As we welcome the new year, I sincerely hope that everyone enjoyed the holiday season and had a chance to relax a bit with family and friends. It seems to come and go so fast each year, but New Year’s always presents the opportunity to reflect on the past season and look forward to the coming one, both in life and of course in business. During this “slow” time in our industry, the preparations for 2025 commence, although I am not sure there really is a “slow” time anymore.

I always think it is prudent to look back upon the past year, hopefully realizing both successes and failures, and formulate the future battle plan. Speaking as a Garden Center, business was up a bit, although the fall season was slower than anticipated. I am hoping the other segments of our shared industry had a successful 2024 as well, as we are all interdependent in many respects. For our customers, the cravings for all things natural, plants that are low maintenance/ drought tolerant, growing anything edible and the protection of our pollinating friends were front of mind trends, and I certainly don’t see that changing in 2025.

WSNLA Mission: To support the success of our members through advocating, educating & promoting the horticulture community.

After talking with many others in our industry, I realize that we are all somewhat cautious in the current climate and economy, but please stay grounded and positive for 2025. Our industry is so unique to me as we all have products and services that both beautify our planet and make our customers smile. We are all interconnected in horticulture, and our businesses depend on one another in many ways. Sharing ideas, successes, and yes, failures as well, helps us all. This is one aspect I have always appreciated about the horticulture industry without a doubt.

Be sure to utilize resources provided by the WSNLA staff like the Resource Guide, Member Directory, and Special Edition Directory. Knowing the businesses that belong to and support the WSNLA is important, and these resources allow all members to communicate and connect when needed. Reach out to a colleague and talk shop and share ideas as promoting collaboration assists us all. As members, remember you are all helping to both support and protect our industry, watching out for all the WSNLA community statewide. Help us to promote membership, certification and continuing education, then utilize all the knowledge we collectively have to help

the next generation to thrive.

All of us involved with the WSNLA wish all of you nothing but the best in 2025. We hope you will continue supporting the WSNLA and our mission with your membership, perhaps even choosing to get involved. All of us on the Board of Directors are here to help, and Breanne and Holly in the office are available to support you and your business in anyway they can.

WSNLA has been there for all of us, working tirelessly to promote our industry and safeguard our interests. Leaders in Advocacy Grassroots Advocacy & How to

Use Your Voice.

In today’s world, where pressing issues—be they social, environmental, political, or economic—demand our attention, grassroots advocacy has emerged as one of the most powerful tools for driving meaningful change. Grassroots movements are led by ordinary people, often on the local level, who come together to influence public opinion, shape policy, and mobilize action. What sets grassroots advocacy apart is its foundation in community-based action, a belief in the power of collective voices.

WSNLA Is Your Industry Advocate. For over 85 years, WSNLA has been advocating for member businesses and the horticulture industry in Olympia, across Washington State and nationally in DC. Relationships, locally and nationally, built over the longterm support these efforts. At the heart of these efforts is the collective voice of member businesses that shape the face of the industry, and work together to voice concerns or support on issues with impacts to your business.

Lobbying is a critical component of grassroots advocacy. Reaching out to local, state, or national representatives is an effective way to communicate the urgency of the issue you’re addressing. WSNLA continues to be leaders in advocacy with our Lobbyist Jesse Taylor working for you in Olympia. From time to time, your voice is needed to bolster these efforts.

Whether using your voice at town halls, public meetings or testifying to committee on proposed legislation, here are tips on how to use your voice effectively:

When Contacting Elected Officials Be Clear and Concise:

When advocating for a cause, clarity is key. Whether you’re writing a letter or email, speaking at an event, or posting on social media, make your message simple and direct. Highlight the issue and what action is needed.

Personalize Your Story:

People respond to personal stories. Sharing how the issue directly affects you or others within your community can humanize the cause and build empathy. Personal narratives are powerful tools for emotional connection and can be more persuasive than statistics alone.

Speak from a Place of Empathy and Respect:

Grassroots advocacy is most effective when it fosters inclusivity and respect. Speak in ways that encourage dialogue rather than alienating others. You don’t have to agree on everything, but focusing on shared values can help build a stronger coalition.

Extend an Invite to Tour Your Business:

Extending an invite to tour your business is an effective way to educate local and state representatives about your business, it’s unique elements, challenges and positive impacts on community.

With strength in numbers, WSNLA is dedicated to advocating for your business. WSNLA Legislative Updates are emailed weekly to WSNLA member businesses. Watch your email inbox and be sure to share your thoughts, concerns and support on proposed legislation with WSNLA and your legislators.

WSNLA’s business membership includes a diverse community of large and small growers, garden centers, landscape professionals and suppliers. It is the intent of WSNLA Board of Directors to ensure legislative activities focus in on overarching WSNLA member needs, while effectively balancing the diversity in business scale and location. To that extent, the following priorities have been identified, with member input, to guide and strengthen WSNLA legislative and regulatory activities throughout the State.

WASHINGTON STATE NURSERY & LANDSCAPE ASSOCIATION LEGISLATIVE PRIORITIES

Washington Nursery and Landscape Association supports stewardship of the land and the plants and trees that grow upon it.

Our priorities include:

• Promoting a positive business climate for growing and marketing plants and landscape services.

• Protecting our industry from burdensome regulation, taxes and fees.

• Working in a bipartisan manner and focusing on results.

• Ensuring policies are reasonable and based on sound science.

WSNLA will coordinate with other affiliated professional organizations to support our members on agricultural and environmental issues such as:

• Water availability, management & quality

• Urban planning and the inclusion of green spaces

• Pesticide regulation

• Open space taxation

On general business issues, WSNLA will focus on impact to members. Such issues include but are not limited to:

• Labor: availability, training, minimum wage, workers comp, health care, benefits

• Simplifying business regulation including streamlining local jurisdiction business licensing

• Taxes

MEMBER NURSERIES INCREASE SALES

THROUGH CITY TREE CERTIFICATE PROGRAMS

Washington State Nursery & Landscape Association (WSNLA) administers Tree Certificate Programs with the following Cities: Lynnwood, Kirkland, Mercer Island and Brier. These programs are a great way to bring new customers into your nursery.

The City’s customer applies for and is approved for tree certificate(s) to add tree canopy to their property and reduce runoff. Then the City issues the certificate(s) to the customer. The customer can redeem the tree certificate(s) at any WSNLA member nursery. Customers are directed to GardenWashington. com to find member nurseries near them.

These programs offer opportunities to develop new customer relationships and provide add on sales. WSNLA nursery members report increases in tree sales from them. Each program varies, but in general, the certificates must be redeemed within the calendar year issued or within a year of issuance. Clear instructions for what is covered are included on the back of every certificate. You apply the certificate like you would a gift card, including covering sales tax. Complete the info asked for and mail them along with an invoice to the WSNLA office. WSNLA collects the certificates, does bulk invoicing on your behalf and reimburses you for them.

WSNLA also has Tree Certificate Programs with Seattle City Light and Snohomish County PUD. Snohomish and Island County WSNLA member nurseries are the only ones allowed to redeem PUD certificates.

The WSNLA mission is to grow the success of your business through protecting, promoting & educating the horticultural community in Washington State.

Washington State Nursery & Landscape Association is a trade association that represents the interests of businesses within the horticulture industry. The association was formed in 1902, and incorporated in 1937, to promote the shared goals of their members, which include advocacy, setting industry standards, providing networking opportunities, offering training and education, and promoting best practices.

Today, WSNLA continues to invest in these shared goals. Here’s how WSNLA is working for your business:

1. Advocacy: WSNLA represents the interests of members in front of government bodies and regulatory agencies, advocating for policies that benefit the industry or profession. WSNLA Lobbyist Jesse Taylor is our eyes and ears in Olympia and reports weekly through legislative email updates. Your voice in WSNLA’s advocacy effort is most valued. Please share your concerns about legislation and regulations impacting to your business.

2. Networking & Collaboration: In 2025, WSNLA is planning several opportunities for members to connect with other like-minded industry professionals and businesses, fostering collaboration and partnership.

3. Education & Training: WSNLA prrovides resources, webinars, and trainings to help members stay updated on industry trends and enhance their skill. The Certified Professional Horticulturist and ecoPRO Certified Sustainable Lanscape Professional carry industry standards, codes of practice, and guidelines to ensure quality best practices and professionalism across the industry.

4. Industry Research & Information Sharing: Through representation on committees and commissions, WSNLA works to ensure locally focused, scientific based research addresses industry challenges and concerns, providing members with critical insights, trends, and forecasts that can help inform their business decisions. In 2025, WSNLA will continue to help establish the WSU Gary Chastagner Endowment.

5. Public Relations: WSNLA promotes and shapes the industry’s image with messaging regardingt he benefits of plants, trees and value of landscapes, addresses misconceptions through customer education campaigns, and highlights professionalism through the shared best practices to the public and policymakers.

In 2025, WSNLA - through advocacy, promotion & education - continues to support the success of your business. With that mission in mind, the WSNLA Board of Directors, committees and task forces continue to provide strategic leadership and innovative ideas to advance the above shared industry goals. State Certification Programs: Providing Grapevine & Fruit Tree Growers With Healthy Planting Stock

Four years ago, the Washington State Department of Agriculture’s Nursery Research Funding Program awarded the Washington Wine Industry Foundation and the Clean Plant Center Northwest monies for a project called “Building Awareness of State Certification Programs for Fruit Tree, Grapevine and Hop Planting Stock”. The funds from the multi-year grant have been used to promote awareness and increase nursery and grower adoption of certified planting stock and to clarify industry confusion between planting stock that is clean, registered, and certified. Below please find more information on WSDA’s Fruit Tree Registration & Certification Program and Grapevine Certification Program.

The Washington State Department of Agriculture Plant Services Program administers eight planting stock certification programs for various crops, including seed potatoes, grapevines, fruit trees, hops, mint, garlic, caneberries and strawberries. The Program also regularly surveys pests and diseases in Washington nurseries.

FRUIT TREES: Since the 1950s, the WSDA Fruit Tree Registration and Certification Program has served Washington’s $2.4 billion* apple, pear, and cherry fruit production system ensuring healthy, virus-tested planting stock for fruit tree nurseries.

WSDA virologists monitor trees in several different ways including visual inspection, greenhouse indexing, field indexing, and molecular testing so participating nurseries can produce certified G4 trees for wholesale and retail sale. The certification program manages over 90,000 registered G2/G3 pome and stone fruit mother trees, so that millions of certified trees and rootstocks are produced annually by 14 nurseries enrolled in the voluntary WSDA program.

The WSDA program is co-located with the Clean Plant CenterNW in Prosser Washington on the campus of WSU’s Irrigated Agriculture Research & Extension Center. WSDA collaborates with this National Clean Plant Network center as a source of fully tested G1 foundation material entering the certification program. WSDA maintains a state-of-the-art, 45,000 square foot virus-indexing greenhouse at Prosser, as well as a molecular lab, nematology lab, and field plantings of seed source trees.

The program relies on bud wood and rootstocks that have been tested for known viruses. By isolating the G2/G3 registered mother block plantings from non-certified stock, excluding virus vectors and controlling broadleaf weeds, the risk of infection with local regionally occurring viruses is greatly reduced. Planting WSDA-certified trees can mean growers have longer lived, higher yielding orchards. Certified G4 trees also give Washington nurseries export access to foreign markets for their nursery stock, which must meet rigorous international requirements for pest freedom.

GRAPEVINES: The availability of virus-tested grape planting stock is important to the success of vineyards and the wine industry in Washington state which is valued at $9.5 billion** in annual instate economic impact.

WSDA’s Grapevine Certification Program was established in 2002 and now inspects and tests over 200,000 registered G2/G3 mother vines at participating nurseries each year. All mother vines in the program must be sourced from clean, virus-tested G1 foundation material maintained at a National Clean Plant Center. The program requires isolation distances from non-certified stock at nurseries, vector control, and annual molecular testing of registered G2/G3 mother vines for Grapevine leafroll-associated virus 3 (GLRaV-3) and Grapevine red blotch virus (GRBV), plus a subset of samples are tested for Xylella fastidiosa. Each year, millions of certified vines are produced by four nurseries in the program and sold to vineyards and retail nurseries domestically and internationally as own-rooted vines or grafted vines (if the source rootstock is from a certified source).

The Clean Plant Center-NW at Prosser serves as a source for virus-tested G1 foundation grapevine material. These G1 vines are maintained in insect-proof screenhouses and tested regularly to ensure they are clean and virus free. Cuttings from G1 vines are used to establish registered G2/G3 mother vines at nurseries enrolled in the certification program.

The WSDA Grapevine Certification Program collaborates with WSU to conduct annual molecular testing of the registered G2/G3 mother vines for regional viruses of concern to the industry with samples submitted by participating nurseries as well as WSDA inspectors.

In addition, grape growers in Washington are protected by a state quarantine (WAC 16-483) that requires all out-of-state origin grapevines be produced under a certification program and found free of certain pests and diseases. Currently only Oregon and California have certification programs that meet Washington’s quarantine standards.
