeken! – Korendijk, een dijk van een gemeente – Lingewaard is een bezoek meer dan waard – Pekela een prima plek – Winschoten roos in de regio – Helemaal Hengelo.

In Raalte was het niet de gemeente maar de winkeliersvereniging die een bureau in de arm had genomen om het centrum te promoten. Bij de ontwikkeling van het hele concept werd het bedrag dat het bureau in rekening wilde brengen steeds hoger, de banieren werden onbetaalbaar. Dat konden ze zelf ook wel, maar dan voor minder geld. Over een gratis slogan waren de winkeliers het gauw eens.

Cityslogans zijn alweer achterhaald als het om citybranding gaat. Ze hebben weinig effect bleek uit onderzoek, citymarketing richt zich vandaag de dag op de sociale media. Dat staat in een rapport dat in opdracht van het bureau Urban Solutions is gemaakt, een bedrijf waar je als gemeente terecht kunt voor een City Quickscan. In dat rapport haalt citymarketing-consultant Raoul Veldink een schoolvoorbeeld aan van ‘good sloganing’. De stad Las Vegas koos ervoor haar imago van een Sodom en Gomorra niet te ontkennen, maar via de slogan simpelweg te bevestigen: what happens here stays here.

Voor je met je slogan een imago kunt bevestigen moet er natuurlijk eerst wel een imago zijn. Daar zijn ze in niet alleen in Raalte achter, overal in Nederland zijn gemeenten druk in de weer met dat imago. Ze moeten vooral op zoek naar hun identiteit, zo wordt ze verteld. Om te kunnen branden moeten ze er eerst achter komen wie ze zijn. Om daarna de vraag te kunnen beantwoorden wie ze wíllen zijn.

Geef daar maar eens een antwoord op, als gemeente Raalte. Gelukkig heeft de winkeliersvereniging dit probleem voortvarend opgelost.

Raalte isn’t the only municipality that comes with this kind of recommendation. The Citymarketingonline website provides an overview of the ingenuity in this area, including: Castricum, come and visit; Oldenzaal, Twente’s smile; Ede, surprisingly varied; eMMen, MMore Than You Imagine; Hilversum, Looks good!; Winschoten hits the mark; High times in Hengelo.

In Raalte, it wasn’t the municipality but the shopkeepers’ association that approached a marketing agency to promote the city centre. As the concept developed, the amount that the agency wanted to charge kept increasing and the banners became unaffordable. The shopkeepers could do it themselves – and for less money. It didn’t take them long to agree on a free slogan.

Slogans have already become obsolete in city branding. They have little impact, research indicates, and city marketing is now focused on social media. This is according to a report commissioned

by Urban Solutions, a company to which municipalities can turn for a City Quick Scan. In the report, city marketing consultant Raoul Veldink cites a textbook example of ‘good sloganing’. Las Vegas chose not to deny its Sodom and Gomorrah image, but rather to use the slogan to confirm it: what happens here stays here.

Before you can confirm an image with your slogan, an image already has to exist of course.

Raalte is not the only one to realise this; municipalities across the Netherlands are scrambling to define their image. First and foremost they need to find their identity, they are told. In order to be able to brand themselves, they first have to discover who they are before they can answer the question who or what they want to be.

As the municipality of Raalte, how do you respond to that question? Fortunately, the shopkeepers’ association has already supplied the answer.

EEN VERHAAL DAT VERTELD MOET WORDEN

A STORY THAT HAS TO BE TOLD

Twee mensen die met elkaar aan de praat raken. Niet via Twitter, Facebook of chat, maar gewoon op straat.

Het lijkt een ouderwetse manier van communiceren, maar niets is minder waar. Ik kom ze overal tegen.

Dat heeft alles te maken met de schaal van de omgeving waar ik deze foto’s maakte. Het zijn weliswaar geen dorpen, maar ook geen grote steden. Je gaat er boodschappen doen in het centrum en dan loop je gauw de kans dat je een bekende tegenkomt. Er is altijd wel een verhaal dat verteld moet worden.

Mannen kunnen er ook wat van, maar ik kwam meestal vrouwen zo tegen. Dat ligt misschien aan het tijdstip en de doordeweekse dagen waarop ik deze plaatsen bezocht. In winkelstraten tref je dan voornamelijk moeders die tussendoor nog even snel een boodschap doen en ouderen die op hun gemak aan het winkelen zijn.

Iedere keer als ik twee mensen zo zie staan, lijkt er hetzelfde aan de hand te zijn. De een is druk met het verhaal en de ander luistert. Aan die luisteraar merk je soms dat er een klokje meeloopt: de kinderen komen zo uit school, de hond zit al de hele morgen opgesloten, de bakker gaat over vijf minuten dicht. Maar weglopen kun je niet zomaar.

Een luisterend lichaam in tijdnood begint signalen uit te zenden. Een hand met sleuteltjes die spontaan gaan rammelen, een voet die op een trapper gaat staan, een hoofd dat naar het einde van de straat draait. Soms lijkt zelfs de fiets ongeduldig te worden en aanstalten te maken.

In Barneveld kwam ik binnen twintig minuten drie keer dezelfde vrouw tegen. Telkens stond ze tegenover iemand anders met de fiets aan de hand haar verhaal te vertellen. Bij de derde keer verontschuldigde ze zich bijna. Het gaat alleen maar over ziekte en dood, zei ze.

En zo werkt het in het leven. Wanneer het allemaal te veel wordt om te dragen, dan willen we dat graag kwijt aan een ander. Die neemt het wel mee naar huis, samen met de boodschappen.

Two people have started a conversation. Not via Twitter, Facebook or chat, but on the street. It seems an old-fashioned way of communicating, but nothing could be further from the truth. I see it everywhere and it is directly related to the scale of the places in which I took these photos. They may not be villages, but they aren’t metropolises either. Go shopping in the centre and you are bound to bump into someone you know. And there’s always some story to be told.

Men do it too, but I mostly encountered women.

This is perhaps due to the fact that I visited these places on weekdays, when you predominantly see mothers running a quick errand and seniors shopping at their leisure.

Every time I see two people standing on the street like this, the same thing seems to be happening. One is telling the story and the other is listening. You sometimes become aware of an invisible clock ticking above the listener’s head: the children will be coming home from school any minute, the dog has been locked up all morning, the bakery is about to close. But you can’t just walk away. A listening body pressed for time starts to send out signals: a hand that spontaneously rattles keys, a foot that is placed on a bicycle pedal, a head that turns towards the end of the street. Sometimes it even seems like the bicycle is becoming impatient and preparing to leave.

In Barneveld I saw the same woman three times in the space of 20 minutes. Each time she was standing opposite someone else pushing a bicycle, telling her story. By the third time she almost apologised.

I’m only talking about sickness and death, she said.

And that’s how it goes in life. When it all becomes too much to bear, we want to offload some of the burden onto other people. They then take it home, along with the shopping.

Wat zien wij om ons heen wanneer in Boskoop we naar de geldautomaat lopen om te pinnen? Of wanneer we op een parkeerterrein in Breukelen een supermarktkarretje uit de overkapping halen?Wat zien wij wanneer we in een grand café in Steenwijk met vriendinnen afspreken, of in een cafetaria in Enkhuizen met zoonlief een patatje eten?

Over wat er allemaal is te zien om ons heen gaat dit boek Nederland – uit ­voorraad leverbaar.Vooral buiten de grote steden is veel gebouwd de laatste decennia. Plaatsen als Heerhugowaard of Hoofddorp zijn wat betreft inwonertal bijna vertienvoudigd. Het aanzicht van Nederland is daarmee ingrijpend veranderd, de stad is langzaam het land in geschoven.

In het hart van veel gemeenten is door de jaren heen steeds iets toegevoegd aan wat er al stond. Pleinen werden opnieuw vormgegeven en ingericht door ambitieuze architecten, ondernemers, gemeenteraden en vastgoedontwikkelaars. Regelgeving, gezond verstand, smaak, toeval en ambitie schuren hier tegen elkaar aan. Het resultaat is een fascinerend compromis tussen verschillende benaderingen en belangen. De herkenbaarheid is groot, evenals de uitwisselbaarheid.

In Nederland – uit voorraad leverbaar brengt Hans van der Meer zijn eigen fotografie en zijn fascinatie voor gebruiksfotografie (Van der Meer is medeoprichter van het tijdschrift Useful Photography) voor het eerst samen. Door de toevoeging van catalogusbeelden van onder meer straatmeubilair komen zijn foto’s van Nederland in een ander daglicht te staan. Ineens wordt duidelijk waar de herkenbaarheid en uitwisselbaarheid vandaan komen.

In het boek is ook een aantal columns opgenomen – voor een deel eerder gepubliceerd in de Volkskrant onder de titel Het Raadsel Nederland – waarin Van der Meer in dezelfde droge stijl als zijn foto’s beschrijft hoe dit Nederland tot stand komt. Een Nederland dat iedereen bekend zal voorkomen, maar dat wij nooit eerder zo hadden gezien.

The Netherlands – Off the shelf is about all the things that are visible around us. A huge amount has been built in recent decades, particularly outside the major cities. In places like Heerhugowaard or Hoofddorp the population has increased almost tenfold. As a result, the country’s appearance has changed dramatically; cities have been slowly pushed into the country.

The centres of many towns are a patchwork of additions that have been made over time. Squares are remodelled by ambitious property developers, entrepreneurs, architects and local councils.This is where regulations, common sense, taste, coincidence and ambition coexist uneasily.The result is a fascinating compromise between different approaches and interests.These places are familiar and at the same time interchangeable.

In The Netherlands – Off the shelf, Hans van der Meer brings together his own photography and his fascination for vernacular photography (he is co-founder of Useful Photography magazine) for the first time. By including catalogue images of street furniture, he casts a different light on the Netherlands. It suddenly becomes clear where the familiarity and interchangeability come from.

The book also includes columns – a number of them previously published in De Volkskrant newspaper under the title Het Raadsel Nederland (Puzzling Netherlands) – in whichVan der Meer, in the same wry style as his photos, describes how the Netherlands as it is came to exist; the Netherlands with which everyone is familiar but have never seen like this before.
