Green River Valley cattlemen and cattlewomen celebrate with annual events

Marbleton – The Green River Valley Cattlemen’s Association (GRVCA) spent two afternoons in annual business meetings and listening to guest speakers, Feb. 25-26, at the Marbleton Town Hall.

Members heard from Sheriff KC Lehr, who told ranchers Sublette County deputies are still checking out-of-county livestock trailers for brand inspections if there is probable cause to pull them over.

Randy Bolgiano updated members on the status of the Colorado Water Compact and how Upper and Lower Basin states are faring with droughts.

Wyoming Stock Growers Association (WSGA) Executive Vice President Jim Magagna related legislative ups and downs and explained why WSGA supports some bills and not others. Sublette Veterinarian Nikki Marincic Weaver advised producers on special nutrition needs, and Shaylee Hancock talked about the successes of Wyoming Agriculture in the Classroom study units.

New Pinedale High School ag teacher Anna Campbell introduced herself and four FFA students, who spoke about their plans and hopes.

Between coffee breaks and before the banquet, president Jeannie Murdock handed her role to Vice President Clay Olson, who resigned but nominated Mike Vickrey in his place.

Vickrey will immediately move to the president’s position and Kristi Wardell was unanimously elected to be the next vice president. Kim Bright remains secretary and Audra Rouge, treasurer.

The annual highlight is always Saturday night’s banquet, and families and friends filled the dining room of the Southwest Sublette County Pioneers Senior Center, with mouthwatering ribeye steaks, more awards and dancing to DJ Steven “Big Red” Winer.

meetings, on Feb. 26, the Green River Valley Cattlewomen/Cowbelles met for their annual business meeting, brunch and convention at the Southwest Sublette County Pioneers Senior Center.

Along with reports of the past year’s successes such as association T-shirts, gifts, books and craft sales, President Leah Zupan encouraged discussions on future projects. Andi James talked about starting a companion show at the Sublette County Fair for heifers bred and raised in Sublette County.

Many agreed this was a great project which could include both commercial and breeding heifer classes.

Vice President Laura Noble, elected last year, resigned and a new election took place for the next person to take over Zupan’s role. Hailey Lockwood Clark was welcomed as the new vice president.

In other elections, Marsha Barlow was voted in as secretary, and treasurer Terrie Springman agreed to return with the advice someone interested in numbers can shadow her this year to

From the Kitchen Table

By Lynn Harlan Countdown to Spring Laughter and the clang of the deck boards float back to me at the early morning sheep load. I’m standing at the back of the lambs and it’s a crisp 19 degrees. I could move up and join the camaraderie of the men huddled at the truck, but in this particular corral there are no gates handy and I’ve already clambered over the fences to get to my spot. I’m at the back of the lambs to keep them from piling up and I’ll move them up when they start loading.

We’re at Shane’s feedlot and loading pens near Powell, at seven in the morning in early February. These are fat lambs headed to Ault, Colo. to finish out at a feedlot and will be lamb chops soon. We try to get the truck loaded and gone as quickly as possible so the driver can unload in the daylight.

It’s a rattletrap setup but the lambs move quickly through the alley and run up into the truck.

Everything is cobbled together with wire panels,

plywood boards, old gates and plenty of twine when there’s not wire available.

It’s an old cow feedlot converted to lambs years ago when we started feeding lambs in the Big Horn Basin.

We’ve been sending our replacement ewe lambs over here for 30 years. The relatively cheap feed and the watchful eye of the farmer make it work.

Also, hauling in sugarbeet pulp from the sugar plant, barley and corn stubble in the harvested fields and beet tops.

Beet tops are what’s left when they harvest the beets. The green tops of the beets are left in the field to dry along with pieces of sugarbeets then chopped up in the machine. Hay and corn the farmer grew finish out the ration.

When Bob started retaining ownership and feeding our market lambs, he approached a couple of farmers in Powell. Instead of loading on a truck in the fall and going directly to a feedlot, the lambs

were sent to Powell and fed more slowly (the feed stuffs listed above instead of a heavy diet of corn) enabling us to try a different market – say Easter instead of Christmas, and even into summer grilling season.

Most of the lambs in the Rocky Mountain region traditionally loaded on trucks at shipping would go to a feedlot, and then generally be fattened and ready around Christmas time. This could sometimes cause a “glut” in the market – too many lambs ready at once.

Since those early days, Bob has bought many lambs to feed out and gamble with the markets. We have fed lambs in western Oregon on the rye grass fields, lambs in southern California on alfalfa fields, along with lambs in Worland and Powell.

Eight years ago, and also the last two winters, we have brought our ewe herd to Powell for four months. No appreciable rain or snowpack for two summers prompted the move. It’s a lot of work.

ter to do most of the post pounding. We did invest in a small hand-held gas powered post pounder, which helped.

Now it’s March and our time here is winding down. We have been ultrasounding the ewes, and hope to shear some of the early lambers before they get trucked back home.

We pregnancy check the ewes to see if they are having twins, a single lamb or are not bred – open. We dot them with different colored spray paint and will work them into their appropriate bunches before shearing, and then mark them again with paint so as to keep the twins and singles separate and sell the open ewes.

We’ve been working and loading out the fat lambs. Our feeders and farmers don’t want to be feeding many lambs when farming starts in the Big Horn Basin next month.

The guys have been pulling out fence posts if the frost allows and rolling up wire.

It will be good to get home to my own bed again. We rented a tiny house the last two winters and one good thing is the main street of Powell is only a block away. The bad thing is I ate too many meals out this winter and drank too many good beers brewed in Wyoming.

Market update Commodity and equity markets have been in disarray for more than a week now with the global uncertainty brought on by the Russian and Ukrainian conflict. Of course, equity markets had already been in a downward trend on inflationary pressure and the forecast the Fed would be increasing interest rates throughout the year.

This market turmoil elicits several concerns in ag, such as escalating oil prices. Not only will fuel prices begin to reflect this in the very near future, but high oil prices result in high fertilizer prices. Fertilizer has already undergone seemingly unbearable inflation prior to oil toying with the $100 per barrel price range.

Cereal grains have been quite volatile in the past week, with a $0.60 trading range in the March 2022

corn contract as one example. Knee-jerk reactions in market prices are characteristic in times of uncertainty and this is playing out in front of our eyes.

Of course, from a grain grower’s perspective there is a very bullish opportunity in these price spikes if one can navigate marketing decisions successfully.

Russia and Ukraine are said to constitute roughly 20 percent of the world’s corn exports and closer to 30 percent of wheat exports, hence the market’s skittish behavior of late.

Feedlot costs of gain on a cash basis are exploding to the upside with the price action corn has taken.

Cash fed cattle prices were steadily higher last week with a one dollar to two dollar per hundredweight (cwt) increase. On the other hand, live cattle futures have suffered the

bearish overarching market news with a nearly four dollar per cwt decline last week defining the April contract.

Feeder cattle futures were also beat down last week with a five dollar per cwt drop in the March contract and further pressure mounting to start this week. This certainly stands

to reason more fundamentally caused by the adjustments to higher corn prices.

Beef cutout values hit seasonal lows last week, but this should transition to an upward pattern as spring demand grows into March.

The rattled economic conditions of the day suggest counting on seasonal patterns at the moment may be more tenuous than thought a month ago.

Carcass quality ramping up Certified Angus Beef (CAB) brand certified carcasses surged during the second week of February posting the largest supply for this time frame.

All the important factors aligned to generate the rapid uptick in qualifying carcasses. Beginning with the fed cattle slaughter, the

week featured 8.3 percent more harvested steers and heifers than the same week in 2021, when the previous record was posted.

As well, the proportion of fed cattle meeting the predominantly blackhided live animal specification was record high at 72 percent of the total. This is a generous share for any week in history, right at the all-time highs for this measure as well.

Quality grades also set record highs for combined Choice and Prime categories for the first five weeks of the year, just edging out last year’s percentages for the top grades.

Specifically, Prime has been lagging a bit behind the early 2021 record pace, most recently at 10 percent versus 10.8 per-

cent a year ago. This fractional difference combined with a slight dip in Choice, albeit still in record territory, pulled the combined top end grade shares just below a year ago in the last report.

Yet, the portion of brand-eligible carcasses qualifying for CAB jumped from 36.4 percent to 38 percent for the second week in February. The resulting 128,000 CAB carcasses sets the new high-water mark.

However, all of the above factors will have to continue to align very nicely in the coming weeks to top the 12-week run of historically high CAB acceptance percentages which began mid-February, a year ago. This period Continued on next page

Continued from previous page generated an astounding 41 percent average acceptance rate and 125,000 certified carcasses per week.

Currently, Texas has the most influence to contest last year’s record-setting brand acceptance rate.

Anyone with a thorough understanding of quality grade trends may raise an eyebrow at this notion, but in recent weeks Texas packers have posted the most year-on-year improvement of the largest three packing states, including Nebraska and Kansas. The latter two are lagging behind last

year’s pace in the early February data when it comes to Choice and Prime grading trends. Of course, the northern states own the high ground when it comes to quality grade achievement, but in relation to their 2021 first quarter performance, Nebraska and Kansas are a bit behind last year’s pace.

Interestingly, recent reports show in mid-February Texas had fewer cattle on feed for longer than 150 days than the state reported a year ago. This suggests it’s not a matter

of an uncurrent and overfed cattle supply generating the uptick in grade.

This also begs the question as to whether the beefon-dairy fed cattle supply increase in Texas is incrementally influencing the grade improvement in the Lone Star state. Larger head counts of this population may also be at hand in pushing the black-hided cattle percentage fractionally higher as well.

Extension Educator discusses pasture seeding considerations, techniques at Farm and Ranch Days Riverton – On Feb. 9, University of Wyoming Extension Educator Barton Stam shared his thoughts on pasture seeding techniques during the Fremont County Farm and Ranch Days.

What to consider Stam says producers need to know a lot about where the seed is going before developing a seeding project.

“There’re things we need to know which will make or break our pasture seeding project,” he says.

Stam explains soil type, elevation, aspect-slope and type of crop already growing in the field are key factors to identify in order to create an effective pasture seeding plan.

“I really like to use soil sampling in conjunction with what’s already growing,” he adds. “When producers send a soil sample in, they can get a lot of information which is very useful and costs only $14 to $20.”

Soil testing identifies soil pH and organic matter and helps identify a fertilizer recommendation best suited for the soil, he says.

The test also helps producers measure and keep track of soil changes over time.

know what kind of livestock and if wildlife will be present,” Stam adds.

Season of use Stam explains producers using the pasture for grazing should identify what time of year they will want to have livestock grazing. During the growing season, he says it’s important to identify other plant sources besides the selected seeds.

Stam also recommends producers consider nutrition levels the livestock will need to maintain during the grazing period.

“Before seeding, we want to identify the animals’ needs and performance requirements at this specific time of year,” he notes. “Winter grazing requirements can look a lot different than summer grazing.”

Specie selection Stam mentions palatability of species can be an issue.

“Crested wheatgrass is one of the easiest to establish and grow, but at many times of the year the palatability isn’t very good,” he notes.

“Instead of going with crested wheatgrass in the summer, we could use a western or thickspike wheatgrass, which may extend palatability into the summer,” he says.

Stam mentions these options may not be as aggressive in establishment and may not do as well early in the spring, compared to crested wheatgrass.

He says Wyoming producers with irrigation systems have a higher selection of species to choose from than those without. Dry land range seeding has a high risk for failure because producers are more dependent on late winter snows and early spring rains.

“If you have irrigation, the possibilities go way up, and the level of risk goes way down,” Stam says.

He mentions producers have to make compromises when they don’t have an irrigation system.

“These producers may have to select a less palatable crop due to their restriction of resources,” Stam adds.

Growing seasons Producers often consider the different growing windows for seeding.

For most dormant seeds it doesn’t matter whether they’re planted at the end of December or end of March, the results will be the same.

“Dormant season seeding for most species has a huge window,” Stam says.

“The window is usually from late October to early spring.”

He says very few species need to be on range all winter, mentioning rice grass and kochia as exceptions.

“These may need to be planted in November and stay out there all winter,” Stam says. “For most species, this is not the case – you want them in the ground ready to grow by very early spring.”

He mentions irrigation plays a role in the success of seeding in different seasons as well.

“If you have irrigation and you’re seeding grasses, I recommend seeding in late summer or early fall,” Stam says. “If you have the resources to irrigate, don’t neglect this seeding opportunity.”

He advises producers to be careful seeding mid-September to mid-November.

“Either shoot for late summer or be absolutely sure it’s a dormant seeding period,” Stam says. “You don’t want to wait until too late in the year, have seed come up and then freeze.”

Seeding depth Stam refers to seeding depth as one of the biggest causes of failures in seeding, other than lack of moisture. He says grass seeds need to be planted fairly shallow.

“Grass seeds are really small,” he notes. “They need good seed-to-soil contact, but you can’t plant them very deep – one quarter to half an inch depth is best.”

Oats are able to be seeded deeper into the ground, Stam says.

“Oats will come up in an inch and a half deep soil,” he notes.

Post-seeding management Stam says producers must consider how they will manage the pasture post-seeding.

“Producers should think about when they will first start grazing and if they are going to do a deferring grazing period until the seeds take,” he adds.

“With new seedings we want to do a deferral and allow the seeds to come up and mature before we have livestock grazing on it,” Stam explains. “We need to think of sustainable grazing management.”

USDA senior economist reports 2022 farm sector income forecast Washington, D.C. – In the U.S. Department of Agriculture (USDA) 98th Annual Agricultural Outlook Forum, USDA Economic Research Service Senior Economist Carrie Litkowski discusses the health and well-being of the agriculture economy.

2022 USDA farm income forecast “Three times a year the USDA Economic Research Service (ERS) puts out data on the farm sector income and wealth,” shares Litkowski. “This data can be used to gauge the health of the farm sector, which is often changing.”

Currently the industry is being impacted by COVID19, higher inflation and farm policy changes.

On. Feb. 4, the USDA released a 2022 Farm Sector Income Forecast. The report touches base on several areas of focus in the agriculture economy.

“Net cash farm income for 2022 is forecast at $136.1 billion, up 1.4 percent relative to 2021 in nominal dollars and net farm income is forecast at $113.7 billion, down 4.5 percent,” shares Litkowski.

“If net cash farm income was adjusted for inflation, the number would fall, because a 1.4 percent increase is not expected to offset the rising inflation which is expected in 2022.”

Cash receipts from commodity sales are expected to increase by 6.8 percent in 2022, but partially offsetting this increase in cash receipts are direct government payments, which are forecast to fall 57 percent, she explains.

“Additionally, total production expenses are forecast to increase by five percent. On the farm sector balance sheet, debt assets and equity are also forecast to increase slightly, but not enough to counteract inflation,” says Litkowski.

“When we look at farm businesses, which are a subset of all farms – basically larger farms and where the principle occupation of the operator is farming – average net cash farm income for these businesses is forecast to increase almost two percent in 2022.”

The USDA also predicts “median total farm household income will increase almost six percent – to a little over $88,000 in 2022.”

Primary measures The USDA utilizes two primary measures to determine farm profitability and income – net cash farm income and net farm income, she notes.

“Net cash farm income includes cash receipts from sales of farm commodities, other cash farm related income and includes government payments – and then it’s less cash expenses,” she shares. “Net farm income is considered to be a broader measure of income because in addition to cash components of income, it also includes

some non-cash items accounting for economic depreciation and changes in inventory.”

With inflation calculated into the current numbers, USDA forecasts for both measures of net income – net cash farm income and net farm income are expected to fall in 2022, and this is after a forecast increase in 2021, she explains.

“Specifically, net cash farm income is forecast to decrease by two percent and net farm income is forecast to decrease almost eight percent,” continues Litkowski. “In spite of these declines, both measures in 2022 are expected to be above the 20-year averages in 2021 to 2022.”

USDA derives net farm income numbers from the bottom up to identify drivers behind the change.

Several drivers contributing to net forecast decline in 2022 include crop receipts expected to increase by $12 billion, but USDA forecast $9 million of those sales came from the prior year’s harvest.

With the net farm income number, the goal is to measure income from current production only, she notes.

Next, livestock or animal product receipts are forecast to increase by $17.4 billion. Production expenses are partially offsetting these increases in income, which are expected to increase by $20 billion, she explains.

Additionally, government payments are expected to fall by $15.5 billion, she adds.

Crop cash receipts by commodity forecast In inflation-adjusted dollars, overall calendar year crop cash receipts are forecasted to increase in 2022, following increases in 2021.

“Receipts for corn, soybeans and wheat are all expected to increase, and this is largely due to higher quantities sold in 2022,” she says. “The largest dollar increase is being forecast for soybeans at $2.7 billion and cotton receipts is expected to see the largest percentage of increase at 29 percent – due to expectations for both higher quantities sold for cotton receipts and higher prices.”

Animal product cash receipts forecast Animal and animal product receipts are also forecast to increase in 2022 – including receipts for cattle, dairy and broilers due to higher prices, she shares.

“The largest increase is being forecasted for dairy or milk receipts at nearly 18 percent – putting them at the highest level since 2014,” she explains.

“Receipts for hogs are forecast to decrease 13 percent due to following forecasts for lower prices in 2022.”

Government payments “Total direct government payments are another source of income to farm-

USDA records government payments in the year in which they were received by farmers. Government payments reached a record high in 2020 at nearly $46 billion nominal, and in 2021, government payments were forecasted to decline by $18.5 billion and decline another $15.5 billion in the coming year, she shares.

The declines follow lower amounts of COVID19 related aid to farm operations based on authorizing spending to date – this includes payments from USDA and non-USDA assistance programs. This includes payments from the Coronavirus Food Assistance Program, the Small Business Administration’s Paycheck Protection Program (PPP) and other USDA pandemic assistance paid directly to producers.

USDA is not expecting any new PPP loans in 2022, she shares. Payments acting as a function of commodity prices are also forecasted to trend downwards in 2022, mostly because of lower payments under the Agriculture Risk Coverage program and Price Loss Coverage program.

2001 to 2020 inflation adjusted total direct government payments averaged $19.8 billion, and in 2022 payments are forecast below this average at $11.7 billion.

Farmers’ total production expenses are forecasted to continue to rise in 2022, she adds. When looking at inflation-adjusted dollars, 2020 was the first increase since 2014, and production expenses is forecast to increase 1.5 percent in the coming year when adjusted for inflation; by 5.1 percent in nominal terms.

Expenses such as fertilizer, interest, livestock/ poultry purchases, feed, labor, fuels and oils, pesticides and property taxes/ feed are all expected to see increased spending, with feed and fertilizer costs expected to see the largest dollar increases, she explains. Seeds and net rent spending are forecasted to decline in the coming year.

Balance sheet forecast In addition, the USDA balance sheet is another tool to determine the health of the farming sector. It provides information on the physical and financial assets and the level of debt in the farm sector, she

continues.

The balance in the forecast remains stable. The debt held by the sector has seen growth from 2013 to 2020, she notes, “But, in 2021 and 2022, the USDA is forecasting debt to fall slightly in the inflation adjusted series, by about one percent in each year.”

Farm assets and farm equity have remained relatively stable since 2014, but in 2021 and 2022 USDA is forecasting both assets and equity will decline by one percent in 2021 and then two percent in 2022 when adjusted for inflation.

“The sector’s risk of insolvency is increasing but remains historically low,” says Litkowski.

Farm businesses Farm businesses are defined as farms with gross cash farm income of over $350,000 or small operations where farming is reported as the operator’s primary operation. They represent only about half of all farms, but account for more than 90 percent of the sector’s production value, she explains.

Production agriculture in U.S. Production agriculture is the backbone of many rural economies, providing more than $450 billion gross income for farming families and agribusinesses every single year, says Moderator, Chief Economist and Sr. Director of Strategy, Research and Analytics Jackson Takach during the U.S. Department of Agriculture (USDA) 98 th Annual Agriculture Outlook Forum on Feb. 24.

“For every one dollar introduced into the farm business, two dollars of economic activity is generated through purchases at local shops, restaurants and many other businesses across the rural landscape,” he says. “In many places the agriculture economy is the rural economy. A healthy and vital ag sector is critical to the stability and well-being of communities from coast to coast. Farms are also a source for wealth and equity for millions of Americans with farmland valued at over $2.7 trillion – representing more than 80 percent of farm assets.”

Understanding the drivers of the farm economy has never been more important, Takach concludes.

“In five out of the nine regions, USDA is expecting to see higher average net cash farm income in nominal dollars in 2022,” says Litkowski. “Across all farm businesses, USDA is forecasting a two percent increase in average net cash farm income and this is consistent with the sector level forecasting net cash income will increase in 2022, in nominal dollars.”

Farm businesses in the Northern Crescent region of the U.S. will see nearly a 16 percent increase due to higher milk cash receipts.
