EFFECTS OF MOVEMENT CONTROL ORDER (MCO) ON A BUILDING’S INDOOR CONDITIONS During the Movement Control Order (MCO), most non-essential office buildings were completely shut down for a long period of time. Most of these buildings were not designed to be close down for anything longer than 48 hours. As the building are closed, the MVAC system of the building may have been turned off to curb the economic crisis due to the COVID-19 pandemic. Prime Minister of Malaysia, YAB Tan Sri Muhyiddin Hj Mohd Yassin has announced the re-opening of the economic sector starting 4th May 2020. Re-opening buildings after MCO without knowing the risks that could affect the health of the employees, thus prevention must be considered now. Commissioning, maintenance, proper operation of buildings, and in particular, systems intended to control airborne infectious disease, are necessary for buildings and systems to be effective post MCO.

PREPARATION FOR BUILDING OPENING POST-MCO: THE NEED FOR INDOOR AIR QUALITY ASSESSMENT Upon returning to normalcy, a building with poor Indoor Air Quality is an environmental hazard and like all other hazards, it poses a risk to your employee’s health when the Movement Control Order (MCO) is lifted. If you don’t eliminate and control the hazard, it will affect the health of the employees. IMPORTANCE OF SANITISATION & DISINFECTION: A COMPREHENSIVE METHOD AND VERIFICATION IS A MUST
SANITISATION Effective cleaning and sanitising in your premise and office buildings can help protect you and your employees against the spread of bacteria, viruses and other organisms. As the MCO extended for almost 2 months, microorganism build-up is a potential risk to employee’s health. The most germ-laden spots in the offices were telephone, desktop, water dispenser handle, microwave, door handle, keyboard, mouse, pantry desk, reception counter, chair armrest, stationeries, etc. With comparison to toilet seats, they were the least contaminated surfaces. THE PROCESS Before the disinfection process begins, the client has to ensure that the ventilation systems are turned off and the place is completely evacuated. MVAC SYSTEM: INSPECTION, CLEANING & RESTORATION According to the American Society of Heating, Refrigerating and AirConditioning Engineers (ASHRAE), “the HVAC systems in most nonmedical buildings play only a small role in infectious disease transmission, including COVID-19�. However, some infectious diseases are transmitted through inhalation of airborne infectious particles, which can be disseminated through buildings by pathways that include ventilation systems. According to the WHO (World Health Organization), SARS-CoV-2 has been detected as an aerosol in hospitals and there is evidence that at least some strains of it remain suspended and infectious for 3 hours or more suggesting the possibility of aerosol transmission. It should be expected that coronavirus can be spread through the mechanical ventilation system, given that Legionella bacteria is first discovered to have originated and growth from poor maintenance of the MVAC system. Here are the reasons why MVAC system should be cleaned after the MCO: 1. Most commercial building does not use HEPA filters High Efficiency Particulate Arrestance (HEPA) filters may filter air passing through them at a very fine scale to 99.97% of all particles 0.3 microns or larger. Most commercial buildings use fiberglass filters, polyester and pleated filters, which do not filter out viruses. 2. Safety considerations during maintenance In a case where viruses and all the other contaminants are filtered, the contaminants collected on the surface and insides of the MVAC system pose a biological hazard for maintenance staff. Do not risk your health and when replacing the filters or performing any of the maintenance tasks, necessary protection equipment and disinfection are recommended by health authorities. 3. Air Flushing Air flushing shall be performed in order to remove all contamination (dirt) from the system. This practice helps to prevent exposure of dust and ultra-fine particulates that are able to penetrate into the lungs upon reopening of the building. This activity can be done prior to sanitization or after MVAC system cleaning and decontamination. Filter Protection In common, commercial buildings use fiberglass filters, polyester and pleated filters, which do not filter out viruses. In most cases, competent and qualified companies with registration and certification programs adhere to the proper guidelines, legislation and regulation to ensure proper work flow processes and ensure safety to the employees and the building occupants as well. Should a building operator or facility management engage with a competent IAQ Assessor registered with the Department of Occupational Safety and Health (DOSH) to determine the risk of poor indoor air quality (IAQ) within the building? Yes. A competent IAQ Assessor registered with DOSH is a qualified person to assess, determine, evaluate and recommend the proper next course of action so far as practicable to ensure that the risk of poor IAQ can be mitigated. Are air purifiers recommended to improve indoor air quality? Yes. When is a chemical application acceptable? The application of chemicals in the MVAC system is acceptable only when the product is legally approved for the application for which it will be used. At this time, some of the products registered and accepted by the EPA can be used on certain components in other parts of the MVAC systems. Should the client review the MSDS and Product Label before authorizing the application? Yes, that is recommended. Should the building occupants leave the building during chemical application or other type of disinfection services? In some circumstances, it may be necessary to perform work when occupants are out of the building and to adequately ventilate the building before the occupants return. With certain EPA-registered products, building evacuation is mandatory. If there is a reason to believe that the use of a product would create a hazard, information about the potential hazard must be communicated to the building occupants and/or managers. Should the building occupants worry about their safety after the disinfection process? It is important that facility managers communicate with the building occupants appropriately with the correct information such as safety procedures, preventive measures, hazard communication, potential hazards, etc before the occupants enter the building. How long should the client stay out of the house or building after disinfection? Until the fumes or scents are no longer at a level to produce discomfort or concern for occupants. Typically, this is around 2-8 hours with adequate ventilation. Thus, it is important that evaluation of work done, inspection and IAQ assessment should be carried out to ensure that the building is risk free. What if the occupants have pre-existing asthma, allergies or sensitivities to the disinfectant? It is recommended that the occupants are fully informed of the activity being carried out in the building. A proper documentation should be provided to acknowledge that the occupants have been informed of the risks associated with the above issues. The occupants with concerns should talk to his or her doctor or other healthcare practitioners for further instructions. How are the results of the services verified?
