Waterloo Region Community Foundation (WRCF) is situated within the traditional territory of the Attawandaron (Neutral), Anishinaabeg, and Haudenosaunee peoples. The territory is within the Between the Lakes Treaty Lands of the Mississaugas of the Credit and within the Haldimand Tract, lands granted to the Six Nations of the Grand River (Haudenosaunee) in 1784. We recognize that Waterloo Region today is home to a diverse population of First Nations, Inuit, and Metis people. WRCF is committed to understanding the impact of settler colonialism on the Indigenous experience in order to envision and co-create collaborative, respectful paths together in mutuality and reciprocity.

In 2025, we learned again that the path from idea to impact begins with the willingness to try, especially when the way forward feels uncertain. And we were reminded that connections within communities and between communities will continue to be critical as we make our way into 2026 and beyond.

This past year, Waterloo Region felt the weight of change. It was felt in the growing struggle to find a home, in the rising cost of daily life, and in the widening gaps that too many residents navigate. Yet even as challenges deepened, so did the determination of those working to strengthen our community. We witnessed sparks of imagination in unexpected places and moments where courage and care came together to create possibilities. In 2025, we learned again that the path from idea to impact begins with the willingness to try, especially when the way forward feels uncertain. And we were reminded that connections within communities and between communities will continue to be critical as we make our way into 2026 and beyond.

One of Waterloo Region Community Foundation (WRCF)’s most intensive undertakings this year was the release of another Waterloo Region Vital Signs® Report, this time a region-wide examination of social infrastructure. The findings were clear: people want more opportunities to connect, but barriers related to affordability, transportation, and access to space often stand in the way. These insights shaped much of our work in 2025 and guided where we focused our time, our partnerships, and our imagination.

That spirit of imagining new solutions was reflected in our partnership with Kitchener-based Gambit Technologies on an AI-for-Good Venture Studio. Rather than experimenting with technology for its own sake, we explored how emerging tools could help address very human challenges. One idea that emerged from this exploration was GatherWR.ca, a platform to help residents and organizations find places to meet, host events, and build community. Early engagement confirmed what Vital Signs® highlighted: people want to come together, but they need accessible and nearby spaces to do so. Although still evolving, GatherWR is already helping us understand how and where people seek connection.

We also explored new pathways for community participation through WRGive, a six-week crowdfunding pilot that raised nearly $50,000 for eight projects focused on building social infrastructure. While WRGive will not continue in its original form, the pilot offered valuable lessons about what motivates local giving and how we might broaden community engagement in the future.

These experiments happened alongside our core responsibility as stewards of community resources. In 2025, WRCF distributed $7.6 million in grants to 434 organizations, continued managing 20 endowments for local charitable partners, and welcomed 18 new funds. With $7.85 million in new donations and an 11.4% investment return, our assets grew to $179 million, strengthening our long-term stability and ensuring resources remain available to support local priorities for generations to come.

We would be remiss not to thank the Board, team, and volunteers who help us turn ideas into impact. We simply could not do this work without them. We would also like to extend a special thank you to Mike Braga, whose term on the Board will be ending.

As Chair of the Board of the Cambridge & North Dumfries Community Foundation, Mike helped lead the unification process to create WRCF. He has since served as the inaugural Vice Chair, then Chair, and now Past Chair of WRCF. Mike’s leadership and commitment to the community were invaluable in setting the future direction for WRCF.

As we look ahead, we remain committed to combining wise stewardship with thoughtful innovation. We will continue to test ideas that respond to real needs, strengthen approaches that work, and learn from those that do not. Our region’s challenges are significant, but so is our shared capacity for creativity, curiosity, and care.

Our Impact on Social Infrastructure

Social Infrastructure is the system of shared places, experiences, and resources that enable people to build trust and form meaningful connections. This section of the report highlights some of the ways Waterloo Region Community Foundation (WRCF) advanced social infrastructure across Waterloo Region in 2025. We hope this snapshot gives you an idea of the breadth of work we are doing and the range of organizations we are supporting, all in an effort to ensure our communities are equitable, connected, and sustainable; and people are thriving.

If we can create enough social infrastructure, we can deepen our understanding of one another, build more trust, and increase our sense of belonging and safety beyond our typical boundaries. It allows us to be a community that can come together to do big, important things.

Granting Impact

In 2025, WRCF provided $1.7 million in funding through three of its grant streams: Arts Grants, Community Grants, and Racial Equity Grants, to 84 local organizations to support projects and initiatives focused on social interactions that would strengthen the social infrastructure within and across Waterloo Region. This funding included support from WRCF Fundholders, donors, and through a partnership with Trinity United Church (Kitchener) to support Community Grants.

The activation of spaces through programming has the ability to bring people together to create engagement, opportunities for learning and growth, and improved social cohesion within our community(ies).

Hubs,Havens,andHangouts: WhereSocialInteractionsAre MadeTangible

On May 7, 2025, WRCF hosted a Do More Good Dialogue focused on Hubs, Havens, and Hangouts: Where Social Interactions Are Made Tangible. The session shared insights on a framework created by Gehl Studio, which focuses on three types of activated spaces: Hubs, Havens, and Hangouts. Speakers included Eamon O’Connor, Senior Project Manager at Gehl Studio, Oluseun Olayinka, Executive Director at Adventure4Change, Lisa Stocco, Manager of Strategic Communications and Environmental Education at Grand River Conservation Authority, and Nathan Stretch, Senior Manager, Community Development and Insights at Kitchener Public Library.

One strong example of social infrastructure is community gardening, which creates a safe, accessible space for all ages to connect and collaborate.

Social infrastructure, like gardening, requires diligence and intention, but the fruits of these labours are already revealing themselves.

It’s not just a garden but it’s also a space where positivity thrives and where I feel truly connected, to the land and not only to nature but also to the community around me.

CultureTalks&MidtownConversations

Culture Talks, hosted by Kitchener-Waterloo Art Gallery, convenes conversations between artists, architects, designers, city builders, and urbanists, shining a light on exemplary buildings, public art projects, placemaking, and the public realm.

One Million Neighbours: Strengthening Neighbourhoods Together

As Waterloo Region grows to one million residents, will every neighbourhood have the services and supports people need to thrive?

In 2024, One Million Neighbours Waterloo Region was formed to connect neighbours with nonprofits and grassroots groups. Their purpose is to build effective coalitions across urban, suburban, and rural communities. With funding provided through WRCF, in 2024 and 2025 they hosted 8 roundtable discussions with over 100 participants, and published a vision document that identified common priorities and a future vision organized around 15 inter-connected themes. In 2026, they created a Neighbourhood Services Map that shows the level of access to services at the neighbourhood level across Waterloo Region.

Strengthening Our Community Through Connections

Strong social infrastructure starts with human connection. It’s built through trusted relationships that foster long-term health and wellbeing, increases social cohesion and inclusivity, and drives economic and community benefit. But how do we create and sustain these connections?

On September 18, 2025, WRCF invited people from across our communities to attend a Do More Good Dialogue event: Strengthening Our Community Through Connections, where we welcomed keynote speaker Pete Bombaci, Founder & CEO of GenWell: The Human Connection Movement. His presentation was followed by a fireside chat with WRCF’s President & CEO, Eric Avner.

Across Waterloo Region, many of the places and experiences that once connected us are under strain or disappearing altogether. However, within these challenges lies an opportunity to renew, reimagine, and rebuild the social infrastructure that can help our communities thrive.

WaterlooRegion’sVitalSigns®

Advancing social infrastructure across Waterloo Region is critical to ensuring our communities are equitable, connected, and sustainable; and that people are thriving. As a result, WRCF has researched and created the 2025 Waterloo Region Vital Signs® Report, focused specifically on this area.

Released in September 2025, the report brings together data, insights, and lived experiences to show where the social infrastructure in our region is thriving and where gaps remain.

The data shows us:

• No other metropolitan area in Canada has been growing – and changing – as quickly as Waterloo Region, driven by young adults, racialized groups, and a steady influx of people seeking opportunity and a place to put down roots. We’re now the youngest metropolitan area in the country.

• Neighbourhood satisfaction was lower in Waterloo Region than the rest of Canada, driven by those 45 and under, and those in the bottom half of the income distribution.

• Waterloo Region has a long tradition of investing in strong social infrastructure – from parks and libraries to cultural institutions and community spaces. This report presents growing evidence that these assets are vital to wellbeing and belonging. It also highlights that the investment in social infrastructure hasn’t fully kept pace with growth, change, or recovery.

• The region’s rapid transformation has created real pressures – but the report points to where investments and action can make the biggest difference.

For families experiencing displacement, migration stress, or racial exclusion, parks can offer sanctuary. Community by Design: Exploring Social Infrastructure in Waterloo Region

Pilots that Strengthen our Social Fabric

Every pilot is a chance to listen, learn, and build solutions with our community — turning shared ideas into meaningful actions.

We believe it is important to try new ideas — big and small. This year’s pilots gave us a chance to learn, to listen, and to work with others to create solutions to address particular community needs — from finding places to gather with people as a way to improve social infrastructure, to creating a one-stop hub for charities looking to find funding opportunities to support their programs and initiatives. Some of these pilots were one-time activities, while others grew into initiatives that we hope will continue to make an impact.

Changemaker Studio: The Creation of GatherWR

In Fall 2024, Gambit Technologies launched the Gambit Changemaker Venture Studio, a program created to empower passionate changemakers – individuals and nonprofits – who are focused on solving real-world problems through AI and technology. WRCF supported this program financially and participated in the inaugural round.

On February 25, 2025, Gambit hosted Changemakers Demo Day: AI For a Better World. This event featured pitch presentations from seven groups of changemakers showcasing their concepts to harness AI to deliver impactful support on a larger scale.

At that event, WRCF pitched GatherWR – which launched in May 2025.

GatherWR is an innovative AI-driven tool that provides a simple way to discover places and spaces to come together in Waterloo Region.

Whether you need a spot for a celebration, neighbourhood meeting, book club, information session, or picnic in a park – GatherWR has been designed to help you find the right in-person gathering space quickly and easily.

Pilots that Strengthen our Social Fabric

Supporting Neighbourhoods: LoveMyHood

Neighbourhoods have the ability to bring people together and strengthen their connection to the community they call home. With funding through the Lyle S. Hallman Fund, WRCF is in year three of testing a five-year pilot program in neighbourhoods across Waterloo Region. This pilot uses participatory granting, which puts funding decisions in the hands of the groups directly involved in the projects.

In 2023, the first year of the pilot program, funds were distributed in Cambridge, working with the Cambridge Neighbourhood Associations. In 2024, WRCF partnered with the Engage Rural collaborative, working with eight local health and service agencies from the townships.

In 2025, funds were allocated to the City of Kitchener’s LoveMyHood Matching Grant program, which supported seven projects across the city:

• Edmund Green Restoration

• Garden at Queensmount

• La Petite Bibliotheque: Tables and Tales along The Country Way

• Sandhills Ping Pong Rally

• Suns in Bloom: An SJPII Pollinator Garden Project

• The Right to Fitness Franklin

These past few years, we’ve seen not only an increase in the number of applications but also a growing demand for larger neighbourhood capital projects. From basketball courts and playground structures to a disc golf course, and more, residents are bringing forward creative ideas that enhance our shared spaces.

WRGive:SupportingSocialInfrastructure inWaterlooRegion

WRGive was launched as a pilot project following the release of WRCF’s 2025 Vital Signs® Report. The online giving platform was designed to connect donors with projects that help build a stronger, more connected Waterloo Region.

The eight projects featured in WRGive were directly tied to themes in the report, offering a tangible way for community members to take action.

Between September 24 and October 29, 2025, our community raised approximately $50,000 through this pilot.

Everyone has issues or causes they care about that have impacted their lives or the lives of friends, family members, or others in our community. Waterloo Region Community Foundation (WRCF) works with our Fundholders to understand how those issues or causes tie into their philanthropic goals and provide options to help them make an impact now – and in the future.

Celebrating 25 years of Impact across Waterloo Region

WRCF’s largest donor has made huge impacts by contributing almost $27 million to funds at WRCF

Michael Barnstijn and Louise MacCallum, who started The Musagetes Fund 25 years ago, are passionate about making the arts and the environment more central and meaningful in people’s lives, to create a healthier, more beautiful, and equitable world.

They are leaders among a new generation of philanthropists, actively involved in numerous charitable organizations, and deeply committed to creating a socially just, environmentally sustainable world with art leading the way. Their passion for the arts and conservation has left a lasting impact on our communities and the environment.

In 2000, Michael and Louise made charity history by donating $13.4 million to Waterloo Region Community Foundation (WRCF), which at that time was the largest gift ever made by a living donor to a Canadian community foundation. Half of the funds were used to establish The Musagetes Fund. The other half went to WRCF’s Community Fund, supporting organizations in every area of our communities. Over the years, their donations to WRCF have grown to nearly $27 million.

“From their very first grant of $20,000 from The Musagetes Fund, to assist with accessibility of the Eden Mills and District Community Club, to a recent grant of nearly half a million dollars to support the work of the rare Charitable Research Reserve, and over 500 grants in between, their generosity has made an incredible impact across Waterloo Region,” WRCF’s President & CEO Eric Avner said while marking the 25th anniversary of The Musagetes Fund.

Their contributions to the arts and conservation in Waterloo Region have been immense. So far, The Musagetes Fund at WRCF has provided over $7.4 million in grants to the local community. And, because they had the foresight to establish an endowment fund, it will continue to provide grants forever. In addition to their annual grants, Michael and Louise have further supported the community with over $10 million in flow-through grants.

Despite the huge contributions Michael and Louise have made to the arts and conservation in Waterloo Region, very few people know of the significance of their philanthropy. This is a tribute to their generosity of spirit, wanting to draw attention to the work, not to themselves.

In December 2024, they were named members of the Order of Canada. Administered by the Governor General’s Office, the Order of Canada is the second-highest honour after the Order of Merit. This award was given in recognition of the role they have had in building the local community and its impact nationally. And in 2025, 25 years after The Musagetes Fund was established at WRCF, we also want to recognize them as supporters in our community, and individuals who have advanced the work WRCF has been able to do and will continue to do across Waterloo Region.

The Musagetes Fund’s commitment to the arts stems from the understanding that art is a fundamental building block of a community and its unique culture. The goal for Musagetes is to help make art an integral part of people’s lives. This fund furthers that vision by championing local talent, creating space for different points of view, and supporting opportunities for connection through the arts.

For MNP, charitable giving is ‘part of our values’

National firm making an impact in Waterloo Region through WRCF’s Community Fund

Accounting firm MNP describes itself as being national in scope and local in focus.

That includes Waterloo Region, which is home to about 120 of the national company’s nearly 10,000 employees.

Being local in focus extends beyond the accounting, consulting, tax, and digital services it provides. Charitable giving has played a significant role in MNP’s ethos throughout its nearly seven decades in business coast-to-coast.

“It’s part of our values and our way of doing things,” said Rohit Aggarwal, MNP’s Regional Managing Partner in Waterloo Region. “It is not something that is just for business. It’s part of who we are — and we do this consistently.”

The company’s approach to giving is not of the oneoff variety. MNP focuses on providing sustainable, year-round support to those in need with the goal of helping the community prosper.

‘Beyond just a campaign’

“We support the communities where our people live, work, and play, or raise their families. When our communities thrive, we thrive as well,” Rohit said, referring to an internal saying at MNP. “Every effort we make individually or as a team, for us, should go beyond just a campaign.”

MNP puts its beliefs into action and recently established the MNP Community Fund, a fund within Waterloo Region Community Foundation (WRCF)’s Community Fund. The Community Fund is flexible year after year, and funds go to shifting areas of need in the community — including

future needs that often can’t be anticipated when the fund is established. Grant decisions are made through a committee comprised of local volunteers from diverse backgrounds. This process is managed through WRCF, taking the burden of decision-making off the Fundholder and making it easy for them to create meaningful impact in the community they love.

‘Trust’ is key to the process

“This reflects how we trust WRCF, and how we trust their process of allocating those funds and evaluating who is in need,” Rohit said. “We believe that community needs evolve year over year. This way, we are supporting whatever is needed for that period, that time.”

“This fund is not about MNP, it’s about a collective effort,” Rohit added.

Each year, MNP holds an employee giving campaign. Employees and the employer raise money for the fund over three weeks. Each campaign comes with unique messaging. Last year was ‘small acts, big impact’ — meaning every donation matters, big and small. Included among the various activations was a lunch-and-learn event where employees got a glimpse into WRCF and where their donations were ultimately going. Throughout the campaign, employees made donations while participating in various games and activities in the office. MNP, and even some of its more senior employees, then matched donations.

“We focused on helping with what you can, because in the end, as a team, as a group, as a community, every effort is meaningful,” Rohit said.

MNP’s long history of giving back in the community goes beyond dollars and cents. Company representatives regularly volunteer their time and expertise in the community and champion causes that promote equity, inclusion, and social wellbeing. Every year, team members are encouraged to use working hours to volunteer at local organizations, witnessing firsthand the impact of their contributions.

The company’s efforts to give back bring a “sense of pride, a sense of belonging, and a sense of responsibility,” Rohit said, and he believes it’s a “shared feeling between all team members” at MNP.

He added: “If the MNP Community Fund can minimize the gap between what is needed and what we are able to collectively fund... then it’s doing its job.”

Rohit encourages anyone mulling over the idea of creating a fund to spring to action.

“Don’t wait for the perfect timing, or to have a perfect initial amount to establish your fund,” he said. “Start with whatever you have because it will grow over time. And it will grow over time because people will be more involved.”

Partnering with WRCF “allows you to focus on your corporate values while they handle the structure and manage all the fund allocations,” he added. “We hope that this inspires others to join us in making this a shared community experience.”

‘Meaningful role’: Dr. John Moffat remembered for his many contributions to Cambridge

New fund will support Cambridge Symphony Orchestra for years to come and serve to strengthen Dr. Moffat's legacy as a community builder

As a general surgeon in Galt, Dr. John Moffat dedicated nearly 40 years to enhancing the physical wellbeing of others.

The desire to help those around him extended far beyond the walls of the operating room, however, as evidenced by his life spent in community service.

Whether it was helping establish the annual CanAmera Games, the Galt Rotary Club, the Cambridge & North Dumfries Community Foundation (CNDCF), or his involvement in countless other organizations, his contributions were as towering as his physical stature.

Dr. Moffat died on December 31, 2025. He was 95.

“Amazing community builder,” said Jane Neath, who served as Executive Director of CNDCF from 2000-2013 while Dr. Moffat served as Chair.

“Quiet leadership that you want to follow,” said Tom LeBrun, one of the original board members along with Dr. Moffat, who helped establish CNDCF in 1998.

Added longtime friend Dr. Michael Lawrie: “John was a leader in the community in so many capacities — the highest of which was being an amazing surgeon for 40 years. People that he saved and the quality of life that was improved because of his skills, I think, was the cherry on the top of his offerings and service to community.”

He did it all while devoting himself to his beloved wife of 67 years, Dolores, and their six children.

“I tend to like beautiful things,” Dr. Moffat said in a conversation before his passing in December 2025. “Gardens and music, and I had a beautiful wife.”

JOHN H. MOFFAT FUND

Dr. Moffat made plans to ensure his contributions to Cambridge continue long after his passing. Through Waterloo Region Community Foundation (WRCF), he established the John H. Moffat Fund in 2025. With a Designated Fund through WRCF, Fundholders can choose the charities they wish to support upfront, and annual grants are made to them on a perpetual basis. In Dr. Moffat’s case, he chose to support the Cambridge Symphony Orchestra (CSO), establishing the fund through a donation of securities.

CSO is a community orchestra with a small budget. It typically attracts audiences of 200-400 to its yearround performances at venues such as Tapestry Hall, the Hamilton Family Theatre, and various other churches and halls in the area.

This ongoing gift will be a valuable one for CSO, which, like many orchestras, has been faced with financial and other challenges over the years.

Dr. Lawrie, who serves as CSO’s Board Chair, said they “now have great confidence in our future” and “even more” confidence thanks to Dr. Moffat’s contribution.

“It’s vital to us growing and to us being sustainable. Having it like an annuity so that we would be guaranteed a certain amount of cash flow each year is just a great, great relief,” he said of the ongoing gift.

Through WRCF, Dr. Moffat and his extended family previously established the Moffat Family Endowment Fund. That Donor Advised Fund has supported a variety of initiatives and beautification projects throughout Cambridge over the past 20 years.

In choosing who he would like to support through the new John H. Moffat Fund, Dr. Moffat said he was attracted to the familiarity and comfort of the local orchestra.

“I trust Mike Lawrie with my life, so I thought I’d certainly trust him with my money,” he said. Working with WRCF presented similar comfort.

“I like passing it through WRCF because they invest well, in my opinion,” Dr. Moffat said. “It’s nice to see that it’s augmenting a bit while it hibernates.”

Asked what he hopes his gift to the orchestra might help achieve, the doctor said he’d like to see more children have opportunities in music.

“I would just hope they survive forever and provide music education for the kids because there must be kids who are gifted that we’re missing,” Dr. Moffat said. “I would just hope in the long run that there would be more interest in music.”

FOREVER ACTIVE IN THE COMMUNITY

Dr. Moffat’s ongoing gift through the John H. Moffat Fund falls in line with his lifelong dedication as a builder in the community.

When he was awarded Cambridge’s Citizen of the Year Award in 1973 by the Civic Service Club, it was not by accident. Dr. Moffat served on the Wilfrid Laurier University Board of Directors from 1977-1983, including as Chairman in 1982-1983.

In 2005, he was inducted into the Cambridge Sports Hall of Fame in the builder category for his efforts with the Can-Amera Games. Started in 1972, the friendly youth sports competition between Cambridge and Saginaw, Michigan, bolstered sports and area facilities through to its final year in 2006.

Dr. Moffat was a founding member of the Galt Rotary Club in 1964 and was also involved in the PROBUS Club of Cambridge.

If there was a way to make a positive mark on his community, he’d be there.

“All of these things were kind of fun to do,” Dr. Moffat said. “Each one was enjoyable at the time.”

SETTING A FOUNDATION

Dr. Moffat and his family were well-known around town. Combined with a knack for socializing and a passion for bettering the community, the traits served him well in his leadership role with CNDCF.

“Not only did he know an awful lot of people from his involvement in the Cambridge community, but he also had this way about him that people did not like to say no to,” said Neath, a longtime Hespeler resident who shared a similar encyclopedic knowledge of Cambridge and its people. “People trusted John. So, when he reached out and was introducing the foundation, we knew that he had this ability to open doors... he was just one of those fine, fine people.”

LeBrun, one of the original CNDCF board members, recalled working with Dr. Moffat to create the popular Food for Thought fundraiser dinner and auction. Together, they brought in a highlight reel of keynote speakers over the years, including Rex Murphy, Peter Mansbridge, Ron McLean, and Pamela Wallin.

“John was just a natural for leadership in that role,” LeBrun said. “To me, he was a gentleman of the first order. He had a real presence about him. Great sense of humour. Quiet leadership. Very well-read, very involved, and a great circle of friends.”

“If there were things in the community that needed a presence and leadership role, where you wanted to get people involved, Dr. John was the person you wanted to have involved the most,” LeBrun added. “He would be a good yardstick measure in anything that the community was going to do. If he believed in something, you bet that it was something that should be done.”

LEGACY LIVES ON

The John H. Moffat Fund is just another piece of Dr. Moffat’s legacy, which holds strongly in Cambridge.

“He played such a meaningful role that his presence doesn’t disappear with his absence,” LeBrun said, referring to his friend and former colleague’s legacy.

For Dr. Moffat, giving back was always a natural reflex more than anything else.

“I think it seemed normal to me. My father (Jack) was very active in the community. He was in everything. He was deep in hockey, he was into Kiwanis, he was an alderman and so forth. It just seemed normal to me,” he said.

Prior to his passing, Dr. Moffat offered a call to action, saying anyone looking for ways to give back should consider WRCF.

As for what he hoped his legacy might be?

“It would be kind of nice to be recognized... people say, maybe 10 years from now, ‘John, what would he have done in this situation? What would his attitude have been?’ That kind of thing,” he said.

I like WRCF. I like the principle of it. I like the fact that it’s community-oriented, strongly community-oriented. I have great confidence in the organization and its potential. It’s very easy for me to pass money through it into the community. It’s easy for the foundation to be in your comfort range.

We use these fees to fund research, convene conversations, and support local initiatives. Charitable Organization Endowment Fund: As a registered charity, your fund provides a sustainable source of revenue back to your organization through annual grants. Your focus is on building the endowment through donations and we take care of the rest.

Community Fund (unrestricted): Grants from your fund are determined by our grants committee, which is comprised of local volunteers, to support the most pressing needs of our community, including future needs that often can’t be anticipated at the time a fund is established.

Designated Fund: You choose the charities you want your fund to support upfront, and annual grants are made to them, forever.

Donor Advised Fund: Operating similar to a private foundation (but without having to do any of the administrative work!), you choose annually which charities you want to support, and you can also lean on our expertise to help with your granting.

Field of Interest Fund: You identify community issues you care the most about, such as children and youth, affordable housing, food insecurity, or social infrastructure, and we make grants on your behalf. You can also update your areas of interest as they evolve.

2025 Grants

Waterloo Region Community Foundation (WRCF) is focused on ensuring our communities are equitable, connected, and sustainable; and people are thriving.

Building on our connections and knowledge of the nonprofit sector, in partnership with our Fundholders and donors, we provide community organizations with grants for programs and initiatives, capital needs, student financial assistance, and more.

In 2025, WRCF distributed $7.6 million, including $6.5 million into communities across Waterloo Region and $1.1 million into other communities, of which $965 thousand of the total was granted via flow through.*

$96M in total grants since inception

WRCF continues to allocate a portion of investment earnings to Stabilization Reserves for each of our funds, which allows us to grant in years when markets are challenging. 2025 delivered another positive return on our investments, which has set WRCF’s funds up well in case of a future market downturn.

2025 Financial Results and Investments

We acknowledge the stewardship responsibility and related accountability that has been entrusted to us. We make an unwavering pledge to meet our community’s expectations for ethical, trustworthy, accountable, and professional behaviour.

As of December 31, 2025, Waterloo Region Community Foundation (WRCF) managed total assets of approximately $179 million, including WRCF’s owned assets of approximately $145 million and an additional $33 million that we manage on behalf of 15 charities.

WRCF Investments

We are pleased to report that over the past 10 years, our portfolio has averaged 8.3%, and since inception in 1984, WRCF’s investment return has averaged 9.2%.

In 2025, WRCF’s return on pooled investment funds was 11.4% versus the benchmark return of 9.9%. (The 2025 benchmark combines performance results from the MSCI All Country World Index (CAD), S&P Canada Aggregate Bond Index, MSCI/REALPAC Canada Quarterly Property Fund Index, CA Global Private Equity Index, S&P Canada High Yield Corporate Bond Index, and S&P Current 3-Month Canada Treasury Bill Index.) Our Investment Committee is working with RockCreek Canada to monitor the portfolio with an overall goal to maximize returns while protecting the capital of our investments over the long-term.

The key to successful endowment funds is investment.

WRCF’s Board of Directors has approved a Responsible Investment Policy that is 100% mission-aligned. What that means is we continue to be committed to investing and growing our assets, but have consciously made the decision that we will do so in a way that is socially responsible without compromising financial returns. Over the past year, our Investment Committee and team have been working with RockCreek Canada, WRCF’s Outsourced Chief Investment Officer (OCIO), to continue our strategic approach to managing WRCF’s investments.

As part of that process, the Investment Committee closely monitors the OCIO’s activities and performance as we continue to transition our portfolio toward the long-term allocation targets outlined below

Operating costs for WRCF are funded primarily by fees levied on assets under management. The average fee that supports our operations is 1.1%, which excludes Investment Management fees.

2025 Investment Reflection

In 2024, Waterloo Region Community Foundation (WRCF) partnered with RockCreek Canada as their Outsourced Chief Investment Officer (OCIO) to manage WRCF’s investment portfolio. RockCreek supports nonprofit clients by delivering strong risk-adjusted returns and providing extensive experience in socially responsible investing.

As WRCF’s OCIO, RockCreek oversees the foundation’s portfolio management, ensuring that generated income supports both current and future grantmaking initiatives. Working in close collaboration with WRCF’s Investment Committee and Finance team, RockCreek has developed a long-term investment strategy that aligns with WRCF’s mission and priorities. They leverage a diverse range of investment opportunities to target strong performance while adhering to the guidelines in WRCF’s Investment Policy Statement (IPS).

RockCreek collaborated with WRCF to define clear investment objectives and goals. This process involved updating the foundation’s IPS and implementing a strategic asset allocation based on several key factors including: return and risk objectives, liquidity needs, annual distributions, and impact priorities. This partnership aims to optimize WRCF’s investment approach, ensuring efficient management of assets and alignment with the foundation’s overall mission.

WRCF’s mission-aligned investment strategy, which RockCreek is implementing across the portfolio, includes a framework centred on three priorities: Equitable Communities, Connected Communities, and Sustainable Communities.

These priorities allow investment both locally in Waterloo Region – and globally. To achieve mission

alignment, WRCF has adopted a multi-faceted approach including: (i) negative and positive screening for alcohol, tobacco, firearms, and fossil fuels; (ii) intentional public market investments; (iii) thematic private market strategies and companies; and (iv) catalytic program-related investments.

WRCF has made progress in implementing this strategy and has invested:

• $62 million in intentional and thematic investments

• $13 million in catalytic programs to build equitable, sustainable, and connected communities

Despite global uncertainties, investment opportunities with positive community impact remain robust across various sectors and themes. Investors and markets are increasingly recognizing the transformative potential of AI in areas such as healthtech, edtech, energy efficiency, and social mobility. RockCreek has identified growing opportunities in these sectors as well as in affordable housing, digital connectivity, financial access, and inclusion. These sectors are expected to yield strong, long-term returns and will be explored as part of WRCF’s investment portfolio. Looking ahead to 2026, with a durable portfolio foundation and capital allocation framework in place, the next phase of WRCF’s evolution will focus on deploying capital into a robust pipeline of private

equity opportunities, with a particular emphasis on scaling high-impact investment strategies.

As a result of all of this work, WRCF’s investment portfolio is well positioned, supported by its long-term investment strategy and mission-aligned framework.

Impact investing occurs when investments are made into companies, organizations, or funds, with the intention to generate social and/or environmental impact alongside a financial return. Investments can be made across asset classes, including but not limited to loans, fixed income, venture capital, and public or private equity. Organizations receiving investment must measure and report the social and/or environmental performance of the impact investment.

Waterloo Region Community Foundation (WRCF) is focused on making it easy for people to do more good. WRCF collaborates with partners to ensure communities across Waterloo Region are equitable, connected, and sustainable; and people are thriving. We work with individuals and companies to support the organizations and issues they care about.

WRCF drives measurable and sustainable impacts through Granting, Investing, and Mobilizing. Gifts are directed to WRCF's endowed funds, with the income generated being distributed in partnership with Fundholders through grants and investments that support a wide range of charitable causes that drive positive change within our community. We are growing our assets in a socially-responsible way without compromising financial returns, and transitioning to a 100% mission-aligned portfolio. These investments include directing at least 10% of our portfolio to impact investments. As a leading communitybuilding organization, we also work to amplify voices and issues of importance by mobilizing conversations and sharing information, which leads people to action, while approaching our work with an equity mindset.
