Creating a Mississippi River aquarium by taking fish right out of the river is allowed in some areas, but it isn't always easy. Every state has its own rules, even when they cooperate in designing and enforcing fishing regulations on the waters between them. In Minnesota, kids can do it, but adults can't. In Iowa, anyone can.
