1.0 Background Cochituate State Park, located in the Towns of Natick, Framingham, and Wayland encompasses the approximately 683-acre water system of Fiske Pond and Lake Cochituate (herein referred to as the ‘Lake Cochituate system’). Water flows in a northerly direction from Fiske Pond into Lake Cochituate which is comprised of three distinct basins, commonly referred to as South, Middle, and North Ponds (Image 1). Due to its location and accessibility, these water bodies receive heavy recreational use, including fishing, swimming, canoeing, kayaking, rowing, water skiing, and sight-seeing.

Several invasive aquatic vegetation species; Myriophyllum spicatum (Eurasian Milfoil, E. Milfoil), Myriophyllum heterophyllum (Variable Milfoil, V. Milfoil), and Trapa natans (Water Chestnut) were first observed in the Lake Cochituate system in the early 2000s. Since this time, a variety of management efforts, including hand-pulling, suction harvesting, mechanical harvesting/hydro-raking, benthic matting, fragment barriers, water circulators and herbicides (both systemic and contact) have been implemented in Image 1. Lake Cochituate system site reference map. the Lake Cochituate system via a coordinated effort between DCR, several municipal departments, and other “Friends” groups. Due to funding and coordination of multiple stakeholders, implementation of these control efforts followed a segmented approach (i.e., control efforts were implemented per water body and varied in frequency and scale) and as such, have rendered long-term results difficult to achieve. Given each water body impacts the next, both from upstream to downstream and downstream to upstream, based on natural flow and recreational uses, respectively, implementation of a system-wide approach was needed to achieve an overall reduction of these invasive aquatic vegetation species in the Lake Cochituate system.

On October 24, 2013, Lycott Environmental (Lycott) received a Notice to Proceed (NTP) from the Department of Conservation and Recreation (DCR) to conduct an invasive and nuisance aquatic vegetation program throughout the entire Lake Cochituate system from 2014 to 2016 (contract #11514). As detailed in the NTP, the target invasive aquatic plant species, includes M. spicatum, M. heterophyllum, and T. natans, and nuisance aquatic plant species, include Potamogeton (Pondweed) spp. and Ceratophyllum demersum (Coontail). The following sections of this report serves to provide DCR and the Wayland, Framingham, and Natick Conservation Commissions with a summary of the management activities, including the permitting (i.e., Notice of Intent and License to Apply Chemicals), surveys, notifications, management activities, and diquat sampling, that occurred in the Lake Cochituate system during 2014.

Orders of Conditions (OOCs) allowing physical and/or herbicide management of invasive aquatic vegetation in the portions of the Lake Cochituate system located within Framingham (DEP File #s: 158-1074 [physical management] and 158-1075 [herbicide management]) and Wayland (DEP File #:322-643) were obtained in previous years and valid for the duration of the 2014 management season under the extended Massachusetts Permit Extension Act (the Acts).

3.0 Pre-Management Surveys Due to the large size of the Lake Cochituate system, several pre-management surveys were conducted

by Lycott during the spring 2014 season. These surveys included observations of the aquatic plant community at 283 predetermined points (i.e., point-intercept survey) and target bed identifications and served to develop management recommendations to control the invasive and nuisance aquatic plant species (as detailed above) during the 2014 season. A detailed description of these survey methods is provided in Appendix A. A summary of the pre-management survey results and management recommendations are provided in the following table. In order to maintain continuity with previous reports, the aforementioned NOI, and recent (2014) map submissions to the DCR and the involved municipalities and state agencies, pre-management survey results are separated by basin (i.e., North, Middle, South, and Fiske Ponds) in the following table.

North Pond May 21, 2014 & June 4, 2014

Survey Observations M. spicatum was not observed during the May target bed identification survey. Invasive species; M. heterophyllum and T. natans, are not typically observed in this section of the Lake Cochituate water system and were not observed at the time of this survey. During the June 2014 point-intercept survey, a few isolated M. spicatum plants were noted at the south end of North pond. Six native species were also observed at this time. Dominant plant species included Potamogeton spp., P. robbinsii (Fern-Leaf Pondweed) and P. gramineus (Grassy Pondweed), and these species occurred at 23% and 15%, respectively, of the predetermined points. Overall, vegetative coverage (of all species) was minimal (average coverage = 14%) and limited to coves and shallow, silty/sandy areas throughout North Pond (refer Appendix B maps and associated raw data) Management recommendation(s): Conduct follow-up survey to identify potential lateseason emergence of M. spicatum in North Pond. If M. spicatum densities continue to not exceed a threshold of 5% coverage (1,000 stems per acre), hand-harvesting should be employed to control the M. spicatum population in North Pond.

Middle Pond (including Snake Brook & Carling Basin) May 21, 2014 & June 4, 2014

Trace to dense (primarily dense) M. spicatum noted throughout the littoral zone (totaling ~43 acres) and three isolated, moderate to dense patches of M. heterophyllum (totaling ~0.5 acres) noted during the May target bed identification survey. Limited distributions of additional invasive species; T. natans and P. crispus, were also observed during the June point-intercept survey. M. spicatum continued to dominate the aquatic plant community and was observed at 67% of the predetermined points. Ten native species were also noted; the most prevalent species included P. robbinsii (noted at 27% of the predetermined points), P. perfoliatus (noted at 24% of the predetermined points), and Najas flexilis (Bushy Naiad) (noted at 20% of the predetermined points). A moderate to substantial amount of vegetative coverage (of all species) (average vegetative coverage = 37%) was noted throughout the littoral zone (i.e., no growth observed >14’) (refer to Appendix C for maps and associated raw data).

Management recommendation(s): Invasive aquatic plant species; M. spicatum and M. heterophyllum, exceeds a threshold of 5% coverage (1,000 stems per acre); therefore, diquat management recommended. Although not a primary management concern, additional invasive species, P. crispus, coincides with invasive Myriophyllum species and is susceptible to diquat; therefore, this species will likely affected by the proposed diquat treatment. Limited distribution and abundances of T. natans should be managed with hand-harvesting.

Trace to dense (primarily moderate) M. spicatum noted throughout the littoral zone (totaling ~83 acres), several moderate to dense patches of M. heterophyllum (totaling ~14 acres), one minute occurrence of P. crispus noted during the May target bed identification.

A pioneer infestation of an additional invasive species, Egeria densa (Brazilian Waterweed), was observed during the June point-intercept survey. M. spicatum continued to dominate the aquatic plant community and occurred at 67% of the predetermined points. Eight native species were also observed at this time; the most prevalent species included P. perfoliatus, P. robbinsii, and C. demersum, with frequencies of occurrences of 40%, 33%, and 16%, respectively. Vegetative coverage (of all species) was substantial (average vegetative coverage= 56%) and observed throughout the littoral zone (i.e., no growth observed >12’) (refer to Appendix D for maps and associated data).

May and June target bed identification surveys indicated that patchy, moderate to dense growth of M. heterophyllum was observed throughout the pond, and a two small patches (totaling ~4 acres) of P. crispus were noted in the northwestern and southeastern portions of this pond. T. natans was also observed at trace to sparse densities along the northern shoreline abutting RT-135 and the southwestern coves and moderate to dense growth was present along the northwest shoreline (totaling ~16 acres). The July point-intercept survey also noted six native species, with C. demersum dominated the aquatic plant community and occurred 87% of the predetermined points. Vegetative coverage (of all species) was substantial (average vegetative coverage= 62%) throughout the pond (refer to Appendix E for maps and associated raw data).

Management recommendation(s): M. heterophyllum exceeds a threshold of 5% coverage (1000 stems per acre); therefore herbicide management recommended. Noxious levels of C. demersum were observed and should be incorporated into herbicide management.

Limited extent and abundance of T. natans should be managed with hand-harvesting.

In accordance with the OOC, DEP File #233-717, issued by the NCC, the ‘opt-out’ letters provided the abutters to the Lake Cochituate in Natick to ‘opt-out’ of treatments (i.e., no direct herbicide application in waters 75 feet from shoreline of abutter’s property). Respondents were excluded from the 2014 herbicide management activities.

5.0 Management Activities Several management activities, including the installation of a fragmentation barrier, herbicide/algaecide treatments, and hand-harvesting were implemented to control the target invasive and nuisance aquatic plant species in the Lake Cochituate water system in 2014. These activities are listed in sequential order in the following table:

In order to apply the herbicide directly within the designated treatment areas, the application team used a GPS unit with treatment areas uploaded as tracks. While following these treatment tracks, applicators also recorded their paths as the herbicide was dispersed. Treatments were conducted by licensed Lycott staff members utilizing a specially equipped airboat. The herbicide/algaecide was dispersed through submersed hoses trailing behind the airboat.

6.0 Diquat Sampling The following diquat sampling program was submitted by Lycott (via email on May 16, 2014) and approved by the NCC (via email on June 5, 2014) prior to initiation of management: In-lake Water Sampling: In accordance with Special Condition #21, Lycott will conduct an herbicide residue sampling program. At least three rounds of samples will be collected; before treatment, 24 hours after treatment (HAT), and 72 HAT, at two locations; inside a treatment area and outside a treatment area, in each treated lake (i.e., Fiske, South, Middle, and North Ponds). Additional samples will be collected until results are at ‘non-detect’ (≤ 0.001 mg/L).

Samples will be collected by Lycott and analyzed at a State-certified laboratory.

This sampling program will allow for quantitative assessment of herbicide migration and dissipation within and outside of the treatment area. Results will be submitted to the DCR and NCC. Well Water Sampling: In accordance with Special Condition #23, arrangements will be made with the Natick Water Department to sample the Evergreen and Springvale Wells for diquat. In treatment years, samples will be collected before treatment, 30 days following each application of diquat, and in the fall following all treatments. Fall samples will be collected for two consecutive years following each year of diquat application (e.g., diquat treatment in 2014 will prompt sampling in 2015 and 2016).

Sediment Sampling: Lycott and DCR are in contact with Bob Bois and several laboratories to identify the proper analysis procedure that will fulfill the requirements set forth in Special Condition #22. We propose the following general protocol, regardless of the analytical method chosen. To determine if diquat is settling in sediments in areas in close proximity to the Evergreen and Springvale Wells, sampling will be conducted in the vicinity of the wells (i.e., within the 300 and 500 foot no-treatment buffers that have been established) and in the treatment area that falls closest to each of the well sites. Therefore, a total of four sediment samples will be collected for each sampling round.

Sampling rounds will be conducted as follows: In the first year of treatment (2014), pre-treatment samples will be collected to establish baseline conditions.

In each year of treatment, samples will be collected in the fall following all treatments in order to capture the maximum amount of diquat that may have been applied that year.

The 2014 diquat sampling program proceeded in accordance with the approved protocol detailed above. Results of the in-lake water sampling indicated that diquat concentrations were detectable at all sampling locations 24 hours and 72 hours following each treatment. In general, diquat concentrations peaked within 24 hours of treatment and rapidly decayed 72 hours following treatment. Given the characteristic rapid decay rate of diquat, the low concentrations of diquat at 72 hours following treatment (range: 0.009 – 0.012 ppm), and turnaround time for analysis (approximately one week), no additional testing was pursued beyond this sampling round for Lake Cochituate, as an additional testing would undoubtedly result in ‘non-detect’ values. Much higher diquat concentrations were reported in the Fiske Pond 72-hr samples (maximum: 0.042 ppm), and as such, an additional sampling round was conducted at 312-hr to confirm that diquat concentrations had fallen below the NCC ‘non-detect’ level (Figure 1 and Figure 2).

Well water sampling at the Evergreen and Springvale Wells remained ‘non-detect’ throughout the duration of the 2014 diquat sampling program.

Sediment sampling resulted in values below the lab’s method detection limit for all sediment samples collected prior to treatment activities, as well as the ‘Evergreen Treatment’ and ‘Evergreen No Treatment’ sampling locations following treatment activities. Diquat was detected in the ‘Springvale Treatment’ and ‘Springvale No Treatment’ samples gathered following all treatment activities; however, the diquat concentrations reported for these samples were below the lab’s practical quantitation limit. In general, low concentrations of diquat in the soil following application may be attributed to rapid absorption/adsorption of diquat by plants and suspended particulates, as well as photodegradation. Any diquat that is adsorbed to the soil is biologically and chemically inactive.

Diquat sampling locations for Lake Cochituate and Fiske Pond and associated raw data for the diquat sampling program can be found in Appendix F. 7.0 Interim Surveys Lycott conducted two interim surveys of the Lake Cochituate treatment areas and the remaining littoral zone on June 19th and August 4th. These surveys were designed to evaluate the effectiveness of the treatments and identify areas of invasive and nuisance aquatic vegetation that were minimally impacted by the treatments or re-growth in treated and/or non-treated areas. During the June 19th survey, the dominant target plant species; M. spicatum, appeared partially and severely degraded throughout the entire littoral zone (both within and outside of treatment areas) of Middle and South Ponds (Images 4 – 5). Additionally, two minute patches of degraded and algae-covered M. spicatum were noted along the northern and southern shorelines of North Pond.

By the August survey, M. spicatum exhibited a more restricted extent, and solely two plants were observed in Middle Pond, and no additional invasive species observed throughout the remainder of the Lake Cochituate. During both surveys, native vegetation species, especially Potamogeton spp. and Vallisneria americana (Tape Grass), continued to thrive in Lake Cochituate. Lycott also conducted an interim survey of Fiske Pond in conjunction with the August 18th diquat sampling round. At this time, no M. heterophyllum was observed and C. demersum was significantly reduced in extent and relative abundance (refer to Appendix B – D for interim survey maps for Lake Cochituate). Based on these observations, no additional management was pursued during the remainder of the 2014 season.

8.0 Post-Management Surveys As previously stated, due to the large size of the Lake Cochituate water system, post-management surveys were conducted over several dates during the late summer/fall season. Post-management survey December 7, 2014 Last Revision: January 7, 2015

methodology replicated the methods implemented during the 2014 pre-management surveys. A summary of the post-management survey results are separated per basin in the following table and figures.

Observations No invasive vegetation species were observed during either the Sept. 19th target bed identification or Sept. 12th point-intercept survey. The point-intercept survey also noted ten (six in June) native species, with P. robbinsii, N. flexilis, and P. gramineus dominating the aquatic plant community; these species occurred at 33%, 29%, and 15%, of the predetermined points, respectively. Vegetative coverage (of all species) increased slightly since June (average coverage: 27% in Sept. and 14% in June) and continued to persist in coves and shallow, silty areas in the pond (Appendix B) Trace M. heterophyllum spanned ~1.5 acres of Snake Brook Cove and three minute, trace to moderate patches of M. spicatum were observed in Carling Basin during the Sept. 12th pointintercept and Sept. 19th target bed identification survey. At the time of this point-intercept survey, a total of fifteen (ten in June) native species were noted; P. robbinsii, V. americana, N. odorata, and N. flexilis dominated the aquatic plant community; these species were noted at 49%, 19%, 15%, and 13% of the predetermined points, respectively. Vegetative coverage (of all species) was slightly reduced (average vegetative coverage: 36% in Sept. and 45% in June) throughout the littoral zone (Appendix C).

M. spicatum was significantly reduced from~ 83 acres to three minute patches of trace to sparse growth in the northwestern and southeastern portions of this pond. Results of the Sept. point-intercept survey reflect this sentiment; M. spicatum occurred at 67% of the predetermined points in June and 1% of the pre-determined points in Sept. No additional invasive species were noted at this time. Seven (eight in June) native aquatic plant species were also observed during the point-intercept survey with P. robbinsii, P. perfoliatus, and C. demersum dominating the aquatic plant community; these species were observed at 44%, 19%, and 16%, of the predetermined points, respectively. Vegetative coverage (of all species) was slightly reduced (average vegetative coverage: 45%) and observed throughout the littoral zone (Appendix D).

No invasive species were noted during the Sept. target bed identification and point-intercept surveys. Target nuisance aquatic plant species, C. demersum was reduced in distribution and relative abundance. Six (nine in June) additional native species persisted. Of these species, P. robbinsii and N. odorata dominated the aquatic plant community and occurred at 74% and 70% of the predetermined points. Vegetative coverage (of all species) substantial throughout the pond and relatively unchanged (average coverage = 68%) since the premanagement survey (Appendix E).

Overall, native aquatic plant species continued to persist throughout the Lake Cochituate system following treatments and in general, their frequency of occurrence increased or remained nearly unchanged after treatments. The following figures (3A-D) provide a comparison of the 2014 pre- and post-management percent frequency of occurrence for species observed in each water body of the Lake Cochituate system – North, Middle, South, and Fiske Ponds. Visual depictions of the frequency of occurrence and relative abundance during the pre- and post-management surveys for the Lake Cochituate system are also provided in Appendix B – D.

9.0 Conclusion The management activities implemented in the Lake Cochituate system effectively controlled the target invasive and nuisance aquatic plant species: M. spicatum, M. heterophyllum, T. natans, and C. demersum, throughout the Lake Cochituate system (within and outside designated treatment areas) during the 2014 season. Significant losses of targeted plant species observed in Lake Cochituate outside of designated treatments areas was somewhat unexpected. Herbicide drift is expected when applying an aqueous solution to an aqueous environment; however, concentration of diquat is quickly minimized following application due to rapid absorption/adsorption by plants, suspended particulates, and soils, and photochemical degradation. It is possible that the amount of suspended particulates within Lake Cochituate is atypically low (i.e., low turbidity). Under this scenario, diquat would persist for a longer duration, and prolonged exposure of diquat (albeit at much lesser concentrations than the recommended label rate) can impact highly susceptible species, such as M. spicatum. Similar results have been observed on other larger lake systems that have been treated with diquat in New England, although results have varied considerably from year-to-year. Techniques that can be considered to reduce herbicide drift and off-target impacts during future treatment efforts, include using lower herbicide application rates, reducing the size of treatment plots (assuming that some drift will occur), using deep-water trailing hoses to apply product closer to the bottom, and limiting the total amount of herbicide that is applied at any one time.

As stated in the 2013 final report for Lake Cochituate, contact herbicides, such as diquat, only affect the portion of the plant present within the water column at the time of the treatment. Given the historic nature of the invasive species’ infestations in the Lake Cochituate system, Lycott suspects extensive seed banks of the target species persist in these water bodies. For these reasons, it is likely that large-scale management (e.g., herbicide treatments) will continue to be warranted in the future.

In 2015, Lycott recommends adopting a similar management approach as in 2014. In short, the anticipated management program will include pre-management surveys early in the growing season (i.e., May/June) to identify target species’ distributions in order to determine the appropriate management techniques. Subsequently, management activities will be implemented throughout the growing season (i.e., June – August), with timing and frequency determined by interim survey results.

Lastly, a post-management survey will be conducted at the end of the growing season (i.e., September/early October) to evaluate the overall efficacy of the annual management program.

An additional invasive aquatic plant species, E. densa, was also observed in 2014 at a single location at the south end of Lake Cochituate (Image 5 - 6). Left unmanaged, this highly aggressive species will likely continue to proliferate throughout the Lake Cochituate system. Both hand-pulling and herbicide management techniques (e.g., diquat) may be employed to offer effective control in the Lake Cochituate system. This species easily fragments and therefore hand-pulling should only be considered when densities are low (< 1000 stems per acre) and visibility is unobstructed by poor water clarity and/or substantial native plant biomass.

Appendix A: 2014 Pre- and Post-Management Survey Protocol

2014 Pre- and Post-Management Survey Protocol Lake Cochituate System Natick, Wayland, Framingham, Massachusetts The point-intercept method was utilized during the pre- and post-management surveys. Point-intercept surveys of North Pond continued at a set of 84 pre-existing points from Lycott’s 2010 management program. Point-intercept surveys of the upper portions of Middle Pond continued at a subset of the preexisting points from Lycott’s 2013 management program. Point-intercept surveys throughout the remainder of the Lake Cochituate system (i.e., remainder of Middle Pond, Carling Basin, South Pond, and Fiske Pond) were based on a 100-m grid within the littoral zone. This resulted in the establishment of 91, 85, and 23 pre-determined points in Middle (including Snake Brook and Carling Basin), South, and Fiske Ponds, respectively.

These point-intercept surveys were supplemented with an inspection of the entire littoral zone to identify beds of the target species. This ‘bed identification’ method, detailed below was employed each time Lycott visited a pond so that any new growth of the target species may be identified and targeted for management as soon as possible.

Point Intercept Method Lycott biologists surveyed each water body using the aforementioned survey points uploaded to a GPS unit. The following data will be collected at each of the survey points: Water depth Species present Relative abundance of each species Total percentage of cover Biomass index Percent of target species

Species Identification The rake toss method, based on protocols developed by Cornell University, was used to retrieve submersed aquatic vegetation from either side of the survey vessel. Two rake tosses will be carried out at each point; one on either side of the survey vessel. Each species found on the rake will be identified and recorded. Plant species observed in the immediate area, but not found on either rake toss was also recorded. Any species not readily identified in situ was placed into a plastic bag labeled with the data point number and preserved for further analysis. Once all species were recorded, the most prevalent species was noted as dominant for later use in presence/absence maps.

Relative Abundance The abundance scale, developed by the US Army Corps of Engineers and modified by Cornell, was used to categorize total growth.

Target Species Bed Identification In order to identify target species bed perimeters, a boat was used to navigate around the pond while surveyors recorded the visual density of each bed. A GPS unit was used to track the boat as it moved around plant beds.
